Introduction The Mineral Resources Institute, The University of Alabama, has for the past three years been engaged in a program to develop a beneficiation system for eastern (Devonian) oil shales. One objective of that program was to evaluate advanced technologies for effecting a kerogen-mineral matter separation. Column flotation was among the advanced technologies selected for evaluation. Early in the program it was shown that column flotation was superior to conventional (mechanical) flotation and to the other advanced technologies being evaluated. The investigation then proceeded toward the further objective of defining the optimum operating conditions for column flotation. One observation made in the course of optimization testing was that introducing the feed into the froth (above the pulp-froth interface) resulted in an improved combination of concentrate grade and kerogen recovery. This observation was reported in a previous paper (Schultz and Bates, 1989). Because the practice of maintaining the pulp froth interface below the feed point is contrary to "conventional" practice, it was decided to subject the observation to a systematic series of tests. This paper describes a recent series of tests and the results that were obtained. Experimental equipment and procedure The arrangement of the column cell and auxiliary equipment for continuous flow testing is shown schematically in Fig. 1. The feed sump [O] is filled with a sufficient volume of prepared sample to permit a large number of tests to be performed (typically 12). Past experience has shown this is necessary to control sample variability and variability in the size distribution resulting from ultra fine grinding. The feed slurry is maintained at about 20% solids and is constantly recirculated and stirred. The sample is metered from the circulating pipe by a peristaltic pump [O]. The feed slurry is diluted with reagentized water [O] by a second peristaltic pump [O]. Wash water [O], also reagentized, is supplied through a third peristaltic pump [O]. While this feed system may seem unduly complex, it does permit users to independently vary either the wash water rate or the net solids content of the cell. In the tests reported here, the feed rate and net percent solids were constant at 12.5 gms/min. and 3.3%, respectively. Diluted feed enters the column through 6.35 mm-diam (0.25 in.-diam) copper tubing and is discharged upwardly at the center of the column. Tailings are discharged through flexible tubing that can be adjusted so as to control the position of the pulp-froth interface. The column is 76.2 mm-internal-diam (3 in.-internal-diam) and 1090 mm (43 in.) high. It is made from lucite tubing and is fitted with a 51-mm-diam (2-in.-diam) fritted glass air sparger having an average pore diameter of 50 µm. In performing a series of tests, the concentrate and tailing are allowed to discharge continuously. The system is allowed to equilibrate for 30 minutes after the pulp and froth reach operating levels. Concentrate and tailing samples are taken simultaneously for timed intervals (five to 15 minutes, depending on the volume of sample desired). After sampling, a change in operating conditions is made and the system is again allowed to equilibrate. The tests to determine the effect of the pulp-froth interface level were part of a larger series of tests in which the objective was to optimize the conditions for a rougher flotation stage in a two stage circuit. The sample used in this series of tests was an Alabama shale ground to d90 = 23.1 µm and d50 = 7.9 µm. The operating conditions remaining constant in this series of tests were as follows: Column height - 1600 mm (63 in.) Air sparser - 50 µm (average pore diameter) Spray water - 130 cc/min. Feed rate - 12.5 gm/min (0.4 oz per min) (dry solids) Percent solids - 3.3% Frother (Dowfroth 250) - 45 ppm The variable test conditions are tabulated in Table 1. A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. Classification system efficiency (CSE) is a simple metric that can be used to measure and increase ball milling circuit efficiency. It is defined as the percentage of the ball mill energy being used to grind target (oversize) particles. This paper describes CSE analysis conducted for a variety of operations with related improvements in circuit efficiency ranging from 3 to 30 percent. The achievable CSE for any given ball milling circuit is described, providing the means to determine the extent to which every plant can benefit from increasing grinding circuit CSE.

It has been a universal observation that rich grades of ores and minerals are getting depleted, simultaneously the demands for civilization are ever increasing coupled with occurrence of poor grades of ores and minerals posing a problem to the processing engineers. At the same time, the cost of mining and milling are increasing, creating a situation where the management has to handle and process low grade ores at an economic level keeping environmental stipulations and control to be safeguarded which has been an additional cost for the management to comply with.

Artificial intelligence, and especially expert systems, are currently receiving considerable attention. Of interest to the control engineer is the utilization of these tools for real-time process control applications. To evaluate this technology, a real-time expert control system was implemented in one of the grinding circuits at Brenda Mines Ltd. The performance of this micro computer based expert system compared satisfactorily to the proven supervisory control system currently in use. The study confirmed the expectations that expert systems have potential for real-time, supervisory control of mineral processing operations.

The bed filtration of colloidal particles has been modeled by performing a differential particle balance. The balance considered the localized particle deposition rate to be the sum of three rate resistances: 1) mass transfer to a region near the surface; 2) adhesion onto a partially filled surface; and 3) resuspension from a partially filled surface. The differential particle balance equations, one for the free particles and one for the adhered particles, were solved by a finite difference algorithm. The results of this model are compared to experimental filter breakthrough curves.

Because of the nature of the breakage in the Barmac vertical spindle impactor, the 80% reduction ratio is very small, so that when the energy efficiency is calculated by Bond's method, it appears to be very low. However, the product size distribution contains a high proportion of fines. It is argued that the production of these fines accounts for the high energy consumption, and Bond's method is modified to account for this, by considering the crusher to be, effectively, a number of smaller crushers in parallel, each having a different reduction ratio.

In several sections of the country new demands are being brought bar cement users. Among these the demand' for truck shipments; and palletized loads present new problems that do not lend themselves to sample solution. In fact these demands have far-reaching effect in the way bagged cement might be marketed. Early solutions of palletized truck loads filled from existing packing and loading facilities have resulted in' slowdown in packing, additional labor and space for palletizing, considerable experimentation in type and construction of pallets, and usually far from optimum truck handling and loading methods.

The expanding volume of maritime coal transportation is intensifying the problems concerning large vessel service port construction, transshipment and environmental control. The major problem is the transshipment of coal. Customary methods for bulk transfer must be improved and/or new systems developed. Slurry unloading has a key role in the new systems. The present report reviews progress in slurry transportation research which has been done in Japan since the 1960s when large scale experiments for domestic transportation were done. Experiments on the effects of vibration on the slurry cargo and on reslurrying are discussed.

The excavation process and equipment used for excavation join firmly each other. By changing the process or method, the construction of equipment may be altered essentially. It has been possible to develop a wholy new type of hydraulic boom for tunnelling, when only parallel drilling instead of V-cut is used. The utilization of controlled blasting has made small holes more desirable. So the controlled blasting has had an influence on the selection of drill steel equipment and in this way also influenced the construction of the equipment.

Current research into coal based synthetic fuels is taking place on two fronts, fuels for power generation and conversion of coal to ultra-clean fuels for transportation. Present research into solid synthetic fuels is concentrated on development of clean coal technology which will meet or exceed the proposed cap and trade emissions set forth in the Clean Air Act Amendments of 1990. Research into ultra-clean liquid fuels is concentrated on either direct or indirect liquefaction process which could be used to manufacture both diesel fuels and gasoline.

The industrial diamond review arrived too late for the June issue. Since the economy is showing a resurgence of strength, diamond tool consumption is similarly on the rise. Tool makers indicate that sales are picking up. They expect that 1994 will see about an 8% increase. Fabricators expect this positive trend to continue through 1995. In the industrial sector, sales of grinding wheels, honing stones, cutting tools and the like are expected to grow 5% and 8% during the next year. Users still are buying only those products necessary for "just-in-time" production cycles.

This paper presents a theoretical tool used to analyze gold recovery problems at Dee Gold Mining Co. The first step in addressing the problem was realizing that lower gold extraction was linked to high silver grades, and could not be correlated to either the carbonaceous or sulfidic content of the ore. Analyses of metallurgical testwork, blasthole, and mill recovery data demonstrated that decreases in gold extraction correlatP� well to increases in silver extraction. Figure 1 illustrates this for 1991 mill operations. This was the starting point for the work described in this paper.

An economic analysis for evaluating coal preparation in Appalachian Region is presented. A complete coal preparation plant is used to deter- mine the capital and operating costs. Using profit maximization as a decision criterion, an optimal process flowsheet for given coal characteristics can be selected among the process alternatives by a process-economic model. A deterministic analysis is used to calculate the discounted cash flow interest rate of return and project the selling prices of clean coal products. A probabilistic evaluation is further made to quantify the risk involved in obtaining the desired profit levels.

This report describes actions taken to control silica dust at the Yucca Mountain Exploratory Studies Facility (ESF), a tunnel located in Southern Nevada that is part of a scientific program to determine site suitability for a potential nuclear waste repository. The rock is a volcanic tuff containing significant percentages of both quartz and cristobalite. Water use for dust control was limited because of scientific test requirements. A major dust reduction was achieved with an intermediate air cleaning station located on a rear deck of the TBM trailing gear.

The wide use of chemical grouts, in combination with increasing environmental awareness, necessitates the evaluation of possible adverse effects if grout constituents may leak in groundwater. Acrylamide-based grouts are of particular interest, since the engineer has to balance the superior properties of these grouts and the known human health impacts of acrylamide. This paper identifies the properties of acrylamide that are required for the evaluation of its fate and transport in the subsurface and presents results of numerical simulations of acrylamide transport for a hypothetical tunneling application.

Due to its complex rheological behaviour, shotcrete induces a ground-structure interaction that differs significantly from other types of tunnel linings. For the same reason, the instrumentation of shotcrete linings presents special problems, particularly when it comes to estimating the stresses transferred to the lining during construction. The shotcrete characteristics which affect the stress distribution are initially discussed. Measurements obtained in a recent soft ground tunnel are also presented. The conclusions are aimed at introducing practical recommendations for the design of tunnels where shotcrete is used as initial and/or final support.

Heap leaching of precious metal ores using the cyanide process is extensively used in the Western U.S.A. for extracting gold. Consequently, the impact of cyanide in the spent heap is closely examined by environmental agencies and permitting authorities. Currently, many states require that all decomnissioned heaps be detoxified before abandonment. This paper describes a case study for detoxification of spent heaps at the ACH-Dayton Project using hydrogen peroxide. The chemistry of cyanide detoxification by hydrogen peroxide, together with simplicity of a detoxification operation, is discussed.

The mining methods used at many opencast brown coal mines in Poland and the German Democratic Republic are not used in the US to any extent. Using bucketwheel excavators, bucket chain excavators, and mobile conveyor bridges, the mining techniques may offer efficient, economic alternatives for operators in the US. These mining methods were observed during visits to several open-cast brown coal mines in Eastern Europe over the past two years. Some of them may be particularly attractive for the large lignite mines being planned in North Dakota and Texas.
