Following closure of an old asbestos mine in Zidani, Kozani Prefecture, Greece, the geotechnical and environmental restoration of the tailings slopes was required. The geotechnical aspects of the restoration included the formation of gentler slopes to increase stability, in combination with drainage works for the same purpose. The environmental aspects of the restoration included covering the slopes with successive layers of soil in order to minimize infiltration of rainwater, and hence the potential for further transport of asbestos fibers, and to provide a suitable layer for revegetation of the slope. The paper presents results of slope stability evaluation using both limit equilibrium and finite element analyses and raises some issues related to reducing impacts to the geoenvironment when designing such restoration projects.

Compressed air distribution networks are essential for powering equipment in many mines even though some mines are replacing them with electrical power for hydraulic drills. Compressed air can be costly especially if the system is poorly designed and maintained. This paper outlines a technique for proper compressed air system design that will help mine managers reduce compressed air power costs; an important topic in today's highly competitive international minerals market. Compressed air system design is complex. It requires specifying: 1) air quantity and pressure in all branches of a large network, 2) proper location and types of valves and fittings, 3) the network solution that determines compressor requirements, 4) optimal hose and pipe, diameters, 5) receiver and compressor accessories, and 6) required capital and operating costs.

A paste technology investigation was completed for non-pozzolanic fly ash from Units 3 & 4 of PPL Montana’s Colstrip Steam Electric Station. The purpose was to assess the feasibility of converting from dilute slurry deposition of ash products to a system using thickened or paste ash to reduce excess water storage in the impoundment, reduce seepage losses, and increase storage efficiency. The investigation included laboratory and field testing to characterize the rheological, geotechnical and dewatering properties of the ash products, an assessment of potential seepage reductions and an evaluation of potential for increased ash storage capacity by modifying impoundment operating procedures. The studies concluded that the conversion project was feasible, cost effective, and permittable. Critical facilities for the conversion project are currently under construction.

Metal producers are now suffering through a major downturn in prices for their products even though it has only been a few years since they were enjoying high prices. From an historical perspective, the current situation is another of the cyclical downturns that often occur every five to seven years. This paper uses time-trend decomposition techniques to identify the cycles and statistical methods to find the duration of these cycles for a variety of metal prices. Given some idea of how long and severe these cycles typically are, the mining industry can better plan to weather the downturns and take advantage of the upturns. For example, timing investments in new projects to take advantage of the cyclical upturns can dramatically improve project profitability.

In 1917, U.S. Coal and Coke Company, a subsidiary of U.S. Steel, opened Mine 31 and built the community of Lynch, Kentucky. For the time this was truly a major engineering accomplishment. It was documented in Howard N. Eavenson’s 1939 AIME paper, “Coal Through the Ages.” In 1996, Arch Coal donated the Portal 31 property to Harlan County for public use. In 2003 the Southeast Education Foundation, Inc. and the Kentucky Coal Museum plan to open the Portal 31 Exhibition Mine to the public to tell the story of Kentucky coalmining through the decades. This presentation will summarize the history of the project, efforts to bring it to reality, the engineering problems, and the challenges of providing a safe environment for visitors.

INTRODUCTION Essentially three strategies are pursued in parallel for protecting the underground working force in mining against the consequences of methane ignitions which might lead to explosions: • Sufficient ventilation for avoiding the formation of explosive methane-air mixtures. • Avoiding sources of ignition caused possibly by electrical equipment or friction. • Structural explosion protection for limiting explosion propagation to the farthest-going extent for the case that methane is fired because of failing of the above preventive measures taken. The corresponding methods taken in mechanized roadheadings with point-attack roadheaders in German coalmining are subject of this paper. VENTILATION In ventilation of roadheading sites the following is to be considered in respect of methane control: • Sufficient air flows by volume being cycled to the heading face for diluting released methane to safe concentrations. • Sufficient local air velocities for effective mixing of methane and air in the whole heading site, in particular directly on the heading face and underneath the roof. Furthermore, ventilation needs to be laid out in a way that cut- ting does not result in health affecting dust exposure at any working place. Accordingly, the ventilation systems shown on Fig. 1 including primary and, if necessary, secondary auxiliary ventilation air ducts as well as dedusters, are used in roadheadings. This equipment is run according to the following principles: • If the roadheader is at standstill, the heading face is ventilated by the free air jet from the blowing duct closest to the face. In this operation phase the deduster is shut-down. • During cutting, the exhaust of the blowing air duct is automatically closed, and the deduster is taken into operation. The in- coming fresh air is now locally discharged via a lateral orifice, or distributed by Coanda-type ducts from the primary or secondary ventilation air duct. In this way, a stable dust wall not disturbed by the jet of the air duct is formed in front of the heading face. Only the ventilation air stream taken in by suction of the close-to-face deduster is passed through the inby zone of the heading face (over approx. 20 m). The clean exhaust of the deduster is dischayed to the roadway in some distance outby. Immediately at the heading face, methane accumulations possibly released by cutting are diluted by compressed-air jets from air-movers located near the roof which assure more rapid motion of the air without distuhing the dust wall. • In the zone of overlapping of primary and secondary duct and the deduster - that zone possibly is poorly ventilated during cutting - sufficient local air speed is assured by Coanda-type ducts or additional ventilation jets for avoiding methane accumulation. The regulations of the inspectorate specifies geometrical conditions to be met with these configurations of ventilation equipment. In-seam roadways are ventilated at rates > 0,5 m/s. For dedusters, present-day ventilation air flows are of 600-800 m+/ min. Ventilation monitoring and control is assured by units for measuring methane and ventilation air flows. If pre-set thresholds are exceeded or fallen short of, these measuring units shut-down - dependent on potential hazard - any not intrinsically safe electrical equipment in the roadheading, either totally or in limited zones. In addition, CO-measuring units near the roadway en- trance serve for early detection of mine fires. In spite of this ventilation layout and the equipment used and in spite of the water spray systems on the cutting head (discussed later in this paper) several cases of methane ignition and subsequent burning off (however, no explosions) have been recorded in the recent past. Therefore, the above-described ventilation is nowadays complemented in many cases by machine-mounted ventilation equipment for the immediate surroundings of the cutting head. Ventilation of the surroundings of the cutting head Investigations carried out subsequent to the above-mentioned gas ignitions have shown that the high ventilation air speed necessary for rapid dilution of methane could not permanently be arrived at in the following zones: • The direct zone of cutting, in particular during sumping. • The floor zone above the debris, predominantly below the cut- ting head. Accordingly, VOEST ALPINE-Bergtechnik, a producer of mining machinery, in cooperation with DMT developed for point- alttack roadheaders a novel machine-mounted ventilation equipment, the Jet-Block" (AERO SAFE Jet-Block) shown on Fig. 2. This system allows to ventilate the above-mentioned critical zones with high flow speeds. One AS Jet-Block is mounted on each side of the boom approx. 0.5 m behind the cutting head. The blocks discharge compressed-air jets with high energy from 10 nozzles per block into the hazardous zones (Fig. 3). Two nozzles of each jet block are tangentially oriented toward the upper circumference of the cutting head, the others are arranged fan-like with orientation to the heading face underneath the cutting head and the debris. Estimating the risk of lung cancers for workers in uranium mines and defining the resulting dose equivalent limits have been made possible thanks to work carried out in two scientific fields : physics and epidemiology. Theoretical calculations on the basis of physical models for the former and epidemiological surveys on the mortality of uranium miners from lung cancer for the latter. However, even though considerable work has been done in these two areas, the results obtained still remain controversial on several points. The radioactive and physical instability of the aerosols present in the atmosphere of the mines and the biological complexity of the human lung which even the most sophisticated physical models can reproduce only very schematically have often proved to be insurmountable difficulties for physicists, explaining the uncertainties which subsist concerning the dose delivered to the various parts of the respiratory tract from the air breathed by miners during their work. Epidemiological investigations on the other hand, in spite of the high quality of the surveys carried out, remain open to criticism, essentially because of the very approximative estimation of the individual occupational exposure to radon daughters. This is due to the fact that uncertainties arise from the measurement of radon gas if the state of equilibrium with the daughters is not accurately known or, if the active deposit is measured, to the fact that these measurements are insufficient in number. The controversies and discrepancies which subsist with regard to the evaluation of the level of risk, and in particular for low doses, can thus be understood. In addition, epidemiological surveys cannot dissociate the carcinogenic action of radon from the synergistic or potentiating actions of tabacco and of other pollutants present in uranium mine air. Animal experiments have been largely taken into account for evaluating the toxicity of various radionuclides. This type of experiment is necessary when human data do not exist and has provided us with much information. For instance, the relative biological effectiveness of the various types of radiation, the metabolism of radionuclides and the mechanisms of cancer induction have been approached and satisfactorily resolved in this way. Concerning radon and its daughters, however, animal experiments have been used very little even though it seems apparent that they should complement epidemiological studies. For instance, whereas doubt can be cast on the data obtained from human epidemiology because of the uncertainty concerning the individual exposure of miners, those drawn from experiments are indisputable because in this case the dose is as perfectly known as the effect. In addition, the effects of radon can experimentally be appreciated separately whereas in the surveys, they cannot be dissociated from the effects of the other pollutants in the mine. Finally, there are no other means of dealing with the mechanisms of cancer induction. In order to gain any useful knowledge from this method however, the experimental model must necessarily present certain methodological guarantees and the effects seen in the animals must enable a comparison with those which appear in man. For this reason we will present here the animal model we have been using for 15 years, and will give the results obtained and compare them with human data and made a synthesis. Finally the conclusions which can be drawn will be discussed as well as their limitations with respect to the protection of uranium miners. I - MATERIAL AND METHODS Male SPF Sprague-Dawley rats were used. At the onset of the inhalations they were around 3 months old. Their small size makes it possible to expose a large number of animals at the same time. Their life-span is long enough to be able to follow the evolution of the cancers and to estimate the latency time. Finally, they present the advantage of having a very low rate of spontaneous lung cancers (SANDERS, 1979). I.1 - Three inhalation techniques were used. 1.1.1. – [Inhalation of radon decay products.] The inhalation apparatus has been described previously (CHAMEAUD et al. 1971). The first experiments utilized a room of a half cubic meter linked to a source made up of high grade uranium ore. Later on, a large installation was built with a 10 m3 inhalation chamber making it possible to expose up to 500 rats at one time at radon concentrations ranging from 100 to 10 000 WL for variable lengths of time (1 to 10 hours per day). These concentrations are higher than those to which the miners are generally exposed, but in order for the cumulated doses in man and in animal to be similar and delivered for the same fraction of their respective life-spans, the ratio of the concentrations should be approximately that of the life-spans. The concentrations of radon and its daughters during the experiments were carefully controlled thanks to multiple samplings of radon gas associated with measurements of radon decay products. Introduction In difficult times such as these, there is a strong reaction to the current way of doing things. Typical reactions that we have all heard are "There has to be a better way," "We're pricing ourselves out of business," "We have to improve our productivity," and "We have to have more cooperation," between union and management and employees and management. All of these comments have at their roots one common factor - getting the maximum amount for your dollar. The other factor inherent in these statements is productivity. I have not yet met a person in our industry who has not expressed the opinion that we should, and that we can, improve our productivity. Reducing Labor Costs In light of these factors I suspect we have all spent a fair amount of time examining our labor costs. For some of us, labor costs are a high proportion of our total cost of doing business. To alleviate the impact of these costs, we have generally done four things. We have reduced our number of employees, shut down operations for appropriate periods, sought concessions from union employees, and placed freezes on wages, salaries, and other benefits on nonunion employees. These approaches have been made to improve current shortfalls in our cash positions - to tide us over, as it were - or to provide us with a chance for survival. These are short-term measures that help to bring immediate relief, but can pose significant problems (or challenges), for the longer term. For instance, what do we do when times improve? How much do things have to improve before we do anything? By seeking concessions from unions in bad times, what do we do when unions come to us in good times? It is a rather sad and critical fact that we have grown too fat during the good times and too thin during the bad. In the first case, we have failed to optimize our earnings. In the second, we have cut ourselves too far. Consequently, when good or better times have arrived, we have had to bulk up our requirements to meet production commitments. In mining, for example, when times become tough, we tend to reduce our development plans so that when times improve we have to really "sock it to 'em," so that we can maintain productive capacities. We should plan ahead a little more to reduce the amplitude of our cyclical wavelength, so that in good times profits are optimized and in bad time we are better able to take the strain. Of course, forecasting cycles is not a refined art, but if we properly control our work force levels and costs at all times, and therefore optimize our productivity, we would be more able to withstand the problems we face today. Unfortunately, it appears that it takes bad times to bring us to a realistic appraisal of our way of managing our businesses. Labor Practices Not all of the problems now faced are due to low metal prices. Inflation has played a major role in bringing costs to a frightening level. Trade unions alone can not be blamed for high inflation levels over the past several years, popular though that notion is. Contract negotiations, after all, require two parties. Indeed, our current levels of labor cost are due to two factors: • We have felt obliged to keep our employees whole, relative to the cost of living. • We have felt obliged to maintain our competitive position relative to our peers, in order to maintain our ability to attract and retain a skilled, efficient work force. In the first case, our felt obligation has been applied without due recognition of the factor of performance, either in individuals or groups. Average, even mediocre performers, have been amply rewarded for their average work and mediocrity, while the good performers, no doubt receiving more for their good work and effort, have not perhaps appreciated the slight premium for their effectiveness. The rather predictable result of this practice has been that the average and mediocre stay that way (why change?), while some (certainly not all) of the good performers have said "It's not worth it," and slipped into the warm, cosy pool of the average and mediocre. In the second case, that of maintaining competitiveness with other companies' employees, we have compounded an already serious problem of lack of skilled tradesmen by paying higher and higher prices for the existing pool to maintain comparability without improving the flow of more skilled people through sound and sufficient training programs. We have the rather dubious pleasure of paying more and more for the same problems. Compensation is either mutually agreed, as with unions, or it is unilaterally applied, as with nonunion employees. Generally, there is more flexibility available to the employer when dealing with nonunionized groups than there is with unionized groups. We formulate the notion of Mining 4.0, where we attempt to create an image of how the future might look from a miner’s perspective and how mining companies might navigate their way to a future that works for all miners.

The SME Research Council assists SME and its constituencies in establishing research directions that will benefit the mining industry and its professions. It also provides information about these directions to its membership, to government and to related industrial societies. The 1995 Research Forum, organized and chaired by George Luxbacher, was the second in a series of meetings organized to develop these directions. A copy of the full proceedings is available from SME for $12 plus postage and handling. The first research forum (Saperstein, L., 1993, "Technology for the Future, MINING ENGINEERING, Vol. 45, No 11, November, pp. 1382-85) invited mining industry representatives to discuss the unsolved technical problems that were keeping the industry from greater economic and environmental efficiency. The second forum asked academic researchers to discuss the same general topics from their perspective. It came as no surprise that, in general, the two sets of presenters tackled the same problems. There was no surprise when the academics spoke of the need for fundamental long-term research. What may have been surprising was the number of university people who spoke for near-term research that leads to measurable economic returns or savings. The closure of the US Bureau of Mines (USBM) has changed the objectives and attitudes of the SME Research Council. From being a point of liaison between SME and USBM - a conduit of items from each party to the other the council is now much more on its own. This isolation presents opportunities and hazards. The opportunities are exciting because the council could be the focus for mineral industry research policy if it were properly structured. The hazard is obvious - if there is no bureau, it could be argued, why maintain the council? Many people believe that SME should take the first course and become the beacon for research policy. More than ever, money is being spent on minerals industry research by the federal and state governments - particularly at the mineral-oriented land-grant universities - by industry and by consortia among these groups. SME could be at the hub of these programs. There is a general concern that industry is less able to maintain an economic edge by means of geologic discovery. According to Titley, there will be fewer major, new world-class discoveries except, possibly, at the continental and tectonic-plate margins. Consequently, economic advantage will go to those companies and nations that stay ahead technologically. Given the inevitable diffusion of technology, it can be concluded that technology development, underpinned by research, must be continuous to maintain profits. This is a change from earlier years when change would occur in relatively rare major steps that were interspersed with extended periods of technological equilibrium. Over the fiscal years 1994 to 1997, there has been a 24% cut in research spending by the Department of the Interior (figures from the American Association for the Advancement of Science). This is the largest budgeted percentage cut in research funding of any federal department. Even so, there is still a substantial amount of federal research funding expended in the mineral and extractive-energy industries. The US Geological Survey, Environmental Protection Agency, Departments of Defense and Energy and others expend substantial funds on minerals industry research. Industry - producers and manufacturers - is also spending large sums on research and research-like activities. This activity argues that there is a role for SME's Research Council. Providing focus Consortia. The closure of USBM has resulted in the migration of expertise to consulting firms and to other entreprenrutisl research entities. Many of these groups are creating ad hoc consortia among themselves, nearby universities and industrial partners. The Research Council is well placed to provide an open forum for these con¬sortia. Presentations of research results, as went on in the annual meetings of the Generic Mineral Technology Centers, can help to establish an. archive of results and an avoidance of duplication of research. A continuing sense of research directions can evolve. National Science Foundation. No discussion of consortia would be complete without mention. of the National Science Foundation's (NSF) programs for Industry/University Cooperative Research Centers (IUCRC) and Grant Opportunities for Academic Liaison with Industry (GOALI). NSF is aware of the gap in federal support of science and technology caused by USBM's closure.

INTRODUCTION In any large earth-moving operation, good planning and management are necessary to complete the operational tasks promptly and successfully. When an earth moving operation is complicated by radioactive contaminants, normal earth moving techniques and procedures must be modified. Any planning and management, therefore, must include the radiological aspects of the operation. It was found that the radiological aspects dominated most of the planning and management activities and were extended to all facets of the decontamination work at the former Shiprock uranium millsite. These planning aspects are discussed and their use to develop a work plan is described. The management aspects are discussed and their use to establish a management structure are also presented. PLANNING Some method of procedure, formulated beforehand, was necessary to govern the decontamination work at the former Shiprock uranium millsite. This procedure was expressed in the form of a work plan which served several listed purposes. 1. It defined the work to be done and the sequence it would follow. 2. It was used as a yardstick to measure progress. 3. It was used to assign organizational responsibilities. Several factors were considered to aid in the development of the plan. These factors are discussed below: Goals It was established that radiation exposure was occurring to persons working at the millsite, and in an around the community of Shiprock, from airborne radioactive mill wastes and radon-222 exhaling from the tailings piles. The goal set for the decontamination work was to reduce on-site exposures to levels acceptable for the millsite occupants. The attainment of this goal would also have a substantial impact in reducing off-site exposures. The objectives necessary to achieve the goal were consolidation and containment of the wastes. The former objective implies decontamination of the millsite and environs, and the later implies stabilization of the wastes. In practice, a total and complete decontamination of the millsite and contaminated environs would be very difficult and costly. The costs for decontaminating them could be high enough that an alternative method might be more cost-effective for reducing human exposures (i.e, move the affected people away from the source). The interim guide "Radiological Criteria for the Decontamination of Inactive Uranium Millsites" was used for the decontamination criteria (EPA 74). Briefly, the criteria state that off-pile decontamination should be effective enough to reduce the net above ground exposure rate to less than 10 [u]R/hr for unrestricted use of the affected area. When decontamination cannot readily be achieved, the exposure rate levels could be relaxed to 40 [u]R/hr; however, the affected area has to be restricted. The second objective, waste containment, means isolating the wastes from the biosphere. Since no method of containment was available at the beginning of the millsite decontamination effort, temporary containment (interim stabilzation) became the objective. The tailings pile and decontamination wastes would be covered with clean fill. The interim stabilization should last from 5 to 10 years until the final disposition of the wastes will occur. The goal, therefore, would be achieved by decontaminating the off-pile areas to less than 10 uR/hr where practical. The decontamination wastes would be used to plate the surface of the tailings pile and would be covered with clean fill. Radiological Survey The radiologial survey is the key factor for planning a decontamination activity. The survey should delineate the spread and depth of the contaminants relative to the decontamination criteria. Surface wastes, in general, can be evaluated for spread and depth with reasonable radiation survey equipment. Subsurface wastes on the other hand can be missed entirely, as happened during the radiation survey at the Shiprock site, although numerous exploration holes were bored and dug. The survey results can be used to define areas that may not be amenable to decontamination because of complications or safety reasons. For example, no decontamination of the bluff base was to be attempted because of the possibility the bluff might collapse on the personnel and equipment. Contaminated bottoms of decant ponds on the flood plain were not removed because they would be slurried by ground water. Slurry removal was deemed inefficient because the contaminants would be scattered and no equipment was available for its transport. INTRODUCTION Since several years the author is engaged in research activities in the field of mining method modelling (Oberndorfer, 1993 and 1994). The initial goal was to improve and assist the selection of the most appropriate mining method. However during investigations it became obvious that the most beneficial application of computer support is the fast calculation of numerical assessment rather than the consideration of all, i.e. also qualitative, criterions necessary for final decision. Numerical results serve - together with qualitative considerations based on the experience of the mining engineer - as a basis for decision. The emphasis is on "fast" calculation, as only this property makes it possible to calculate and compare many distinct variations. As long as no procedure exists, which optimizes all involved parameters, calculating many variations is of great important, because it is the only way to increase the chance to pick a alternative "close to optimum", but also to learn about the sensitivity the result will react on changes of input parameters, which are rarely known exactly. Generally speaking many trials give a better basis for final decision. It is no secrete that the most important obstacle towards quick calculations of a series of alternatives is not the processing time of the computer, but the time required for setting the input data in way that the computer can start processing, which is usually inter- active man work on the screen. Furthermore usually several distinct programs are required to cover the whole range of involved problems, with corresponding problems in automatic data transfer. The research work's goal was to overcome these problems. The approach developed was to describe a mining method more in a theoretical way (i.e. to give the computer some degree of "consciousness" on mining methods), which then can be applied under any specific conditions. E.g. a cut-and-fill operation will be "generally" the same in narrow or thick deposit areas, but the resulting keyfigures, e.g. total tonnage, productivity, dilution and loss, or finally costs per ton, will differ significantly. The approach (MMM = mining method modelling) presented reflects a deduction from the general case to a specific one (rather than the other way round). The developed model is general enough to be applicable to any mining method, and also to any degree of precision the mining method should be described, contrary to programs designed for specific mining method layouts which can be adjusted in a more or less wide range. PROGRAM DEVELOPMENT The principle correctness and feasibility of the approach was proved by a prototype program. However this program was more on a research level and far away from application for "real world" problems. The reason for this was, that it was regarded wasted time to re-invent certain tools, e.g. geometry intersection, deposit modelling or visualization. Hence it was tried to attract several software producers to invest in finalizing the model. Unfortunately this endeavor was not successful. Despite this defeat - and after some months of resignation - a final start on the project was decided. he reason for this decision was not at last the research activity in respect of low-cost underground mining methods for bulk- material as a substitute of typical quarry operations due to environmental restriction. This research work - which is in particular important for Austrian mining activities in beautiful and touristically used landscape - requires a lot of calculations in the way described. Both are still in state of progress, but - regarding mining method modelling - preliminary results can be presented. A complete re-programming of the program was required. Most obvious are the changes of programming language and operating system environment. Instead of Pascal under DOS C++ under MS-WindowsNT is now used. Several problems could be solved by this, in particular memory management, device drivers for input/output, and user friendlyness by up-to-date windows technology. However also more basic structures were changed. The idea was to utilize as many existing commercially available programs as possible to minimize programming efforts. Interpretation of the histograms, variograms, and drifts of the data in the context of depositional environment and post-depositional geological history is discussed. A multivariate geostatistical technique for checking the accuracy of seam correlations is demonstrated.

This paper presents the precise definitions of a number of commonly used subsidence parameters. Using an integrated approach, the parameters were determined for 110 subsidence cases collected from major US coal fields. Attempts were made to establish empirical formulae for the parameters. The results of this study indicate that some traditionally held concepts should be changed.
