Considerable movement is afoot internationally to rationalize standards and regulations relating to valuations and the qualifications for valuation professionals. In July 2000 the International Valuation Standards Committee released expanded standards, and additional important improvements are planned by 2003. Possible updates to the International Accounting Standards (IAS) and potential adoption of IAS by the United States could significantly impact minerals appraisers. Standards designed specifically for mineral asset valuation are under development in Canada and the United States, with Australia's internationally respected VALMIN Code providing the benchmark. In the United States, the all-encompassing Uniform Standards of Professional Appraisal Practice (USPAP) is annually modified and continues to gain deeper acceptance, while the SEC holds fast to its 1981 rule prohibiting reporting of a quantitative estimate and value for non-reserve mineralization. Some important international trade agreements are driving actions to free the trade in professional services. In July 2000, an international workshop was held to initiate discussion on minimum qualifications for appraisers to work internationally. Pressure for uniform minimum qualifications and rules for professionals internationally will continue to build. The United States is historically among the slowest countries to implement such initiatives, with its state level licensure barriers having the potential to cause some of its professionals to be stranded in an international backwater. Structural change is needed in Australia's VALMIN Code to remove conflict with the latest International Valuation Standards. The mineral valuation standards developers of Australia, Canada and the United States should work jointly on updating VALMIN for global use.

Flocculation of fine coal is usually accomplished with the addition of commercially available organic flocculants. Recently it has been shown that biopolymers derived from microorganisms can be used to flocculate coal. The biopolymers flocculate coal efficiently and render the coal surface hydrophobic. The increase in hydrophobicity can be utilized either to separate the coal flocs from mineral matter. It can also be used for reducing the moisture content of fine coal. In this regard, flocculation and settling tests of fine coal with biopolymers and synthetic flocculants was undertaken and the results are discussed here. Also, a transport model was developed for the time-dependent settling tests for fine coal.

The gradual depletion of high-grade sulphide mineral deposits has turned the attention of the mineral industry to the recovery of metals from the oxides and silicates. Anionic (fatty acid) and cationic collectors have in some cases made flotation of non-sulphides possible, although in general, flotation of oxide ores is not as yet an economic process. Consequently, many attempts have been made to sulphidize the surface of the relevant oxide mineral and thus make it amenable to flotation. (1) (2) (3) In recent years, Bautista and Sollenberger(4) have investigated the conversion of a number of oxides to sulphides by reacting them with molten sulpur. This paper presents the results of investigations carried out at the School of Mineral and Metallurgical Engineering at the University of Minnesota to study the flotation characteristics of some sulphidized minerals. It is divided into two parts; Part I describes the sulphidization of a number of oxides and a silicate, and Part II presents the flotation behavior of the products of sulphidization.

The purpose of this project is to convey sanitary sewage from an existing pump station to a new waste water treatment plant. This paper will discuss the design and construction aspects of the project. The scope includes construction of three main shafts ranging from 34 to 100 feet in diameter at depths of 200 to 230 feet and 21,000feet of tunnel. Shaft construction consisted of slurry wall excavations keyed into claystone and limestone at depths ranging from 114 to 130 feet, followed by rock excavation utilizing drill and blast methods. The tunnel is being excavated in the Warsaw and Salem shale and limestone formations utilizing a 12'-6" diameter Wirth hard rock TBM.

As a member of the vast fraternity of those that supply and service the mining industry, I can assure you that we are amused, amazed, and horrified at the poor drilling and blasting practices of a great number of operations. Yes, ?horrified?. After all, that is our product you are using and abusing. We all know that drilling and blasting is expensive. In some operations D & B costs may exceed excavating or hauling costs, or both. At any rate, it is the only portion of the whole operation that could be said to directly affect other costs. There is no argument that it affects excavating costs. If the overburden and/or product is drilled and hauled, it affects haulage costs. It can easily affect milling costs, if more or less fines is important. And poor fragmentation affects crushing costs. If scalping is done ahead of the primary crusher it can affect production. As has been pointed out, the D & B operation itself is costly, and therefore should lend itself to close scrutiny. Anyone that could immediately decrease haulage costs by 10% would be a hero with any mining company.

Central America is graduating this year into large scale mining with the start up of Inco's multi-million dollar nickel laterite processing plant in Guatemala. In the other extreme of the Isthmus in Panama Texas Gulf Sulphur is doing check diamond drilling and foundation test drilling at the Cerro Colorado copper porphyry. The higher price of gold and silver has spurred development and exploration of several small precious metal mines. The purpose of this presentation is to make a brief resumé of the most important mines operating in the area and a list of significant exploration projects. Also, tables will be shown to compare mining codes and taxes. Unfortunately these tables lack information on Panama. Before starting I like to express my appreciation to Kennecott Copper who permitted the use of some of the data compiled by the author on their behalf during the year 1975. Other persons which did not want to be named also have my gratitude.

A bearing isolator is a noncontact, nonwearing, permanent bearing protection device. It has a rotor and a stator, and the two are unitized, so that they do not separate from one another while in use. The rotor turns with a rotating shaft, while the stator is pressed into a bearing housing. The two components interact to keep contamination out of the bearing enclosure and the lubricant in. Bearing isolators do not require lubrication or any particular shaft finish or condition. The best bearing isolators are made of metal, usually bronze. They use a vapor-blocking feature that inhibits the free transfer of vapor contamination when the rotating equipment is cycled on and off.

From the experience of the authors on recent large infrastructure Design-Build projects this paper reviews major lessons for Contractors and Owners in the delivery of large Design-Build infrastructure projects and some major pitfalls and warnings to both Owners and Contractors. The paper is written from both the Design and Construction perspective. A case history is presented that details the approach employed to ensure a quality project consistent from the initial design phase through construction and outlines the strategy used to guide the Design-Build process to an acceptable completion. Suggestions are made for Contractors and Owners for handling the Design and the Construction elements of Design-Build contracts.

Corrosion and abrasion properties of a series of chromium-containing cast iron balls with Cr contents ranging from 0 to 29% was evaluated and compared with austenitic stainless steel and mild steel balls. Marked ball wear tests were performed on artificial ore samples consisting of 95% quartzite with either 5% pyrrhotite or 5% chalcopyrite under a nitrogen or oxygen atmosphere. The electrochemical mechanism was investigated by correlating the corrosive wear with the corrosion currents obtained from potentiodynamic polarization curves under abrasion. An offset in their electrochemical activities was observed somewhere between 16 and 26% Cr. In fact, 26 and 29% Cr cast irons showed an excellent corrosion resistance approaching that of austenitic stainless steel. Flotation recoveries were estimated on a 95% quartzite + 5% pyrrhotite sample ground with various cast iron ball materials under an oxygen or nitrogen atmosphere. Electrochemical results are found to be in good agreement with corrosive wear obtained from marked ball wear test and with flotation results.

The Hama Mining Company owns and operates The Groveland Mine near Iron Mountain, in the Upper Peninsula of Michigan. The orebody is part of the Menominee Range of the Lake Superior District. The ore (generally known as Jasper taconite) contains an average of 35% iron ranging from 28% to 39% with an overall split of 60% magnetite and 40% hematite. The variations encountered throughout the orebody require a certain amount of blending to reduce feed changes to the mill. One of the variables which affects the crushers, as well as the mill, is the range of hardness which has a low of 7.9 and a high of 24.6 as measured by the Bond Twin pendulum impact and crushing technique. Reference is made to hardness only to point out its effect on crushing and wear rate variations. Over a period of time, these variables do, of course, average out. Mining of the low grade ore started in 1959 and has operated continuously to date. Preparation of the feed for conventional rod and ball mill grinding is accomplished by three stages of crushing. Reduction of crude ore is first passed through a 54 inch gyratory crusher; then through a secondary crusher; followed by two or three tertiary crushers in closed circuit with screens as production quotas require (Figure 1). Current demand to the crushers is about 5,200,000 tons of crude ore per year.

Borates are essential to life, and to many products that are essential to an acceptable standard of living. They occur naturally in seawater at an average concentration of five milligrams of boron per liter. Fresh water lakes, rivers, streams and ground water generally have concentrations of about one milligram boron per liter. Borates are also present in soil at concentrations ranging from 0.1 to three milligrams of boron per kilogram. Because most of that boron is locked into insoluble minerals, clay or organic matter, boron deficiency is more widespread than boron enrichment. Borates evaporate into the atmosphere from seawater, rain, snow and hot springs. In rain and snow, natural boron concentrations range from 0.002 and 0.1 milligrams boron per liter. All told, boron moves through the atmosphere at a rate of 5 Mt to 7 Mt/a (5.5 million to 7.7 million stpy).

Minerals for electronic and optical uses divide easily into two sections: 1) quartz and 2) minerals other than quartz. QUARTZ The properties of quartz crystal that make it useful for radio communications were discovered in 1918. Since that time, an in¬dustry for the mining and processing of natural quartz crystal has grown, matured, and been almost entirely replaced by new tech¬nology. The new technology still involves quartz crystal, but ma¬terial that is grown rather than mined. An economic summary of the commercial growing of quartz crystals has a place in a handbook directed to the mineral engi¬neering industry because quartz crystals have long been an impor¬tant commercial mineral, and the raw material for cultured quartz - ¬that is to say, quartz crystals grown through the ingenuity of man - is still natural quartz. Nearly all the natural crystals that have been used for elec¬tronics and optics came from Brazil. The larger pieces which met rigorous standards of quality were used for electronic and, to a lesser extent, optical components. Smaller pieces and fragments were used for vitreous silica. The need for high quality material in quantity led to US government sponsored research and exploration programs in the 1940s. No deposits meeting the very rigid requirements for electronic-grade quartz were found, but other projects resulted in the development of a process for the factory growth of beautiful crystals of prescribed shape, size, and quality. Domestic deposits of appropriate quality were identified to use as raw materials for the quartz culturing process. The development of the cultured quartz crystal illustrates the success that technology can have in adapting a product of the mine to increasingly sophisticated uses. A remarkable achievement per¬haps, but foreshadowed by experiments by Giorgio Spezia (1908), an Italian geologist studying the relative effects of temperature and alkaline environment on the solubility of quartz. Modem radio equipment is most often controlled as to fre¬quency by the presence in the circuit of a separately added crystal¬ - the 1918 discovery responsible for the existence and growth of the quartz industry. The crystal is quartz, but this component is a carefully oriented and prepared slice from a crystal, but not a crystal as recognized by a rock hound or seen in a museum. How quartz operates to control frequencies is not a proper subject for a handbook on industrial minerals, and references should be consulted (Cady, 1964, Mason, 1964). Quartz belongs to a class of materials called dielectrics: those that do not conduct an electric current but permit electric fields to exist and act across them. Quartz shows the piezoelectric effect, which means that when a quartz plate is mechanically deformed against its natural stiffness, one of its surfaces becomes negatively charged, the other positively charged. When the plate is released quickly from the stress, the charges disappear as the plate regains its original shape, but because of mechanical momentum the plate deforms in the opposite direction (to a lesser amount) and the surfaces correspondingly become charged in the opposite direction. By thinly coating the two surfaces with metal and attaching flexible wires, these charges can be brought into an electronic circuit. If the surfaces are suddenly electrically charged by movement of current through the wires, the converse piezoelectric effect occurs and the plate deforms. Carry the thought further and it is realized that an alternating current flowing through the wires responds to the mechanical oscillation. By controlling the thickness of the plate, its mechanical vibration frequency can be varied through a wide range. One type of quartz plate, the AT-cut, has a precisely defined orientation with respect to the crystallographic axes of the crystal and vibrates on a microscopic scale much as a book would deform when placed flat on a table and the top cover moved parallel back and forth with the hand. At least 17 other orientations have been studied, some of which have preferred uses in various applications (Cady, 1964). The quartz crystal industry is composed of three main segments (excluding fused quartz and quartz used for optical purposes): 1. Natural electronic-grade quartz crystals. Mined quartz suitable for fabrication into piezoelectric units. Zlobik (1981a) esti¬mated the waste to ore ratio at 1:1000 to 1000 000, depending upon the deposit. 2. Lasca. Mined quartz usable as feedstock in the production of cultured quartz. Approximately 0.63 kg of lasca are required to produce 0.45 kg of cultured quartz. 3. Cultured quartz. Cultured quartz is produced from lasca feed¬stock in a process of crystal growth in an autoclave under conditions of heat, pressure, and time. It is estimated that 0.45 kg of cultured quartz is equivalent to 1.4 to 4.5 kg of natural quartz crystal in yield of commercial quartz suitable for slicing into piezoelectric units. Operators of coal preparation plants use equipment such as large-capacity dump trucks and bulldozers to haul, spread and compact refuse material to conform to federal and state regulations governing the disposal of solid waste. For example, federal regulations require that refuse be spread and compacted in layers not more than two feet thick. If the refuse layers or piles have poor load-bearing characteristics, movement of equipment over them becomes extremely difficult. The increasing cost and limited space for the construction of settling ponds extensively used for fine refuse disposal are leading to the growing practice of dewatering the fine refuse by means of vacuum disc filters and combining the resulting filter cake with coarse refuse for waste bank disposal. However, this filter cake usually contains more than 25% moisture. Therefore, when it is combined with coarse refuse, the moisture level of the total refuse may become high enough to impair the load-bearing strength of the refuse. Precisely this problem and the attendant difficulties of moving heavy equipment arose when vacuum disc filters were installed at a preparation plant in West Virginia. Combining the moist filter cake with the coarse refuse generally results in a 12% moisture level for the total refuse at this plant. At this moisture level, the refuse can still be handled with some difficulty by the equipment. However, the problem has frequently been compouned after rains.

The Queens Bored Tunnels consist of 11,000 feet of 19'-6" inside diameter tunnels mined through rock, mixed face and dense glacial till, constructed with bolted gasketed one pass reinforced concrete liner. The tunnels are to be excavated with a pressurized face TBM, either EPB or slurry. The construction of the tunnels will require ground stabilization in the mixed face area, instrumentation and monitoring of railway infrastructure, underpinning of bridges, relocation and protection of utilities, demolition of some industrial buildings, construction of open-cut approach tunnels and emergency exits and vent plants. The purpose of this paper is to describe the scope of work, the suggested methodology and the proposed construction schedule.

In this study, the effects of various extraction and stripping parameters, such as equilibrium pH (7.0, 8.5 and 10), extractant concentration (5, 10 and 20 volume %), organic-to-aqueous (O/A) ratio and stripping agent type and concentration were studied on chromium (VI) recovery from chromium electroplating rinse bath wastewater using Aliquat 336. Results showed that these parameters all had significant effects on chromium (VI) recovery. A pregnant strip solution from a chromium electroplating rinse bath wastewater with 33.4 g/L chromium content, suitable for sodium dichromate production, was generated by 20 vol. % Aliquat 336 in commercial kerosene. The O/A ratio was 1/4 and the equilibrium pH value was 0.87, the as-received pH value. The wastewater was treated with a two-stage countercurrent extraction process to produce a loaded organic phase, which was later stripped at the O/A ratio of two with a 4-M NaOH solution in a two-stage countercurrent stripping process using Taguchi?s optimization technique.

Advances in borehole geophysical research for mineral assaying and remote detection of mineralization away from the borehole are cited. Nuclear activation measurement research has provided accurate in situ assays of economic metals with neutron-gamma activation, using a high resolution intrinsic-germanium detector. Although nuclear activation analysis is the present "best hope" for obtaining in situ assays for some elements, gamma-gamma and magnetic susceptibility measurements can provide accurate assays for lead-zinc and magnetite, respectively. Borehole optical spectroscopy and X-ray fluorescence are being investigated as possible in situ assaying techniques for some minerals. More laboratory and field calibration research is needed before non-linear complex resistivity (NLCR) can be routinely used as a quantitative assaying tool. Field tests have shown that variations in the local geologic environment can affect the quantitative accuracy of assay values from downhole NLCR measurements. Deeply penetrating borehole geophysical methods are increasingly being used for mineral exploration as drilling costs and exploration have increased. Borehole electrical measurements have been shown to be useful for detecting conductive ore bodies that are not intersected by a drill hole. Hole-to-surface resistivity and surface-to-hole time-domain electromagnetics are demonstrated to be particularly effective for defining mineralized zones in a massive sulfide environment. Borehole gravity meters and three-component magnetometers have been developed and should prove useful for defining geologic anomalies away from the drill hole.

The impact of a methane explosion on mining operations cannot be over-emphasized. The explosion is a result of rapid combustion when a methane/air mixture is ignited by an unexpected energy release, such as a mine fire, electrical arc or sparks caused by frictions or rock falls. In most cases, an ignition of methane/air mixture could result in a deflagration other than detonation. Resulting flames and overpressure induced by a methane deflagration will harm neighboring miners and local ventilation control devices.. ,It is essential that the mechanism of an explosion and associated destructiveness be fully understood. This research seeks to predict an influence region of an incident happened within a representative underground mine geometry. The most common geometric changes in an underground coal mine are bends, regulators/doors, obstacle in airways and changes in sectional area. These geometric changes could result in an attenuation of the flame and pressure wave as a result of a methane deflagration. A study of this phenomenon could enable mine planners to have better understanding of the over-pressure redistribution due to the explosion. Both numerical and experimental work has been done in this study to ascertain a better insight of this potentially devastating event. The experimental data are also used to validate the turbulence and combustion models used in this test.

Mitchell Point Tunnel near Hood River, Oregon is one of the more unique segments of the Historic Columbia River Highway and State Trail being constructed through the Columbia River Gorge. This 650-foot bike/pedestrian tunnel set to open in 2024 is being delivered by FHWA in partnership with Oregon DOT, Oregon State Parks, and the U.S. Forest Service. Primarily driven using drill & blast excavation methods through basalt, the shotcrete and dowel-supported tunnel features masonry portals and ve window adits that provide illumination and views of the river similar to the original highway tunnel of many vistas built in 1915 that was removed in 1966 to make way for Interstate 84. This paper summarizes the planning, design, and construction.

Refractory gold ores are those from which a significant percentage of the gold cannot be recovered by conventional cyanidation. Historically, roasting has been the primary method for rendering such ores amenable to gold extraction; however, roasting creates environmental problems that are not acceptable in many locations. During the 1980s, consistently strong gold prices drew increasing attention to refractory gold ores, and new processing schemes were commercialized, most prominently aqueous pressure oxidation and more recently bacterial oxidation. Since 1985, pressure oxidation has been incorporated into four plants processing refractory gold ores. A fifth plant is scheduled for start-up in early 1990, and three additional plants are scheduled for production before late 1992. A technical session on treatment of refractory ores was included in the program of `World Gold '89, a Gold Forum on Technology and Practices' held by SME and the AusIMM in Reno, NV, Nov. 5-8, 1989. This article summarizes material from five of the papers presented during the refractory gold session and published in the proceedings of `World Gold '89,' edited by Roshan Bhappu and Rod Harden. The Getchell and Twin Creeks mines are located along a north-northeast trending structural zone in Humboldt county, Nevada approximately 40 miles northeast of the town of Winnemucca. Gold mineralization at the Getchell mine is represented principally by sulfide-rich ores, which contain significant amounts of realgar and\ orpiment, with the gold being recovered through processes which involve pressure oxidation. In contrast, oxide ores are currently being mined and processed at the Twin Creeks mine although large reserves of sulfide ores, some of which contain orpiment-realgar-stibnite, have been defined (Bloomstein et al., 1990). The Getchell and Twin Creeks mines represent major gold orebodies but very little has been published pertaining to mineral paragenesis and the characteristics of ore-forming fluids for these deposits.
