A detailed account is given of the spectral ratio laboratory method for the determination of seismic velocity and attenuation through rock cores under simulated in-situ stress conditions. An account of a computer program called AUTOQ is described for automatic processing of a complete set of laboratory results. Some of these results are shown and discussion is directed to- wards the suitability of in-situ velocity or attenuation measurements in determining rockmass condition or stress regime.

Exploration geochemistry requires computer processing for quick and efficient reduction and interpretation. An easy to use microcomputer based geologic workstation fulfills this need and allows the geologist to independently process geochemical data. Functions necessary for geochemical data processing are: 1)Digitizing; 2)Communications; 3)Data base management; 4)Statistical analysis; 5)Mapping analysis; and 6)General purpose applications (ie: word processing). A geologic workstation that can perform these tasks will yield significant advantages in processing and interpreting geochemical data.

Various aluminum-smelting by-products from three production sources were received and characterized. The waste materials were tested for compound identification and environmental acceptance. A coarse metallic aluminum recovery test using an Eddy Current separator (ECS) was performed using two different Circuit configurations. White dross performed equally well with either Circuit, while black dross processing shows significant difference on the separation results. It was found that ECS technology was effective for particle sizes down to 6-10 mesh.

The Greenwich Collieries Co. is a subsidiary of the Pennsylvania Mines Corporation, and a wholly owned subsidiary of the PP&L Co. which serves the northeastern portion of Pa. PP&L annually consumes about 11 million tons of coal per year and is the largest consumer of both bituminous and anthracite coal on the eastern seaboard. Development work for Greenwich started in 1969. The coarse coal plant was constructed in 1970, with the raw fines bypassed. This worked very well for our requirements at that time; however, the Greenwich mining plans were extensively changed, longwall mining units were installed and low coal was encountered, resulting in dirtier coal, a finer coal and an ever increasing ash in the shipped product. All this demanded a more efficient ash removal process for the fine coal fraction. In 1971, the Pennsylvania Department of Environmental Resources and the Federal Environmental Protection Agency were pushing for the now stringent sulphur emission limits at our power plants. The Greenwich Mine coal reserves contained large quantities of 3.5 to 4% sulphur along with some low sulphur reserves. It was, therefore, essential that any new plant have the capability of efficient sulphur removal to meet the Pennsylvania Department of Environmental Resources and the Federal Environmental Protection Agency required limits. To meet these limits our design would have to be capable of producing a product of 2.0% sulphur or less.

During the 1950's and 1960's a program of geologic mapping of counties has been underway in Nevada by geologists of the U. S. Geological Survey and the Nevada Bureau of Mines. The aping has been done principally at reconnaissance scales, with more detailed work in local areas. Geologic maps are either published or open-filed for about a dozen counties at scales of 1:200,000 or 1:250,000. One by-product of the geologic mapping has been the recognition of about 80 Tertiary volcanic centers from which large or very large volumes of volcanic material ranging from rhyolitic to andesitic in composition have been erupted. For purposes of this discussion these are regarded as the major centers; the tally does not include hundreds and perhaps thousands of small rhyolitic domes and plugs and basaltic vents. About 15 to 20 of the 80 major centers are believed to be calderas ranging in diameter from 3 to 25 miles. Some have been described in the literature by geologists of the Nevada Test Site and others. However, the vast majority of the 80 centers have not been described in print, and we are indebted to our colleagues for locating them for us in many of the counties. Offshore oil and gas production operations have moved from water depths of about 50 feet in 1948 to the present record depth of 340 feet. Although mobile drilling rigs are widely used for exploratory drilling, most development drilling and production operations have been conducted above water from the decks of fixed, bottom-founded platforms. Increasing water depths have caused problems associated with design and construction of these platforms and with laying of pipelines, but not so much with other activities. After a platform is installed, drilling, production, and maintenance operations are similar to those onshore and are relatively unaffected by water depth. Events of 1968 indicate that offshore production may soon extend into much deeper water. These events include leasing of Santa Barbara Channel acreage in water depths over 1500 feet, and the successful drilling of a wildcat well in 1300 feet. Designs have been developed for platforms suitable for installation in water over 600 feet deep, and studies suggest they may be used in some areas to water depths of 800 to 1000 feet. Buoyant towers can probably support above-surface platforms in water 1000 feet and deeper. Although the cost of either of these platforms will be high, once installed they will permit relatively low-cost development drilling and production operations compared with estimates for subsea production systems. In some cases, savings in development drilling costs alone could pay out the platform investment.

There has been a surge of exploration activity and interest in mineral properties located in cold Northern climates, with gold and copper properties as the two most attractive targets. There are already a number of mining operations located in the Arctic, for example, Red Dog, Polaris, and Lupin, all located in the Canadian Arctic. The logistics of sustaining operations, the engineering design and construction methods for such inhospitable regions are now relatively well understood. However, at least three of the proposed new mines in the Yukon Territory, Canada are designed to be heap leach operations. Rescan Engineering has recently completed Feasibility studies for two heap leach operations in the Yukon, one of which, the Brewery Creek Mine, is now in operation. The purpose of this paper is to explore some of the engineering and operating concepts that have been developed to make heap leaching an appropriate process method for gold recovery in a cold climate. Many of the readers will be familiar with the general and specific details of heap leaching, and it is not the intention of the authors to deal with any of the established "do's" and "don'ts" that have been addressed in numerous previous papers, but only with those pertaining to cold weather operations. This paper also examines these design concepts in specific relation to the results of the first winter's operation at Brewery Creek Mine, the first "far" North heap leach operation.

For many years the explosives industry was a technological enigma: it was at the 'cutting edge' of some technologies and in the backwaters of others. For example, for at least the past 85 years, the industry routinely measured time to one-millionth of a second for determining the detonation rate of explosives. At the same time, however, formulations were usually hand-written in 'formula books,' such as the alchemists may have done. Also, due to the fact that the equipment had proven to be safe, many of the mixers and packing machines in use until recently were those patented in the 19th century; improving efficiency was not worth the possible risks that might be encountered. In recent years, the wide availability and portability of computers and their adaptation to specialized applications have revolutionized the explosives industry, much as it has many others. With the advent of the water-based emulsions and slurries (water gels), and the necessity to design totally new processing and delivery equipment, the opportunity arose to apply modern techniques to many aspects of the business. Table 1 lists some computer applications currently in use by explosives manufacturers and end users. The use of high-tech production controls, equipment design aids, field measurement devices and other computer applications is so pervasive in the industry today that any brief article such as this must be considered only as a broadbrush overview of the subject.

The Solution Mining review arrived too late to appear in the May issue. Solution mining, in its broadest definition, includes all forms of leaching where a lixiviant solution is brought into contact with a metalliferous or non-metallic ore and the resulting pregnant solution is processed for recovery of the valuable soluble material. Technologies such as dump leaching, heap leaching, stope washing and in situ lixiviant solution injection and recovery fit into this definition of solution mining. A publication entitled the US Gold Industry (Dobra and Thomas) reflects the major impact that solution mining techniques have had on precious metal recovery. In 1989 (the last year for which statistics are available), the United States passed Australia to become the third largest gold producing country in the world after South Africa and the Soviet Union. It is estimated that when the final figures are in for 1990, the US will probably pass the Soviet Union in gold output. If the state of Nevada is ranked as a separate country, it will rank fourth in the world in gold production for 1990. A good proportion of this increase in gold production over the past few years can be attributed to the application of solution mining technology to low-grade, precious-metal-bearing material. Solution mining techniques have also made inroads in copper production. Many operations located at former underground mine sites employ in situ leaching as an adjunct to conventional dump and heap leaching practices.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is currently being constructed for the United States Department of Energy in SE New Mexico. The purpose of the project is to store low level transuranic waste in an underground environment which will ensure a safe atmosphere for the life of the stored waste. Ohbayashi was contracted by the DOE to sink two shafts and underground drift development which will be used to conduct a series of long term experiments in order to finalize the suitability of the geology and the environment for the transuranic waste storage. The two shafts sunk at the WIPP site were excavated around a borehole by conventional methods. The excavation around a borehole eliminates some of the established blind bottom sinking techniques, but creates unusual problems which must be pre-planned and scrutinized closely. An analysis of the slashing to the borehole technique will be given. WASTE SHAFT The waste shaft (w/s) is 5.8 meters (19 feet) in diameter and will be used primarily to transport the radioactive waste to the underground storage area. A pre-existing 1.83 meter (6 feet) diam borehole was taken to a depth of 655 meters (2150 feet) to the existing drift; at this level, a 38 meter (125 feet) sump was installed using blind bottom sinking techniques. INTRODUCTION Cleveland-Cliffs' operations in Michigan have been utilizing fully autogenous grinding for over four decades. This is but one of the key characteristics of the iron ore processing method that was developed for the extremely fine grained, low grade deposits of the region. Liberation size of the hematite and magnetite ranges from about 30 to less than 1 micron. Typical grinding fineness target to achieve silica grade in the concentrate is 80 to 90% passing 25 microns, or a P80 of approximately 20 microns. After primary grinding, the magnetite ore is first upgraded by rougher magnetic separation. It is then ground to final product size, sent through thickener-sizers utilizing selective flocculation, upgraded again by finisher magnetic separation, and then brought to final silica grade by reverse amine flotation. Hematite ore follows essentially the same route, less the magnetic separation stages. Concentrate is filtered and pelletized, along with con- trolled additions of fluxstone, to ready it for shipping. Iron ore pellets on the water of the Great Lakes have a value of approximately 1.5 cents per pound. Ramifide conveyor transport of the biggest russian coal mine "Raspadskaya" is simulated by Petri nets. There are 6 longwalls with accidental output. 12 belts, and 5 transfer bunkers at this mine. It is necessary to coordinate transport links for recon- structed conveyor system. Many tasks were solved by dynamic simulation, such as estimation of transport lateness, influence of transfer bunkers on an unevenness of total coal flow, maximum filling of each bunker, maximum time of main conveyor refusal, co-ordination of unloading for dependent bunkers, choice of main conveyor. The problem of mine-wide conveyor transport animation for dispatcher is formulated in reference to mine "Komsomolets". OBJECT OF SIMULATION The biggest russian coal mine "Raspadskaya" is situated on a south part of Kusnetski coal basin (West Siberia). One mines about 20.000 tons of coal out of flat seams by 2.2-4.5 m thickness in a day. There are 6 fully- mechanized longwalls by output 720- 3600 tons in a shift in mine. Coal haulage to surface is carried out by 12 belts having 1.6 - 4.3 km length. For a smoothing over un- evenness of coal flows 5 transfer bunkers to 300 tons were intro- duced. The CANMET diesel-related work, carried out in cooperation with the Canadian mining industry, resulted in the identification of several useful R/D studies. One such study was the development of a dash-mounted alarm signal system to indicate overexposure of production LHD diesel vehicle operators to toxic contaminants in a mine environment. The resulting instrument has been called the [CO2 Exposure Meter]. This meter is particularly applicable to LHD machines because previous investigations have indicated that operators of LHDs and some haulage truck drivers are exposed to up to 200% of the contaminant concentrations measured in the general mine return air. This paper describes the development of the system which continuously monitors and displays the operator's exposure to diesel pollutants, and indicates an overexposure by an alarm light. The overexposure limits are preset by mine personnel based on carbon dioxide (CO2) measurements, which in turn are related to simultaneous spot respirable combustible dust (RCD) measurements (or to Air Quality Indices - AQI, if available). The CO2 settings are, in general, related to the engine/exhaust treatment selections, vehicle duty cycle and local ventilation rates and efficiency. The system continuously displays one of three lights: green for underexposure, yellow for caution, and red for overexposure. Overexposure can occur for several reasons, such as: reduced ventilation, malfunction of the diesel vehicle, and excessive airborne contaminants. The paper confirms satisfactory operation of the system in a laboratory-simulated mine environment, as well as in field trials.

This paper describes an integrated procedure for the very short term production planning of an open pit and the execution of this plan: the truck dispatching. Integration of plan and dispatch means that the plan is realistic so that its objectives can be realized by the dispatch. This realism is obtained by supplying the plan optimization, which involves mixed integer programming, linear programming and non-linear programming, with experimental O.R. models of waiting and blending. The arrangement of these models in the computer programm has made it possible to obtain very short computing time for the planning in spite of the width of the optimisation. The dispatching of a truck is made by solving a classical assignment problem for each dispatch over a horizon of the expected*next 10-15 trucks to request dispatches. This deep-reaching dispatch procedure uses the continuously arriving information about trucks' positions and shovels situations and models by probability functions the expected waiting time of shovels and trucks. In this manner trucks and shovels are synchronized and last moments' opportunities for productivity gains can be obtained. The dispatch procedure takes .5 second on PDP11. This integrated planning and dispatch procedure gives high productivity while ensuring good blending. Results from the Mount Wright mine of the Quebec-Cartier Mining Co., where the integrated procedure has been installed on the existing computer equipment PDP11, are included.

INTRODUCTION The Milwaukee Metropolitan Sewerage District (MMSD), is a special purpose sub-regional agency that provides collection and treatment services for sanitary wastewater for an area of 420 square miles (1088 km2) in 27 municipalities in the Milwaukee, Wisconsin metropolitan area. During its almost 75 years of existence, it has constructed 464 km of intercepting sewers, the majority in tunnel, and two sub-regional secondary wastewater treatment plants. The present program, the $1.7 billion Milwaukee Water Pollution Abatement Program, was started in 1977 and developed from ongoing internal planning, the Federal Clean Water Act and court judgments. Elements of the Program include improvement and expansion of the two treatment plants; rehabilitation of older in-place sewers; building new interceptors and relief sewers and providing capacity for high volume storage in approximately 32 km of deep, large diameter rock tunnels; reducing combined sewer overflow; and disposal/utilization of the solids that remain after the treatment process. The construction phase of the Program accounts for $1,105,900,000 within 335 separate construction contracts, 211 let to date, and covers a span of 15 years, starting in 1979 and running through 1994. Conveyance System construction cost is estimated to be $650,000,000 or about 60 percent of the total. Through December 1986, in terms of dollars, the total construction program is about 38 percent complete with Conveyance at 34 percent complete.

INTRODUCTION The need for substantial advances in underground excavation technology has produced considerable research activity on a wide variety of concepts under a variety of Government funded programs. One goal of this "Rapid Excavation" effort has been the development of a means to apply the well-known virtues, both technical and economic, of the drill and blast method in a continuous process. The spiral blast concept, aimed at this specific goal, has been funded for initial studies (1) by the ARPA Rapid Excavation Program and, for the experimental work reported herein, by the Department of Transportation (2). The economy enjoyed by the drill and blast method stems from two factors: explosive energy is relatively cheap; and this energy is released so as to cause rock fragmentation largely through tensile failures. The relative ease and efficiency of tensile rock failures have long been recognized. The drill and blast process of course cannot be truly continuous since drilling and blasting (and other necessary functions) simply are separate, distinct operations. Although some surface explosive work has been done to avoid the need for drilled blast holes (3) it does appear that the high performance associated with explosive excavation requires placement of the explosive beneath the rock surface. This paper describes studies of blasting pattern which, in simplest terms, replaces the occasional heavy blast of conventional practice with frequent, much smaller blasts. INTRODUCTION Decision-making in the design and construction of underground facilities must be made under conditions of varying geologic uncertainty, uncertainty which can have a major cost impact if not properly regarded. Of the two approaches for dealing with this variability, preparing for the "worst" anticipated conditions and optimizing design and construction in-situ, preparing for the "worst" conditions is the more if not solely conventionally practiced method in the United States. While the conventional approach is recognized at times to be extremely overconservative, it will remain preferred until a more adaptable method is shown to be economically superior. This paper presents research aimed at providing just such answers as to when and if an adaptable tunnel design and construction approach is more cost effective than a non-adaptable one. To fully understand the characteristics of this choice between adaptable and conventional tunneling alternatives a summary discussion of adaptable methods is presented. An acknowledgement of the importance of geologic and other factor uncertainties in making this decision leads to the adoption of decision analysis as a quantitative methodology for formalizing the problem. Exercising this methodology on three prototypical tunneling scenarios--urban deep, urban shallow, and transmountain--allows an isolation and ranking of the most crucial factors in making the basic approach decision. One scenario, a transmountain highway tunnel, is carried further through a detailed probabilistic analysis to show under what conditions of varying uncertainty adaptable approaches possess economic advantages.

HISTORICAL PERSPECTIVE Environmental protection is not a newcomer to the minerals industry, there having been numerous examples dating from decades ago. Sometimes the awareness of a need for preservation or restoration derived from the ethics and principles of the engineers and management responsible for development and operation of a property. On the other hand, pressures to clean up industrial messes frequently were applied by special interests such as farming and ranching, recreational and conservational groups, and local governing bodies. Mineral industry environmental controls in this century have therefore been a patchwork of good intentions and bad, clean operations and dirty ones. The Hoboken siphon converter for converting copper matte while effectively capturing sulfur dioxide at a relatively high concentration was developed in Olen, Belgium in 1928, a full sixty years ago. The alternative was closure of the Hoboken smelter by Belgian government health officials who had become intolerant of sulfur dioxide emissions which were causing serious respiratory ailments in the river valley in which Olen is situated. As early as 1958, the Anaconda Company had a full-time botanist on its metallurgical research staff with the responsibility of learning how to vegetate the extensive tailings deposits at Anaconda, Montana. By that time, considerable progress had already been made in restoration of Silver Bow Creek, which at one time was “dead” for as far as 40 miles down- stream from the point of entry of acid mine drainage in Butte.

A series of diesel fuel fire experiments were conducted in the Pittsburgh Research Center's Safety Research Coal Mine (SRCM) to determine products-of combustion (POC) spread rates along a single entry under zero imposed airflow conditions. Six experiments with an average fire intensity of 330 kW and three experiments with an average fire intensity of 30 kW were con- ducted in a 180 m long entry which had an average 2 m height and 4 m width. POC spread rates were measured by the response time of diffusion type CO detectors, positioned at 30 m intervals, to CO concentrations 5 ppm above ambient. For the 330 kW fires, average POC spread rates of 0.22, 0.1 3, and 0.06 m/s were determined at 30, 60, and 90 m distances from the fire. For the 30 kW fires these average spread rates were reduced to 0.08, 0.04, and 0.04 m/s. The measured maximum roof layer temperature 30 m from two of the 330 kW fire was 30 and 36"C, which is less than the 57°C alarm point of a typical mine thermal sensor. It was determined that smoke detectors can be more effective for mine fire detection than CO detectors. The experimentally determined POC spread rates can be used to provide guidance for specification of sensor spacing to improve early fire detection at zero or very low air flows.

Polysaccharides have been widely used as depressants in mineral processing for decades. They constituent one of the most abundant family of biopolymers. However, only a small number of them have been used by industry so far because of a general lack of understanding of interactions between these polymers and minerals. In this work, adsorption tests, electrophoretic mobility measurements, microflotation and fluorescence spectroscopic tests were performed along with computer simulation to explore the mechanistic aspects of guar gum adsorption and conformation on talc as a function of relevant variables such as ionic strength, pH, solvent composition and polymer molecular weight. From microflotation tests, it was found that talc hydrophobicity decreased markedly due to the adsorption of guar gum even at very low concentrations and reached a plateau below moximum adsorption. Guar gum adsorption on talc was found to be not affected significantly by changes in solution conditions such as pH and ionic strength, ruling out electrostatic force as controlling factor for adsorption. Fluorescence spectroscopic studies showed no evidence of the formation of hydrophobic domains at talc-aqueous interface. Also urea, a hydrogen bond breaker, reduced the adsorption of guar on talc. All of the above results suggest that one of the main driving forces for guar adsorption on talc is hydrogen bonding in preference to electrostatic or hydrophobic force. This information should help toward designing reagents of optimum molecular architecture for efficient depression, dispersion or other such surface modification of particles.
