Considerable amounts of Fe3+ ions are released into solution when coal is exposed to 1-3 M acid solutions. These ions superficially oxidize the coal surface, and are reduced to Fe2+ ions. When provisions are made to generate the Fe3+ ions in solution, e.g., by inserting an anode whose potential is above the reversible potential for the Fe3+/Fe2+ couple, considerable amounts of mineral matter are liberated from the coal matrix. With many eastern U.S. bituminous coals, this mineral liberation is achieved selectively without significant breakage of the coal. It is believed that this process is induced by the osmotic pressure set-up in the crevices between the mineral matter and coal that are exposed to the solution. A theoretical model predicting the osmotic pressure is presented in this work, along with some results obtained with different coal samples.

Pit slope designs at Nickel Plate Mine have used relatively steep interim and final wall slopes of 60 degrees overall. The rock is unusually strong and tough with most discontinuity sets being steeply dipping. An integrated program of monitoring and drainage has been used. Stopes of large extent which are generally unsupported occur on the property. For the most part, no deterioration of the stability of the stopes has occurred over the last 30 or more years. Mining methods through these areas have used a combination of fill s placed via VCR drop raises and crater blasting of the backs. One of the major challenges in mining through the stope areas is to maintain slope stability conditions and to reduce dilution of the higher value ore zones occurring immediately around the stope areas. The paper discusses geology, slope stability and mining methods at Nickel Plate Mine.

Decisions affecting ground control design require detailed knowledge of roof rock geology. This is especially true when weak roof materials and anomalies create hazardous conditions and. if not properly supported, result in roof falls. The U.S. Bureau of Mines has developed a system to evaluate geological conditions by using a roof drill that will provide an estimate of the compressive strength of the roof rock in real time. Through the use of sensors and a microcomputer on the roof drill critical drilling parameters can be interpreted and analyzed almost instantaneously, making it possible to inform an operator of hazardous roof conditions such as voids and changes in strata during the drilling process. Geotechnical data can be downloaded to a portable semiconductor memory device, which is brought to the surface so that data can be directly accessed with a personal computer for further analysis. Results from field tests are presented.

The article presents the concept of the application of the Finite Element Method (FEM) and ABAQUS software in the global monitoring of changes in the rock mass and on the surface of the area, as a result of backfilling the workings. Waste materials applied for stabilizing old mining workings can have a strong influence on the rock mass and surface. According to the regulations, this process should be carefully monitored, especially in terms of the safety of surface structures and rock mass stability. The article presents the concept of an analytic and graphic presentation of the results of the measurements of old workings, applying the Finite Element Method and ABAQUS software in model studies. The main purpose of such interpretation of the geodetic observations results is the application of methods providing wide possibilities to present the geometry of workings, their changes and the influence of the rock mass and surface.

Bauxite is derived by surficial weathering of aluminosilicate rock forming minerals under warm and humid climatic conditions. Variations in climate combined with base level changes promote cyclical, evolutionary weathering/concentration patterns, the residual products of which are closely controlled by biological activity. Rock decomposition results mainly from hydrolysis, chelation and solution, the effects being (a) removal of bases and silica in dilute solution, (b) depletion of iron in areas where low pH-Eh prevail and, (c) concentration through direct precipitation, or more generally via intermediate amorphous phases, of aluminium hydrates in variable associations with iron hydrates and clay minerals. Bauxites can be regarded as aluminous soils, and as such they result from cyclic or polygenetic pedogenesis. The ferralitic pedological evolution is essential for bauxite formation. Under some specific conditions, related to local climate and parent rock composition, the podsolic- or andosolic-type of pedogenesis is an effective precursor to bauxitization.

The simultaneous use of two or more families of collectors can sometimes improve one or more key flotation performance indicators, especially if the ore under consideration contains several minerals bearing the same metal. The maximum amount of collectors that can be used is limited by the need to maintain a high concentrate grade and selectivity. Therefore, when more than one collector is required, an experimental design that allows variations of both the proportions and the amounts with respect to other process factors has to be selected to find the optimum dosage. This type of design is known as "process factors in mixture amount experiment". It is a powerful design suitable for discovering the existence and evaluating the magnitude of the interactive effects between various flotation parameters. This paper elaborates the principles on which such a design is based, and demonstrates its usefulness with a case study.

Hydrologic impacts of longwall mining were studied in 1986 after mining had occurred at mine "Z" in northern West Virginia. This mine is 700 to 1,300 ft deep, with a surface topographic relief of 300 to 500 ft. Five springs and one dug well were reportedly dewatered by mining. All such supplies are above nearby streams in elevation, and at least 800 ft above the subsided mine. Three of these six supplies showed partial recovery within one year. Only supplies within 50 ft in elevation of a nearby stream showed apparent partial recovery. Measured perennial streams showed notable depletion in streamflow over mined longwall panels that were less than two years old. Normal stream discharge was measured over panels more than two years old. Most apparent hydrologic dewatering impacts appear to be temporary, and the most vulnerable areas for these impacts are hill sides.

This study presents the methodology and proposals for the restoration of an abandoned quarry in the Greek island of Milos. The local data (soil, vegetation etc.) of the island were collected, analysed and compiled into thematic maps using Geographical Information Systems. The restoration plan was based on the G.I.S. database and suggested the revegetation of the disturbed lands with herbaceous (grasses and legumes) or woody (shrubs and trees) plants. Plants should be indigenous or from other areas with the same vegetation type. Herbaceous plants establish and grow easily protecting the soil from surface erosion. The revegetation success depends on the seed quality, planting season and methods as well as local environmental conditions. Our proposals aim to restore the abandoned quarry with methods that follow the natural succession of vegetation, have minimal environmental impact, low cost and the expected result will be similar to the surrounding undisturbed land.

Alumina hydroxides such as gibbsite (Al(OH)3) and boehmite (AlOOH) are precursors of many types of alumina that find important industrial applications. The thermal decomposition of AlOOH, which is a more energy saving precursor compared to gibbsite, gives rise to the formation of ?-, d-, ?- and a-aluminas that are used for the production of catalysts. The applications of the aluminas are governed by their properties that are a function of the precursor material and its microstructure. The microstructure in turn is a factor of the method and conditions applied, as well as, in the case of soft chemical processes, on the anions present. Towards these ends, this study was focused on the effect of different anions on the physicochemical characteristics of the alumina hydroxides precipitated in the first 5 minutes after the perturbation of the stability of a supersaturated sodium aluminate solution (Bayer liquor).

Land is a precious resource and should be treated as such by all members of our society. The soil covering this earth is only a very thin outer layer, varying in thickness from a few inches to a few feet and covering the rocks and minerals lying beneath the surface. The wise use of this valuable commodity is the responsibility of everyone. Many everyday activities disturb e earth's surface. Examples are highway construction, housing and commercial developments, agriculture, and various types of mining. This chapter discusses the relationships of the environment to land as it applies to surface operations in the coal industry. Mining by surface methods disturbs, for a brief period of time, thousands of acres of land annually. In addition, refuse piles, slurry ponds, abandoned mine structures, unprotected mine openings, and unsightly cleaning plants can also adversely affect land unless properly handled.

Visible-wavelength and near-infrared multispectral image cubes for the Animas River Watershed from Hermosa, Colorado to the headwaters at Animas Forks, Colorado were acquired on June 18, 1996 using the Jet Propulsion Laboratory's AVIRIS (Airborne Visible and InfraRed Imaging Spectrometer) instrument (Green et al., 1998). These image cubes have been analyzed using the USGS Tetracorder V3.4 implementation (Clark et al., 1995), an expert system which utilizes a database of more than 300 laboratory spectra of endmember minerals and mineral mixtures to generate maps of mineralogy, vegetation coverage, and other material distributions. Major iron-bearing, clay, carbonate, and other minerals were identified along with several minerals associated with acid-generating hydrothermal systems including pyrite, jarosite, alunite and goethite. Additionally, distributions of alkaline minerals such as calcite and chlorite indicate a relation between acid- buffering assemblages and stream geochemistry within the watershed.

1.1 INTRODUCTION When underground mining involves total extraction, it induces overburden strata movements. If not properly planned it causes surface subsidence and affects surface environmental conditions. Total extraction usually refers to longwall mining and room and pillar mining with pillar extraction. Surface subsidence has long been a subject of intensive research for scientists all over the world and considerable achievements have been obtained. However due to its difficulties and complicated nature, research into overburden movement has been thus far incomplete as compared to that into surface subsidence. Since surface subsidence is a manifestation of the results of overburden movement, the processes and mechanisms of overburden movement must be fully understood in order to establish the mathematical prediction models of surface subsidence. In this chapter the processes of overburden movement and its zones of movement in the overburden will be discussed. 1.2 PROCESSES OF OVERBURDEN MOVEMENT When total extraction is used, it produces a large void in the coal seam and disturbs the equilibrium conditions of the surrounding rock strata. The roof strata bend downward while the floor heaves. When the excavated area (or gob) expands to a sufficient size, the roof strata will cave. As a result, the overlying strata continue to bend and break until the piles of the fallen rock fragments are sufficiently high to support the overhanging strata. At this tie the overhanging strata no longer cave, but bend and rest on the underlying strata. Strata bending and subsidence develop upward until reaching the surface and forming a subsidence basin. The whole overburden strata and the surface subsidence basin will further go through a period of compaction and gradually become stabilized. Current knowledge regarding the process of overburden movement has been derived from several sources. One is the direct observation of the mined sections and their surfaces, another from field monitoring of strata movements in the overburden, and others from computer modeling and scale modeling in the laboratory. For example, Figs. 1.1 and 1.2 show the results of a borehole monitoring experiment (Borehole B-2) using the full profile borehole inclinometer and full profile borehole extensometer for lateral displacements and vertical subsidence, respectively (Conroy and Gyarmaty, 1983). The panel, 400 ft wide by 5000 ft long and 630 ft deep, was extracted from the Pittsburgh No. 8 seam which had an average thickness of 54 in. The face advanced from east to west. Curve A in Fig. 1.1 shows the inclination of the borehole when it was 45 ft ahead of the face at Position A (i.e., on the solid coal side). The total deviation of the borehole was 1/7000. The first shear movement occurred at 130 ft above the coal seam and appeared to have occurred along the bedding plane with large contrast of rock strata on both sides, i.e., sandstone vs. shale. When the face had passed the borehole 79 ft at Position B, the borehole deformed to assume a bow shape with a maximum deviation of 2.8 in. from the center line. Numerous shearing planes occurred and extended further upward. When the face had passed the borehole by 75 ft at position C, strata subsidence was measured. Fig. 1.2 shows that a strata separation as large as 4 ft occurred at 40 to 100 ft above the coal seam. Above this level, the strata subsided more uniformly with bedding separations within 1 to 2 in. Another example is the longwall mining with complete caving in the Soviet Union's Karaganda Coalfield (Kolebaeva, 1968). The coal seam was 6 ft thick and 154 ft deep. The immediate roof was the fine-grained sandstone interbedded with coarse-grained sandstone. Above this, there was sandy shale and shale. In order to monitor the process of overburden movement, 15 stations were established in a borehole (Fig. 1.3). The elevations of those stations were measured when the face was at various distances from the borehole. Fig. 1.3 shows the movement history of each station. For convenience of comparison, the movement history of each station was plotted on a common reference point as shown in Fig. 1.4. Clearly, the movements of strata from Station # 1 to #6 were nearly simultaneous, i.e., they behaved as a single unit. The strata from Station #7 to # 15 had differential separations, the maximum of which was 40 in. As the face passed by and moved away, strata separations in general reduced gradually. But strata separation between Stations #12 and #13 remained the same until the end of the monitoring period. The total bed separation between Station #7 and # 15 reached 11 in., approximately 18% of seam thickness, when the face was 132 ft beyond. Based on the above observations, the author developed a conceptual model of overburden movement due to underground longwall mining (Fig. 1.5). The above-mentioned two case studies illustrated that subsidence in the overburden strata propagates upward and subsidence velocity decreases from the bottom to the top. When the subsidence velocity at the surface reaches the maximum value, the subsidence velocity at the bottom portion of the overburden strata has decreased considerably and the strata have begun to compact. Bed separation occurs within a certain distance above the coal seam and reduces from the bottom to the top. When the face has moved away, bed separation reduces gradually, so that eventually some beds completely close and others partially close. Bed separation reaches the highest level when the subsidence velocity at the surface is at its maximum value. For instance in Fig. 1.4 surface subsidence velocity was maximum when the face was 38 to 44 ft past the point. At this time the total bed separation was maximum. Overall the strata directly above the opening are subjected to tension in the vertical direction. But above a certain level, all strata move nearly simultaneously. There is also significant shear movement along some bedding planes. 1.3 ZONES OF MOVEMENT INTHEOVERBURDEN After the extraction of a longwall panel or room and pillar section of sufficient width the strata in the overburden are subjected to various degrees of movement from the bottom to the top. According to the movement characteristics, the damaged overburden can be divided into four zones (Fig. 1.6). Caved Zone. After the extraction of coal, the immediate roof caves irregularly and fills up the void. The strata in this zone not only lose their continuity completely, they also lose their stratified

INTRODUCTION The County of Cornwall is situated in the South Western extremity of England, see Fig. 1, and has for hundreds of years been an historical centre of mining activity. In the last century many thousands of Cornish miners emigrated to Canada, U.S.A., Australia and numerous other countries throughout the world to form the nucleii of mining industries in those lands. At present there are four active underground mines within the county, all mining tin, together with a relatively large china clay industry. All the operations are directly or indirectly associated with the three main granite intrusions, namely the Land's End Granite, the Carnmenellis Granite and the Bodmin Moor Granite. The report which follows relates to two mines, owned by the South Crafty Group of Companies, namely the South Crofty Mine itself and its smaller subsidiary, Wheal Pendarves. Both these mines are adjacent to the Carn Brea Granite ridge, see Fig. 2, which is an off-shoot of the main Carnmenellis Granite mass. The Carn Brea Granite has provided one of the most intensive areas of copper and tin mineralisation anywhere in the world. Many of the mines worked during the last two centuries and the early part of this century were situated close to the metamorphic aureole surrounding the granite intrusion. Both South Crofty and Wheal Pendarves have their shafts collared in the overlying slate, locally known as killas, but the major part of their workings are in the granite beneath. The ore bodies, or lodes, of both mines are generally steeply dipping and approximately one to four metres in width. They have been, and continue to be, worked by either back or under-hand stoping with the major level interval being approximately 37 metres. A feature of both stoping systems is that they require no back filling and in many cases the completed working areas have remained open for many years due to the competent wall rock conditions. The stoping operation necessitates having box-holes or draw points at regular intervals along the strike length at 4 to 7 metres centres; thus a stope some 50 metres long may typically have ten box-holes or draw points through which air can percolate into the empty stopes above. The granite country rock contains traces of uranium minerals, namely pitchblende or uraninite, and it is the decay of this uranium mineral which leads to the formation of the mobile radon gas which, together with its short lived daughters, may create a hazard. The presence of uranium minerals has long been known, but the quantities being so minute, it was not appreciated until some ten to fifteen years ago that these might present a hazard. The Mines and Quarries Inspectorate approached Management approximately ten years ago with a view to taking samples in areas of the mine that they felt might contain the highest concentrations of radon. Samples were thus taken in several areas of both mines, normally well away from working areas and where there was no through ventilation. The results of these initial tests were published by the National Radiological Protection Board in a paper entitled "Radon and Its Daughters in Various British Mines". The results of the initial surveys made it apparent that improved ventilation was the most important factor in reducing radon daughter concentrations within the mine atmosphere, with increased flow rates having three beneficial functions, viz. (1) To dilute radon daughter concentrations. (2) To prevent radon and its daughters reaching a state of equilibrium. It is not uncommon for radon and its daughters to have a disequilibrium factor of 1,000 in some uranium mines.

Disposal of solid and liquid wastes from mining and milling operations has become a focus of attention in recent years. Consequently, the geotechnical engineer is more frequently associated with design of disposal facilities. Jack Wulff, a representative of one consulting firm with experience in this field, talks with ME about the geotechnical engineer's contribution. Mr. Wulff, mine and mill waste disposal today is receiving more attention-and many more dollars-than in the past. Regulatory agencies have promulgated demanding requirements concerning mill waste (especially uranium mill waste) and specialist consultants are frequently being called in to design disposal systems. What can the experienced geotechnical engineer add to the development of waste disposal facilities? It's true that geotechnical engineers have recently become more visible in the minerals sector, but we've been around mining for a long time-as foundation engineers for mills and mine support buildings, and for geotechnical aspects of open pits, pipelines, railroads, roads, and so forth. We've also designed water supply dams, which could be considered recursors of tailings dams and other forms of disposal systems. Let me show by example what geotechnical engineering can contribute to waste disposal facility design. I recently was asked to look at several small wastewater impoundments which had failed. The design of the earth embankments appeared, at first glance, to be rather conservative. They were only about 3.4 m high, the slopes were 3 to 1 (horizontal to vertical), with about 24 m of bottom contact with the earth foundation. But there had been three episodes of dike failure in a few months, all upon initial filling. The problem was the nature of some material in the foundation that was also used as structural fill-a dispersive clay that readily deflocculated and eroded on contact with water, especially with seeping or flowing water. The design did not include the defensive measures required to use such materials confidently in water retention structures. Apparently, the designer did not recognize the potential problem posed by the unusual soil characteristics. That's the sort of engineering information fundamental to geotechnical engineering, but not necessarily a part of the civil, structural, or mining engineer's professional training or experience. This difference in expertise is not simply a matter of factual knowledge-it also affects the design process. The structural engineer can design a structure to fit the client's functional needs and can specify the materials (grade of steel, PVC, concrete, etc.) to meet the demands of the design. The geotechnical engineer's design process is somewhat different, since we work with natural materials, not man-made materials produced according to specification. We first have to establish what kinds of materials are available (usually directly from the chosen site, since importation of materials becomes expensive). Then we determine the engineering properties and characteristics and, finally, design the structure to fulfill the client's requirements within parameters dictated by available materials. In brief, the geotechnical engineer works with naturally-evolved, not man-made, materials and uses design techniques developed to accommodate that fact. Because no two sites are exactly alike in configuration, structural (geologic) characteristics, or available materials, there will be unique design and judgmental questions to be resolved on virtually every project. You said that water retention dams could be considered the precursors of tailings dams-you probably had a specific technical relationship in mind. There's a very strong carryover of methodology from earth dam design, where the technology developed and where it has become very refined. Introduction In 1969, the US devalued the dollar. This action, over the ensuing four years, resulted in the deregulation of the price of gold. It also resulted in the rebirth of the US gold mining industry. The extreme inflation of the 1970s led to a dramatic increase in the price of precious metals. Consequently an increased interest in the exploration for and mining of gold has occurred. The enthusiasm began among the few existing producers who had survived on marginal profits during a prolonged period of fixed prices and constantly rising costs. Then came the newcomers. They saw the opportunity to enter an industry that historically had been characterized by small operations with low capital costs. It was not until the late 1970s that large mining companies recognized that investment in gold projects could generate cash flows that previously were associated only with world class deposits. Today, gold mining has tremendous appeal for the entire mining community, despite the dramatic price drop from 1980-81 levels. There are even major firms with no mining experience attempting to gain a foothold. But how easy is it to enter the US gold mining industry? What are the basic factors that influence the economics, and what are they likely to be for the remainder of the decade? How has the industry changed, and what is the composition of the active companies? An examination of the industry will help to answer these questions. US Gold Mining History The current gold rush is actually the fifth in the 208-year history of the US. The first recorded commercial mining of gold occurred in the Southeast in 1799. It produced from small, yet relatively rich placer deposits. The famous California gold rush of 1848 placed the US as a major producer with 62.2 t (2 million oz) of output by 1850. More than 93.3 t (3 million oz) was mined by 1853, equivalent to 63% of world production. But the richest placers were soon depleted. By the end of the Civil War, annual production had declined to well below 62.2 t (2 million oz). The government then relaxed prices and the industry again began to recover. The 1870-80s saw the great mines of the California Mother Lode and Grass Valley brought into production. This was followed by development of Nevada's Comstock, which later became one of the world's largest producers. Discovery of gold at Cripple Creek in 1892, coupled with technological advances in the use of large dredges in the California placers, resulted in significant production increases. And, with the expansion of the Homestake mine at Lead, SD, in 1898, US output again surpassed the 93.3-t (3 million-oz) level. By 1905, produc¬tion climbed to 124.4 t (4 million oz) with the addition of the Alaskan deposits, new output at Goldfields, NV, and the introduction of the cyanidation process. During World War I, the government forced the shutdown of gold mines. By 1920, total production had dropped to little more than 62.2 t (2 million oz). Many mines remained closed until the Great Depression. This, combined with the devaluation of the US dollar in 1934, resulted in a gold price increase to about $1.13/g ($35 per oz). Then began the fourth gold rush. By 1937, output had again surpassed 124.4 t (4 million oz). This was due to an increase in primary production and new byproduct production from base metal operations. Unlike the previous period of growth, however, this period was short-lived. The imposition of Executive Order L-208 in 1942 once again forced the shutdown of most mines. Drilling fluids have changed over the years from water and/or water frequently mixed with local clays to scientifically com- pounded materials (mud). This change has occurred due to changes in drilling methods from percussion to rotary: depth maximum from 21 m in the first oil well to more than 9 000 m; and variety in types of well or hole to gas, oil, water, and mineral exploration. Environmental concerns about the composition of the fluid as to heavy metals and oil on the cuttings has recently caused changes in the materials used in the mud. The drilling fluid should perform the following functions (Darley et al., 1980): 1) Carry cuttings from beneath the bit, transport them up the annulus, and permit their separation at the surface. 2) Cool and clean the bit. 3) Reduce friction between the drilling string and the sides of the hole. 4) Maintain the stability of uncased sections of the borehole. 5) Prevent the inflow of fluids-oil, gas, or water-from permeable rocks penetrated. 6) Form a thin, low-permeability filter cake which seals pores and other openings in formations penetrated by the bit. In addition to these, the fluid should: 1) Not injure drilling personnel nor be damaging or offensive to the environment. 2) Not require unusual or expensive methods of completion of the drilled hole. 3) Not interfere with the normal productivity of the fluid- bearing formation. 4) Not corrode or cause excessive wear of drilling equipment. A number of industrial minerals, chemicals, and other materials are used as additives in the drilling fluid to accomplish these functions. Industrial minerals make up the highest percentage of the additives in a drilling fluid. Drilling fluids are classified according to their principal components: water, oil, and gas. If the major component is either water or oil, the component along with the suspension of solids, cuttings and additives is referred to in the trade as a mud. The largest use of some industrial minerals, such as barite and bentonite, is in drilling muds. For other materials, such as gypsum and limestone, drilling usage is only a small percentage of total demand. RAW MATERIALS [Table 1] lists the industrial minerals used in drilling fluids, their form, specifications, and uses. Each raw material will be discussed as to its mineralogy, physical and chemical properties, and the location of major deposits with respect to drilling fluids. Attapulgite Attapulgite is a crystalline hydrated magnesium silicate clay mineral, prized for its viscosity in saline waters. The particles are needle-like rather than the platelets common to most clay minerals. The specific gravity is 2.5 and the Mohs hardness is 1 to 1.5. Attapulgite is one of the materials sometimes referred to as fuller's earth. The major producing areas in the United States are southern Georgia and northwestern Florida. It also is mined in Spain, Senegal, the Republic of South Africa, Turkey, India, and Australia. Barite Barite is crystalline barium sulfate. It has a high specific gravity for a non-metallic mineral, 4.5 when pure, and is used as a weighting agent. Generally, the specific gravity ranges from 4.20 to 4.35. It is relatively soft with a Mohs hardness of 3 to 3.5 and is not very abrasive. Barite is inert, non-toxic, and clean to handle. Common contaminants are quartz, iron minerals, gypsum, and calcium carbonate. If there is considerable gypsum in the barite, it will thicken the mud. The major deposits in the United States are in north central Nevada, near Battle Mountain. The major producing countries, other than the United States, are China, India, Mexico, the former USSR, Turkey, and Morocco. The major deposits in India and Nevada, and some in China, are stratiform, commonly quite pure bodies in bedded sedimentary rocks.

Overview Coal production in the first half of 1982 remained near the high levels begun in mid-1981. Production then fell sharply during the latter part of the year due to recession-weakened demand. Even so, 1982 coal production was estimated at 756 Mt (833.4 million st), a record high that exceeded 1980's previous production record of 752.7 Mt (829.7 million st). Though 1982 coal production was substantially below industry expectations, the attained production represented a modest achievement in view of the recession's severity. In 1982, the gross national product declined 1.8%, its worst performance in 36 years. The recession, along with mild weather, improved energy efficiency, and conservation efforts caused the nation's energy use to drop 4.1%. With the iron and steel, construction, and auto industries experiencing production declines, industrial energy use fell 10.8%. The extent to which the nation's economic slump affected coal markets in 1982 varied: • total domestic coal use declined 3.4%; • exports remained strong for most of the year; • electric utility coal use declined for the first time in 25 years; • coal use at coke plants declined by one-third; and • coal use in other industrial sectors stayed surprisingly near the 1981 level. Coal Use Domestic coal use totaled 641.8 Mt (707.5 million st) in 1982,22 .9 Mt (25.2 million st) below the 1981 level. Nearly all the decline occurred at coke plants where use dropped to 37.1 Mt (40.9 million st) in 1982 from 55.3 Mt (61 million st) in 1981. The decline in all other industrial and electric utility coal markets was only 5.3 Mt (5.8 million st). Residential and commercial coal use increased 635 kt (700,000 st) to 7.3 Mt (8.1 million st) from 6.7 Mt (7.4 million st). Power generation decreased 2.3% in 1982, the first year since 1945 that output failed to increase. The decline was due to a drop in industrial demand. Electricity sales to residential, commercial, and other nonindustrial users increased slightly. But coal's competitive position stayed strong. Power generation from oil and natural gas fell 28.9% and 11.7%, respectively. Power generation from coal declined only 0.9%. Among the primary energy sources, coal fueled 53.2% of US electric power generated in 1982, compared with 52.4% in 1981. In 1982, US steel production declined to 66.1 Mt (72.9 million st), the lowest level in 50 years and down from 109.6 Mt (120.8 million st) in 1981. The reduced steel demand forced 13 coke plants to shut down. Coal Exports Coal exports in 1982 totaled 96.4 Mt (106.3 million st), 5.7 Mt (6.3 million st) less than in 1981. Despite the worldwide recession and above normal coal stockpiles in many countries, exports were higher than many expected. This showed the relatively strong US position in international coal trade. The US continued to export near-record coal tonnages despite increasingly competitive influences. These included an improvement in Australia's labor difficulties, the return of Polish coal to Western European markets, and lower oil prices. In 1982, US port facilities were improved and expanded, and more efficient methods for scheduling foreign vessels were implemented. As a result, high volume coal shipments to US ports were routinely loaded and dispatched unhampered by bottlenecks that plagued East Coast ports in 1981. Coal is the nation's most abundant fossil energy resource. However, its use is limited because of the nature and amount of associated impurities, such as mineral matter, sulfur, trace elements, and moisture. The moderate-to high- sulfur content of many U.S. coals is of particular concern as current and newer, potentially more stringent, regulations require reduction in sulfur oxide emissions. Release of particulates, NOx, and other pollutants during the coal-use cycle is also of concern. The current practice of controlling sulfur oxide emissions in the major steps of the coal- use cycle is limited mainly to coal preparation by physical beneficiation and, to a smaller extent, to post-utilization cleanup (flue gas desulfurization). Approximately two-thirds of the coal from states east of the Mississippi river is physically cleaned, whereas only 15% to 20% of the operating boilers in the utility industry are equipped with scrubbers to desulfurize the flue gas (Henzel, 1988). Physical beneficiation methods can be very effective in removing mineral matter, including pyritic sulfur, from coal. These processes take advantage of the differences in physical proper- ties between coal and mineral matter to achieve the separation. In a typical physical cleaning operation, raw coal is crushed to about a 50-mm (2-inch) top size. It is then screened into coarse, intermediate, and fine sizes. Crushing the coal liberates some of the ash-forming minerals, including a portion of the sulfur that is not chemically bound to the coal. The per- centage of impurities freed from the coal matrix generally increases as the coal particle size decreases. The coarse- and intermediate-sized coals are typically subjected to a cleaning pro- cess based on differences in specific gravity between coal particles and the associated impurities. Such cleaning processes used include jigs, dense-medium baths, cyclone systems, and concentrating tables. The fine-sized (typically less than 0.5-mm) coal, if beneficiated, is typically cleaned using a froth flotation technique based on the differences in surface proper- ties between coal and its associated impurities. At fine sizes, greater cleaning potential exists because a greater portion of the impurities is released from the coal matrix. However, this potential is not fully realized owing to inefficiencies in separating fine particles using state- of-the-art flotation technology. Overall, current commercial coal preparation processes are estimated to remove up to 60% of the ash and 10% to 30% of the sulfur, depending on the coal characteristics, with product weight recoveries rang- ing from about 60% to 90% and thermal recoveries of about 85% to 98% (Versar, 1985; Science Applications International Corporation, 1987; Hoffman- Muntner Corporation, 1978). For many U.S. coals, grinding to sizes finer than those used in current coal preparation plants is required to liberate most of the physically bound impurities from the coal matrix. As noted, conventional coal-cleaning methods are not very effective at these fine sizes. Accordingly, the expanded use of domestic coal requires the development of advanced coal cleaning technologies that can provide economic performance while reducing environmental impacts. Program Goals and Objectives The overall goal of the U.S. Department of Energy (D0E)'s Coal Preparation Program is to provide the scientific and engineering knowledge base that industry can utilize to produce economically competitive and environmentally acceptable clean-coal products for introduction as market conditions warrant. The coal preparation process(es) should remove undesirable components from coal and improve its handling characteristics, thus making the product coal technically, as well as economically, viable as a competitor with petroleum-derived fuels and natural gas, and with alternative environmental control technologies. The coal preparation process must be applicable to a wide variety of bituminous and low-rank coals. The cleaning process should reduce the variability among clean-coal products from various raw coals, thus significantly increasing the range of potential end uses for each raw coal. This image, while steeped in heritage, is no longer representative of what mining is: a global, increasingly diverse industry.It’s an industry made up of individuals like Zambian-born Chushi Mwewa, PE, president of Southlands Engineering, LLC in the United States and managing director of Southlands Engineering Limited in Zambia; Navajo tribe member Peter Denetclaw, manager of environmental programs and Navajo relations at Freeport-McMoRan; and Chinese and Jewish Alyssa Hom, a project engineer at McCarthy Building Companies.According to the Austrian Federal Ministry of Science, Research and Economics, 168 out of the world’s 195 recognized countries have some mining or mineral resources activity, and the mining industry directly employs more than 25 million people across the globe.However, according to McKinsey & Company’s 2017 “Women in the Workplace” study, white males hold 67 percent of C-Suite positions and 70 percent of senior vice president positions in the corporate world, and mining is no different. This uniformity among leadership has been tied to lower levels of employee engagement, innovation and business growth. The bottom line is this: Diversity is good for business. The question industry leaders must now ask themselves is not “Will we promote diversity?” but “How will we promote diversity efficiently and permanently?”More than 80 industry professionals, consultants and students gathered to discuss this question and share stories at the “Developing Diversity in Mining” workshop organized by the University of Arizona’s Lowell Institute for Mineral Resources (IMR), held during the 2017 SME Arizona Conference in December 2017.Brad Ross, co-director of the IMR and one of the facilitators of the workshop, said he felt diversity was important to discuss because he has witnessed its benefits throughout his career in the mining industry.“By creating a team of people with different experiences and perspectives, a company is better equipped to see the big picture and to creatively tackle problems,” he said. Speakers from industry and academia,including Mwewa, Denetclaw and Hom discussed the challenges surrounding achieving diversity and inclusion as well as the roles and responsibilities of different stakeholders."

To many people, the word cartel implies illegality. However, although it is illegal in the US, cartels are an effective and legal way to conduct business elsewhere in the world. But be-fore we continue, what is a cartel? The American Heritage Dictionary defines a cartel as "a combination of independent business organizations formed to regulate production, pricing, and marketing of goods by the members." However, that definition does not fit many of the "cartels" we are examining today. The International Tin Council is an organization of both consumer and producer nations--no individual companies are represented. The buffer stock is used by the ITC to provide protection for both producers and consumers, and has only been in effect since 1955. (Earlier tin producers groups date back to 1921 when the Federated Malaysia States and the Netherlands East Indies formed the first intergovernmental tin agreement, known as the Bandoeng Pool, which only lasted three years.) The International Bauxite Association only dates back to 1974 when seven nations--Australia, the Dominican Republic, Ghana, Guinea, Guyana, Haiti and Jamaica--agreed to three main objectives: 1) to promote the orderly and rational development of the bauxite industry; 2) to secure a fair and reasonable return on the raw material for the benefit of the nations' citizens; and 3) to safeguard the interests of member countries in relation to the international bauxite industry. 1 Again this organization is composed of nations, not separate firms. This generally follows the pattern that the oil producing countries (OPEC) chose since the nations' mineral product-ion is controlled and often owned by the state. However, the group I am going to discuss fits the more classic mode of a cartel. The informal lead-zinc producers' cartel can be dated as far back as to Roman times when Romans are said to have imposed a quota system on British lead production to safeguard their Spanish lead mines. Also, the lead-zinc producers group is composed only of individual companies, not do not include any lead-zinc consumers. Finally, the activities of the group are not open to public scrutiny, and details are only now available due to a leak in the Australian government. At this point, it is necessary to split the two metals since while many of the members of the cartels produce both lead and zinc they do have different histories and marketing arrangements.
