The contents of three platinum group metals (PGM-platinum, palladium and rhodium), from the spent automotive catalyst, and two NIST SRM (National Institute of Standard and Technology Standard Reference Material, Used Auto Catalysts) were determined by the X-ray fluorescence (XRF) spectrometry. The XRF technique has been proven to be a fast, effective and accurate method in determining not only PGM but also other solid materials of less soluble for wet digestion analysis. The detection limit of the XRF analysis is better than that of the inductively coupled plasma mass spectrometry which usually requires significant dilution to avoid high dissolved solid concentration. However, the XRF technique suffers from a strong matrix dependent problem. The objective of this study was to examine the applicability of the XRF analysis where the sample matrix was not exactly the same as the standard materials with particular reference to PGM analysis. This study enabled to compare the effect of various matrices including alumina, iron, copper and nickel on determination of the contents of PGM.

Characterization of the size, shape, chemical composition, and mineralogical content of mine airborne dusts generally requires a larger mass of dust particles than is typically collected using traditional sampling devices. In this paper, the general design of a passive dust collector is described and the field results are presented. The collector was constructed of galvanized sheet metal duct with a resin-coated honeycomb to provide an elutriation-type system for particle collection. Several versions of the collector were used in the field portions of the research. The dust samples collected from underground coal mines were found to possess angular particle shapes, relatively consistent size distributions, and elemental compositions that showed relatively little variation, at least for the more prevalent elements. In addition, the distributions of particles sizes obtained from the passive dust collector appear to be similar to those of samples collected at the same time in a conventional personal sampler except that the passive device seems to collect a larger quantity of coarse, non- respirable particles. Conclusions on the suitability of this dust collector for collecting characterization samples are presented. In addition, the potential for using such a dust collection system for supplying dusts for biomedical research is discussed.

JOGMEC (Japan Oil, Gas and Metals National Corporation) became the first entity to sign an exploration contract for Cobalt-rich Ferromanganese Crusts (Crusts) with the ISA (the International Seabed Authority). The contract was signed on 27 January 2014, and 15 years exclusive rights for exploration activities had started in the contracted area, located in the North-Western Pacific Ocean. JOGMEC had already conducted basic scientific surveys around the contracted area from 1987 to 2012. Activities by JOGMEC that will be undertaken during the first 5 years of the contract include examination of geological and acoustic surveys, environmental baselines surveys, and undertaking basic studies of R&D in mining, processing, and smelting technologies. Geological surveys will include analysis of rock core samples, using BMS (Benthic Multi-coring System). Deep-towed TV Camera will be used to estimate the distribution of crusts deposit and to get basic environmental data of deep-sea megabenthos. Water sampling, marine sediment sampling, and installation of mooring systems on the seafloor will also be conducted as a part of environmental surveys.

Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. Due to the unbalanced top coal drawing process, the recovery ratio is low, and the equipment stability is poor in the longwall top coal caving mining (LTCC) with an inclined seam. Aimed at these problems, this paper proposes the dynamic group caving method (DGCM). The basic procedure is that when the drawn volume of top coal from a support reaches about half, the next support begins drawing top coal, and the drawing process between the two supports is half done. Taking the panel no. 8103 in Beixinyao mine as the research object, the characteristics of drawing body shape, particle movement trace, and variation of recovery ratio are investigated by using Particle Flow Code. Furthermore, the effect of mining-caving ratio on the top coal drawing law under DGCM is revealed by the simulation results, and compared with the single-opening sequence caving method (SSCM) and the doubleopenings sequence caving method, advantages of DGCM are determined in inclined seams. The results show that the drawing body can be divided into the left and the right under DGCM. Specifically, the drawn top coal particles in the left are from the upper part of this support, that in the right are from the lower part of next support, which verifies the correctness of the theoretical analysis. The characteristics of the drawing body shape are more significant when the mining-caving ratio is relatively small. In addition, with increasing mining-caving ratio, the recovery ratio of the panel both increases gradually underDGCMand SSCM.When the miningcaving ratio is less than 1:1, the recovery ratio of DGCM is obviously higher than that of SSCM, indicating that DGCM can greatly improve the recovery ratio. While when the mining-caving ratio is larger than 1:1, the recovery ratio of two caving methods is basically equal; however, the advancing time is significantly shortened under DGCM. This study are of great significance to realize high efficiency and precise caving in LTCC with an inclined seam.

Sodium is a silver-colored metal that is so unstable that it reacts violently in the presence of water, and chlorine is a greenish-colored gas that is dangerous and lethal. Yet the combination of these two elements forms sodium chloride, commonly known as salt, which is a white-colored compound essential to life itself. Salt is perhaps the only mineral in the world that is used virtually by every human being in every country. Although its importance has diminished over time, salt has had a profound influence on history. Sources of salt have determined the location of cities, such as Salzburg, Austria, Salzgitter, Germany, Salt Lake City, UT, and Saltville, VA. Populations have migrated in search of salt, and wars have been fought to obtain or to protect it. Although there is no written record of when prehistoric man first discovered salt, he probably instantly appreciated its unique and distinctive taste and sought more of it. He noticed animals were attracted to salt springs and salt licks, where they satisfied their innate cravings. Man used this knowledge to hunt for food; where he found the salt, he would find the animals. Because prehistoric man was not aware of his physiologic need for salt, he automatically received his salt requirements from the meat of the animals he ate. A Mesopotamian tale tells of a wounded pig that ran into the ocean and drowned. After being recovered from the ocean, where it was saturated in the salt brine, the pork was found to taste better than unsalted meat. It was not until man graduated from a nomadic to an agricultural society when he introduced vegetables and cereals into his diet that he realized he needed additional supplements of salt. The Sumerians ate salted meat and used salt to preserve food about 3500 BC. In approximately 1000 BC, the Trojans learned to use salt for preserving fish. The maritime civilizations, such as that of the Phoenicians, engaged in an extensive salt trade throughout the Mediterranean. Many superstitions, customs, and traditions surround the religious, social, economic, and political aspects of civilization. Although some commodities have provided the basis of some ageless metaphors and cliches (i.e., heart of gold, strong as steel, etc.), none are more commonly used than those pertaining to salt. Being "the salt of the earth" referred to a person's worthiness, as referenced in Matthew 5:13 of the Bible. Someone "not worth his salt" reportedly was used in ancient Greece in bartering salt for slaves. When a laborer was worth his salt, he was paid a salary (sal is Latin for salt), a term still in use today that dates back to Roman times when part of a soldier's pay was salt rations. Fearing those around him, the Roman leader Pompey was known to add a grain of salt to his drinks as a supposed antidote to poison. Hence, "taking it with a grain of salt'' is to regard something with suspicion. The earliest known record of salt production was in China about 2000 BC when Emperor Yu decreed that salt had to be supplied to the court as a tribute. Because salt was a commodity that had universal demand, governments often intervened to control salt production and distribution to generate revenue for major national projects. State-run salt monopolies were common in history, such as in Rome about 506 BC. Revenue was also derived from taxes levied on salt sales. The word gabelle refers to the direct salt tax used in France. This tax was so despised that it was a major cause of the French Revolution. Although the tax was repealed in 1790, it was reinstated in 1805 to raise revenue for war. France continued to used the gabelle until 1945. Salt making was an important economic activity in many areas of the world. Archaeological evidence indicates that salt was quarried from hills near the Dead Sea before the Bronze Age. At Hallstatt in the eastern Alps of Austria, rock salt was mined as early as 1400 BC. Solar salt was being produced in the northern Yucatan peninsula by the Mayan civilization from about 50 BC to AD 300. Other than the prehistoric use of salt in the southwestern part of the United States by the Native Americans, the first production of salt by American colonists began in June 1614 on Smith's Island, VA, seven years after the founding of the Jamestown colony. The short-lived activity was in response to the high price of salt being charged by ship's captains who brought salt over as ballast from England. Although Nathaniel Loomis is credited with starting the first commercial inland salt production in the United States at Onondaga Lake in New York in 1790, salt had been made by individuals for private use years earlier. Indians had long known of the salt springs in the Kanawha Valley of Virginia (now known as West Virginia). In 1755, Mary Ingles, a white settler, was kidnapped by Indians and was forced to make salt from the saline springs. After her escape, she told other settlers how to make salt. At Saltville, VA, Arthur Campbell began making salt in 1782 by boiling brine obtained from salt springs. In 1799, William King sank a shaft about 3 m in diameter down about 61 m to the underlying Saltville salt deposits. The shaft flooded before he could extract any rock salt; however, King has the distinction of digging the shaft of the first salt mine in the United States. Fig. 1 shows the King site as it appears today in Saltville, VA. Production of brine from the shaft continued until 1892. Settlers moved into the Kanawha Valley in 1785, but it wasn't until 1806 that Elisha Brooks established the first commercial salt works in Kanawha.

A $20M pressure oxidation facility is under construction at the Nerco Con Mine, Yellowknife. Plant commissioning will start in the third quarter of 1992. Roasting of arsenical auriferous concentrates prior to 1970 left 45,000 tons each of highly toxic gold-bearing arsenic trioxide sludge and roaster calcine at the minesite. Safe disposal of these wastes has been a high priority. In 1983 an arsenic trioxide plant was built by the former owner to re-treat the sludge and to sell the product. Due to a poor market and high operating losses, the plant was closed by Nerco in 1989. Mine production in the future will revert increasingly to refractory ore as a replacement for free-milling ore which has been the mill feed since the roaster was shut down. With this fact in mind, Nerco management saw the potential of a proven process to recover the gold from a combined feedstock of refractory flotation concentrate, sludge, and calcine waste. A further requirement was the stabilization of all the arsenic as an insoluble ferric arsenate. By the end of 1989, after the completion of a literature search and a study of process economics, pressure oxidation was selected. Extensive bench and pilot plant work was completed in 1990 and early 1991 to develop the process parameters and to complete environmental testing of the autoclave products. Management approval for construction of a pressure oxidation facility was made in December 1990. Plant capacity is 96 tpd requiring a 40 tpd VSA oxygen plant on site. Detailed engineering began in March 1991. The pressure oxidation building was completed by the end of 1991. The autoclave arrived on site and was mounted on its foundation in December 1991.

The extensive use of rubber-tired support vehicles as a complement to a fleet of load-haul-dump and drill jumbo units has proved invaluable in maintaining scheduled multilevel/multiheading development drifting advances at the Henderson Mine. Support equipment, whether self-powered or towed, releases primary drill-blast-muck equipment from the supportive functions of ground control, utilities installation, steel and concrete construction and supply handling, thus providing both balance and increased flexibility to an underground, rubber-tired mining system. Experience has indicated that increases in man productivity and improved safety and working conditions coupled with decreases in overall costs and mining cycle times are realized with the inclusion of support vehicles in the mining fleet.

"History can provide many answers with regard to what today’s mining industry looks like and how we got to where we are today. It has always been self-evident that safety has to be given the highest priority and, throughout history, many mine workers have been injured, become ill and have even sacrificed their lives due to the way in which attempts have been made to extract the ore, often due to ignorance of the dangers being faced. In more recent stages of history we have seen certain dangers being compensated by means of higher wages and bonus systems in order to have the work carried out: one example of this is when the rock heating method was employed and the men who first went underground to put out the fires that were burning, were paid extra. The working conditions, to which these people were exposed, with smoke-filled closed spaces, shortened their life expectancy considerably and today we can ask ourselves whether it is really possible to value these efforts just by higher wages. In all mines worldwide the working environment has been improved and many mining companies have a zero vision where work-related injuries and accidents are concerned. Despite this, incidents of varying severity still occur and a continuous improvement process and ongoing training is necessary in order to constantly minimise risks and improve the working environment. Atlas Copco takes this into account in all its development and we not only review our own production units but also the needs of our customers, with regard to the machinery that is produced in order to cater for customers’ safety and production objectives. Underground mining probably started at the beginning of the 11th century when people with modest tools tried to extract ores that were present in the bedrock. Methodology has developed enormously over the years with a strong focus on increased efficiency and higher production. In different parts of the world the development is driven forwards at different rates depending on which controlling factors are regarded as necessary. Political decisions, profit goals and productivity have partly controlled the development, but the greatest factor where improvement is concerned still remains with increased understanding of the totality. During more than 1000 years since underground mining has been conducted, all individuals at all levels have constantly improved their expertise and the human element has been of great importance with regard to the development that has been made, even though technology often occupies a leading role when we describe the improvements made."

The primary goal of a maintenance information system should be to aid the maintenance department in providing the required equipment or plant availability at the lowest possible cost. To achieve this goal, the system must provide information in support of the following objectives: (1) establishing the best fleet, equipment, and component configuration; (2) establishing the best maintenance program; (3) executing the defined maintenance program efficiently; and (4) monitoring equipment availability. These objectives can be satisfied with five groups of reports. Each of these groups should provide regular, periodic reports to aid in planning and monitoring trends, exception reports to identify problems, and on-request reports to provide analytical capabilities.

The use of EPB shields in the so-called mixed face conditions has set new demands to man and machine in EPB shield tunneling. EPB shields were initially conceived to drive in the pressurized closed mode in soft ground, whereas hard rock TBMs were designed to work in the unpressurized open mode. The present use of EPB shields in hard rock and mixed face conditions requires the combination of both technologies by finding best compromise solutions. This paper deals firstly with the geotechnical and mechanical interactions between machine and ground. Further on the critical points such as tool wear and tool replacement are exposed, together with a proposal of best solutions.

"Slurry Microtunneling is a well-established technology building on over 20 years of experience in successful tunnel installations under all kinds of soil conditions across the U.S. and Canada. Recent microtunnel installations prove that initial hesitation, e.g. curved drives, is fading and long-distance pipe jacking projects as well as lake outfalls are being considered. One of the younger technologies is Direct Pipe®, which combines the benefits of HDD and Slurry Microtunneling. It fits exactly into the area where HDD is not feasible or too risky to apply. The paper points out the benefits of the Direct Pipe® technology for owners, engineers and contractors and discusses the latest developments of Slurry Microtunneling for long-distance, curved drives and sea/lake outfalls with wet recovery of the equipment such as on the ‘Keswick Outfall Project’ in Ontario. The first Direct Pipe® installation in the US was executed in August 2010. Since then, another 22 crossings have been carried out amongst a total of more than 60 Direct Pipe® crossings worldwide. INTRODUCTION Pipelines installed underground are indispensable for supplying the growing world population with water, oil, gas and electricity, for removing wastewater and for providing functioning telephone and communications networks. During recent years the limits of trenchless applications have been permanently shifted, leading to higher and more stringent project requirements and consequently new technologies, either as further development of existing methods, or through the development of new methods by incorporating elements of proven technologies. MICROTUNNELING TRENDS IN NORTH AMERICA Slurry Microtunneling has a wider geological application range in comparison to EPB and hard rock Microtunneling. The Slurry MTBM can be equipped with specific cutting wheels to cope with different soil conditions. The most flexible and most often employed type is the mixed soil cutting wheel, which contains a mixture of disc cutters as well as scrapers for varying soil conditions from cohesive soils (clay, silts) to highly permeable soils including sands, gravels and cobbles and even hard ground formations such as rock and boulders. A detailed geotechnical report provides the appropriate data to configure the MTBM and its features to the ground conditions expected. Mixshield or hydroshield (AVN/AVND) MTBMs in particular, can be safely operated with little overburden (~ 3-5 x machine diameter) and minimum risk of frac-out or settlement on the surface. This is especially beneficial in urban areas with sensitive buildings or for river crossings with protected fish habitats."

The "Service de Protection Technique"of the "Institut de Protection et de Sûreté Nucléaire" was asked by the Commission of European Communities to conduct measurement campaigns which would make it possible to evaluate, on an experimental basis, the collective risk to miners exposed to radon in underground, non-uranium mines located in countries within the European Community. 1. METHODOLOGY USED TO CONDUCT THE CAMPAIGNS This campaign is original in that direct measurements of the individual monthly exposure to potential [a]-energy from short-lived radon daughters are made using personal [a]-dosimeters described previously (1). We call this type of dosimetry "personal dosimetry". The workers who wear the personal [a]-dosimeters were selected taking into account the various categories of workers and their work assignments in the various areas of the mine. Another way of finding out the occupational exposure of these miners consists in making numerous measurements of the radon concentration at the various work places, taking into account the time spent at each place by each worker. This procedure is too complex for an evaluation of the collective risk as requested by the Commission of European Communities and was therefore rejected. Additional data was gathered during these measurements campaigns using the following techniques (table 1). ZETTWOOG The mines were chosen to include a larger variety of types of ore, of geological situations, and of mining methods. 2. RESULTS OF THE RADON DATA-GATHERING CAMPAIGNS 2.1 – [Uranium content of the surrounding rocks and ore] The samples taken during the campaigns make it possible to establish the U content in the rocks of the mines selected. These values, from 2 to 15 ppm, are slightly higher than those usually found (2 to 5 ppm) (table 2). [ ]

Canada has played a significant role in the international uranium industry for some three decades. Although there have been many challenges in the past, the future offers a more extensive range of problems and prospects as Canada moves to expand its activities in all aspects of the nuclear fuel cycle. World uranium demand could grow to an annual requirement of 500,000 tons U308 by the year 2000. A substantial fraction of this material is likely to come from Canada because the country's reserves and resources are large, and because of a favourable geological potential for future discoveries. There has been a long history of association between the producing industry and the federal government, and it has provided the foundation for existing national uranium policies. Close industry-government association will be maintained and developed in future because of the anticipated rapid growth of the industry and the consequent need for continual refinement of government policies relating to exploration, mining, processing and export of uranium.

In the past, salt cavities for storage of liquid and gaseous fuels have been developed and operated using practical experience as a guide rather than rock mechanics principles and practices. Although many salt cavities are still operating satisfactorily. some of them are beginning to show various problems associated with long-term deterioration of the cavities. This paper describes a major breakthrough in the rock mechanics design of solution cavities which is the development and application of the REM computer simulation system. From the computer simulation analysis, the long-term deterioration process of cavities can be related to the basic parameters of rock mechanics design and the storage operations. The computer simulation system is also used for optimizing cavity design and operational specifications. This optimization technique is explained by its application to the three basic storage systems: 1) open dry storage system for liquids and solids 2) open wet storage system for liquids 3) pressurized storage system for gases, liquids and solids The effectiveness of the optimization technique is illustrated with some field examples by showing the direct interaction between the computer simulation system and field data of a test well including tectonic stress conditions, material property coefficients and geological anomalies.

In this study, recovery of copper from solid material (obtained by leaching of chalcopyrite with oxalic acid in the presence of hydrogen peroxide) with a copper oxalate structure was carried out selectively using HCl. The chemical composition of the solid was as 29.3%, 9.7%, and 13.3% for Cu, Fe, and S, respectively. Selective recovery of copper by degrading the copper oxalate structure with a low-solubility product (Ksp = 4.43 × 10−10) was performed by conventional leaching in the presence of HCl. The optimum leaching conditions were determined as 5 M of HCl concentration, 318 K of leaching temperature, 120 min of leaching time, 25 ml/g of liquid–solid ratio and 400 rpm of stirring speed. Under these conditions, approximately 77% of copper and 3% of iron were taken into the solution. According to the characterization of the leach residue that was obtained, the oxalate structure was degraded. Moreover, the results of XRD analysis showed that the sulfur (S) and cubanite (CuFe2S3) phases were mostly observed in leaching residues, and this was supported by the SEM-EDX data. Based on the results, it may be stated that selective copper extraction can be obtained from a chalcopyrite concentrate by a two-step leaching method using a conventional hydrometallurgical technique.

The reliable quality assessment of grouting operations is one of the key issues in establishing impermeable grout curtains around shafts, drifts and tunnels. Reliable opera¬tional information on the decrease in the permeability of rock during the grouting process facilitates the assessment of the effectiveness of the completed curtain and assures production quality. Quality control and assurance also fa¬cilitates the early detection and elimination of possible de¬fects in the grout curtain. Thorough control of the grouting process provides the capability to evaluate decreases in the permeability of water-producing fracture zones prior to the beginning or the continuation of excavation of the shaft, tunnel or drift. In order to achieve this objective, post¬grouting hydrodynamic investigations are conducted prior to the initiation or re-initiation of work on the underground workings to measure the decrease in the permeability coef¬ficient of aquifers during grouting operations. 8.1 QUALITY ASSURANCE AND CONTROL OF THE ISOLATION OF ROCK BY GROUTING THROUGH HOLES DRILLED FROM THE SURFACE Quality assurance and control are based on measuring the decrease in the permeability coefficient of water-pro¬ducing horizons as a result of injecting grout into the drill¬holes. For this purpose, the value of the acceptable residual permeability coefficient is calculated beforehand based on the acceptable value of ground water inflow into the shaft, drift or tunnel as specified by the "construction norm and integrated practice (SNIP)" (Anon., 1976). Having ob¬tained the values of aquifer thickness, permeability, and head distribution for each aquifer from flowmetric data (dis¬cussed in Chapter 3), the average value of the permeability coefficient of all aquifers intersected by the shaft is calcu¬lated as [ ] where Ki is the permeability coefficient of the "ith" aqui¬fer; Pi is the pressure of the "ith" aquifer; and M; is the thickness of the "ith" aquifer. The total expected inflow of ground water into the shaft is [ ] where RK is the radius of the contour of influence; RCFB is the radius of the shaft; and p is the coefficient of dynamic viscosity of the ground water. The necessary reduction of the coefficient of permeabil¬ity of the aquifer [ ] where Q is the expected inflow of ground water into the shaft from eq. 8.2; Q.-fin is the acceptable inflow of ground water; and a is the safety factor. By knowing the average permeability value of the rock and the permeability reduction coefficient, it is possible to determine the value of the acceptable residual permeability coefficient for all the aquifers [ ] The values of the permeability coefficient, pressure, and thickness for each aquifer are determined from the data gathered during the hydrodynamic investigations conducted in grout holes prior to beginning the grouting operations as discussed in Chapter 3. After injecting the grout into the first of the holes, the injection into each of the following grout holes is preceded by repeated hydrodynamic investi¬gations. Using the data obtained for each water-producing zone, a graph is constructed where the numbers representing the grout holes in their order of grouting are placed on the abscissa, and the values of the aquifer permeability coeffi¬cient are placed on the ordinate (Fig. 103). This curve char¬acterizes the change in permeability of the given hydro¬stratigraphic unit as grouting operations are completed, one hole at a time. The results of grouting operations are considered to be positive when each sequential observation records a steady decrease in the permeability of the aquifer. The permeabil¬ity measured prior to the injection of the grout into the last hole must be lower than or equal to the acceptable perme¬ability as determined by the application of eqs. 8.1 through 8.4. Table 8.1 presents illustrative data on the hydrogeo¬logic properties of aquifers at a mine shaft prior to the initiation of grouting operations. Data also are presented on the reduction in the permeability coefficient during the in¬jection of the grout. The shaft in question intersects eleven aquifers. Based on data concerning aquifer pressure, thick¬ness, permeability, and the expected inflow rate of water for each of the strata, the average permeability coefficient is calculated according to eq. 8.1 as K = 0.2 x 10-12 m2. Since the failure of a major coal refuse disposal embankment and impoundment in the Buffalo Creek watershed near Man, West Virginia in early 1972, there have been extensive changes in the design and construction requirements for coal refuse disposal facilities located throughout the United States. The primary emphasis has been on improving the safety of these facilities, particularly for impoundments which are capable of storing millions of gallons of process water and storm runoff. The Mine Safety and Health Administration (MSHA) of the U.S. Department of Labor (formerly the Mining Enforcement and Safety Administration, U.S. Department of interior) has been the lead federal agency in promulgating regulations pertaining to coal waste disposal. In 1974 and 1975, studies were undertaken by our firm under contract to the Mining Enforcement and Safety Administration to prepare a comprehensive engineering and design manual to be used by operators and engineers in the planning and design of coal refuse disposal facilities with the intent ion of avoiding any more Buffalo Creek failures. The resultant 800-page document addresses major subjects such as safety, environmental controls, and cost. Specific topics include characterization of coal refuse, classification of disposal facilities, project planning, geotechnical investigations, testing and design requirements, hydraulic and hydrologic design, environmental factors, operations, and monitoring, instrumentation, and maintenance.

This paper presents a method for evaluating the economic feasibility of solution mining a hypothetical uranium roll-front deposit. It is assumed the wellfield will be operated in a prudent manner and that leaching tests were performed in depth in both lab and field (push-pull) prior to startup. Leach test results are reduced to two important parameters and used as the basis for solution mining a wellfield. This case study assumes a 10 mil- lion-lb uranium deposit with 40 possible small wellfields; four are kept in operation simultaneously until the deposit is depleted. The wellfields have different ore reserves and grades, lixiviant circulation rates, leach rates, and peak concentrations, and thus the daily uranium production will vary. Daily production is used to assess the profitability of a particular lixiviant and the mode of well- field operation in light of realistic market price estimates. The mathematical procedure is simple and straightforward, based on reasonable in-situ leaching relationships as well as accepted accounting practices.

Diesel powered equipment has been operated in underground coal fir mare than 50 years. According to the Mine Safety and Health Administration (MSHA), there are approximately 3,000 diesel units operating in underground coal mines in the United States. This number is expected to reach 5,000 diesel units in 250 coal mines by the year 2000. Also, there are approximately 5,000 diesel units operating in metal/nonmetal mines such as trine, potash and salt mines: and more than 3,000 diesel units operating in Canada. This increased popularity of diesel powered equipment over trolley wire, electric trailing cable or battery powered equipment is because of improved safety, greater mobility, higher productivity and increased power of diesel equipment. The operation if diesel powered equipment is not without challenges. Diesel engines generate exhaust emissions, in particular carbon monoxide, oxides of nitrogen, sulfur dioxide, unburned hydrocarbons, and diesel particulate matter that must be maintained at safe levels. The chief method to control ambient exposure has been dilution by ventilation. A new concept to ensure continued safe ambient emissions levels from diesel equipment in underground mines is the EMISSIONS MANAGEMENT PROGRAM™. The program encompasses all factors that will influence diesel emissions. By ESTABLISHING low tailpipe emissions through technology, such as clean engines, clean fuel selection, exhaust aftertreatment devices and filtration of the exhaust gases via the Dry System ™, this program ensures that the baseline emissions are at their lowest technically feasible concentrations. The DST Dry System™ exhaust conditioner reduces DPM by over 98%, as demonstrated through laboratory research at the West Virginia University. Carbon monoxide and hydrocarbon emissions and odor are similarly reduced. MAINTAINING these low emissions requires an expanded training program for operators and mechanics, onboard feed-back devices and a maintenance program with special focus on events and faults that can alter emissions. Finally, an on-board emissions sampling system allows the mechanic to VERIFY emissions levels and help diagnose engine faults. If the tailpipe emissions fall outside an established limit for a particular equipment, corrective actions will be initiated.
