There has been considerable growth in public enterprise institutions involved in mineral commodity markets. These institutions typically consist of trading organizations (STO1s), regulatory agencies, and mixed agencies. The particular character of these institutions varies according to whether they reside in developing countries, in Eastern Europe (COMECON Countries), in industrialized countries, or in the form of international agencies. The purpose of this paper is to explain recent attempts to assess the growth of public enterprises as well as their impacts on mineral markets and trade. Some earlier analyses of market impact made by the author have been up- dated for four major mineral markets: copper, tin, bauxite and iron ore. Conclusions are drawn regarding the dynamics of market structure changes and their impacts.

This paper presents laboratory and pilot plant data on the removal of heavy metals and molybdenum from mining-milling waste water. Molybdenum is removed as an Fe-Mo precipitate by proper addition of ferric sulfate. Heavy metals are lowered by lime treatment. Solid-liquid separation was achieved in both cases by flotation techniques. The Lectroclear electrocoagulation-electroflotation process was used to achieve the desired degree of metals removal. Good correlation was obtained on the laboratory and pilot plant scales. A two-step process consisting of the sequential removal of molybdenum and heavy metals was tested successfully using a mobile pilot plant. Preliminary data on sludge characteristics was obtained and the feasibility of recycling the iron sludge for iron and molybdenum recovery was established on the laboratory scale.

When defining a ?megaproject,? one need only to look at Seattle, WA?s State Route 99 Alaskan Way Viaduct replacement project. This $3.1-billion project is one of the largest of its kind in the world, and includes the use of the world?s largest tunnel boring machine (TBM). However, for as large as the Alaskan Way project is ? especially given the size of the TBM being used ? there are several other megaprojects underway around the world. Each has its own challenges that require innovative design techniques and financing arrangements, as well as variations on established tunneling technologies. So it was that 266 tunneling and underground construction professionals ? owners, contractors and engineers ? convened in Seattle in November for the Cutting Edge Conference on Megaprojects. This was the second joint meeting between the Underground Construction Association of SME and the North American Tunneling Journal. The first joint conference took place in April 2012 in Miami, FL and attracted 238 attendees. A third joint conference, to be held in 2014, is in the planning stage. The key reason Seattle was chosen as the site of the megaprojects conference is the Alaskan Way Viaduct project. Before the conference began, many of the attendees were able to visit the project and get a close look at Bertha, the Hitachi Zosen earth pressure balance TBM that is boring the tunnel. In addition, the conference included an exhibit that attracted 20 industry suppliers, up from 10 the previous year in Miami. The 25 presentations during the two-day conference covered all aspects of the tunneling and underground construction of megaprojects. Topics included the Alaskan Way Viaduct project; considerations for procurement and contracting; political risk, financing and insurance; international megaprojects; risk and risk sharing and project delivery. Each session concluded with panel discussions.

A relatively simple model of grinding which incorporates both the Bond grindability equations and the population balance equations has been extended to form a comprehensive simulation package that can describe most kinds of conventional grinding circuits. The package has two programs, with the first consisting of an input program which helps the user to specify the prescribed circuit, while the second program performs the actual simulation. The package serves two main purposes - i) as a check on mill design, with the output providing not only predictions for the product passing size but also of the full product size distribution, and ii) as a means to assess the likely effects on the product size distribution of operating under different sets of conditions.

Chemical and physical properties of surface soils and overburden materials must be evaluated prior to strip mining activities. This information can be used to assess whether subsurface overburden can be equal in quality to the existing surface soils, especially when these soils are classed as prime farm lands. In Texas, materials from the Carrizo, Calvert Bluff, Simsboro, and Hooper Formations overlie the lignite. The Carrizo Formation consists of thick clean sands with poor water and nutrient retention capabilities. These materials are least suited for placement of the surface of reclaimed land. The oxidized, medium textured overburden from the Calvert Bluff and Simsboro Formations possess adequate water and nutrient properties and are better suited for sustained plant growth. Non-oxidized Calvert Bluff and Hooper sediments generally have acceptable properties for reclamation. However, caution must be exercised in vegetating these materials since they may contain acid forming sulfide minerals.

A process for the combined chemico-biological removal of iron present as oxide minerals in different mineral raw materials (quartz sands, kaolins, clays, etc.) was developed. In the process, mineral raw materials are leached at about 90 °C with lixiviant containing microbially produced oxalic and hydrochloric acids. The leaching is carried out in mechanically stirred acid-resistant reactors for periods of from 1 to 6 hours, depending on the iron content and the forms of iron in the raw materials being leached. The iron contents of some sands treated by this method were lowered from levels that were in the range of 0.035% to 0.088% Fe2O3 to less than 0.012% Fe2O3, making them suitable for the preparation of high-quality glass. The iron contents of different kaolins were lowered from levels that were in the range of 0.65% to 1.49% Fe2O3 to levels in the range of 0.44% to 0.75% Fe2O3. As a result, the whiteness was increased from values of 55% to 87% to values of 86% to 92%. The iron content of clay was lowered from 6.25% Fe2O3 to 1.85% Fe2O3, and this increased the “fireproofness" of the clay from 1,670°C to 1,750°C. A similar process was used for the leaching of aluminum from aluminosilicates, mainly clays and kaolins. However, in this case, the microbial fermentation fluid containing citric acid was acidified by means of sulfuric or hydrochloric acid or by means of different mixtures of mineral acids. For enhancing aluminum solubilization, the aluminosilicates were heated before leaching at 600° to 650°C for 1 to 2 hours. Over 90% of the aluminum present in different clays and kaolins were leached within 3 to 6 hours. "Silicate " bacteria related to the species Bacillus circulans were used to leach silicon from low-grade bauxite ores containing aluminosilicates as impurities. The bacterial action was connected with the degradation of the mineral structures (by means of microbial metabolites such as organic acids and exopolysaccharides), as well as with the selective separation of the rich-in-aluminum fine fractions, which were retained by the mucilaginous capsules of the bacteria. The solid residues after treatment were characterized by higher values of alumina and silicon module (A1203: SiO2 ratio), and they were suitable for processing by means of the Bayer process for recovering aluminum. The bending strength and other ceramic properties of kaolins were improved by contact with well-developed cultures of "silicate" bacteria. The improvement was caused mainly by bacterial metabolites (exopolysaccharides) that acted as resins during drying.

Independence Mining Company, Inc. (IMC) has for the past several years processed refractory gold ores at its Jerritt Canyon operation near Elko, Nevada. The ore is typical of those of the Carlin Trend and is refractory due to physical encapsulation of gold in carbon, pyrite, and arsenopyrite. It is also "preg robbing" due to the contained organic carbon that acts as a gold adsorber. Refractory ores require some form of pretreatment before cyanidation to enable economical recovery of gold. The metallurgical facility at Jerritt Canyon is unique in that it consists of two distinct pretreatment methods for the recovery of gold: a chemical process utilizing chlorine and a pyro-metal­lurgical process employing oxidative roasting. This paper pro­vides a comparison of the two methods highlighting flow sheets, pretreatment operation detail, performance comparisons, and pertinent environmental data.

A novel process is described for the selective flotation of scheelite from low-grade (- 0.5% W03) tungsten ores having appreciable quantities of calcareous and siliceous gangue minerals. Specifically developed for the Tempiute, Nevada facility of Union Carbide, the process yields tungsten concentrates exceeding 15 percent W03 with at least 85 percent recovery. This condition was not achieved through conventional processes. This process consists of conditioning the ore pulp with judicious amounts of lime, followed by soda ash and sodium silicate as modifiers. The scheelite is then floated using a mixture of oleic and naphthenic acids as collector. Contrary to the common observation as to the deleterious effects of calcium in fatty acid flotation systems, lime addition is found to be beneficial in achieving satisfactory results. The process has also shown excellent results on a Brazilian scheelite ore.

It is estimated that in excess of one-half million chemicals are used throughout the American workplace. Hundreds of new chemicals are also being introduced into the workplace annually. Exposure to some of these chemicals can be harmful to workers and to the environment. The Occupational Safety and Health Administration (OSHA) estimates that approximately 25% of the U. S. labor force or approximately 25 million workers are exposed to one or more chemical hazards each year. OSHA has determined that this poses a serious problem for workers exposed to such chemicals. Chemical exposure may cause safety and health problems. Health problems can include a cause or contribution to heart ailments, kidney and lung damage, sterility, cancer, burns, and rashes. Safety hazards can include the potential to cause fires and explosions and other serious accidents.

Introduction Trends of successful discovery technology and psychology emerge from a thoughtful study of various companies' exploration programs. These subjective patterns can be generalized into groups of factors for discussion. Here, for convenience, factors that influence exploration success are separated into management and geologic concerns. Most successful discoveries have a demonstrably favorable management combined with a technically competent geologic input. Both are required. But the management input is decisive. Management factors include the correct definition of management's role; cost of exploration; time needed for exploration; commodity selection; and the fostering of autonomy, creativity, and confidence in the geology department. Geologic factors include imaginative technical competence (field as well as academic), correct development and use of empirical exploration or prospecting models, and dedication. Success comes to those entities that are properly managed and have technological competence. A management team that directs a company's business has been compared to a dynasty. The dynasty lays out policy and follows up with appropriate action. In that management's power is pervasive, the term is appropriate. Management's role is, however, more important. Many examples can be cited where the geologic input was impeccable. But management somehow snatched defeat from the jaws of victory, and the exploration success was turned to a third party's profit. Management Factors Management's role can be broadly generalized to four parts. These are to identify the commodities it seeks, define its part in the exploration process, develop a functioning exploration department, and have the desire to succeed. It must have confidence in its geologists and delegate to them the authority and responsibility they need to operate successfully. Head office management cannot do the thinking for a field staff thousands of kilometers away. There is no substitute for confidence and delegation of authority. Successes came to those who had the freedom to act. Motivation is a management requisite. Management's role is to prevent destructive, internecine political battles within the corporate structure. Most large US mining corporations have well known histories of political strife that have damaged their exploration efforts. Management's role must, above all, include the desire to succeed. There are cases where management has been confronted with a commercial exploration success, but their reaction is to request additional study or exploration. Perhaps the problem of bringing a commercial find into production is beyond their capabilities. But a bona fide discovery sent back for additional work commonly is lost due to that management. The cost of exploration is a factor that management must accept. A variety of studies made during the past 40 years shows the cost per discovery to be $25 million, $38 million, $200 million, or even $290 million. These figures are derived by dividing the total exploration expenditure by the number of discoveries. However, successful management dynasties have a much lower cost per discovery during their management regime. Asarco, from 1948 through 1963, had one of the lowest cost discovery rates in the world. Duval Corp., from 1948 through 1968, had comparably low discovery costs. Placer Development, from 1955, was equally successful. Western Mining in Australia has had one of the longest lived dynasties associated with exploration success. Time is vital in exploration success. Most successful exploration case histories stress sufficient time in project exploration so that the target is well tested. A large target cannot always be adequately evaluated by a few holes (strat or concept testing). Serendipity helps in exploring large targets, but it best operates in a lengthy program. Numerous case histories include pleasant surprises. But these came mostly after the 10th hole. Commodity markets are important factors governing exploration success. Management's decision to explore for a specific commodity can doom its effort if that product suffers from severe oversupply. Unquestionably, progressive copper price increases from 1948 through 1968 helped convert marginal porphyry copper discoveries

A power-series trend curve of elapsed time was estimated by using time series data of measured concentrations of carbon monoxide in the Taiheiyo coal mine, Hokkaido, Japan. The difference between the moving average concentration data and the estimated data from the trend curve showed linear correlation when plotted on a normal probability paper and a correlation coefficient value of 0.99. It is concluded that the estimate of carbon monoxide concentration using moving average values of concentrations compares very well with the results obtained from the trend curve within the three-sigma (standard deviation) range of the distribution. Thus, it is believed the results can be used to monitor and detect abnormal ventilation conditions in a ventilation network such as the occurrence of spontaneous combustion at an early stage.

The People's Republic of China has abundant coal resources with proven reserves amounting to 582 Gt (641 billion st). Recognizing coal as a major energy source on which to build the country's industrial and economic base, there has been a rapid increase in production since the founding of the People's Republic. In 1949, only 29.4 Mt (32.4 million st) of coal was mined. Production has increased to 576.5 Mt (635.5 million st), exclusive of Taiwan, at present, making China the third largest coal producing country in the world. Plans call for a 4-5% increase in annual production for the next 20 years. Coal constitutes 70% of the primary energy consumption in China. The remaining 30% is divided between petroleum and natural gas with 26% and hydropower with 4%. Coal use and consumption is divided as follows. General industrial use comprised 48.9%, power generation uses 20.1%, and coking accounts for 10.5% (6.3% for metallurgy and 4.2% for chemical industry). Domestic use such as home heating and cooking makes up 17.8% and coal-fired steam engines for railways uses 4.7%. Coal Districts Coal underlies about 1/18 of China's land area. It occurs in 30 provinces, autonomous regions, and municipalities. In addition, the western interior region, which has not been explored, may contain sizable reserves. Based on geology, geography, and administration, the coal fields can be grouped into five districts as shown in Fig. 1. The north China district, the heart of the industrial base for the country, has the most extensive and largest deposits of the five districts. This amounts to almost 40% of the country's total reserves. The largest coal basin with proven reserves of 181.4 Gt (200 billion st) and the most exploitable seams is located some 300 km (186 miles) southwest of Beijing (Peking) in Shanxi Province. Centered around Taiyuan, the compound field extends from Datong in the north to Xian in the south. Its western extension is not known fully. The Northwest and Northeast districts contain the second and third largest deposits. The biggest coal field in South China is located in the Sichuan and Guizhou Provinces near Chongqing. At present, it is not known if sizable coal measures exist in the Tibetan district. Coal Types China's coal varies widely both in age and rank. Several years ago, North American mining companies began to realize they needed to expand their spheres to remain viable. This strategy has been successful, according to Robert W. Schafer. Today, companies from other continents have also recognized the need for an international view for long-term growth and viability, he said. Schafer is vice president for exploration with Kinross Gold. He was the program chairman and moderator of the keynote session at the 1997 SME annual meeting, held in Denver, CO, Feb. 23-27. The theme of the meeting was "Minerals - Serving the Global Community." A record attendance of more than 6,000 people participated in the meeting, which featured 415 exhibitors occupying 582 booths. The title of the keynote session was "Corporate Perspectives on a Global Minerals Industry." Each of the three keynote speakers discussed a different perspective of a global minerals industry.

INTRODUCTION A compaction grouting program to control ground loss, and to minimize surface settlement, was developed for the West Tunnel of the Phoenix Storm Drain Tunnels. The West Tunnel was 4,200 m long, 7.56 m in excavated diameter, and was excavated with shallow cover through the central Phoenix business district. The tunnel could not have been successfully excavated without the compaction grouting program. HISTORY After heated political debate over a ten year period, the Arizona Department of Transportation (ADOT) was granted approval to build the Papago Freeway, an extension of Interstate 10, through central Phoenix. To comply with environmental constraints, a portion of the Freeway was depressed, requiring an excavation 10 meters in depth, thus intersecting surface run-off from the northern section of Phoenix. This required that ADOT and Project Design Consultant, Howard, Needles, Tammen & Bergendoff (HNTB) design a drain system to collect run-off and transport it approximately 4 kilometers to the Salt River through the City of Phoenix. Tunnels were chosen for the main discharge conduits because depth and location of the system made cut and cover construction impractical. A contract for construction of the tunnels was awarded to Shank-Artukovich-Ohbayashi (S-A-O) on May 24, 1984.

Over the recent years there has been an increase in the application of retreat mining on longwall faces as mine operators strive for ever greater productivity. The purpose of this paper in then to review current practice as a starting point and then move forward to discuss the future geometry's that a longwall face may take. Single and double production zone three roadway faces are assessed. All possible configurations of three roadway faces are defined. Unsuitable configurations are rejected after analysis of broad ventilation issues. The remaining configurations are then assessed on an operational basis, this includes: limits on retreat synchronisation, structure of centre gate, floor bulging and equipment installation. The remaining viable configurations are then further assessed on ventilation issues, this includes: provision for gas control/gas fringe, face climate and balancing of face flows. Possible face climate is assessed using numerical simulation of the various configurations, the predicted dry/wet bulb temperature and predicted levels of heat stress indices are given and discussed in detail, along with face flow balancing. The necessary conditions required for the successful operation of a double production zone three roadway face system are formulated, together with conclusions as to the possible level of application.

The effect of coatings on the incendive properties of aluminum alloy 6061-T651 in air-6.4%CH4 was studied for collisions between rusted steel and both uncoated and coated projectiles with incident energies as high as 300 J (220 ft-lb) and velocities as high as 200 m/s (660 fps). These conditions were intended to simulate the rough handling of equipment in coal mines. The ignition probability using uncoated alloy projectiles increased with increasing relative humidity and appeared to be influenced by atmospheric ozone content. The incendive properties of both the uncoated and coated alloy depended on the type of rust used, but the dependence of the coated alloy was very different from that of the uncoated alloy. A number of coatings developed in the last 25 years were found to offer protection from ignition and to remain largely intact for occasional collisions or collisions randomly distributed over the coating surface, but probably not for repetitive collisions at any given point on the coating. These protective coatings utilize a hard anodized aluminum alloy surface coated with one or more layers followed by heat treatment of the coating. Coatings containing Teflon and MoS2 and thicker than 50 µm (2 mils) appear to be most effective.

Calcite has found many applications in the industrialized countries recently, such as filler for paper, paint, plastics, rubber and food. Furthermore, calcite separates many toxic elements, and thus it is used in water treatment, and it is also used to raise the pH of drinking water. Due to its special features, calcite has been characterized as a useful coating and reinforcement filler for applications. Finer particle size of calcite has been determined to provide improved features for all of these applications. For submicron particle production, wet milling is selected over dry milling to produce finer particle sizes. Wet stirred media mills are also used in many industries. For that reason, this study investigated the effects of operating parameters on particle size reduction in the wet grinding process. The knowledge acquired by this study will allow the finding of optimal operating parameters for a stirred media mill to optimize specific energy consumption and reduce particle size.

Most commercial explosives contain 70 to 94% ammonium nitrate, by weight. When portions of these explosives end up in shot rock and ore, through spillage or incomplete detonation, ammonia and nitrates leach out of them and into ground water. In recent years, State and Federal regulators have been applying more stringent water quality standards, particularly at new mines and development projects. Bulk ANFO, a mixture of ammonium nitrate and fuel oil, is the explosive of choice at most mines, when mining conditions allow it. ANFO use is desired because it less costly than other explosives, but when spilled it dissolves readily in water. Several case histories in the United States and Canada show a clear connection between uncontrolled losses of bulk explosives and high nitrate levels in mine effluents. Mining companies have tried several approaches to reduce ammonia and nitrate levels in groundwater. They either control explosive losses, or they treat mine effluents at the end-of-pipe. This paper addresses the former solution --controlling explosive losses. For both packaged and bulk explosives, guidelines designed to limit losses during storage, handling and use, are described in detail.

Polish power industry is based on brown and hard coal combustion and transferring the heat into electric power. Over 99% of lignite is used as a fuel in power plants. Lignite is mined on in open pits. Therefore very deep (for example 300 m in Belchatow open pit) excavations having great volume are formed. Thus such type of mining has the impact on land degradation. In order to reduce this effect, at the earliest possible moment the cap rocks are dumped in the pit but at the safe distance from the mining face. Due to the big amounts of lignite delivered to the power plant, there are shortages of solids for filling the pit after completing the mining operations. Geotechnical properties of dumped combustion by-products depend on the lignite type, combustion technology and ashes haulage methods. The paper presents lignite combustion methods used in Poland and their impact on properties of ashes and methods of their transport determining the parameters of dumped wastes. Geotechnical, physical and chemical test results concerning transport and deposition of hydraulically active ashes from the Belchatów power plant are presented. The critical role of geotechnical properties in selecting the deposition technology and post mining management of open pit excavations was showed. The importance of filling the post-mining spaces for restoration the useful function of brown fields and for neutralization of negative effects of mining activity, was underlined.

Many factors must be considered when performing engineering and construction work for a major minerals project. Dravo's Afton copper smelter in British Columbia illustrates some of the E&C factors considered when setting up this new operation. In March 1978, Afton Mines Ltd., a Tech Corp. subsidiary, began blister copper production at the world's first integrated copper ore mining, milling, and smelting operation to use Top Blow Rotary Converter (TBRC) process smelting technology. This key TBRC smelting element is licensed by INCO Ltd. to Dravo Corp. The TBRC process uses a single vessel of modular design. It rotates for mixing and provides complete processing capability, from concentrate through blister copper. The Afton facility is about 16 km west of Kamloops, a town in south-central British Columbia. To make its operation as economic as possible, Afton officials considered several options for the copper smelter, the first in modern times in the province. Inability to extract precious metals-primarily gold-from the concentrates ruled out hydro-metallurgical processes. The final choice was between a conventional electric furnace/ Peirce-Smith converter combination and the TBRC process. The TBRC process was chosen for its versatility in processing the various Afton concentrates and grades and its 40% lower capital cost compared to the electric furnace converter system. The TBRC smelter -including concentrate slurry receiving, drying, storage, smelting, off-gas cleaning, and copper casting-had an installed cost of about $25 million. In December 1974, a pilot program was conducted by Teck, Dravo, and INCO at INCO's Port Colborne, Ontario, research facility. The pilot program demonstrated the TBRC's ability to smelt, convert, and clean copper slags. After the successful pilot effort, Dravo performed additional research to find an effective fixation system for high grade, intermittent SO2 gases. Once the go-ahead was given, design and procurement for the Afton copper smelter was provided by the Denver Division, Dravo Engineers and Constructors. Commonwealth Construction, Vancouver, constructed all Afton facilities. Afton's single furnace smelter is designed to produce 25-kt/a blister copper in 363-408 kg cake form. The product is sold to England for electrolytic refining. The TBRC process is only one of several innovations proposed by Dravo and chosen by Afton to insure the most modern smelter in North America and meet all British Columbia's environmental restrictions. Conventional smelting methods use a separate furnace for each process step. The TBRC process employs but one furnace. The Afton TBRC vessel measures 6.4 m in length and 4.3 m in diameter. The furnace is supported on a set of motor-driven rollers. These permit the vessel to rotate at variable speeds to 40 rpm. Rotation provides good mixing, high reaction rates, and effective heat transfer from the refractory sides to the molten bath resulting in a low thermal gradient. The furnace can tilt through a full 360° for charging, firing, and pouring. Smelting at Afton is accomplished in sequential fashion. Flotation concentrate and limestone flux are initially charged to the hot, empty vessel. Using the water-cooled, oxy-fuel lance, the initial charge is smelted. Once sufficient molten bath is obtained and slagging completed, the metallic concentrate is charged.
