The Chino mine, concentrator, and smelter are located in Grant County in Southwestern New Mexico. Chino Mines Company is a partnership two-thirds owned and operated by Kennecott Santa Fe Corp., and one-third owned by MC Minerals Corp. (Mitsubishi) of Japan. The Chino Ore Body The Chino ore body is a widely varied deposit of rock types and contains intrusive stocks and sediments. The stocks contain chalcocite in a matrix of quartz, mica, and feldspar. Much of the feldspar is altered to clay. Some of these stocks are enriched with native copper. The sediments contain chalcopyrite associated with gangue minerals including magnetite, pyrite, garnet chlorite, and epidote. The contact of the stock and sediment is heavily altered to chlorite and clay. The stock ores contain economic quantities of molybdenite. The operating work index of Chino ore varies from 5 to 20 kwh/ton and averages 8.5 kwh/ton. The ore head to the concentrator averaged 0.81% copper and 0.010% molybdenum. Fifteen percent of the total copper head exists as nonsulfide mineralization.

Effective maintenance planning is vital for coal mining operations, where haul truck fleets directly determine production continuity. This study presents a discrete event simulation (DES) model for evaluating maintenance strategies under multiple failure modes and their interdependencies. The model integrates corrective, periodic preventive, and opportunistic maintenance, dynamically updating equipment lifetimes through probabilistic time-betweenfailure and time-to-repair distributions. Applied to a fivetruck coal haulage fleet over a one-year horizon, results show that periodic preventive maintenance delivers the highest availability (76%) under unconstrained conditions, slightly outperforming corrective-only maintenance (75%). Opportunistic and integrated approaches performed worse (68% and 69%), reflecting redundancy from overlapping interventions. These findings suggest that structured preventive programs provide the most reliable outcomes when costs and resources are not limiting. The DES framework serves as a baseline for future models incorporating cost, spare parts logistics, and workforce availability, supporting robust maintenance planning in coal mining operations.

"INTRODUCTION The design, development, fabrication, and test of cryogenic breathing apparatus is part of a much larger effort funded by the National Institute for Occupational Safety and Health (NIOSH) and managed through a Space Act Agreement with the National Aeronautics and Space Administration (NASA) at the Kennedy Space Center (KSC) in Florida. This effort is designed to create cryogenically based life support equipment that is responsive to the needs of miners as required by the Miner Act of 2006. Our goal was to design and build a liquid air based self-contained breathing apparatus (SCBA) that lasted 2 hours and would be used for the egress of miners during a mining accident and be refillable while worn. Therefore, the current report describes tests of an Advanced Cryogenic Breathing Apparatus (termed the ACryoBA) designed to provide miners egressing an emergency situation with a two-hour open-circuit SCBA. The ACryoBA utilizes low pressure cryogenic liquid air instead of high pressure compressed air commonly used in most commercially available SCBA. The ACryoBA can also be self-filled from strategically placed Cryogenic Air Supply and Fill Stations (CryoASFS) initially, and thereafter on the egress route approximately every 1 hour and 30 minutes with a 30 minute air reserve. The ACryoBA evolved originally from a one hour Liquid Air Pack (LAP) developed in the 1980’s for Space Shuttle Rescue forces allowing for longer duration and cool air (Figure 1). It was used successfully for many years, through the end of the Space Shuttle Program. The first attempt at a mine egress pack was the Cryogenic Breathing Apparatus (Figure 2). It was to have a low profile, two hours of breathing, attitude independence, and a simple rapid refill while in use. The CryoBA met the two hour criteria, but with difficulty due to excessive heat leakage caused by the dual 4 liter Dewar design. Much of the stored air was lost as it vaporized faster than it could be used. However, the pack was successful in demonstrating both attitude independence and a simple rapid refill capability. The ACryoBA project was designed to continue the progression and address the deficiencies in the CryoBA. The ACryoBA pack was designed to last 2 hours. It minimizes the heat leakage with a single Dewar and thereby requires less liquid air. The single Dewar design also minimizes weight, making it much more manageable by the user (Figure 3). The ACryoBA complies with 42 CFR part 84 NIOSH certification test requirements. One critical requirement for the ACryoBA is operation in positions other than vertical for periods up to 1/4 (i.e. 30 minutes) of the rated service life of 2 hours; this was accomplished by use of new technology called the “attitude independent pickup” which is abbreviated “AIP.” The AIP, developed by BCS Life Support LLC (patent #8,899,226), has a tube going from the top flange down through the center of the Dewar. At the end it has a flexible bellows and a weighted end. Due to the flexible nature of the bellows, the pickup at the end is free to rotate and follow the liquid level around within +/- 90o of vertical."

Recommendations for reducing electrical accidents in surface mining are given and are directed toward the following three areas: preventing equipment contact with overhead lines, preventing maintenance related accidents, and defining system protection techniques.

Cemented rockfill (CRF) is being used to backfill primary and secondary stopes at the Eagle Mine, an underground nickel and copper mine operated by Lundin Mining. National Institute for Occupational Safety and Health (NIOSH) researchers from the Spokane Mining Research Division (SMRD) are conducting cooperative research with the mine staff to determine if the size of a CRF sample affects its measured strength properties. Based on previous research by NIOSH, cylindrical samples of CRF ranging in size from six to eighteen inches in diameter were cast at the mine and cured underground. The samples were later transported to the SMRD laboratory and the Michigan Technological University where tests were conducted to determine the strength and elastic properties of the CRF. To further analyze the relationship between backfill density and compressive strength, different ASTM International compaction techniques were used to cast the samples. For comparison, tests were also conducted on in-situ core samples that were drilled from a stope which had been backfilled with the same CRF mix. The data collected from this study not only improves our understanding of CRF in-situ properties but also helps optimize Quality Assurance/Quality Control (QA/QC) methods for backfill preparation and testing.

Solution flow in leach dumps and heaps or in columns of representative rock has been the subject of only limited studies. This is a regime involving unsaturated flow in semiconsolidated rock with a wide size distribution. Even the concepts of continuous flow systems are fairly recent, and have evolved from the search for better methods of operating industrial chemical reactors. (1-3) Waste rock consolidation and permeability play a key role in solution flow characteristics. Harris (4) suggested that bulk density variations in a leach dump could alter the particle-to-particle contact, and that large particle aggregates could act like single, large particles . In the limiting case where the bulk density approaches that of the undisturbed, consolidated rock, the entire waste unit would behave as a single particle. Roman (5) treated the phenomenon of bulk density and its effect on consolidation in terms of lixiviant flow paths or solution channeling in leach dumps. Like Harris, he assumed that no solution moved through particles or particle aggregates associated with zones of high bulk density. Solution flow paths are thus effectively separated by particle regimes, creating solution channels in the waste body. While some attempts have been made to describe solution flow in leach dumps and related systems by utilizing computer model approaches and laboratory- scale simulations (5,6), there have been no direct, large-scale observations of solution movement in channels or of the actual channel sizes and distributions within a waste body. This paper describes a series of experiments involving large-scale, controlled waste leaching tests, conducted over a period of several years, and aimed at providing some direct observation of the changes in waste consolidation and permeability, the size and distribution of solution channels, the movement of such channels with continued solution application, and other features relating to solution flow during the leaching of low-grade waste. These results are then combined with mineralogical information to explain observed leach behavior.

"The successful commercialization of a pressure oxidation (POX) process for recovering metal values, including gold, copper, zinc, nickel and molybdenum, is the result of a carefully planned development program. The initial task involves developing one or more conceptual flowsheets, including the POX autoclave and downstream purification and recovery steps. A laboratory program is completed to determine the technical viability of the flowsheets, define the operating parameters for each step and provide information for an initial economic assessment of the process. The process is then confirmed during a continuous pilot plant program, providing engineering design data and other information for the commercial design. A well-thought-out development program has been shown to be critical for reducing the risk of commercializing POX processes. Experiences developing POX processes for refractory gold ores and copper concentrates are briefly discussed. IntroductionPressure oxidation (POX) has become a common commercial operation for processing sulfide-bearing feedstocks. These feedstocks include gold ores and concentrates; copper concentrates; nickel concentrates and mattes; zinc concentrates; and molybdenum concentrates. Drivers for the development and commercialization of POX processes include:• The high cost for pyrometallurgical processing of sulfide ores, much of which is attributed to environmental controls.• The motivation to implement safe and more environmentally attractive alternatives for sulfide ores.• The need to process increasingly difficult ores with complex mineralogy.• Improvements made over the last 25 years in POX equipment design and experience operating commercial POX plants.Although the capital and operating costs for commercial POX processing can be high, this technology is capable of rapid oxidation of most sulfides and arsenic minerals in the feed, with little noxious gases and environmentally stable iron arsenate and other iron compounds in the POX residue (Marsden and House, 2006).In POX operations, sulfides are oxidized to either sulfates or elemental sulfur in an autoclave at elevated temperature and pressure with oxygen gas. "In today’s tough mining environment, the key difference between surviving and thriving is how effectively miners optimize their mining operations. This paper explores the compounding effects material fragmentation has on mining costs and productivity. Starting with Drilling & Blasting and moving through Loading, Hauling and Crushing, we will illustrate the opportunities to improve operating costs and thus reduce the Total Cost of Ownership (TCO) of the total mining system. Material size and volume requirements are defined by the needs of the mill or plant, and drive the rest of the mining operation from the bench through the primary crusher. At the start of the cycle, where the rock mass is drilled and blasted, the degree of fragmentation and the muck pile configuration is determined, as are the effects on cost and productivity of all subsequent operations. The cost of managing oversize material, including secondary handling, overloading, reduced diggability, higher load factors, extra pass loading, increased wear factors and reduced throughput rates are all opportunities for improvement. INTRODUCTION Having visited many mine sites, customers are asking about the end to end mining value stream from loading to the crusher and how to measure the cumulative effects on each part of the mining value chain. All too often improvements with the drilling and blasting may impact fragmentation but do not improve the diggability so the net change on cycle times or fill ratios is perceived to be negative at the point of loading but they may have a measured improvement going through the primary crusher. This makes it imperative to measure performance at each segment of the overall cycle and not just to the crusher but thru it. The mine material process originates with solid rock, in-situ, and progresses to the output of the primary crusher. Once the material has passed the primary crusher the fragmentation size will be fairly consistent and promote consistent throughput of the plant or mill. In late 2015 a team was conducting a reassessment visit to a mining site where we had conducted the original assessment the previous year. Though many recommendations had been implemented some had been so recent they had not resulted in the expected improvements. Several of our discussions kept returning to the impact fragmentation has to both the individual components of the mining cycle but also the effects compounded throughout the end to end process. Let’s move on to the big picture before we zoom in on any specific operation. To get from native solid rock in the ground to a concentrate or a saleable rock product we have the same steps from one end of the chain to the other. We start with a good geological understanding of the rock type, characteristics and structure to design a program to drill and blast the rock. The height of the bench is relevant to the annual production requirements and the specific digging equipment models best sized to make that production possible. The equipment selection influences the bench height which has a minimum and maximum hole diameter to maintain a safe blasting operation. The diameter of hole burden and spacing all contribute to a good distribution of explosives in the rock mass that maximize the fragmentation and preconditioning of the rock when blasted. The timing and sequencing of hole initiation will yield a fragmentation ratio and diggability factor. Fragmentation size adjustments will change the meters drilled per cube and the explosives consumption will change accordingly. Drill cost is measured by meter drilled so a direct relationship exists between cost and fragmentation sized achieved."

"The EarthScope Transportable Array (TA) of broadband seismometers (www.usarray.org) was deployed across southwest Wyoming from November 2007 through May 2009. During this time period the Array Network Facility (ANF, anf.ucsd.edu) detected and located a total of six seismic events near the trona-mining district. This lack of seismicity is atypical compared to coal mines employing similar mining methods. In this study, eighteen months of continuous seismic data from several nearby TA stations are reexamined using conventional and correlation-based methods to detect seismic events. Waveform cluster analysis and epicentral locations are used to discriminate between mining induced seismicity (MIS) and seismic energy generated from surface blasts at nearby coal mines. The locations and magnitudes of the 143 newly detected MIS events are compared to regional subsidence as measured by Differential Interferometric Synthetic Aperture Radar (DInSAR). INTRODUCTION An abundance of natural resources and a favorable political climate have made southwest Wyoming home to multiple large mining operations. Among these operations are five underground trona mines located approximately 50 km west of Rock Springs, Wyoming. The trona mines employ room and pillar, longwall, and solution mining methods over an area roughly 900 km2, and produce a sizable portion of the world’s soda ash (Brown 1995). Historically, in the Rock Springs mining district, several relatively large magnitude seismic events have occurred. These events are thought to have been related to mining activity and have caused notable subsidence (Case 1997). The largest event in the region recorded by seismometers, ML 5.1, has been confirmed as the 1995 Solvay Trona Mine collapse (Pechmann et al. 1995). In addition, blasting at surface coal mines near Rock Springs produces significant amounts of seismicity; approximately 50% of all daytime seismic events in the Mountain time zone from 2007 to 2009 locate near an active surface mine in this region (Astiz et al. 2014). Much of the current research related to surface subsidence and induced seismicity focuses on wastewater impoundment (Ellsworth 2013) and hydraulic fracturing. The observable seismicity in geological injection environments is widely variable and McGarr (2014) has argued that, in such environments, the maximum amount of seismic energy that can be released is proportional to the injected volumes. Like injection environments, in extraction (mining) environments seismicity is highly variable depending on many geological and operational variables (Boltz et al. 2012; Carnec and Delacourt 2000; Fritschen 2010; Iannacchione et al. 2005; Sen 2013) and does not always correlate well spatially with subsidence, a surface expression of extraction at depth."

In the United States, the occurrence of underground mine fires/explosions continue to decrease; however, they pose great danger to the miners and any subsequent mine rescue teams and/or fire brigades. Tragically, 19 coal miners lost their lives in 2006 at fires or explosions. Fires/explosions can devastate a mine and cause its permanent closure. It is vitally important to obtain accurate information on the gas content (concentration and composition) of the mine atmosphere after the event so that appropriate action can be instituted to rescue any trapped miners while not exposing the mine rescue teams to unnecessary hazards. Additionally, the fire fighting techniques (spraying water, sealing, etc.) will be dictated by the gas content. Finally, the gas content will determine when it is safe to recover the mine. The gas content of the air can be determined using detector tubes, handheld instruments, portable instruments, or gas chromatographs. No single instrument is suitable for all analyses. Each type of instrument has its advantages and disadvantages. This paper discusses these attributes.

The latest downturn in the world’s metal prices has forced many mining companies to focus on cost reduction and productivity improvements to remain competitive. Maintenance represents a significant part of the overall operating costs in the mining industry. A structured, proactive maintenance approach, such as reliability-centered maintenance, can achieve cost reductions and productivity improvements. Remote condition-monitoring systems are becoming commonplace because they have the potential to identify problems before failure. Detection of equipment degradation before failure will enable repairs to be scheduled, thereby reducing costs and interruptions to production. The mining industry is in the midst of uncertain times. Decreasing commodity prices, demand, head grade and capital availability along with increasing environmental requirements have put pressure on mining companies to significantly reduce costs to maintain short- and long-term viability. Corporations are looking at expansion, merger/consolidation and financial/hedging programs to achieve these cost reductions. Mines are reducing costs by eliminating all but essential expenditures, increasing production levels, reducing overtime and investing in new technologies.

Laboratory experiment as a basis of commercial plant design has been the subject of much analysis and thought and on which a large number of articles and papers have been published. We would be forced to choose between an unduly brief exposition if we wanted to cover it completely, or no exposition at all. We must therefore concentrate upon the essentials without ignoring at the same time too many of the qualifying factors which, by the choice of what we want to examine, may become side issues. In doing so, we do not imply that these side issues are therefore any the less important. In every case, what is said here applies with almost equal force to the pilot plant which may be necessary as it does to the commercial plant. In discussing a recent paper by Derek C. Shelton on the Santa. Barbara Mill in Chihuahua at a meeting of the Inst. of Mining & Metallurgy (London), D. J. Ottley said on the matter of relating laboratory results and small scale tests to full scale plant results that he would like' to draw the attention of members to the great difficulty of scaling up mineral dressing plants and processes. He felt that this was an important yet neglected subject which merited considerable fundamental scientific attention from mineral dressers and plant design engineers in particular. How much of this fundamental scientific attention has, as a matter of fact, been accorded to the subject, mainly by our sister profession, Chemical Engineering. The close similarity to chemical engineering problems that we meet, particularly in hydrometallurgical operations, suggests that Chemical Engineering publications offer a rich source of information and discussions of methods useful to us. We have only to think of pressure leaching, ion exchange, liquid-liquid extraction, precipitation and so on, all problems in chemical engineering unit processes or of the new Freeport Sulphur Nickel plant in Cuba or the Sherritt Gordon plant and many others.

Sixty years ago, underground coal mining was the most hazardous job in the United States. Roof falls were a big part of the problem. They killed about 100 miners every year, more than all other causes put together. Fast forward half a century to 2016, which is the first year ever with zero roof fall fatalities. Just three miners were killed by roof falls during the following 6 years. How was this historic goal achieved? This paper starts with a modern analysis of the causes of the roof fall fatalities in 1968. Then it follows the reductions over time by category, using snapshots of the fatalities occurring in subsequent decades. Along the way, it evaluates the influence of the regulatory environment, changing mining methods, and better ground control technology. The paper shows that in 1968, more than half of roof fall fatalities at large mines were attributable to an inadequate safety culture. The immediate effect of the 1969 Coal Mine Health and Safety Act was to reduce the riskiest activities, like needlessly going under unsupported roof. Other hazards, like large roof falls, required technological developments before they were brought under control. Roof control plans, which the U.S. Bureau of Mines had been advocating since the 1920s, played a significant role throughout the process.

"Speakers and attendees of the 2016 Cutting Edge Conference could not be faulted for keeping one eye on the presentations taking place at the Hyatt Regency at LAX in Los Angeles, CA on Nov. 7 and 8 and another on the results of the historic election in the United States that took place on Nov 8. While there was certainly interest in the presidential campaign, there was also a great deal of interest in Measure M on the California ballot. Measure M, which passed easily, is a half-cent sales tax increase that will fund the most ambitious transit expansion in Los Angeles County history.In the coming years, the ballot measure will transform a traffic-choked region by funding the construction of nearly a dozen new rail lines with an estimated $120 billion raised in four decades. Among the projects that could come to fruition are a twin-rail tunnels project through the Sepulveda Pass and new connections in the city.During the update on West Coast projects, Bill Hansmire summed things up with a slide asking “How much work is there on the West Coast,” and his answer was “Billions.”From Seattle, WA south to Los Angeles, there is already a lot of work for tunneling and underground construction experts, and Measure M ensures that there will be plenty of work for decades to come.Currently, The Los Angeles County Metropolitan Transportation Authority (Metro) has three rail projects underway that were funded by Measure R in 2008 — the Regional Connector, the Purple Line subway extension and the Crenshaw/LAX Line that are designed to alleviate the traffic pressure with an eye to more solutions.Measure M is the fourth sales tax increase to fund transportation in L.A. County, bringing the base sales tax rate to 9.25 percent. In some cities, which already levy their own sales tax, the rate would be higher, The Los Angeles Times reported.About 35 percent of the revenue will fund major new transit projects, such as the subway under the Sepulveda Pass, extension of the Gold Line to Claremont, extension of the Crenshaw Line to West Hollywood and acceleration of the Purple Line Subway construction along Wilshire Boulevard to finish in 2024, 10 years earlier than scheduled.About 17 percent would fund a dozen highway improvement projects, such as widening parts of I-5 in the Antelope Valley and southeastern county, adding bus lanes to the Sepulveda Pass section of the 405 freeway and adding truck-only lanes to a section of the 710 freeway."

Accurate evaluation of stress and geological conditions is critical to ground control design in underground openings. For a slope entry, the problem is more difficult, because a slope will transverse through many types of strata. Over the last few years, Keystone Mining Services LLC, an affiliate company of the Jennmar Corporation, has developed a new methodology designated the “Stress, geologic and support design system (SGS).” The method analyzes the stress, geology and support design for a mine slope. The method has been successfully applied in various new slopes across the United States, and ground control plans developed using SGS methodology has helped coal companies successfully pass review and/or hearings by state and federal regulatory agencies. With a case application in the U.S. Midwest, this paper details and demonstrates the main concepts of the methodology, including (1) analysis of stress and geology and identification of strong, fair and weak zones along the slope; (2) primary and supplemental support design; (3) long-term support design in the form of steel square sets or arches and (4) validation of the support design utilizing advanced finite element computer modeling.

Explosions in underground mines and surface facilities such as processing plants are caused by confined accumulations of combustible dust and/or flammable gas mixed with air in the presence of an ignition source. Underground explosions can be prevented by minimizing methane concentrations through methane drainage and ventilation, by adding sufficient rock dust to inert the coal dust, and by eliminating ignition sources. The effectiveness of rock dust in arresting explosion propagation was proven by experiment and practice (1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11). The precise mechanism by which rock dust (generally pulverized limestone dust) quenches flame has not been fully explained, but is believed to be absorption of thermal energy from the heated gases and absorption of radiant energy, which reduces the preheating of unburned coal particles ahead of the flame front. One measurable aspect of explosibility is incombustible content. In order to determine whether enough rock dust is applied, 30 CFR1 § 75.403, Maintenance of Incombustible Content of Rock Dust, requires at least 80% incombustible content on the roof, ribs, and floor of underground coal mines. 30 CFR § 75.403-1 further defines the incombustible content as follows: ?Moisture contained in the combined coal dust, rock dust and other dusts shall be considered as a part of the incombustible content of such mixture.? In order to determine the incombustible content of the mine dust, samples of deposited dust from specified areas in a mine must be collected, analyzed, and then compared with the minimum standard of 80%. The traditional low temperature ashing (LTA) approach to determine if a coal and rock dust mixture is compliant with the inerting requirement consumes the coal dust and considers the remaining material to be inert. Compliance with the law is then determined by comparing the measured percentage of inert material of the representative band sample with the pre-established requirement of 80%. The incombustible content of the sample includes rock dust, the amount of moisture as received at the lab, and the inherent ash in the coal. The LTA method is not itself a direct measure of explosibility but is a surrogate that calculates a single parameter associated with large-scale Bruceton Experimental Mine (BEM) explosion test results conducted with dry rock dust. This method assumes a homogenous mixture with no layering of rock dust and coal dust. Float coal dust is a serious explosion hazard if it accumulates on top of the rock dust and is not mixed with the rock dust (12). Mitchell and Nagy (13) studied the effectiveness of water as an inerting agent for the coal dust explosion hazard. The study emphasized that surface water evaporates readily from dusts. Thus, in a passageway where the dust is wet, changes in weather or the ventilation system could dry the dust and make it unsafe in a relatively short period of time. Where adequate rock dust has been applied, this drying effect is not a factor. However, if the mine depends upon the moisture content as part of the incombustible content, fluctuations in the dust surface moisture within a mine can render moisture content an ineffective and inconsistent measure of safety. Additionally, if sufficient moisture is absorbed and subsequently relinquished by rock dust, a cake can form and render the rock dust ineffectual. The trend has long been recognized that mine explosions occur primarily during the winter season when the humidity is low for long periods of time (14, 15, 16). In light of this trend and due to the potential variability of the moisture content of the dust, it may not be prudent to include variable surface moisture in the total incombustible content of the sample. Instead, surface moisture should be viewed as an additional safety measure as long as the rock dust is dispersible. However, moisture limits the ability of the rock dust to disperse and can significantly reduce its capacity to effectively inert propagating explosions (2, 13, 17, 18, 19, 20, 21, 22). Given the methods by which the as-received moisture and incombustible content are determined, dust samples from the 2010 MSHA database were assessed to determine the variability of the moisture content throughout a year and how often the measured as-received moisture might have affected the dust explosibility determination if removed. The findings were then verified by observation in laboratory studies and within the NIOSH OMSHR Safety Research Coal Mine (SRCM).

Arch Coal Inc. has implemented and sustained Best Practices at its four western mines through utilizing foremen in ongoing time studies. A prime benefit is the unique opportunity provided to front line supervisors. To date, 48 supervisors have participated in this program. Each quarter a new team is assembled with members from each operation. During three month blocks the supervisors conduct studies at each mine and identify best practices to implement at their own mine. Ongoing Best Practice and Action Item lists are reviewed each study. Mine management edits, prioritizes and monitors the completion of the proposed action items.

Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs.
