Introduction Despite the focus on the so-called "high-tech" and service components of the economy, the minerals industry in 1987 continued to provide the world the overwhelmingly dominant share of the total raw material supply for all manufacturing operations. And, in the form of fertilizers and other soil treatment materials, minerals also supplied indispensable raw materials to ensure continued high production of the agricultural and forestry sectors of the world's economy. Moreover, the role of minerals as a source of construction raw materials was essential to that sector. On the basis of preliminary and partial statistics on world output of crude mineral commodities, 1987 appears to have been a year of further recovery from the recessional years of 1981-1983. The value of world crude mineral industry production (all mineral commodities including fuels) apparently advanced about 5% to nearly $1.1 trillion in terms of constant 1983 dollars.' That is significantly above the recently revised 1986 level of nearly $1.05 trillion, but still considerably below the record-to-date high of $1.27 trillion set in 1980, as shown in Table 1. That growth in value took place despite relatively flat world oil prices - oil being the most important component of the aggregate, as it has been for decades. There is insufficient information available to assess the total value of processed mineral commodities (refined metals, refined oil, manufactured fertilizers and the like). But a figure of $2.6 trillion (constant 1983 dollars) would be a quite conservative estimate for those materials derived only from primary or newly mined materials. And an additional, as-yet-unestimated increment should be added for processed materials derived from secondary raw materials - scrap and other reclaimed substances. From a world trade viewpoint, minerals and mineral products dominate in terms of tonnage. For example, in 1985, on a weight basis, mineral commodities including fuels constituted more than 58% of all goods moving through the Suez Canal and 53% of all goods passing through the Panama Canal. These waterways cannot accommodate giant tankers and ore carriers. So an even larger share of total oceanic trade is composed of minerals and mineral products. Yet, in terms of value, the share of the total accounted for by these industrial essentials is much lower than that accounted for by other commodities, most notably sophisticated high-tech equipment and other goods with a relatively high per-pound value. Worldwide data on the value of mineral export trade for 1987 is so incomplete at this writing that it is impossible to assess that actual level. Indeed, the compilation of similar available data for 1986 covers only the exports of nations with developed market economies. In 1985, these countries accounted for only 67% of total world exports of all goods. They accounted for only 41% of world exports of major mineral commodities: crude nonmetals; metal ores, concentrates, and scrap; mineral fuels; nonferrous metals excluding gold; and iron and steel. For these developed-market-economy countries, the value of exports of these major mineral commodities declined by more than 10% between 1985 and 1986. "Tantalum, a heavy metal with characteristics such as superconductivity and high terminal resistance, nowadays is the most efficient material for production of capacitors, which are essential for production of small electronic applications like notebooks and cell-phones. It is one of the strategic resources for information societies. With supply extracted from Central Africa (Congo / DRC), China, Australia, and Canada, it can serve as an example for sustainability efforts in the management of non-renewable resources in Developing Countries, Newly Industrializing Countries and Industrialized Countries alike. The paper analyzes the life cycle of tantalum in its environmental, social, and economic dimensions. The first section highlights the importance of tantalum, showing a demand-driven market. The second section analyzes current and future supply. The third section tackles environmental and social impacts of tantalum mining in different legislations. The fourth section especially deals with the Case of the Democratic Republic of Congo since companies have been accused of participating in a civil ‘resource war’. Section five will draw conclusions for sustainable resource management. Written in an interdisciplinary manner, the article has a bearing on economics, especially on resource economics and new institutional economics, as well as on geography. It deals with questions such as security implications of physical scarcity in rapidly growing markets. In doing so it can, firstly, be shown that information exchange in combination with reputational risks lead to a shift in extraction activities from a Developing Country (DRC) to an Industrialized Country (Australia); i.e. a ‘race to the bottom’ does not take place. This, however, does not mean that market mechanisms work properly since information exchange (especially with China) is incomplete, moral hazard still prevails, and inadequate institutions hamper development processes in an exporting country like Congo. Any sustainable resource management for tantalum not only should foster gathering and exchanging better information on environmental and social impacts, but also incentives for upstream metal recycling in industry as well as support for governance processes in Developing Countries"

Naturally occurring arsenic has been detected in water from inactive mines and several wells in the Keystone area of the Black Hills. Keystone City Well #4 showed a total arsenic concentration of 69 parts per billion (ppb) during pumping in 2004. The well is not used currently except for arsenic-removal research. Water also can be pumped from a mine shaft in the abandoned Keystone ? Columbia ? Bullion gold mines, whose interconnected workings flooded after mining ceased in the 1930s. This water has been considered for local supplies, although it would require treatment or blending because of arsenic concentrations. According to historical records, the Bullion Mine produced 100,000 pounds of white arsenic. An aquifer test on the mine workings was performed at a pumping rate of about 550 gallons per minute. The arsenic concentration in pumped water was 33 ppb. In addition to wells within Keystone, samples from the water supply at nearby Mount Rushmore National Memorial have shown arsenic concentrations greater than 10 ppb, the U.S. Environmental Protection Agency?s maximum contaminant level for arsenic in drinking water. Limestone-based technology for removal of arsenic from drinking water is an innovative and promising method that has been considered for treatment of water at Keystone. In batch testing with water from Keystone Well #4, limestone removed about 65% of arsenic from solution. A related problem of arsenic removal from drinking water involves disposal of the waste product, which is critical for commercial viability of removal technologies. Current research is investigating thermal stability of the waste in order to determine the potential for recycling of the material during manufacture of cement.

Indonesia is a developing country in Southeast Asia with a population of some 180 million people. It has a stable political environment and currently enjoys high rates of economic growth. Indonesia has abundant reserves of natural resources, ample for its own needs and for export. Energy resources include oil, gas and coal. The oil and gas industries are well established domestically and for export. In the last few years, though, coal industry development has been rapid. Coal resources from bituminous to lignite amount to more than 30 Gt (33 billion st). That is more than enough to meet domestic needs and provide significant amounts for export. Figure 1 shows coal basins in Indonesia. Coals in Indonesia are generally young steaming coals. They are very low ash and sulfur, high volatile, bituminous B and C. The Indonesian government's state coal company is called Perum Tambang Batubara. The company has actively promoted the development of its coal for domestic and export markets. In particular, the government has placed priority on non-oil exports of which coal is a major element. The government strives to honor all contractural commitments for the export of Indonesian coal from contractor, private and government mines. From 1987 through 1989, coal production has increased from about 3 Mt (3.3 million st) to 9 Mt (9.9 million st). Exports have grown from I Mt (1.1 million st) to 3 Mt (3.3 million st). These are significant increases for a small industry with limited infrastructure. But with growing investment and development, these production and export levels will increase substantially, and Indonesia will be a significant world supplier of coal in the 1990s.

It is four years since the seminal study of demand for rapid excavation by the National Academies of Sciences (NAS) and Engineering outlined this technology's opportunities, requirements and significance to the challenges of urbanization and natural resource conservation. The demand study was quite simple. Opportunities were valued at market while requirements to produce new technologies were valued at cost. The significance of new technology in economic terms was measured by the net discounted gains to users over time. The Academy view in 1968 was that these gains, even most modestly estimated, appeared large enough to justify the bill for research proposed by that Committee (1). In 1970 the question of demands became international in what is recognized as the first international experiment in technological policy analysis, terminating in the Advisory Conference on Tunneling of the Organization for Economic Cooperation and Development (OECD)(2). A monumental demand survey formed the basis for its economic assessment. The twenty-two OECD nations also made an impressive attempt to measure the magnitude of existing research and development efforts. In their recommendations periodical statistical demand forecasting and collection of demand data (Recommendation 1) was given central importance for public planning (Recommendation 2), the financing of public construction (Recommendation 3) and the encouragement of technological advance (Recommendation 4). Their program for international cooperation led to OECD's establishment of a Directorate for Environmental Affairs, and influenced the organization of the World Environmental Conference meetings now held in Stockholm under United Nations auspices. One of the primary areas of computer application in mine ventilation has been the analysis of mine ventilation networks. A variety of network analyzers that are aimed toward the solution of flows in a given network has been developed. These programs typically use the Hardy Cross or other iterative algorithm for solution of any network, even those that are complex. The computer software has become more efficient and sophisticated over time and has thus been widely adopted for ventilation network analysis. One of the shortcomings of these programs is that they have been developed with the idea of analyzing the ventilation requirements at a single point in the lifetime of a mine. This provides the ventilation engineer with an important tool for analysis but falls somewhat short of providing a convenient means to economically com- pare alternative methods for ventilating a mine. The program described in this paper provides such a tool. The principal concepts that were necessary for the completion of a computer program that analyzes ventilation alternatives is the capability of efficiently determining the ventilation requirements at a variety of times during the lifetime of the ventilation system and some method of analyzing the costs of the alternatives on a realistic comparative basis. To accomplish this task, the authors began using Penn State's mine ventilation simulator designated as PSU/MVS, Didyk et al. (1977a, 1977b) and added the necessary additional software to accommodate the need for multi-period, time-dependent analysis of the net- work. The software was then tested on a coal mine ventilation problem with a 23-year life. The problem points out the value of such a program for ventilation analysis.

Some gold production was obtained from placer deposits in Puerto Rico during the period of Spanish colonial rule, but most of the gold was produced prior to 1536. There had been no significant hard rock mining, other than in quarries for road metal or construction purposes or for raw materials to make cement, prior to 1954 when the government of the Commonwealth of Puerto Rico recognized that changes in the mining code were necessary to stimulate exploration for metalliferous ore deposits. The Puerto Rican Legislature passed an act (No. 6), which was approved on Oct. 6, 1954, that reiterated that the title to all "commercial minerals" is vested in the Commonwealth of Puerto Rico. The act provided for the establishment of a Mining Commission, stipulated the power% with which the Mining Commission was vested, and provided that no one may dispose of "commercial minerals" in Puerto Rico without a Commonwealth grant issued on its behalf by the Mining Commission. Act No. 6 also provided for prospecting permits, mining leases, and grants. The Mining Commission, by authority granted to it by Act No. 6, adopted regulations effective Nov. 21, 1957, relating to prospecting, leasing, and producing commercial minerals in Puerto Rico. Royalty rates were also specified for various types of deposits at different annual tonnage production levels.

This work applies the definition of "separation function" already introduced in the paper presented at the XVIII IMPC. This 'function" (defined for a certain size distribution after comminution of an ore) refers to the recovery distribution of a mineralogical species in a product made up of all the particles having at least a given content of that species. Many tests would be required to determine the liberation function for each mineralogical species, particularly for complex ores. Several stages of comminution would need to be examined and the mineralogical composition of the particles of each grain size class would need to be analyzed for each process step. A quick and dirty method is shown for obtaining the "separation function". It is based on the processing of data from topological maps of polished and/or thin representative sections of ore. By superimposing grids of different sizes over these maps and with appropriate combinations of mesh sizes, it is possible to simulate the grain size distributions linked to different stages of comminution and then evaluate the mineralogical composition of each grain. The procedure is carried out full automatically and can simulate a complete treatment circuit, imposing cut-off grades for the products at each separation phase. It is also possible to predict the results of treatment processes that involve grinding phases. The procedure has been successfully applied to complex ores containing several useful components.

INTRODUCTION The need for Government-sponsored research and development to increase excavation rates and lower costs for tunneling and mining operations in a variety of rock types has been emphasized in a wide range of publications from advisory panels, symposiums on rapid excavation, and individuals. In response to the predicted demands for mining and construction-oriented underground excavations for the next two decades (1970-1989), a comprehensive 10-year, $200-million research program in rapid excavation was proposed by the National Academy of Sciences in 1968 (1). Although the large program recommended by the Academy has not been funded, substantial Government-sponsored research in rapid excavation has been conducted during the past several years. This paper reviews some of the significant research accomplishments obtained under a three-year, $6.6-million research program in rock mechanics and rapid excavation sponsored by the Defense Department's Advanced Research Projects Agency (ARPA) and managed by the Bureau of Mines. In addition to the rock mechanics research, five major phases of excavation; systems analysis, geologic prediction, rock disintegration, ground support, and materials handling were represented by the projects funded under the ARPA program. The most economical method of reclaiming land that has been mined, whether it be in urban areas or in rural areas, is when the final configuration of the mining area is that which is required by the subsequent use. Surprisingly, there are a number of examples of this situation. In the arid southwest where water production for the expanding population is a problem, many urban sand & gravel excavation areas subsequently serve as holding basins for ground water recharge. In other areas of the county where water is not in short supply, sand and gravel excavations can be planned in such a way that subsequent land uses such as parks and homesites can be enhanced by utilizing the excavated areas as a water amenity. Reclaiming land for agriculture is another example of utilizing the excavated area for a subsequent use providing the excavated area has not been mined too deep. Other than replacing the layer of topsoil on the excavated area, the final configuration of the mining area is in many cases ready for the subsequent agricultural use.

In operation of column flotation of fine coal, the smaller bubbles are required to effectively recovery of fine hydrophobic particles. However, smaller size bubbles alone does not ensure an efficient flotation for fine particles. The sufficient available bubble surface area per unit column are essential for effective column flotation. The experiments are conducted in a lab-scale column using two different bubble size distributions and three different particle size distributions for flotation of Pittsburgh No.8 seam coal. The interaction between particle size, aeration rate, feed rate and wash water addition are examined in this investigation to establish the optimal operation conditions for flotation of fine coal. Despite of wide range of operation conditions used in this study, it is found that the experimental data fall in a single characteristic recovery-ash curve for a given bubble size distribution and particle size distribution. The major parameters affect the flotation performance points along -the characteristic recovery-ash curves are aeration rate/frother dosage, feed rate and wash water rate-.

The art of rock mechanics has been applied in various forms since early man first used caves for housing and fashioned rocks into weapons, tools, and utensils. The development of the science of rock mechanics has occurred in a slow but steady fashion due to the complexity of the materials, geometries, and loading conditions involved. It encompasses a great diversity of topics ranging from techniques for rock destruction to those required for rock strengthening or support, and as such enters daily into the life of the mining engineer. Although today rock mechanics can be confidently used in competent geologic structures, the degree of confidence diminishes as the structures become more complex and the number of geologic defects become more numerous. Even so, the principles still give a better estimate of the structural behavior of underground openings than ever before, and the persons responsible for design and control draw freely and often on the subject. The US Department of Energy (DOE) is supporting the engineering development of three advanced physical coal cleaning technologies: selective agglomeration, advanced flotation and advanced cycloning. Each is capable of significantly reducing the pyritic-sulfur content of US coals. The objective is to provide the coal and electric-utility industries with a cost-effective option for addressing the SO, emission reductions required by the 1990 Clean Air Act Amendments (CAA). A secondary objective is to evaluate the potential of advanced coal cleaning for removing trace elements that are precursors to the formation of hazardous air pollutants (HAS). The proposed National Energy Strategy (NEE) and the 1990 CAA lay a foundation for a more efficient and environmentally sustainable energy future (1991). The need to use energy resources in an environmentally sound manner presents critical challenges and opportunities for coal preparation during the next decade, particularly regarding the control of SOS and HAY emissions. The principal challenge is the development of cost-effective coal preparation approaches for sulfur and HAY precursor removal.

The well-being of any company is directly related to the well-being of its employees and to the effectiveness with which the personnel resource is managed. In an era when personnel management has steadily become more complex, there is an increased awareness of employee information systems at all levels of management due to: (1) regulations enacted by federal, state, and local government agencies; (2) technological advances within the mining industry which have resulted in the requirement for highly skilled personnel; (3) increasing concern for the confidentiality of employee information; and (4) management's need for information for planning purposes to control costs and for early recognition of trends and potential problems. In the past it was sufficient to maintain records manually. Today computers are necessary to provide information on short notice and effectively manipulate large volumes of' data. This discussion will describe the following aspects of employee information systems: (1) collection and maintenance of information, and (2) applications which include employee health, salary administration, management re- sources, and labor negotiations.

During 1982, record advances have been achieved in the excavation of vertical shafts with a V-Mole (a vertical shaft boring machine). The V-Mole, supplied by Wirth GmbH in Erkelenz, West Germany, has been used in West German coal mines since the early seventies, mainly for the construction of internal shafts. In 1981, it was brought into the United States for the construction of a series of ventilation shafts with depths varying between 512 m (1680 ft.) and 622 m (2040 ft.) excavated to 7.0 m (23 ft.) diameter. These shafts were needed for the development of coal mines for Jim Walter Resources, Inc. in Brookwood, Alabama. After a description of the mechanized shaft excavation system with the V-Mole, the conditions and parameters, such as ground, shaft dimensions, and linings are discussed. These factors are important considerations for a technically and economically feasible utilization of the V-Mole. In addition, the advantages and disadvantages of using the V-Mole technology in comparison to other shaft construction methods are evaluated.

INTRODUCTION With the discovery and depletion over the years of near surface ore bodies, exploration targets are tending to be at greater depth or overlain by various types of overburden which in some cases extends to considerable depth or is heavily water bearing. Access to these types of deposits for exploration and development often requires vertical shafts. This paper discusses the concept of small shaft engineering and construction, primarily for underground exploration but also for use as a low tonnage production facility or for mine ventilation. The option of a small shaft may be attractive in a number of cases, some of which are: The underground exploration of a deposit at depth where minimal expenditure is desirable until the potential of the deposit has been determined. The exploration shaft in many cases later serves as a ventilation way and second means of egress. Production of ore in a small tonnage/high-grade operation where decline access is impractical. For ventilation where other types of openings are impractical or would delay start-up of mine operations.

In his keynote address at the 18th International Minerals Processing Conference (IMPC), R.P. King, director of the University of Utah Comminution Center, said "it will be the application of very fundamental physical principles that is likely to bring major advances in comminution technology (IMPC, pp. 39-45)." It is evident from the literature published in 1993 that many of these fundamental studies, particularly as they relate to single-particle fracture mechanics and mineral liberation, are starting to bear fruit. The beginnings of fundamental mathematical models for design, scale-up and control of comminution systems are now taking shape. Modeling/fundamentals Population balance models (PBM) have been used to describe grinding systems for 20 to 30 years. However, Williams and Meloy (IMPC, pp. 73-79) pointed out some of the inherent problems with this modeling approach and that there is no unique solution for the unconstrained PBM for grinding. Many of the current constraints used to back-fit selection and breakage functions were also shown to have problems. The need for a more fundamental means of determining these parameters was indicated.

Cationic reagents have been utilized in mineral processing since the mid 1930's and are based upon fatty nitrogen derivatives. The initial commercial development was centered around a flotation collector capable of separating potassium chloride from sodium chloride - potash flotation. The first commercial sale for Akzo, known then as Amour and Company, was realized in the summer of 1940 to a potash producer in Carlsbad, New Mexico for the flotation of potash. The success of the potash flotation collector led to the development of other cationic mineral processing reagents. Flotation collectors for iron ore, phosphate, calcium carbonate, silica sand, feldspar, and other silicates materialized into a large commercial business. Another area that realized commercial success was the development and use of anticaking/antidusting reagents for hygroscopic salts, fertilizer mixes, and granular fertilizers. A more recent development has found use in the trona industry as a defoamer and crystal growth modifier during the crystallization of sodium carbonate liquors. A review of cationic reagent chemistry and applications will be given and the potential for new application areas will be explored.

About 45-50% of the coal mined in the U.S. passes through coal preparation plants; east of the Mississippi River this number increases to about 75-80%. Although the cost for coal preparation is worthwhile to some, the coal industry faces the challenges of continuing downward pressure on the price of coal and the impact of new environmental regulations. Coal preparation, as commercially practiced today, is an effective process achieving 75-803 ash reduction, 15-8m trace element reduction, and 85-90% Btu recovery; it is less effective for pyrite reduction (35-70%), and on-line operating time (40-60%), and suffers from obsolete control systems. Methods will be discussed for reducing costs of coal preparation and improving the performance of coal preparation plants. Comments are included on equipment selection, especially for -28 mesh coal, and prep plant operation and control practices. Btu recovery, ash and pyrite reduction, fines processing including dewatering and slurry fuel use options are emphasized. Trace element removal and expert control systems for maximization of prep plant operation also will be highlighted.
