Over two dozen Resin-in-Pulp (RIP) plants have been in operation in the fonner Soviet Union since the beginning of 1970. Currently approximately 50% of the gold produced in Russia, Uzbekistan and Kazakhstan, which equates roughly to 10% of the total world output, is recovered using the RIP technology. An alternative to activated carbon, ion-exchange resin has several advantages for the recovery of gold. Resins are less prone to clay or organic foul­ing and do not require thennal regeneration. They also have poten­tially higher loading capacities, faster adsorption kinetics, and are more resistant to abrasion. The original Russian RIP process was based on engineering expertise developed for uranium ore pro­cessing and has a few major drawbacks. The biggest problem is an 18-30 day resin stripping process, which results in a huge gold lock-up. The problem was recently overcome by the development of a new stripping technology which cuts the time to 12-24 hours. Currently, there is rather limited practical knowledge of the Russian RIP process in the West, but often Western mining com­panies developing gold mines in the fonner Soviet Union are hard pressed by their local joint venture partners to take a serious look into RIP. It is probably only a matter of time before one of these companies will cross Soviet technology with Western engineering and develop a modem RIP process as an attractive option to the current CIP and CIL technologies.

The sandstone type Devladivske uranium deposit is located within the limits of Eocene pale-ovalley filled with alluvial sediments. Mineralization with uranium content up to 0.1% forms several ore beds divided by redox barriers. In the period 1962-1983 the deposit has been exploited over an area of 918000m2 by in situ leaching (ISL) using drillholes with a depth between 35 and 100m. During mining operation about 200,000 t of H2SO4, 6,300 t of HNO3, and 15,000 t of NH4NO3, have been pumped in the ore body. In 1983, the groundwater pollution aureole had a length of 4.5 km and a width of 400-600 m. There is a hydraulic connection between the uranium-bearing aquifer and both the upper and lower ones. The technological solutions used for ISL caused partial contamination of these horizons. After mining completion, dilution of the residual technological solutions with "pure" natural waters took place through gaps in impermeable sediments between aquifer horizons. Calculation of self-purification process kinetics shows that the sulfate ion pollution aureole will disappear approximately after 120-150 years at a distance up to 2.0-2.5 km from the western margin of the deposit. This means that there is no risk for contamination of the river Saksagan? that flows at a distance of 17km from the deposit.

Wayne Anderson Regarding the technical paper by Thomas E. Finch and Edward L. Fidler, "Recovery of Stray (Thin) Seams in Western Coal Mining." I would like to comment on this subject. In western Canada, most strip mines encounter thin seam coal or rider seams. Although the paper addresses the problems and costs associated with the recovery of this coal, it does not take into account what the savings are. Without looking at the savings, the "Total Objective" is of course not clear. I feel that in a stripping operation the mine can spend per ton (of the thin seam) up to their dragline stripping costs per ton to recover a rider seam or thin seam. The reasoning behind this is simply that this is the price the mine will have to pay to expose an equivalent amount of coal without the recovery of these thin seams. If the mine can recover a rider seam or thin seam for less than the dragline operating costs per ton, a savings will be realized. By recovering a thin seam or rider seam, the life of an ore body is extended by that amount of coal not thrown away. In addition, the cost of land acquisition, associated permits, capital, and reclamation will be reduced as more coal is delivered for a given area. When the above points are considered, the recovery of these thin seams can be very profitable and indeed worth recovering.

Introduction Lyon, with 1.1 million inhabitants, is the third largest city in France after Paris and Marseille. It is a lively industrial centre. Lyon lies at the intersection of many transport routes and at the fluence of Rhone and Saone. Like all large cities, Lyon is attempting to alleviate inner city traffic problems by constructing a metro. Metro construction in Lyon began with tunnels built by cut and cover methods along the streets. Deep diaphram walls, which were back anchored and toed into imperveous strata, formed the excavation walls. It is a very economic and simple method. However during the construction period, it has the disavantage of strangling urban life for several years. It is therefore increasingly being replaced by subsurface tunnelling methods. As it was decided to build the metro tunnel between the Guillotiere and St. Jean stations, and thus cross under the Rhone and Saone, the client, Semaly, put the contract out for a competitive tender in which the general parameters were defined. Line, level and construction method were left to the contractor. There was an extensive examination of the tenders, during which reference projects from competitors in Japan were visited, as well as in Germany. Finally the consortium of Dragages, Campenon Bernard, Colas and Hochtief was awarded the contract to drive this tunnel section with an hydro-shield and an extruded steel fibre concrete lining, a Hochtief design.

Environmental regulations have become a decisive factor for many minerals industry operations. Managers face new liabilities as a result of environmental laws, and restrictive permitting requirements for new projects make mine development an increasingly difficult proposition. An abundance of federal, state and local environmental laws and regulations already confront on-going minerals operations, and complex new legislation and rule-making is always in progress. Acronyms and initials like RCRA, CERCLA, SARA and EIS become as familiar as reserves, tons, grades and recoveries. The growth of such regulation has created a new category of professional employees - environmental scientists and engineers-whose presence will influence minerals production activity from now on. The disciplines of environmental science and engineering are still being defined. While these definitions are being worked out, companies in the minerals industry have responded by hiring people with professional experience in existing disciplines and training them to their special needs. An environmental consulting industry of substantial proportions has developed to offer expertise where producing companies may not find it economic to hire full-time professionals. The mining schools have responded by introducing environmental course work, but these programs have yet to supply a significant number of environmental professionals to the minerals industry. To gain some perspective on where minerals producers now stand in their hiring of environmental professionals, ME recently surveyed 20 companies, with questions about how they go about the business of managing environmental compliance. Introduction Compania de Carbones de Chile (Cocar SA) has brought into production Chile's first large-scale, open-pit coal mine, located in the Magellan Province. The US $65 million project includes a 1.1-Mt/a (1.2-million stpy) subbituminous steam coal mine and a mechanized bulk loading marine terminal with water depth sufficient to receive 60 kt (66,000 st) Panamax vessels. The loading terminal will be one of the largest in Chile. The Pecket coal project is expected to save Chile about $40 million in energy production costs and a further $100 million in oil imports, or about 25% of the country's oil import costs. Pecket coal will generate electricity for Codelco and will also supply general electricity needs for northern Chile. The Pecket coalfield is located on the Brunswick Peninsula, about 30 km (19 miles) northeast of Punta Arenas, the provincial capital, as shown in Fig. 1. Pecket is part of a large, coal-bearing basin. It extends from Punta Arenas 250 km (155 miles) north to Puerto Natales and across the border into the Rio Turbio coalfield in Argentina. The number of control plans for placing control devices in a ventilation network is surprisingly large, but the research result indicates that not all control plans are feasible. The feasibility of a ventilation network control plan depends on two factors. One is the influence of the network structure. The structure must contain one independent variable-flow airway in a non-controlled loop. Otherwise, the control plan is unfeasible. The other is the combination of the air resistance, quantity, pressure and other parameters. Under some conditions, the selected values of these parameters may result in an unfeasible plan. As to the influence of the network structure, when the network structure is simple, the feasibility of a control plan can be judged directly. However, for the influence of the parameters, the feasibility of a control plan must be examined through calculation. The control position has been extended into the natural-splitting subnetwork from the conventional constant-flow subnetwork. This technique is theoretically significant. The extension of control positions results in a great increment in control plans and variation in parameters. At present, the calculation methods of the ventilation network control plans are all available. They are quite useful in selecting desirable plans. However, among the plans found, some are impractical or even unfeasible. If the unfeasible ones can be eliminated at first, much time can be saved in design and calculation. This also facilitates management and decision making.

The Cripple Creek diatreme-intrusive complex is known primarily for its vein telluride-gold ores. It is also known for the great vertical range of its major veins - >990 m (>3250 ft). Not as well-documented, however, are the ores dispersed into the wallrocks adjacent to veins, the ores associated with hydrothermal and tectonic breccias, or mineralized zones within fluvial, lacustrine and volcaniclastic rocks de- posited within the diatreme complex. The ore-gangue minerals were precipitated from oxidized, alkaline fluids that yielded an abundance of carbonate, sulfate and oxide minerals along with minor base metal sulfides and precious metal tellurides. Wallrock alteration is limited adjacent to veins and is more extensive within hydrothermal and tectonic breccias. Cripple Creek background The Cripple Creek district has a spectacular production history. More than 653 t (21 million oz) of gold were recovered between 1891 and 1959. Early published accounts documented the principal production from narrow- sheeted vein systems (Cross and Penrose, 1895; Lindgren and Ransome, 1906; Loughlin, 1927; Loughlin and Koschmann, 1935). Production also came from spectacular open-space fillings within the Cresson diatreme, also known as the Cresson “blow-out” (Patton, 1917; Patton and Wolf, 1915). Beginning in the mid- l96Os, more modern studies were initiated by the US Geological Survey (USGS) (Gott et al. , 1967, 1969; Kleinkopf et al., 1970) and by universities (Lane, 1976: Dwelley, 1984; Trippel, 1985; Thompson et al., 1985; Saunders, 1986; Birmingham, 1987; Eriksson, 1987; Nelson, 1989; Wood, 1990; Seibel, 1991).

The size distribution of coal cut by a mining machine is an important performance factor. It is well established that the main machine system variable that affects product size is the depth of cut. In essence, the greater the amount of coal won by a machine cutting at shallow depths, the greater the proportion of dust and fines produced. Conversely, deep cuts produce less dust and a generally larger product size. When cutting with a rotating drum, as well as with a longwall shearer, the depth of cut always varies from zero in the vicinity of the roof and floor, where most of the dust and fines are produced, to a maximum at mid-drum level. In this paper, minimizing the amount of shallow cutting with a cutting drum is discussed, and the effects of the drum cutting and design parameters on cross-sectional cutting area per revolution are analyzed. This study shows the following: •more shallow cutting occurs during the entry quadrant of a cutting cycle than during pick exit; •the ratio of the projected area of shallow cutting to the total projected area of cutting by a single pick per drum revolution is virtually the same for drums of different radii (however, it decreases as the maximum depth of cut increases); and •for double drums, the use of unequal drum diameters can reduce the production of dust and fines, compared to using drums of the same diameter.

Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors' paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence (?Smax) induced by chain pillar convergence has been related to a parameter (h/I -p) by linear regression. (Notations are expressed in this discussion's Fig. I (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goaf may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between ?Smax/m vs. h/1-p. This is based on Luo and Peng's field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell's (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng's 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data.

The US Geological Survey (USGS) held a one-day workshop at its Denver, CO facility to inform the public of the status of its National Mapping Program. In addition, the agency wanted to obtain information from topographic map users on what their needs are. The agency wants to know what the topographic map user wants. The USGS faces the challenge of keeping up with the changing needs of the nation. In the last few years, the agency has changed dramatically to meet these needs. For example, the "new" USGS incorporates mineral-information specialists from the former US Bureau of Mines and also uses the expertise of former National Biological Service employees. These areas complement the agency's traditional strengths in mapping, geology and water re- sources. The stated mission of the USGS's National Mapping Division is to "meet the nation's need for basic geospatial data, ensuring access to and advancing the application of these data and other related ears science information f& users worldwide." To accomplish this goal, the USGS publishes topographic maps, including shaded-relief editions of areas of special interest (state maps and national parks); photo image maps; satellite image maps; geologic maps and hydrologic maps. The geologic maps include geologic quadrangle maps, oil and gas investigation maps and charts, and coal investigations maps. The familiar 7.5-minute series topographic maps are the most widely used. The 7.5-minute- (1:24,000-scale-) format mapping was begun in 1935.

The U.S. Bureau of Mines is investigating a novel technique to control methane in underground mines by using methane oxidizing microorganisms termed methanotrophs. Coalbed methane has been responsible for many mine disasters and will continue to be a safety obstacle to mining deeper coal seams. Deeper seams of coal contain more methane gas, and better strategies for removing the methane will need to be developed. Methanotrophic microorganisms offer a novel alternative since they physically remove the methane, are commonly found in soils, and already have been found to exist in many foreign coal mines. Proposed applications of this concept include the inertization of buffer zones separating active mining areas from sealed gobs, reducing ventilation from ventilated gobs and reducing methane content from longwall gobs. Current work includes an assessment of the abundance of naturally occurring methanotrophs in U.S. mines, testing the amount of methane that various types of microorganisms can consume, studying the effects or use of the byproduct gases, and finally developing practical appl ications of this biotechnology to coal mining. This paper reports on the initial laboratory testing that measured the quantity of methane consumed by two types of methanotrophic microorganisms. Average rates of methane consumption were between 1 and 4 ml/hour in column flow tests. A possible gob application may require that 750 cfm of methane be consumed during periods of maximum outgassing. It is premature at this time to accurately scale from laboratory to mine application.

The Revenue Act of 1926 provided for five simple categories of natural resources to have the benefit of depletion allowances. In the 1947 Revenue Act, the number was increased to twenty-five, and in the 1951 Revenue Act to fifty-four. Of this number, fourteen were allowed 5 per cent; nine, 10 per cent; twenty-nine, 15 per cent; one, 23 per cent; and one (oil and gas), 27.5 per cent. The 1951 Revenue Act created a host of difficulties, including application of the "end- use criterion" and determination of the commonly accepted meaning of such terms as limestone, dolomite, chemical- and metallurgical-grade limestone, marble, calcium carbonates, and magnesium carbonates. Dolomite, for example, was listed at 10 per cent depletion allowance, but without definition. In the great amount of litigation growing out of the 1951 Revenue Act and its administration, it became essential to understand the derivation and subsequent usage of these common geologic terms. One thing that became clear was that our definitions changed significantly between the time that the 1951 Revenue Act became law and the time that later cases were tried. Some geologists neglected to learn about first usages of such terms as metallurgical limestone, and about meanings that were applicable when the 1951 Revenue Act was written and passed. Legal meanings in this paper are discussed in the light of certain famous cases that have been tried and settled.

INTRODUCTION Observations during construction form an integral part of the design and construction of major underground works. Observations as used herein include visual inspection, detailed geologic mapping, and correlation of geology with support conditions, as well as instrumentation to provide more precise information regarding rock movements and support load. This paper describes the application of an observational program to one of the more difficult design and construction problems underground -- the excavation and support of large chambers at shallow depth in rock of variable quality. Emphasis on underground construction for subways and utilities in urban areas is bringing this problem to increased prominence. It is our intent to focus on the design and construction problems associated with such excavations and to describe observational methods which can be employed to aid in their construction. Observational programs may serve two purposes. One is to monitor the rock and support conditions in order to provide early warning of potential construction problems. Such a program should be routinely used in critical locations on major underground excavations of the type described in this paper. The program should be closely coordinated with the inspection effort and construction control. The other purpose is to provide detailed information regarding the interaction of support conditions and rock displacements to aid in development of more efficient design and construction procedures on later projects. The U.S. Bureau of Mines is developing an intelligent system for roof' control that uses both an expert system and neural networks to improve the capability of mining engineers to evaluate roof support effectiveness for ground control in coal mines. The expert system com- pares roof support capacities with the support requirements estimated to be necessary to maintain entry stability. It does this by evaluating the results of tests on various types of roof support and establishing the maximum allowable load according to anchorage capacity and yield strength of the support. After the user enters geological information (rock properties, geometry of the opening, in situ stresses, bolt pattern parameters, etc. ), the expert system compares the predicted required loading to the roof support capacity and gives the operator advice on the adequacy of the design and how improvements could be made. A good source of the real-time data necessary to allow the expert system to make decisions will come from a roof bolting machine being developed by the Bureau of Mines. Researchers have collected data from a Western coal mine on drill bit position, penetration rate thrust, torque, and rotation rate. Using this information, two neural net- works were developed to identify different types of strata and features in a mine roof such as rock type, rock compressive strength and joint characteristics. The result is a system that can assist a mining engineer with design information that can be constantly updated as mining progresses.

Simulation of Mineral Processes is now commonly used by the Engineers in charge of plant design or optimization but a good knowledge of the simulation tool is still needed to conduct a project. A new level of algorithm has been defined above the simulator to answer directly to the user's questions. This level has been called the supervisor of simulation, which is using the automation concepts of sensors and actuators. At any place of the flowsheet (i.e., a stream or an equipment), the user may indicate which value could change by graphically implementing an actuator. Then, he can evaluate the effect of the variation of this value at any other place of the flowsheet by inserting a sensor. Thus, by example, it becomes possible to look at the evolution of the recoveries and/or the circulating loads when scanning an interval of the possible teed flowrates. This approach conducts to an increased facility in using a simulator and in analyzing the predictions. It is also a very valuable tool for permitting to characterize the sensibility of the simulation results to the variation of some settings (e.g., load of grinding media, rotation speed, water addition, etc.) or feed characteristics (e.g., flowrate, sizes, grades, grindability, etc.). Thus, the most important variables can be identified for design and pre-control optimization of plants. This new level of simulation will be implemented in a further version of the USIM PAC simulator and selected examples are presented.

BACKGROUND The development of public transportation in the Los Angeles Metropolitan area is, as in other cities, closely tied to the development of the area because of increases in population and commercial and industrial activity. Local transportation first appeared in the area in the 1870s when the population was fewer than 10,000 residents. Around 1910, after many consolidations of competitive interests, two large railway companies were formed: The Los Angeles Railway, which provided urban transportation in the Los Angeles City area, and the Pacific Electric Railway, which primarily provided suburban and interurban transportation. These two entities continued with their operations until after World War II, when the ownership passed on to the Los Angeles Transit Lines and the Metropolitan Coach Lines, respectively. By then the railroads needed new equipment, track rehabilitation, and, of course, more money-paying patrons. Lack of grade separation of railway facilities from other traffic increased commute times and encouraged travel by private automobiles. The romantic era of hopping on a Pacific Electric Company "Big Red Car" was coming to an end. As early as 1917, in fact, bus lines were substituted for unprofitable rail service. The Los Angeles Metropolitan Transit Authority (LMTA) was established in 1951 by the California Legislature to study and plan for improvements in the public transportation facilities in the Los Angeles area. In March of 1958 the Los Angeles Metropolitan Transit Authority took over the operation of the two lines.

The combined Bootstrap and Capstone deposits, located in the Bootstrap subdistrict (Section 10, T36N, R49E, M.D.B.M., Elko County, Nevada), are approximately 27 miles northwest of Ca-1I: Nevada. The contiguous Bootstrap Capstone deposits are located along the northeastern and northern flanks of Round Mountain, a horst block separated by grabens from the sheep Creek Mountains to the north-northwest and the Tuscarora Mountains to the east. Open-pit-minable gold reserves as of December, 1989, were 13.27 million short tons with an average grade of .057 troy ounces gold per ton and an overall waste-to-ore strip ratio of 2.5:1. Ore zones in Bootstrap are concentrated along north striking high-angle dikes localized along faults, while ore zones at Capstone are strata form and structural, occurring at the Devonian limestone/siliceous sediment interface and in high-angle fault-filling dikes. Pre-ore faulting produced a complex structural setting for Capstone, dominated by strong northwest fault sets cross-cut by northeasterly structures. Alteration associated with both deposits is silicification with a-strong argillic overprint. Dike emplacement, which post-dates silicification, marked the onset of mainstage gold deposition and argillic overprinting of silicified lithologies. Gold displays an affinity for moderately argillized sedimentary and igneous lithologies. Mineralogic and geochemical analyses of rotary percussion drill samples show good correlation between gold, silica, antimony, and arsenic.

INTRODUCTION The measurement of displacements in soil or rock in the vicinity of underground openings provide valuable information for a better understanding of the behaviour of the structure. On the basis of systematic observations conclusions can be drawn concerning - safety of the opening in the various stages of excavation - effectiveness of the support measures - nature of the rock pressure to be expected - influence of the construction of the opening on neighbouring structures (settlements of foundations, underpassing other tunnels etc.) - comparison of theoretical predictions with the actual structural behaviour (1). Today there are several types of suitable instruments available that can be employed at reasonable costs for such investigations (2). The most important ones are the multiple point borehole extensometer, the inclinometer and the multiple point borehole deflectometer. As is well-known, the extensometer only measures the displacement component in the borehole axis, while the inclinometer and the deflectometer provide monitoring of rock mass movements normal to the borehole axis. In the following a new instrument is described, which has been given the name Extenso-Deflectometer ISETH. In this single piece of equipment certain features of the above-mentioned three types of borehole instruments are incorporated. it enables the measurement of all three components of the displacement vector at consecutive points along the borehole, the axis of which may have any direction in space. The Pennsylvania Department of Environmental Protection in 1998 reviewed its permitting process to determine how effective its program has been in preventing pollution and to identify here it could be improved. Of the 1,699 bituminous mine permits issued from 1987 to 1 996, 50 were identified to have current or past postmining discharges with water quality problems. The remaining 1,649 sites had no known current or past postmining discharges problems. The 50 sites were selected for further review. On closer examination, 33 of these permits no longer had water quality problems or the problem had not actually resulted from the permitted mining activity. Only 17 permits, or one percent of the total permits issued, were found to have caused long-term postmining discharges serious enough to require treatment and prevent bond release. Analysis of these 17 sites using current knowledge of mine drainage prediction, revealed that the most common cause of error was inadequate information in the permit application. Errors in interpretation of the application data and in implementing the permit were less common. A very small percentage of all permits issued resulted in postmining discharges for no clearly identifiable reason. Trends over the 10-year study period indicated a decreasing incidence of permits resulting in postmining discharges. Further, with the exception of the first few years of data, most of the postmining discharges were of mildly acidic or alkaline quality and amenable to passive treatment.
