"Mine safety training materials have long included pictures of mine conditions, equipment, hazards, etc. These images are invaluable to both the trainee and the trainer to convey many important concepts. The human eye takes in a tremendous amount of information, while the field-of-view from a consumer grade camera is, generally, 40 degrees to 90-degrees. This difference in field-of-view is a primary reason that pictures, especially of dark and dusty areas, don’t adequately describe the scene. For conveying information to a trainee, these images lack context. Today, 360-degree cameras are available with consumer-grade cameras costing a few hundred dollars. Also, the display technology is already owned by most trainees and trainers and is widely available. The resulting 360-degree videos and pictures can be readily viewed on smart phones and inserted into Microsoft PowerPoint slideshows. These images and videos can easily be included in existing training modules, disseminated using the internet, and used by trainees easily. We propose a methodology for utilization of 360-degree video and images with simple display technology for miner training. INTRODUCTION AND BACKGROUND In mining, as in other production-related industries, the safety of workers is dependent upon many interrelated factors. One of the more important safety factors is a miner's ability to recognize hazards in their workplace. The ability to perceive and identify hazards is perhaps more difficult to master in underground mining than in general industry because the work environment is confined, noisy, dark, and inherently dangerous because of the hidden unknowns created by the geological setting and the conditions created by the mine opening. Further complicating the situation is a setting that is continuously changing as mining advances (Barrett 1995) [1]. Hours of excellent mine safety training have been developed and utilized over the years. Pictures of mines, activities, hazards, etc., are included in many of these training courses. These photographs, especially those taken underground, often lack context because of the limitations of the cameras and lenses. Notable research by the US Bureau of Mines and then later by NIOSH showed that the use of stereoscopic three-dimensional slides in training exercises was an effective aid for improving the ability of miners to recognize hazardous ground control conditions (Barrett 1988) [2]. As the 2009 president of the Society for Mining, Metallurgy, and Exploration, Inc., I am pleased to present the 2009 issue of Transactions of the Society for Mining, Metallurgy, and Exploration, Vol. 326. A significant portion of the contribution that we as a society make is the publication of professional and technical papers that contribute to the advancement of scientific knowledge and information transfer. Communication within the mining community is the key to a successful society. Through the information-transfer mechanisms of books, magazines, meetings and electronic media, the technology exchange that is fundamental to the existence of the Society is accomplished. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, Pennsylvania, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume certainly satisfies that intent. In keeping with SME’s tradition of promoting technological developments while honoring the past, the 2009 Transactions represents an important milestone. It is the last Transactions to appear as a bound volume. Future volumes will appear as e-books only, with some of the Transactions-only papers appearing online prior to the ebook (exactly what form the new Transactions will take is still in development). The decision to go to an all-digital format for this longstanding publication was a difficult one, but one which we hope will better serve the mining community, especially our international members. This 2009 Transactions of SME, Vol. 326, contains a total of 73 technical papers (510 pages), including all 23 papers (136 pages) that were published in 2009 in the Technical Papers Section of Mining Engineering magazine (Vol. 61) and all 32 papers (232 pages) that were published in 2009 in Minerals & Metallurgical Processing (Vol. 26). In addition, this volume contains 18 papers (142 pages) that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All 73 technical papers were peer-reviewed and approved. The process of review and publication requires much hard work by authors, reviewers and publications staff. As the 2009 president of SME and on behalf of our members, I would like to extend our gratitude to all whose efforts contributed to the publication of this volume.

"Ask an average non-industry person on the street “What is coal? What is coal mining? What is a coal miner?” The most common answers are coal is something Santa puts in your stocking for being naughty, coal mining is destroying the earth causing global warming, and a coal miner is a person that uses a pick and shovel to dig coal out of the earth. As farfetched as these answers seem, unfortunately this is the opinion of many Americans. Realizing the lack of educational opportunity regarding coal and coal mining, a first-of-its-kind grassroots coal education program known as CEDAR (Coal Education Development and Resource) was created. What started from a general conversation at the December 1992 North Carolina Coal Institute (NCCI) Winter Meeting at the Mid Pines Club in Southern Pines, North Carolina led to the creation, and later expansion of, CEDAR. NCCI President, Gene McBurney, challenged John Justice, NCCI Board Member from east Kentucky, to come up with an idea of how to improve the image of the coal industry, pledging $5,000 from the NCCI as seed money to assist in the development of any such program. John then met with the leaders of Coal Operators and Associates, Inc., (COA) in Pikeville, KY where they agreed to match the NCCI commitment, as well as to assist in the program’s development. After further meetings with representatives from industry, business, and the local school system, CEDAR, Inc. (of east KY) was born. The first year of implementation, the program offered coal education programs to public and private schools in one county in east Kentucky. Although it started in the coalfields of eastern Kentucky, it certainly did not end there. After an amazingly successful first year of the program, it didn’t take long for industry leaders in the western Kentucky coal-fields to learn about, and take note of this new, unique, and exciting program that provided opportunities for teachers and students to learn, “the rest of the story” about the coal industry. Through the joint efforts of Costain Coal, and the Western Kentucky Coal Association, CEDAR of West Kentucky, Inc. was formed in 1994, and has operated since that time, except for the two year period from 2004-2006. The program restarted in 2006 under the name of CEDAR West, Inc. and continues to be offered in six western Kentucky counties."

Introduction Men like physical power because it gives control over nature and over other men. Physical power comes in two common forms: explosive and non-explosive. In both forms, the most powerful devices yet invented make use of nuclear energy: on the one hand, the hydrogen or fusion bomb, and, on the other hand, a nuclear power plant. For some nations, nuclear power offers a measure of independence not otherwise available in a time of diminishing and unevenly allocated fossil fuels. Consequently, it has great attraction. Unfortunately, the application of nuclear energy (especially fission energy) to either explosive or electrical power entails a singular risk, that of injury from ionizing radiation, both natural and induced; this risk is found in all stages of the nuclear-fuel cycle, from mining of fissionable materials to the disposal of wastes produced in the "burning" of nuclear fuels. The health costs of nuclear power were not fully assessed in the early stages of the development of nuclear technology and some of them were not properly guarded against, either in the USA, which led the world into the nuclear age, or in Canada, which followed an independent path. What I shall do in this paper is to sketch the history of nuclear regulation in our two countries, to point out what I consider similarities and differences, and to suggest that regulatory history, as perceived by a concerned public, has a great deal to do with what is possible today and probable tomorrow, in other words, with public acceptance or rejection of the nuclear option. The U.S. situation As we sow, so shall we reap. In the USA, further expansion of the nuclearpower industry has been almost stymied by government actions that reflect mounting public concern. There is no national storage facility for spent reactor fuel and it has been decided not to reprocess it; consequently, existing power plants are about to choke on their own wastes. Since the Three Mile Island accident, no new nuclear plants have received operating licenses, although several are ready to start up. The uncertainty of future government action has caused the abandonment of plans for a number of new nuclear plants. In addition, many research projects related to medicine and agriculture, which produce low-level radioactive wastes, are about to be shut down for lack of licensed disposal facilities. "Rare earth elements (REEs) are a kind of new materials which have excellent optical, electrical and magnetic properties, and they play an important role in the development of high technology and green energy industries. With abundant reserves and a wide range of REE type, rare earth industry has a rapid development in China in recent years. However, environmental issues associated with REE exploitation have severely restricted the sustainable development of rare earth industry in China. At present, literatures on the externalities of REE exploitation are very limited, especially in China. This paper builds an evaluation model based on life cycle evaluation to estimate the external costs of REE exploitation at Bayan Obo. The results show that the external costs for producing one metric tonne of rare earth oxides (REO) in Bayan Obo was CNY 34739 in 2013, the external costs of waste gas, waste water, radioactive substance, REE resource depletion, and land occupation are CNY 14945, 12515, 1400, 3199, and 2680, respectively. Waste gas and water constitute about 79% of the total external costs. The internalization of the external costs would reduce the financial profit of Northern Rare Earth (Group) by 18%. This study has taken into account only those externalities whose market values can be estimated, and therefore the external costs of REE exploitation in Bayan Obo is likely to be underestimated. The results fill the gap in literature and provide further understanding on the external cost of REE exploitation.Introduction / Background Along with increasing concern about environmental pollution problems caused by the usage of fossil fuel and the shortage of fossil energy, a transition has occurred where development has moved toward green and renewable energy sources with less pollutant emissions (Stegen 2015). Rare earth elements (REE) are a group of important raw materials for these trends since they have unique magnetic, electronic and optical properties, and thus make them widely used in making high-performance magnets and energy saving lamps (U.S. DOE 2010). In addition, REE are crucial for manufacturing of widespread high-tech applications in medical, defense and electronic industries. Many countries have made medium-term and long-term plans for the development of their REE industries, and the annual growth rate of global REE demand is expected to increase by 6% by 2020, and reach about 170,000 metric tons of rare earth oxides (REO) by 2020 (Rollat et al 2016)."

In 1991, US mine production of barite decreased 3.4%. Barite consumption, sold or used by grinding plants, decreased by 11.7%. Imports also decreased by 15.4% over 1990. World mine production increased I%, according to the US Bureau of Mines. The value of domestically produced barite, f.o.b. mine, increased 3.3% according to the Bureau. The declared value c.i.f. US port of all imported crude barite during 1991 increased from $40.61/t ($36.84/st) in 1990 to $42.35/t ($38.42/st), the Bureau stated. Nevada was the leading producer of barite with 78% of the total, followed by Georgia and Missouri. It is estimated that 75% of the domestically mined barite was used as a weighting agent in drilling fluids. The remaining 25% was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia and Tennessee was used in the non-oilfield sector. Of the total barite used by grinding plants and chemical manufacturers, it is estimated that 93% was used in drilling fluids. The remaining 7% was in the non-oilfield sector, including barium chemicals and fillers in paper, plastics and glass. Tonnage consumed in the drilling fluids market decreased due to the lower average rig count during 1990. The average number of rotary rigs operating was 860. That was 14.9% less than the 1990 average of 1010 in the US. Crude barite imports were 138 kt (152,000 st) less than 1990 or 15.4%. Imports accounted for 70% of the (ap¬parent) barite consumed in the US. During 1991, China continued to be the leading exporter of crude barite ore to the US with 85.1 %. India followed with 14.8%. About 97.5% of the imported barite ore was used in the oilfield sector. Ground barite imports decreased from 56.7 to 46.2 kt (62,500 to 51,000 st) 1991. Mexico was a major exporter to the US, accounting for 75.3% of the total ground barite imports. Canada shipped 23.7%, while other countries accounted for less than 1 %, primarily for the nonoilfield market. During 1991, the number of grinding plants supplying the drilling fluids market along the Gulf Coast was reduced from 12 to 10. "Historically there have been a number of different hypotheses and empirical models developed in an attempt to describe the nature of fracturing above longwall panels in underground coal mining. The motivation for such models varies, ranging from understanding the impact of mining on surface subsidence to back-analysis of caving behaviour in the immediate roof behind the longwall face. One of the most critical motivating factors that is taking on increased importance in many coalfields is the need for better understanding, and hence prediction of the impact of mining on overlying strata, particularly strata units acting as aquifers for different groundwater horizons.This paper reviews some of the major prediction models in the context of observed behaviour of strata displacement and fracturing above longwall panels in the Southern Coalfields of New South Wales, south of Sydney. The paper discusses the parameter often referred to as “height of fracturing” in terms of the critical parameters that influence it, and the relevance and appropriateness of this terminology in the context of overlying sub-surface subsidence and groundwater impact. The paper proposes an alternative terminology for this parameter that better reflects what it is and how it is used. The paper also addresses the potential role of major bedding shear planes mobilised by mining and their potential influence on overlying subsidence and groundwater interference.INTRODUCTIONKnowledge of the detailed nature of rock deformation and failure above any form of large-scale underground mining is always going to be limited to interpretation from a very incomplete set of data. It is extremely difficult, if not impossible, to directly measure the detailed nature of the rock failure, fracture networks, and deformational behaviour above an extracted mining area. Limited techniques such as borehole extensometry can provide some evidence of relative or incremental deformation in the direction of the borehole (usually vertical). However, such data cannot assist below the horizon where full caving has caused major rotation and dislocation of rock blocks and effectively destroyed the instrumentation borehole. Above such a horizon, the data is only valid along the axis and in the direction of the borehole, and to the level of detail defined by the extensometer anchor spacing intervals. It is often also restricted by major shear planes intersecting the extensometer borehole and cutting off the instrumentation below the level of the shear horizons."

Jigging is a process of particle stratification in which the particle re- arrangement results from an alternate expansion and compaction of a bed of particles by pulsating fluid flow. The vertical direction of fluid flow is reversed periodically. The rearrangement results in layers of particles that are arranged by increasing density from top to bottom of the bed. This response, developed from the many and continuously varying forces acting upon the particles, permits a solid-solid separation more related to particle density and less to particle size than any other "hydraulic-type" process. The stratification is usually carried out in a rectangular, open-top container called a jig, in which the mass of particles (termed a "bed") is supported on a perforated base through which the water flows in alternating directions. The coal particles, in addition to the vertically expanded and compacted bed motion, move continuously, horizontally across the supporting screen. Following the particle stratification, the particle bed is physically "cut" at a desired horizontal particle density plane to separate the desired clean coal product from the more dense refuse. The jig system includes means for continuously introducing the raw coal and for moving the water through the coal bed in a controllable manner, as well as for separating and removing the stratified particles from the system as two or more product streams. In coal preparation, this highly versatile unit operation is applied preferably to a wide size range of particles with top sizes up to 8 in. (20 cm) rather than to a closely sized fraction. In gravity ranges, the process has been applied to gold particles with a density of 19.3 and to coal particles having densities less than 1.30. Single jig washers have capacities from 5 (4.6) to greater than 700 tph (637 t/h) of feed coal. The separation results attainable by jigging have favored this unit operation as optimum for creating a clean coal product as required by steam coal specifications. Al- though the jig is used in preparing coals which are difficult to separate, its limitations to achieve both quality products and high recovery are being recognized in comparison with heavy media-based processes which make sharper separations from feeds having high "near-gravity" contents. The accu- racy of the densimetric stratification in the upper portions of the jig bed are less precise. It follows that coals with more than 10% near-gravity material

The Office of Coal Research has been supporting the development of processes for producing synthetic pipeline gas from coal since 1964. .Some of this work has also been jointly supported by the American Gas Association. The work has progressed through laboratory investigation, to bench scale, to pilot plant. It was far from a crash program, generally being fund-limited.. As of one year ago, we had reached the following position: 1. The Institute of Gas Technology HYGAS. process pilot plant in Chicago, Illinois, was in the process of being finally completed. This plant is designed to produce about 1,500,000 cubic feet of pipeline-quality gas per day from 75 tons of coal. 2. The Consolidation Coal Company, CO2 Acceptor Process pilot plant in Rapid City, South Dakota, was well._ on its way to completion. This plant, designed primarily for lignite and subbituminous coals, has about one-half the design capacity of the HYGAS plant. Additionally, the initial construction did not provide for cleanup and methanation; only the preliminary synthesis gas is produced. 3. The Bituminous Coal Research, Inca, BI-GAS pilot plant was in a preliminary design stage. A site had been selected near Homer City, Pennsylvania, to build this plant, planned to consume 120 tons of coal per day. Meanwhile, as you are all well aware, a natural gas shortage was developing in this country. Much has been published about it, so I will not. bother you with further details. What is the definition of a successful construction or development project? It could be described in many ways: a project that performs as designed; a project completed on time, a project completed within budget. The title of our talk today is, "The Advantages of Applying Design/Build -Construction Management to the Mining Industry." As our talk develops, you will see that rather than tell you how to apply this concept, we will discuss the advantages and details of Design/Build so that you can independently apply the concept. Design/Build is not new, and it cannot be universally applied. It has, however, within the past ten years, carved a specific and substantial place in the overall construction -development market. The reasons for its rather recent rise to considerable prominence as a concept is due, in part, to the increasing urgency of gaining productive access of a production facility and, in part, to the inherent advantages of the concept's economics--and they are considerable. If the Design/Build concept of contracting were fully understood, it would, without exception, be the favored way for private industry to contract for its new construction and development as well as renovation work. The basic advantages are: earliest possible access and completion at the lowest cost. Design/Build is often equated and compared to "fast track" or "turnkey" methods of construction. The Design/Build concept can, in fact, be both of these or neither. "Fast track", in and 6f itself, implies that the project will be phased construction, that is to say, it will be built quickly; whereas I "turnkey" is a measure of the completeness of the project, usually meaning essentially that the

The subjects to be examined in my portion of the session entitled "Technology of Aluminum.. Recovery" will be twofold. 1. Economics of the basic aluminum economy--supply-demand-price. 2. Specifications of aluminum products produced from municipal waste--from the secondary aluminum standpoint. It is the object of this speech to first impress everyone with the excellent long-run markets for the aluminum products from municipal waste and then to acquaint everyone with the rather liberal scrap specifications that the recycling industry can tolerate. The most important statement that can be made about the recycling of aluminum is that it is now and will be an economic necessity. This is true far many reasons; one which hit the headlines recently was Interior Secretary Rogers Morton's statement "Third-world nations could use mineral wealth not to achieve political ends but to jack up economic positions. The result could be sky-rocketing prices and dwindling supplies on world markets." There is no reason why the group of countries that supplies most of our bauxite can't get together the way oil-producing countries got together on the price of oil. (Jamaica and Surinam, are original sources of two-thirds of the aluminum used in the United States.) The worry is not so much that we will end up without the basic raw material but rather that the price might be so high that we could not afford it. So much for the blackmail reason for recycling aluminum; the supply and demand picture in both the primary and recycling sectors of the aluminum economy is far more meaningful.

Perspective Man is a model maker. Throughout recorded history man has-used models both to provide insights into the workings of the processes which surround him and as a step towards the eventual control of those processes. These models have covered the field from extremely large systems (solar and celestial. models) to infinitesimally small systems (sub-atomic .and atomic models). Models have been developed for social systems, ecological systems, biological systems and economic systems: all fields of human endeavour contain the fruits of this restless model-making. The Role of Models Since the evidence of mans' industry in formulating models is so abundant, it is worthwhile stating some of the reasons. Based on the simple definition that "a model is a convenient and useful representation of some facet of the 'real' world", then a model provides a means for: 1. Understanding the thing being studied. 2. Communicating that understanding to others. 3. Manipulating the thing being modelled. The common denominator implicit in these reasons is that- improved control is the. objective off all modelling or simulation work. Improved control shows itself either directly by the development of devices which perform the control functions or indirectly by improvement in the decision making process itself. For example, in a process plant, a suitable model of part of the process could lead either to the use of automatic control devices such as set-point controllers or to the implementation of instructions (pre-defined decisions) which permit the operator to better control the process. Typical process control systems use both of these since fully automatic control is restricted to processes where the required information can be effectively measured.

In order to comply with time limitations imposed by this symposium, a very narrow but nonetheless interesting segment of the market has been chosen for discussion of the preparation of a tailor-made product to meet a specific need, and in view of the fact that the barite market is one of the oldest and one of the broadest non-metallic mineral markets in the world, it is necessary that we place this in perspective. Of a recent world annual production; (i.e., 1966 figures released last year in MINERALS YEARBOOK), of some four million tons, the United States consumed over 1/2 million tons, of which approximately 950,000 tons were produced domestically and approximately 700,000 tons were imported. Of this total, something approaching 90% was used for drilling-mud weighting, and of the balance, all but about 60,000 tone is consumed in the production of glass, barium chemicals, aggregates, and other minor uses; thus we are really taking a look at a very minute, however important, and very selective, portion of the total barite-market. The real meat of this paper, after eliminating all irrelevant uses of barite, and delineating the area of discussion, resolves itself into the approach to a favorable marketing area and a specific attack on that area. Cost, to the user, has been, patently, a function of distance, as the basic price of barite has varied very little over the years until recently, and freight rates have been the governing factor. Conversely, the seller of barytes must make concession in the plant price to compensate for distance, if he is to successfully compete.

At the Sierrita mine, 40 km (25 miles) south of Tucson, Arizona, Duval Corporation is rapidly gaining operating experience with its new Portable Crushing and Conveying System, (PCCS). As of November 23, 1983, over 4.5 million tons (5.0 million st) of ore have passed through the system. Mining cost per ton for the months of July, August and September was 83% below the average for the first five months of 1983. Although all the cost reductions experienced cannot be attributed to the Portable Crusher, it was a major contributing factor. The Sierrita ore deposit has several natural topographic and geologic conditions which are not favorable to mining. It is not a sidehill deposit and therefore no low-level exit points exist to facilitate truck haulage. The ore is very hard. Quartz diorite, hardest of the three major rock types, averages 172-207 MPa (25-30 000 psi) unconfined compressive strength and may run as high as 345 MPa (50 000 psi). Blasting in this rock produces oversize material which runs approximately 20% 51 centimeters (20 inches). The ore is low grade, averaging slightly better than .30% contained copper and .035% contained molybdenum, with small amounts of silver. These conditions, plus high design production tonnages, make the Portable Crushing and Conveying System (PCCS) practical for Sierrita. Without crushing and conveying, truck haulage would be prohibitively expensive. A typical, October, 1983, ore haul from the bottom of the pit would involve a vertical lift of 260 meters (850 ft) and a horizontal distance of 3 860 meters (12 200 ft) were not in-pit crushing and conveying available. The corresponding cycle time would be nearly 32 minutes.

The phosphate rock review did not arrive in time for publication in the. June issue. The world phosphate industry continued its slide in 1992 from the already depressed levels in 1991. The industry is locked into a 30-year fertilizer price low due to the worldwide fertilizer glut. Domestic production and imported, marketable phosphate rock decreased 1%, while domestic consumption increased by 1 % last year. The US Bureau of Mines reported a decrease in the domestic phosphate rock value from $25.42/t in 1991 to $23/t in 1992 ($23.06/st to $20.80/st). The diammonion phosphate (DAP) product price also dropped in value from $138/ t in January 1992 to $11 0/t in December ($125/st to $99.70/st). Continued declines in DAP prices is forcing the US fertilizer industry to develop cost-saving programs and reorganizations. Layoffs in 1992 resulted in a 7.6% decrease in the Florida phosphate workforce. Since 1980, the Florida workforce has declined by 35%. Small phosphate companies were forced to close operations or were sold to larger phosphate companies. Federal and state environmental regulations for byproduct waste disposal methods are being studied. The Environmental Protection Agency (EPA) approved phosphogypsum use in agri¬cultural and research applications as long as the radium 226 concentration is lower than 10 pci/g. The EPA is also reviewing regulations concerning air emissions at fertilizer plants. Industry publications reported the possibility of continued company sales and mergers in 1993. Industry expectations are optimistic while waiting for an upturn in the market. The US phosphate industry consolidation into three or four major companies should evolve into a stronger world market force.

Financial analysts have often called National Mine Service Co. the only "pure play" company to the mining industry, meaning that an investment in NMS is an investment in the mining industry. As a leading manufacturer and supplier to the industry, National Mine Service does enjoy a close and direct relationship with mining. It is the only independent company that offers products and services that include mining machinery, health, safety, instrumentation, mine supplies, and reconditioning services for hydraulics, electronics, and machinery. But what is a positive relationship in periods of economic upturn can be eauallv as negative during the downturns. In fact, National Mine Service has felt the resounding blows of the current recession in the mining industry. Two-Fold Strategy Rising unemployment, corporate losses, bankruptcies, and mine closings in particular have directly affected NMS. But the company embarked on a strategy several years ago that included a two-fold approach to becoming less dependent upon the vagaries of the US coal industry. One strategy was to develop additional products and services for other mineral industries such as potash, trona, and salt and, where possible, apply the technology developed for the mining industry to industrial markets. The other strategy was to become a more international company. The objective was to make export sales a minimum of 10% of total corporate sales. Even today, NMS believes this is a good strategy as opposed to diversifying because its expertise is in mining, not in other areas. BACKGROUND The steel and iron ore industry has had a long history of an adversarial relationship with its union and workforce. The Empire Mine during its first 40 years of existence was no exception. The "we-they" mentality went hand-in-hand with the normal by-product of an adversarial relationship, grievances and arbitration. This relationship was considered the norm and it was not until the late 1970s that consideration was given to changing this relationship. At this time the industry was involved in a fight for existence and the economic pressure demanded increasing productivity to lower cost. The challenge to survive highlighted the fact that an adversarial relationship was not conducive to attaining the needed gains in productivity. The first formal attempt to change the way we worked came in the 1980 Labor Agreement which provided for the opportunity to utilize Labor Management Participation Teams (LMPTs). LMPTs were established at the Empire Mine and they functioned for a couple of years. The teams spent most of their time working on creature-comfort issues and steered clear of dealing with productivity issues. Mine shutdowns had occurred in Michigan resulting in large layoffs, and the union was trying to add jobs and was not supporting teams that could increase productivity and eliminate jobs. When the 1986 labor negotiations began, the local union pulled their support of the LMPT process. Other initiatives were negotiated over the years to foster a change in the culture but, as with the LMPT program, they did not produce the desired culture change. It became abundantly clear: you cannot negotiate a culture change.

With the dissolution of the former USSR and a welcoming of foreign, minerals expertise by a host of developing countries, a "new," more international, world of minerals is open to the mining industry. However, even in the new frontier, the old laws of nature still apply. For those attendees of the 98th annual Northwest Mining convention, the adage "survival of the fittest" commanded particular attention. Miners, engineers, geologists and other unique species traveled to Spokane in December to learn of adaptations they can make to assure, or at least prolong, their place in the mineral industry's land of the living. You have heard the tales of the spotted owl and the desert tortoise, but add to this endangered list the North American mining industry. During a session on international investment criteria, D. Silver of Balfour Holdings (Littleton, CO) blamed excessive environmental regulation, 1872 Mining Law revision and the anti-mining-and-business attitude of our government for migrations from and extinctions within the domestic mining population. "We've been on a death curve for some time," Silver said, "with a lower birth rate and a higher death rate. In the last four years, we've lost 60% of the gold producers in North America, and we're down to 110 companies. The entire industry has lost about 400 companies and is now down to 2800." Unreasonable regulation founded on emotion rather than scientific fact has been the chief cause of death, according to many of the convention speakers. B.J. Kennedy, president and chief operating officer of FMC Gold (Reno, NV), emphasized, "We have accepted a regulatory environment - but we oppose being strangled to death by unreasonable regulations."

Increased interest in the utilization of the underground environment for water conveyance tunnels, vehicular tunnels, room and pillar type storage chambers, and military installations has focused attention on the possible effects of seismic activity on the stability of these types of structures. Earthquake experience has generally been related to the seismic stability on the surface of the earth. To establish aseismic design criteria, we attempt to predict the seismic exposure of a given site, both in terms of the spectrum of motion to which the structure must react favorably, and the recurrence rate of that motion. Experience gained from studying the effects of the Plowshare underground nuclear tests on existing tunnels and mines, coupled with the experience of the behavior of tunnels and mines in earthquake regions, provides us with an insight to predict the possible effects of earthquakes on underground openings and to establish design criteria. The type of damage ranges from minor fracturing and movements along pre-existing joints or faults through deformation of openings to collapse. The methods used to establish the seismic design criteria for an underground opening require modification of surface criteria to account for the difference in both amplitude and spectra underground. An aseismic evaluation should be performed on all important projects in areas exposed to possible earthquake motion. To perform this evaluation, information is required pertaining to the geometry and properties of structure and ground. Dynamic as well as static properties are required. A prediction of performance can be derived by exposing a model of the site, expressed in terms of its properties and geometry, to a design earthquake.

The Fourth International Symposium on Hydrometallurgy was organized to give those in the minerals processing field an opportunity to discuss current topics of interest in the broad field of hydrometallurgy. Held in Salt Lake City, UT Aug. 1-5, 1993, this fourth symposium also paid tribute to Milton E. Wadsworth for his many contributions in this area over the past 40 years. The science of hydrometallurgy has made great strides since the last symposium was held 10 years ago. The use of electrochemical principles and techniques has produced encouraging results. For example, the application of in situ electrode spectroscopy has helped to understand the mechanisms operating in hydrometallurgical processes. Sophisticated computer models have been developed to handle the thermodynamic properties of concentrated electrolytes. However, it is up to the hydrometallurgist to continuing working on bridging the gap between theory and practice. The successful application of solvent extraction-electrowinning (SXEW) is one illustration of the successful transfer of technology. Its widespread use in the United States during the 1980s played a significant role in the revival of the domestic copper industry. Currently, electrowon copper accounts for about 30% of total US production. Impressive developments in precious metals recovery have also occurred. Since the last symposium, carbon-in-pulp (CIP) and heap leaching have become widely used in gold recovery. And recovery of refractory precious metals ores and concentrates by pres¬sure oxidation and bio-oxidation have made significant advances. In all these examples, hydrometallurgy has played a significant role in the recovery of minerals and metals from primary sources. In addition, considerable attention has been focused on the treatment and recovery of values from secondary sources.
