A major contribution to the art of blasting was made at the Cleveland- Cliffs Iron Company?s Hawkins Mine in Cashwauk, Minnesota during April of 1956. It was here that the first experiments with fertilizer grade ammonium nitrate were conducted-experiments which led to the development of the ammonium nitrate and fuel oil method of blasting which has been eagerly adopted by open pit and quarry operators throughout the United States. While this new blasting agent was a more or less natural outgrowth of the Akremite Process devised by Maumee Colleries of Terre Haute, Indiana; no one, to our knowledge, had used this particular combination of ingredients prior to this time. Certainly this was a "break-through" as far as the Lake Superior District was concerned. Akremite consists of a mechanical mixture of grained ammonium nitrate and a solid carbonaceous material packed in a plastic bag. At the time of its introduction to the Mesaba Range, Akremite sold for 10.5 cents a pound as compared to the 18 cent powder previously used in both wet and dry large hole blasting. The discovery of this agent was indeed a remarkable achievement, one that afforded a substantial reduction in blasting costs. However, Akremite proved to be only an intermediate step in the evolution of our present low cost explosives. Cleveland-Cliffs utilized prilled ammonium nitrate and fuel oil and then eliminated the mixing and packaging plant entirely by combining the two raw materials in the field at the drill hole collar or in the hole itself. Thus we have approached the ultimate in simplicity, for the blaster and his helper now manufacture their own explosives not only as they are needed but where they are needed, and at a cost of under 4 cents a pound. This two-man crew may charge and explode as much as 8 tons of ammonium nitrate in an eight-hour shift and in so doing break some 65,000 tons of ore.

"Increasing demand and market economics have pushed the mining industry to adopt improved mining practices and minimize losses. Simulation, in this regard, has proved to be an efficient tool to help in decision making purposes. We present the development of a discrete event simulation model for a large-scale open pit mine to run experimental scenarios for near optimal decision making. A mixed integer linear goal programming (MILGP) optimization model is also presented for shovel allocation optimization. The mathematical model will be coupled with the simulation model at the dispatching stage for shovel allocation optimization and thus it will act as the link to optimal short-term schedule to assist in achieving better mine plan compliance across short-term and operational planning time horizons. The main contribution of this work so far is the development of the MILGP model and development, implementation and verification of the simulation model on a large scale oil sands open pit mine case study. The results obtained so far are promising and have been validated against the historical data of the mine, proving the applicability of the model for experimental scenario analysis. INTRODUCTION It is essential for mining operations to adopt efficient operational methods and technologies to cope with market demand and economics. Mining operations, on the other hand, being capital intensive, find it risky to bring in any changes. Simulation is a tool that can help in this regard for better decision making purposes with an improved and quantitative measure of confidence. A true representative model that satisfies the objectives set for the simulation is essential to achieve its applicability for decision making purposes. A similar simulation model is presented in this paper for analyzing the operational KPIs of a large scale oil sand open pit mine with truck-shovel operations. This paper is aimed at providing an overview of the development of the model and the statistical outcomes validating its applicability for experimental scenario runs and thus for better decision making purposes. A mixed integer linear goal programming (MILGP) optimization model is also presented in this paper that acts as an upper stage in a multi-stage dispatching system. The optimization model is proposed to be linked with the dispatching logic in the simulation for optimal shovel assignments and target productions by reading available mining faces directly from the short-term extraction schedule. This model is aimed at bridging the gap between operations and short term extraction schedule; and may help achieve better compliance between the two."

The control of sulfur dioxide and fly ash in the emissions from coal-fired boilers is a significant segment of the national environ- mental protection program. Developing technologies to accomplish this objective presently emphasize aqueous scrubbing techniques. Should circumstances require aqueous scrubbing for fly ash control only, provision must nevertheless be made to counteract the presence of sulfur dioxide which can create an acidic and potentially corrosive environment. Major technologies for sulfur dioxide control by aqueous scrubbing include, l), recovery processes yielding sulfuric acid or elemental sulfur and 2), throw-away processes which produce a sludge consisting essentially of calcium sulfite or varying amounts of calcium sulfate.1/ Recovery processes are more sophisticated and best suited for locations where there are markets for sulfuric acid or sulfur, or where sludge disposal is an overriding consideration. Throw-away processes are generally less sophisticated but have a problem in that gas scrubbing systems may not operate for practical time periods without failures due to corrosion and to plugging by particulates and precipitates. To overcome this difficulty, some throw-away systems employ an aqueous solution of caustic in the gas scrubbing device to assure maximum water solubility of sulfur compounds, followed by the addition of lime to the scrubbing medium in a system external to the scrubber to produce the throw-away sludge and regenerate the caustic for recycle. Such systems are referred to as double alkali systems.2/

INTRODUCTION Underground mines in many parts of the world have elevated levels of short-lived 222Rn daughters. Lung cancer implicating exposure to short-lived daughters is documented in the U.S., Czechoslovakia, Canada, Sweden, the U.K., France and Newfoundland. An elevated lung cancer mortality (in excess of that expected) has been observed when cumulative exposure to alpha emitting short-lived 222Rn daughters (218Po, 214pb 214Bi 214Po) is greater than about 60 working level months (WLM) [1]/ (Hewett, D. 1979). This is equal to an absorbed alpha dose of about 30 rads to shallow basal cells in bronchial epithelium. Long-lived alpha emitters are also present in underground mines, and especially uranium mines because of airborne particulates containing uranium. The 238U parent of this primordial series supports other long-lived emitters 234U 230Th, 226Ra, Pb(210Po) which are in some degree of radioactive equilibrium with the parent 238U. Airborne particulates can be present due to drilling on the face of the ore body as well as in all parts of the mine through resuspension from the mine floor. Particles from 1 µm to about 5 µm penetrate the nose with reasonable efficiency and deposit primarily in the tracheobronchial tree. They are removed by ciliary motion (the bronchial escalator) but deliver an alpha dose to basal cells in bronchial epithelium during clearance in the same manner as short-lived 222Rn daughters. It is the purpose of this work to indicate the alpha dose to basal cells in bronchial epithelium delivered by the long-lived emitters 234, 238U. The dose calculations reported here based upon a few measured values of these isotopes in air in uranium mines in New Mexico and Colorado. MEASURED 234, 238U IN URANIUM MINE ATMOSPHERES In 1979, the U.S. Bureau of Mines undertook a study to evaluate personal monitors to be worn by miners to measure short-lived 222Rn daughters. One of these devices sampled air at 100 cm3/min through a 13 mm glass fiber filter, with a small pump worn on the belt. Alpha particles emitted by 222Rn daughters on the filter were measured continuously by a thermoluminescent dosimeter (TLD) chip. Each monitor was worn by a miner for a 170 hour working month and approximately one cubic meter of air was sampled during this period. Six different mines were selected for the test in New Mexico and Colorado. The mines used either wet or dry drilling methods. Miners in each location were equipped with the personal monitors. Subsequent to their use in evaluating the shortlived daughters, Dr. Robert Droullard of the Bureau generously gave us these filter samples along with a few blank glass fiber filters from the same box of filters used in the study so that long-lived emitters present in these mine atmospheres could be determined radiochemically. Four of the samples have been run for 234, 238U. The radiochemical procedure for uranium is adapted from USDOE, Environmental Measurements Laboratory Manual (Harley, J.H., 1976). Briefly, the samples were placed in platinum crucibles, spiked with 232U tracer and pretreated with nitric and hydrofluoric acid. The residue was fused with potassium fluoride to transpose to pyrosulfate. The fused cake was dissolved in 7 [N] hydrochloric acid and the solution passed through an anion exchange column to isolate uranium. Iron was removed using mercury cathode electrolysis. Uranium was electrodeposited onto platinum dies and counted using solid-state alpha spectrometry. The samples from each type of mine (wet and dry) were analyzed. The samples in the "wet" mine in New Mexico were selected on the basis of the original TLD measurement because they were near the maximum occupational standard for radon daughters. These samples should also represent upper limits to longlived activity encountered, since they were obtained at drilling operations on the face of the ore body. Samples collected in the "dry" mine in Colorado were pot associated with a particular location in the mine and should be representative of a month long overall exposure in many locations and operations. Titan Group’s environmental policy and Sharrcem’s Corporate Social Responsibility (CSR) are the driving forces behind the development and implementation of a comprehensive Rehabilitation Plan at Dimce Quarry, which is the main raw material source for Sharrcem Cement Plant since the 1970’s, located in the municipality of Hani i Elezit in Kosovo. Based on an Environmental Impact Assessment Study and the approved Mining Plan and also on the principles prescribed in the Guidelines on Quarry Rehabilitation, released by the Cement Sustainability Initiative of the World Business Council for Sustainable Development (WBCSD-CSI), Sharrcem has adopted a quarry operation and rehabilitation process in line with the best practices in the mining and cement sector. This paper discusses the background for the development of the rehabilitation plan and the results of rehabilitation activities, as have been implemented over the last few years. The main objective of the progressive rehabilitation plan at Dimce Quarry is to restore the depleted pit and return it back to the original land owners for resettlement. To date approx. 3,4Ha of former mining area has been restored by backfilling and levelling of the depleted closed pit and returned back to owners, who have built their houses and turned it into a living area again. This Quarry has turned out to be a real composition and practical example of preserving and returning back the natural resources in a state compatible with the surrounding environment and with respect to the needs of the local stakeholders. The motivation for business to engage in rehabilitation activities in the first place lies in the belief that the development and implementation of a progressive and practical Quarry rehabilitation plan and restitution of the land will deliver significant environmental and social benefits that outweigh the long-term rehabilitation costs, while maintaining the company’s reputation.

MINERALS INFORMATION PROGRAM Mineral data collection by the Federal Government actually began in 1882 with an appropriation by Congress to the U.S. Geological Survey (USGS). Although the Bureau of Mines was instituted in 1910, it was not until 1924 that the collection, interpretation, and dissemination of worldwide information on production, consumption, and availability of minerals became the responsibility of the Bureau. The objective of the Bureau's minerals information program is to maintain and provide reliable, timely, and comprehensive data for analysis of national minerals problems. This program is implemented by a staff of specialists who cover about 100 mineral commodities and the mineral industries of 168 countries. Data are also provided on the minerals industry on the State and county level. The specialists analyze information to identify trends and problems, forecast future U.S. and world supply and demand for the nonfuel minerals, and relate trends and developments to their impact on the domestic minerals industry. Data Sources and Publications The primary sources of data concerning the domestic minerals industry are the companies that produce, use, and trade in these minerals. Approximately 60,000 survey forms are sent to industry, on a monthly, quarterly, semiannual, or annual basis, to obtain the data. Domestic trade data are provided by the Bureau of the Census, U.S. Department of Commerce. Information on mineral developments abroad is developed by Bureau specialists from mineral reports supplied by U.S. embassies worldwide, from primary source documents, from a review of the technical mining literature, and from onsite mine and plant visits in foreign countries. The information is disseminated through a number of Bureau publications: "Mineral Industry Surveys" provide aggregated data on a monthly. quarterly, or semiannual basis to give timely information on the most important mineral commodities. "Mineral Commodity Summaries," published each January, provides preliminary annual data on supply and demand and discusses significant events of the previous year. The final data are published later in the "Minerals Yearbook," which is the definitive historical record for mineral statistics. "Mineral Facts and Problems," an encyclopedic work issued every 5 years, covers industry structure, technology, supply-demand analysis. economic factors, reserves, and forecasts of U.S. and world demand for individual commodities. "Mineral Perspectives" and "Mineral Issues" cover important international mineral developments and significant issues of current U.S. policy as they relate to minerals. Discussions and analyses of mineral trends and developments also appear in other Bureau publications, such as "Minerals and Materials" and "Information Circulars." These publications provide the basis for analysis and policy determinations by the Bureau and by virtually every Federal agency concerned with minerals, defense issues, the national economy, and foreign relations. The data are also used by industry in planning capital investments in mines and processing plants, by financial analysts, by U.S. delegations in their work with international commodity groups, and by a host of other minerals related organizations. Data Bases The data bases used by the specialists for preparing publications or in response to a continuous stream of inquiries include both those that contain individual commodity data from respondents, and those that are summary data bases on production, trade, capacity, employment and a number of other minerals-related items, not all of which are derived from data reported to the Bureau of Mines. The data bases maintained on the mainframes are not accessible by non- Bureau users. The mined coal bed and surrounding strata are both sources of methane which must be control led during mining. During developmental mining, the mined coalbed is the primary methane source; during retreat longwall mining, the primary methane source is the overlying strata. Underground technology is being developed to control both sources. This technology involves drilling long horizontal drainage holes into the mined coal bed and relatively short holes (less than 152 m or 500 feet) into the overlying strata. Because of the large volumes of methane that flow from such drainage holes and the limited ventilation available for in-mine dilution, underground pipelines are used to transport the drained gas to the surface. Large- scale in-mine degasification demonstrations showed reductions in methane flow of up to 70% during developmental mining.

The propensity of coal spontaneous combustion can be evaluated using various laboratory testing methods such as R70 adiabatic tests, thermal gravimetric analyzer (TGA) and critical self-heating temperature (CSHT) methods. Each of the methods has its unique characteristics and index for classifying the propensity of self-ignition of coals. Accountable relationships among the propensity indices of different methods should be established. Using the newly established R and TGA testing setups in our ventilation laboratory, samples from US coal mines have been collected and tested. 70 The TGA is a relatively new quantitative method. A test can be conducted in a relatively short time. The temperature and weight of the sample can be measured with high precision and then used to determine the activation energy of the coal which is a good indicator for potential of self-heating. Under a specific experimental design, the TGA technique could perform the proximate analysis for determining coal quality parameters (e.g., moisture, volatile matter, fixed carbon and ash content). These parameters can be used in an empirical equation for assessing the potential of coal self-ignition. The trend of activation energies determined using TGA techniques and adiabatic tests are reasonably consistent with each other. As a case study, a comparative analysis of these two methods for determining activation energy was made on coal samples collected from Indiana. The kinetics of the spontaneous combustion mechanism has been explained. If the functional groups of a coal are easier to be activated with a small amount of activation energy at a relatively low temperature, the coal will has a higher potential of self-heating. With the kinetic and coal quality parameters determined by the TGA setup, it has been found that the coal with low potential of self-ignition has low self-heating rate, high activation energy and high minimum self-heating temperature.

The wettabilities of agglomerates made from coals of several different ranks were measured by the adhesion technique. Oil levels from 0 to 10% by weight were used. As was expected, it was found that higher-rank coals are more easily oil-wetted and that the surface properties of the agglomerates correlate with agglomeration recovery and ash removal data.

Shortcut methods are commonly employed for estimating mining costs for prefeasibility studies. Most of these methods, however, are suitable for earliest stage studies or for internal discussion purposes only. The experts at InfoMine?s CostMine division recommend that any cost estimate completed for purposes of significant decisionmaking or for compliance with Canada?s NI 43-101 requirements be completed using a determinative itemized method. The same basic principles apply for an early stage, intermediate stage, or advanced stage estimate. The only difference is in the level of detail and effort employed. ? Based on the results of a completed resource estimate, an itemized cost estimate begins with development of a conceptual mine plan. Using a surface mine as an example, four elements are crucial no matter what level of study is initiated. Basic geometry of the ore deposit and waste material, with a determination of the expected ratio of waste to ore, a reasonable pit slope angle, possibly requiring the completion of geotechnical studies to predict the waste-to-ore ratio with certainty. ? Determination of the assumed ore and waste production rates. ? Locations of all ore stockpiles and waste dumps. ? Segmental haulage distances and gradients for ore and waste.

The soils included 65 m of rock not exceeding an unconfined compressive strength (UCS) of 200 kgf/cm2, 130 meters of soft clay, silt, and sand not exceeding 30standard penetration test SPT blows per 300 mm, and 220 m of rock ranging between an UCS of 400-600 kgf/cm2. The river crossing, utilizing 1778 mm OD x 19 mm wall x600 mm steel casing pipe without intermediate jacking stations, was part of a seven kilometer liquefied natural gas (LNG) transmission line in South Korea. This 440-m, 1,442-ft, river crossing was microtunneled through three different ground conditions and completed in just over three months. The crossing was achieved with an average of 25 m of ground cover and 15 m of water cover. The Kwang Yang River Crossing was part of a 7 km liquefied natural gas pipeline project for POSCO, a Korean steel producer. The microtunneling machine was custom built for this project. The microtunneling machine selected for this project was tooled with 7 button bits and 2 roller bits. None of the cutter bits were replaced during the drive. Inside the machine, before the spoils laden slurry was pump back to the surface, it would pass through an independent cone crusher. The crusher is placed in the slurry flow to make sure that none of the spoils are so large as to stop the return flow of the slurry. An additional requirement was for the inclusion of a compressed air lock. The air lock was required in the event that the cutter tools required replacement. The cutters were back loaded so that the workers would have access to change the cutters in the event of cutter failure or wear out. No intermediate jacking stations were installed for the drive. The soils included 65 meters of rock not exceeding an unconfined compressive strength (UCS) of 200 kgf/cm2 with production averaging between 7 and 20 mm/minute. The second zone contained 130 meters of soft clay, silt, and sand not exceeding 30 standard penetration test (SPT) blows per 300 mm with production averaging between 80 and 180 mm/minute. The third zone contained 220 m of rock ranging between an UCS of 400-600 kgf/cm2 with production averaging between 7 and20 mm/minute. The steel casing pipe was 1778 mm OD x 19 mm wall x 6000 mm long. The project profile, see Figure 1, shows the soil conditions. The hand written numbers locate just above the pipeline are the production dates. The circled numbers are the 10 pipe joint increments. The project required 74 pieces of pipe to span the440 m drive. Figure 2 and Figure 3 are the jacking information. Figure 3 is a continuation of the information from Figure 2. "THE SS640 AGRIGENTO-CALTANISSETTA PROJECT The Caltanissetta tunnel is part of the works for the construction of the second 28km-long maxi section of the SS 640 motorway of Porto Empedocle, from km 44 to the junction of Imera in Sicilian hinterland. Amongst other major infrastructure works, the €740 million ANAS (Italian national roads and highway administration agency) project consists of four twin tube tunnels three of which are being excavated by conventional means. The longest tunnel, underpasses the Caltanissetta city and has a length of 3.9km under a maximum overburden of 120m. The JV consisting of CMC of Ravenna and TECNIS SpA won the design & built tender in 2010. Construction started in early spring 2012 following the approval of detailed design and later on the approval of design for construction. THE CALTANISSETTA TUNNEL The Design Phase Tender design and detailed design foresaw the construction of 13.4m excavation diameter tunnels that were to be enlarged in a second phase to create, every 600m, 50m-long tunnel sections for emergency parking. During the design for construction project phase the JV proposed to replace the 13.4m tunnel with a 15.08 excavation diameter that incorporated apart from the two 3.75m wide lanes a 3.25m wide continuous emergency lane. This significant tunnel section modification was associated with better road safety conditions, simpler and safer construction procedures, better statics for the tunnel section while in terms of overall cost the solutions were equivalent.Geologic context The tunnel is located in the middle of the geologically known Caltanissetta basin that is intersected by various tectonic structures. The geologic context for the tunnel scale, was defined in collaboration with the University of Catania in early project phases. For almost its entire length the tunnel is excavated in the Terravecchia formation that represents the lower part of the stratigraphic sequence that was formed in the Tortoniano period of Miocene. The quite complex geological model is also characterized by the presence of the so-called Trubi formation that consists of clay and marl clay. Almost 90% of the tunnel traverses formations that are quite similar in terms of excavation behavior. Exception to this are thrust zones and a calcareous stretch of the alignment. This last segment has a length of 200m and was identified since the very beginning as a tunneling challenge due to the combination of very poor geotechnical properties and an important water load."

"The excavation of a tunnel in highly weathered and strongly fractured rock masses due to tectonic actions is still a challenge. In order to maintain reasonable productivity, excavation through a wide zone of highly tectonized rock mass requires a detailed, integrated study of the construction solutions and a monitoring system to minimize the process time and to optimize the adopted consolidation measures in accordance with a predefined matrix of possible support systems. This paper summarizes some interesting data acquired during the excavation of the Brenner Railway Base Tunnel system between Italy and Austria. The Brenner Base Tunnel (BBT) runs through the fault line between the European and the African tectonic plate. This big fault zone is called “Periadriatic Line.” In particular, data acquired in the exploratory-service tunnel have been analyzed. Furthermore, the base concepts for defining the consolidation and support solutions adopted for the excavation of the exploratory tunnel are described. INTRODUCTION The Brenner Railway Base Tunnel (BBT) is a system of underground structures and tunnels that is designed to connect Italy and Austria using new railway standards. It is based on high speed (HS) concepts and applies the European Standards for Interoperability (TSI). The railway includes twin tunnels for a total length of about 55.0 Km without considering the connection tunnels to the existing underground railway in Innsbruck. Including the latter, the total length of the tunnel system reaches 64 Km, and is among the longest tunnels in the world. The Italian section passes through the so-called ""Periadriatic Line,"" which is an important tectonic structure generated by the collision between the European and the African tectonic plates. Despite the extensive investigations carried out (boreholes down to 700 meter depth), significant geological and mechanical uncertainties inside the Periadriatic formations remained unsolved. In order to elevate the level of confidence and observe the behavior of the rock mass at a representative scale, the BBT Authority decided to excavate in advance the service tunnel, which has taken the function of an exploratory tunnel. The data and observations collected during its excavation would provide important insights for the design of the main tunnels."

Attractive geology does not guarantee mining investment if a region’s policies are bad, according to mining executives surveyed in the Fraser Institute’s seventh Annual Survey of Mining Companies. Companies responsible for a combined US$642.4 million in international exploration (during 2002) rated the policy attractiveness and mineral attractiveness of mining jurisdictions around the world. Jurisdictions like Chile, Australia, Quebec and Nevada bolster their attractive geology with mining-friendly policies, the report said. These locations do well on the overall investment attractiveness index. On the other hand, jurisdictions like British Columbia and Indonesia, each with excellent geology, are hurt by their policies, which have lowered their score.

This paper describes the Boroo Gold Company (BGC) ore processing plant which is the first CIL/CIP plant in Mongolia. BGC is the first foreign investment in Mongolia since 1990 and follows the highest safety and environmental standards. Commissioning of the plant commenced in October 2003 and commercial production began in March 2004. Gold recovery is by gravity and conventional leaching and carbon adsorption. Detoxification of the leach tails is by the SO2/Air method before discharging the tails to the tailings pond. Ore types treated at Boroo are predominantly oxide with some transition ore as mining reaches the lower sulphide zone. There are several interesting technological issues and projects ongoing at Boroo which will also be discussed.

Mexico’s role in the world economic community continues to grow. And it is important that the country makes use of its natural wealth, including its large underground deposits of minerals and metals. With that in mind, Industrias Peñoles S.A. de C.V.(Peñoles), a mining, smelting and refining company, began mining lead, zinc and other metals from the Francisco I. Madero Project (FIM). The mine is located about 600 km (370 miles) northwest of Mexico City in the state of Zacatecas. Peñoles plans to remove about 3 Mt/a (3.3 million stpy) of ore from FIM. To achieve this goal, the company needs to optimize its processing, to maximize the amount of metal it extracts through FIM’s large flotation lead-zinc concentrator. To ensure high productivity, Peñoles and its contract engineering firm, M3 Engineering and Technology, of Tucson, AZ, have implemented anore processing system.

ABSTRACT Lateritic bauxite deposits of economic size and grade in Sierra Leone occur on granulites of the Kasila series. The high grade trihydrate ores of Mokanji are exploited by SIEROMCO since 1964. Remaining reserves are small (2 million tons) and operation moved over to the Gondama deposits of similar grade. Port Loko bauxite reserves are estimated at 100 million tons and are of relatively lower grade. It is planned to treat this ore locally into alumina. Guinea's bauxite reserves exceed those of any other nation. They occur as hard lateritic bauxite covers on plateaus of the Pre-Cambrian sedimentary formations and on doleritic intrusions. The genesis is still controversial. The Sangaredi mine has produced high grade ore for the last 10 years. Friguia exploits a relatively lower grade ore at a rate of about 2 million tpy to be treated in their local alumina plant. Kindia ore is mined at a yearly rate of 2,5 million tons since 1974. Untouched reserves at Ayékoyé and Tougué/Dabola are estimated at 6,000 million tons.

Four methods to assess the relative flotability of fine coal have been tested: flotation with frother only, flotation with frother and collector, salt flotation, and timed-release analysis. A practical and simple criterion which combines the separation efficiency (capacity factor and kinetic rate constant (intensity factor) has been suggested. Five coal samples are chosen and tested. Based on test results, it is concluded that the flotability test with collector and frother is closer to practice, and, according to the suggested flotability criterion, coal fines can be classified into four categories of relative flotability: very easy, easy, moderate, and difficult.

INTRODUCTION In the past decade, the international coal trade has been undergoing a period of gradual change. This change will continue through the remainder of this century until by the year 2000 the international coal industry will look very different from the industry which existed in the early 1970's. The industry which will emerge from the thirty year period of change (1970-2000) will be different in many ways. -The volumes of coal transported will be much larger. - The primary type of coal traded will be steam coal rather than metallurgical coal. - A much broader group of countries will be participating in the trade both as suppliers and as consumers. - The trade will be dominated by a relatively small number of large producing and trading companies. - The coal mined for international shipment will be primarily surface- mined. – The United States will play a decreasingly important role in international coal trade. In the course of this paper I propose to address three questions which are crucial to the formulation of an understanding of the changes outlined above : (1) Which supplier nations will be most successful in the international metallurgical and steam coal trade in the next decade and a half? (2) What emerging trends will shape the international coal trade in the 1980's and 19901s? (3) Where are U.S. producers likely to fit in this scheme of things? As a background to my remarks, I should note that what follows is based on five years of work in a consulting capacity on coal supply and demand issues worldwide. Although in the course of this work I have had occasion to develop mining and transportation cost figures for all of the countries discussed below--both my own and those obtained from coal producers--it is apparent that success in the marketplace can be determined in some instances by considerations other than costs. Nevertheless, my comments today about international competitiveness will be dominated by cost considerations; there are, after all, not many markets that reward the high-cost producer with success. Let us begin by establishing some criteria for success in the international coal market and then compare some of the producer nations to some of these criteria. The criteria are: - Low delivered cost, - Good quality coal, - The producer's partnership in a joint mining venture with an importer or a consumer of coal, - The producer's international business orientation and commitment to penetrating the market, - The producer's reliability as a supplier, and - Political pressure exerted by the producing country on consumers.
