I wish to submit this discussion item on an article published in the August issue of MINING ENGINEERING by Wala and Altman on the use of canonical diagrams for mine ventilation networks. The advent of computer graphics and plotting has enabled complex underground mine layouts to be displayed and plotted in a variety of three-dimensional formats that very closely represent the actual mine layout. This enables the ventilation engineer, who is familiar with the mine, to display the network pressures, quantities, resistances, and fan locations in a way that can be understood by everyone working at the mine. This is important if the ventilation engineer needs to discuss changes in ventilation with production personnel, or escapeway procedures with union personnel. While I can see some of the potential advantages in the canonical ventilation network diagram described by Dr. Wala, it appears to me that the fact that the diagram has no visual equivalence with the actual mine layout means that most mine personnel will find such a diagram almost incomprehensible. The authors have alluded to certain advantages with the canonical diagram. However, I find it difficult to see that these outweigh the fact that almost everything listed can be duplicated in isometric diagrams, and in a manner that is easily understandable to everyone in the mine from the miner to the mine manager. Perhaps the authors could show a clear example comparing an isometric with a canonical portrayal of a mine network showing the information that is immediately available from the canonical network that is not obvious in the isometric diagram. There is in this country a severe problem with the need for ventilation engineering and expertise to be used and accepted by mine management as a necessary part of mine planning. It seems to me that to introduce the requirement for further explanation so that management can understand a canonical network display will hinder more than help the recognition that ventilation engineering needs at so many mines in this country. However, I can see that the canonical approach does have its place in assisting the practicing mine ventilation engineer, wherever he or she exists in the organization chart for a typical mine. In this case, could the authors please indicate the availability of the computer program to compute and plot the canonical diagram for a mine ventilation network.

During the last several years considerable discussion has taken place on the long term aspects of uranium tailings management. These discussions have centered around a variety of topics which in turn lead to a variety of opinions. In order to come to grips with the various differences of opinion and points of view, the Atomic Energy Control Board has decided to prepare, as an interim measure, a list of proposed close-out criteria for uranium tailings management facilities. It is important to keep in mind that the criteria set out in this paper are proposals and are intended to initiate a continuing dialogue between the uranium mining industry and the various regulatory and government agencies. It is envisaged that this dialogue would continue for a period of from six to twelve months after which some final form of these criteria would be issued and applied to the active uranium mining facilities. In attempting to understand the reasons why the Atomic Energy Control Board has decided to propose these criteria now instead of at some future point in time, it is necessary to look at a number of existing facts. One of the most important of these is that something in excess of one hundred million tonnes of tailings currently are placed in various tailings management facilities. Furthermore, the rate at which tailings are being deposited into such management facilities is on the increase and this increase is expected to continue over the next five to ten years. The management of these tailings is currently covered under the Mine Facility Operating Licences issued by the AECB. Implied within these licences and supporting documents leading to them, are requirements for the conceptual approach to be used at abandonment. There is however, no current requirement for a detailed study on the engineering or financial aspects of such abandonment procedures. This is a gap which the Board feels must be addressed. There are, at this time, various initiatives underway both in Canada and within the international community which are attempting to address the problems and concerns of the very long term management of tailings. For example, current research in Canada which is composed of two components, one by the AECB dealing with purely regulatory aspects and a second major coordinated program under the direction of the Department of Energy, Mines and Resources and in particular by CANMET is going to deal with the technical problems. Particle-size Distribution Specifications for Particulates. Feed to and finished products from size-reduction operations are defined in terms of the particulate sizes involved. It is also well to know whether the ultimate individual particle is being measured, or, if any aggregation or agglomeration of particles exists, whether this has been created by the size-reduction operation. The most complete description of a powder is given by its particle¬size distribution. This can be plotted in terms of cumulative percent oversize or undersize in relation to the diameters of particles, or it can be plotted as a distribution of the amounts present in each unit of diameter against the several diameters. It is common to employ a weight basis for percentage, but there are some data in the literature where frequency, or number of particles, is used. The basis of percent¬age, whether weight, frequency, or some less commonly used factor, should be specified, as also should be stated the diameter, its units, and preferably whether determined by sieve, settling velocity, or other¬wise. Fig. I presents two sets of distributions-ore cumulative and the other in unit intervals. The slopes of the 5-µ intervals of the cumulative curves are converted to percent per micron and plotted as a block, or histogram, from which smooth curves are derived. Powder A has a narrower, or tighter, size range for the bulk of its weight than powder B. Both materials have the same weights below and above the size marked by the arrow. Simpler treatments of distribution are possible. In some cases the significant value is the top size. Since the 100% point is dubious, some amount, as 95 or 98%, so specified, can be called top size. In other cases the percent on some sieve helps define coarseness. Merely stating that all, or all but a small percentage, passes a given sieve is inadequate for defining the true fineness or a material. Complete parti¬cle-size analysis to show the distribution is essential for most compari¬sons and calculations. Particle-Size Equations. A number of equations have been pro¬posed to correlate the quantity of a particulate material with its parti¬cle size to obtain a distribution relationship. 1.1 INTRODUCTION This chapter seeks to provide an overview of important factors involved in the implementation of heap leach technology as a vehicle for gold extraction from its ores. Toward this end, brief discussions of the various elements important to this process are presented here. Topics covered in this chapter include a brief history of the process; basic chemical reactions responsible for the process ; characteristics of ores amenable to heap leaching; location of the greatest concentration of heap leach projects in the U.S.; heap leach components, methods, regulatory/permitting considerations; and economic considerations. Most of these subjects are treated at much greater length in subsequent chapters. Thus, this chapter serves as a summary for those which follow, in addition to providing the reader with a feeling for those topics which may be of most immediate interest. 1.1.1 History of the Process Modern Day Precious metal heap leaching technology has developed over the past decade, although the principles of heap leaching per se, as well as those of gold extraction through cyanidation have a long history (see discussion below). However, it is in the past 10 years that heap leaching has developed into an efficient method of treating oxidized gold and silver ores. It has proven to be both an efficient way to extract precious metals from small, shallow deposits, as well as an attractive way to treat large, low- grade, disseminated deposits. Heap leaching has several advantages compared to conventional milling (i .e., crushing, grinding, and agitation leaching). In general, these advantages include simplicity, lower capital and operating costs, shorter start-up times, and less intensive environmental regulatory concerns. A possible disadvantage of currently existing heap leach technology is a potentially lower percentage of metal extraction being obtained from the ore than would be the case with conventional milling (Potter, 1981; Hiskey, 1985; and Thorstad, 1987) The actual principle of heap leaching has a long history as inferred previously. For example, mines in Hungary recycled copper-bearing solutions through waste heaps in the mid-sixteenth century (Hiskey, 1985), and Spanish miners percolated acid solutions through large heaps of oxide copper ore on the banks of the Rio Tinto around 1752. By 1900, leaching operations were employing such techniques as leach/rest cycles to maximize copper recovery (Taylor and Whelan, 1942; Thorstad, 1987). Copper dump leaching is currently

"INTRODUCTIONCrossrail will provide London and the South East of England with a world class, high-capacity railway to ease congestion on London’s public transport system and enable better access between business, residential and entertainment districts. At the heart of this £14.8bn scheme lies Farringdon Station, which will form a major interchange between Crossrail, Thameslink and London Underground. The £400m Farringdon Crossrail station was awarded to a joint venture of BAM Ferrovial Kier (BFK) in 2011, and comprises two ticket halls, two platform tunnels and a multitude of connecting tunnels all constructed using open face sprayed concrete linings (SCL). BFK appointed Dr. Sauer & Partners (DSP) as their specialist SCL designer. As the main contractor for both C300/C410, the Western Running Tunnels and Station Caverns, and also for C435 Farringdon Station, BFK were in a unique position to develop strategies to reduce cost, time and risk for the Client. One such innovation involved the continuation of the TBM drives for the running tunnels right through the length of the new Farringdon platform caverns. This created large diameter precast concrete pilot tunnels for the subsequent platform enlargement using SCL. The benefits of such an approach are described in detail by St.John et al 2015. BFK also introduced another alternative strategy to reduce cost, time and risk, by proposing to abandon the TBMs in the ground (“Turn & Bury”) permanently rather than recovering them through the ticket hall shafts. This de-risked the programme, enabling critical ticket hall construction to proceed unhindered. However, one consequence of this revised strategy was an area of increased underground congestion, with two SCL tunnels (RTE2 and ES2) and a bored tunnel (complete with abandoned TBM) in close proximity to a ticket hall excavation (see Figure 1) and a sensitive, listed railway structure. Faced with this complex geometry, and combined with challenging geotechnical conditions (Gakis et al 2015), the team chose to install enhanced monitoring to study the behavior of tunnel RTE2 and provide additional assurance that the tunnels were performing as predicted. Applying advanced 3D numerical modelling and taking into account the residual tensile strength of the SCL helped avoid unnecessary reinforcement installation in primary lining and/or early installation of a secondary lining in RTE2 prior to ES2 construction."

"The proliferation of unconventional gas well development in the Northern Appalachian coalfields has raised a number of mine safety concerns. Unconventional wells, which extract gas from deep shale formations, are characterized by gas volumes and pressures that are significantly higher than those observed at many conventional wells. The gas is composed largely of methane as well as other hydrocarbons. Hundreds of planned and actively producing wells penetrate protective coal pillars or barriers within active mine boundaries, including chain pillars located between longwall panels. Gas released from a well damaged by mining-induced ground movements could pose a risk to miners by flowing into the mine atmosphere. The mining-induced ground movements that may cause well damage include conventional subsidence, non-conventional subsidence (e.g., bedding plane slip), pillar failure, and floor instability. This paper describes the known risk factors for each of the four failure mechanisms. It includes a framework that can guide the risk assessment process when mining takes place near gas or oil wells.INTRODUCTIONSouthwestern Pennsylvania has served for centuries as a producer of coal, oil, and natural gas. Coal mines were first developed in the Pittsburgh Coal Seam in the 1760s, with the first recorded mine in 1761 being the Fort Pitt Mine (Edmunds, 2002). Natural gas was introduced to the region when the Haymaker Well in Murrysville, Pennsylvania experienced a blowout on November 3, 1878. Although it was originally drilled prospecting for oil, it produced an estimated 30 million cubic feet per day of natural gas. Without well controls or pipeline infrastructure in place, it burst into flames and lit the night sky for over a year. Soon after, the Penn Fuel Company continued development of the Murrysville gas field and is credited with making Pittsburgh, Pennsylvania the first major city in the U.S. to have natural gas supplied for home and industrial uses. “Natural gas is king in Pittsburgh,” proclaimed an October 18, 1885, article in the New York Times headlined “Value of Natural Gas, Its Use Clarifies the Atmosphere at Pittsburgh” (AOGHS, 2018). By the early 1900s, coal, oil, and natural gas production had reached the southern extents of Pennsylvania in Greene County. The county had first produced oil in 1886, and shortly after began producing natural gas in 1890. By 1906, over 1,300 wells had been drilled (Stone and Clapp, 1906)."

"Cast blasting is the primary means of overburden displacement in a surface coal mine. It serves two purposes; fragmenting the rock and throwing it directly to its spoil pile using explosive energy. Increased throw minimizes costs by reducing the amount of material that needs to be rehandled. Prior studies have shown that by only changing blasthole timing with the same blast design, fragmentation and throw alter. It is necessary in cast blasting to optimize both fragmentation and throw, since larger fragments will require more wasted energy to throw the same distance. In an operating mine in Georgia, an optimum interhole delay for fragmentation has been found by studying timings from 0 millisecond (ms) to 45 ms. Instantaneous timing between holes increased the throw by more than 31 m (100 ft), but fragmentation was poor. Shock and detonation wave collision is a potential reason for this increased throw.Explosives are utilized extensively by the mining industry in order to break rock, as either ore or overburden, for hauling, loading and crushing. An effective production blast strives to achieve optimum rock fragmentation in order to increase the efficiency and reduce the costs of those downstream operations, while simultaneously meeting environmental regulations. The goal of blasting with respect to fragmentation is, according to Hettinger (2015), “to decrease the average particle size of the fragmented rock without overly increasing fines or, in other words, improve fragmentation.”Additionally, the distance the rock is transported by the explosive energy from the blast, also known as throw, can increase efficiency by reducing the amount of material that is rehandled by mine equipment. The primary situation in which this is desirable is the cast blasting of overburden across the narrow pit of a surface coal mine. A key variable in a blast design pattern that can be manipulated to optimize both fragmentation and throw is delay timing between detonations. The invention and increased utilization of electronic detonators have allowed for precise delay timings to be used between rows, holes and even multiple primers within the same hole. These recent developments in the blasting community have also provided an opportunity to investigate whether or not the mechanism of shock or detonation wave collisions caused by short timing delays are responsible for any increased fragmentation or throw. This experiment attempts to demonstrate if an increase in throw can be achieved while maintaining optimum fragmentation."

The Riley Pass strip mine is an abandoned uranium-bearing lignite deposit in Harding County, South Dakota, covering about 150 acres of highwalls, pit floor and mine spoils exhibiting elevated levels of radioactivity. Six reclamation design alternatives were developed, ranging from doing nothing to reclaiming to approximate original con-tour. The alternatives were evaluated for expense, site stabilization, and mitigation of public safety hazards. A comparative economic evaluation on three of the alternatives was completed for the Forest Service in selecting an alternative and substantiating federal funding requests. This evaluation included economic impacts associated with physical and radiologic health hazards, affects on recreational users, socioeconomic impacts and environmental improvement.

Surface mining regulations together with mine and reclamation planning require collection of large amounts of geologic and hydrologic data for both new and existing mines. Recently developed microcomputer software facilitates the integration of this information from computer databases into ground-water flow models. The databases are used to identify areas which require dewatering and/or depressurizing and for generating contour maps of aquifer parameters. Gridded versions of these contour maps are incorporated into finite difference ground-water flow models which are used to design dewatering and depressurizing well fields and to estimate the effects of ground-water pumping and pit progression on local ground-water levels.

In the previous work (1,2), initial developments in a novel tracing technique employing specifically prepared trace particiles were fully described. The synthetic tracers produced proved to represent coal particles in specific gravity based coal washing equipment in this work, a detection system has been developed that can detect the artificial tracers in the product or refuse part of the density-separating coal cleaning units and thus indicate the performance characteristics of the circuit. This system could not only be a simple, accurate, and inexpensive replacement for the usual time-consuming washability analysis, but it could also be used for diagnostic purposes in coal separatory devices.

Americans are taking a more critical view of various environmental laws because the effects of those laws are becoming more pervasive and intrusive, according to William Perry Pendley. And Secretary of the Interior Bruce Babbitt is seemingly so unpopular in the West, he no longer campaigns there for Clinton Administration policies. Pendley is president and chief legal officer of the Mountain States Legal Foundation, a public service, non-profit law association that takes on property rights cases for people who cannot afford representation. He was one of the luncheon speakers at the 101st Northwest Mining Association meeting, held in Spokane, WA in early December.

Microwave power, used in conjunction with properly designed applicators, is an efficient and practical energy source for pre treating a wide range of mineral ores and concentrates. Novel processes which take advantage of the unique properties of rapid microwave excitation present many distinct advantages over other pretreatment methods. These include dramatically reduced costs and elimination of all or most of the toxic by-products. A capital and operating cost analysis is presented of EMR's microwave process for treatment of refractory gold ores and con­centrates based on the company's experience using both small and large scale pilot plants. Comparisons are presented between the microwave process and roasters, autoclaves and bio-oxidation.

We will also describe the types of available funds, whether they are competitive or not, what entities are eligible to receive them, and how to access them. We will introduce the legislation’s liability provisions; for example, the recently issued interim guidance clarifying some of the conditions that contiguous property owners, bona fide prospective purchasers, or innocent landowners must meet to qualify for the liability limitations provided in the Brownfields Law.

The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

The hydrometallurgy review did not arrive in time for publication in the May issue. 1992 was not a banner year for hydrometallurgical installations or new hydrometallurgical developments. Installation of copper solvent extraction/electrowinning circuits were under construction or began operation in Nevada (Yerrington ), Arizona (SilverBell), Chile (Copiapo and Escondida), Peru (Toquepala and Cuayone) and Australia (Girilambone). These installations will produce more than 100 kt/a (110,000 stpy) of cathode copper. Several new heap leach gold facilities using conventional technologies were announced or were put into operation. New technologies undergoing widespread testing include biological oxidation of low-grade ores in a heap leach mode and evaluation of new agglomerating agents.

Traditionally the lime industry is governed by market, location, and transportation. These factors also may act as obstacles to global market access. Lime manufacture responds to market opportunities by first focusing on location. Lime markets are diverse and widespread, and ubiquitous occurrences of limestone make development of a widespread industry possible. Lime’s low to moderate unit value restricts transporting it long distances. Other factors (including lime reactivity, dedicated container use and other liabilities) limit shipping lime far. In the past many small to medium size companies made lime for local use. Today the global aspect of the industry is ownership by few large companies producing lime for local consumption.

A 32-channel warning system for high working level, fan operation, and airlock-doors has been constructed. The working level monitors have a microcomputer for accumulating the pulses, converting to working level, and triggering an alarm at a variable set point and at one working level. The system also detects when underground fans lose power or air doors are open. The system can detect changes in air velocity which indicate surface fan failures or changes in the ventilation system. Using this alarm system, the ventilation engineer will be alerted prior to excessive levels of radon daughters being reached so corrective action can be taken.

This information has to be communicated to a diverse audience, the members of which may not be trained in all of the disciplines required to create, utilise, or interpret the information. Software developed to support World Wide Web (WWW) activities has the potential to improve and change the way exploration and mining data and in- formation is organised, presented, and processed. In this paper, we discuss the creation of interactive displays of complex three dimensional data for the mining industry.

SPL (Spent Pot Linings) are hazardous waste. The described work seeks to identify simple and inexpensive processes for recovering the recyclable materials and thereby both reduce the volume to be handed to the dumps and produce a waste that belongs to a less dangerous class. For this purpose a study was conducted to characterise the structure of the cell and the refilling elements at the end of the Aluminum process. The properties of the material that make up the SPLs were determined in order to apply the related selection procedures. The study permitted the design of treatment process able to reduce the negative environment impact of the aluminum production cycle.
