Introduction Engineering Health and Safety is concerned with the understanding of the complex interplay between the risk of injury with technological ,environmental, individual, organisational and legal factors. With this understanding, the design and decision making processes can be balanced with the other objectives of industry and employment to arrive at solutions which place appropriate controls on technology and other aspects of human activities to prevent disease and injury to personnel in the coal mining industry and the design of safe production machinery and ancillary equipment. Advances in the detection and diagnosis of causes of diseases and the need for engineering health and safety in the coal mining industry has increased the need for appropriate education and training. Hazards arise in many forms; exposure to toxic chemicals, escape of radio - active materials, explosion of pressure vessels, contact with moving machinery, exposure to dust, environmental dangers such as excessive noise, high temperatures and manual handling etc. As technology advances, these dangers become more complex and less clearly defined and less easily perceived. Consequently, the ways of controlling the dangers also become more complex and wide ranging. The need to educate and train people in coal mining applications of engineering health and safety has been enhanced over the last five years and courses should be established to fulfil the need for competent people to deal with the problems which modern coal mining technology creates together with the legislation that governs engineering health and safety and to carry out research and development work in the coal mining industry. Industrial Involvement The engineering health and safety experts must be prepared to take a more active part in monitoring conditions that exist in the mining industry, and not design from information obtained from the mechanical, electrical and hydraulic expertise and off-the-shelf components from other industries. Surveying and control of the operating environment must be essentially the concern of the engineering health and safety experts and, whilst it is not possible to create a perfect environment for each machine, every effort must be made to minimise failures and hence plan for designs which will maximise

Eisenhower Memorial Tunnel, called Straight Creek Tunnel during construction is located 60 miles west of Denver, Colorado at 11, 160 ft. elevation. It is 8, 510 feet long, and carries two lanes of 1-70 traffic under the Continental Divide. This paper describes improvements and changes made in construction methods for utilities, concrete lining, ceiling, wall covering and paving to allow maximum offsite fabrication and activity overlap resulting in a one-year faster completion for traffic. The substantial changes proposed on a design-and-construct basis by the contractor and put into effect after State approval were: 1. Substitution of ductile iron and thick-wall P.V. C. pipes for clay pipes allowing placement and operation before hole-thru. 2. Outside pre-assembly of large rebar mats, using a novel tension-splice with cable clamps. 3. Arch concrete placement method modified to make 4, 322 ft. of lining in 10 weeks possible. 4. Safety barriers precast and epoxy coated offsite instead of cast-in-place and tile faced. 5. Prestressed hollow ceiling slabs with porcelainenamel coated steel sheets assembled offsite, instead of in-place glazed tile and in-place cast concrete ceiling. 6. Glazed tile wall panels 8 ft. long by 11 ft. high assembled off site and erected using vacuum pad mounted on special lift. 7. Asphalt paving while other work proceeded, instead of reinforced concrete slab and asphalt overlay. Work started in January 1968, but advance came to a one-year standstill for major structural redesign and negotiations of a new agreement during 1970. Using multiple drift construction followed by top-heading and bench excavation, it then progressed to hole-thru in July 1972. As a result of art 18-month overlap of activities the tunnel was opened for traffic only eight months later in March 1973. Gibbons and Reed Company of Salt Lake City, Utah sponsored the joint Venture of Al Johnson-Gibbons and Reed-Western Paving-Kemper during 1971, 1972, and 1973. The tunnel was the subject of a previous paper delivered at the RETC '72 in Chicago by R. C. Hopper, T. A. Lang, and A. A. Mathews, describing geology, unusually severe structural loading and multiple-drift tunnel excavation.

This paper is motivated by the belief that increasing drilling and blasting costs will not necessarily bring about better digging or crushing productivity. As a matter of fact it can be counter productive as the ensuing discussion will show. In the two case studies presented herein when powder factor increased, productivity at a rope shovel and at a primary crusher decreased. Experience has shown that equipment (shovel and primary crusher) productivity increases as the powder factor increases and concurrently operating costs decrease. This is illustrated by Figure 1where the graph shows (assuming drilling costs constant) that for increases in powder factor initially operating costs might fall till a certain point and then they start to go up again. By the same token we need to understand what is the behavior of the operation’s productivity. It seems intuitive productivity goes up for increases in powder factor but when an operation reaches the point of minimum operating cost one could say that productivity reached its maximum. For continuing increases in powder factor can productivity still go up or does it go down? This paper presents two examples where the productivities of a surface coal mine and of a quarry are reduced for increases in powder factor. This indicates that these two operations could be operating to the right of their minimum operating costs and maximum productivity and therefore wasting precious drilling and blasting dollars and resources. Moreover, their productivity is following the red dotted line in Figure 1 and the question becomes can they follow the blue dotted line for increased drilling and blasting costs? The industry owes to itself to determine this minimum operating cost point and what can be done in case that the productivity goes down afterwards despite an increase in drilling and blasting costs. In other words, utilize your drilling and blasting resources correctly. In the two examples that follow single explosive loading strategies make powder factor a valid means of comparing the results of productivity as a function of powder factor. Also, external factors such as equipment operator influence are eliminated due to the long time span considered in the analysis

8.1 INTRODUCTION Several methods currently exist by which gold may be recovered from a pregnant leach liquor. Two of these methods are discussed in this chapter, the Merrill-Crowe (zinc cementation) process and the carbon adsorption process. These two methods represent the most frequently used techniques for gold extraction and are, -in fact, used almost exclusively in U.S. heap leaching operations. Because of the efficiency and ease of use of these two methods, it is extremely likely they will continue to be quite prevalent within the gold mining industry in years to come. The remainder of this chapter includes information on the history of the two processes, descriptions of the actual processes, criteria to consider in selecting a recovery process, and commercial design and construction considerations for both of the gold recovery methods. As with other chapters in this book, some fairly technical information is presented for the benefit of those readers needing a greater level of detail. However, the overall intent of the chapter is to provide an overview of the processes likely to be used in gold extraction, thus giving the reader a firm basis for more technical research into the topic, should this be needed. 8.1.1 History of Zinc Cementation During the late 18901s, zinc cementation was introduced for the precipitation of gold and silver from cyanide solutions. This occurred at about the same time as the introduction of the cyanidation process, the history of which is recapped in Chapter 1. The initial cementation process involved introduction of a gold-bearing cyanide solution onto a bed of zinc shavings. It proved to be quite inefficient because the reaction rate was very slow. The zinc quickly became "passive", inhibiting further gold deposition. Shortly after this first introduction, zinc precipitation was improved by adding a lead salt (usually lead nitrate) to the zinc. This allowed a zinc-lead couple to form on the surface of the shavings, eliminating passivation of zinc surfaces and thereby allowing continued deposition of gold. Further improvements were shortly forthcoming. The first of these involved the use of zinc dust rather than zinc shavings. This provided a much

INTRODUCTION The economic structures of industrialized countries require a continuous supply of reasonably priced and appropriately processed nonfuel minerals. As a result, national policy makers are sensitive to real or perceived threats to the effective operation of these commodity markets. Their most persistent concerns can be subsumed into the related political economy issues of supply availability and marketplace stability. These concerns are not new. For over a century the "global struggle" for mineral resources has influenced national policies and international relations (Eckes, 1979). During the past two decades the complexity of these issues, if not their place on national political agendas, has increased. Dramatic changes in the structure of mineral industries and in the nature of international economic relations have redefined policy needs and response options. This paper focuses on how selected OECD countries have responded to nonfuel mineral industry issues over the past twenty-five years. Particular emphasis is placed on the impact these policy decisions have had on the size and location of productive capacity and its utilization rates. The results, perhaps, are not surprising for this group of market- oriented economics. While individual cases of significant impact are easy to identify at various times in most countries, the overall importance of policy decisions has not been great. This is especially true for the past decade when excess capacity reached unusual highs of magnitude and duration. Macroeconomic forces and market structure changes played much more important roles. PERSPECTIVES ON THE ISSUES OECD nations dominate the international nonfuel minerals marketplace as producers, consumers and traders. In 1986, these twenty-four countries accounted for 75 percent of the Western world's export trade value in minerals, ores and metals. They imported 88 percent of the total value. During 1966, the respective percentages were 70 and 94. Japan was the world's largest importer in 1986 followed by the US, FRG, UK and France. The same five countries led the 1966 list except that, then, Japan was ranked fourth. Table 1 ranks the fifteen largest Western exporting nations in the two specified years. It also indicates the growth in current export dollars earned in 1986 compared to 1966.

INTRODUCTION Manufacturer sponsored research over the past three years has proven the suitability of styrene-butadiene/ asphalt membranes in many waste disposal seepage control applications for the mining industry in general and uranium mining and milling in particular. The class of membranes that have been tested are SBR/asphalt blends containing up to 68 weight percent asphalt, the balance being elastomeric polymers, fillers and phase compatibility promoters. These membranes are classified as thermoplastic, elastomeric materials and can be hot spray applied to any moderately dry substrate at 177°C (350°F), and placed in service within one hour of application. The properties of this membrane that make it suitable for use as an engineering_ material in these applications are discussed. These properties include chemical resistance, bacterial resistance, UV light resistance, permeability, stress/strain characteristics and bonding data. The favorable economics of the system are also discussed. The preliminary raw test data on the above properties were reported in a previous paper, (Chambers, 1980) and most will not be repeated here. Instead, this report considers the original data in relation to subsequent data and concentrates on interpretation of the trends for engineering purposes. However, several of the pictures contained in the original paper are reproduced in this report for illustration purposes. BACKGROUND Asphalt alone has a long history of use as a water-stop material. Its limitations of becoming brittle when cold and soft when hot, however, are well recognized. The service temperature for common grades of asphalt is usually in the 4° to 49°C (40° to 120° F) range. Modifications to the base asphalt can generally improve its performance at the high end of the temperature range by raising its softening point, but only the addition of one class of modifiers, elastomeric polymers, improves low temperature flexibility as well and also adds resilience. Both of these properties are of extreme importance if the waterstop material is to maintain its integrity when used on substrates which are unstable, non-cohesive, discontinuous or have significant expansion/constraction coefficients. Up to the middle of 19 14, when I had reached what seemed like the advanced age of 30, I had enjoyed far more than my share of success and a lot of minor adventure. But the exciting experiences in distant lands that Soldiers of Fortune had made me long for had not yet materialized. And I had not accomplished the two goals that Mrs. Hughes' geography class at Belmont had set up for me. They were to see In its tropical home the enormous yellow bill of the toucan bird and to ride on a straw "bolsa" on Lake Titicaca. These aims were gratified In the next five years that were the epitome of "romance" in its German connotation of facts seen through the rosy glasses of imagination. Dr. Louis Ricketts was to a large extent responsible for my opportunity. I had been lucky enough to do a lot of work for and with the Doctor, as he was affectionately called by the mining men of the southwest. My association was in connection with his work with John Greenway on the complex metallurgical problems at Ajo. Soon after the Ajo investigation Ricketts had been made chief consultant for the Anaconda Copper Co. When Anaconda decided to undertake a cam- paign of exploration of the west coast of South America Dr. Ricketts thought of me and arranged with Greenway to give me a leave of absence from my Calumet and Arizona job. It took three days in New York in June 1914 to arrange the expedition. Ben Thayer, executive vice president of Anaconda, did most of the planning and I was to report to him. T.H. France, a 45-year-old mining engineer who had been driven out of Mexico by the Madera Revolution, was to accompany and help me. He spoke excellent Spanish and his years of Mexican experience had taught him how to get along with Latin Americans. He went ahead to Bolivia, our first target, to get an idea of the country and the problems. This was lucky as I hardly knew where Bolivia was.

Nepheline syenite is a light-colored feldspathic rock that is used primarily as an addition to the glass batch. It is also used in ceramics and as an industrial filler. Composed essentially of the soda and potash feldspars and nepheline, nepheline syenite contributes needed alkalis and alumina to the glass composition. And because it contains a higher proportion of these oxides per unit weight, it is a formidable competitor for feldspar in northeastern North America and parts of western Europe. Nepheline-bearing rocks are not uncommon on a world scale, but few are able to be beneficiated to a composition sufficiently low in iron to be used in the making of glass. Nepheline can only form in an environment deficient in silica. Hence free silica, as quartz, is always absent in the primary mineral assemblage. Biotite, hornblende and magnetite are usually present as minor accessory minerals, and zircon, garnet, muscovite, and apatite may be present as trace minerals. Nepheline syenite is produced for glass, ceramics, and filler markets by Unimin Canada Limited at Blue Mountain, in south- eastern Ontario. Unimin acquired the former Indusmin and IMC properties from Falconbridge Ltd. in 1990. Elkem Nefelin AIS commenced production of similar products from Stjernoy Island in northern Norway in 1961. Unimin acquired this company in 1992. Nepheline has also been a byproduct of apatite mining on the Kola Peninsula for many years, and in 1951 the production of alumina from nepheline was commenced in a plant near St. Petersburg (Leningrad). There are now four plants in the Russian Republic, two smaller ones based on nepheline tailings from apatite mining and two larger and more recent plants in central Siberia using other nepheline resources. All four of these plants are integrated complexes that produce alumina for the subsequent production of aluminum metal, sodium and potassium carbonates, and portland cement. Roofing granules are produced by the 3M Company from a nepheline rock in Arkansas. In 1980 and 1989, trial shipments of nepheline syenite were recorded from new sources in Brazil and western Turkey respectively. Recent interest is also recorded for deposits in China, Saudi Arabia, and British Columbia.

"Bleeding", as used in mine ventilation language, has a number of meanings among mining men and is regarded with different degrees of importance. This lack of uniformity stems from a number of specific situations. A method that is adequate in a mildly gaseous mine may fall short in a very gaseous mine. Projected bleeders could be dependable under a certain type of roof, and totally unsatisfactory under a different type. Similarly a plan of bleeders can be rendered useless due to undulations of seam and water in one mine and function well in another. Finally, what is effective in a mining system with partial recovery will not suffice with full recovery. You may wonder, then, if there is a common denominator for the essential function of "bleeding". In my opinion, there is, and it can be defined as controlled movement of air across an active pillar line toward the back and outby ends of the adjacent gob area into the headings provided for the purpose. The objective is to maintain as methane-free as practicable a belt adjacent to the working places, so that, if face ventilation is interrupted temporarily, the gas will not accumulate in dangerous volumes at the working faces before ventilation is restored. It's possible for these temporary interruptions to be unnoticed in time or at all. In such cases, ineffective bleeding could cause a disaster. This has happened. To control, there must be power. That is to say, there must be adequate air, pressure differential between the front and back ends of a pillar line to facilitate proper regulation for diverting of air to the various portions of the gob and as far away from the active section as is practicable. As an indication of the importance of pressure, it is noteworthy that one may provide and maintain in a reasonably open condition a heading or two for a bleeder system and fail to obtain effective bleeding .because air pressure differential is inadequate. On the other hand, you are all familiar with the fact that pillar lines in some seams can be ventilated adequately by air flow straight across the gob when the section is near a main return shaft and thus obtains a heavy pressure differential.

Introduction Modern longwall mining, introduced to the US coal industry in the mid-1960s, is the latest coal mining technique. Today, longwall mining produces more than 15% of all underground coal production. The growth of longwall mining in the US is slow. However, nearly two decades of longwall mining have demonstrated that its benefits outweigh the disadvantages. Longwall Advantages Production and Economics - A typical longwall production ranges mostly from 0.9 to 1.8 kt (1000 to 2000 st) of clean coal per shift. This is about three to six times the production of comparable continuous mining units. Furthermore, there are much less rejects in longwall mining, typically 15% to 25%. It must be noted, however, that a new longwall with an inexperienced crew may produce less, depending on mining conditions. But as experience gains, production increases rapidly. Due to its high production, the cost per ton of coal mined over the mine's lifetime is cheaper with longwall mining than with continuous mining. A study on a conceptual mine of 25 year life using actual operational data (Dangerfield, 1981) concluded that the cost per ton of coal mined is 32% cheaper by longwall than by continuous mining. Another benefit from its high production potential is that it enables the production to be concentrated in a few longwall faces versus many units of continuous mining required to achieve a similar production. As a result, mine organization and management simplify considerably. Safety and Savings - Most US longwalls use shield supports that cover the roof with solid canopy and isolate a gob completely from the face area. Thus, if the supports are properly selected and operated, the potential for roof fall accident is almost zero. Furthermore, it is not unusual that a well-run longwall face is much more orderly and cleaner that most well-run machine shops. The ventilation system for longwall mining is the most ideal type. It is simple and unique. No auxiliary fans are required. The fresh air sweeps through the whole face. Its volume and velocity can be adjusted as demanded. Recovery - In spite of multiple entries layout for US longwall panels, the longwall method recovers up to 40% more coal than the continuous mining method (Dangerfield, 1981). The typical recovery for longwall mining is 70% to 85% versus 45% to 80% for continuous mining. Versatility - Longwall mining has been employed successfully in seam heights ranging from 0.8 to 3.7 m (2.7 to 12 ft); in seam inclinations from horizontal to 35°; in overburden depths from 46 to 914 m (150 to 3000 ft); in single or multiple seam mining; and in uniform or irregular seam characteristics. For seam height less than 1.2 m (4 ft), the plow is used instead of a shearer. However, in spite of recent developments, the plow still is unsuitable for hard coal seams. Slow Acceptance How come longwall mining, with so many advantages, has not spread more rapidly? Undoubtedly, the major reason is the large capital investment required. Under normal market conditions, the capital required for a longwall panel ranges from $7 to $11 million. Another factor is the uncertainty of its applicability to any specific coal seam of interest where longwall has not been used or operated successfully. Although longwall mining elsewhere has proven its applicability to wide-ranging seam conditions, there have been several failures in the past two decades. Analyses of those cases show that most failures can be attributed to inexperience, both operational and technical, including equipment selection. Therefore, personnel training on the longwall mining technique is absolutely necessary before its initial operation. Some earlier statements about adverse surface subsidence associated with longwall mining were misleading. Research has proven that surface subsidence under longwall mining is controllable and predictable. And, if longwall mining was mandatory since the onset of coal mining in the US, there would be no surface subsidence problems over abandoned mined land today. Introduction Cross borehole seismic tomography (CBST) is a geophysical technique that allows definition of the distribution of some physical rock property between two boreholes. The method is similar to the computer-assisted tomography (CAT) scans used by the medical industry. This paper describes the method, its applications and the developing trends in its use that interest the mining industry. The idea of using tomography in connection with geophysical methods for measuring rock properties between boreholes has been around for three or four decades. Until the advent of high-speed, large-capacity computers, the necessary calculations were too formidable for production use. Another factor in the development of the technique has been the refinement of a mathematical base to meet the needs of the medical industry. The geophysical applications have benefited from this refinement. An extensive discussion of the basic theory is given in Kak and Slaney (1988). CBST, although widely researched and written about, is still not extensively put to use in mining and engineering projects. Most real world examples in the literature have come from research carried out by government laboratories or by large companies. An exception is the regular use by Prospection Geophysique Francaise (Cottin et al., 1986) in damsite investigations. The Japanese appear to be doing extensive research and testing of CBST's uses in civil engineering projects (Saito et al., 1988). Canada is researching the use of the method in connection with nuclear waste site investigations (Wong et al., 1987). Finland has tested the method in connection with a foundation investigation for a nuclear power plant (Cosma et al., 1984). In the US, the US Bureau of Mines has taken an interest in using CBST as a means to enhance in situ mining operations (Tweeton, 1988). Major oil companies are examining the method as a tool in oil field development (Justice et al., 1989). Description of the method CBST involves placing a series of receivers down one borehole and recording transmissions from an energy source placed successively at a series of positions in another hole. The objective is to generate a dense network of seismic raypaths between the holes. The denser the network of raypaths, the better the features between the boreholes are resolved. Either seismic travel times or sine wave amplitudes are measured by the receivers. Analysis of travel times between boreholes develops a picture of rock velocities between the holes. Analysis of seismic wave amplitudes develops a picture of the distribution of energy transmission characteristics between the holes. These seismic properties can be used to define occurrences of fracture zones, lenticular sequences or other important geologic data not apparent from examination of the borehole logs. When longitudinal (compressional) and transverse (shear) waves are analyzed, the physical properties, such as elastic moduli, can also be mapped. When wave amplitudes are measured, rather extensive corrections to the data are necessary. There is some disagreement among researchers as to the feasibility of making some of the corrections. For this reason, this paper will concentrate primarily on travel time analysis. Wave amplitude analysis will be mentioned occasionally only in passing. This does not mean that amplitude analysis does not provide important data on rock parameters, only that for the present there are limitations on its uses. Vertical seismic profiling (VSP), extensively used in recent years in oil exploration, is similar to CBST. Instead of using two boreholes, however, the VSP method uses an array of seismic sources or detectors down one hole and an array of detectors or sources along the surface radiating outward from the hole. While adequate for determining vertical velocity distributions, the VSP method is not, by itself, suitable for most engineering or mining projects. INTRODUCTION The sublevel stoping mining method is usually applied to a relatively steeply dipping, competent ore body, surrounded by competent wall rock. Ore is produced by drilling and blasting longholes, which can range from 50 mm (2 in.) to 200 mm (7% in.) diam, with lengths up to 90 m (300 ft). Longholes can be inclined in any direction, but the ring or pattern usually forms a plane, and the holes are blasted as a unit. Recently developed mobile drilling and loading machinery, as well as new explosives products, blasting techniques, and cemented sand and rock fill have made sublevel stoping a highly efficient and versatile mining method. When designing a sublevel stoping production sys- tem, it should be kept in mind that production rates from conventional sublevel stopes vary widely through- out the life of the stope. Early production is at a low rate, coming only from the drawpoints near the slot, but increases as new drawpoints are reached by the stope face. As the stope nears completion, again, fewer drawpoints are productive. Enough drawpoints must be available at any time to provide required production. Drawpoint availability should be compared to equipment availability; plan for more drawpoints than are needed at any one time. Accurate, realistic scheduling is essential to smooth production rates. Also, initial recovery of ore in a stope/pillar block is normally from 35% to 50% in sublevel stoping. Planning of pillar recovery, representing the majority of ore tonnage in a production block, must be done during early mine planning. Since much of the development already done for primary stoping (access for drilling, drawpoints, and haulageways), can be used for pillar recovery, early production from pillars is highly desirable. The following description of components of the system is an attempt to highlight some of the most important features and requirements of mechanized sublevel stoping methods. Similar comments would apply to the use of older equipment (column-and-arm drill setups, slushers, etc.) in similar methods. As in any good mining system, maximum economic recovery of the resource in the ground is the primary consideration. STOPE DESIGN CHARACTERISTICS Length and Width The following are some of the factors which affect sublevel open stope length and width dimensions: ore body geometry, principal stress directions, competence of stope back, optimum drill pattern, and drilling drift layout. In new mines initial stope layout design may occur before the ore body is actually intersected by mine workings. Stope dimensioning is a critical decision, and assistance from as many knowledgeable people as possible at this stage is essential. Operators with past experience in similar ore bodies, rock mechanics experts, and others with mine design experience should participate at this stage of stope planning. Height The following are some of the factors which must be considered in determining stope height: competence of stope pillar and stope/fill walls; slenderness ratio of adjacent pillars; ore body dip; ore body thickness; hole depth capability of the drilling machine; fragmentation characteristics of the ore; and level intervals in existing mines. In competent ground, drill-hole length and accuracy are the most important determinants of stoping height. Frequently entire drilling sublevels can be eliminated because of the depth capability of sophisticated drilling equipment, resulting in significant development cost savings. Drawpoint Location and Design Some of the most important considerations of a good drawpoint system are optimum spacing of draw- points, within the constraints of stope dimensions, for uniform drawdown and maximum recovery; excavations designed for stability for the life of the ore block to be drawn-primary stope ore as well as subsequent pillar ore; floor or roadway design including type of surface, reinforcing, grade for water runoff; orientation with respect to the main haulageway, for optimum loader maneuverability and ground stability at the inter- section; and length, to allow articulated front-end loaders to work in a straight configuration. Careful drawpoint design and construction are keys to successful production. Extra care in development, such as smooth wall blasting, rockbolts or grouted rebar, wire mesh, and shotcrete usually will ensure long draw- point life. Human exposure during production loading is of longer duration than during development or production drilling, and consequently preparation of draw- points is easily justified, particularly when pillar ore can be drawn through the same drawpoints. Secondary blasting of boulders can weaken drawpoints, also justifying good ground control techniques. A smooth draw- point floor of poured, reinforced concrete, on a grade of +3% or +4% toward the ore pile facilitates water flow out of the drawpoint, and ease of loader bucket penetration into the muck pile. Slot Raising, Slotting A slot or other space for rock expansion is necessary in conventional sublevel stoping where vertical rings or rows of holes are blasted. The slot can be started at a slot raise driven by conventional raising methods, raise boring, drop raising (predrilling and blasting a raise from the top, using small diameter-less than 200-mm (7%-in.)-holes for relief), or crater blasting (similar to drop raising, but without relief holes). HISTORICAL REVIEW OF BOARD OPERATIONS The Ontario Worker's Compensation Board was established in law enacted by the legislature of the Province of Ontario in 1915. It was designed to pay insurance benefits to injured workers, and at the same time to protect employers from legal suit. It was based upon an enquiry system rather than an adversary system such as that used in the courts process. Initially, the system was designed to pay compensation benefits and subsequently, to pay for the cost of medical treatment and pensions for disability and disease resultant from the effects of traumatic injury. In 1947, the Act was changed to include industrial or occupational generated diseases, not specifically related to traumatology. Such occupational diseases were therefore accepted and benefits paid subsequent to that date. As will be discussed in several minutes, even today the vast preponderance of compensation claims with the Ontario Board continues to be related to the effects of trauma. HISTORICAL REVIEW OF EXPOSURE TO RADON GAS DECAY PRODUCTS In some areas of Ontario, especially in Northern Ontario, there is a natural leaching of radon gas from the underlying rock formation. This constitutes very low levels of radon gas decay product radiation exposure to those persons coming in contact and inhaling these substances. This paper however is designed to discuss the occupational generated types of radon gas exposures. For many years dating back to the 1930's, partially refined ores were being shipped from Northern Canada to a refinery located at Port Hope, Ontario, still in operation and currently operated by Eldorado Nuclear Limited of Canada. Initially, the purpose for the operation was extraction of radium to be sold on world markets for medical treatment purposes. With the advent of World War II, this market collapsed. Subsequent to World War II, the availability of other sources of radiation for medical radio-therapy generally replaced the requirements for radium. During World War II, a new market opened up for the Port Hope refinery however as work into nuclear chain reactions and the development of the atomic bomb identified the need for uranium and enriched uranium. During the period of operations where radium was being extracted at the Port Hope refinery, it is now known that an identifiable radon gas hazard did exist. This hazard disappeared when the production line for extraction of radium ceased operations. In 1954, uranium mining operations opened up in Ontario at two locations, Bancroft and Elliot Lake. At the peak of operations, 16 mines were operational and 11,000 workers were employed in these mining operations. A high level of mining activity continued over a 10 year interval with the Bancroft Mines closing permanently in 1964 following a 10 year life of operation. The other mines in Elliot Lake closed about the same time with the exception of two uranium mine operations which have continued to be operational up to the present time. By 1965, due to a dramatic drop in world demand for uranium, the total work force had fallen to 1/10 of the peak work force, and approximately 1,300 workers remained in employment. It is of interest to note that one significant difference in the work environment between Elliot Lake and Bancroft was the high silica content of the Elliot Lake ore. This gave rise to a number of cases of silicosis developing in relatively short intervals of time in the Elliot Lake miner population. No cases of silicosis were identified from the Bancroft operations. Based upon the experience in investigating and evaluating actual cases of lung cancer in the uranium miners over the years, the medical staff at the Ontario Board also developed the impression that radiation levels were much higher in the Bancroft operations, especially in the earlier years of operation, than at Elliot Lake. This resulted in accumulation of higher levels of Working Level Months (WLM), usually over a shorter exposure interval in many of the cases. This aspect will be further evaluated in this presentation. Subsequent to 1965, the work force remained quite static in numbers until 1975. At that time, there began to develop an increase in the work force, and this increase is continuing at a moderate rate up to the present. INITIAL METHOD OF HANDLING LUNG CANCER CLAIMS The first lung cancer claims in Ontario from uranium mining operations were accepted on the perceived cause-effect relationship. This relationship was based upon the data from the Colorado observations and the Czechoslovakia data. Initially, a series of regression equations on mortality were developed and used to estimate the effect of exposure to low cumulative doses of radon daughters as it might relate to the frequency of occurrence of lung cancer at any particular cumulative exposure level. A probability of cancer being radiation induced as against it being caused from other factors was calculated. This method was discontinued subsequent to 1972 due to problems encountered in carrying out this complex evaluation. Thereafter, each case was dealt with on an individual basis, being based upon whether or not the tumour was of the oat cell type, a cumulative exposure in excess of 120 WLM; latency periods in excess of 10 years, commencement of mining prior to

INTRODUCTION The selective sensitivity of plastic nuclear track detectors (PNTD's) to low energy 4He particles in an environment which also contains gamma and beta radiations has made these detectors prime candidates for the dosimetric measurement of the concentrations of radon and its daughter products in mine air. Their passive, integrating mode of measurement, small size, low weight and inexpensiveness are attractive characteristics for large scale personnel dosimetry. The detectors can be used in either active or passive dosimeters. In active devices, the PNTD is placed in close proximity to a sampling filter. The filter collects, from a calibrated air flow, all the daughter nuclei which are in suspension. As the daughter nuclei pass through the decay chain, through 214Po, a fraction of the 4He particles emitted are registered as latent tracks in the plastic. In passive devices, the PNTD is placed in direct contact with the ambient air containing the radio-nuclei concentrations to be determined. The active dosimeters have the advantage of excellent sensitivity, and the measured track densities yield very close approximations to accumulated Working Level (WL)** exposures. They have the disadvantage that the simplicity of the passive PNTD is lost, since a battery-driven constant flow-rate air pump is a necessity. The passive dosimeters are simple in construction and use, but they have the disadvantage that WL exposures are not directly measured and certain assumptions concerning radon and daughter equilibrium conditions must be made in determining WL exposures from the measured track densities. Also the sensitivities, in track densities per Working Level Hour (WLH) exposure, are much less than for active dosimeters. Dosimeters of both types have been investigated. Passive devices have been tested extensively both in the laboratory and in mines. Active devices have been laboratory tested. In our earlier measurements, cellulose nitrate plastic detectors were used exclusively, since this material had the highest sensitivity of the PNTD's then in use. When the properties of CR-39 plastic were discovered (Cartwright, 1978; Cassou and Benton, 1978), this material was used, where possible, to take advantage of its superior sensitivity. The results of our earlier work have previously been published (Frank and Benton, 1977). * Research sponsored by the Bureau of Mines, U.S. Department of Interior, under Contract No. JO-188003. ** A Working Level is defined as any combination of the short-lived radon daughters containing 1.3 x 105 MeV of potential 4He-particle energy per liter of ambient air. PASSIVE DOSIMETRY In the earliest testing of PNTD's for passive WL dosimetry, a single strip of cellulose nitrate plastic was used to determine the total cumulative 4He-particle activity in the air of simulated uranium mine and uranium mine environments (Rock, 1968; Rock [et al], 1969; White, 1969). The measurements yielded a close relationship between track densities and WL exposures in a controlled, static environment, but poor accuracy in the active mine tests. It was assumed that equilibrium differences contributed largely to the variations found. The response of PNTD's to airborne 4He-particle emitters, derived by Lovett (1969), demonstrated that detectors such as cellulose nitrate, which has a sensitivity cutoff at 4He-particle energies below the emission energies of radon and its daughters, are equally sensitive to the activity concentrations of radon, 218po(RaA) and 214Po(RaC'). Since radon does not contribute to WL as it is defined, and since, under normal ventilated uranium mine conditions, the radon activity constitutes about 40% to 70% of the total 4He-particle activity, the WL exposures calculated from measured track densities are very sensitive to the particular radon daughter equilibrium conditions. Also, the detector does not weight the individual daughter activities in proportion to their importance to WL. The equation for WL is WL = 0.00103C2 + 0.00507C3 + 0.00373C4 (1) where C2, C3 and C4 are the activity concentrations of RaA, RaB and RaC-C', respectively, in pCi/[L]. The detector leaves C3 unmeasured and weights C2 and C4, equally. [This problem has been approached by Domanski et al (1975, 1979), for some non-uranium mines, by measuring equilibrium conditions throughout the mines to determine a mean value for A, the inverse of the Working Level Ratio (WLR = 100 WL where C1 is the activity of radon-222 in pCi/[L].) The distribution of values allowed Domanski to determine probable errors in calculating WL exposures from track densities. However, measurements of equilibrium conditions in U.S. uranium mines (Breslin et al, 1969; Holub and Droullard, 1978) indicate that this method would not be accurate enough for uranium miner personal dosimetry.] A two-element dosimeter was designed at our laboratory to compensate for equilibrium variations. The first element is a radon detector; the second is a detector for the total 4He-particle activity in the ambient air, just as in the single element dosimeters cited above. The addition of the radon detector allows the equilibrium conditions for the individual nuclei to be determined, given certain assumptions concerning the interrelationships between the nuclei concentrations in mine air. The two detectors and the problems involved in calculating WL exposures from their measurements are discussed below.

The mid to late 1980s saw a modern day global gold rush that largely focused on the mature mining countries of the United States, Canada and Australia. This gold rush led to a large number of new discoveries in these countries and phenomenal growth rates in annual gold production. For a variety of reasons, however, gold exploration and development activity appears to have peaked in these countries. The drive for mineral investment is, instead, growing in lesser explored countries (LEC). LECs, particularly those of Latin America, are currently enjoying greatly increased attention from North American mining companies. They are becoming major consumers of mineral investment capital and are important markets for exploration and mining skills. Through sole ownership, joint ventures and subsidiary companies, Battle Mountain Gold now operates or controls gold mines in the United States, Chile, Bolivia and Australia. And it has been or is an active participant in gold exploration or development projects in seven other countries, six of which classify as LECs. In selecting new country entries and opportunities for mineral investment, there are several factors to be considered and parties to be satisfied - shareholders, corporate management, financial institutions and host country governments. This article, though, focuses on some of the more practical concerns of the exploration unit as a whole and the exploration geologist in particular. The exploration unit's "new country" concerns primarily relate to exploration potential, ownership security, quality and availability of data and the ability to operate efficiently. The following material reviews each of these concerns and how they impact the new country entry decision, exploration strategy, chances of success and human experience.

Successful transitions from micro- to macro-engineering are the keys to effective technology transfer between research and development organizations and industrial end users. At the same time, it has proven to be one of the most difficult tasks that the minerals industry has had to manage. Typically, developers of fundamental information concerning how mineral processing subsystems work have been academics and government scientists. These are the individuals giving the most important input to micro-engineering models that can benefit industrial operations. Publication is the usual route for "attempting" to transfer this technology to the end users. Unfortunately, with such publications, very little direct communication occurs concerning real industry needs or the future steps required to make the particular micro-engineering model useful. In the past, the industry has relied on in-house R&D groups and plant metallurgists to "translate" publications, to provide useful macro-engineering tools for plant applications. To some extent, engineering companies have also been asked to serve this function. However, these firms have been rather ineffective in this area since their conservative nature has caused them to look rather suspiciously at new technology. This approach to technology transfer has worked, albeit clumsily, for the last several decades. This communication system is now on the verge of total collapse due to conditions of the minerals industry. Mining companies can no longer afford the significant overhead expenses of specialized technical staffs. Universities are finding it extremely difficult to interest US students in mineral engineering programs, and funding for such programs is weak. Faculty members involved in micro-engineering research today tend to focus on pure (non-application-oriented) research.

Basing on a brief assessment of the conventional theory of ventilating air distribution, its methods of calculation and practical application, this paper makes an approach to the controllability of different aircourses of a ventilation network and further points out that it is possible for the positions of control to extent into the natural distribution subnetwork of the ventilation network, which was been long considered as a restricted zone. This important discovery makes the regulation of the ventilation system more flexible and diversified, thus attaining quantitative distribution of ventilating air as well as a cost benefit. Because it has been impossible to solve the problem mentioned above by conventional theory and its relevant methods of calculation, the author, based on applying graph theory on the structure, characteristics, and requirements of controllability of the ventilation network, presents a new controllable subgraph concept and the means for determining the rational quantity for control devices of the ventilation network. The solution of all the control alternatives and methods of obtaining all the parameters for the solution of various alternatives have been derived. The economic benefit and the optional positions of the control devices have also been approached. Specific calculation examples are a1 so included in this paper. Along with the conventional theory and its methods, it can be seen that the new theory presented makes a great change in the control aspects of the ventilation network, with the number of possible alternatives increasing in an astonishing manner. Among the alternatives, some may be safer, more economical or technologically superior than those obtained from conventional theory. Thus, the new theory may provide an immense improvement in the choice of a ventilation system.

Cyprus Gold NZ Ltd will be recovering residual free cyanide in barren gold pulp by air stripping. Laboratory investigations by DSIR have indicated additional advantages by recovering the cyanide from pregnant pulp. These are a lower leach pH, a greater cyanide recovery and less carbon consumption. They have a net economic advantage of $1.20/tonne over recovery from barren pulp. The realisation of these advantages is dependent on three crucial technical aspects -optimum pH for dissolution, the absolute loss of cyanide and the stability of the aurocyanide ion. The laboratory investigations described herein address these aspects. Earlier work had indicated that the rate of dissolution of freely revolving gold discs at constant cyanide ion concentration increased with decreasing pH from 11 to 8. Attempts to repeat the work in a more controlled manner by measuring the corrosion potential and current density have, to date, not been reproducible, but do not contradict the earlier observations. Cyanide recoveries and balances were obtained on leaches at pH 10.5 and 9 at the same cyanide ion concentration -the lower pH requiring three times as much total cyanide. Unaccounted-for losses, unfortunately, exceed the accounted-for losses, making interpretation of the balances difficult. Nevertheless, it appears that the additional amount of cyanide at the lower pH of 9 may not be fully recoverable. It may not, however, prove necessary in practice to use more cyanide at a lower pH. Both the gold and silver cyanide complexes remain available for carbon adsorption, as do mercury, copper and iron. Zinc, and probably cadmium, nickel and lead, may precipitate during stripping, which is an environmental advantage.

INTRODUCTION The phrase "subsidence control planning" can refer to the use of specific mining methods and-specialized techniques to control subsidence events or it can refer to planning for subsidence by predicting its magnitude and timing and further planning mitigation strategies. In the first case the objective is actually subsidence prevention while in the second it is a design procedure that seeks to maximize the use of both surface and subsurface resources. Neither technology is well developed at this point. The purpose of this presentation is to briefly outline the Department of Energy's Subsidence Program. This program is, in general, bases on the premise that subsidence control technology, by any definition, can be accomplished only through a thorough and rigorous understanding of subsidence phenomena. This understanding must come from many well planned and executed studies of stress redistribution and strata deformation as they occur during mining activities. There is presently considerable incentive to improve our subsidence engineering capabilities due to the desire for increased coal utilization with acceptable environmental impact. Considerable research in this area is being sponsored by federal and state governmental agencies, universities, and the coal industry. Federal sponsorship has been borne by the Department of Energy, the Bureau of Mines, the Office of Surface Mining and the U.S. Geological Survey for the most part. These agencies have carried out basic research in their laboratories and have contracted with other organizations for additional work. At this time most of the available resources are directed toward contract research, especially in DOE. It is the DOE research plan which will be addressed here.
