Reducing the number of roof fall injuries is a goal of the NIOSH mine safety research program. Central to this effort is the development of assessment techniques that will help to identify the nature of the risks associated with working under potentially hazardous roof conditions. This paper discusses a method to determine the roof fall risk using a qualitative risk analysis technique. The ability to determine roof fall risk has been a long-standing goal of safety professionals and can provide the kind of information, needed by on-site personnel responsible for worker safety, to mitigate roof fall injuries.

Complex and distinct geological units spread along the 7-mile long 30-ft inside diameter Upper Rouge Tunnel CSO Control Project in Detroit, Michigan. Its construction is divided in two tunnel construction packages: The South Tunnel, to be driven in finely laminated weak TG Limy Shale, will be excavated by a shielded TBM with precast concrete segmental lining, while the North tunnel, predominantly in a relatively more competent geologic formation Antrim Shale, will be excavated by a main beam TBM with a two-pass lining system. The adits and deaeration chambers will be excavated by sequential excavation method. This paper addresses the process of selecting excavation methods and lining systems for shafts, tunnels, connecting adits, and deaeration chambers.

Side spalling/skin failure occurs due to the high-induced stress in underground structures. In such cases, rock bolting or other support systems are being used to control the skin failure or spalling of the pillar. The nature of these support systems is passive, which acts during the deformation. These support systems restrict the displacement considerably of the side/or roof surface of the excavation. Ultimately, it improves the stability of the structure because of the increment in residual strength of rock mass. It is noted that these passive support systems give very low confinement in the range of 0–0.015 MPa at the onset of failure. As the level of confinement will be very low and dependent with progress of failure, triaxial test was not found practically suitable. Thus, an alternative procedure of testing has been proposed. In the procedure, sides of sample have been restricted little bit by using adhesive tape. It provides the limited boundness on the lateral direction (LBLD) of rock specimen. The uniaxial compression strength (UCS) test has been performed on 30 numbers of cylindrical rock specimens using the servo-controlled stiff testing machine. Specifically, two rock types (medium-coarse–grained and coarse-grained rocks) were studied in terms of stress–strain behaviour so that a full residual strength envelope for each specimen was obtained. This study reveals that the residual strength of limited confined rock specimens has been significantly increased as compared to unconfined rock for both groups of rock types. The average residual strength of LBLD specimens of fine-grained rock and medium coarse-grained rock has been increased around 12 times, and five times as compared to unconfined rock, respectively. The average peak strength of LBLD rock specimens has been increased in the range of 30.5 to 48.6% for coarse-grained rock. The results of this study have been presented in terms of peak strength, residual strength and Young’s modulus of rock, and the post-peak failure behaviour of rock specimens was also critically analysed through a stress–strain curve.

1.1. INTRODUCTION Despite indications of a general economic recovery in the U.S. during the mid-19801s, mine operators have not generally shared in the benefits of these reported better times. Budgets have not rebounded, borrowing is tougher, parent companies' pockets are not as deep as in previous years, and margins are not any better -- if there is any left over at all. Managing capital equipment budgets is always a challenge, and the last five years of stretched equipment lives make these decisions more tenuous. Delays and avoidance of replacements due to tough times inevitably makes those decisions increasingly difficult and usually more expensive The purposes of this paper are to present. a brief refresher outline of the fundamentals of equipment replacement analysis, to suggest a number of papers where analysis methods are explained in greater detail. and to recommend the use of a widespread microcomputer software capability (1-2-3) as the easiest path to a much-needed solution for a very difficult, and usually under-supported management decision problem 2. REPLACEMENT DECISION POLICY Investments in equipment replacements must compete for capital with all other investment alternatives. Capital for replacements of ten represents a greater commitment than do the new projects which a company might handle in a given year. But. sadly, formal policies for standardized analysis of replacements rarely exist, even in major companies. Yet this policy can be very significant in determining the competitiveness of a firm. Whereas many replacement decisions are based on cost minimization, economists and financial analysts agree that wealth maximization or return on investment is the superior criterion. Though the difference may seem slight, agreement on a firm's financial objective is vital. Replacement policy should be straight- forward. have a logical basis, and a proper level of sophistication. There are several reasons to develop a policy for replacement decision-making: [I] 1 - equipment's optimal economic life is nearly always shorter than its physical life; 2 - mine life often exceeds equipment life, so management must face these decisions routinly 3 - replacement capital costs, on an undiscounted basis, can run 25 to 75% of original capital 4 - technological changes may result in a newer machine or system which can operate more efficiently, more safely. or less expensively 5 - estimates should be made consistently in the fundamental areas of life expectancy, availability, utilization. price escalation, taxes 6 - long-term and short-term budgeting without decent data and analytical capability is nearly impossible, or at least ineffective Policy development assumptions which must be considered include: the planning horizon, cost patterns, interest rates, availability of capital, replacement vs. expansion, technology advances.

The Los Angeles, California JWPCP effluent outfall tunnel will transport secondary-treated effluent from the Joint Water Pollution Control Plant in Carson to the White Point Manifold. Upon completion, through ground conditions ranging from soils to hard rock, the tunnel will be approx. 7 miles (11 km) long with a finished internal diameter of 18-ft (5.5 m). This paper will present the Tunneling Condition Assessment Report (TCAR) and Tunnel Operation Plan (TOP) developed prior to construction, as well as the actual TBM performances achieved along the northern portion of the alignment in soft ground, shallow cover, and beneath a densely urbanized area.

The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. The federal Office of Surface Mining (OSW) has undertaken an effort to revise many of their permanent program regulations. Numerous procedures for compliance are being rewritten to allow for greater flexibility while meeting the requirements of the Surface Mining Control and Reclamation Act. This study investigates, for certain select provisions, the cost differential between complying with the original OSM standards and the more flexible, state-specific standards being allowed in many of the revised regulations. Estimated cost savings that could be realized under a few of the revised regulations are substantial and should provide a basis for seeking revisions to the state regulatory programs.

On July 20, 1990, a Spontaneous Combustion Control Plan was approved by MSHA for Jim Walter Resources, Inc. No. 5 Mine. The mine operated under the plan for twenty-nine shifts before MSHA revoked the plan. A total of fifty-five seals were constructed during the process of implementing the plan. The major difficulty in applying the control concept resulted from problems controlling leakage at the numerous seals. The number of seals was a direct consequence of attempting to merge the traditional bleeder system, used in all the Blue Creek Mines, with the bleederless system Jim Walter Resources proposed as a means of controlling the spontaneous combustion hazard. This paper discusses Jim Walter Resources experience with spontaneous combustion control and the new safety standard which applies to underground coal mines that demonstrate a history of spontaneous combustion and how this standard would apply to our No. 5 Mine. The new Ventilation Standards were published in the Federal Register on May 15, 1992, and scheduled to go into effect August 16, 1992.

Performance of mineral filler particles in ceramic applications can be enhanced markedly by adsorbing polymers of optimum molecular structure and dosage. In a recent work by Chen and Somasundaran (1997), a novel scheme of controlled polymer adsorption was used to produce nanocomposites of unique core-shell designs. Towards this purpose, adsorption and desorption behavior of selected polyacrylic acids (PAA) on three minerals; alumina, titania, and silicon carbide, was examined as a function of relevant parameters. Adsorption of P AA was found to depend on polymer molecular weight, pH, as well as solids loading. Specifically, the adsorption density was found to increase with increase in polymer molecular weight for non-porous alumina while it was found to decrease in the case of porous alumina. This is attributed to the inaccessibility of the pores to the larger polymers. An unexpected finding was the change in the adsorption density of PAA with solids loadings. PAA adsorbs on silicon carbide only at low pH values when the particles have very low surface charge suggesting that the adsorption in this case is controlled by electrostatic forces. Using polyacrylic acid as bridging agent between the alumina fillers (core) and nanosize alumina or titania particles (shells), controlled layer by layer deposition of nanoparticle on the core particle surface could be obtained.

Large scale grinding mills can reduce both capital and operating costs for concentrators. These mills can be effectively used, but they must be free from design and manufacturing deficiencies if they are to reach their full potential and avoid costly downtime. This paper presents the evolution of today's complex grinding mill specifications and discusses the most important items to look for when buying new equipment. It emphasizes the need to monitor specification requirements during design and manufacture. It also discusses the growing trend to have grinding mills fabricated in overseas plants, and the importance of recognizing this when preparing specifications.

In response to the need for enhanced precautionary measures to safeguard mine workers in collieries from the consequences of methane ignitions in a heading, the coal mining industry has ex- pressed the desire for the development and testing of active on board suppression systems. As overseas systems cannot be used directly in the bord and pillar geometry it is necessary to adapt overseas and local technology to suit local mining conditions, as well as to test such developed systems for their compliance with the expressed needs. As the systems have to be tested in a specific roadway configuration, a facility was developed to enable the testing in South Africa. A surface test facility has been established which can be used to develop and test suppression systems on continuous miners and roadheaders. This facility consists of a tunnel wherein compliance tests can be conducted in simulated underground conditions. A number of methane explosion tests have been conducted in the test facility. The explosions conducted varied in CH,/air concentration (7,5 to 9 percent) and volume (26 to 88 m3). At lower concentrations there was a marked reduction in explosion strength and flame speed. Tests carried out with the Explostop system successfully suppressed the propagation of methane ignitions in both scenarios tested.

Jigging is a separtion process that has already been described by Agricola in 1556. Fine size material is normally treated in a hutch jigging process, in which the heavy particles are penetrating the jigging bed and are recovered in the hutch. In this process, a ragging consisting of the same or higher specific gravity particles is inserted upon the screen. The ragging is used mainly as a valve to maintain a constant upward flow of the water. Since the heavy particles should pass easily into the hutch, the ragging particles are up to ten times larger than the maximum feed size (1). In the fine size range - 1 mm the performance of jigs is mainly insufficient; some of the low density particles percolate the ragging while the hutch water flow prevents the fine heavy particles from entering the bed (2). By giving a thin layer of particles, which posesses a density sensitivity in case of certain adjustment of flow conditions, directly on the screen, the precision of separation can be increased. Stroke length and frequency have to be adjusted to give this filter layer a homogenous porosity between 60 and 70% during the pulsion phase, and the "en masse" lifting of the bed, as it is known in jigging of coarser material, has to be prevented (3). In this case, the jig cycle is only of minor influence.

During the 1980s, a revolution has been taking place in industrial minerals marketing. Transportation deregulation and a handful of creative marketing and distribution managers have completely changed the rules for marketing many industrial minerals. Minerals are being transported much farther than in prior decades and at much less cost. Bulk and package terminals are becoming increasingly common as a means to take advantage of freight rate savings and to provide enhanced service to faraway customers. Water and rail transportation are being used increasingly to penetrate markets considered unreachable just a few years ago. No longer do the textbook rules of thumb for industrial minerals marketing apply. This author recalls three of those rules he was taught in mineral economics graduate school in the 1970s. As recorded in class notes: • construction aggregates are seldom shipped more than 32 km (20 miles) from the quarry; • cement is sold within 240 km (150 miles) of the mill; and • industrial sand is sold regionally - it is freight constrained to a market radius of no more than 320 to 400 km (200 to 250 miles) from the plant. And yet, the author looks up in 1989 and observes overland movements of aggregates of many hundred miles, overland movements of cement and industrial sand of 1600 km (1000 miles) or more, and water movements of both aggregates and cement into the United States from sources halfway around the world. Truly, industrial minerals are in the midst of a marketing revolution. The companies that have led this revolution have enjoyed considerable financial success in the 1980s. They have enhanced their profitability by increasing market share, capacity utilization, and average selling prices by taking product to remote markets where premium prices are available. They have consistently outperformed their competition, many of whom remain unaware that the marketing revolution going on around them is actually a transportation/distribution revolution. The successful industrial minerals company of the next 10 to 15 years must participate in the transportation revolution as it continues to evolve. Surface mining of coal is undoubtedly one of the more controversial aspects of the mineral industries today. There is a constant tug between the need for readily available and inexpensive energy supplies and the desire to minimize disturbance to the land. Without a doubt, surface mining severely disturbs the land surface. The duration of this disturbance, from a minimum of a few months to a maximum of infinity, however, is strictly dependent upon the mine operator's willingness to reclaim. Surface mining critics claim that it is impossible to ameliorate the detrimental effects of this mining to insignificance. The more vocal critics, indeed, are calling for complete abolition of surface mining for coal. Thus, they do not believe that it is possible to restore surface- mined land to pre-mining conditions. As a consequence of this position, an adversary relationship has developed between the operators and their critics who, simultaneously, believe they are doing their best for the United States. In a forum of mining experts, there is little need to recount the kind and amount of devastation that can result from poorly reclaimed land. This has been done numerous times, including once 1 by the author. Of particular interest to this paper, though, are the environmental hazards associated with contour strip mining. In addition to the problems of area mining: denudation of vegetation; exposure of toxic spoil; increase of erosion runoff; etc.--contour mining has the very real problem of landslide due to the outslope stacking of overburden. Contour mining is understood to be the extraction of coal from a hillside outcrop such that the resultant pit follows, or nearly follows, an elevation contour. The problem with contour mining as usually practiced is that the spoil from the cut, or the first cut if multiple cuts are made, is placed on the outslope. If this slope is steep, the resulting pile is difficult to stabilize, generally erodes swiftly, and may fail disastrously.

Mr. Chairman, Officers, Members and Guests of the AIME, I want to express my appreciation for the privilege of being on your program at this meeting. Coal mining, in recent years, has become much more competitive than it formerly was. To stay in business, it has been necessary for coal mines to mechanize. This, in itself, has not been enough for after one has mechanized his mine, he must keep replacing the equipment with the latest type and model machines. We, at Olga, have been doing this very thing for the past several years. Olga No. 2 Mine is located at Caretta, West Virginia, in McDovell County, about twelve miles south of Welch, It is a shaft mine, operating in the No. 4 Pocahontas seam. The thickness in the area, we are presently mining, varies from five to six feet. In some areas the immediate roof is slate, ranging in thickness from a few inches to four and five feet; in other places, the sandstone lies on top of the coal, This sandstone is about twenty-five feet thick.

During the past decade many U.S. industries have realized the importance of a total loss control program; the bituminous coal mining industry is no exception to this trend. Oftentimes, we realize that the circumstances surrounding a "near miss" (an incident which does not result in personal injury or property damage) are practically identical to those associated with a fatality, disabling injury, or major property damage. And, many organizations suffer enormous financial losses in cases where no one is injured or property damaged but costly delays in production result. Detailed analyses of both injury and non-injury cases can provide valuable input into those engineering, behavioral, and management controls that are necessary to prevent their recurrence. The purpose of this paper is to describe a comprehensive loss control surveillance system (LCSS) that will enhance management control in preventing personnel, property, and production losses, thereby, maximizing profit. The next section describes the components of this LCSS. Then, we present one practical example of how this valuable management tool can be used to minimize loss through safety and training programs.

Introduction The Pinto Valley open-pit copper mine is located in southern Arizona, 11 km (7 miles) west of Miami. Production at Pinto Valley began in 1974. About 350 Mt (386 million st) of ore and waste was removed by the end of June 1982. At that time, the mine was using more than 90 major equipment items with a total mobile fleet numbering 320. Some of the major equipment consisted of four Marion M4 rotary drills; six P&H 15, 11.5- and 19.1-m3 (15- and 25-cu yd) shovels; and 24,136- and 154-t (150¬and 170-st) Wabco haulage trucks. This equipment was used to move more than 139 kt/d (154,000 stpd) of ore and waste. The mill was processing more than 50 kt/d (55,000 stpd) of mine ore. Shutdown A two-week vacation shutdown began in July 1982. Maintenance jobs were scheduled, and most employees left for the vacation. During the vacation period, copper prices fell below $1.32/kg ($0.60 per lb). Inventories remained at alarmingly high levels. At this point the mine was losing more money operating than it would by being shut down. The vacation shutdown was first extended to five weeks. But, after further evaluation, the mine was shut down indefinitely. In Dec. 1982, Cities Services Co., owner of Miami Operations (which included the Pinto Valley mine and mill), was acquired by the Occidental Petroleum Corp. On March 1, 1983, Occidental sold the operations to Newmont Mining Corp., and Newmont created Pinto Valley Copper Corp., as a wholly owned subsidiary. Copper continued to be produced by the Pinto Valley solvent extraction-electrowinning (SX- EW) plant because of its low cost per pound of production. To ensure proper equipment care during the shutdown, maintenance management was given three goals; • maintain the SX-EW plant; • maintain the environmental and pollution control systems such as domestic water pumps and mine dewatering; and
