The objective of this work was to assess the influence of parameters such as residence time, solid content, and temperature in a process route towards purified rare earth liquor which could be adequate to produce marketable rare earth products. The steps of the process route proposed in this study comprised water leaching of a sulfated rare earth ore and removal of impurities through the purification of the rare earth sulfuric liquor, which is the product of the water leaching step. The sample used in the water leaching experiments was a sulfated rare earth ore produced by the reaction of a beneficiated rare earth ore with sulfuric acid followed by roasting at 700 °C for 2 h in a muffle furnace and cooling at 20 °C. The water leaching experiments showed that the best condition comprised a residence time of 30 min, temperature of 20 °C, and solid content of 10% w/w, resulting in a recovery of 71.3% of the rare earth elements (REE) and a lower impurity extraction, e.g., only 15.0% of Fe, representing the main impurity in the rare earth ore. Even when presenting low amounts of impurities, the rare earth sulfuric liquor still needed to be purified before it can be used in the production of marketable rare earth products. In the study, the rare earth sulfuric liquors were purified in two consecutive neutralization steps, first by dosing the limestone pulp to pH up to 3.5 and secondly by adding the lime pulp to raise the pH from 3.5 to 5.0. The application of two consecutive purification steps at 20 °C resulted in the highest overall REE recoveries (65.4%) throughout all the steps of the process, being 71.3% in the water leaching, 99.6% in the partial purification with limestone pulp, and 92.1% in the purification with lime pulp at 20 °C. Under this condition, there was a total elimination of Fe, P, and Th and a significant reduction in the Al, U, and sulfate concentrations in the purified rare earth liquor. The purified rare earth liquor attained through the experiment is expected to be amenable to be used in the production of marketable products due to the lower impurities/REO mass ratios.

The importance of grinding as a unit operation in all industry has caused much effort to be expended toward improving the facility with which grinding can be done. Endeavor has continued nearly 100 years to formulate laws governing crushing and grinding. This has not been without controversy. However, grinding is an experimental science and our useful knowledge originates in experience. The recorded experience is grinding history. Today, many types of size reduction equipment, each with variations, are available to industry. Frequently, more than one type of grinding equipment will meet a requirement of grinding. However, an economic evaluation of installation and operating costs generally indicates a preferred type. The selection of grinding equipment requires' a consideration of the purpose in grinding, the characteristics of the material to be ground, equipment available for grinding, and the manner in which it can be applied best.

This paper initially was to be on the design, construction and operation of the Lucky Friday mill. However, this subject has been pretty well covered in some of the mining publications in the past few years - specifically Mining Congress Journal for April, 1961 and Mining World for March, 1962- : In order to avoid too much repetition, we decided to present in this paper a comparison of the Lucky Friday mill constructed in 1959, and the Mayflower mill built by us in 1962. During the past three years Hecla Mining Company has constructed two relatively small mills: The Lucky Friday mill at Mullan, Idaho 750 T/day; and the Mayflower mill at Heber, Utah - 450 T/day. These mills were engineered, designed and constructed by Hecla, using principally our own personnel, with very little outside (contractor) labor employed. This paper presents a comparison of some of the interesting features of these mills, and where differences occur, it discusses the reasons for the various differences. It compares such points as the testing program, physical layout of the plant, construction costs, the grinding section, the flotation section, tailings disposal, metallurgy, recovery, grades, operating costs, etc. To help illustrate, and to compare these features, we will project pairs of slides showing each of the two mills. Geophysical methods are gaining acceptance in the evaluation of coal mine ground control condition. The use of in-seam seismic investigations has contributed significantly to the body of information concerning ground control feature identification and analysis. Seismic methods have been used successfully in locating voids, faults, fracture zones, roof and floor rock interfaces, and more recently in characterizing in-seam stress distribution. Seismic tomography is an effective tool in data interpretation for several of these applications, but as is the case with other engineering application of geophysical techniques, there are limits as to how much substantive information can be interpreted from a given data set. This paper discusses some of the applications of in-seam seismic geophysical tomography, and the limits to which the transformation from raw data to information should be taken.

"Search Amazon.com using the keyword “leadership,” and you are rewarded with a list of over 144,000 titles. There is no shortage of books and articles, many of them well written, with excellent ideas. So why is there still a constant cry for effective leadership in organizations? Often, the person in charge has personal blinders that prevent them from seeing or understanding how to implement the newest leadership idea or method. Either deliberately or subliminally, there is a disconnect from learning about leadership, and actually modelling and implementing what has been learned. Some current research in leadership theory can provide insight and tools to address this issue. INTRODUCTION Let’s start with a discussion of terms. Pseudo is defined by Webster (2015) as “Being apparently rather actually as stated.” Synonyms include affected, assumed, contrived, fake, false, phony, pretended, and artificial. Antonyms for pseudo provide additional clarity, especially when we consider terms normally associated with effective leadership: genuine, natural, unaffected, unforced. A similar type from my world of academia is a pseudointellectual, “A person exhibiting intellectual pretentions that have no basis in sound scholarship” (Dictionary.com, 2015). This is a person pretending to have an interest in intellectual activities for status; a fraudulent intellectuality. The thought of applying the term pseudo to leadership first occurred to me while reading Power and Innocence by Rollo May (1972). In discussing the dynamics of power, and how the innocent are often victims of the exercise of power, especially the more aggressive and destructive types of power, he saw two types of innocence. The first he called authentic innocence, which he described as a childlike clarity that carried into adulthood. The second type he called pseudoinnocence, a type of naïveté that makes a virtue of powerlessness, weakness, and helplessness; being more childish than childlike (p. 48-50). Just as there is the potential for pseudoinnocence and pseudointellectuals, it is also possible to experience pseudo leadership. (I hope the gentle reader is not troubled by my decision to use pseudo leadership as two separate words, in contrast to the use of compound words for pseudoinnocence and pseudointellectual cited above. Since there is no official definition of pseudo leadership, I have exercised my author’s prerogative to treat it as two words, both because I think in this particular application this makes the most sense, and also I think it is easier to read). As we will see, there are numerous theories applied to leadership. What is so troubling to many of us in organizations, there are a myriad of “leaders” in companies espousing pet theories, but very few instances where the actions of these individuals match their words. This is a particularly important problem when we look at the effect this has on the day to day operations of a mine, and where effective leadership (or its absence) can have a profound impact on both productivity and safety."

Rockfall modeling programs are continually being upgraded with more sophisticated analysis tools, such as the use of the rigid body versus lump mass models. Engineers at mine sites utilizing the software may have varied experience related to these models, their associated input parameters, and how to interpret the generated results. To address this concern, researchers at the Spokane Mining Research Division (SMRD) of the U.S. National Institute for Occupational Safety and Health (NIOSH) investigated the influence of slope height, slope angle, slope material, and rock size for both rigid body and lump mass models in a 2-D statistical analysis program. Based on a literature search and industry input, specific ranges common to that of an open pit mining environment were chosen for each of the input parameters to determine 90% rock runout distance as well as their sensitivity to change. Data collected from this numerical analysis and simulation will be compared to empirical rockfall data gathered through the duration of the Highwall Safety project conducted by NIOSH from 2022–2026.

The U.S. Bureau of Mines is conducting research on underground stope leaching of metalliferous ores to minimize the environmental impact of ore processing on the surface and to maximize minable reserves. An aspect of this research is to minimize pregnant solution losses and/or groundwater contamination by leach solutions. Bulkhead design and construction are important issues for solution control and stope leaching economics. A reinforced concrete bulkhead was designed, constructed, and tested for solution control in an underground mine near Idaho Springs, CO. This paper presents the bulkhead design methodology and construction procedure.

"INTRODUCTION As we push further into the 21st century and closer to a more efficient mine, safety and operational enhancements are the two major keys towards attaining success. The Crusher Vision Automation System (CVAS) is a technological advance that will allow an operator to achieve higher safety and higher operational goals in the same piece of equipment. The CVAS is a patent pending system and method for measuring and maintaining the closed side setting (CSS) on gyratory crushers. In the same equipment and technology package, the CVAS will also allow safer placement of main shaft pieces for maintenance and replacement. This technology yields multiple uses and allows a site to significantly enhance safety and operational efficiencies. This measurement technique is used to provide more accurate data and faster data collection times than current techniques used today. It will give crusher operators accurate and reliable measurement for the CSS in a live, operating environment. Measurement data can be collected in five minutes allowing for fast adjustment of the mantle position and subsequent enhancement and streamlining of a crusher and downstream flowsheet. The advantage of this system is that it is permanently mounted at the crusher location, where the operator can turn the system on and off as many times as they like throughout the day with a goal of maintaining a constant CSS gap based on production and maintenance criteria to help streamline operations and enhance safety efficiencies.Regarding its other main functional area, mainshaft maintenance, it allows this work to be performed remotely while keeping personnel safer and out of harm’s way. SAFETY ENHANCEMENT The safety factor enhancement with this system is extreme. It does not require the use of overhead cranes, cleaning out the crusher, lowering people into the crusher or having the operator lower paint cans or lead balls into the crusher pocket while the crusher is in operation for measuring the setting. In order to perform the CSS measurements, the operator only needs to operate the laser through manipulation of a joystick while watching the video feed. Danger of a person falling into the crusher while trying to take measures is eliminated, as are the effects of handling lead balls and tracer dyes."

This work is a first-order study to assess the suitability of an organic acid lixiviant to extract rare earth elements (REE) from coal preparation fines refuse sourced from a Pennsylvania mine with a total REE of ~ 300 ppm. The extraction of REE using an organic acid, in this case 0.1Mcitric acid and 0.5Mtrisodium citrate solution, is compared against 0.5M(NH4)2SO4, 1MHCl, 1.2MH2SO4, and 0.5Methylenediaminetetraacetic acid (EDTA). Ashing the coal waste material prior to leaching tests with the citrate solution nominally improved REE extraction. Buffered citrate solution recovered 7% of the total REE in the as-received Isabella Fines as compared to 11% in ashed samples, whereas (NH4)2SO4 extracted 5–6%, respectively. EDTA recovered up to 33%of the total REE, most likely due to the higher coordination chelate bond. Mineral acids, however, outperformed the organic acids on ashed material (16–52%REE recovery), suggesting that organic acids may not be a suitable competitive option for REE extraction from these types of feedstocks.

"INTRODUCTION Control of target stream acidity is widely used in MIW (mining influenced water). Tailoring pH (a measure of acidity) finds application for controlling key chemistry in both process and waste streams. Traditional lime addition for neutralization and precipitation is most often used but has high reagent costs and results in large amounts of mixed metal sludge requiring costly disposal. A new adaptation of BPS’s patented DEMET™ technology (Dynamic Electrolytic Metal Effluent Treatment) platform offers a potentially improved and “reagentless” alternative to traditional chemical addition for pH adjustment. Electricity rather than chemical addition utilized in BPS’s proprietary approach controllably tailors target stream pH. The method offers a simple, low-cost processing technique yielding cleaner treatment chemistry. BPS’s “green” approach may yield lower operating (OPEX) and life cycle costs and significant reductions (up to 50%) in sludge generation compared to conventional lime treatment. It can also allow new opportunities to generate revenue via selective recovery of valuable processing byproducts. Specific savings and revenues depend on the target site chemistries, details, and processing goals. A more detailed discussion of the process and its operational principles may be found in Reference One.[1] Here application of the BPS treatment to POx (Pressure Oxidation) leaching as an alternative to traditional chemical addition is examined. An example operation process flow for gold mining is considered.[2] Promising processing points for potentially replacing conventional processes with DEMET are noted. The possibilities for lowering OPEX costs, lessening sludge creation, and capturing various valuable byproducts and residuals are examined. Financial life cycle benefit estimates of the principal gains provided by DEMET application to the example operation are noted. Extension and generalization of the analyses to a wider range of scenarios is explored."

The problem of defining the optimum final limits of an open pit mine has challenged the mining industry for the last three decades, mainly due to the great number of variables involved and the sheer computational effort required in real life applications. An actual lignite deposit is used in this study in order to introduce and apply a methodology to be used as a basis for surface mine design optimization. A geologic reserves model of the deposit is first developed with the use of an integrated geostatistical modeling package. The model is transformed into an economic one through the use of flexible objective function formulation(s). The optimization of the final open pit limits is then enabled with the use of a competent, commercial optimizer, and comparative sensitivity analyses are performed in order to study the effect of some basic mining and economic parameters on the optimal pit design. The conclusions drawn can develop useful guidelines for decision making by the mine operator.

Longwall mining technological improvements have provided significant increases in productivity over the last 15 years. Longwall productivity is anticipated to continue to escalate with expanded application of automated equipment. Automation technology that will likely be adopted over the next 5 years is memory cut with shearer initiation of shield movement supervised by a couple of face workers. Operations using this technology will most likely relocate many production workers from the face to the outby gate entries and position several face workers outby the shearer, exposing workers to different health and safety risks. These changing risks are primarily related to worker relocation and expected increased production levels. Workers outby the face will most likely have less dust and noise exposure, but will be exposed to other safety hazards associated with outby equipment movement, materials handling, and gate entry ground movements. The face workers will most likely be exposed to higher respirable dust and noise levels generated by the equipment at elevated production rates. Methane gas emission is also expected to increase with faster mining rates. These operational changes and the control technologies needed to reduce redefined longwall worker hazards at semiautonomous longwall operations require examination to maintain the health and safety of mine workers.

A big issue in crushing and grinding operations in raw materials handling is high energy consumption and low breakage effectiveness. According to the Legendre [7], only 10% of energy input is directly consumed on the feed material breakage, while the remaining portion is dissipated in the form of heat and noise [8]. In the industry of limestone powder production, the grinding operations constitute integral part of technological circuits, and the energy consumption in operations of industrial comminution consume as high as 2% of world energy [14]. High-pressure grinding is the technology with proved energy benefits both in ore processing circuits and in limestone grinding. The promising results concerned mostly the achieved energy savings and good results of material breakage were achieved and demonstrated in numerous investigations [1,3,12]. However, it appears that a proper selection of operational parameters of the press devise, determination the feed material characteristics and adjustment of process course san be of a key-significance in improving an effectiveness the HPGR operation. Operational parameters of devices and process course should be verified towards the characteristics of the feed material, which mainly applies to the particle size and shape of the feed material and its moisture, and also mineralization in case of ores [2,4,9]. There are various investigations concerning an impact of the operational pressing force on comminution results which mostly refer to the determination of energy consumption and crushing ratio [5,6,10,13]. Investigations on the moisture content are less common, however their results suggest that, in general, the HPGR feed with higher moisture shows the tendency to higher comminution intensity, while the energy consumption increases together with increasing of feed material moisture. Investigations on olivine sand feed [11] showed that crushing ratio decreases for higher moisture, especially when the material is crushed at higher pressing force. HPGR devices, however, shouldn’t be regarded as a unique and perfect solution for comminution of each type of material. But they indeed may bring technological and economic benefits, comparing to conventional crushing and grinding machines, resulting in more favourable breakage of material particles and lower consumption of energy per unit mass of processed feed material.

"Construction of the largest desalinization plant in the Americas has commenced in northern Chile. It is part of a several billion dollar expansion at a copper mine whose operations nearly stopped due to the challenge of securing a reliable source of water from the Pacific Ocean in a safe and environmentally sound manner. This paper discusses the risk management, design and construction of a quadruple chamber intake and outfall shaft, high capacity pump station, three 7m diameter vertically drilled marine shafts and three subsea tunnels constructed through challenging Andean hard-rock geology. The three 2.5m diameter subsea microtunnels are being mined with vertical curves through variable quality rock 30 meters beneath the ocean and retrieved in the wet from the 7m diameter marine shafts. INTRODUCTION AND BACKGROUND The battle for securing the rights to a constant water supply is a worldwide issue and nowhere is that more evident than the Atacama Desert of Chile, the world’s driest place with areas of the desert that have not seen rainfall in recorded history. The Atacama Desert also happens to be home to some of the world’s largest ore deposits which require huge amounts of water to extract and process. What available water there is comes from three main sources: deep seated wells, glacial water from the Andes Mountains, and desalinated water. Vying for water from wells and glacial streams and lakes are numerous agricultural and domestic facilities in the valleys surrounding the Atacama Desert. Environmental regulations and legal rulings have limited the amount of “natural” source water which can be used for mining purposes. Desalination plants are a known solution for combating water scarcity, albeit a costly one. The total estimated cost of constructing this desalination plant is over $3B USD, which will include a 2500lps capacity and an approximately 118km pipeline from the coast up to the mine located in the Andes. The overall scope of the project includes design, procurement, and construction packages for the 2500lps desalination plant including the seawater reverse osmosis plant, water conveyance to the mine, power transmission, the reservoir and the marine works package which forms the basis of this paper. Natural resources are the reservoir from which society draws its material sustenance. Although there is a growing awareness of the need for aesthetic resources such as space for recreation and natural beauty, the basic resources are soil, air, water, and minerals including fuel. Minera's and all sources of energy gain in relative importance with advancing technology and expanding industrilization. In the highly industrialized economy of the United States, almost every aspect of man's life is touched in some way by a product of, the mineral; industries. Agriculture owes much of its productivity to mineral-based fertilizers, insecticides, and mechanical equipment. Modern construction, manufacturing, communications, and transportation are all dependent on nonmetallic minerals, metals, and fuels. Throughout history, those nations with access to minerals, and the technology for using them, have gained ascendency. Before World War II the leading powers also were, leading coal producers. In order of declining rank the five leading' coal producers were the United States, the United Kingdom, Germany, the USSR, and Japan. That the military victory went to the side with the greater' capacity to convert iron and coal into tools of industry, and weapons, is' more than coincidence. It is a fundamental' fact of existence. It is axiomatic that the United States must have a continually increasing supply of minerals if we are to meet the needs of our burgeoning population for a comfortable standard of living and for national security.

"INTRODUCTION A positive workplace environmental, health, and safety (EHS) culture affords organizations and corporations many benefits, including increased trust and employee morale, sustainable EHS performance improvements, and reliable productivity and profit margin growth. Unfortunately, many leaders and EHS professionals struggle daily to achieve and maintain positive workplace cultures and consistent business results. While lack of management support, corporate or employee buy-in, resources, and time are common factors that conflict with an EHS culture and safe work behaviors and processes, there are many other actions that threaten the positive attributes of an organization’s culture. Often these culture killers are not recognized, or worse yet, ignored because they are considered taboo. For example, voicing observations or questioning long-held management practices or process that were initially designed to promote EHS values, but no longer do so. Unfortunately, this could be viewed as challenging authority, not being a team player or even not valuing EHS. And for those that speak up, the potential for negative consequences can be real impediments to positive change. Having an open mind, constantly striving to identify culture killers, and putting forth the effort to eliminate them are the first steps to begin reaping the benefits of having a sound workplace culture. This paper helps readers to: • Recognize culture killers that negatively impact fostering and maintaining sustainable EHS cultures in the workplace. • Understand how to prevent, avoid, and respond to culture killers, before they wreak havoc in your organization. • Assess EHS culture strength, and implement plans to continuously improve it. The desire to draw boundaries around concepts, put things into boxes, and nail down requirements for something that is virtually impossible to solidify for any length of time is quite fascinating! These desires can pose challenges when trying to define what the perfect EHS culture should look like. The very act of trying to define our culture tends to create silos, and these silos, in turn, can become “culture killers”. The following is one of the most common culture killers. UNBALANCED ORGANIZATIONS TRIGGER CULTURE KILLERS Unbalanced organizations occur when an organization’s constantly shifting focus forces other important needs to take a back seat--until the focus changes again. This balancing act can be detrimental and lead to catastrophic results including low morale, lack of trust, employee dissatisfaction, high turnover, increased incidents, poor profit margins, loss of market share, and ultimately into organization-wide failure."

"According to the Office of Surface Mining Reclamation and Enforcement Abandoned Mine Land Inventory System, in 2013 there were 98 underground mine fires burning in 9 states. This is considered by experts to be an underestimate for the actual number of fires nationwide. Abandoned mine fires, if left uncontrolled can burn for years and in fact, one of the most well-known mine fires in the US, the mine fire in Centralia, PA, which began in 1962 has been burning for over 55 years. In Centralia, the mine fire won the battle, despite suppression and control efforts, as most of the residents were bought out by the State of Pennsylvania and moved away. However, the world record for the longest-burning coal fire, which may have been started around 6,000 years ago in New South Wales, Australia is still smoldering. Suppressing a coal mine fire requires cooling the hot zones and removing any source of oxygen. If the workings are shallow, the fire zones can be unearthed and the burning rock mass can be quenched on the surface. If the workings are too deep to excavate, then the fire must be fought remotely through boreholes using a variety of agents including water, gas-enhanced foam and grout. Access to surface areas for drilling can be problematic due to topographic and property constraints. When this occurs, large areas of burning may go unaddressed or simply left to burn. Fire Solutions, Inc. has been investigating the use of gas-enhanced foam in concert with directional drilling technology. Gas-enhanced foam has the advantage of using less water and adds inert nitrogen gas to displace oxygen to infiltrate and suppress a fire. Directional drilling has the capability to steer a borehole to a specific place underground. Directional drilling has many advantages over conventional drilling technology as it can provide the least disruption to the ground surface, minimize surface preparation and reclamation costs, multiple sites can be accessed underground from a single site and thus treated simultaneously and it offers increased efficiency because it is not constrained by difficult terrain. This paper discusses the combined use of these two technologies and it is hoped that with the use of these two technologies the efficiency and capability to address mine fires will be significantly improved. Once established, the fire creates its own ventilation system supporting further combustion by drawing air down into the workings through unsealed mine shafts, fractures and surface subsidence depressions. As the coal left in the workings from the past mining operations burns, the mine void can collapse, causing subsidence and creating dangerous voids, damaging damage overlying surface structures and roadways. The products of combustion include smoke and noxious fumes such as carbon monoxide gas. These products are released to the atmosphere through fractures that develop within the ground surface, killing vegetation and creating serious health hazards [1]."
