The U.S. coal mining industry consumes a significant amount of energy, primarily diesel fuel and electricity. The continuous global increase in energy demand, high energy prices and environmental issues related to carbon dioxide emission represent a substantial challenge for the mining industry. This paper presents the result of research on development of an integrated data environment system for analysis of energy consumption in a surface coal mine. A case study on an operating surface coal mine is carried out to demonstrate the practical application of the developed system. The research work presented here may be used by mining professionals to help provide the answers to the crucial questions of when, where and how much energy is being used. This developed system represents a framework for efficient management of energy consumption.

Unlike traditional mining on land or ?dry? mining, relatively little is known of ?wet? or offshore mining within the industry. However, dredge mining has several benefits over dry mining, including high unit capacity, as well as lower operating and transport costs. IHC Merwede, a company with expertise in wet mining, is keen to raise awareness and help the industry move forward from dry to wet mining. The idea of mining offshore is not a new one. With global head grades declining, certain operations still have extensive resources of lower grade mineralization in their concession area. These operations require a lower cost, high volume solution for which dredge mining can provide an economic alternative. Interest in dredge mining has recently returned, and there is an increasing tendency to use dredge mining for the removal of overburden or the rehandling of tailing ponds.

Industrial minerals play a central and dual role in the sustainable development (SD) of natural resources. Over the past decade the mining industry has increasingly focused on sustainably extracting and processing industrial minerals. This trend has been driven by higher energy costs, diminishing water resources and sensitivity towards environmental stewardship. Industrial minerals have been used throughout human history as low cost, naturally occurring, materials. Today they are critical components of recycled packaging, energy efficient building materials, light weight paper coatings, and other products critical to the responsible utilization of global resources. As industrial minerals become more widely used in ?green? products, mining companies have established best practices for the sustainable management of industrial minerals mining and processing. These management practices include reducing energy consumption, minimizing water usage, increasing waste recovery through recycling and process optimization, and maximizing the amount of ore extracted per acre of disturbed land. With the commitment to SD principles, quantitative methods for objectively measuring SD performance have become increasingly important. Measuring sustainability impact is a valuable tool for effectively applying SD principles and for making choices that balance sustainable development against other business objectives. SUSTAINABLE DEVELOPMENT AND MINING Sustainable development is a term that has become a common part of our lexicon; however, it has multiple meanings and interpretations leading to a sometimes confusing and contradictory array of definitions. The absence of a single, precise definition reflects the fact that SD is a broad concept or paradigm that offers guiding principles as opposed to a specific set of criteria or regulations enforceable by government or other oversight agencies. While a principle based conceptual approach allows businesses to broadly apply SD practices that are tailored to their specific situation, it has also led the public to sometimes view voluntary corporate SD programs with a degree of skepticism (Walker and Howard 2002). This is particularly true in the mining industry. One reason for this skepticism is that the relationship between SD and mining is misunderstood and to many, sustainably developing non-renewable mineral resources is a contradiction (Rajaram et al. 2005). However, this view takes a very narrow interpretation of the tenets of SD. The second is that mining carries a legacy of poor environmental stewardship that does not accurately reflect current corporate environmental practices Many minerals companies have adopted the Brundtland Comission?s definition of SD (United Nations 1987): ?? development that meets the needs of the present without compromising the ability of future generations to meet their own needs?. This definition is very broad and can be interpreted in a number of ways. It provides a general context for sustainable development and is not intended to provide detailed guidelines addressing specific aspects of sustainable development. To fill this gap the following SD principles were drafted by the international minerals community in 2003 (ICMM 2003): 1. Implement and maintain ethical business practices and sound systems of corporate governance. 2. Integrate sustainable development considerations within the corporate decision-making process. 3. Uphold fundamental human rights and respect cultures, customs and values in dealings with employees and others who are affected by our activities. 4. Implement risk management strategies based on valid data and sound science. 5. Seek continual improvement of our health and safety performance. 6. Seek continual improvement of our environmental performance. 7. Contribute to conservation of biodiversity and integrated approaches to land use planning. 8. Facilitate and encourage responsible product design, use, re-use, recycling and disposal of our products. 9. Contribute to the social, economic and institutional development of the communities in which we operate. 10. Implement effective and transparent engagement, communication and independently verified reporting arrangements with our stakeholders. These guidelines insure that SD concepts are applied equally across the industry while setting a clear performance standard and benchmark against which to evaluate success. By adopting these principles and issuing the Milos Statement (http://www.sdimi.org/milos_decl_October%206_2003.pdf), which provides a more detailed vision for integrating SD into everyday business operations, the minerals industry has embraced SD as a core corporate value. The unifying and holistic approach embodied in SD principles impacts the entire mine to market life cycle and addresses the economic, environmental and social consequences of mining. INDUSTRIAL MINERALS The world economy relies heavily on minerals; they are essential to economic prosperity and the quality of life. Industrial minerals are non-metallic, non-fuel minerals that provide the raw materials for a vast range of products used in most every aspect of daily life. They are mined and processed worldwide and they span the spectrum from relatively low value, high volume commodities (e.g. common clay, crushed stone) that are usually mined locally to high value, low volume specialty materials that are sourced from unique one of a kind deposits (e.g. barite, talc, mica). High volume commodity mining operations are often located near the end use market which, in most cases, means areas of high population density where construction and other urban activities drive demand. In these situations the strict adherence to SD principles is particularly critical as these are highly visible operations that must meet the public?s demand for good corporate citizenship. These operations are similar to chemical or other manufacturing facilities that operate near population centers. Evver since it first displayed an autonomous mining truck at the 1996 MinExpo show in Las Vegas, NV, Caterpillar has been building the blocks to a fully autonomous mine. In May, the company unveiled another block in that progression, the new Cat MineStar System that it says is ?the industry?s broadest, most comprehensively integrated miner operations and mobile equipment management system.? The full system is comprised of five capability sets ? Fleet, Terrain, Detect, Health and Command ? to help operators define the size and scope of their management system based on the needs of their mining operations. Michael Murphy, technology and autonomy manager for Cat Global Mining, explained that the customers were not ready for an autonomous mining truck in 1996, but that many customers wanted the building blocks to eventually get to autonomous mining. After 15 years of work, Murphy said the building blocks have come together in the form of the Cat MineStar System.

Coal, as one of the vital sources of energy in China, has raised widespread concerns regarding its safety issues amidst the country’s economic growth driven by coal. To address this concern, this study employed the Kuznets curve, multiple linear regression, and data envelopment analysis models to investigate the impact of Chinese coal economic development on coal mine deaths from 1992 to 2021. The findings revealed a clear correlation between the Chinese coal economy and coal mine deaths. Specifically, per capita coal output, the death rate per million coal tons, and the death rate per hundred thousand persons exhibited positive, negative, and negative correlations, respectively, with the growth of coal income over the past three decades. Moreover, when the coal workers and coal output factors remained unchanged, the income of coal demonstrated a negative correlation with future changes in coal mine deaths. Notably, with three decades of coal economy development, substantial improvements in coal mine safety have been observed in China. Consequently, this research provides valuable insights for formulating safety measures and policies in coal mines across different economic levels, as well as a useful framework for assessing safety development in the coal industry.

Plans are underway to extend commuter rail service underground into downtown San Francisco. The Salesforce Transit Center (STC) was completed in 2018 and will serve as a new transit hub, including a commuter rail station after two future connecting tunnel segments are completed. The northern segment, known as the Caltrain Downtown Extension (DTX), which will extend the rail line from its current terminus at 4th and King Streets to the STC, is currently in Preliminary Engineering. The southern segment, the subject of this paper, is a 1.6-mile tunnel known as the Pennsylvania Avenue Extension (PAX), which is currently in the pre-environmental planning stage, with alternative alignments under evaluation including single bore versus twin bore options. This paper discusses project challenges, including highly variable tunneling conditions in soil and rock, a congested urban project site with limited space for construction staging, alignment crossings of large existing buried infrastructure, and complicated interfaces with future and existing rail operations.

The purpose of this paper is to inform members of the coal producing and consuming community about techniques used by The Carter Mining Company to control product quality at a large surface coal mining operation. During the early years of mining operations, coal quality received adequate attention but the Company's main emphasis was to build up its production rate and minimize mining costs. While these goals are still of prime importance, coal quality has received substantial attention in recent years. A Company guideline that no coal shipment shall exceed any contract or company-imposed coal quality specification has been successfully implemented. To implement this guideline, geology and coal quality modeling procedures were improved, in-pit drilling and blending programs were refined, and detailed shipment procedures were developed. Background Surface coal mining of subbituminous C rank coal in the Cillette. (Campbell County) Wyoming area has become increasingly competitive during recent years. Prior to 1974, one small surface mine produced coal for local consumption. During the last ten years, 13 new surface coal mines have been constructed. Coal production from Campbell County, Wyoming totalled 88 million short tons (79.8 million metric tons) in 1983, the majority being shipped to electric utilities in the central and southern United States via unit trains having a capacity of 10,000 short tons (9,072 metric tons).

A thorough improvement in mine safety is contingent on many factors that require scientific decision-making for selection and prioritizing of important factors for safety improvement. Their analysis using an established scientific method can improve mines’ safety conditions and assist the administration for informed decision-making. This research establishes a mine safety evaluation index and proposes an integrative model based on the entropy weight and grey clustering methods. In the evaluation index, 27 significant factors of safety are identified and categorized into 7 criteria. The proposed evaluation system analyzes all indicators according to Pakistan’s current mine safety situation and their significance for potential safety improvement in the future. Results reveal that current safety practices are outdated due to a lack of mechanization in the mining industry and minimal capability of the management to achieve the desired safety targets. Appropriate safety policies and safety education are missing in the daily working environment. The lack of overseeing the execution of safety operations and the lack of ambition and strong work ethic workers contribute to the paucity of mines’ safety conditions. The prevention and control systems to manage risks and hazard are not in place, and the working environment in mines remain difficult. Therefore, to have enhanced mine safety, important factors can be addressed in chronological order, as presented in this paper. The proposed methodological approach can be applied to other prioritization applications to analyze the indicators and determine the appropriate management strategies.

Exports of crude gypsum from Mexico currently comprise about 60% of all domestic shipments, and about 25% of the imported material consumed in the U.S. wallboard industry. However, of growing importance are the domestic markets for calcined gypsum in Mexico including building plasters and wallboard, which account for 55% of the internal demand for natural mined material. This paper will examine the current trends in the production and trade of natural mined gypsum in Mexico and North America and the opportunities and threats that are facing existing and new suppliers in this changing market.

Located in Mojave, CA, The Soledad Mountain mine is an Open pit Heap-Leach gold Mine, which is operated by Golden Queen Mining Company LLC. under private capital. Open pit mining began in 2015 while full production was reached in 2016. The open pit mine feed a processing plant that can process more than 13K tons per day of ore which is sent to a heap leach pad. The Soledad Mountain project is a poly metallic deposit with Au and AG being recovered as payable metals. As the mine became bigger after moving to the east pit phases, Golden Queen was facing new challenges to control the production and accurately determine KPIs to improve/increase the production. To maximize returns and asset value, a new fleet management system (FMS) was adopted and implemented. The new FMS has enabled the mine to interconnect the different stages of the mining, as well as to recognize issues and implement the necessary corrections. With the associated increase in complexity in the process, the requirement of the ore control system to accurately predict ore feed characteristics is critical to maximizing metal recovery. Implementation of new daily and weekly plans were needed to ensure the ore delivery and meeting the tonnage goals, while allowed the equipment operators to better geolocate and to maximize the equipment production. These conditions alongside with Golden Queen’s drive to increase profitability and maximize net asset value has created challenges. These challenges are numerous and multifaceted. However, the ability to accurately route the material from the mine, is critical to site success and some of these challenges have been overcome by the adoption of the new FMS, the implementation of daily and weekly plans and upgrades in the ore control workflow. Examples of how the integration of the new systems allowed golden Queen to improve production strategy, are discussed in this article.

With a growing number of mines reaching closure and seeing closure costs materialize, regulators, lenders, and banks are observing projects that fail economically by miscalculating these costs. Mine closure costs are often categorized as a type of liability which is defined as the money owed by the company to offset effects from the project, and the money available to pay for those debts (e.g., bond). Often, decisions made before Day 1 of mining (e.g., co-disposal, dry stack tailings, waste segregation) can significantly change the bond calculation. Once the bond is calculated and funded, operators are encouraged to conduct closure research and use applied science for progressive bond release prior to final closure. However, this author has observed few instances of financially significant progressive bond release, as there are typically no robust procedures for bond return, either before or during closure activities. As a result, many companies decide that entering a state of Care & Maintenance (C&M) is less risky than attempting to fund closure activities with an unknown bond return mechanism. Although perhaps less risky in the short-term, the primary long-term risk with entering C&M is that it increases the chances of the bond not covering the cost of closure and the chances of the government/regulatory agency inheriting the mine closure. Bonds are typically reevaluated on a regular cycle (e.g., five years) so every mining company goes through this financing challenge eventually.

"The United States’ supply of critical minerals has been a concern and a source of potential strategic vulnerabilities for U.S. economic and national security interests for decades (for example, see Strategic and Critical Minerals Stockpiling Act, 1939). More recently, with the rapid increase in the types of materials being used in advanced technologies (Fortier et al. 2018a), and geopolitical events surrounding the supply of rare earth elements (Ting and Seaman, 2013), among other developments, the critical minerals issue has again achieved a high level of visibility within the U.S. government (Executive Order 13817 (2017)).In this paper, the U.S. Geological Survey (USGS) provides an overview of its ongoing focus on critical minerals through the agency’s core competencies in mineral information, mineral resource assessments, geologic and topographic mapping, geophysical surveys and mineral resource research. Aspects of the multifaceted critical minerals issue addressed here include:• Identifying minerals that meet the definition of “critical” provided in Executive Order 13817.• U.S. net import reliance for critical mineral raw materials.• Current status of domestic critical mineral resource assessments.• Current status of topographic and geologic mapping, and geophysical survey coverage of the United States.• The Earth Mapping Resources Initiative (Earth MRI) to support future critical mineral exploration.• Critical mineral potential of waste streams from extractive industries.Identifying minerals as criticalU.S. government agencies and other organizations use a number of existing definitions and criteria to identify a mineral or mineral material as critical, strategic or otherwise important. The executive order defined a “critical mineral” to be “(i) a nonfuel mineral or mineral material essential to the economic and national security of the United States, (ii) the supply chain of which is vulnerable to disruption, and (iii) that serves an essential function in the manufacturing of a product, the absence of which would have significant consequences for our economy and national security.” This definition is broadly consistent with that defined by the National Research Council (NRC, 2008) and may be summarized as “essential in use” and “subject to disruption of supply.” Virtually all of the dozens of critical minerals studies conducted since the 2008 NRC report have used some variation of this same definition (Hayes and McCullough, 2018)."

Pennsylvania Power & Light Company is an investor-owned public utility which was incorporated under the laws of the Commonwealth of Pennsylvania on June 4, 1920, with general offices at 901 Hamilton Street, Allentown, Pennsylvania. At the present time PP&L is operating five coal-fired steam electric stations, two hydroelectric stations and one steam heat plant which is being converted from anthracite to oil fired. In addition, PP&L is a partner in both the Keystone and Conemaugh mine mouth bituminous coal-fired steam electric stations in Central Pennsylvania and also part owner of a company which operates another hydroelectric station. PP&L plants, other than the two mine mouth stations, are located in Central Eastern Pennsylvania. (Figure 1) The company derives about 99% of its operating revenues from supplying electric service, while the balance is from the one steam heat plant serving the city of Harrisburg. The entire service area covering 10,000 square miles in 29 counties, has a population of approximately 2,300,000 people. The area served is mostly suburban. It includes 109 communities each having a population in excess of 5,000 people. The largest cities served are Allentown, Bethlehem, Harrisburg, Hazleton, Lancaster, Scranton, Wilkes-Barre, and Williamsport which range from 50,000 - 120,000 in population. So you see our service area does not include any major cities. The area has industrial, commercial, residential, agricultural and recreational activities that are linked with the Eastern Megalopolis by an extensive interstate limited-access highway system and railroad networks. We consider this Central Eastern Pennsylvania area we serve as the "heart of the market" -- an area with great growth potential.

Oregon Resources Corp. (ORC) has developed and permitted a new mining operation that incorporates a process design that will allow the unique paleo-beach placer deposits of southwestern Oregon to be extracted efficiently and economically, creating the only domestically mined source of a unique foundry grade chromite and specialty de-veining sand for precision casting. The operation will also provide an additional domestic source of garnet and zircon. Engineering design has been guided by the variable geology and mineralogy of the paleo-beach placer deposits as well as the need for a dry tailing scheme that resolves a lack of water resources at the placer locations and at the same time eliminates the need for slurry settling ponds, typical of paleo-beach placer operations in North America.

The waste rock and tailings backfill into the mined-out areas are the most effective method for solving the environmental pollution and surface disasters for nonferrous metals mines. In practice, the success and availability of backfill operations are dependent on the slurry fluidity and the strength properties of cement backfill. The transport of the slurry through the pipeline to the designated backfilling area relies on its eximious flow properties, while the appropriate strength of the filling body ensures the safe operation of the stope. In this paper, the effects of cement and aggregate types on the slurry fluidity and strength characteristics of cemented backfill are studied in detail, which are often ignored in other pieces of literature. Diffusivity is used as an indicator to evaluate the slurry fluidity. Various slurries whose concentrations ranging from 70%, 73%, 75%, 78%, and 80% are made with different aggregate ratios and cement-sand ratios are tested. It has been shown that slurry fluidity is inversely related to its concentration, but 78% is the “stopping point” for the deterioration of fluidity. The addition of rod-milled sand improves or worsens the cemented backfill (CB) strength depending on the amount of rob-milled sand. The uniaxial compression experiment results on 216 CB specimens produced by different combinations of influencing variables showed that CB specimens made from cement with superior mechanical properties have a higher uniaxial compressive strength (σucs). It has been also found that the effect of aggregate ratio on the CB strength is not singular, but works in conjunction with the curing time and the cement-sand ratio. The longer the curing time and the higher the cement content, the higher the CB’s σucs. To avoid the time-consuming and costly problem of obtaining the strength of the CB from indoor experiments, an SVR model capable of predicting the uniaxial compression strength of CB specimens is proposed, which is optimized by genetic algorithm (GA) and particle swarm optimization (PSO) algorithm. The results of the three performance indexes (MAPE, MSE, and R2) show the superior performance of the GA-SVR and PSO-SVR models and the agreement of the predicted results with the experimental results, which indicate that these two models can accurately predict the σucs of CB.

The Rawah Ditch is a mountainous water supply diversion which supplies Larimer County, Colorado with water since 1903. The ditch includes two historic tunnels excavated by drill and blast through a gneissic rock buttress. Both rock tunnels were failing with annual convergence. After a snowshoe-accessed eld investigation, nite element modeling, and an alternatives analysis, a diameter DE pipe was inserted within each tunnel and the annulus lled. The proect was implemented in an Alternative Delivery contract lasting ve months from eld investigation through procurement and construction.

Although trace amounts of Indium are found in many ores, commercial production of the metal has come almost exclusively from residues, flue dusts and slags generated by Zinc recovery operations. Our paper attempts to summarize the various approaches used to recover Indium from these by-products. Some comments on production and price trends are included as well as our views on future availability.

"Water is a primary commodity for most industrial processes. It has become a global focus in light of climate change and population growth. Reuse of process water has two major benefits - minimize the amount of fresh water added now and minimize the amount of discharge water that requires treatment later.Mining and mine product processing has its share of reused water. For example, reclaim water from a tailings impoundment, overflow from thickeners and leach solution to raffinate and back again all demonstrate the use and reuse of water in mining circuits. Eventually, a mine reduces production or ceases operations completely, eliminating the option to reuse the impacted water and, thus, requires treatment of the remaining water.Current methods of water treatment remove the impacts, providing clean water for discharge, but leaves behind a concentrated waste that requires further treatment or disposal of a hazardous waste. Freeport- McMoRan is currently testing three water treatment technologies specific for sulfate and/or metal removal from mine impacted water with the approach of transformation not concentration. These technologies provide clean water for alternative use while creating byproducts that could be marketable, or disposed as a nonhazardous material, thereby reducing the cost and longterm liability of disposal.The selection of a water treatment process is site-specific. The volume of water, contaminant to be removed, disposal options, length of time for treatment, location of plant and reagents and discharge requirements are some of the factors that need to be considered when selecting a water treatment process. Common water treatment technologies for mine impacted water consist of low- or high-density sludge (LDS/ HDS), reverse osmosis (RO) and evaporative technologies. In addition to operating costs, these processes require additional handling of the concentrated sludge or brine. Advanced water treatment technologies include ion exchange, solvent extraction and metals precipitation with or without the aid of a biological system. Some of the more complex systems have a series of unit operations to achieve required discharge regulations."

The purpose of this paper is to examine the Gays in which- the policies of the U.S. government, mining companies and third world countries affect each other with regard to the availability of minerals. The interaction involves U.S. policy towards the mining industry, the policies of the companies themselves, and the policies of third world countries towards the U.S. and multinational companies. It is assumed in this discussion that U.S. policy will continue to be to seek certain minerals from abroad rather than attempt to develop domestic sources for all its requirements. This would seem to make sense both from the standpoint of cost, and for preserving what domestic resources there are so as to maintain some degree of market leverage. In today's jargon, this means greater dependency on the "third world", which, for this discussion, includes virtually all the nations in Africa, South America and Asia. Concern for availability raises the important distinction between dependency and vulnerability, and as the Director of the Bureau of Mines has pointed out, the two are not the same. Dependency is not neccessarily a bad thing; it is vulnerability that counts (Norman, 1980)

The present study has investigated the leachability of cadmium sulfide minerals by Thiobacillus ferrooxidans and the electrochemical reactions involved in the process. Using a cyclic voltammetric technic and carbon-paste-CdS electrodes, it was found that the bio-oxidation of semiconductor cadmium sulfide minerals consisted of a number of intermediate electrochemical reactions. The overall reaction was found to be controlled by solid state diffusion as suggested by the chrono-amperometric and chrono-potentiometric measurements. The activation energy of solid state diffusion was determined by the Sand's method to be AE=24.3 kJ. A generalized mechanism was proposed for the bacterial oxidation of cadmium sulfide by T. ferrooxidan and an explanation given for the importance of high redox potential of leach solution versus the decomposition potential of the sulfide mineral. Furthermore, the effects of n-type or p-type character of CdS substrates relative to their bioleachability was discussed.
