The potash industry in Saskatchewan has recently been the focus of much new legislation at the provincial level and, along with other mining industries in Canada, also subject to changes in tax legislation at the federal level. As a result, the industry presently operates under (a) provincial production controls, a prorationing scheme; (b) a new provincial reserve tax on potash only and; (c) a new federal income tax applicable to all mineral industries. The prorating scheme dates back to 1970 and emerged as public policy because of the excess supply situation faced by the international potash industry towards the end of the sixties. This caused special problems for new mines in Saskatchewan and the provincial government decided to intervene. The new tax legislation at provincial and federal levels, both introduced within the last four years, reflects a belief that insufficient revenues accrue to the public sector from natural resources. All mining industries in Canada, including the potash industry, have had their tax positions completely reversed during these four years. Traditionally the mining sector in Canada has been a recipient of substantial tax incentives and has enjoyed low tax rates. This has changed and the mining sector is now one of the most heavily taxed sectors in the economy. In addition, the mining sector has moved from a situation where its rapid development was favoured by governments to a situation where this is no longer the case.

GENERAL DESCRIPTION The undercut-and-fill method of mining was devel¬oped by Inco Ltd. in the Sudbury district of Ontario, Canada, to deal with abnormal ground conditions en¬countered in pillar recovery. Although it is now some¬times utilized as a primary stoping method, the main application continues to be in pillar recovery. In any mining method in which fill is employed, pillar systems tend to fail gradually as stoping pro¬gresses. As a result, most pillars are completely destressed and broken by the time pillar recovery com¬mences. Control of the back in such ground becomes a major problem and is contingent on local conditions as they exist in the workplace. In most mining methods, operations such as drilling, blasting, slushing, and tim¬bering can be readily assessed and the mining cycle pre¬dicted. However, in the mining of pillars with overhand methods, the time and effort required to maintain a safe back varies to a quite unpredictable extent. For years the square-set method was the most effective means available for pillar recovery. However, in areas where bad ground was encountered, square setting was a costly and sometimes hazardous method. As the tonnage mined from pillars increased, it was apparent that a safer and less expensive approach was required. Past experience indicated that the best way to deal with broken ground was to mine from the top down. Top slicing systems were examined but were rejected due to the major sub¬sidence which resulted. However, ideas generated from studying top slicing finally developed into the present method of undercut-and-fill. This method, which has almost completely replaced square-set mining, exhibits reduced costs, has improved safety and efficiency, elimi¬nates the factor of bad ground overhead, and allows a closer prediction of the actual mining cycle. The result is more accurate scheduling of pillar production. This factor is of increasing importance as the tonnage from pillar recovery increases in relation to total mine pro¬duction. Undercut-and-fill is a method of extracting a block of ore by mining successive cuts, working from the top down. After a cut of ore is completely mined out, lami¬nated timber stringers are constructed along the sides for the full length of the cut. Round logs covered by a wire screen are laid across the stringers to form a mat. The cut is then tightly filled with hydraulically placed cemented sand fill. Mining is then resumed on the cut immediately below the mat. As the cut advances, the timber stringers are supported by round timber posts seated on the solid bottom of the cut. Drilling, blasting, muck removal, and timbering operations are repeated until all the ore in the cut has been removed. At this time, another log mat is laid and the cut is filled. This sequence is continued until the block has been mined from level to level. The basic principles of undercut-and-fill can be adapted to a variety of mining situations. It can be applied transversely or longitudinally in ore bodies of varying width, that dip from vertical to flat lying. The method can be applied using conventional equipment or it can be mechanized through the introduction of small diesel or air-powered units for muck removal. Undercut¬and-fill is a selective method, ore recovery is high, and dilution can be controlled to an acceptable level. How¬ever, it is a high-cost, labor-intensive method and as such its use is restricted to areas where the less costly meth¬ods of ground support are not successful or where bulk mining methods are not adaptable. One basic require¬ment for undercut-and-fill is an adequate source of hydraulically placed cemented sand fill and a dependable sand plant and distribution system. The success of the undercut method is to a large degree dependent on the competence of the fill placed in each of the successive cuts. In theory, the weight of the fill on each cut is supported in part by the cemented sand itself as it binds to the rough sides of the mined¬out areas next to the pillar walls, and in part by the tim¬ber support. As mining progresses beneath the mat, a downward pressure is exerted within the cemented fill and a voussoir arch develops above the mat, across the full width of the cut. This supports the major portion of the load. The log mat and posts have a double func¬tion in that they carry the remaining weight not sup¬ported by the voussoir arch and in addition prevent any pronounced settling of the fill mass. Excessive settling breaks the bond between the cemented fill and the pillar walls, eliminating the arch effect and transferring the entire load to the mat and posts. The theory of a voussoir arch forming within the cemented sand fill mass is substantiated in practice by the fact that pillars have been mined from level to level with no more significant weight on the bottom cuts than was experienced on the top cuts. In effect, as mining progresses downward, there is no additional transfer of weight from previous cuts to the cut being mined. APPLICATION OF UNDERCUT-AND-FILL Because of their size, the Sudbury ore bodies are, for the most part, mined transversely and, to a considerable extent, by filling methods. Transverse stoping blocks are designed with 9-m (30-ft) crown pillars established be¬low each level and with stopes separated by vertical rib pillars. In past years, floor pillars were left above the level as well, but present practice favors the silling of primary stopes at the base of the rail. Rib pillars are designed to meet the ground control requirements of the primary stoping methods. Local conditions and past experience generally dictate their size. Historically, since the square-set method was to be used for recovery, rib pillars were designed to accommo¬date standard 1.7-m (5'h-ft) sets. A typical rib pillar is four sets wide [6.7 m (22 ft)] when located between two square-set or cut-and-fill stopes having a width of 8.4 m (27.5 ft). The continuous operation of decanters in the mining industry relies heavily on the use of synthetic flocculants. Today, as plants seek to lower production costs by increasing throughput it is necessary to obtain optimum performance from the flocculant. Factors affecting such optimization include charge and molecular weight selection, and efficiency of mixing the highly viscous polymer solution with the feed slurry. Beyond maximizing dilution of the solution, the last factor is often ignored. This paper describes a series of calculations, based on fundamental transport theories, that have been used to describe flow conditions within decanter feed wells and to help select flocculant addition points. Examples are shown for the case of hydroxamated polyacrylamide flocculants in the Bayer Process, where proper selection of the addition points can result in lower flocculant dosage and better control of the decanters.

With the exception of sublevel caving, the most common method of underground mining in Sweden is the "cut-and-fill" method. It is normally used for mining non-ferrous metals , and' is used extensively in the complex sulfide ore mines of the Boliden Company in north and central Sweden as well as the mines of the STORA and Vieille Montagne Companies in central Sweden. All in all, the cut-and-fill method is used in 13 of Sweden's 45 mines. As the mines are relatively small, the volume of ore mined by this method represents only about 5 % of the total ore production in Sweden. The commercial value, however, is much large than this percentage would imply. The production volumes and grades of some typical mines are shown in Table I. As seen, when rated internationally, the grades are comparatively low. The prices are set according to ?international metal prices? as dictated by the London stock exchange, and in lieu of governmental support, rational management methods are critical in order to achieve satisfactory profit.

The USBH Mining Systems and Ground Control Generic Research Center funded a project leading to the improved planning of airflow and refrigeration in underground mines experiencing hot working conditions. The project was broken down into approximately five phases: 1. Visiting some of the known hot mines in the U.S. and sending out a questionnaire to determine other mines which might be experiencing hot working conditions in the future. 2. Choosing two mines in which to conduct measurements to determine the insitu rock thermal conductivity and diffusivity, and comparing these values with laboratory determined values. 3. Investigating computer programs available for mine climate simulation, and testing these programs with case study examples from the two mines where the rock thermal properties were measured. 4. Considering improved ways of estimating the wetness factor and experimenting with the use of heat flux meters to more directly measure the rock heat inflow into the airstream. 5. Applying the results of these investigations to simulating the climate for future mine development and production areas at the two- mines. The project is approximately two thirds completed. At the time of writing, the insitu measurements at one of the mines are still being recorded. This paper will be describing the procedures and results of the insitu rock thermal property measurements, and give a brief description of some of the simulated results obtained for a mechanised cut and fill stope case study from the Homestake Gold Hine in South Dakota.

The focus of this research was to evaluate the synergistic effect of bis(2,4,4-trimethylpentyl) phosphinic acid (CYANEX 272) and di-(2-ethylhexyl) phosphoric acid (D2EHPA), diluted in kerosene, on the extraction and separation of Co(II) and Li(I) from synthetic sulfate solution. The results indicated that using a mixture of CYANEX 272 and D2EHPA was efficient in extracting and separating Co(II) from Li(I). The optimum ratio of CYANEX 272/D2EHPA was found to be 5:1, in which the highest separation factor was obtained (5973.23), and ΔpH0.5 was 4.10. Adding tributyl phosphate (TBP) as a modifier and increasing the temperature improved the metals’ separation rate and extraction efficiency. Thermodynamic studies were also carried out, and ΔH, ΔS, and ΔG values were computed, revealing the endothermic nature of Co(II) and Li(I) extraction by CYANEX 272/D2EHPA mixture. The conducted experiments for the McCabe–Thiele diagram showed the possibility of using two stages to extract over 99% of Co(II) and Li(I). Slope analysis and Fourier transform infrared spectroscopy (FT-IR) were employed to comprehend the Co(II) and Li(I) extraction mechanism using a mixture of CYANEX 272 and D2EHPA.

Pyrite is one of the most common sulfide minerals on earth, which is usually grown with chalcopyrite and other sulfide minerals. In flotation practice, pyrite from different mines or different sections in a same mine may have different flotation behaviors. This is because the pyrite crystal contains lattice defect, including ionic vacancy and lattice impurity. The present work investigates the effects of three typical 3d transition metal (Co, Ni, and Fe) on the adsorption of CH3OCS2 −, OH−, and CN− on pyrite surface by density functional theory (DFT) calculations. Calculated results show that Co impurity reduces the adsorption energies of CH3OCS2 − and CN− on the surface of pyrite, while Ni and Cu impurities significantly increase the adsorption energies of CH3OCS2 − and CN− on the surface of pyrite. Co impurity has small influence on the adsorption of OH−, but Ni and Cu impurities significantly increase the adsorption energies. Calculations on Mulliken charge population of Co2+, Ni2+, and Cu2+ indicate that the Mulliken charges of Co2+, Ni2+, and Cu2+ after OH− adsorption are more than those after CN− adsorption. This suggests that the ionic property of the M-OH- coordination bond is greater than that of M-CN- coordination bond, while covalent bonding of M-CN- coordination bond is greater than that of M-OH- coordination bond. The adsorption results are discussed based on coordination field theory (CFT).

Silver paste including nano sized particles maintains conductivity in high temperatures without forming oxide layers. In the industry, printing process produces wasted silver paste inside the cylinder and on silk-screen. Pyrometallugical silver recycling methods have environmental problems and do not extract pure silver after removing polymer and organic materials during the extraction process. In this study a simple wet process, of recycling the waste silver paste, using ammonia, was conducted. Silver ion extraction yield was increased using oxidant in the ammonia solution. Possible extraction yields, such as pH, concentration, temperature of ammonia, oxidant concentration and the extraction time. The particles that were obtained after the extraction process will be used as porous hydrophobic catalytic and applied to AI mask and hydrophobic ink. Furthermore, it also examines how educational institutions can adopt strategies to foster the development of these critical skills, preparing future mining talent for evolving challenges.

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. Cyprus Amax's interest in Russia began before the mid-1991 breakup of the former Soviet Union. In 1990, Cyprus Amax began searching for such an opportunity. Early this year, production will begin at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1.75-kt/d (1,930-stpd) open-pit operation that will produce more than 9.3 t/a (300,000 oz/year) of gold. Identifying Russian mining opportunities In late 1990, the first Cyprus Amax people travelled to Russia. The trip was to determine the potential for western firms to develop profitable mines. This encouraging visit suggested that Cyprus Amax focus on the Russian Far East with its mineral riches and its easier access to the United States. The company's initial efforts thus focused on working with the Soviet Union's Northeast Geologic Expedition, the then government agency for exploration and geology in Russia's Far East. After the breakup of the Soviet Union, Cyprus Amax continued working with the same people, but they now represented new independent, nongovernmental entities. For three years, Cyprus Amax investigated numerous deposits. This resulted in the identification of two properties of significant interest, one of which was Kubaka. Location Kubaka is located in the Northern Evensk District of the Magadan Oblast in the Russian Far East. This is an area east of Siberia. The project is situated in a mountainous area of the Kolyma Range, about 300 km (985 miles) south of the Arctic Circle. It is 285 km (180 miles) north of the fishing village of Evensk and 380 km (235 miles) northeast of the silver-mining town Omsukchan. The site is 950 km (590 miles) northeast of the regional capital city of Magadan. Magadan, the political and economic center of the Oblast, has a population of about 150,000 people. Predictive maintenance technologies including vibration analysis, tribology, infrared thermography, ultrasonic detection, and electrical measurements have been applied to large electric mining shovels at Cyprus Sierrita. The predictive program was initiated by Cyprus Sierrita and P&H Mining Equipment at the Cyprus Sierrita Mine in Tucson, Arizona during August of 1996 on the P&H model 2300 and 4100 electric shovels. The utilization of these technologies has shown the potential for improving electric mining shovel availability and minimizing maintenance costs. Predictive technologies provide the tools to assess machinery condition. Availability is enhanced by the condition based planning of component replacement. Maintenance costs are minimized by focusing resources through condition based prioritization.

Lynn lake, Manitoha, where Sherritt has operated a copper-nickel mine since 1954, is located north of the 56th parallel approximately SOO miles north of Winnipeg. Sherritt's new, 3,000 tpd, copper-zinc Fox Mine is situated 30 miles southwest of Lynn lake. This paper focuses on the Fox Mine concentrator, hut first some background information. Sherritt Gordon Mines Limited started mining operations as a copper-zinc producer in 1931 at Sherridon, Manitoba, 150 miles south of Lynn Lake. As Sherridon fizzled out development of a series of nickel-copper orebodies commenced at Lynn Lake. The Forward process was developed to treat the nickel concentrate from the Lynn concentrator. Sherritt's ammonia leaching process is now history and is expected to gain more prominence as pressure is applied to the mining industry for closer environmental control. But few are aware of the fact that the present Lynn Lake crushing plant and concentrator were dismantled in the autumn of 1951 and freighted from Sherridon by tractor train during the winters of 1952 and 1953. The copper-zinc orehody at Fox Mine was discovered early in 1961 by geophysical methods which included both airborne and ground surveys. It is part of a ,large body of massive and semi-massive sulphides consisting chiefly of pyrite; with chalcopyrite, sphalerite (containing 7-9% iron) and pyrrhotite in varying proportions which occur within a series of volcanic and sedimentary rocks. The total mineralized zone is a lenticular body with a minimum average length and width of 1,350 feet and 66 feet respectively, to the explored depth of 2,000 feet. The average sulphide content is 67%. Higher zinc zones are masses of pyrite grains cemented by sphalerite with lower than average copper content. Zones higher in copper and lower in zinc are slightly more quartzose. Gold and silver are present in small amounts roughly proportional to the copper content.

The U.S. Bureau of Mines investigated the selective electrowinning of Ag and Au from cyanide solutions contaminated with Cu with the goal of decreasing the amount of Cu co-deposited. Decreasing Cu co-deposited will reduce refinery costs. Direct current was applied to the cell in pulsed and square wave voltages at 0.7 A?h per 150 mL of solution. Times tested for each cycle ranged from 1 to 10,000 ms. Graphite, lead, and stainless steel were evaluated as electrode materials. Square wave e1ectrowinning at 70? C gave the best separation of Ag and Au from Cu. Applying 2.5 V during the duty cycle, 0.0 V the rest of the period, a duty cycle of 10 to 30 pct, and a period of 100 ms to 1,000 ms gave the following results: Ag concentrations decreased from 34 µ g/mL to 0.1 µ g/mL, Au concentrations decreased from 54 µ g/mL to 0.2 µ g/mL, and Cu concentrations remained almost constant at 560 µ g/mL.

In a series of Julius Kruttschnitt size-dependent breakage models, the cumulative percentage passing 1/10 of the initial size is used as a fineness indicator for scientific research and the selection of grinding equipment. However, in industrial practice, it is quite customary to use the mass percentage passing 75 μm as the indicator. In this paper, based on the energy-particle size model, quartz and calcite, two materials with distinctly different hardness, were used as test samples in a conical ball mill. At the same specific energy, the value of the cumulative percentage passing 1/10 of the initial size decreased while that of the mass percentage passing 75 μm increased with finer feed size. The experimental test values of the mass percentage passing 75 μm have a good linear relationship with the model predictions, which suggests that the particle size energy relationship of the mass percentage passing 75 μm and Ecs can be used instead of the cumulative percentage passing 1/10 of the initial size and Ecs. By building family curves, when particle size x < 300 μm, the family curve can be well fitted, and the fine particle size distribution of the whole product can be reconstructed.

There is pressing need for better means of exploring ground conditions ahead of mining. Exploration drilling has the drawbacks of high cost and a seriously restricted sampling zone. Traditional geophysical exploration methods including gravity, magnetic and resistivity techniques have been used with some success underground, but all give poor target delineation relative to range, since they depend upon minor distortions of a potential force field. Much greater ratios of resolution to range can, in principle, be obtained by employing electromagnetic or seismic radiation as the exploring agent. This is because propagation time delays can be used to measure range accurately, and to separate the small effect of a distant target from the much larger effects of nearer targets and of the transmitter. Seismic waves have long been used with great success in exploration for petroleum, and recent research on their application underground is promising. Electromagnetic (radar) waves have been very successfully used for detection and location through the air and outer space, and have also explored through polar icecaps more than a mile thick.l It is not generally realized that below the soil many rocks are also somewhat radar-transparent, and that radar can be used for exploring such rocks, once a quarry, a mine, a borehole, or other means of access has been opened. Radar waves are reflected by any boundary or object where they encounter a large change in electrical properties.2 The usual cause of such a change is a difference in moisture content. Rubidium and cesium were discovered by Bunsen and Kirchhoff about 100 years ago. These two elements are by no means as abundant as sodium or potassium. Their occurrence in minerals is widespread, but usually as minor constituents. There is no known specific ore containing rubidium, but rubidium is found replacing the. other alkali metals in .some minerals.. Perhaps the highest concentration of rubidium found in one mineral is in lepidolite, KLi(OH,F)2A12Si3010, which contains from 0 to 3.5%*Rb20. 0n the average, lepidolite contains about 0.5% Rb20. Other sources of rubidium are carnallite, KMgCl3?6H20; pollucite, H20.2Cs20.2AI203.9SiO2; rhodizite, R20.2A1203-3B203; biotite, H2K(Mg,Fe)3A1(Si04)3; sea water, rivers, marine and fresh water organisms, soils, and plants. Cesium, even though it is the least abundant. of the stable alkalies, has a specific ore. Pollucites a hydrous cesium aluminum silicate, may con¬tain as high as 42.5% Cs20, although again, the average Cs20 content is about 25% among the handful of known deposits. Other cesium-containing minerals are lepidolite and carnallite. Rubidium and cesium are very much like potassium in chemical properties, consequently, they are hard to separate. Because of the difficulty in obtaining pure cesium and rubidium compounds coupled with the scarcity-of supply, prices were high and the two elements enjoyed little industrial use. "NIOSH research has shown that heat/humidity buildup is a major concern within coal mine refuge alternatives (RAs). These high temperature and humidity levels inside an RA may expose occupants to heat stress. Due to the safety risks associated with testing using human subjects, NIOSH partnered with ThermoAnalytics to create detailed thermal simulation models of RAs with human occupants. The objective of this effort was to predict a miner’s core temperature response and moisture loss in environments that may be encountered in a coal mine RA. These parameters were studied across a range of temperatures and relative humidity values to determine if the current 95°F apparent temperature limit for RAs is reasonable. The results indicated that the 95°F apparent temperature limit is protective, provided that miners are supplied with sufficient water. The results also indicated that the body core temperature did not reach dangerous levels even at an apparent temperature of 130°F. However, the results show that moisture loss increases with apparent temperature. Therefore, if the apparent temperature limit were increased, the water provided in an RA would have to be increased to offset moisture loss. INTRODUCTION The purpose of this effort was to predict a miner’s core temperature and moisture loss (sweating and respiration) in environments that are likely to be encountered in a coal mine refuge alternative (RA). A range of temperatures and relative humidity were studied to determine whether the current 95°F Steadman apparent temperature (AT) limit and 2.25 quart/day water requirements for RAs as mandated by the Mine Safety and Health Administration (MSHA) are reasonable [1, 2]. The effects of metabolic heat rate (activity level), miner size (height and weight), and pose (sitting or lying) on core temperature and moisture loss were also studied. MODEL DESCRIPTION TAITherm thermal modeling software (ThermoAnalytics, Inc.) was used to simulate humans in RA-like environments within a range of temperature and relative humidity combinations. The TAITherm Human Thermal Model (HTM) predicts the dynamic thermal response of the simulated miners while accounting for clothing, human tissue thermal properties, and active thermoregulation. The following sections describe the HTM in more detail, the thermal model setup for this analysis, and core temperature and moisture loss metrics found in published literature. Human Thermal Model Overview The TAITherm human thermal model was used to simulate the heat generated by the shelter occupants, and to predict the miners’ skin and core temperatures along with their sweat evaporation rates. The thermoregulation model simulates the process by which the body attempts to maintain a constant core temperature by considering the effects of shivering, sweating, and changes in skin blood flow. This model calculates surface and deep tissue temperatures within the human body as described by a surface mesh."

A review is given of the present applications of random sets and integral geometry in fragmentation and liberation models of ores and minerals. Although attempts have ben made in the past to apply such mathematical techniques to the comminution of solids, it is shown that it would not result in major progress. In liberation modelling, it is demonstrated that the approach can lead to fruitful results. Following a recent paper by Davy (1984), a model of liberation prediction is developped, which can be calibrated far ore texture and breakage using image analyzers. The model is demonstrated for the case of a Poisson polyhedra ore texture and monodisperse fragment size. The model enables to predict the complete composite particle distribution, and is thus valuable for integration of ore breakage models with minerals separation models.

Coal that meets customer specifications is often stored in silos prior to being loaded into railcars. However, it is often found that, after loading, the coal contained in a particular car does not meet customer specifications. This can occur because of the variability inherent in the coal and because of segregation, mixing and flow inside the silo. Some contracts now require the coal in each car to be within specification. Silo flow models are used to predict quality in such cases. However, developing an accurate silo flow model for each case is difficult and time consuming. This paper examines the viability of using an online analyzer in conjunction with a feedback circuit to optimize the quality of the coal being loaded into trains, so that each car meets the quality specifications.
