Your committee doesn't assign any easy topics to us speakers. How do you define "successful" in what is essentially a losing game? I am reminded of the fellow who returned from a one-week vacation in Las Vegas, and proudly stated, "I only lost $150." To him, that was "success." I am afraid that workers' compensation is a losing game for employers, too, and success has to be defined in terms of how much or how little is lost. We have no chance of producing a profit for our employer. We will narrow down to some suggestions about conducting a workers' compensation program at the plant level, but first I want to discuss the general legal, social and legislative climate in which your plant program operates. Workers' compensation is a statutory program with its general parameters established by the legislature. These parameters are then amplified by the boards and commissions established to administer workers' compensation. What influences the legislature and the boards and commissions as they establish the framework in which we must function?

John Marks said in his acceptance of the Hartman Award in 2008, “I guess that without the occasional complaint, your mine is probably over-ventilated” (Marks, 2008). Miners are seldom in this situation and spend much of the time trying to find enough air to keep an operation running. With examination, there are usually changes that can be made to increase the efficiency of ventilation systems. Mine ventilation air is a costly commodity, especially by the time it has been heated or cooled and moved to the bottom of the shaft and through the mine airways. Modifications that result in surplus mine ventilation air could bring financial and environmental benefits. Some issues mine operators have needed to address recently are increased airflow requirements to dilute diesel particulates in metal and nonmetal mines, to ventilate reserves that are deeper, hotter, and further away from fans and shafts, and to meet demands from increased production. This paper discusses successful methods to find additional usable air when there is no extra ventilation capacity. Most of the options presented in this paper are useful for metal/ nonmetal operations but some may be applicable to coal as well.

In this work, the possibility of intensifying the cementation process in stirred vessels was studied by using the perforated baffles as turbulence promoters; the cementation reaction of Cu+2 on Zn was selected as a model. Zn was used in the form of a sheet lining the inner wall of an agitated vessel. Parameters considered are initial concentration of Cu+2, solution temperature, impeller rotation speed, and impeller geometry. Within the present range of parameters studied, the rate of cementation was found to increase with increasing initial concentration of Cu+2, solution temperature, and impeller rotation speed. At the same rotational speed, a flat turbine gave a higher rate of cementation than a 45° pitched turbine. The present suggested that baffles’ geometry gave superior performance in terms of mass transfer of copper cementation compared to the conventional baffle geometry. All parameters that affect the rate of cementation were correlated in the form of dimensionless equations suitable for the design and performance prediction of the agitated vessel. Potential applications of the obtained results in the field of hydrometallurgical processes and wastewater treatment were discussed.

The definitions of system pressure loss (mine head) and system resistance, which are traditionally associated with single-fan net- works, are applied to multiple-fan ventilation networks. The system characteristics -- relations among air power, pressure loss, air quantity and resistance -- are analyzed by introducing the concept of subsystems. These subsystems are associated with the fans located in a cutset of the network. For a multiple-fan network, the resistances for the subsystems and total system are dependent on the quantity ratios of the subsystems. In general the pressure loss of a subsystem or a total system does not vary as the square of the corresponding air quantity. If the quantity ratios of subsystems are all held constant, then the resistances become constant and the pressure losses are predictable from the quantities employing the "square law." The system resistance has a minimum value under the natural- splitting flow pattern. Being independent of the value of system quantity, the minimum system resistance provides a basis for comparing the different networks.

Truck fleet dispatching plays a crucial role in reducing operational costs and fulfilling operational targets in open-pit mining operations and is subject to large uncertainty arising from the operating cycles of trucks and loading equipment. This paper proposes a reinforcement learning-based truck dispatching system. Reinforcement learning is a machine learning area that deals with learning an optimal sequential decision-making strategy in an uncertain environment. An open-pit load-and-haul simulation is developed that also captures the truck movements and interactions in the shared road network, and a Neural Network is successfully trained to suggest truck dispatching decisions in a real-time manner.

Most coals are susceptible to spontaneous heating which in turn creates problem to mining, storage and transportation of coal. It is impossible in actual practice o eliminate spontaneous heating but spontaneous combustion can effecively be controlled through a clear understanding of its mechanism and the factors affecting it. There are altogether six stages in the process of spontaneous combustion. This includes the water adsorption stage and six oxidation stages: chemi-sorption (upto 70°C), decomposition of peroxygens (70°C-150°C), oxy-coal formation (150°C-230°C), combustion initiation (230°C) and active combustion (> 230°C). Heat is produced in all these stages. On the other hand heat is also dissipated so that some equilibrium temperature is reached. If this temperature exceeds a certain critical value (generally about 70°C), coal oxidation may advance to spontaneous combustion. The major factors influencing spontaneous combustion of coal are: coal rank, maceral composition,, water, mineral matter, joints and fissures, seam depth and thickness, mine Layout, method of ventilation, etc. Susceptibility is high for low rank coals and generally decreases with increase in rank. Of the macerals, the exinites are generally most susceptible, the inertinites least and the vitrinites somewhere in between. Water plays a major role on the spontaneous heating of coal, assisting in someways and inhibiting in other. Unrecovered coal in the gob (generally in thick seams) is a major source of fire hazards and this is specially important in shallow mine. Proper design of mine ventilation system can substantially reduce the risk of mine fire. Panel layout and load transfer can affect the development of induced cracks which in turn influence spontaneous heating. Finally, the difference between the spontaneous heating of coal in a seam and that in storage or transportation is mainly due to the change in moistured content, air circulation through the coal and coal fragmentation. These aspects have been analyzed in this paper with a view o reducing the risk of spontaneous combustion.

3D modelling can be used throughout the mine lifecycle and has proven to be a powerful tool for consultants and mining companies. One of the most significant benefits of 3D models is their ability to enhance collaboration, communication, and understanding between the mine owner, design engineers, and other relevant stakeholders that have a shared interest in responsible mining and site management. Tailings and mine waste management is an interdisciplinary effort that requires effective coordination and communication between a wide range of consultants, operators, and stakeholders alike. The increased emphasis on Environmental, Social, and Corporate Governance (ESG) highlights the importance for mine operators to engage and communicate with all parties involved in the planning, permitting, operation, and closure of mine sites. 3D models are valuable tools that can be used for development of geotechnical conceptual models, allowing for improved design and monitoring of Tailings Storage Facilities (TSFs). A clear conceptual understanding of a TSFs subsurface geology and foundation characterization is essential for proper tailings management, design, and planning. Visualization with 3D modelling can simplify the interpretation of the, oftentimes intricate, mine sight subsurface settings and allows for quick and effective geotechnical conceptualization. 3D models can be used to identify data gaps, optimize field investigations, and streamline the development of numerical stability or groundwater models. They can help communicate the complex nature of subsurface and TSF interactions in a clear, concise, and accurate manner to both technical and nontechnical stakeholders. This paper discusses some of the benefits of 3D modelling in relation to geotechnical analysis for tailings management and provides methodologies for how to improve upon some methodologies that are considered industry standards.

Estimated costs and revenues can be used in the evaluation of post- mining land use alternatives. However, post-mining land use decisions have to be made in an environment complicated by several additional factors. These factors, including cultural, natural, and managerial issues, are not as easily quantified as costs and revenues but may be more important determinants. There- fore, some approach is needed to attach relative weight to the various factors. The concept of fuzzy sets assembled into a structured hierarchy facilitates analysis of the relative value of individual factors and their impact upon each alternative under consideration. In this paper, a method is presented which employs fuzzy set analysis to evaluate postmining land use plans on the basis of these nonquantitative factors.

Use of cement begins early in a country's development, and, because of local availability of raw materials, cement manufacture is one of the first heavy industries many countries desire. Use and manufacture of cement usually precedes other industrial materials such as steel and heavy chemicals, and consumption levels off for a long period during development of infrastructure and an economic base. With a mature economy comes a very high consumption. Per capita consumption varies ten times or more between nations (Figure 1).

The Second Narrows Water Supply Tunnel will ensure system reliability in the event of a major earthquake and increase the Greater Vancouver Water District’s capacity to meet a growing population’s longterm needs. It includes a bored tunnel between two deep shafts located in North Vancouver and Burnaby, BC, Canada. The support of excavation for the 16-meter-diameter (52.5 ft) TBM launch shaft consists of 83-meter-deep (272 ft) unreinforced concrete slurry walls. This paper discusses challenges encountered during construction of the launch shaft slurry walls, namely excavation methods and slurry loss, and mitigative solutions implemented to successfully complete the shaft with minimal impact to project schedule.

Over the past decade, there has been a significant increase in effort put to tracking progress toward sustainability. Many aspects of society are participating in this “movement” including mining. The drivers are diverse and include evolving ideas in business and public administration as well as concerns for human well-being, community robustness, environmental integrity, and overall social and ethical responsibility. The scale in question varies greatly from local to global. For the most part, there has been a pre-occupation with developing discrete measurable signals. This paper argues that the overwhelming focus on the quantitative is ill-advised and that a more effective approach is to bring together the best of both quantitative and qualitative. The mining industry in particular is well-placed to affect this shift and reap the associated benefits.

Improving upon the past understanding of the interaction between installed rock bolts, the immediate roof and sidewalls is vital for the implementation of sound support system design, as this has a direct impact on rock-related safety. This is the primary goal in rock-bolt-related research. The earliest research in this field concentrated on limited laboratory and in situ measurements accompanied by theoretical analyses, based on the Kirsch equations. This represented the initial insight into understanding relative ground movements and their impact on primary support. However, these studies were far from complete. More recently, major technological advances in computing power within the mining industry has changed the scope from theoretical analysis to computer simulation. Even with these advancements our understanding of rock bolts in situ and in the laboratory has not progressed, particularly concerning bending and shear. To measure the behavior of rock bolts, the widely accepted practice is to populate the bolts with an array of strain gauges. Historically, resistive foil strain gauges or long displacement sensors have been used. Additionally, all instrumented rock bolts have used only two diametrically opposed slots. Rock bolts instrumented with these methods have significant shortcomings, one of which is the inability to capture shear and bending. The shearing and bending of rock bolts are particularly common in tabular soft rock mining, such as coal mining. This paper discusses the use of three slotted rock bolts, cut diametrically 120º apart, and two new optical fiber technologies populated along the entire rock-bolt length.

The tempo of air pollution control regulations has increased dramatically in the past few years. Because coal mining operations are frequently located in remote areas away from urban developments, specific regulations applying to coal mines have received lower priority and are thus only now being promulgated and/or enforced. Therefore, many mine operators are not yet familiar with the regulations and the impact upon their method of operations. Few have been faced with an inspector on the property sighting them for specific violations. Several of the Mid-western states are just now requiring permit applications to be submitted.

By using management information systems to coordinate support operations, the most productive planning decisions can be made. Mill scale is an oxide waste product of the steel mills, which contains around 70% iron and other allied impurities. In the present context, a dynamic prototype counter current reactor (CCR) has been used for experimentation and simulation of particle bed by using discrete element method (DEM). Mill scale was pulverized to ASTM mesh range 140 (106 μm)/ + 270 (53 μm), and then it was oxidized in CCR to make single oxide Fe2O3 phase by maintaining required thermodynamic conditions such as pure oxygen at 1100 °C. Then this oxidized powder was subjected to reduction reaction in CCR having gas mixture ( H2:N2) ratio of 1:4 at 875 ± 5 °C for filling degree (fd) and reactor revolution (ω) ranging from 5.38 to 16.14% and 2 to 5 rpm, respectively. A creeping fluid flow condition (Re ˂ 1) and natural heat convection (Gr/Re2 ˃˃ 1) has been maintained while undergoing solid–gas reaction. Besides particle bed behavior has been quantified by Froude number (Fr) for the optimum operating window. The simulation was validated by the experimental results of reactor reaction product by X-ray diffraction (XRD) and scanning electron microscope (SEM) images. Prevailing heat transfer mechanism and reduction reaction mechanism has been established for solid–gas counter current conditions.

The elimination of ultrafine (<10 µm) clay particles is essential to the treatment of abandoned coal-washing plant tailings for the recovery of the remaining coal fraction by enhanced gravity processing. Effective hydrocyclone classification is required to remove this fraction. The highly variable composition and particle size distribution of such wastes creates significant difficulties in the operation of hydrocyclones for such classifications. Hydrocyclone laboratory investigations and their plant setup require lengthy or time-consuming tests. The use of empirical models of such classifications frequently requires modification to correspond to actual operating conditions. Results of the evaluation of computational fluid dynamics (CFD) modeling to predict hydrocyclone classification of coal-washing plant tailings are presented. Results of the standard k-epsilon turbulence, SSG turbulence and large eddy simulation CFD models are compared with the results obtained from analyzed hydrocyclone classifications. The CFD models tested are shown to be very effective in the simulation of hydrocyclone classifications for the determination of the classification particle size and adequate for determining the efficiency index values for many applications. The large eddy simulation model was identified as the most precise, but it is recommended that all three models be improved simulations of classifications above and below the classification particle size.

Rare earth elements are essential for modern life products and green technologies. Recent supply constraints have boosted the development of rare earth projects after the price peak of 2011. The feasibility of a project depends on the definition of a processing route, which in turn depends primarily on the rare earth mineral, with monazite and bastnaesite representing the two most relevant minerals. Monazite-type ores usually contain high acid consumption impurities, such as iron, aluminum, calcium, magnesium, and phosphates, and may also contain prohibitive levels of radioactive thorium in its composition. This work presents a thermodynamic analysis of a monazite system and discusses the fundamentals of a selective process route for rare earth extraction from monazite ores with high iron content. This process involves sulfation by means of concentrated sulfuric acid and roasting at a high temperature. The route yields high rare earth extraction with low iron and thorium extractions and low acid consumption. Rare earth extractions as high as 80% were achieved, while iron and thorium extractions were lower than 1%, and acid consumption was lower than 0.34 kg of sulfuric acid per kg of ore. INTRODUCTION This paper describes operational procedures and instrumentation which were developed to implement a patented method of detecting and locating uranium ore bodies. All equipment was designed for accurate and reliable use under difficult field conditions. Data resulting from these developments, some of which are incorporated in a companion paper for this conference*, have contributed to our understanding, of the nature and significance of naturally-occurring radon exposures. Further applications of these techniques may prove useful in studying anthropogenic radon in evaluating the significance of variability in radon flux, or in taking proper account of the contribution of natural radon to ambient radon concentrations, particularly in mineralized regions. OPERATIONAL PROCEDURES The uranium search technique employed by GEOMET begins with a [reconnaissance mode], which utilizes a series of ambient air filter samples taken from a moving or standing vehicle to detect anamalous concentrations of radon. These samples are normally taken at night under stable (temperature inversion) or neutral atmospheric conditions, to avoid the rapid dispersion of the radon clouds typical of daytime turbulent conditions. Radon daughters formed by the decay of radon quickly attach to ambient aerosol particles and are captured on the surface of a membrane filter during a five-minute sampling period. The filter is placed in a portable alpha scintillation counter, and a five-minute count is started at a preset time after the completion of the sampling period. This count is followed immediately by a second five-minute count to enable determination of the cloud age, based on consideration of the relative half-lives of the initial radon daughters. With the use of tables computed from the mathematics of the uranium decay process, and with the measured radon background accounted for, the first and second counts are used to estimate the time which has elapsed since the pure radon initially emanated from the earth&apos;s surface. This cloud age, combined with wind speed and direction measurements made at the beginning and end of each sample, as well as with an understanding of the effects of local terrain features on wind trajectory, provides an estimate of the Probable location of the source. In practice the reconnaissance mode involves one vehicle with a single operator to take the five-minute samples, moving or standing, along any available roads or trails in the area to be covered. Under the usual nighttime stable conditions the cool air flows downslope and downvalley, and the operator will pay special attention to locations along the axes and confluences of the natural downflow patterns. These facilitate sampling of large air drainage areas. Successful detection of sources of radon based on high concentrations of radon daughters, and substantiated by evidence of "fresh" clouds, are frequently made on the basis of a relatively few samples taken judiciously by an experienced operator during a reconnaissance. At this point he has a choice: he can continue to cover the designated reconnaissance area, leaving the localization of any anomalous radon detections to await the ranking of detections by priority, or he can continue with localization of the detected source, either alone or by radioing for another vehicle to assist in triangulation operations. Localization of a source involves skillful and experienced use of the continuously collected data on concentration, age, and wind speed and direction, together with knowledge of the terrain from observation and contour maps, and exploitation of the available roads. Since age ratios are dependent solely on proximity of the source and wind speed, decreasing [cloud ages] based on statistically significant increasing age ratios represent the most useful. information in localization. The [magnitude of the concentration] of radon daughter products is also useful; however, it may vary widely for a variety of reasons during sampling for a localization, thus making this a secondary parameter for localization. Large values of concentration are of course useful; typical results for successful detection of a strong anomaly would yield alpha counts ranging from 10 to 25 times background values. These counts are convertible to ambient radon concentrations by appropriate consideration of the decay process. Successful localizations of radon sources using this procedure with ambient atmospheric measurements normally will narrow a source location to within an area ranging in size from less than a quarter of a square mile to at most a square mile, and frequently give information on the probable shape of the source (in plan view) on the earth&apos;s surface. Judicious use of this procedure could undoubtedly provide finer localization, but the coarser results just described are adequate for this Phase of GEOMET&apos;s uranium exploration procedures.

From 2015 to 2021, five massive pillar collapses occurred at four underground stone mines in the eastern United States. These events resulted in powerful airblasts that damaged mine infrastructure and mobile equipment, seriously injured miners, and disrupted underground travelways. Each of these pillar collapses propagated through the overlying strata, causing a subsidence basin on the surface. Pillar collapses are particularly hazardous for miners because they can occur with little warning and can affect miners that are far from the pillar collapse area. The following case studies show that certain factors may increase the likelihood of a pillar collapse. For instance, each of the five events involved the collapse of at least twelve benched pillars with width-to-height ratios (w/h) of 0.8 or less. This study elaborates on

A four-mile length of interceptor sewer tunnel in Manhattan has finished sizes ranging from 10&apos;6" to 14&apos;6" horseshoe. Mixed face conditions were anticipated in three areas and encountered in five. All were short but since the tunnel lies well below the water table and failures would involve important utilities, major structures and human lives, great care had to be exercized in choosing a construc¬tion method. Chemical consolidation was selected as the best approach with compressed air working as a backup system. Initially grouting was accomplished from within the tunnel, but treatment from the surface was more successful and was later adopted. The soils consisted largely of impermeable weak silts and it was found possible to inhibit access of water to this material so that it could be controlled by breasting within the tunnel without loss of stability. It is concluded that in the interlayered permeable and impermeable soils encountered, chemical grouting would successfully stabilize the working face. INTRODUCTION An interceptor sewer is currently under construction along the entire length of the west side of Manhattan. When complete, the tunnel will intercept and divert to a treatment plant (also under construction) a daily flow in excess of 200 million gallons per day. About 9 miles of the interceptor sewer is in tunnel and the remain¬der is cut-and-cover construction.
