Mining claims must have a discovery of a valuable mineral deposit to be valid. When required, a Federal government mineral examiner makes a determination of validity and recommendations thereof to authorized management officials. The examiner should show whether or not an existing mining operation, or a proposed operation have economic viability. This is accomplished through an analysis of legal entities, land status and use, geologic and mineralogic relationships, and mining, milling and processing techniques considered in an appropriate economic evaluation framework. A framework involves market and market entry studies, reserve analyses, all costs analysis, royalty buyouts, tax structure, discount rate of return, and escalation and risk factors. An income approach to value is then used by means of a simple or complex discounted cash flow (DCF) analysis to certify validity. Whether one claim is owned by a single miner, or hundreds of claims are owned by a large corporation, thorough, fair, consistent, and appropriate economic concepts should be applied by the mineral examiner.

In mechanized tunnelling operations performance, consumption and safety are main factors for jobsites. One of the most important components effecting these factors, especially in slurry TBM operations, are Slurry Treatment Plants (STPs). Inadequate/ suboptimally dimensioned and designed STPs create bottlenecks for tunnelling operation and jeopardize time schedules and performance. Inefficiently planned STPs could drastically increase consumption figures such as electrical power, bentonite, water and polymers, etc. Inaccurately selected and treated suspension properties can cause a high-risk potential for the whole job. This paper debates the relevant key parameters for STPs from start to finish of a project and its results in influencing factors from the manufacturer´s point of view.

A SIMAN and CINEMA PC-based simulation model was developed to simulate and animate the truck-shovel operations of surface mines. The model is capable of simulating one mathematical dispatching strategy using linear and dynamic programming and six heuristic dispatching strategies. Data were collected from an actual operating mine through time studies and analysis of historical records. The statistical analyses were performed and appropriate theoretical distributions were fitted for various time events in the truck-shovel work cycle. The model was then applied to study overall impact of these dispatching strategies on constrained and unconstrained mine productivity. The simulation/animation model developed in this study seems to be an efficient planning tool for choosing optimal fleets and finding an 'optimal" dispatching strategy to produce an equilibrium between "the quality and quantity of production.

An example illustrates the use of ASTM Standard E901-82, Classification System for Uranium Resources. The example demonstrates the dynamic nature of the process of classification and attests to the necessity of addressing both the aggregate needs of broad-scale resource planning and the specific needs of individual property evaluation. Problems that ,remain in fixing the classification of a given uranium resource include the uncertainty in estimating the quantity of undiscovered resources and resolving the differences that may exist in deciding when the drill-hole spacing is adequate to determine the tonnage and grade of discovered resources.

Building a geological model is important in resource estimation, as it defines the extent of domains for estimation. Geological models are built by assigning a domain to the samples, based on logging of different features related to lithology, alteration, and mineralization. Then, the extent of these domains is determined using geometric or geostatistical tools. However, these models should account for uncertainty, since the actual extent of these domains is not known and must be extrapolated from the labelled samples. With the availability of geochemical datasets and machine learning techniques, employing multiple variables to build resource models should be considered. This article proposes a two-step machine learning approach with an ensemble implementation to define geological domains and their uncertainties. First, an unsupervised binary clustering method labels the geochemical samples into two domains. These labelled samples are used to inform a geological domain model built by support vector classification. This application is repeated with subsets of variables and subsets of samples, leading to an ensemble learning method. Weak models are produced with each subset of samples and variables, and combined to devise a stronger learner. The final model accounts for uncertainties thanks to the ensemble implementation. The proposed workflow is demonstrated on a dataset from a porphyry copper deposit, applied hierarchically to define four domains. Performance is comparable with traditional methods, but provides the advantage of allowing domain knowledge in the selection of the variables, and generates domain boundaries that can be controlled in terms of their continuity and smoothness.

The paper deals with the assessment of the visual impact generated by surface mining and quarrying. Previous research works proved the applicability of an indirect method based on the elaboration of digital images through which the extent of the visible altered area and the chromatic contrast with the surrounding environment is calculated. The resulting level of visual impact allows an objective comparison among different cases as far as the evaluation procedure is univocally defined. The article illustrates the application of the method to a number of selected quarries located within the Sardinian territory; different issues are discussed such as the choice of the viewpoints from which the pictures are taken, the influence of the distance from the quarry to the selected viewpoints, the light condition and the orientation of the quarry faces. Moreover, the visual impact level obtained from pictures taken at the same time with five digital cameras are compared in order to evaluate the contribution on the overall uncertainty.

The Chino mine is an open pit copper mine located in southwestern New Mexico, at an elevation of 1890 m (6200 feet) above sea level, approximately 117 km (70 miles) north of the Mexican border. It is owned by Chino Mines Co., a Phelps Dodge Corporation-Mitsubishi Minerals partnership, and is operated by Phelps Dodge Corporation. As part of an effort to maximize production and minimize costs, a computerized truck dispatching system was approved for purchase and installation at the Chino mine in March. 1984. Modular Mining Systems, Inc. was commissioned to install their system, trade named DISPATCH. The system installation was completed and operation began in July, 1985. Installation and operation of the system has presented some interesting challenges and problems, which have been overcome, resulting in increased productivity for the haulage truck and shovel fleets.

The 500-kt/a (550,000-stpy) refinery in Burnside, LA, owned by Almatis Inc. produced specialty alumina used in the abrasives, ceramics, chemical and refractory industries. The 1.2-Mt/a (1.32 million-stpy) refinery in Gramercy, LA, owned by Noranda Alumina LLC produced alumina mostly for use in aluminum smelters but also produced specialty alumina. An upgrade project at the Gramercy refinery to convert 200 kt/a (220,000 stpy) of capacity to produce more profitable specialty alumina was completed in the first half of 2018, and another project to increase capacity was started but a completion schedule was not available. The amount of new capacity was not disclosed, but it would be used to produce nonmetallurgical grade alumina. The 2.3-Mt/a (2.5 million-stpy) refinery in Point Comfort, TX, which was temporarily shut down in March 2016, remained closed throughout the year."

Characterizing the abrasiveness of soil/rock and the allowable wear of hard-facing products in various conditions is a critical factor in selection of the best material for certain applications related to drilling and excavation in mining and construction industries. The Soil Abrasion Index test machine at Colorado School of Mines (CSM) is one of the recently developed unique systems capable of testing soil/crushed rock abrasion under various conditions, such as dry, wet, and saturated settings. It is also capable of testing the performance of various types of hard-facing materials in a given geo-material. This paper studies the wear properties of different hard-facing materials in various crushed rocks from a surface mining operation in the iron range region of the USA. The hard-facing materials include regular and hardened steels and six different specialized hard facings, based on chromium carbide. The soil/rock include a standard sand and two rock samples from the surface mine. Fourteen abrasion tests were conducted, where the weight loss of each hard-facing material was measured over timespans up to 1 h of testing. The results show the distinct performance differences between the steels with 17 HRC and 43 HRC hardness and the hard-facing products for this application. The results show the possibility to evaluate the abrasiveness of different rocks at a mine or construction site and the performance of various hard facings in similar working conditions. This is a practical solution for selection of the cutting tool or reinforcement of bucket lips and truck beds for comparison of relative wear life between different wear-resistant materials.

"Failures of coal ribs are major hazards in underground coal mines. For the period of 2010 to 2014, rib falls were the leading cause of groundfall fatalities and accounted for 35% of all groundfall-related fatalities. Currently, the National Institute for Occupational Safety and Health (NIOSH) is conducting a research project to develop an engineering-based design methodology for rib control in coal mines to reduce rib fall accidents and fatalities in underground coal mines. Numerical models can be used as part of the design methodology provided the models are appropriately calibrated and verified. The paper presents a coal rib model to simulate the mechanism of the coal deformation and fracturing that can lead to stress-driven rib falls. The proposed coal rib model was calibrated against published data from an instrumented rib site at the West Cliff mine in Australia. Fracturing of the coal rib was defined by critical values of shear strain of the coal material and rib displacement. A critical plastic shear strain of 2.8% and a sudden increase of rib displacement of 30 to 45 mm were sufficient to develop a fracture plane in the rib model. Accordingly, a discontinuous rib deformation was achieved and it compared favorably against field monitoring data. INTRODUCTION Coal ribs are the vertical walls of coal formed when entries are developed in a coal bed. Failures of coal ribs are a major hazard in underground coal mines. Furthermore, failing ribs can contribute indirectly to roof and floor instability by increasing opening widths across intersections and entryways. Over the last 18 years, there has been a continual occurrence of injuries and fatalities in underground coal mines due to rib falls. For the period of 2010 to 2014, rib falls (excluding longwall face and bursts) were the leading cause of ground fall fatalities and accounted for 35% of all groundfall-related fatalities [1]. Despite the threat of rib falls, the amount of rib falls and rib support research conducted in the U.S. is limited compared with what has been done in pillar and roof support design. Currently, the National Institute for Occupational Safety and Health (NIOSH) is conducting a research project to develop an engineering-based design methodology for rib control in coal mines to minimize the number of rib fall accidents and fatalities in underground coal mines."

The shear strength properties of generic cement foam material and cement foam/concrete interfaces were examined at three testing scales. In laboratory direct shear tests on specimens with average shearing area of 0.006 m2 (10 in.2), the cement foam material had average peak and residual shear strengths of 0.88 MPa (128 psi) and 0.39 MPa (56 psi), respectively. Depending on the concrete strength, the cement foam/concrete interfaces had peak and residual shear strengths ranging from 0.71 to 0.81 MPa (103 to 117 psi) and from 0.27 to 0.29 MPa (39 to 42 psi), respectively. In laboratory direct double shear tests on specimens with average shearing area of 0.084 m2 (130 in.2), the cement foam/concrete interfaces had average peak and residual shear strengths of 0.17 to 0.30 MPa (25 to 44 psi) and of 0.11 to 0.23 MPa (16 to 33 psi), respectively. In large shear tests of simulated cement foam seals with the Mine Roof Simulator (MRS) test frame, cement foam/concrete interfaces with shearing area of 1.486 m2 (2,304 in.2) had average shear strengths of about 0.08 and 0.16 MPa (11 and 23 psi) along the roof and floor interfaces, respectively. The average shear strength through the cement foam material was 0.38 MPa (55.3 psi). Finite element analysis of the large seal tests and the back analysis of the shear strength of full-scale cement foam seals conducted at the NIOSH Lake Lynn Laboratory confirmed shear strength of about 0.14 MPa (20 psi) along the seal/rock interfaces. The study concluded that the structural analysis of cement foam seals should be based on their residual shear strength determined from small laboratoryscale tests of the cement foam/concrete or rock interface and not be based on their peak strength.

"A carefully planned laboratory test program is the foundation for the successful development of a sulfide flotation process. In this paper, the development of a copper-molybdenum flotation process is described. However, the concepts discussed can be applied to most sulfide flotation systems and to many industrial minerals projects as well. Each step is examined, beginning with sample procurement and covering sample preparation, flotation test preparation grinding, scoping flotation tests for reagent scheme selection, rougher flotation parameter evaluation and cleaner circuit evaluation, through to locked-cycle testing and pilot plant design and operation. Ore variability and modeling to determine the response of various ore types to the optimum conditions established is also examined.IntroductionA carefully planned laboratory test program is essential for the successful development of any sulfide flotation process. These programs usually begin with a series of batch tests on several ore type composites to evaluate appropriate reagent schemes and delineate optimum rougher flotation conditions, such as primary grind size, flotation pulp density, flotation pulp pH and retention time. Cleaner parameters such as regrind size requirements, cleaner pH, pulp density and number of stages are then defined. Semicontinuous locked-cycle tests are performed using the parameters established in the batch tests to determine the effect of middling streams recirculation on flotation performance. The data generated and the experience gained in the locked-cycle tests may be used to design and operate a continuous pilot plant if relatively large amounts of concentrate are required for further process development, such as optimization of byproduct molybdenum production from bulk copper-molybdenum concentrate.A comprehensive ore variability program is undertaken to determine the response of various ore types to the optimum conditions established. These ore variability programs often test hundreds of samples in standardized batch rougher and cleaner tests to ensure that the orebody is well understood.This article describes the development of a copper-molybdenum flotation process, but the concepts discussed can be applied to most sulfide flotation systems and many industrial minerals projects. The world's largest grinding mill operates at the Cadia Hill Mine in Australia. Svedala Industries supplied the 12.2-m- (40-ft-) diam, 20-MW Cadia gearless, semiautogenous grinding mill (SAG). This was a leap of more than 40% above the largest operating SAG mill. This article reviews the significant items involved in the development, design, manufacture, installation and operation of this mill. Description of the Cadia project The Cadia Hill Mine is located 25 km (15 miles) southwest of Orange, in the Central Tablelands of New South Wales, Australia. The mining lease covers about 3,100 hm2 (7,660 acres) of the Cadia Valley. The Cadia deposit is a large, homogeneous, low-grade, porphyry-type, gold-copper resource. Current reserves stand at 202 Mt (222 million st), grading 0.73 g/t (0.02 oz/st) gold and 0.17% copper. They contain 146.2 t (4.7 million oz) of gold and 347 Kt (382,500 st) of copper. The operation consists of openpit mining and ore processing to produce gold bullion and a gold/copper concentrate. The operation processes 17 Mt/a (19 millon stpy) of ore to produce 91 kt/a (100,300 stpy) of concentrate and 9.1 t/a (293,000 oz/year) of gold. The plant operates two 12-hour shifts a day and had a targeted availability of 94%. The plant facilities include a copper concentrator, o water supply system, an openpit mine, tailings pipeline and dam, and a concentrate pipeline and dewatering facility located in Blayney, about 35 km (22 miles) from the concentrator. Significant features of the process plant include o primary crusher and stockpile, a reclaim conveyor system feeding, the Cadia SAG mill (Figs. 1 and 2) and two 6.7-m- (22-ft-) diam ball mills (Fig. 3). A portion of the gold is extracted in a gravity circuit. The balance is extracted with the copper in the flotation section of the plant. Concentrate is thickened and piped about 35 km (22 miles) to the filter plant and rail loadout facility located in Blayney. Tailings are pumped to a tailings dam and process water is reclaimed from the tailings dam. The water system is designed to control and capture available runoff from local creeks, and to store these waters in dams and weirs. In addition, a major portion of the water for the process plant is treated effluent from the city of Orange and a smaller portion from Blayney Mill selection. The low-grade ore posed a dilemma for Cadia. To achieve a satisfactory economic operation, large-scale processing was required. The selection of the mills, equal to the largest designed and operated at the time, gave a plant configuration consisting of two 11.1- x 5.8-m (36- x 19-ft) SAG mills and three 6.1- x 9.1-m (20 x 30-ft) ball mills. This configuration did not provide the most satisfactory economic model for the project. A review of the single line configuration indicated that a significant reduction in the overall capital cost of the plant could be achieved by increasing the size of the mills and reducing the quantity. Coal has traditionally been an integral part of life in Kentucky. Coal mining produces a large part of revenue for the Commonwealth of Kentucky and provides a significant number of jobs to the residents of eastern (less in western) Kentucky. Recently, however, the coal industry of Kentucky has had to endure many hardships. The Clean Air Act set forth sulfur dioxide emission standards which have severely affected much of the coal mining industry in Kentucky, because much of the coal mined in Kentucky has a high sulfur content. In this paper, the background around the effects of Clean Air Act on the coal industry is introduced. The economic and social effects of the Clean Air Act on the Kentucky coal mining are addressed.

In hundreds of surface mines around the globe, Caterpillar’s flagship 793 haul trucks can be found moving material for copper, coal, gold, iron ore and other mines. Likewise, its iconic yellow bulldozers are at mine sites the world over — the company recently announced the sale of its 40,000th large dozer. And since its acquisition of Bucyrus in 2011, Caterpillar has positioned itself to become a worldwide leader in the underground mining sector as well.But don’t think that the company is resting on its reputation. As evidence of its commitment to the global mining sector, as well as its confidence in the future of mining, Caterpillar invited mining trade press, including Mining Engineering, to its Tinaja Hills Training Center near Tucson, AZ in November to introduce the latest editions to its mining portfolio. The two-day event focused mostly on the newest electric drive haul trucks, the Cat 796 AC, which will operate in the 326-t (360-st) class, and the 798 AC in the 360 t (400 st) weight class.Caterpillar representatives also spoke about new offerings in the underground space as well as the newest version of the D11 large dozer.“It has been 10 years since we launched the F Series,” Jean Savage, Caterpillar’s vice president, surface mining and technology said. “Since then, we have been on a journey to serve our mining customers and we wanted to have trucks in every application. Today, we are launching two new trucks that will allow us to fill out our portfolio.”While Caterpillar previously offered the broadest range of off-highway haul trucks to the mining industry, it was noticeably absent from the 326-t (360- st) and 360-t (400-st) weight classes."

The research and development of a pattern recognition system which can predict incipient failures and safety hazards in the mine power network is described. An examination of mine electrical safety hazards revealed they are often related to the electrical equipment down-time experienced on mine sections. Based on this, a method is proposed that can improve both production and safety, without compromising either. Equipment failure modes are examined to illustrate how the ultimate failure can be predicted for enough in advance to allow a convenient and safe repair, followed by a discussion of actual monitoring system performance. Finally, the paper is concluded by projections of the system's utility to industry.

"BACKGROUND As of December 2015, there are roughly 475 road tunnels within the United States according to the most recent national tunnel inventory data compiled by the Federal Highway Administration (FHWA); whereas, there are more than 615,000 highway bridges on public roads. The FHWA estimates that tunnels represent nearly 100 miles of Interstates, State routes, and local routes. Tunnels are part of the national transportation infrastructure and represent a significant financial investment for the owner and, hence, the tax payers. Tunnels, that are not properly maintained, usually require more extensive repairs and consume more resources. Tunnels must provide safe, reliable, and effective transportation even as these structures age and deteriorate. Furthermore, tunnels generally remain in service for extended periods of time due to their very high construction costs. For example, many tunnels were constructed decades ago during two historic periods of highway system expansion; the first period correlated with the era of public works programs linked to the Great Depression of the 1930-40s; and the second period of expansion occurred with the building of the interstate highway system in the 1950-60s. As such, these tunnels are fast approaching 60 to 80 years old. Congress enacted the Moving Ahead for Progress in the 21st Century Act (MAP-21), which was signed by the President on July 6, 2012. This legislation followed a fatal tunnel incident on July 10, 2006 and a National Transportation Safety Board (NTSB) report1 that noted the importance of conducting regular tunnel inspections. MAP-21 authorized the Federal Highway Administration (FHWA) to develop a mandatory inspection program for all tunnels on all public roadways (Bergeson and Ernst 2015): To help safeguard tunnel users and to ensure reliable levels of service, the FHWA developed the National Tunnel Inspection Program (NTIP), which is comprised of the National Tunnel Inspection Standards (NTIS), the Tunnel Operations Maintenance Inspection and Evaluation (TOMIE) Manual, the Specifications for National Tunnel Inventory (SNTI), and the Manual for Bridge Evaluation (MBE). The data collected from the program will be stored in a National Tunnel Inventory (NTI) database. A comprehensive and refresher training program was also developed to help qualify and certify key tunnel inspection personnel to include the program manager and team leader."

Underground coal mining machinery utilizes portable electric sables, "trailing cables." to obtain power from load centers or distribution boxes. Cables are frequently damaged since mobile equipment, poor lighting, and restricted space are inherent to coal mining operations. Normally, the damage is repaired by splicing--the joining of one or more severed conductors and replacing insulation and jacket. Figure 1 illustrates a typical single conductor splice. Although the repair seems simple, difficulty of the splicing process is exemplified by the many safety hazards and frequent production delays that result from defective splices. Forty-two cable splice related injuries were reported to the U.S. Bureau of Mines in 1972 and 1973. Additionally, 17 splices related fires were reported in the three year period prior to December 1972. Assuming the damaged area is quickly located, an average splice time for a two conductor cable is twenty minutes. Some operators estimate this delay is incurred once per day per operating section. If one ton per minute is averaged throughout the shift, each unit could loose 4800 tons per year from splice delays. An estimated cost for materials and labor to make a splice is $20. The expenditure could result in a $4800 annual cost per section. The estimated expense does not include wages of other personnel waiting for the repair to be completed. Nevertheless, labor and materials cost is minor compared to the income lost from decreased production.

Raw water supply in the central Rocky Mountains often relies on trans-basin conveyance. Many of these older diversions incorporate high-elevation, miles-long tunnels driven over a century ago in hard rock. Tunnels were excavated using conventional drill-and-blast mining and weak ground was supported by timber sets and other various means. Over time, timbers rot and fail, rock quality deteriorates, and the timbers are gradually replaced by more timber, steel patches and braces, formed concrete, rock bolts, split sets, shotcrete, and other means which are commonly applied over existing support, thereby reducing tunnel cross sections, obscuring previous support systems, and rarely addressing the failing rock itself, leading to further deterioration of both the rock and the existing support. Traditional investigation techniques to assess compromised areas are often unfeasible due to access, depth, rubble and voids behind weight-bearing existing supports, confined space, poor invert conditions, poor ventilation, and flowing water. This presentation will discuss design procedures for assessing obscured ground conditions, assigning support classes which accommodate for unknowns, and implementing contractual means to address inevitable surprises or quantity overruns. Case studies include raw water supply tunnels in the Rocky Mountain region constructed between early to mid-20th century.
