The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

BOB FALCONER: Our next topic leader is Scott Lawson. Scott is manager of human resources for Independence Mining Company, Cripple Creek and Victor Gold Mining Company, Victor, Colorado. Scott has 25 years of human resources management experience in the mining industry, surface and underground, precious and base metals. His topic this morning is "It's the Employee That Counts." SCOTT LAWSON: When reviewing the topic of productivity in a union versus nonunion workplace, we need to look at who, and not what, can make the difference in ensuring the success of a production-oriented operation. It's not explicitly whether the property is unionized or not, but whether the employee team (including the "management group") is working together to accomplish common, shared, and meaningful goals. The bottom line is what action or actions can be taken to develop trust and to strengthen working relationships that challenge and compel employees to willingly share their particular areas of expertise. I want to share a real-life experience that happened to me during the summer of 1961. Perhaps some of you will be able to relate to the following story. I was an 18-year-old fresh out of high school, ready for my first true work adventure. I found summer employment for myself and two friends with the New York Central Railroad in Cleveland, Ohio. Our jobs were as laborers, laying ties and rails, and unloading ballast. We made $2.62 an hour. We were fat cats! My friends and I took on the job with a great deal of vigor, to the dismay of our fellow workers. These workers were unionized by the Railway Workers, which I believe were affiliated with the Teamsters. Talk about being naive, we wrote the book in 1961. When we took the jobs, we did not realize the employees were represented by a union, even though we didn't think they worked too hard. Within our first two weeks of work, we established new daily records for laying virtually twice as many ties as had been standard, and we nearly tripled production by the end of our hall of fame railroad careers. We even took naively to the next level by lining up the ties for our afternoon work shift during our lunch break. In 1961, we thought we were the Mantle, Maris, and Colavito of tie laying. For the younger set in the audience, we would have felt like the McGwire, Griffey Jr., and "The Big Hurt" Thomas of tie laying. A section of the union contract allowed for a 60-day probationary period during which the employee was evaluated and also exempt from joining the union. 12.1-BASIC AND PARAMETRIC CRITERIA IN THE SELECTION, DESIGN AND DEVELOPMENT OF UNDERGROUND MINING SYSTEMS STEFAN H. BOSHKOV AND FRED D. WRIGHT The criteria governing the selection of an underground mining system relate to several factors the importance of which varies with geographic location, the state of development of the industrial technology, the economic climate in the Nation and, perhaps, in the world-all these as functions of time. Thus, the best choice of a mining method depends upon sets of definable and undefinable values for numerous factors that may be considered fixed at the precise point in time. Subsequent changes in economic and/or technological developments may necessitate modification or complete revision of the existing mining system. A classification of criteria for selecting a mining system must be based on the broadest definitions. Specific cases may present simple solutions or pose very intricate questions, the answers to which are frequently based on judgment rather than explicit logically reasoned and derived results. Specific criteria may be of negligible consequence in some instances and of overriding importance in other cases. It would be foolhardy to attempt to point out, in the limited space available, all possible variations and interplay of factors, as well as to define the setting in which this interplay can take place. The reader is, therefore, referred to the case histories described in the subsequent parts of this section where actual practice will point out the variability of the problems encountered in the selection of a mining method. A popular thesis suggests that the proper approach to selecting the method of mining should be rooted in the inverse solution, whereby the limitations of the various methods in use serve as criteria to eliminate most of these methods from consideration in the specific case. This narrows the ultimate selection to one or perhaps two most appropriate methods. At this stage, a critical comparison analysis will lead to the ultimate choice. Although such a negative approach un¬questionably is valid in discarding obviously inapplicable mining systems from consideration, it falls short in defining the best system, which in practice quite often turns out to be a variation of a textbook standard, or a combination of two or more such standards. Because the deployment of capital and manpower over a long-term commitment closely follows the selection of the mining system, the decision-maker can well afford to spend a great deal of time and effort in evolving the optimum solution for the peculiarities of his specific case. Within the basic engineering tenets of economy and safety to which the design of a mining system must adhere lie numerous factors of constraint which may be grouped, somewhat arbitrarily but for ease of discussion, into several categories. The criteria that enter into the choice of a mining method derive from the following groups of factors: 1. The shape, size and spatial position of the ore deposit.

Following an in-depth scenario and strategic planning exercise in 1997, Noranda's mine production goal was set at 500,000 tonnes per year of both copper and zinc metal within five years. There had been no recent discoveries, reserves were shrinking and things had to be done differently and quickly. Change is now continual in our program but here is what we did first: Combined the exploration and business development groups Formed teams to search for and respond to opportunity Made our geologists more business minded and our engineers more optimistic Went global Set clear thresholds, farmed out the marginal properties, fast tracked the others Focused reconnaissance exploration where we had a clear competitive advantage Became a "flexible" partner to both juniors and seniors Is it working? A number of successes, near successes, and outright failures are discussed. The main result is a much higher rate of opportunity flux which is essential for success in the mining industry.

When plotted as head vs. volume, fan curves start high and decrease in head with increasing volume while mine head curves start low and rise with increasing volume. Their intersection is the system operating point But wait a minute: Isn't head loss a negative number, a debit? And isn't fan head an energy addition, a credit? This, as every ventilation instructor knows, is often a stumbling block to student or audience comprehension. It is possible to use the intuitively correct curves -pressure losses as negative values and energy additions as positive values -and still obtain the correct operating point: adding the two curves produces a third curve that intersects the x-axis at the operating point, the point at \\tIich the fan energy input exactly matches air circulation energy loss. Using this technique also makes it easier to account for outside influences on the system, such as natural ventilating pressure; with the standard approach it is quite easy to add or subtract such influences to the wrong curve. This approach can be extended to the graphical solution of any series/parallel circuit or ventilation net\wrk. The results are the same, and the approach is logically consistent and less confusing.

PROJECT DESCRIPTION The York Durham Sanitary System (YDSS) Interceptor in the Town of Richmond Hill located just north of Toronto, Ontario, Canada will see the construction of a tunnel extending along 19th Avenue for a length of approximately 3.8 Km from Yonge Street, east to Leslie Street and will have a minimum internal diameter of 2.1 m. t to Leslie Street and will have a minimum internal diameter of 2.1 m. The tunnel will connect into four shafts, for which two of the shafts will be constructed using the slurry wall construction method given the high water table and difficult ground conditions encountered at these locations. The two shafts noted as Access Shaft No. 2 and No. 3 were designed and constructed to meet regulatory conditions, which required a sealed shaft construction method. GEOGRAPHICAL PROFILE The ground conditions in the Toronto region consist predominately of glacial till, glaciolacustrine and glaciofluvial sand, silt and clay deposits, and beach sands and gravels. The shallow geological formation found in the project area consists of four types of deposits: Oak Ridge Morain deposits, Halton Till, Glacial lake deposits and Organic soils. The Oak Ridge Morain is the dominant deposit encountered along the tunnel alignment. This formation consists of three deposits: The Upper Till, Middle Sand and the Lower Till. Standard penetration tests (SPT) carried out in these deposits measured N-values ranging from 2 to more than 100 blows/300mm which indicate very loose to very dense soil conditions. The Middle Sand deposit will be the dominant feature within the slurry wall construction at access shafts 2 and 3. Access Shaft 3 The base of the slurry wall will be 20.5 M below the ground surface. Slurry wall excavation will be within peat and organic soils found at the upper 3 M, followed by 5 M of the Upper Till. The remainder of the excavation will be within the Middle Sand. The piezometric head elevation is found at the ground surface. Access Shaft 2 The base of the slurry wall will be 22.5 M below the ground surface. Slurry wall excavation will be entirely within the Middle Sand 2.The piezometric head elevation is found at 7 M below the ground surface.

I would like to start this paper by looking back about twenty years to see where we have been in the mining industry. We will also look forward a bit and talk about what lies ahead. Here is what has happened to the world economy since the 1970s. Economic growth was strong in the early 70s, but slipped into a recession in the middle of the decade. Then, after a fairly decent recovery recession struck again in the early 80s and since then growth has been rather sporadic. All in all, it has been a real roller coaster ride. There will continue to be plenty of ups and downs in the world economy in the future.

Rendering a solid hydrophobic and solid-fluid particle* attachment in flotation are recognized as not necessarily related (1,2). The attachment is governed by forces of attraction and repulsion which need to be considered. The induction time required for attachment after solid and fluid particle are brought into proximity (3-8) illustrates the point. Laskowski(8) showed that a reduced induction time favoured flotation but detected no change in contact angle, a standard indication of solid surface hydrophobicity. Induction .time is observed in fluid-fluid particle coalescence, there being called a rest time (9-11) The induction time phenomenon is related to the presence of a metastable liquid film (disjoining film (2)) of the continuous phase (water in flotation) which must thin and rupture to permit attachment. The lifetime of this film, which is governed by the rate of thinning and the probability of rupture with thicknesss, depends on a complex interaction of forces. Investigating these forces should help clarify the attachment process. Practical benefits would be improved understanding of slimes flotation (12,13) This paper is concerned with the role of the mobile fluid particle-water interface on the film lifetime, in particular, the role of time-dependent or dynamic interfacial properties resulting from deformation of this interface.

Southwestern New Mexico is part of a large belt of Late Cretaceous to Eocene copper porphyry deposits found in Arizona, New Mexico, and Mexico. These deposits are the result of arc magmatism that occurred during the Laramide orogeny. Recently, attention has been brought to other commodities that can be extracted as by- and co-products, many of which are critical minerals. A new compilation of the geochronology of these deposits shows two main pulses of magmatism that produced mineralized deposits and, along with new dates by the author, shines new light on the geologic history of these deposits and the role it plays in critical mineral abundance.

An investigation of several trace elements distributed among sulfide minerals from deposits located in the southeastern United States was conducted. The deposits investigated are distributed within both the Blue Ridge Province and the Piedmont Province, which are contiguous geographic provinces. Twenty five deposits were examined;' eleven in the Blue Ridge Province and fourteen in the Piedmont Province. Figure 1 shows the locations of deposits investigated. In the deposits investigated, the mineral phases examined were pyrite, pyrrhotite, chalcopyrite, and sphalerite. These phases were chosen because of their relatively widespread occurrence, although no pyrrhotite was seen in the Piedmont Province. A total of 116 polished surfaces of ores were prepared, and mineral phases were collected from these surfaces for analysis. Samples were analyzed for cobalt, nickel, manganese, lead, tin, chromium, molybdenum, and gold. A total of 372 analyses were made. Trace elements were determined by atomic absorption spectrophotometry following standard procedures. In this study, trace elements are defined as those elements which are present in the mineral but which do not affect the chemical formula for that mineral. Lead is considered as a trace element only in ores where little or no lead sulfide could be identified as a distinct mineral phase.

In this paper I will attempt to present an up to date review of the type of exploration' that has previously been carried out in Alaska, discuss some of the more significant past producers and recent discoveries, and suggest some approaches to future exploration. Hopefully this information may be of some use to those parties tempting to evaluate Alaska's non ferrous, non placer, metal potential or contemplating initiation of exploration in the state. II. SUMMARY AND CONCLUSIONS Past production of non ferrous metals from lode deposits in Alaska has been meager considering the size of the state. Since there have been no major lode mines operative in Alaska since World War II, and since logistical conditions vary throughout the state, it is not possible to generalize with respect to mining costs in Alaska as compared to those in other areas. There seems to be little question, however, that a major deposit situated in a reasonably favorable location' could be profitably operating at present. Host of the known metal prospects in Alaska were discovered by early gold prospectors prior to World War I. From World War I through World War II exploration consisted chiefly of surface prospecting by prospectors on a diminished scale, as compared to the early gold rush days, drilling of some prospects by the U.S.B.M,, and occasional mine or prospect evaluations by mining companies. From the end of World War II to the present time, there has been a generally steady increase in exploration by mining companies consisting chiefly of prospect and district evaluations, large scale aerial reconnaissance programs in search of color anomalies, and regional drainage geochemical surveys. The post World War II increase in mining company exploration has not been matched by an increase in conventional surface prospecting.

"INTRODUCTION An inherent aspect of any tunnelling project is ground risk: how it is identified, quantified and managed throughout the various stages of a project. Early identification of these risks, such as adverse ground conditions or potential obstructions is crucial; however specific identification of all risks will inevitably be limited by the extent of the desk study, ground investigation and accuracy of as-built information available, particularly in a densely populated urban environment such as London with a long and varied history of development. It is therefore crucial to have suitable plans and procedures in place for dealing with potential ground risk scenarios if they occur during construction work to ensure the safety of the workforce and to protect nearby critical assets. A number of experiences of potential ground risk were encountered during the Sprayed Concrete Lining (SCL) works on Crossrail contract C300/410 which was constructed by a joint venture of BAM Ferrovial Kier (BFK). The C300/410 works, undertaken in the heart of London, comprised of over 2.5km of SCL tunnels for Bond Street and Tottenham Court Road Stations and the Fisher Street crossover, as well as two 6.2km TBM tunnel drives between Royal Oak and Farringdon. BFK appointed Donaldson Associates as their SCL designers for the works; together they were responsible for excavation stability up to the point of ring closure. Despite the majority of SCL tunnelling works at Bond Street and Tottenham Court Road being through the favourable medium of London clay, there remained areas of local geotechnical challenges. Some of these were expected from the outset, some became apparent as works progressed from records of other nearby excavation works, and some were only encountered during tunnel excavation. Being located in the centre of London meant that there always remained a possibility of meeting some form of obstruction from previous structures. However, identification of all potential issues prior to the commencement of the works was challenging and proved to not be entirely possible. Through a series of case studies, this paper documents incidents where obstructions or adverse ground conditions arose. These scenarios all had the potential to cause safety risks, impact the tunnel design and/or construction methods and ultimately add time and cost to the works. The paper discusses how these challenges were overcome which utilised in part, a progressive risk reduction cycle, feeding back knowledge gained at all stages of construction into the approach for undertaking the works. It also examines what could be done in future to further reduce the ground risk through early identification, communication, education and appropriate contingency measures."

The aim of this study was to investigate desulfurization and de-ashing of a mixture of subbituminous coal and gangue minerals by the agglomeration method. For this purpose, experimental studies were conducted on a mixture containing subbituminous coal, pyrite, quartz and calcite. The effects of some parameters that markedly influence the effectiveness of selective oil agglomeration, such as solid concentration, pH, bridging liquid type and concentration, and depressant type and amount, were investigated. Agglomeration results showed that the usage of various depressants (Na2SiO3, FeCI3, corn starch, wheat starch) in the agglomeration medium has a positive effect on the reduction of ash and total sulfur content of agglomerates. It was found that an agglomerate product containing 3.03% total sulfur and 25.01% ash with a total sulfur reduction of 56.71% was obtained from a feed that contained 7% total sulfur and 43.58% ash when FeCI3 was used in the agglomeration medium. The Tayoltita Unit of Minas de San Luis, S. A. is situated in an isolated corner of the state of Durango, Mexico. The ore deposits in the region were first worked by Indians, but by 1757 the Spaniards had discovered them, and the first systematic exploitation of the mines commenced. By the early 1900's most of the mines had been acquired by American interests, and the San Luis Mining Company was organized. The modern period of exploitation, uninterrupted for the last 74 years, began. In 1962 the company was fully "Mexicenized" in compliance with the modification of the mining law, and the name was changed to Minas de San Luis, S. A. Tayoltita continues as one of Mexico's most important silver and gold mines. The ore is extracted in en extensive underground operation, mining epithermal fissure veins by selective methods. The ore is milled and treated in an efficient counter-current cyanide plant, where 95 % of the silver and 96 % of the gold is recovered. Current annual bullion output is 55,000 kg (1.7 million troy oz) of silver and 1000 kg (31,000 troy oz) of gold from milling 165,000 try (181,900 stpy). Rough, 33-kg (1000-troy oz) bullion bars are smelted at the mine, shipped by air to Mazatlan, Sinaloa, and are thence sold to the Met- Mex Peñoles smelter in Torreon, Coahuila. Ore reserves, blocked by very conservative methods, are currently at 540,000 tons (595,000 st). Ore reserve grade is 425 g of silver and 6 g of gold per ton (12.4 troy oz Ag and 0.18 troy oz Au per st).

The U.S. Bureau of Mines, in cooperation with the Homestake Mining Co., and the University of Utah, is conducting a field demonstration to evaluate the behavior of rock masses supported with cable bolts. One of two rock masses being studied is supported with both conventional and birdcage cables. This rock mass is located between the 6500 and 6650 levels of the 45-4BN stope. 21 ledge. The second rock mass is the hanging wall of the D-limb stope between the 3500 and 3650 levels near the Ross Shaft and is supported with conventional cables. The primary objectives of the project are to monitor the behavior of the two rock masses during mining using extensometers and cable support strain gauges, after which the rock will be modeled using the finite-element code UTAH III. Field data will be used to verify the modeling. In addition. a comparison between the effectiveness of conventional and birdcage cables will be made.

Classical apparatus for granulometric separation generally have limited applications which are found either in the level of the size of separation or in that of the accuracy and the efficiency of the separation or in that of the rate of feed. In industrial practice, the classification of the products of coarse dimensions generally poses no problems. On the contrary, the separation of fine particles presents some difficulties, however the apparatus is used (mechanical classifiers, curved screens and sieves, hydrocyclones, etc...). These difficulties are due to hprfections of separation, rather high cost prices, and sometimes large amounts of recycled materials.

"A tunnel project poses many challenges; the operation of the Tunnel Boring Machine (TBM) being one of them. Mechanized tunneling is known as a safe and effective alternative to other methods in terms of schedule and cost; however, efficiency can be severely affected by a bad TBM selection and qualification and employment of inexperienced operators. The success of a mechanized tunneling project involves a comprehensive and interdisciplinary consideration of all contributing factors such as TBM technical specification and selection, TBM design and procurement including ancillary equipment and tunnel linings. The tunnel equipment selection along with the operation can make or break the project. The objective of this paper is to address the importance of the skills and qualifications of the TBM crew with particularity to the TBM Operator. The study includes the Owner and Consultant involvement in the selection and pre-qualification of the TBM crew and specifically the TBM operator as well as the role of Contractor and TBM manufacturer in TBM operator training. This paper also analyzes the possibility of issuing a TBM operator certification, and discusses the benefits and significance of periodic training and certification programs. INTRODUCTION Training in the tunneling industry is not a new topic. The industry continues to evolve and become more complex with technology advances and expansion of mechanical tunnelling to mechanized shaft construction, large diameter drilling and mining industry applications. The need for professionals trained to operate mechanized tunnelling equipment is ever increasing, while there is a significant number of veterans who will be ageing out in the next 5 years. Consequently attracting young professional is a very important aspect of sustaining a qualified pool of professionals. For any given tunnel project, the owner and the engineer spend up to several years, studying the ground conditions during preliminary and final design. Post contract award the contractor spend additional months studying the ground again to develop the optimum means and methods for construction. All this time and money spent at the beginning of the project has the purpose of developing the optimum tunnel design, assessing the risk associated and implementing mitigation measures to reduce risks to acceptable levels. Following the tunnel design process, sophisticated TBMs are being specified and sourced to ensure the best tool for the job. The question raises here: Are there available experienced/trained professionals capable of operating these sophisticated machines?"

Cyprus Sierrita is a major producer of copper and molybdnum from its Sierrita and Twin Buttes open pit mines south of Tucson, Arizona. Both pits were started in the late 60's and are in excess of 1500 feet in depth. Sierrita has utilized a Cat 992C Remote Controlled Loader since January 1993. The loader was justified to increase SAFETY and PROFITS at Sierrita. It has exceeded all expectations. As of June 1993, it had produced additional profits totaling more than $1,500,000.

"The Jinhae Geoje gas pipeline tunnel project is the largest (7.8 km) and the deepest (90 m) subsea tunnel in South Korea. This tunnel will house a pipeline to carry natural gas from the mainland to Geoje Island southeast of the country to alleviate the increased demands for natural gas, especially in the winter season. Tunneling is currently underway using two slurry shield TBMs of 3.5 m diameter. This paper describes the major design elements of the tunneling machines and their performance evaluation. For this purpose, a thorough analysis of geotechnical information was performed to evaluate the tunnel elevation to reduce the risk of tunneling under high water pressure in unstable and permeable rock mass under 9 bar water pressure. TBM specification and TBM performance were also analyzed using different methods, including well-known models as well as a rotary cutting machine test developed in house in Hyundai Engineering and Construction Company. INTRODUCTION High demand for natural gas, especially in winter season was the primary driving factor for the design of the Jinhae Geoje gas pipeline project. This project is located southeast of South Korea between Jinhae district and Geoje Island and runs for over 50 km length. The mid part of this project includes a 3.5 m diameter subsea tunnel consisting of two sections of Geoje to Jiri Island (4.3 km) and Jinhae to Jiri Island (3.5 km). Figure 1 shows the tunnel project location and its layout. Figure 2 shows the geological profile along the tunnel. As can be seen, the tunnel passes mainly through three rock types: granite, tuff breccia, and andesite tuff. This tunnel was planned to be constructed by two face pressurized shielded TBMs and to be lined with a segmental lining of 2.8 m internal diameter. The major challenge for this tunnel is its maximum expected water pressure at the tunnel invert (8.83 bar). At such a high water pressure, the TBMs required special design to ensure they can handle unexpected water pressure and to ensure the risks for the TBM maintenance intervention are minimal. In this regard, a thorough analysis was conducted on the TBM design parameters and geotechnical information to define required TBMs’ design parameters and to identify the safest tunnel elevation. This paper provides a brief overview of the project geotechnical information, TBM selection and its design specification, tunnel elevation selection, and TBM penetration rate evaluation. In this regard, a rotary cutting machine testing equipment was used to perform trial tests on a similar rock type encountered along the tunnel for performance evaluation and optimization."

Process development is one of the principal tasks required in the course of turning an exploration discovery into a mine. Exploration geologists should have an understanding of the more important metallurgical processes and the test work required for each process. The paper discusses the important metallurgical processes, the test work and sample requirements for each, and the costs and time requirements to accomplish the testing. The limitations of reverse circulation drill samples for metallurgical testing are discussed. The level of process definition required to support engineering studies: scoping, pre-feasibility and feasibility studies are also described.
