Over 10 million tourists have visited Vietnam in 2016. Travel and tourism accounted for 9.3% of the country’s Gross Domestic Product (GDP) in 2014. At the same time, as with many other resource-rich developing countries, Vietnam has been developing its extractive resources sector as a means of promoting the country’s social and economic development. In 2015, mining was the third largest contributor to GDP, and accounted for 8% of Vietnam’s gross domestic product. Vietnam is the third largest mineral producer in SE Asia. Although it produces zinc, nickel, bauxite, and manganese, coal mining is its most developed sector. The country has over two hundred coal mines, and total reserves of approximately 6 billion tons. Quang Nihn Province, where the World Heritage Site Ha Long Bay is located, is a very important tourism destination. It is also a coal-rich region where mining extraction and processing have been active since the early 20th century. Vietnam is signatory of the United Nations Sustainable Development Goals (SDGs). The country is aware of the importance and the challenges involved in managing the extractive sector in a way that does not undermine its tourism industry and yet that contributes to the country’s sustainable development. To this end Vietnam is taking actions towards implementing more advanced coal-mining extraction and processing techniques. The country is furthermore promoting a responsible mining sector, and is investing in programs that foster environmental protection and sustainable tourism. This paper examines the case of the Ha Long Bay region and the project involved in relocating the Hong Gai coal preparatory factory from a seafront area to a mountainside area. This paper provides a preliminary review of the initiatives adopted by the government of Vietnam to address the existing challenges that have resulted from a focus on promoting the country’s socio-economic development through the exploration of its rich coal endowment. Furthermore, it also describes Vietnam’s legal and policy frameworks. In conclusion this study identified that Vietnam has drafted a National Action Plan to implement the Sustainable Development Goals. The country is also taking an integrated approach to implementing the SDGs agenda and that it is assigning responsibility to a variety of ministries to achieve SDGs’ specific targets. Furthermore the country is changing policies and the legal framework in order to facilitating the execution of the work of agencies that are responsible for implementation, regulation and enforcement. In this respect, the approval of the National Action Plan on Sustainable Development Goals is another important step in that direction. While the decision of supplying its internal market with high quality coal helps minimize negative environmental impacts in Vietnam, exporting low quality coal to other countries does not help resolve the problem of CO2 emissions globally. With respect to the 2030 Agenda, this may be considered a temporary solution since to achieve the SDG goals, Vietnam will have to consider other sources of cleaner energy in order to align with the Sustainable Development Goals # 7 on affordable and clean energy.

M.S. Azun The article unfortunately has some serious flaws negating the usefulness of the paper. The authors claim that kriging (linear kriging) is superior to other methods such as polygon. This is not the case. The deterministic methods (referring to polygon, ID, IDS, etc.) should not be compared with the statistical methods (linear kriging, disjunctive kriging, etc.) because they differ not only in their assumptions, but also their tools used in estimation. Thus, they give different results. By comparing the results of deterministic methods and linear kriging, the authors conclude that polygon, IDS, and linear kriging give an average thickness close to the value obtained from realizations. Besides, they argue that linear kriging gives less variance than the others (Fig. 2). The first conclusion is expected, due to the well-known central limit theorem. The second is the result of the statistical properties of different estimators. Thus, the comparison presented in the paper is rather meaningless because the authors have failed to follow basic statistical procedures. The numerical results of different approaches to an estimation problem cannot be generalized. In conclusion, the paper is not a meaningful contribution, and sadly, quite erroneous. Reply by E.Y. Baafi and Y.C. Kim The two key contentions made by M.S. Azun regarding the paper are: deterministic methods should not be compared with statistical methods and, hence, the results are erroneous; and the paper does not make a meaningful contribution. The first contention is an academic one. Most practitioners in ore reserve estimation could care less whether the tool they are using falls under a deterministic or a probabilistic method, so long as it gives the desired answers. It is probably for this reason that, whenever any new tool such as linear kriging is introduced to practioners in the mining industry, they would like to see a comparison test performed between the existing and the more familiar tools with a new and "strange" tool. Only when a new tool passes such a test, the generally conservative mining community would begin to utilize the new tool to its advantage. The second contention, is a subjective one. The final judgment should be left up to the readers within the mining community. If kriging is accepted more among practitioners, partly due to the paper, then the paper makes a practical contribution to the state-of-the art in ore reserve estimation. Finally, M.S. Azun entirely missed two main points in the paper. The first is that any comparative study of kriging vs. Polygonal or IDS should be performed for local estimation and not for global estimation. In the past, kriging was frequently compared with other existing tools in its performance on global estimation. Such results were nearly identical due to the central limit theorem effect, which further prevented the acceptance of kriging by practitioners. The second point is that a single case study using an existing property, as it was frequently performed in the past, is not sufficient because results depend not only on the tool itself, but also on the nature of the mineralization.

Asbestos analysis is conceptually simple. The objective, in most environmental analyses, is to determine the number of asbestos fibers per unit area or volume in a sample. The sample may be a consumer product, an ambient air sample, or a water sample. This determination is complicated by several factors: (1) sample collection and preparation, (2) counting techniques, and (3) operational definitions of asbestos in use. Three different definitions have been used in the study of environmental samples and are summarized in Table 1. The analytical procedure and detail required in the analysis vary with the definition of asbestos. Accordingly, this may be the only type of environmental analysis where the definition of a substance dictates the choice of analytical methods, and the rigor demanded of the analysis. Lead, arsenic, or beryllium are sub- stances having a constant definition and the method of analysis chosen depends on the concentration and precision required. However, the meaning of the term asbestos fiber is dependent on the eye of the beholder. Macroscopically, asbestos has certain physical properties that make it highly useful. Rockforming minerals do not display similar characteristics. Now, the question arises as to how three definitions of asbestos came into being. This is a result of two factors: (1) the definition of asbestos on any scale intrinsically involves the morphology or shape of the material, and (2) the advent of the transmission electron microscope permits detection of asbestos fibers and other mineral fragments in a size range where the physical properties of asbestos such as tensile strength, flexibility, or thermal resistance are difficult, if not impossible, to measure. There is a good deal of controversy about which definition is most appropriate for regulatory purposes because of a lack of appropriate health effects data (Cooper, 1978). Most differences of opinion center on the questions surrounding the following: 11 Morphology-Is a 3:l aspect ratio an appropriate medical or physical lower limit for the definition of an asbestos fiber? 2) Length-Are asbestos fibers shorter than some arbitrary length (5 pm) as hazardous as longer fibers? 3) Mineralogy-Is the mineralogical distinction between asbestos and nonasbestos minerals medically significant? While these questions are directly resolvable only with the biological and health effects data, ultimately such data reflects the ability of analytical procedures to fully characterize the materials used in health effects studies on animal models, and to monitor the exposure to particulates with different physical attributes in the workplace or community (Cooper, 1978). The following sections outline the analytical problems involved in distinguishing the asbestos and nonasbestos varieties of the same mineral; the analytical procedures available for identifying asbestos and measuring its concentration in environmental samples; the ability of these methods to distinguish asbestos fibers from nonasbestos particles; and their precision and reproducibility. Finally, we suggest some future directions in terms of definition and procedure that would greatly improve the quality of such analyses. ASBESTOS VS. The function of the mine surveyor is to (a) provide a network of points of accurately known position, covering the entire mine property, (b) obtain the required data for the preparation of useful maps and sections! (c) provide position and directional control for the guidance of the operations, (d) measure the progress of the work, (e) measure the movement of rock masses, and (f) make miscellaneous surveys as needed. Mining properties range from the very small to the extremely large, and from those which involve only surface operations to those involving extensive underground workings. Active mines undergo constant change, necessitating continual updating of the surveys. The differences in the character of the deposits, the scale of mining and the mining methods result in large differences in the surveyor's activities and techniques, but many of the problems involved are common to most mines. The surface work of the mine surveyor is very similar to that, of the plane surveyor in that control points are established by triangulation, trilateration and traversing. Detail is taken by direct measurement, by stadia and by aerial photography. The equipment used, the techniques and the methods of processing the resulting data are likewise very similar. However, the underground work is quite different : A. The lines of sight frequently must be carried through constricted openings, often involving short lines of sight and awkward setups. B. The lighting often is poor, requiring illumination of the backsights and foresights, and the crosshairs. C. The ambient conditions often are difficult, involving falling water, high tem- peratures, poor visibi 'kv and heavy traffic through the area being suneyed. D. The surrounding rock map be unstable, resulting in movement or loss of the surveying stations, as well as hazard to the surveyors. E. The points to be measured often are difficult or impossible to reach. F. Steep vertical sights often are necessary, requiring the use of special equipment. G. Many working levels commonly are involved, requiring the transfer of position and orientation to each with a high level of precision. This section therefore will concentrate on surveying problems peculiar to the mine surveyor, chiefly underground work. 22.1-THE MINE COORDINATE SYSTEM A system of coordinates is essential for all permanent mining operations It is very desirable that all mining operations in a ,given area b~ tied into the same system, as this minimizes problems of boundaries and connections Whenever possible this system should be tied into and made part of the state or regional grid system. It is desirable to orient the coordinate grid on a true-north line and to position the origin of the coordinates so that all of the work will be in the "northeast" quadrant, making the north and east coordinates always positive. This can be done by subtracting suitable constant values from the north and east coordinates of the regional system The residual values are of more convenient magnitude and can be used as the local mine coordinates. If the long axis of the mineralization is not generally north-south or east-west.

Only South Africa can be considered in terms of resources of amphibole asbestos. There are two asbestos producing fields, one in the Northern Cape Province (producing only crocidolite), and one in the Eastern Transvaal (producing only amosite). This chapter discusses the banded ironstone sequence in which amphibole asbestos occurs, and the genesis of the fiber is briefly reviewed. Also, the properties and characteristics of amphibole asbestos are discussed and compared to those of chrysotile. Approximately 300 000 t of arnosite and crocidolite are produced annually. Crocidolite has a potential for a fivefold increase of production chat could be sustained beyond the year 2000. An estimate of the resources of the various producing fields in South Africa is made. The mining methods are also reviewed and evaluation techniques are discussed. The only two types of amphibole asbestos exploited at present in South Africa are amosite [the white colored amphibole asbestos) and crocidolite (the blue colored asbestos). As is well known, crocidolite has been mined in South Africa from the early part of this century, and amosite since the early 1930's. Since these dates, asbestos mining has developed into a significant mining industry. The annual production of crocidolite is approximately 170 000 to 200 000 t. and amosite production is in the region of 80 000 to 100 000 t. CLASSIFICATION OF AMPHIBOLE ASBESTOS Four types of amphibole asbestos are produced economically in the world today: (1) crocidolite, the fibrous equivalent of riebeckite, (2) arnosite, the fibrous equivalent of grunerite, (3) trernolite, and (4) anthophylite. The names trernolite and grunerite apply equally to the crystal and fibrous forms of these minerals. For comparison and clarification purposes, the six known varieties of asbestiform minerals known in the world are shown in Table 1. All the asbestos minerals were originally developed as cross fiber seams in veins or fractures, or were controlled by the lithology. Post- fiber effects caused slip, sheared, and folded fiber seams. Crocidolite and amosite occur in banded ironstone of early Proterozoic age of the Transvaal Supergroup. The fiber seams are developed in certain defined lithological units in the banded ironstone sequence. The lithological units have a remarkable lateral persistence with respect to their chemical nature and physical appearance. Vertically, the banded ironstone sequence displays a heterogeneous nature. Commercial Applications The features and properties that make amphibole asbestos commercially attractive are: 1) The long average length of the fibers is good for greater wet strength in composites. 2) The high tensile strength of crocidolite makes it superior to all other types of asbestos. 3) It is characterized by dispersion in most liquid media, particularly amosite in water. 4) Since the surface charge of amosite and crocidolite is negative, the fibers produce an open lattice work in water with a high bulk volume giving excellent filtration rates and rapid drainage in a wet asbestos cement mix. 5) The insulating properties of amphibole asbestos mats are still important, particularly in a corrosive environment, despite the introduction of many other synthetic insulating materials. 6) Corrosion resistance, particularly acid corrosion resistance. 7) Due to the high modulus of amphibole fibers, resins reinforced with these fibers exhibit

In a previous article1 the methyl stretching vibrations for a series of xanthates and amines were reported, and the frequency of the methyl stretching vibrations in a homologous series of the alkyl compounds were shown to decrease exponentially with chain length and approach a limiting value corresponding to that of saturated hydrocarbon beyond six or seven carbons. These observations were explained quantitatively by the theory of Goto and Takenaka2 who proposed an equation relating the frequency shifts to the inductive effect of polar groups. As a result, the alkyl groups in the shorter chain heteropolar compounds were interpreted as becoming somewhat polar, and a good correlation was observed between the CH3-stretching frequencies and such surface chemistry parameters as contact angle, surface tension lowering, solubility, and critical micelle concentration" The substitution of fluorine atoms, the most electronegative of all atoms, for the hydrogen atoms in alkyl groups was expected to reverse the direction of the inductive effect within a heteropolar molecule, and its effect on the C-F stretching frequency shifts and on some surface chemical properties became of interest. In a recent study the C-F stretching frequencies of a series of normal perfluorocarboxylic acids and a few 1,1' -dihydroperfluoro alcohols were determined as a function of chain length and the results were compared with the corresponding hydrocarbon analogs. Furthermore, the nature of the induced polarity in the hydrocarbon and fluorocarbon groups was investigated through surface potential measurements at the interfaces of air-aqueous solutions of normal butyl alcohol and of l,l'-dihydroperfluorobutyl alcohol and through differential capacity and electrocapillary measurements at the interfaces of mercury-aqueous solutions containing the above two alcohols. Experimental Normal perfluorocarboxylic acids and 1,1' -dihydroperfluoro alcohols were provided through the courtesy of the 3M Company, St. Paul, Minnesota. In this research study, the interaction of particles with substrates of different roughness magnitude was investigated. Particle surface treatment, relative humidity (RH), and surface roughness levels were controlled in order to achieve separation of different particles by applying removal forces. Three different approaches to reproducibly roughen surfaces were used. Initially, glass disks were laser engraved to create a reproducible, controlled roughness substrate. However, the laser engraving method produced surface features that were much greater in scale than the particles. These scale differences were such that the substrates produced were not of value to this research. The second option investigated to induce reproducible substrate roughness was to scratch the glass disk using sandpapers of known grain size. A third approach to establish reproducible roughness was to use fine stainless-steel wire mesh substrates. In tests with sanded glass disks, the interfacial energy of plasma-cleaned (hydrophilic) glass beads had a high variation at 40% RH, showing non-uniformity of area of contact between particles and substrates. As the RH increased, it was expected that the interfacial energy of hydrophilic particles would increase, but this behavior was not observed. In addition, comparing the interfacial energy results of hydrophilic particles with hydrophobic particles, a region with significant interfacial energy difference was not identified. In the case of the stainless-steel mesh substrate, the mesh asperities and particle dimensions were comparable. Thus, the smaller particles had more area of contact with the substrate than the larger particles. For the plasma-cleaned (hydrophilic) beads, the recovery values had an average of 92.5% recovery when the RH was between 46 and 85%. For the hydrophobic beads, the average recovery was 19.0% when the RH was between 46 and 75%. Thus, the hydrophobic characteristic of the particle influenced its lower interaction with the mesh substrate. The difference in recovery can be exploited to achieve separation of particles based upon adhesive forces.

Goldberg was appointed president and chief executive officer and joined the board of directors of Newmont Mining Corp. in March 2013. Prior to this appointment, he served numerous companies in key positions including Rio Tinto Minerals, US Borax and Coal & Allied Industries. At every appointment, he was able to improve safety concerns and reduce injury rates. While serving as chairman of the National Mining Association, Goldberg launched the CORESafety initiative and US Borax was the first mining company to receive the California Governor’s Environmental and Economic Award.The Medal of Merit will be awarded to John C. Lacy, a shareholder of DeConcini McDonald Yetwin & Lacy, P.C. and a director of the Global Law Center at the University of Arizona’s Law School. Lacy’s law practice concentrates on mining and public land law and encompasses transactional and title consideration involving acquisition of mineral rights. He played a crucial role in the revisions to the mining law of the Republic of Bolivia and the English translation of the mining laws and regulations of Mexico. Lacy’s expertise in mining law impelled the University of Arizona James E. Rogers College of Law to approach him to head the new Global Mining Law Center in 2015. Cameco Corp. operates uranium mills and tailings management facilities at its Key Lake and Rabbit Lake operations in Northern Saskatchewan, Canada. Development at both mine sites began in the 1970s, with initial tailings deposition occurring within above-ground impoundments, which was common for these facilities at the time. As open pits became available at each site, and mining continued at other orebodies in the area, tailings management shifted to in-pit facilities to meet stakeholder expectations and improve the long-term security and environmental performance of tailings management at these facilities. The in-pit facility at Rabbit Lake (receiving tailings since 1984; Fig. 1), was one of the first (if not the first) engineered in-pit tailings facilities in the world and adopted a full pervious surround design concept with subaerial deposition. Under this concept, permeable sand and coarse rock are placed at the base of the pit, around its perimeter, as well as overlying the tailings at closure to promote regional groundwater flow bypassing the lower-permeability tailings. In contrast, at Key Lake, the in-pit facility (receiving tailings since 1996) adopted a partial pervious surround design concept. Under this concept, permeable materials were again placed at the base of the pit, and partway up the side walls; although for the upper portion of the tailings, the material is placed directly against the natural geologic materials. In the Key Lake case, the natural geologic environment provided the required bypassing of the tailings deposit to achieve the desired environmental performance while the base drain again facilitated pumping during operations to achieve consolidation objectives (Fig. 2). In both the initial design of the facilities, and through more than several decades of operation, it is clear that although in-pit tailings facilities provide common benefits with respect to long-term geotechnical stability, it is critical that their design approach take into consideration site-specific conditions

The U.S. Geological Survey has for many years been flying and compiling aeromagnetic surveys. The aim is complete coverage of the United States, about half of which is presently done. Colored aeromagnetic maps at a scale of 1:1,000,000 are published as the states are completed; Minnesota and Colorado have been published. Michigan, Iowa, Nevada, Utah, Maryland and Virginia are presently being processed. Some of the most spectacular data collected to date is from the Piedmont of the Eastern United States. I am going to discuss a preliminary aeromagnetic map of the Piedmont region between New York and North Carolina, where coverage is nearly complete. This map has been compiled from many surveys. Flight spacing over Piedmont rocks is 1/4 to 1 mile with flight elevation of 500 feet above ground. The spacing over the Virginia Coastal Plain and Valley and Ridge regions is wider at 2 - 3 miles. Much of the data in Virginia has been produced by the Virginia Division of Mineral Resources. The map is colored on a spectral color scheme with red for the higher intensities and violet the low intensities. Each color represents a 100 gamma interval. Some of the highest intensities are beyond the range of the 13 colors - these are left white. It is necessary, of course, to remove first, the Earth's main magnetic field. The Geological Survey uses the International Geomagnetic Reference Field or IGRF (Fabiano and Peddie, 1969). The use of color in aeromagnetic maps is not new, but then not common. We have found that colored aeromagnetic contour maps are more useful by far than the uncolored versions because they allow the user to instantly compare intensities in widely separated areas and visualize long wavelength anomalies even when numerous short wavelength anomalies' are superimposed. One tends to see only steep gradients on uncolored aeromagnetic maps, the broad anomalies being quite invisible. We feel that colored maps take the place of various mathematically derived maps such as second derivative or averaged maps.

As the environmental movement gained force during the past few years, it was inevitable that attention would be focused on surface mining, and we have seen this method of extracting minerals from the ground come under heavy attack by conservation groups, the press and television, legislators at all levels of government,, and the public at large. It is difficult, and in some situations, perhaps impossible, to measure either the need for, or the results of, land reclamation in absolute terms. Therefore, much of the criticism of surface mining has been based upon subjective analysis rather than hard data, with the result that discussion of the subject often includes a fair amount of emotional response. To be fair, this reaction is not limited to just our critics; even we hard headed engineers sometimes respond in the same way, an observation with which you may agree when I finish this talk. This leads to the thought that whether you are for it, or against it, land reclamation in many respects is a state of mind. That is, our reaction to it can vary considerably, depending on how far we have thought it through. And think it through we must, because the pressures being brought to bear need to be met with positive actions if the problem is to be brought under control, and in the next few minutes I would like to discuss from a management point of view some ideas which might aid in this thinking process. It would be a mistake, I believe, to think that the current energy crisis will suddenly bring the environmental movement to a stop, and therefore, we can relax and go back to running our busi¬ness the way we used to. This is not realistic; on the contrary the energy crisis is focusing attention on the limitations of our natural resources as nothing else could, and with respect to land

The Penjom gold mine treats highly preg-robbing carbonaceous ore by using relatively inexpensive gravity and hydrometallurgical methods. The mine is a joint venture between Avocet Gold Limited, a subsidiary of Avocet Mining PLC, a U.K listed mining company with interests in gold and tungsten, and the Pahang State Development Corporation (PKNP) who receive a 2% royalty. The operating team at Penjom embarked on a programme of innovation during 1998 following a realisation that almost all of the primary ore in the gold deposit was highly carbonaceous in nature. Earlier attempts at desliming and leaching the deslimed product through a normal CIL circuit had failed, and through shear necessity, the team turned to new technologies which were considered most suited to the ore characteristics indicated from pre­feasibility testwork. Between April and September, 1998, the mine introduced three key processes, which combined represent the elements of "The Penjom Process". The gravity circuit was boosted to maximise the capture of leachable sulphide and free gold from the relatively carbon free cyclone underflow stream, kerosene and diesel blanking was introduced to treat the cyclone overflow and RIL (resin-in­leach) technology utilised to replace the existing CIL (carbon-in-leach) circuit. Further experimentation with selective resin in partnership with Mintek of South Africa yielded a significant improvement to the process during 1999. Minix­Dowex resin was introduced mid year to replace a non-gold selective resin, which had been used in a flotation/batch leaching circuit for about nine months. Lower carbon levels in the feed at that stage led to the abandonment of flotation and the introduction of continuous RIL, which has been adopted as the major chemical process at the Penjom gold mine since September, 1999. Given the proven performance of the circuit to date, this process may be considered as a low cost option for the treatment of highly carbonaceous ores, particularly those which are not refractory and contain a reasonable percentage of free gold.

In the spring of 1988, Freeport-McMoRan Resource Partners Ltd. Partnership, IMC Fertilizer Inc. and Homestake Mining Co., as joint venturers, were awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 91372. This was one of 11 leases awarded to the joint venturers. Following the initial discovery wells in December 1988, delineation drilling confirmed proven sulphur reserves of 68 Mt (67 million long tons). Proven, recoverable oil and gas reserves are 6.2 Mm3 (39.4 million bbl) and 1114 Mm3 (7.2 billion cu ft), respectively. Development of the sulphur mine was given approval as a fast-track project in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and were also given fast-track status. Fast-track for these projects meant design and engineering would not be complete before construction began. Joint venture The Main Pass Joint Venture is one of 13 joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corp., a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has since changed its name to Homestake Sulphur Co. Texasgulf assigned its interests to its parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This joint venture, the first of its kind, was created to acquire offshore leases, explore, develop and mine sulphur. The Interior Department's Minerals Management Service (MMS) announced a lease sale date of Feb. 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the 13 leases the joint ventures bid on, 11 were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Ltd. Partnership. Resource Partners is the operator on all of the leases.

For two consecutive years the author and his wife have been fortunate enough to have been invited by the Peoples Republic of China to work with Chinese geologists of the Geological Bureau of the Ministry of Metallurgical Industries (MMI). Our visits, each of which lasted 7-8 weeks, took us to northwestern Sichuan, central Anhui, and much of Hebei Province, as shown in the accompanying drawing. We were asked to evaluate, criticize, and offer suggestions on the exploration and mining techniques used by the Chinese. Our commission both years was centered on gold, although we were also to visit other operations when the opportunity arose. In 1986, the visit primarily concerned with disseminated "Carlin" type gold deposits; in 1987, with "Greenstone" type gold deposits. Gold has been targeted by the Chinese as a metal of importance to the nation. Several governmental agencies have received direction and budgets to seek and develop gold properties. Besides the Ministry of Metallurgical Industry, gold is being sought by the Ministry of Geology, the China Gold Corporation, and reportedly the Peoples Army. There is considerable competition among these agencies. It is not uncommon to find two or more agencies working in the same general area. However, communication between the groups is minimal. Last year, we toured a small mine at Bambishan. We could see a diamond drill across the valley. The rig belonged to another Ministry and my guides voiced their curiosity to know what their competitors were finding. Mining, too, is not the monolithic bureaucracy that most Westerners anticipate in China. There are various levels of mining. These differ not only in sophistication, but in ownership. First, for small deposits the state allows "Peoples Mines". These can be owned and worked by individuals. The individual owner-miner may hire relatives or neighbors and give them a wage or he may turn the mine into a joint ownership situation. They

The Windy Craggy copper-cobalt-bearing massive sulfide lies in the Tatshenshini map area of northwestern British Columbia, where British Columbia joins Alaska and the Yukon. The area is covered with numerous glaciers and ice fields that mask geologic detail and hamper ground access. In 1957, Ventures Ltd., the predecessor of Falconbridge Ltd., undertook a reconnaissance of the area using a float-equipped Supercub. At that time, large lakes and glaciers were unnamed and little was known of the geology. The prospecting team was led by J.J. McDougall with Stan Bridcut as pilot-prospector. Prospecting was directed at the St. Elias Mountains between the rich Kennecott copper deposits to the northwest and the Maid of Erin silver-copper mine on the Haines Road, BC. Reconnaissance flying in 1957 and early 1958 eliminated vast segments of the Kennecott-Haines Road terrain as being too inaccessible for mining. In 1958, the Supercub landed at an unnamed lake and the terminal moraine of an unnamed 12.9-km (8-mile) long glacier was prospected. The lake was called Tats Lake and the glacier named Tats glacier (short for Tatshenshini). Float of sulfide was found in the moraine. Follow-up investigation along Tats glacier led to the discovery of several small sulfide deposits and these were staked. Prospecting active glaciers in this area can be complicated because of drainage capture by eroding valley glaciers. Glacier capture resulted in the float from one mineralized area being deposited at different times in three widely separated moraines. Float of the Windy Craggy deposit, therefore, occurs along the course of older glaciers and at the base of the currently active ones. The problem of sourcing caused much additional Supercub reconnaissance. It is interesting to note that about 40 geographic names were given various features in this unmapped portion of the St. Elias Range, and these names were ultimately officially adopted.

The Ertsberg East discovery was announced by Freeport in 1979 with proven geological reserves of 45 Mt (49.6 million tons) with a grade of 2.65% copper and recoverable gold values. This recently discovered deposit is one of a cluster of skarn-type copper occurrences found within the limits of Freeport Indonesia's mining con- cession at an elevation of about 3600 m (12,000 ft) in the extremely rugged Jaya Wijaya Mountains of Irian Jaya, the Indonesian half of the island of New Guinea. The Ertsberg East lies about 1.5 km (0.9 miles) east of the Ertsberg ore body, which is also known by the Indonesian name "Gunung Bijih" or "ore mountain." For general background, the original Ertsberg ore body was first discovered by the Dutch geologist Jacques Dozy in 1938 while on a mountain climbing expedition. It was mapped and sampled by Forbes Wilson and Del Flint after a two-week harrowing trek into the mountains from the coastal swamps. A drilling program in 1967- 1968 established that the Ertsberg was a viable mining venture, containing approximately 33 Mt (36.4 million tons) of skarn-type copper ore. The deposit averaged 2.5% copper, with significant values in gold and silver. The first shipment of copper concentrates was made in December 1972, following a capital investment of $200 million. Following the routine production of ore from this deposit, it became necessary to consider additional sources of ore to extend the life of the mining operation. An exploration program was thus started with the initial objective of finding shallow or surface ores which could be blended with the material being mined at Ertsberg. Project geologist Frank Nelson was transferred from Freeport Exploration Co. to the Freeport Indonesia organization at the Ertsberg mine. However, the exploration work was the functional responsibility of Freeport Exploration. Del Flint had overall responsibility for the program from the Reno headquarters office and provided liaison with management in the USA and Indonesia.

Compared to alternative ways of dealing with coal fines, oil agglomeration has always been a commercial bridesmaid and never yet a bride. Yet interest is high in the process, as shown by a number of pilot plants in operation that are funded by industry as well as government. In the past in the US, alternative ways to handle coal finer than 100 to 200 mesh included flotation, or no treatment except dewatering, or discarding the fines as waste. There are now a number of factors that tilt the economics more toward fine coal recovery. Today, the cost of mining a ton of underground coal runs from $22-30, and discarding even 10% as unrecovered fine coal is a real economic loss. A number of attempts (notably by EPRI) have been made to quantify the effect of coal cleaning on utility boiler operations. Transportation and ash handling costs, frequency of unscheduled outages, fouling and slagging problems, and boiler tube erosion are all lowered by cleaning coal. The advantage of coal cleaning on these parameters has been shown, but the dollar amount varies with many assumptions and is difficult to pin down. The message to a utility, however, has not been lost and the trend toward cleaner steam coal is accelerating. This may lead to fewer installations that only wash the coarse coal, and add back the unwashed fine coal until a maximum contractual ash limit is reached. And, as the proportion of coal fines continues to increase by continuous and longwall mining, it may become impossible to clean the coal sufficiently without cleaning the fines. Flotation and oil agglomeration are the only processes that presently deal directly with cleaning the very finest coal fractions. Flotation has proven its effectiveness in cleaning blackwater and in separating fine coal from mineral matter. It has the achievable potential for far greater pyrite rejection than is now obtained in commercial preparation plants. The coal mines monitoring should be based on the usage of simple and evident models, letting in the total unity to reflect a structure of organization of mine, system ability of its construction and specific character of its functioning. Such models are offered to create on the basis of extracted hierarchies of objects of mine. All objects of mine are broken on levels of technological hierarchy. For objects of each level of hierarchy there are made balanced models of entering and leaving material flows. Then these balanced models are coordinated among themselves by the help of the inter hierarchical relations. So the structured-qualitative characteristic of the object of monitoring, reflecting in a kind of the table structure of formation of material flows on mine, their intensity and measure of transformation is formed under transition from one level of hierarchy of mine to another. An example of real us- age of hierarchical balanced models on mine is given. The mathematical models of coal mine monitoring should reflect objective laws of their structural organization and functioning. Therefore under the constructing of mathematical models it is important such a way to reflect a structure of the mine organization, that in totality the models has been reproduction of system ability of its construction. The knowledge of the separate parties of functioning of mine, reflected in particular mathematical models, should "to be packed" in combined unity. Or else, they should be connected in system, convenient for recognition by the person. Considering the mine, the expert allocates multi-dimensionality of the objects of making its elements. He always has the knowledge of laws of development of mining work that is connected with pithy stratification of researched object. In dependence of sparial-temporary level of abstracting there are allocated the horizon, wing of a mine field, layer, panel, extracting face, longwall in coal mine. The human thinking on each of these levels operates with a set of concepts peculiar to him, characteristics, definitions.

At first glance the staid Joralemon background does not seem to equate with the life of adventure that irresistibly called me for over 70 years. But my ancestors had their adventures too. My father's family were Dutch Reformed Protestants who had energy or daring enough to come to America to escape the Catholic persecution that followed the Massacre of St. Bartholemew. The first Joralemon came from Friesland to New Amsterdam m 1636, just after Peter Stuyvesant. My father's mother's family, the Berdans, were French Huguenots who came to northern New Jersey only a little later to escape the Catholic domination in France. Some say that the first Berdan to come to America was given all the land between the Passaic and the Hacken-sack Rivers by King James. Whatever, the Berdan family settled there and was able to make a scanty living by farming and selling their produce in Manhattan. The spirit of adventure in my mother's family was just as tenuous. Gamaliel Beaman was pastor of a shipload of Puritans who came to Massachusetts in 1636. Gamaliel's descendents were peaceful farmers and some ministers in New England and later New York State. They had got all of the adventure out of their systems in the long and dangerous voyage across the Atlantic to escape religious persecution. The Joralemons and the Berdans married into families that had been in America almost as long as they had. On my father's side the Berdans, Doremus, DeGreys, Vanderbeeks, and Varicks showed by their names their Dutch or French Huguenot stock. The only one who achieved any fame was Peter Varick, who was George Washington's military secretary during the American Revolution. After this he was nine times mayor of New York and was one of the founders of Kings College, later Columbia University. He was responsible for one of my few ancestral claims to distinction. Minter's excellent recent paper (1990) on the great paleoplacer gold deposits of the Witwatersrand and its subsequent discussion (Cheney, 1991) and reply (Minter, 1991) provide an informative, interesting and up-to-date review of the geology of these unique ores and some long enigmatic questions regarding their origin. Clearly summarized by Minter (1990) are the compelling sedimentologic and stratigraphic relationships indicating that the Central Rand Group conglomerates are ancient placers and documenting the fluvio-deltaic conditions of their transport and deposition. As Minter (1991) indicates, Cheney's discussion broadens Minter's 1990 coverage of the subject by considering higher and lower stratigraphic units and by adding detailed comments concerning recently published information about metamorphic and age relationships. Cheney's discussion and Minter's reply also readdress the old controversy of epigenetic hydrothermal vs. syndepositional placer origin for these deposits. This controversy has been resurrected by: • recent recognition of hydrothermally-altered granites (HAGS) in the older Archean basement rocks that lie unconformably beneath the Dominion Group rocks north and west of the Witwatersrand depository; • recognition of greenschist metamorphic assemblages in the Witwatersrand strata; and • the presence of interpreted epigenetic mineral assemblages and textures in some of the deposits. These relationships are briefly discussed by Cheney who suggests they may result from later, superimposed metamorphism and deformation and do not prove that the gold was introduced by epigenetic/metamorphogenic processes. In his paper, Minter (1990) cited the 1986 abstract of a subsequently published paper by Hutchinson and Viljoen (1988) who also considered many of these aspects and attempted to integrate them all in a broad genetic hypothesis. In addition, they emphasized the additional important problem of determining the source for the Witwatersrand gold. Although this issue was partially addressed by Reimer (1984), Mossman and Dyer (1985) and Reimer and Mossman (1990), the question has been generally under emphasized in earlier work and was, therefore, not stressed by Minter and Cheney. Reimer (1985) also emphasized the importance of weathering of the basin's Archean hinterland and its affects on Witwatersrand sedimentation.
