Four different high density sludge-type processes, Cominco HDS, Geco HDS, Tetra HDS Process and the Staged- neutralization process were studied for their effectiveness in treating a low strength Zn-Fe rich acidic drainage solution. Each proms was run continuously for at least two weeks after obtaining steady state conditions. The final effluent quality, lime consumption, sludge density, settleability, filterability, viscosity, neutralization potential, metal leachability, operating and capital costs were measured and evaluated for each process.

Three Federal programs exist for identifying significant environmental chemicals, including minerals, that should be tested for toxicological effects. Two programs are mandated by law and can lead to industry-funded studies; they are administered by the Environmental Protection Agency and the Agency for Toxic Substances and Disease Registry, respectively. The third is the National Toxicology Program, a Federally-funded testing initiative. This paper summarizes the three programs, describes their similarities and differences, and discusses their applicability to minerals.

Unprotected uranium mill tailings impoundments can pose a significant risk to nearby inhabitants and the surrounding environment in the event of a prolonged or catastrophic release of contaminants contained in the tailings. As a result of this potential, reclamation plans for such facilities must include engineering designs to protect against disruption of the tailings and the potential release of radioactive materials. The goals for such engineering designs should be to provide overall site stability for long-term periods with no need for planned ongoing maintenance and to provide a repository for the tailings that will not place a burden on future generations. Although the goal is to provide a maintenance-free system that does not require monitoring, it must be recognized that some period of surveillance would be reasonable. The surveillance period could be relatively short and only needs to assure with reasonable confidence that the reclamation scheme that was implemented is functioning adequately. An investigation was conducted by Nelson, Volpe, Wardwell, Schumm and Staub (1983) entitled Design Considerations for Long-Term Stabilization of Uranium Mill Tailings Impoundments (NUREG/CR-3397). This report assesses the degree of confidence with which long-term reclamation plans can be expected to remain effective over specific periods of time, and to assess the additional effort required to extend the design period from one long-term period to a longer one. This paper presents a summary of that investigation and discusses some of the important conclusions.

Mineral-processing techniques were adopted for use in the separation of various plastics used in beverage bottles. A complete flowsheet, which utilized size reduction, heavy-media separation and flotation, was developed to separate PE, PVC and PET. In addition, the mixtures contained cellulose fibers (from labels) and aluminum (from bottle caps). It was demonstrated that, while heavy-media separation allows for the separation of a PVC/ PET mixture, froth flotation can be used to separate PVC and PET. For this purpose, the differential action of a pH 11 alkaline aqueous solution containing methanol and MIBC as surface-tension control agents, has been found to be a suitable flotation medium. This paper reports on some aspects of a flotation flowsheet that was developed for the separation of plastics contained in municipal solid wastes.

A wind tunnel investigation into the fundamental characteristics of jet fan performance is described. The effects of varying fan positioning in a square tunnel cross section are reported for two fan outlet diameters and velocities. Tests were conducted, also for a jet fan placed in a flow developed by an external fan operating in the same direction as the jet fan. The position of the jet fan relative to the tunnel walls was found to affect its performance. Performance parameters were determined and used to formulate theoretical equations based on momentum and energy considerations. The results identified a range of flow ratios which can be used to design an effective jet fan ventilation system and provide a basis for the selection of jet fans for practical mining applications

The phosphoric acid industry is expected to develop in Saudi Arabia in the near future. There are three main reasons for expecting this: the discovery of phosphate deposits in the Sirhan-Turayf region, the construction of phosphate fertilizer facilities of the TSP, DAP and NPK plants on the east coast of the country, and the availability of an ample amount of sulfur As a by-product from the petrochemical industries. This study is a part of the research work performed in the chemical engineering department At King Saud University to evaluate the Saudi phosphate rocks for the wet process phosphoric Acid production and to test different flotation methods for the carbonate rich phosphate rock In a laboratory scale flotation cell. Experimental results for the above tests, as well as Beneficiation by calcination, are presented.

Mining project investment concerns the installation of mine capacity for the purpose of generating a stream of future economic benefits. In order to make this type of investment decision, the optimum specifications for the project must first be determined. Then, the economic justification of the investment tin be evaluated based on these specifications. Economic evaluation to guide mining project investment decisions is based on a proposed plan for mining the deposit over its operational life. If single point estimates are made of deposit characteristics and environmental parameters* as the basis for assessing a future stream of economic benefits associated with the investment, a future mining-plan can be optimally fitted to these estimates and, to the extent that such estimates are actually realized, this plan will retain optimality.

Knowing the location of voids/fractures in roof rock will be greatly helpful for roof support design. The drilling parameters obtained during normal roof bolt installation cycle provide a fast and economic way for determining void location in roof rock. In this research, feed pressure and rotation torque are found to be good indicators for identifying the voids, based on the results of a series of laboratory experiments. A set of computational rules has been developed to locate voids in mine roof using the measured roof drilling parameters and implemented in MRGIS, a software package developed to allow mine engineers to make use of the large amount of roof drilling parameters for predicting roof geology properties automatically. Anew feature, 2D map+3D figure display, is also added to MRGIS.

Although Mexico is known for its important base-and precious-metal deposits, and lately oil, some industrial minerals play an important role in the Mexican economy. Sulfur, the most important industrial mineral produced, accounts for approximately 7.5 percent of the total value of mineral production. This commodity is followed by fluorspar, which accounts for 6.4 percent. Predominantly, the fluorspar deposits are very high grade (75 percent CaF) and are contained in lower Cretaceous limestone in the states of Coahuila and San Luis Potosi. Base-metal deposits in the area of Parral (notably San Francisco del Oro), however, have become important fluorite producers in their own right. (San Francisco del Oro has 12 percent fluorite gangue.) Salt from the Guerrero Negro solar-evaporation ponds in Baja California account for 6 percent of the total shares; phosphate from Baja California also accounts for 6 percent. Barite from man to deposits in Lower Cretaceous limestone in Coahuila and exhalative deposits in the Paleozoic section of Sonora account for 1.0 percent. In addition, Mexico is an important producer of gypsum, graphite, and celestite. Although graphite and celestite are not large-scale operations and thus do not contribute much to the Mexican economy, the Mexican graphite and celestite deposits are among the most important in the world; Mexico is one of the world's few sources of celestite. The celestite is in the form of large, high-grade mantos in Cretaceous limestones in northern Mexico.

The use of explosives in deep rock mining carries conventional blasting technology into a relatively new and unexplored realm. Although bill ions of pounds of explosives are used fairly routinely in mining, quarrying, and construction, almost all of these uses are surface blasting. Most of the in sib processes that are proposed for recovery of mineral or energy resources require the creation of high permeability to provide well defined flow paths in the resource bed. At present there is very little information on the fracturing produced by explosives deep in the earth, and the technology for using explosives in deep rock mining is just evolving. A qualitative understanding of the applicable mechanisms in deep rock fracture leads to some key parameters in the selection of explosives for deep rock mining. The selection and characterization process involves a careful analysis of the field environment and the establishment of tests to determine candidate explosives response to planned and accidental stimuli. The details of this selection and characterization process are given for a few candidate explosives. The use of explosives in deep rock mining must be considered as one of the possible tools for recovery of yet untrapped energy and mineral resources. A basic understanding of explosive deep rock fracture will allow optimum selection of explosive processes or other more appropriate methods for recovery of energy or minerals from a particular resource area. The results of some experimental studies are discussed.

This case study embodies the problems of an underground project under current contracting practices. It will provide a realistic framework for a structured examination of the anatomy of a major complex underground project. Just as it will illustrate the frustrations of the parties to an underground contract, it will also provide a means to examine potential opportunities to provide a better way to develop underground space. Urban Transit Authority (UTA) had planned to expand their heavy rail underground transit system through an extension to an existing line. UTA lacked sufficient funding to guarantee the construction and operation of this planned extension. Venture Partner Associates (VPA) in conjunction with four major department stores entered into an agreement to create a major underground space for a commercial/recreational facility. The concept was to locate the facility adjacent to a planned station and beneath existing aboveground office facilities. This group was known as Commercial Development Corporation (CDC). UTA had reached an agreement with UMTA to provide 20 percent of the line and station costs. UTA then entered into an agreement with CDC to provide the needed additional funding for the station work in return for locating the station adjacent to the planned underground commercial/recreational complex. The agreement called for CDC to contribute 20 percent to the station cost to a maximum of $25 million plus a one percent contribution from commercial/recreational revenues for operating costs.

Mine drainage has high acidity and sometimes contains more than the allowable concentration of ionized iron. In such a case, mine drainage is neutralized with calcium carbonate and calcium hydroxide to separate precipitates, such as the iron hydroxide and gypsum generated. Currently, most of these precipitates are not utilized and are accumulated in tailing dams. As a result, the service life of the tailing dams is reduced. This becomes a matter of concern, since securing sites for such dams is difficult. A most effective means of solving this problem would be to promote utilization of these neutralized precipitates. This paper reports on the results of studies on neutralized precipitates produced at the old Matsuo Mine (Iwate Prefecture), which has the largest neutralization treatment facility in Japan. As a result of the studies, the following was proposed regarding application of neutralized precipitates. Utilization as ferrite: Mix ferrous hydroxide and ferric hydroxide in water to synthesize magnetite-like ferrite, to be used in the manufacture of magnetic markers for a mobility support system for blind pedestrians, or in producing magnetic fluids for sink-and-float separation of nonmagnetic metals and nonmetals. Utilization as hematite: Bake ferric hydroxide to produce hematite, thereby extracting metallic iron for paint pigment as well as for the manufacture of ironware by local industry. Production of aluminum sulfate: Precipitate aluminum ions from water and add sulfuric acid to produce aluminum sulfate.

INTRODUCTION Gaudin (1), considered that "the mechanism of mineral collection is the central problem of flotation theory". From their work on adsorption phenomena in flotation for more than fifty years (2), Gaudin and his co-workers have made major contributions to the elucidation of this mechanism, a fact acknowledged by their contemporaries in the field (e.g. (3)). Their investigations in a number of areas, e.g. demonstrating that submonolayer quantities of adsorbed collector species can induce flotation, or identifying the influence of substances which can activate or depress (1), have helped to provide the basis for and the development of a theory to account for the interaction between mineral and collector. It was established in the late fifties (4) that the presence of oxygen is a prerequisite for the flotation of metal sulfides with thiol collectors. This fact rendered inadequate the concept of simple ion adsorption being responsible for rendering these minerals hydrophobic. The requirement for oxygen has been explained (1) in terms of this species being a component in chemical reactions between the sulfide surface and the collector. Gaudin has been instrumental in identifying the products of chemical reactions at sulfide minerals (1.5), a line of work which has been continued particularly by Finkelstein and co-workers in South Africa (6). The term kaolin is used here, in a commercial sense, for near- white clay deposits which are dominantly comprised of the mineral kaolinite, or for products refined from such deposits. The term "china clay" has been used in the past as a synonym for kaolin, a reference to its first being mined some 3000 years ago at a hill near Jauchau Fu, Jiangxi Province, China as a porcelain raw material. The name kaolin was derived from the Chinese Kauling, which means high ridge. For most modem industrial applications kaolin must be extensively refined and processed from the crude state to enhance whiteness, purity, and other important commercial characteristics. After such processing, kaolin ranks as one of the most valuable of industrial clays, and it is used to some extent in most manufactured consumer products. In 1991, the United States alone produced kaolin valued at $1,072,366,000. It is applied very widely as a pigment, filler, coater, extender, ceramic raw material, catalyst base, electrical insulator, and pharmaceutical. Some more prominent uses include paper filling and coating; paint, plastic, adhesive, and ink pigment; rubber reinforcing agent; ceramic raw material for porcelain, dinnerware, tile, and enamels; catalyst base for petroleum cracking and auto exhaust emission catalytic control devices; cosmetics base; and digestive coating remedy. Those properties of kaolin clay which make it suited to these applications are related to its physical, optical, mineralogical, and chemical nature.

Overseas coal trade has increased from 169 to 274 million metric tons (tonnes) between 1970 and 1983, representing a 3.8% average annual rate of growth. Metallurgical coal accounts for nearly 61% of the international coal market while steam coal's share is about 40%. By year-end 1983, the U.S. was the single largest coal exporter at 77 million tonnes, followed by Australia, 56 million tonnes; Poland, 35 million tonnes; South Africa, 28 million tonnes; USSR, 27 million tonnes; and Canada, 17 million tonnes. Coal exports can play a more significant role for one country than another country. For instance, in the U.S., coal exports accounted for only 9% of total coal demand in 1984 while in Australia, exports accounted for 53% of that country's total coal demand. Of all the major coal exporters, only U.S. exports accounted for less than 10% of total consumption in 1984. Japan is the largest importer of coal, 73.8 million tons in 1983. Although the majority of Japan's imports are metallurgical coal, steam coal imports into Japan increased seven-fold between 1978 and 1983, from 2 to 14 million tonnes. Australia is the leading exporter of both metallurgical and steam coal to Japan, accounting for 47% and 55% of Japan's coal imports, respectively. Since 1978, South Africa has developed into a major steam coal exporter to Japan, increasing its market share from 7.9% to 18.8%. The U.S., which was not even a player in Japan's steam coal market in 1978, has made inroads and accounts for 6.7% of Japan's steam coal imports. However, this translates into only one million tonnes. In the European coal market, for the most part, the U.S. is the leading supplier of metallurgical coal and South Africa is the major supplier of steam coal. The U.S. was not even a factor in the European steam coal market in 1978 and has made inroads during the last six years at the expense of Poland and South Africa. From 1978 to 1983, the U.S. has increased its market share in steam coal exports to France from 0.2 to 28%; Spain, 0 to 52%; Italy, 0 to 43.5%; Denmark, 0 to 19%; Germany, 0.5 to 16%; and the Netherlands, 0.6 to 45%, respectively. The use of coal (solid fuels) as a fuel to produce electricity has had increasing signficance for most of the countries analyzed between 1978 and 1983. The flip side to this is that oil has lost its share of this market during this time period. Of all the countries selected, only France reported a decline in coal's share of total electricity production. This is a reflection of France's ambitious nuclear program.

The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp, for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in south-eastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retorting of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. A significant technological development is discussed for the processing of certain problem power plant flyashes which contain a high water soluble mineral content and which are known to yield inferior flyash based brick. This development is based on the addition of hydrochloric acid to the flyash-bottom ash-sodium silicate blends used for the production of flyash based structures. Favorable changes are evident in (1) sodium silicate consumption, where often approximately one-half of the amount used for making brick from normal flyash is required; (2) processing costs; and (3) strength and appearance of the resulting freshly formed green and fired structural products. In some high cost instances-(above the cost of 30 dollars or less per thousand brick estimated for normal flyashes) hydrochloric acid additions can replace or reduce other costly additives required with problem flyashes to result in a savings of as much as nine dollars per thousand brick. These developments offer promising possibilities for utilizing problem flyashes as well as flyashes which may come into contact with water soluble, sulfur as a result of the eventual application of certain experimental air pollution control processes.

Computer deterministic models for predicting the time dependent extraction of copper by leaching fragmented rock (both in situ and heaped or piled) have been presented in the last two years by Bartlett1, Braun, Lewis and Wadsworth2 and Roman and Co-Workers.3 All of these models involve aqueous diffusion within the pores of the rocks from which the metal is being extracted. The rate of chemical dissolution of the ore mineral within the rock will also affect the kinetics in the case of sulfide copper ores and some of the more refractory oxide copper ores. Simulation is also needed for fine grain disseminated gold ores and low grade uranium ores that may be heap leached. The development of such leaching models has two major purposes: First, extraction estimates must be made for tong time periods particularly for situations where laboratory and field tests either cannot be made or where there is insufficient time for field testing. Second, the results of simulated leaching should indicate the relative importance of the extraction controlling parameters and, thereby, provide a better understanding of the complex leaching phenomena on heaped material being leached, and guide further experimental work.

Introduction The Mineral Resources Institute, The University of Alabama, has for the past three years been engaged in a program to develop a beneficiation system for eastern (Devonian) oil shales. One objective of that program was to evaluate advanced technologies for effecting a kerogen-mineral matter separation. Column flotation was among the advanced technologies selected for evaluation. Early in the program it was shown that column flotation was superior to conventional (mechanical) flotation and to the other advanced technologies being evaluated. The investigation then proceeded toward the further objective of defining the optimum operating conditions for column flotation. One observation made in the course of optimization testing was that introducing the feed into the froth (above the pulp-froth interface) resulted in an improved combination of concentrate grade and kerogen recovery. This observation was reported in a previous paper (Schultz and Bates, 1989). Because the practice of maintaining the pulp froth interface below the feed point is contrary to "conventional" practice, it was decided to subject the observation to a systematic series of tests. This paper describes a recent series of tests and the results that were obtained.
