Highwall mining is an important surface coal mining method, and it may account for approximately 4% of total U.S. coal production. Highwall stability is the major ground control related safety concern. Ground control plans for highwall mining should specify hole width, web pillar width, barrier pillar width and number of holes between barriers. This paper offers simple design charts for these parameters aimed at providing “ball park” checks. Web pillars containing pre-existing auger holes are analyzed and a design chart for estimating their minimum width is also presented. Finally, close proximity multiple seam highwall mining, which may have caused several serious highwall failures, is analyzed. Web and barrier pillar recommendations for this special situation are presented.

The film you see is a slow motion view of a typical half million ton taconite blast at one of Erie's mines. This blast is made up of 220 drill holes and a total of 325 thousand pounds of blasting agent. The second view of the same shot is taken by a remote control hi speed camera located 1500' directly in front of the blast. Shortly you will see some violent camera movement as the air blast shock wave strikes the camera location. As the blasting sequence progresses the rock fly becomes evident, and if you will look closely amidst the clouds of smoke, rock fragments weighing up to 1/2 ton begin to cascade into view. These missles are the chief concern of blast security. The next camera shot at 4000 frames/second vividly describes the primacord firing lines detonating the blast. Travelling at 22,000 ft./sec., this white snake of fire travels to each hole, detonating the blasting agent. Before we get into the matter of blast security, let me locate our operation for those of you not acquainted with Minnesota's iron ranges and tell you something about our company.

Automatic tripper control systems can be reliable and as such are suitable for use in the mining industry. Proper application of fundamental engineering principles provides the means for the reliability. Some of the principles are: (1) Be sure the system designer designs a system that does the job operations people want done; (2) Use sound logic design practices to avoid internal electrical problems; (3) The design must be maintenance oriented; and (4) Use good quality components. I would like to discuss a tripper control installation at Kennecott Copper Corporation, Chino Mines Division, in Hurley, New Mexico, and how these principles apply to this tripper control system. First, however, I will expand on the principles to clarify just what is meant. First, "Be sure the system designer designs a system that does the job operations people want done.? Operator acceptance is often the key to the success or failure of an automatic control system. One of the best ways I know of to get operator acceptance is to give him a system that he wants. I don't mean to imply that if bad practices or procedures exist that they should be incorporated in the control system. I do think that many designers feel they haven't done their job if the control system doesn't do things drastically different than the old manual method. Good engineering principles dictate that the job should be done right and if the manual method was right it can very likely be right for the automatic method.

Best known for its extensive bauxite and alumina exports, Jamaica also has a small but active industrial minerals sector. The island has for many years been a net exporter of small tonnages of gypsum, metallurgical-grade limestone and marble products. As bauxite and alumina earnings have declined the government of Jamaica has made extra efforts to promote growth of overseas sales of these nonmetallics. The nearby U.S. market is a natural first choice for new exports. Overview In 1984, Jamaica quarried an estimated 3.2 million cu m of marble and fill and an additional 3.5 million cu m of sand and gravel, for use in domestic construction. These amounts are in line with the production in earlier years of the 1980s but are not a factor in the export pattern and need not be considered further. Similarly, annual production of 15 million ton of silica sand for the manufacture of glass bottles is principally consumed by the domestic market.

The Old Bevier Aerobic Wetland in Macon County, Missouri, was constructed between 1990 and 1991 by the Missouri Department of Natural Resources’ Land Reclamation Program for the purpose of treating acid mine drainage (AMD). The principal source of the AMD is from an underground mine that operated during the 1920's through 1950's, which was partially exposed during surface mining in the 1960’s. Limestone bedding of an AMD collection system provided alkalinity similar to an anoxic limestone drain (ALD). Because the original aerobic wetland failed when a critical dilution water supply became unavailable, the total acidity of the AMD overwhelmed the limited neutralization ability of the aerobic wetland. The aquatic vegetation deteriorated and treatment became ineffective. The Missouri Land Reclamation Program with the assistance of the Office of Surface Mining, Mid-Continent Regional Coordinating Center rehabilitated the Old Bevier Aerobic Wetland in 2001, incorporating newer technologies to improve the performance. The new system, Old Bevier II treatment facility, consists of a 2-stage vertical flow pond (VFP) with associated oxidation cells and aerobic wetlands. This paper discusses the performance of this passive AMD treatment system, updating an earlier report. The new treatment system has operated with nearly continuous net alkaline discharge and a high iron removal rate. Treatment improves during warm months when emergent vegetation is fully established and biologic activity is greater. Reduction in system efficiency is evident during winter months.

The Amax Gold Guanaco mine is located in the Atacama Desert, approximately 260 km southeast of Antofagasta, Chile. The 6,000 tpd leach operation produces approximately 90,000 oz of gold, and 360,000 oz of silver per year. Production began in 1987, and the operation has been managed by Amax Gold since 1992. The mine has been plagued in the past by high operating costs and low production. Several significant changes have been made to the operations which have resulted in lower costs and higher operating efficiencies. A review of these changes is presented herein.

The Annacis Island Outfall Project includes two TBM bored tunnels with face pressures above 3.5 bar, with an internal diameter of 4.2 metres. This paper discusses the innovative approach to TBM tunnelling and TBM design at the Annacis Outfall Project. The TBM custom design includes a 3.6 m OD core machine manufactured by Herrenknecht and a 5.0 m add-on by the Contractor (Bessac), acting as an extension kit, with optimized gantry design to accommodate for short tunnel drives and quicker launches. This novel design approach produced safety improvement, cost and schedule savings while streamlining logistics of TBM retrieval.

In the course of time, an increasing number of investigations on jet cutting all kinds of material, such as rocks1, 2, 3, metals4, 5, and wood6 have been reported to serve various applications. This paper deals with one particular application of jets, viz deep-well drilling for hydrocarbon exploration and production. A number of papers have been published on this subject 7, 8, 9, some of which refer to jets purposely containing abrasives, termed 'jetted particle drilling'7. Since such abrasives complicate fluid handling considerably and do not appear to be absolutely necessary for making hole we have restricted ourselves to conventional drilling fluids. A large part of our investigation has been performed with the aid of three laboratory-type drilling machines, which permit tests on both micro-bits (12 in) and full-scale bits (62 - 9 5/8 in). In view of the application of jets in deep wells, care has been taken to simulate hydrostatic pressures as they exist in the field on the hole bottom. These have been found to have a major effect on the bit-penetration rate for various drilling fluids. Following experiments with single nozzles, laboratory bits have been designed, improved further and developed for field use. Field runs on 9 5/8 in bits, using conventional equipment and pumps, served to verify the feasibility of the jet drilling concept. Further efforts are evidently needed to evaluate the jet drilling method. It is encouraging that one of these10, a field test programme, is supported by a number of oil companies jointly. Such a combined effort is of paramount importance to evaluate and develop this new method of drilling to its full potential in a reasonable period of time. This paper aims to contribute to that ultimate goal.

Dimension stone and salt are two of the oldest industrial minerals utilized. Salt has been and still is a necessity to the well being of man. Dimension stone on the other hand has been utilized by man to glorify conquests - both in the battlefield and corporate arena. Both commodities are important, but dimension stone has an additional use in that the survival lessons learned by the domestic industry can be applied to other contemporary industrial minerals, Specialization in the market place and customer service have allowed domestic producers to survive: subsidized foreign competition, obsolete equipment, and lack of capital.

Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. "INTRODUCTION It can be vital that bolted joints holding subassemblies together remain secure. Bolts should resist the loosening effects of vibrations and dynamic loads yet need to be easily removable during maintenance. When a threaded fastener is subjected to vibration, the rapid movement causes a lowering of friction against the threads and a subsequent loss of preload. The loss of preload allows the fastener to vibrate loose and possibly fall out. As the diameter of fasteners increase desired preload becomes increasingly more difficult to achieve. Input torque requirements for achieving proper bolt preload is exponentially related to any given fasteners diameter. This means that specialized tooling or bolting practices are usually required to attempt the tightening of fasteners to reach their required preload. Traditional methods can cause problems with joint integrity and do not provide consistent bolt load across the bolted surface. BOLTED CONNECTIONS A failed critical bolted joint can lead to high maintenance costs, machine downtime, and risk to worker safety. Control of the clamp load in a bolted joint is vital. However, when faced with a problem joint, it is not surprising that the design engineer will not have an answer if asked about the clamp load. Torque calculations must always be based on the existing conditions that often are vague. Unless all parameters are correct, the calculation will be unreliable. Examples of parameters are: • Thread condition of the fasteners • Hardness of contact surface • Material (steel, aluminium, copper, etc.) • Extra friction from a locking fastener • Extra friction from an adhesive • Lubricant on the thread • Type of bolt head (flanged, regular or serrated) • Surface coating of the bolt • New or reused fastener During tightening, bolts are subjected to both tensile and torsional stress. The total stress in a bolt can be calculated using the formula: Total stress = vsx2 + 3txy2 In order to maximize the desired tensile stress (sx) it is vital to minimize the torsional stress (txy). Tensile stress (clamp load) is achieved when the bolt is axially elongated. Unwanted torsional stress (twisting) in bolts arises during tightening due to thread friction. High thread friction increases torsional stress and causes yielding at lower clamp load levels than normal. A lubricant is necessary to minimize the malign torsional stress. However, many commonly used bolt-locking systems are based on increased thread friction (deformed nuts, adhesives, etc). To minimize thread friction and concurrently safely secure the joint has often incorrectly been considered impossible. The use of locking systems that increase thread friction is the single most common reason why the full capacity of bolted joints is not utilized. The following example illustrates the problem."

The purpose of this article is to present design information and operating data on a pilot gas scrubber which is believed to be a new approach for removing noxious gases and particulate matter from the off gases of coal burning power plants and smelters. This principle of scrubbing gases, particularly, scrubbing with an aqueous slurry of lime, was conceived by the author early in 1972. The National Lime Association financed the design, fabrication and initial operation of the unit. The unit was fabricated by Hazen Research Inc. of Golden, Colorado. It has been tested on the off gases of two coal burning power plants and one smelter. The current environmental program has stimulated research and development activity directed toward the removal of sulfur oxides, oxides of nitrogen, particulate matter and other undesirable substances from gases discharged into the atmosphere. At present, most of this effort is focused on the removal of sulfur dioxide and particulate matter by aqueous scrubbing of the gases. This presentation deals particularly with the removal of sulfur dioxide using an aqueous slurry of lime as the scrubbing medium. In recent papers, the author has called attention to-the sludge problems resulting from aqueous scrubbing and to some earlier data on the pilot scrubber about to be discussed.1/

Personnel at the Jet Propulsion Laboratory (JPL) are studying the technology and applications of salt-gradient solar ponds (see below) for both electrical and thermal energy generation. The brine extraction and processing site operated by the Kerr-McGee Corporation at Searles Lake, California, offers ideal conditions for economic construction of solar ponds. Furthermore, since rising conventional energy costs adversely affect the economic recovery of brine by the present process, this site was selected for a study on the feasibility of integrating the solution mining of trona (Na2CO3?NaHCO3?2H20) in the lower salt with solar ponds for heating. The major emphasis of this study was to determine whether inexpensive thermal energy available at the brine extraction site would be useful in extracting increased mineral value from the resource. The present operation, which involves the simple extraction of the complex brine and its processing at the adjacent plant, is sometimes referred to as solution mining. Since the concept discussed in this paper involves injecting a heated sodium sulfate brine to dissolve carbonate underground, the proposed scheme is referred to as "enhanced" solution mining. At the present time, whether an electric utility uses high-sulfur coal is largely determined by geographical location, clean air legislation, and the age of the power plant. Acid rain legislation may well be the new force to change the use of high-sulfur coal. A number of coal papers were presented at the SME Fall Meeting in St. Louis, MO, Sept. 1986. These papers discussed high-sulfur coal in relation to its economics, trends and prospects, value of cleaned coal, and coal-cleaning technology. The Clean Air Act of 1970 required the reduction of SO, emissions from most stationary electric-generating plant to 0.5 kg (1.2 lbs) SO2, per million Btu of heat input. It was possible for many plants to utilize lower-sulfur coal or a mixture of high-sulfur and low-sulfur coal to meet this emission requirement. This 1970 act greatly increased the use of low-sulfur western coal. The 1978 amendment to the Clean Air Act required all new plants to use Flue Gas Desulfurization (FGD) to meet a requirement of 70% reduction of potential SO2 emissions to 0.3 kg (0.6 lb) SO2 per million Btu of heat input. With the requirement to use FGD, there was little or no demand for low-sulfur western coal in new eastern power plants. If' new acid rain legislation is enacted, it likely will require sizeable reductions in SO2, emissions by existing coal users. There might then be a shift to greater use of low-sulfur coals. The low-sulfur coals could come from either western or eastern mines or from cleaned eastern coals. Economics will dictate the approach older power plants will take to meet new regulationsuse FGD or low-sulfur coal. Coal use for electric power generation has changed from 1970 to 1985. Table 1, (Land, preprint 86-333) shows the change. The table shows that in 1985, US utilities used about 255 Mt (280 million st) of high-sulfur coal. Some 45 to 54 Mt (50 to 60 million st) of high-sulfur coal is being used in plants equipped with FGD and most of this use is in eastern states. This leaves 200 to 209 Mt/a (220 to 230 million st) of high-sulfur coal being used without FGD treatment. These plants are at risk if acid rain legislation is passed. Most of these plants are in the east and are more difficult to supply with low-sulfur coal. Estimates range from $20 to $30 billion capital investment and from $5 to $9 billion dollars per year operating costs to reduce SO2, emissions from those old medium-to-high-sulfur coal-burning plants. G. W. Land, (preprint 86-333), also presents tables relating to power generating costs and coal types. The author's tables are extracted from Land's tables IV and V. Table 2 here presents costs for a new plant. This includes the impact of different heat rates, fuel costs, fuel qualities, operating and maintenance costs, labor costs, and waste disposal costs. Table 3 compares estimated costs to retrofit an older plant with a limestone scrubber versus switching the same plant to low-sulfur eastern or western coal. Costs of switching include upgrading the electrostatic precipitator and - with western coal - costs of derating. Bhagwat, (preprint 86-325), details the trends in high-sulfur coal markets from 1974 to 1984. He also gives some prospects for high-sulfur coal markets, 1984 to 1994. The prospect depends mostly on whether acid rain legislation is enacted. By 1994, if New Source Performance Standards (NSPS) continue to be applied, high-sulfur coal demand from six mid-west and eastern states is expected to increase by 27 Mt (30 million st). • L. A. The Washington State Department of Transportation (WSDOT) is constructing a new tunneled route under Seattle to replace the existing State Route 99, Alaskan Way Viaduct (AWV), which follows the historic waterfront for several miles. The viaduct separates the businesses that rely upon the tourist trade from the down-town area. The reconnection of the city to the waterfront areas will occur following the completion of the SR99 Re-placement program that replaces the aging structure that was severely impacted by the 2001 Nisqually earthquake, with a state-of-the-art, twin-deck highway with a world record-breaking 17.4-m (57.3-ft) bored tunnel. Constructed in the 1950s, the double-tiered viaduct is nearly 3.2 km (2 miles) long and runs parallel to city?s waterfront. The viaduct, which is partially supported by the seawall, is a vital local and regional transportation link and carries about 110,000 vehicles each day. The seawall, built from concrete and timber in the 1930s, extends along Seattle?s waterfront and supports the soil behind it. Studies in the 1990s showed that the viaduct was nearing the end of its useful life, apparent by its exposed rebar and weakened columns. The 2001 Nisqually earth-quake further damaged the viaduct, forcing WSDOT to temporarily close it for inspection and limited repairs. The viaduct and nearby seawall are vulnerable to an-other earthquake and continue to show signs of age and deterioration. Following a collaborative process, WSDOT developed the following guiding principles to the viaduct replace-ment:

San Diego’s Stadium Conglomerate consists of poorly cemented cobbles, gravel, sand, silt and clay. Conventional laboratory and in-situ testing is not suitable for characterizing its engineering properties. Although the formation is often considered a “rock” its behavior is more readily modeled using soil mechanics. Static and seismic design of a tunnel for the Mission Valley East light rail extension required that the stress-strain characteristics of the ground be identified over a broad strain range. Geophysical methods and field plate load testing were used to develop a full non-linear stress-strain model of the expected ground behavior. Quantification of the coarse material distribution was also required for selection of tunneling methods and construction considerations.

Coal mines in the Illinois Basin have not engaged in pillar recovery for many decades. In large part, this is due to the exceptionally weak nature of much of the roof in the region. But, as room-and-pillar mining is conducted at greater depths, and larger pillars become necessary, recovering them becomes more attractive. Recently a western Kentucky coal mine became the first in recent times to successfully employ full pillar recovery. This paper describes the many challenges that were overcome during the process. From the beginning, the focus was on protecting the miners from roof instability, using cable bolts, mesh, mobile roof supports (MRS), and engineered final stumps. Two short test panels were extracted first, and the results were used to adjust the support pattern and mining sequence. Further adjustments were made based on subsequent experience. To date, seven panels have been recovered without a ground fall injury.

With today's high energy costs per million BTU's, far greater emphasis is placed on increasing thermodynamic efficiency in the use of energy. America has long since discarded its previous golden age of "low cost energy" in the past ten years. Energy costs are now a very significant percentage of operating expense in industrial operations. Public utilities have felt the same influences of increasing costs in energy for the generation of electricity. Not only has the input energy expense increased seriously, but as pointed out by Blackmore in a paper, fuel costs were 53.4% of the total operating costs for American Electric Power Company.

Several studies have been conducted on blastability and prediction of fragmentation. The term blastability is used to refer the susceptibility of the rock to blasting and is closely related to fragmentation. Parameters that determine fragmentation by blasting may be divided into two groups. The first group consists of blasting design parameters. The blast design parameters are controllable parameters and determined by the explosive engineers. The burden, spacing between holes, bench height, drillhole diameter, stemming height and explosive density are all design parameters. The second group consists of rock mass parameters that are referred to as uncontrollable parameters. The uncontrollable parameters are physical and mechanical properties of rock and rock mass structure. The strength, modulus of elasticity, density of rock, number of joint sets, joint orientation and joint spacing are among uncontrollable parameters. The rock mass parameters and blast design parameters should be considered together to explain fragmentation process. In this study, a blast database was accumulated to use for multivariate analysis. The blast database contains the blasts performed near Istanbul region quarries and the blasts that were preformed in various mines in the world by the blasting researchers. The cluster analysis was used to separate the blast data into different similarity groups. Group memberships were analyzed and checked by the discriminant analysis. Then, the multivariate regression analysis was used to develop a prediction equation for blast fragmentation for each group. Finally, a validation of the suggested models was performed for various mines. The model comprises blast design parameters, mechanical properties of rock and rock mass structure.
