According to the 1966 Bureau of Mines Mineral Year Book only three states reported production of lignite in that year. These state: were North Dakota, Montana, and South Dakota; although it is known that there is production of lignite in Texas, California and, perhaps, Arkansas. In the year 1966 North Dakota produced 3,543,000 tons of lignite, Montana produced 328,000 tons of lignite, and South Dakota produced 10,000 tons of lignite. In view of the fact that North Dakota produces approximately 95 per cent of all the lignite reported in the United States, in discussing lignite mining, my remarks will be confined to lignite mining as conducted in North Dakota and will be confined to the production of lignite by stripping methods, as this is the predominate method used today. The first lignite mining in Worth Dakota, undoubtedly, was done by people settling in the western part of the state where wood was scarce and where lignite is exposed in the banks of creeks and ravines. The first production records were kept in 1884 and indicate that 35,000 tons of lignite were mined that year. The growth of the lignite industry has been very slow during the intervening period, but in 1966 production started to increase, and it is now indicated that production in the next few years may approach 6,000,000 tons per year. Ninety-seven per cent of the lignite produced in the lignite area of the Midwest is utilized in the generation of electric power, and it is anticipated that this use will predominate during the next two decades.

The National Institute for Occupational Safety and Health (NIOSH) conducted field tests to evaluate the effectiveness of a wet head continuous mining machine for reducing dust exposure for continuous miner operators. Wet head technology delivers water via sprays to the continuous miner's cutter head as opposed to traditional standard sprays located on the boom and body of the mining machine. The sprays, positioned directly behind each bit on the cutter head, deliver water at the point of attack, serving to cool the bits during mining to reduce the potential for frictional ignitions. The sprays also flood the coal with water to potentially suppress dust generation. Dust surveys were conducted at several mines to evaluate the wet head's effectiveness to control respirable dust exposure at the continuous miner operator location and in the immediate return. Results show that the wet head miner improved air quality at both locations to varying degrees in some cases and not in others when compared to a continuous miner with a standard spray system.

For more than sixty years the rich oil shale formations of Colorado, Utah and Wyoming have been evaluated as a future source of petroleum. After many false starts the commercial production of shale oil is near. Union Oil and Colony (Exxon and Tosco) have begun construction of commercial plants. Occidental and Rio Blanco (Gulf and Standard of Indiana) are well along in the development of modified in situ (underground) processes. A number of other companies and groups are in advanced stages of development. This paper will review some of the major elements involved in the production of shale oil with emphasis on means available to express the efficiency of production of pyrolysis liquids and gases from oil shale rock.

The ability of conveyor belts to transport large mass throughputs economically over previously unprepared ground has resulted in this system achieving great and extensive use. A significant component in this development is the conveyor belt itself. The development of high strength steel cord conveyor belts involves the optimising of splice design, the use of excellent rubber material especially in the splice, good craftsmanship during splice production and modern field vulcanisation equipment. The durability of a splice for belts of class St 3000 up to St 790 is expressed by the fatigue strength under dynamic stress. The results obtained with a test method and equipment developed by the University of Hannover indicate the present state of the art in this field. Belts of high nominal strength used on inclined long distance conveyors reach splice fatigue strengths of about 3000 N/mm. The design should only exploit approximately 50% of the fatigue strength determined in the tests as maximum operating stress. IMPORTANCE OF CONVEYOR BELT SYSTEMS The use of conveyor belt technology has expanded considerably over the last decades in the bulk goods transportation sector. Because of the favourable transport costs and the technology's adaptability to specific topographies, belt conveyors frequently represent the most economic solution. When flows of goods are large, as in German lignite mining operations, where masses of up to 40,000 t/h are given, it is the only technically feasible alternative. The use of belt conveyor systems allows the sensible distribution of the waste and the production of the coal (Hager, 1981). But this transportation alternative is also suitable when the masses involved are smaller. Whereas conveyor belts were only suitable for loose bulk goods up until a few years ago, today they are frequently also used for hard rock open cast mines, e.g. in the production of copper ore. Because of the favourable transport costs it is frequently still economic to use mobile crushers with a throughput of up to 10,000 t h 6 which breakdown the large blocks produced y explosives into transportable grain sizes. In many operations, trucks are only used to provide flexibility between the excavator and the crusher, i.e. over short routes, and the long, frequently steep, transport paths to the processing plant or to the spreader are undertaken by belt conveyors (Einenkel et al., 1992). The advantages of belt conveyors, i.e. to cope with large mass flows over inclines and down slopes of up to 1:4 have resulted in this system gaining very extensive use throughout the world. The conveyors can be installed over for the most part unprepared ground with suitable vertical radii, adapted to the locally available belt material. In the process individual conveyor belts with lengths of up to 15 km, and in the underground sector with lift heights of up to 1 km, have been built and operated. This great variety of application possibilities is complemented by a limited ability to pass through horizontal curves. This can be achieved with the help of design measures on the conveyor whilst bearing in mind the characteristics of the belt. STRESSING OF CONVEYOR BELTS IN DIFFERENT TYPES OF PLANT The advantage of conveyor belts compared with other systems is also to be found in the large available service-time window, i.e. the excellent reliability and the low costs of energy consumption and maintenance. It is in particular the reliability of a belt transport system which depends to a great degree on its main component, that is the belt - in all its different types and variations. For this reason, the belt is also given the greatest attention in the development of the individual components, because it is the belt which must be designed optimally with regard to various factors. Modern improvements in hydrogeology make it possible to predict with good reliability the performance and cost of ground water pumping systems in many tunneling situations. The testing and analysis techniques are presented. Data from the Buffalo NY LRRTS (1978-1980) illustrate the successful application of the technique for tunneling in rock. Data from the Red Hook Interceptor Tunnel in Brooklyn NY (1978) illustrate the application in soft ground. The Red Hook project also illustrates concerns for the side effects from dewatering, such as ground settlement and damage to timber structures. At Red Hook protective measures included compressed air, artificial recharge and controlled dewatering. Given the uncertainties of the underground, the possibility of unexpected situations must be considered. A hard rock sewer tunnel in Atlanta, Georgia (1982) illustrates an unexpected problem, and the emergency measures used to solve it.

Bulk sampling is define' as the ?process of extracting a small fraction of material from a large bulk ...sufficiently representative ...for the intended purpose.? (ref. 1). Today's pressing need for simple, effective and reliable sampling systems is intensified by the growing demand for quality control as a means to cope with inflation, competition and rapidly increasing consumption of raw materials. Much has been written on bulk sampling (ref. 2 thru 9). It involves a wide range of subjects cutting across the domains of physics, chemistry, geology, mining, materials handling and processing, as well as probability and statistics. Since the problem itself is complex, any in-depth treatment cannot avoid a somewhat lengthy coverage. Of all of the related topics. Arbitrary, haphazard studies, on the other hand, can leave out important details and obscure or confuse the issue.

Introduction There has been much said recently about the sophistication of Japanese management in turning out reliable, inexpensive products, such as cars and steel. Techniques include consensus management and quality control circles. These have been touted as prime reasons for inexpensive Japanese products. An often neglected, but major factor in the equation of cheap export goods is the role played by Japanese trading companies. These venerable institutions are a vital factor in Japan's overall strategy of keeping the price of raw materials at the absolute lowest levels. This is critical to the country's economy since the nation must import more than 85% of all its coal. A country that is so desperate for imported raw materials would appear, at first glance, to be at the mercy of its suppliers. In Japan's case, however, the opposite is true. With the exception of brief' windows in 1974-75 and 1980-81, Japan has been in the driver's seat in negotiating contract terms. Due to its dominant role in world coal trade, Japan's situation can be described as a de facto monopsony. By definition, a monopsony is a market situation where the product, in this case coal, is offered by many sellers, but is sought by one buyer. This has been due to the role of Japanese trading companies in dealing with suppliers. Table I depicts trading companies by size in 1982. Mitsubishi and Mitsui are overshadowing in terms of size. The others, though less significant, play a vital role in orchestrating the marketplace. Three critical building blocks on which the strategy of the trading companies are based include intelligence networks, exceptional training of company traders, and shrewd contract negotiation practices. Intelligence Networks All success is derived from these three key components. Of the three blocks, intelligence gathering is the most important. With all the sophistication of the Central Intelligence Agency, the Federal Bureau of Investigation, Interpol, and the Surete', the Japanese trading company's method is every bit as competent and far more gentlemanly. Friendly competition is the key to survival. Although one Japanese trading company appears to be in ardent competition with its rival Japanese trading companies, when studied closely, a totally different picture emerges. The end user nominates certain trading companies as market channels and informally guarantees they will receive compensation regardless of which company wins a specific order. With this concept in mind, the pressure is off. The trading company can aim at getting the best price for the end user. Therefore, bargain, beat, and share information. Do whatever is necessary, but get the lowest price for the end user. Even with the game so gentlemanly, no victory could be assured without an adequate intelligence network. Proper intelligence is only as good as the sources drawn from. But how is one assured of getting the right information? The answer is verification. Verification is comprised of numerous independent sources each cross checked at a central processing unit in Tokyo. Each major Japanese trading company receives input, not only from its own trader, but from other trading companies as well. To better understand the load shedding and the stress transfer on coal pillars due to room-and- pillar retreat mining in deep cover panels, researchers from the National Institute for Occupational Safety and Health (NIOSH) conducted a monitoring field study. Two sites, at overburden depths of 1,000 ft (304.8 m) and 1,500 ft (457.3 m), were selected in a room-and-pillar mine operating in Southern West Virginia. The deformation and stress changes in the roof and two adjacent pillars at each site were monitored during the retreat mining process. The monitoring results and field observations were used to calibrate large-scale FLAC3D models for each site. The calibrated models were used to assess different sizes of roof bolts installed in deep cover areas. INTRODUCTION Deep cover room-and-pillar retreat mining is an important emerging issue that will intensify in the future as shallower reserves are depleted (Mark, 2009; Chase et al., 2002). During pillar retreat mining, the likelihood of local and/or global instabilities increases due to elevated stress levels near the pillar line because of the abutment loading. In the last decade, approximately 31% of the room-and-pillar mining groundfall fatalities in the United States occurred during pillar retreat mining. Between 2013 and 2017, this proportion increased to 55%, of which 50% of these fatalities were due to falls of roof and rib that occurred during pillar recovery (MSHA, 2018). One interesting piece of information about pillar recovery fatalities was that the victim was nearly always under bolted roof. Sheared and broken #5 (5/8-in), fully grouted rebar bolt failure contributed to three of four fatal roof fall incidents that have occurred in deep cover retreat mines (NIOSH, 2010). This claim raised the following question at the study mine: Is it safe to use a 4-ft long #5 (5/8-in) rebar bolt grade 60 at a depth of cover more than 1,000 ft (304.8 m)? There was some concern about shear failure of the #5 (5/8-in) rebar bolt at a depth of cover over 1,000 ft (304.8 m). To answer the question and to reduce accidents and fatalities caused by ground falls due to room-and-pillar retreat mining in deep cover panels, the National Institute for Occupational Safety and Health (NIOSH) monitored the roof and rib deformation and the change in vertical pressure within two adjacent pillars during pillar recovery. The study was conducted at two deep cover sites in a room-and-pillar mine located in Southern West Virginia that operates in the Lower War Eagle (LWE) seam. The monitored sites were selected at 1,000 ft (304.8 m) and 1,500 ft (457.3 m) depths of cover. In this paper, site-1 represents the monitored site at 1,000 ft (304.8 m) of cover, while site-2 represents the monitored site at 1,500 ft (457.3 m) of cover. For this study, large-scale FLAC3D numerical models were calibrated based on both field observations and instrumentation results. The calibrated models were then used to compare the ground response and the induced stresses of two pillars at instrumented sites 1 and 2. The maximum lateral displacement (roof shift) obtained from the calibrated large-scale FLAC3D models was applied to a small-scale FLAC3D bolted models, the safety factor for axial stresses of the simulated roof bolts was calculated at the deep cover sites.

The application of automation and robotic technologies to coal mining equipment at the face offers improvements in worker safety and efficiency. The evolutionary introduction of autonomous, intelligent machines to perform the most hazardous tasks in underground coal mines may become a reality within the next 10 to 15 years. The US Bureau of Mines Advanced Mining Systems research program is developing the technology necessary to achieve this goal. This program consists of both core and applications re¬search that focus on the fundamental issues of sensor-based, computer-assisted, machine control technology. In the near term, the research is directed specifically to the computer-assisted control of present-day underground equipment. The immediate effect will be relocating equipment operators to a nearby area of safety. It is being performed in a manner that can make incremental improvements in safety and efficiency. The research is being performed closely with private, government and academic researchers in the miring, space, armed forces and factory automation and robotics research areas. It is a mixture of basic research, applied research and the application and adaptation of existing technologies from a multitude of sources.

In a continuing effort to improve plant efficiency, United States Steel's Atlantic City Ore Operations completed the rubber lining of its balling drums in late 1982. This resulted in benefits of reduced bentonite consumption, reduced maintenance costs, improved production rates, and lower power consumption. These advantages far outweigh the disadvantages of increased oversize production and increased surging on the roll screen sizing devices. Certain operating characteristics and variables are discussed herein.

Asarco Incorporated’s Omaha, Nebraska refinery site and the City of Omaha’s downtown redevelopment projects are the perfect example of the marriage of the Brownfield and Sustainable Development strategies. Nebraska’s largest voluntary site remediation project created a focus point for redevelopment and has spurred over $1 billion in economic investment within a 1-mile radius of the site. Asarco was faced with options of very expensive and uncertain facility upgrades or a shutdown. Local leaders, Asarco, and regulators worked together to convert a controversial and complex site to a park-like redevelopment area with numerous long-term benefits to the City and the environment.

A site-specific blasting model has been developed for the Asarco Mission mine. The main inputs to the model are the in situ block size (F80), the post-blast fragmentation (P80) and the intact tensile strength (To). The output from the model is the specific blast energy (ESE). Modern techniques are being used to obtain the input parameters for the site-specific blast fragmentation model. In particular, image processing software is used to obtain both the in situ block size and the post-blast fragmentation, and the Schmidt hammer is used to obtain the tensile strength at numerous locations throughout the rock mass. An initial model was developed using five test shots in an area of the mine that contains argillite and is relatively homogeneous. This process also included calibrating Schmidt hammer readings against actual Brazilian tensile measurements. The model for argillite will be updated as more tests are conducted, and the model will be extended to the four other primary rock types at the Asarco Mission mine.

INTRODUCTION The Uranium Epidemiology Study at the University of New Mexico was initiated in 1977 with the objective of assessing health effects of uranium mining in the Grants, New Mexico, area. The planned approach was a cohort study of mortality that would capitalize on the availability of health records at the Grants Clinic. During the first year, emphasis was placed on determining the feasibility of the proposed study: Were adequate records available? What was the quality of available information? Could a cohort be established? The first year's work confirmed the study's feasibility (Buechley, 1979). Subsequent efforts have focused on the health and exposure data base and comprehensive follow-up. A retrospective cohort study of early miners is in progress; a prospective cohort study of miners who began working under the current Federal standard is planned. This report will summarize the current status of the Uranium Epidemiology Study. A chronology of the study's activities follows (Table 1). TABLE 1. BACKGROUND Uranium Mining in New Mexico The Grants, New Mexico, uranium belt measures some 110 by 25 miles in Cibola, McKinley, and Sandoval counties (Kelley, 1963). The three chief mining districts are, from east to west, Laguna, Grants, and Gallup. Average annual production was about 5,500 tons, or 45% of United States uranium, from 1966 through 1978. Despite a drop in this figure in 1979, to 40%, New Mexico still leads the nation in uranium reserves and production (Hatchell, 1981). In 1918 carnotite, a yellow uranium vanadate, was identified in the Shiprock area (Chenoweth and Learned, 1980; N.M. Energy and Minerals Department, 1981). It received little attention at the time because of its apparently limited volume. In 1950 an important uranium outcropping was discovered by chance in limestone at Haystack Butte, northwest of Grants. In 1951 deposits were discovered in sandstone at Poison Canyon, north of Grants, and at Jackpile, northeast of Laguna. In 1955 finding of radioactive cuttings at an abandoned oil test site near Ambrosia Lake led to drilling and discovery of the first underground deposits (Melancon, 1963). Ore bodies were also found near Church Rock in the 1950's (Rautman, 1977). A uranium rush followed. At various times during 1952-1962, 60 mines and 5 mills were in operation (Gay, 1963). In the early 1960's the price of uranium fell, and many miners left the area. Subsequent market fluctuations have produced shutdowns and consolidations, development and expansion. Widespread high-calcium limestones in New Mexico region are low -in magnesium, but some units include shale interbeds deleterious for sulfur removal usage. Thick limestones in Mississippian Escabrosa, Lake Valley, and Leadville, Pennsylvanian Madera and Hermosa, Pennsylvanian-Permian Horquilla, Permian Hueco and Capitan, Cretaceous U-Bar, and some Cenozoic travertines are high-calcium units. Significant outcrops are in mountains of southwestern, south-central, central, southeastern and north-central New Mexico, southeastern Arizona, southwestern Colorado, and northwestern Chihuahua. Coal-fired powerplants are mainly in northwestern New Mexico and eastern Arizona, thus transport is mainly by railroad.

Water-powered jackleg rock drills, introduced recently in South African mines are reported to be more efficient, faster and more comfortable to operate than conventional pneumatic drills. A comparative testing of both drill types was performed in Quebec. Based on its results and time studies done in the mines, water-powered drilling has been reviewed with regards to drilling rates achieved, infrastructure needed, side effects, health and safety considerations. This study shows that the application of water-powered drills may help increase footage drilled and improve working environment, but under specific conditions. The examples of such applications are given in the conclusions.

In December 1983 the author undertook an investigation in east Texas which was organized to learn the feasibility of applying geophysical techniques over shallow lignite deposits. The work embraced experimental high resolution seismic reflection and offset Wenner resisitivity sounds over three 1/4 to 1/2 mile test sections. This site also was sponsored by Woodward-Clyde Consultants (WCC) and a consortium headed by North American Coal Corporation. The principal objective of this investigation was to learn whether the aforementioned geophysical techniques could be applied over shallow lignite deposits (i.e. located at approximately 100' to 300' in depth) and consequently provide structural and stratigraphic information useful for resource and reserve characterization. A secondary objective was to determine if these same techniques could disclose the nature of the overburden and the distribution of ground water therein.

The movement of air from the surface, through the workings and then back to the surface, is the most important consideration in the ventilation design. The purpose of mine ventilation is seen as the maintenance of acceptable atmospheric environments wherever men work or travel underground; and acceptability is related to the risk of harmful biological responses associated with exposure to atmospheric environments in mines. In mine ventilation, a design engineer often has to contend with a number of problems not experienced to the same degree in other industrial situations; i.e. the vast extent of many workings - offering continuously moving work locations; the difficulty of predicting. inflows of contaminants to the airways which contain the micro-environment; and especially, the effect of mining activity within the duct system (e.g. mine roadways) carrying the airflow. Mining of uranium does not differ, in many respects, from the mining of other metals; the ore must be drilled, blasted and transported from the mine. Underground mining proceeds by the continous development and advancement of a network of passages and rooms or stopes from which ore is excavated. As in most mines, rock conditions and ore grades in uranium deposits very from area to area and between different mines. 1 In uranium mining, in addition to eliminating noxious gases from blasting, diesel equipment exhaust, and the control of dust, it is also necessary to dilute and remove radon, the gaseous element in the uranium chain and its decay products. Long term epidemiologic studies of United States uranium miners and that of miners in Czechoslovakia have confirmed that there is an association between excessive ex¬posure to radon daughters and an increased risk of lung cancer. The common practices for controlling these airborne contaminants are: (1) the circulation of large volumes of fresh air from surface to dilute these contaminants to a permissible concentration, and (2) the sealing of worked-out areas to prevent ingress of radon into ventilating air. 2 The sealing of worked-out areas can be easily and effectively accomplished, but the contaminants intro¬duced from the workings may raise the concentrations in the airways despite a good ventilation system and use of the maximum available amount of fresh air. The ventilating air can be strategically filtered to reduce dust and radon daughters to acceptable levels, and reused prior to final discharge. This strategy properly applied, will decrease the air colume requirements in certain marginal areas of the mine and thereby avoid an overall increase in the mine airflow. This is particularly advantageous in the cold climates of Canada, where the incoming fresh air must be heated in the winter months to a comfortable temperature, Thus, an economical and technically feasible air filtration system, strategically placed, can improve the underground mining environment and reduce the overall cost of ventilating the mines. In addition to affording flexibilty to the venti¬lation system, a potential saving of $1,500/m3/s/year would be realized if air is successfully cleaned and reused when compared with the conventional methods of generating an air current. 3 Denison is justly proud of its achievements in the air filtration technology development. This paper limits itself to an examination of the radiation control aspect of the air filtration strategy.

Manganese silver ores are well known to be refractory towards cyanidation. Various processes have been suggested for improving the amenability of these ores. A sulfurous acid pre-leach is one such process. This paper traces the development and implementation of the sulfurous acid pre-leach process for the retreatment of manganese silver tailings at Tonopah, Nevada. An account of the test work program is presented, followed by a description of the operating plant and specimen metallurgical performance. The paper also summarizes the history of the Tonopah tailings, their mineralogy and makes reference to previous application of the sulfurous acid pre-leach process.
