After the war that was nearing an end In early 1945, regular consulting work for Bralorne, the Bradleys, Pennsalt Chemical Co., and a directorship and occasional consulting for Homestake Mining Co. made it almost certain that in spite of my 61 years I would have enough work to feed my family. But this routine work would not provide enough income to lay up funds for the inevitable future when I could no longer do arduous work. And it would not give me the adventure that had first lured me into mining. Therefore I was greatly relieved as well as pleased when, in the 18 months from April 1945 to November 1946, I was asked to make three of the most adventurous as well as profitable examinations that ever came my way. After I had unsuccessfully tried to induce Anaconda to purchase these mines In 1915, the World War I crisis that had forced the half-Indian accountant to try to sell the mines had come to an end. The European market for tin improved dramatically, and "Don Simon" was able to borrow money for expenses while the concentrates were still In Bolivia. He took advantage of the favorable conditions by buying adjacent properties and increasing development work until his Bolivian tin mines were the greatest in the world. And his daughter had marled the French Count de Boisrouvain and was cutting a swath In high International society. Pati[n]o wanted to get rid of the drudgery of running a complicated mining Industry in a remote area In Bolivia when the fleshpots of Paris were much more seductive. An added incentive was the fact that his miners had become unruly and had even threatened his 11fe.

Introduction Backfilling of mine voids is used to prevent or control the effects of subsidence on surface structures. The pumped-slurry, blind backfilling process has been successful for stabilizing ground over abandoned and inaccessible underground coal mines. This article describes the systematic evaluation of potential monitoring systems that would improve backfill monitoring technology. It also details field proof-of-concept tests that were conducted on two systems and the difficulties encountered in implementing them. Ground subsidence over abandoned mines can have devastating effects on overlying urban areas decades after the closing of room-and-pillar mines. The result may be cracked foundations, ruptured gas and water lines, broken sewers, distortion or cracking in superstructures, and sinks and potholes in the ground surface. About 32,000 km2 (8 million acres) of land in the US has been undermined for coal. According to the US General Accounting Office, 8,100 km2 (2 million acres) have undergone subsidence and another 8,100 km2 (2 million acres) are expected to subside by the year 2000. Actual figures on land affected or threatened by subsidence are probably much higher, since these estimates were based on late 1960s studies. For more than two decades, the US Bureau of Mines has been engaged in stabilizing ground in urban areas having high risk potential for subsidence costing millions of dollars. Thousands of acres have been stabilized, protecting property worth hundreds of millions of dollars. In earlier years, backfilling was by in-mine stowing in accessible mines or by gravity-feed sluicing methods in inaccessible mines. Pumped-slurry methods have been used extensively in the past 10 years. More slurry can be injected for fill from fewer injection holes over extensive areas in abandoned mines. Since this method requires fewer boreholes, there is less disruption of surface facilities. An investigation was conducted to determine the feasibility of using advanced, remote sensing or monitoring technology for application in monitoring fill placement. Specifically, the objective was to develop conceptual systems for blind backfill monitoring that require fewer boreholes and give better definition than is now possible. Blind Backfilling Methods Blind backfilling operations are conducted from the surface and do not require personnel and equipment underground. These methods are applicable to abandoned, inaccessible workings. Two categories of blind back-filling are point support, practiced by civil engineers to protect individual structures or surface facilities, and areal backfilling methods, used to protect large areas against subsidence. Point Support Methods Point support methods are usually gravity-feed systems. In general, point support methods use small volumes of expensive fill material and require a large number of boreholes within a constructed site. Because of the processed material used for back-filling and the close spacing of the injection boreholes, control and monitoring often may be accomplished by borehole cameras. Areal Backfilling Areal backfilling is conducted mainly by the pumped-slurry injection process (Fig. 1). In eastern and interior coalfields, material used is often mine refuse or flyash, both being undesirable on the surface and costly to dispose of in an environmentally acceptable manner. To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

INTRODUCTION AND SUMMARY World mineral trade during 1960 to 1984 has shown substantial changes both in value and tonnage. Although fuel commodities dominated total mineral trade during this period, this paper will focus attention primarily on nonfuel minerals. Brazil and Australia, modest producers of iron ore in 1960, have become dominant producers and exporters, together accounting for about half of major iron ore exports in 1984, far surpassing traditional export suppliers such as Sweden. Australia has also become the largest producer and trader of bauxite and alumina, and worldwide alumina trade has increased at the expense of bauxite trade. Similarly, shipments of ferroalloys have increased more than shipments of ores such as those of chromium and manganese. Canada, retaining its first rank in world export of zinc, has become also the leading source of potash and sulfur in world trade, and South Africa has been the dominant factor in chromite, manganese and their respective ferroalloys. Developing countries' share of world copper trade has increased, with Chile maintaining first rank, but developed industrialized countries have continued to dominate production and trade of lead and zinc. Phosphate, sulfur, and potash have been the principal crude nonmetallic minerals traded worldwide. Looking to the near future, dramatic increases in export of iron ore, phosphate, potash and sulfur are not envisaged. Bauxite exports will continue to decline relative to alumina but at a slower rate than in the recent past. Zinc concentrate will continue to be exported but lead will be traded more as metal than as concentrate. For iron and steel, there will be some production shift from traditional producers to certain developing countries and recently industrializing developing countries such as Brazil, India, the Republic of Korea, and Taiwan. In the following sections dealing with specific commodities, it should be understood that information is presented only on the major forms of each commodity that move in trade, and only for a selected group of countries for each commodity or major form of each commodity. Thus, totals shown or mentioned generally represent only the totals of figures presented here and do not include estimates for minor forms of material or for countries that are not listed. However, the data provided is regarded as sufficiently complete to reflect major patterns and trends, and exclusions are there- fore not seen as affecting conclusions that may be drawn from the material provided. FUEL AND NONFUEL TRADE Values of Fuel and Nonfuel Trade The value of world export trade in major mineral commodities (ores, concentrates and scrap, crude minerals, iron and steel, nonferrous metals, nonmetallic minerals and mineral fuels) in 1983, the latest year for which comprehensive data are available, was reported by the United Nations in May 1985 to have totaled over 514 billion current U.S. dollars (Table 1). This was 79% of the historic record high of nearly $649 billion ,current dollars set in 1980, but almost 18 times the current dollar value reported for 1960. [1/] The value of these 1983 exports in constant 1960 dollars was $164 billion (Table 2), only 66% of the record 1980 high of almost $250 billion, and only about 5.7 times the 1960 dollar level.

INTRODUCTION Flotation equipment is becoming more definitive in design as well as greater in dimension. The last ten years have witnessed the implementation of large flotation cells ranging in size from 28 to 85 cubic meters. However, small plants still operate with cells as small as 3 cubic meters. These changes have increased the operational sensitivity of the flotation system to the chemical reagents used. No scientific study has been undertaken to develop the relationship between the size of equipment and the response of reagents in the flotation system. Hence, this article is an attempt to present several observations from past experience for the purpose of stimulating future research in an area previously ignored and perhaps subsequently not used to advantage. CONVENTIONAL FLOTATION Recent advances in conventional flotation cell design have been made in two areas: a. Flotation cells are becoming larger, and b. Basic design of flotation cells has changed. They can be classified into two types: deep cell and shallow draft cell. Size and design changes of flotation cells have a greater effect on frother performance than on the performance of other chemical reagents. Hence, the discussion in the following sections is restricted to the impact of frothers in the flotation system. Flotation Cell Size The advent of increasing flotation cell size has resulted in the increase of frother consumption. There appears to be a correlation between reduced horsepower (kilowatt) consumption and increased frother consumption per ton of ore processed in the circuit. This is more prevalent when the frother chemistry remains unchanged. Another reason for increased frother consumption is the increased distance between the rotating central shaft and the lip of the cell for larger flotation machines. Increasing this distance results in increased surface area corresponding to the larger cell size. Reduced power input per ton combined with the need for longer, stronger load support of the froth bubble as a result of increasing cell size has resulted in the development of a new series of stronger and more persistent frothers. By the same token, these newer, stronger frothers are difficult to control when applied to the smaller cells. This is true even at lower dosages because the break point between too much frother and not enough frother for optimum metallurgy is normally very narrow. This problem is often exaggerated when operators have established an optimum setting for pulp level and air for the particular frother in use. Generally, the tendency is to operate the flotation cells simply by adjusting frother dosage. The increase in frother strength to accommodate the large cells often results in the realization, after a retrofit, that the existing pump box or sump which is still handling the same volume of concentrate is no longer adequate in size. Flotation Cell Design The two most common flotation cell designs installed during the past ten years are the deep cell and the shallow draft cell. The deep cell provides for complete mixing of air and pulp at the bottom of the cell. The shallow draft cell does all the mixing/pumping in the bottom haft of the cell whereas the mixing of the air is performed further up the shaft and is brought into contact with the pulp midway up the vortex. There are many preferences for one or the other. It is the author's contention that both designs have very valid concepts and must simply be suited to the particular situation as required by the operator. The following comments are subjective observations which should be explored in greater detail. The deep cell mixes both air and pulp together at the bottom of the cell requiring a full depth ascending of the homogenized air to the surface to form the froth layer. This design, in combination with charged air, provides for good concentrate grade control under adverse conditions of selectivity, especially when faced with a fine grind and a slime-laden gangue. A selective frother can be applied without a competitive loss in recovery. One of the conditions for good selectivity in this environment is operating at medium pulp solids concentration in the range of twenty-six to thirty-four per cent (26-34%). When a higher solids concentration is used in combination with a coarse grind, it becomes difficult to maintain the same recovery with a selective frother due to higher pulp viscosity. This condition sometimes results in an unacceptable coalescence of the air bubbles as they ascend the full height of the deep cell. The increased pulp viscosity at higher solids concentration can also retard the flotation kinetics. The combination of decreased surface area of dispersed air and slower kinetics can result in reduced recovery causing coarse particles to continue to drop

Though the mining industry is beset with problems-a broad slump in metal prices, a rash of acquisitions and takeover attempts, rising capital costs, and an aggressive Canadian energy program-there was an under-current of optimism at the 1981 AMC conference that's been missing at industry meetings in recent years. The industry anticipates a turnaround in the 1980s, buoyed perhaps by the new spirit of cooperation from the Reagan administration. For the first time in years, it appears that Washington and the mining industry share mutual goals for developing the nation's resources. A number of prominent Reagan officials were on hand during the three-day conference in Denver, September 28-30, to reassure conferees that restrictions plaguing energy and minerals development would be eased. Interior Secretary James Watt and other government speakers promised cooperation in bringing balance to federal public lands policies, a review of regulations that have hampered the industry, and prompt action on domestic minerals policy. Daniel N. Miller, Jr., assistant interior secretary for energy and minerals, said, "It is our intent to dismantle the overhearing bureaucracy that has stifled mineral and energy exploration. We know that Interior's rules have shackled the mining industry in recent years, and we know that those rules must be eased." Miller noted that the administration will not permit mining on national park lands or wildlife refuges, but added that "we must assess a variety of uses of public lands ... we will restore lands to multiple use where practical." EPA administrator Anne Gorsuch assured industry representatives that the administration intends to work within environmental laws and with Congress to review and revise water, soil, and air pollution policies. "We have a strong commitment to see that there are major mid-course corrections" of air regulations, Gorsuch said. Support from these "new friends in Washington" will be crucial in light of the serious problems pressuring the industry. Copper prices have plunged to almost three-year lows and prices for molybdenum, gold, and silver have slumped. Earnings are down and today's high interest rates prevent a quick turnaround. Companies are on edge after the recent takeovers of Kennecott, St. Joe Minerals, and Texasgulf Though the companies may benefit from the major injection of capital that large energy firms can provide, many observers fear the new parent companies won't be willing or able to survive the cyclical metal markets. Arco and Gulf Resources, for example, have been criticized for closing Anaconda's Montana copper facility and the Bunker Hill unit in Idaho, respectively. Canada's national energy program has brought additional pressure on the industry. This policy, which emphasizes Canadian majority ownership of the country's energy sources, resulted in acquisition of Texasgulf's Kidd Creek lead-zinc-silver complex by Canadian and French interests. In response, the American Mining Congress adopted two resolutions on takeovers. One calls for the US government to review laws regulating tender offers and takeovers "to better ensure that principles of fairness and sound investment policy govern such transactions.'' The other asks the government to demand "fairness and reciprocity" as a basis for US policy governing international trade in minerals and investment relations with other countries. AMC's shopping list included four other priority goals, aimed primarily at the Interior Department: • Prompt implementation of Interior's efforts to bring order and balance to rules governing access to public lands for exploration and development. • Statement by the President of a comprehensive and coherent domestic minerals policy. • Amendment of the Clean Air Act to remove impediments to productivity and barriers to economic development that are not necessary to essential goals of the act. • Development of new approaches to better achieve worker health and safety in the most cost-effective manner without penalizing productivity. Almost 6000 mining industry executives attended the 1981 convention-the largest in AMC's 84-year history. As in years past, the conference offered a wide spectrum of presentations-nearly 100 papers in 26 sessions-ranging from commodity forecasts to the latest technical achievements. New Administration Stockpile Goals The minerals availability session included a presentation on management of the minerals stockpile by Paul K. Kruege r of the Federal Emergency Management Agency. Krueger notes that rather than providing incentives for development of a domestic raw materials industry, the government has "a history of providing disincentives to industry." In mining industries, he adds, the rate of productivity growth has been -6% over the last six or seven years. Krueger feels there will be a major change under the Reagan administration. A method for the preparation of zirconia- toughened mullite using dc plasma is presented. An indigenously developed 50-kW thermal plasma reactor is used for the preparation of zirconia-toughened mullite using a dissociated zircon and alumina mixture. Both XRD and SEM studies of the product confirmed the formation of mullite and zirconia. The zirconia grew as equiaxed grains of uniform size (~5 µm) in a mullite matrix.

Background to the Square Law relating frictional pressure drop and airflow is presented and deviations from this Law are discussed. The procedures used to investigate the Law of Airflow for the longwall are described and the results are presented. The results verify the Square Law relationship for airflow along a mechanized longwall face.

Processes for hydrometallurgical treatment of crude nickel hydroxy carbonate and impure high grade ferronickel to produce cathode nickel and cobalt hydroxide are described. Certain health and safety hazards occur entirely unexpectedly in some subterranean excavations. Although ground support is not the subject of this paper, ground failure can result in large and often uncontrolled flow of fluids into an excavation. Even when there is no ground failure, the disturbance of nature's equilibrium between rock or unconsolidated alluvium or rubble and the contained fluids poses severe problems to a well planned operation. Optimum conditions for safe operation cannot be the sole criterion for site selection. Some mineral deposits form in zones of structural weakness, others form where hydrothermal alteration substantially weakens the enclosing rock, and tabular deposits such as coal and evaporites inevitably undermine large areas. Excavation to acquire mineral values cannot be relocated. The same is often true for tunnels driven to connect distant points by the most direct route. Rivers and mountains cannot he avoided, and the cost of lengthening a tunnel--by even a fraction of a percent--must be strongly justified. No responsible engineer will knowingly select a dangerous route for excavation, but to what extent do engineers attempt to assess the health and safety hazards that may be reasonably expected? How, specifically, can methane explosions, water and sand flooding, dangerous dusts, toxic gases, thermal shock and radar poisoning be eliminated or minimized through systematic advance planning?

A large portion of the public lands in the United States is managed by the U.S. Department of the Interior, Bureau of Land Management (BLM). Public lands administered by the BLM comprise about 39 per cent (270 million acres) of the entire Federal surface estate or about 1/8 of the surface of the United States. Most of this land, located in the 11 Western States, including Alaska, is available for mineral exploration and development. The BLM is a multiple-use land management agency responsible for the balanced management of the public lands and their resources. The BLM's task is to ensure the balanced and sustainable development of the public lands and resources. This task translates into the management of people and their use of the public resources. As a result, the BLM manages a diverse group of programs including recreation, range lands, timber lands, fish and wildlife habitat, watershed, wilderness, scientific, cultural, and historic properties, and most importantly for this paper, energy and mineral resources. The BLM has developed several new policies with respect to mining, including policies on inspection and enforcement, financial guarantees for reclamation, and the use of cyanide. The goal of these policies is to demonstrate to the American public that mineral exploration and development can be an integral part of sustainable development on public lands in an environmentally sound manner.

In a small tank, slurry is passed through the high shear impeller zone with small time intervals, and a large proportion is regularly exposed to air at the surface, and at relatively high shear rates. This accounts for significant differences in the performance of large and small tanks. It is preferable to derive data where possible directly from an operating plant rather than applying data generated in small tanks where allowances must be estimated for the above differences [and where slurry aging and often substantial cooling compared to hot freshly milled ore further distorts results]. Various measurements have shown that many gold slurries can suffer extreme variability, as streamers of bypassing material or boules of hold-up periodically condstitute the instantaneous discharge from a tank - the relatively high Yield stress of slurries [around 1 to 10 Pa] causes very incomplete homogenization of slurry in any tank, the worse the larger the tank and the more viscous the slurry. To provide a background for this subject, this monograph presents leach and adsorption models based on the fundamental physics and chemistry of these processes, and includes quantitative discussions of factors which can lead to deviations on scale-up. The Throughflow model which avoids the need for such alowances is then presented, as well as a Computer Programme applying this model, and which allows direct calculation of the effects of:

Bioleaching of solid wastes lithium ion battery industries was carried out in this investigation. A new method for recovery of cobalt, potentially the basis of an economic and environmentally friendly process was examined. The present study was conducted using chemolithotrophic and acidophilic bacteria Acidithiobacillus ferrooxidans and some mixed thiobacilli collected from abandoned mine drainage. These organisms were able to utilize sulfur and ferrous ion as energy source. Bio-dissolution of cobalt was found to be faster than lithium. The effect of initial Fe(II) concentration, initial pH and solid/liquid (w/v) ratio were studied in detail. With increase of time of leaching the dissolution of cobalt was found to be increased and this must be due to competitiveness of the mixed thiobacilli for utilizing the energy source among them. Since the bacteria are belonging to acidophilic group the higher pH studies revealed a decrease trend in metal dissolution. Higher solid/liquid ratio also found to be detrimental for the bacterial activity. It seems bacteria are not resistant to higher concentration of the metal. The optimized conditions for bio-dissolution were sol-id/liquid (w/v) ratio - 10 g/L, initial Fe(II) concentration - 5 g/L, elemental sulfur - 1% (w/v). In the optimized conditions, cobalt dissolution was observed to be about 75 % whereas that of lithium was 15% after 25 days.

The present study refers to passive systems for the treatment of acidic liquid effluents emanating from mixed-sulphide mines by means of an-aerobic compost wetlands. An effort was made for the thermodynamic study of the chemical systems that are involved in the reactions during the simulation of this specific system using laboratory columns and a pilot scale application. The substrate used was a mixture of cow manure, a high alkalinity organic substrate and chestnut woodchips, while the synthetic solutions prepared for the laboratory experiments contained the three basic metal contaminants i.e. Fe, Zn and Mn. The precipitation mechanism of the contained metals and the form in which these are precipitated was therefore investigated by constructing the equilibrium phase diagrams (Eh-pH diagrams) of the Me-S-C-H2O systems. Based on the experimental results from laboratory and pilot scale tests the stability conditions of the chemical species taking part in the aqueous solutions were also determined and verified with the thermodynamic data available. The thermodynamic analysis of the system was performed for ambient temperature, which is the prevailing temperature on field constructed compost wetlands. Results were further validated with the results obtained by the application of a five step sequential extraction procedure in the remaining substrate in order to determine the form in which the metals were precipitated.

The Detroit Water and Sewerage Department has undertaken a $1.2 billion effort to capture and treat combined sewage overflows from various outfalls along the Detroit and Rouge Rivers in Detroit, Michigan. This program is planned to include a 455,000 m3 (120 million gallon) storage and treatment tunnel which will capture overflows from 19 outfalls along the Rouge River. The tunnel is currently in the conceptual design phase, with the bid date planned for mid-year in 2001,and completion planned for August 2005. The total design and construction cost is currently estimated to be approximately $450 million. Current concepts are for the storage and transport tunnel will be 6.1 m (20feet) in finished diameter, with a total alignment length of approximately 12,200 m(40,000 feet). The main tunnel will extend through the Traverse and Antrim Shalerock formations, while approximately 5,500 m (18,000 feet) of various diameter connecting tunnel will extend through both rock and soft ground. The project will include a total of 10 drop shafts, 13 riser shafts, various connecting structures, and a 455,000 m3/day (20 mgd) pumping station. This paper will present a discussion of the design philosophy, subsurface conditions, the various planned components, and the expected design and construction considerations for the proposed Upper Rouge Combined Sewage Overflow Tunnel.
