A technology for producing liquid fuels from oil shale at prices competitive with crude oil prices is a necessary but not exclusive prerequisite for the development of a shale oil industry. Many other factors will affect the timing and the rate at which oil shale is commercially developed. Among the more important are: governmental policy concerning oil shale and oil resources (including the Outer Continental Shelf) that are under Federal control; oil import policy; Federal taxation of shale oil production including depletion allowances; regulatory practices; competition from other energy sources, both synthetic and natural; Federal treatment of factors affecting competing energy resources; and present legislation under which the public resources must be leased. Significant changes in any of the foregoing factors could have a controlling effect on the timing and rate of oil shale development. The effect of changes in each of these factors is evaluated.

This paper will highlight recent experiences at the Rudna Copper Concentrator in Poland, the Escondida Copper Concentrator in Chile and some large zinc concentrators in Australia. Detailed maintenance and operating cost information will be disclosed. Emphasis will be placed on economics on scale gained from higher machine throughputs.

From 2013–2017, there were over 1,120 documented injuries, including fourteen fatalities, from ground falls in underground mines in the United States (MSHA 2017). The majority of these ground-fall injuries were not caused by a major roof collapse, but from falls of smaller rocks from the immediate roof. Roof screen can significantly reduce the number of these injuries and has been widely used in underground coal mines for surface control. Because of the potential of reducing ground-fall injuries, the National Institute for Occupational Safety and Health (NIOSH) is further evaluating the performance characteristics of welded-wire screen as used in underground coal mines by conducting a laboratory testing program using the Mine Roof Simulator (MRS) in NIOSH’s Bruceton Research Center Laboratory in Pittsburgh, PA. The load-displacement characteristics of an 8-ft x 12-ft area of 8-gauge welded-wire screen were evaluated using a test frame designed for testing multiple load-pull locations. In previous tests, load-pull contact was always in the center of the bolted screen section. In this study, larger pull contact areas are used to simulate roof falls. The information obtained in this and similar studies can be used to better understand the loading behavior and surface control capability of roof screen in underground mines. INTRODUCTION AND BACKGROUND The large majority of ground-fall injuries are caused by falls of smaller rocks from the immediate roof. Various controls are currently being used in mines to control this surface rock, including the use of wire roof screen. In mines where wire roof screen has been installed, injuries from rock falls have been reduced dramatically (Robertson and Hinshaw, 2001). Roof screen has the potential to prevent hundreds of injuries caused by the fall of small rocks between permanent roof supports (Compton et al., 2007). Because of this potential for reducing ground-fall injuries, the National Institute for Occupational Safety and Health (NIOSH) is evaluating the performance characteristics of welded-wire screen as used in underground coal mines by conducting a laboratory testing program in the Mine Roof Simulator (MRS) in NIOSH’s Bruceton Research Center Laboratory in Pittsburgh, PA. Previous tests to evaluate the performance characteristics of various types of screen have been conducted by the University of Alberta (Tannant, 2001). In this study, the load-displacement properties of welded-wire, chain-link, and expanded-metal mesh were measured by performing full-scale pull tests. A flat steel plate was pulled through a screen test sample that was bolted to a special test frame while the pulling force and mesh displacement were measured. These tests established the general load-displacement behavior of the screen. Peak load capacities and stiffness were determined for each screen type, showing how welded-wire mesh has a much stiffer initial loading response, whereas chain-link and expanded-metal mesh have large displacement capabilities and exhibit significant post-peak ductility.

The safe evacuation of miners during an emergency in the shortest amount of time is one of the most essential features of a mining operation. Despite advancements in mine evacuation research, the usage of mine vehicles during evacuation has not been considered. The majority of recent studies have been done on miners’ evacuation on foot. Mathematical formulations including Minimum Cost Network Flow (MCNF) models, Dijkstra's algorithm, Floyd-Warshall algorithm, and Ant Colony Optimization models have been used to solve mine evacuation problems. These models, which concentrate on determining the shortest escape routes during the evacuation, have been found to be computationally expensive and may not offer the best solutions in some cases. The goal of this paper is to incorporate light vehicles in the evacuation process using a mixed-integer programming approach. The methodology aims to minimize the total time required to evacuate the mine, ensuring minimal exposure of the miners to the adverse conditions that triggered the evacuation.

Burst-prone conditions are a significant hazard in deep hardrock mines, elevating the risk to excavation stability and, more importantly, to worker safety. As mining progresses deeper, induced stress changes may trigger the initiation of rock failure processes which can be detected and recorded as mine seismicity. The implementation of seismic monitoring and routine seismic data analyses enables mine seismicity to be quantified spatially, temporally and on scale. The ability to quantify and characterize mine seismicity offers the opportunity to gauge seismic hazard, identifying high risk zones for mitigation against burst-prone excavation failure. Over the last decade, the Mines Technical Services (MTS) group at Vale Canada Limited’s Garson Mine assessed seismic hazard with the objective of assigning practical mitigating controls to zones identified as having a high rockburst potential. Initially, seismic hazard was computed using the Seismic Excavation Hazard Mapping (SEHM) software developed by the Mining Innovation Rehabilitation and Applied Research Corporation (MIRARCO) at Laurentian University, Canada. More recently, Vale Sudbury Operations partnered with the Australian Centre for Geomechanics and the University of Western Australia’s mXrap consortium. Through the consortium partnership, MTS at Garson Mine implemented the mXrap seismic data analyses platform, including the grid-based seismic hazard assessment tool. Building on 10 years of seismic hazard assessment experience at Vale Garson Mine, this paper summarizes a comprehensive case study, comparing the two tools (SHEM and mXrap) used at Garson Mine to assess, quantify, and represent seismic hazard. Subsequently, results of the Garson Mine comparative seismic hazard study will be discussed, emphasizing the need for an all-inclusive hazard assessment tool, focused on delivering practical mitigating controls that further enhance the overall safety of seismically active underground mines.

Nutrien has six potash mines in Saskatchewan and has been proactive in maintaining the integrity of their tailings facilities through ongoing assessment, design, operation, inspection, and monitoring. Nutrien commissioned a system inventory and semi-quantitative risk analysis (SQRA) of all dikes to further environmental stewardship at their potash facilities. The inventory assessed nearly 100 dikes; each dike was rated according to a probability and consequence factor and assigned a risk score. The risk scores were used to develop a risk matrix for each of the six sites and risk-response actions for each dike and segment. The inventories and SQRAs will help each site assess priorities for investigation and risk mitigation, if necessary. The study results will also help Nutrien refine corporate wide tailings governance standards and demonstrate compliance with various governance regulatory obligations.

Researchers examined datasets from two separate studies that measured common demographic variables but different safety performance outcome variables. Of specific interest was how types of experience might relate to workers’ preparedness to effectively mitigate or respond to both routine and nonroutine risk in the mining industry. The results suggest that individual factors such as length of job, industry, and mine experience are predictive of routine safety performance — as measured by self-reported proactive and compliant safety behaviors — and/or nonroutine safety performance — as measured by perceived competence in self-escape knowledge, skills and abilities (KSAs) — in significant and sometimes unexpected ways.

Extractions of minerals from Searles Lake brines have taken place since 1873. Early operations were for borax and raw trona found on the surface, expanded after 1914 to include potash, salt cake, and soda ash. A new soda ash plant now in operation will double area production. The evaporite beds were formed by desiccation of Eastern Sierra runoff. The resulting series of brine-bearing salt beds supply the fluids necessary to feed the area chemical plants. Production methods include evaporation and crystallization for potash, borax, and salt cake; carbonation of brine to recover soda ash; and organic extraction of borax.

Drilling into coal mine roof strata to install roof bolts has the potential to release substantial quantities of respirable dust. Due to the proximity of drill holes to the breathing zone of roof bolting personnel, dust escaping the holes and avoiding capture by the dust collection system pose a potential respiratory health risk. Controls are available to complement the typical dry vacuum collection system and minimize harmful exposures during the initial phase of drilling. This paper examines the use of a bit sleeve in combination with a dusthog- type bit to improve dust extraction during the critical initial phase of drilling. A twistedbody drill bit is also evaluated to determine the quantity of dust liberated in comparison with the dust-hog-type bit. Based on the results of our laboratory tests, the bit sleeve may reduce dust emissions by one-half during the initial phase of drilling before the drill bit is fully enclosed by the drill hole. Because collaring is responsible for the largest dust liberations, overall dust emission can also be substantially reduced. The use of a twistedbody bit has minimal improvement on dust capture compared with the commonly used dust-hog-type bit.

Using a combined fire assay-atomic absorption method, gold determinations with a minimum detection limit of 5 ppb were made on 345 samples of Early Precambrian felsic plutonic rocks collected 2 2 from intrusions ranging in size from 4 km to 88 km and in composition from syenite to granodiorite. Gold levels in unmineralized stocks are consistently below the 5 ppb detection limit of the analytical method used. In contrast, analyses of samples from stocks containing gold mines within their borders and in nearby metavolcanic-metasedimentary host rocks show a strongly skewed trace element gold population with a substantial percentage of gold values exceeding 5 ppb and ranging as high as 320 ppb. The data indicate that (1) ore-stage hydrothermal metasomatism has produced widespread Au enrichment in Precambrian intrusions that host epigenetic vein-type gold deposits, and (2) geochemical Au analysis of samples collected from 30 to 50 randomly distributed sites can be used to estimate the gold exploration potential of stock-sized bodies and to outline internal patterns of Au variation which may be useful in directing exploration to particular contacts or portions of a stock. The results do not conclusively indicate unusually high Au content in primary unaltered igneous rocks.

It is somewhat reassuring to note that the United States has an abundance of coal reserves which can be used to bridge the widening gap between the nation's energy production and consumption. The U. S. Bureau of Mines has recently established a demonstrated coal reserve base of 434 billion tons. (31)(Figure 1) As can be observed, the major percentage of the reserves is in the West. Although surface coal mining in the West has been gaining increased attention in recent years, western reserves that must be deep mined are significantly greater. Though deep mining activity in the west is very limited and accounts for less than 2% of the annual production, the primary reason, quite probably, is the greater thickness of the seams as compared to those found in the East. Forty-five billion tons of the western demonstrated coal reserve base for underground mining are in seams greater than 10 ft. in thickness. (37) Thick coal seams do not lend themselves readily to extraction with the underground mining methods practiced in the United States today. Experiences from the practices in other countries can serve only as guidelines. Consequently, a concerted effort is necessary to overcome the technical difficulties.

"The impact of mine closure is perceived through a veil of compliance to human laws and regulations rather than the laws and equilibrium of nature. This perception motivates present research. Understanding the causes and effects of mine closure defines levels of responsibility. This understanding evolves from mine closure's legacy. Mine closure is characterized in perpetuity by three aspects: Future liabilities; level of technologies for extraction and, usage of mineral resources. These aspects must be updated to a rationally appropriate level. This paper will address the following questions: Will the minerals remaining in the process of mine closure ever be recovered? Will the mine closure inhibit the availability of minerals for the next generation? How many mines are designed to perform a successful mine closure? Do we close the mines or do we close nature? Is it responsible to continue mine closures as we do them today? Is mine closure a complement of mine operations or a contradiction of mining? Do we need to perform mine closures, yet? This paper reviews mine closure practices and principles with the level of responsibility to nature and for the next generation.PREFACE The planet has irreversible issues to deal with regarding the depletion of mineral resources and contamination occurring from human activities. The population increased exponentially to more than seven billion, this high population with its lifestyles, demands a higher supply of minerals. In spite of these conditions, mining is a vital industry to keep ""civilization"" in society. This is evidenced by what we see around us, in that everything ""made"" in society is directly or indirectly due to mining. Hence, mining cannot be avoided or ignored. Society misunderstands the importance of mining in relation to other activities. At this time, mining is fragmented and economically oriented to supply cheap minerals to a market with peculiar characteristics regarding products that could be designed for recycling and stimulate nature’s equilibrium. These issues add important “variable factors” to the equation, when they are considered as parameters for the next generation. It also raises many questions regarding principles and attitudes about morals and ethics exercised in all anthropogenic activities. The industry's practices have many flourishing paradigms which are subject to a variety of criticisms and observations. Some of these observations will be described in this paper. It is important to clarify in advance a ""normal disclaimer"" about the ""apparent contradiction"" that could take place in the writer's comprehension when we abruptly ""jump to conclusions"". We must remember that we are profiling the future in an arena that demands a better understanding of solutions to problems created by actual mining."

Investigation of the costs of industrial accidents dates back to the 1920s. The Bureau of Mines was one of the pioneers in accident cost investigation with numerous studies published between 1928 and 1933. The bulk of these early investigations dealt only with costs which appeared as payouts on company books; that is, the direct cost of insurance premiums and the costs of medical expenses which resulted from industrial accidents. These early investigations, especially the Bureau's study of accident costs in Pennsylvania and Indiana coal mines provided the first real evidence that promotion of industrial safety pays back in dollars as well as in human life and wellbeing. In the 30s and 40s, investigations began to accumulate evidence that industrial accidents impacted more than just the direct operating expenses of a company (i.e., higher insurance premiums). The work of Heinrich pioneered these investigations, and produced strong evidence that the un¬insured costs of accidents far outweighed those costs covered by insurance. Heinrich developed and published a ratio of insured to uninsured costs of 1.4. Despite his cautionary statements about blanket application of this ratio it is used even today to estimate total costs of accidents. Simonds, in the late 40s and early 50s, extended the definitions of uninsured or indirect accident costs and developed what is now regarded as the principal method for estimating the total economic impact of industrial accidents. Simonds' method served as the basis for development of the logic of the Accident Cost Indicator Model (ACIM). However, several departures from Simonds' method were made to satisfy certain requirements imposed by the Bureau of Mines, and because information gathered during the course of our investigation justified a departure. MINERAL EXPLORATION 'The Function of Exploration Mineral exploration aims at locating the presence of economic deposits and establishing their nature, shape, and grade. As all ore bodies are finite, exploration is essentially the lifeblood of the mining industry. It is divided into two phases, reconnaissance and target investigation. It involves geological mapping, geophysical prospecting (aerial and ground or both), geochemical surveys, prospect drilling, and/or exploratory under-ground workings. Successful exploration is followed by development drilling, mine development, and eventually operation. In underground mining, the term "ore" is applied rather loosely to metalliferous rock that can be profit- ably mined, but nonmetallic industrial minerals and energy related materials constitute a large and growing portion of the tonnage extracted by underground methods each year. It is appropriate, therefore, to consider exploration as the search for any useful substance occurring in the earth or in the oceans that is of sufficient value as to volume, grade, chemical and physical com- position, and location as to make extraction by mining commercially profitable for the investment required. The Selection Process The search for ore includes hundreds of mineral commodities. The more successful exploration organizations tend to restrict the search to the mineral commodities for which they have strong exploration expertise and which have a high probability of being concentrated in areas open to exploration and development in sufficient volume, grade, and proximity to the surface to warrant the large expenditures of risk capital in finding an ore body. Special expertise is needed to engage in mineral exploration and development for the extended periods required for success. Individual prospectors continue to discover mineral occurrences, but it generally takes an organization with strong financial resources to carry the exploration process forward to the point of developing "ore." Still greater corporate resources in the form of management, engineering, and sales capability are needed to develop an ore body into an operating mine. In the past, companies other than those engaged in mining rarely conducted exploration, since they lacked the technical skills and know-how to bring a mine to fruition. A notable trend in recent years has been the success of other resource-oriented firms, such as petroleum companies, that have not only acquired the necessary skills to engage in exploration for hard minerals, but are doing so on a far more intensive scale than known in the industry heretofore. The desire to diversify from increasingly regulated oil and gas, the potential for the discovery of a bonanza, and the large scale of mining projects for these capital-intensive firms are the attractions. US government and certain international organizations, such as the United Nations, have fielded sizable exploration programs in the past decade on behalf of Third World countries wherein many of the world's higher grade deposits and scarce mineral resources are located. The level of overall mineral exploration in the industry is, regrettably, closely geared to the business cycle. Accelerated search during the periods of strong demand, shortages, and high prices, together with the long lead times necessary to develop mineral finds, often creates surges in supply which invariably are followed by a collapse in prices. The trend is, therefore, to exploration funding by larger better-endowed firms having the staying power to weather the cyclical nature of mining. Tax incentives, tariff policies, and other incentives have a decided impact on the level and nature of exploration. Surface mining regulations and environmental forces have fostered a renewed interest in under- ground development despite the lower average costs of surface mining. Spiraling inflation has caused mining costs to outpace prices for many mineral substances. Organizations increasingly are directing their search away from high- grade but limited tonnage occurrences toward low-grade disseminated bulk tonnages amenable to mining on a vast scale. Mining continues, therefore, to grow even more capital-intensive with half-billion-dollar mine-mill- smelter complexes now commonplace, compared with the hundred-million-dollar projects of a decade ago. Reconnaissance Exploration Having elected to search for specific mineral commodities, the exploration company narrows its focus to a reconnaissance of those regions offering the best potential. A working hypothesis which is constantly up- dated concerning the geologic controls for ore occurrence guides the search. The possibilities for discovery are best in areas of existing mines and known ore bodies, where the probabilities are high for additional ore occurrences. In such areas, published data on the trends and geologic controls of known mineral occurrences aid the search. Even in some remote territories, a variety of geologic data is available to the explorationist. The major sources of basic geologic data are the libraries of the US Geological Survey (USGS), the state geological surveys, the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the US Bureau of Mines, and various institutions such as Colorado School of Mines. Overseas, virtually all of the countries have their own geologic survey groups which are associated directly, or indirectly, with their respective ministries of mines. The objective of reconnaissance exploration is to narrow the search by pinpointing target areas having interesting mineralization. These favorable areas are then investigated in detail to delineate potential ore bodies.

Completion of the Hall Street Coal Transfer Terminal in St. Louis marks the beginning of a major shift in the movement of coal to the power generating stations of the Midwest and South Central regions of the United States. The location of the terminal is significant. The 10 million ton- per-year facility is the first high capacity rail-to-barge transfer terminal to be built on the western shore of the Mississippi. This terminal and others to follow will link the massive coal fields of the West with the high coal consuming markets adjacent to the 25,000-mile Inland Waterway System.

Since our firm was established by Mr. Price in 1937, we have followed an investment philosophy which is based on the belief that investment in growth stocks is the most assured way of achieving superior, long term investment accomplishment. There are many criteria that we use to select growth companies but the most important is a combination of superior management operating in an industry with above average growth potential. This growth stock approach is the cornerstone of our investment strategy for two of the three mutual funds sponsored by the Price organization and for our private clients. However, during the past 5 years we have seen inflation accelerate due to a variety of factors including the inability of our government to meet seemingly unlimited needs with limited revenue sources. While there might be temporary periods of price stability, we believe that inflation will still continue to be the investor's greatest problem in future years. Our conviction that inflation would increase combined with the acceleration of inflation in the late 1960s stimulated an intensive investment research effort, on our part, to identify those companies with strong natural resource bases -- who own or control large, secure, and low cost tangible assets. Over the longer term and in an environment of a depreciating dollar some of these firms should be able to develop and sell these assets at higher prices. While we still believe that investing in growth companies is a sound investment strategy to offset inflation, we also believe that certain natural resource companies will show well above average investment performance. In the newest Price mutual fund, The Rowe Price New Era Fund, we have, as a matter of policy, placed a large portion of the portfolio in natural resource companies.

Increased productivity in the U.S. underground coal industry has taxed pre-existing conveyor belt haulage systems. The usual remedies are costly and can disrupt production. A reduction in the belt feeder discharge rate on mobile haulage sections results in more uniform loading and reduces the spillage vulnerability. An investigation is made to determine the effect, if any, on shuttle car discharge time arising from lower feeder discharge rates. A five-section, underground mine is visualized, and belt spillage is introduced. The sectional feeder discharge rate is progressively lowered until spillage is precluded. At each level, the simulated spillage is measured and compared to the loss in face production. Methods of predicting the loss in face production from lower feeder discharge rates are discussed.

Large volume sand plugs are placed in tunnels to stem underground explosions at the Atomic Energy Commision's Nevada Test Site. Placement through long, narrow accessways is like stemming coyote holes and blast chambers in mining and construction. Experience with several other methods showed that pipeline conveying could be preferable. Small scale tests justified predicting a placement rate of 20 y. p. h. at 1000 feet, with a modified gunite placer. The initial production trial placed over 2000 c. y. and was estimated to effect a small cost saving after paying for new equipment. Initial problems included duct replacement and supply delays, dust, and other personnel hazards. Operations analysis and SOP'S reduced delays during the second field trial, minimized hazards, doubled production. Re cent re search and operations analyses produced data on abrasion resistant ducts, identified minor equipment modifications which can improve production, developed techniques for impact compaction to 90% ?maximum? and for extension of the practical range to 2000 feet. Twenty-two illustrations include an air consumption-distance chart.

A description is given of the investigation conducted at Sherritt Gordon's Ruttan Operation in Manitoba during 1986. Gas and dust concentrations were measured in the exhaust air of the major working sections to assess the potential for recirculating exhaust air into the intake air in winter to reduce heating costs. The results indicate that there is excellent potential to significantly reduce winter heating costs by controlled recirculation of exhaust air. Gas and dust concentrations vary significantly during the working shifts but have consistent trends from shift to shift and day to day. The variations in gas concentrations have similar trends but no single gas could be reliably used to predict the variation of the other gas or the dust concentrations. Dilution and the other effects which reduce pollutant levels as the exhaust air returns to surface indicate that recirculation should take place as close to surface as possible, subject to the economic constraints of the airway construction required and the extra fan energy required for the longer recirculation path. Recommendations are made for the choice and positioning of air and dust monitoring sensors and the logic of a control system. Economic analysis of the results indicates that controlled recirculation is viable at an existing mine with a pay back period of approximately two years. Incorporation of a system into a new mine at the planning stage would significantly shorten the pay back period.
