I reached New York at the start of my second South American adventure on Jan. 9, 1916. In the Anaconda office I found that we were not to take the steamer for two weeks which gave me time to study reports on Potrerillos and Corocoro. Reno Sales, whom I had met in Butte only casually, was to go with us to South America. Though he was only a little older than I, he was already an unquestioned leader of our profession, and we became and remained good friends. William Braden was in New York and would return to Santiago with us. Tom Hamilton would also be returning from a vacation. Leighton Stewart, a young engineer who was to work for Braden, was going on the steamer with us, taking along his wife. And of course Dr. Ricketts would go along. He had just become engaged to John Greenway's half sister, Kate Greenway, and in order not to be away from her longer than was necessary, he did not reach New York until a day before we sailed. This made eight of us who would be in the party. We were to go to Corocoro first, as Braden had taken an option on the Chilean company there. Development was already under way. As reports came in by mail we tried to get as good an idea of the property as we could before the actual examination. Mr. Thayer "put us up" at India House, one of the best lunch clubs in New York, and Reno and I ate our lunches there almost every day. Thayer, Braden, and Cornelius Kelley, who was to succeed Mr. Ryan as president of Anaconda, joined us when they could. At the lunches they told us about the under- ground war in Butte a few years earlier. When I wrote my chapter on the Butte wars in Romantic Copper more than 15 years later I could not help being biased a bit by my friends, all of whom were on the Anaconda side. But their opponents in the Clark and Heinze camp were just as biased in their comments on my book.

The energy problem of the U. S; was emphasized by the oil embargo of late 1973 and early 1974 and it seemed for a time that the Federal Government, under pressure from the general public, might take some corrective action. However, this was not the case. With the gasoline lines gone and an apparent plentiful supply of petroleum products, public concern quickly dissipated., This country is more vulnerable to an oil embargo today than we were in 1973-1974 and this fact should be of concern to all our people. Since 1968, we have used oil and natural gas at a much more rapid rate than we have been able to find new domestic sources; thus, there is an increasing gap between domestic production and consumption and we have filled the gap with ever increasing oil' imports. These imports have increased at an alarming rate in the recent past, some 58 percent in 1976 compared with 1975. Imports are nearing 8 million barrels per day. Then, by applying some simple arithmetic, at $12 per barrel, the resulting trade deficit is $96 million per day or $35 billion per year. Obviously, this cannot be tolerated by our economy over a long period of time. Historically, we have shifted from one fuel to another as is shown in this slide. In 1850 about 90 percent of our fuel requirements came from direct combustion of wood, by 1900 we shifted to coal for 70 percent of our fuel, and now about 78 percent of fuel requirements comes from oil and natural gas. The difference is that the previous shifts were voluntary and the one facing us now is of necessity.

The South African mining industry currently installs about 6 km per month of plastic pipes for conveying compressed air and water. Plastic pipes have a number of desirable properties and are favoured by many mining engineers because of their low mass, which facilitates ease of erection and assembly, and their excellent corrosion resistance and durability. However, they are combustible, and if involved in an underground fire can contribute to the overall toxicity of the combustion gases emitted. Furthermore, plastic pipes have the potential to conduct a fire from one part of a mine to another, and, by so doing, exacerbate an already hazardous situation. The limitations of small scale tests and the need to establish a large facility where underground conditions could be simulated was recognized by the South African mining industry. This paper briefly describes the Industry's full scale fire test facility and presents the conclusions drawn as a result of a number of full scale combustibility tests conducted on pipes manufactured from unplasticized Poly Vinyl Chloride (uPVC) and High Density Polyethylene (HDPE). Based on these findings, some practical solutions to prevent the spread of fire along the length of pipe columns of various pipe diameters and suspension configurations are presented. Recently some new and exciting developments in the field of intumescent coatings have occurred which are proving effective in minimizing the incidence of fire underground on South African mines. The potential benefits of these coatings are briefly discussed. INTRODUCTION Plastic pipes used underground on mines are predominantly in the form of protective cladding on insulated chilled water pipes and as service pipes for the conveying of water and compressed air to the workings. Plastic pipes have found wide use in the aggressive environmental conditions encountered underground due to their favourable properties relative to steel; these include being lightweight, easily installed and virtually immune to corrosion. However, plastic pipes are inherently combustible and can contribute to the overall hazard in three ways: (i) they are easily ignitable and can provide the initial fuel for a fire. (ii) once ignited, they can propagate a fire along their length and by so doing ignite other combustibles in their path, thereby contributing significantly to the overall conflagration. (iii) they can contribute to the overall heat, smoke and toxic gas emissions from a fire. While conscious of the value of small scale fire tests, the South African mining industry recognized the need for full scale testing to determine the combustion characteristics of plastic pipes under conditions closely approximating those underground and, as a consequence, a full scale fire tunnel test facility was commissioned with the objective of being able to (a), accurately evaluate the potential hazard of the various types of the plastic pipes found in mines, (b) use this information to suggest suitable fire engineering practices to minimize the hazard and (c), to practically verify the efficacy of the practices suggested. THE FIRE TUNNEL The fire tunnel is situated on a mine in the Western Transvaal and is 40 m long with a cross section of 3 m x 3 m which is typical of many haulages currently in use in South African gold mines. The ventilation drawn through the tunnel is provided by a 110 kW centrifugal exhaust fan and air velocities can be varied from 0 to a maximum of 5,8 m/s.

The productivity and fuel efficiency of iron-ore blast furnace operations has greatly increased in recent times. These improvements, particularly to the Japanese steel industry, have primarily arisen from process engineering studies of the blast furnace and associated operations such as sintering. The development of fluxed sinter based on iron-ore fines reacted to produce highly reducible, low slag sinters has contributed further to a reduction in fuel requirements. The Pilbara province of Western Australia is a significant source of these iron-ore fines supplied to the international market. Increasingly, this market is being offered high quality ores from other foreign sources. To technically assist companies in improving the processing efficiency of ores, and to improve the technical marketing of ores by modelling the processing characteristics of Australian/international ore blends, the Commonwealth Scientific and Industrial Research Organization (CSIRO) is actively assisting the industry by researching the general theme of 'iron ore from mine to metal in this paper we outline progress towards a numerical description of: a. ore deposit classification. b. Degradation during transport. c. Direct reduction of iron ore. d. Liquid bath ore reduction/smelting. e. Industrial sintering.

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. The fluorspar deposits at Okorusu, Namibia are closely related to an alkaline igneous ring complex of late Cretaceous age (125±7 Ma). The fluorite ores consist of relatively fine-grained purple replacement fluorite and subsequent coarser grained purple and green vug-filling fluorite crystals. Homogenization temperature measurements for 38 primary fluid inclusions shows that main stage purple to green fluorite crystals were deposited over a temperature range from 166°C to 144°C, and minor late yellow fluorite was deposited at lower temperatures from 132°C to 128'C. Homogenization and freezing temperatures measured for 18 primary fluid inclusions shows that the fluorite-depositing fluids were less saline than MVT ore fluids and overlap the lower temperature range of fluids that deposited epithermal ore deposits. Mining in two open pits (A and B) at Okorusu has gradually provided exposures which reveal that the fluorite orebodies have been emplaced primarily by the preferential replacement of carbonatites. Evidence for the replacement of carbonatite includes: 1) replacement remnants of carbonatite within the fluorite ores, 2) goethite pseudomorphs after the carbonatite minerals, pyroxene, pyrrhotite, and magnetite that are disseminated in the fluorite ores, 3) partial replacement by fluorite of a titaniferous magnetite rimmed carbonatite dike in the A pit, and 4) partial replacement by fluorite of a large sill-like carbonatite body in the B pit. Electron microprobe analyses of minerals in unreplaced portions of the carbonatites show that their mineralogy consists of titaniferous magnetite, diopside pyroxene, apatite, biotite, and calcite. Magnetite contains 6.97% to 10.46% Ti02, averages 8.44% Ti02, and has an average V203 content of 0.35%. At high magnifications under the SEM, the magnetite shows abundant fine ulvöspinel exsolution lamellae arranged in a cloth texture. Apatite contains moderately high fluorine contents that range 3.21 to 5.0% and average 4.2%, and apatite crystals range in total rare earth oxides from 1.7% to 2.61%. Pyroxenes in the carbonatites are iron-rich diopside, and they contrast to pyroxenes in the fenites that are aegirine-augite. All of the microprobe analyses for mica crystals in the carbonatites give biotite compositions. The fluorite ores also have replaced marble locally in the A pit, especially along the A band in the B pit, and dominantly in the orebody proposed for the new C pit. Carbonatite and marble were preferentially replaced by fluorite because the calcite was readily soluble in the presence of the fluorite-depositing fluids and the dissolution of calcite provided calcium for the formation of fluorite.

When John F. Kennedy made this statement, I am sure he was not thinking about the valuation of limestone reserves. However, it is certainly applicable. The objective of this paper is to demonstrate how the discomfort of thought (i.e., the analytical and methodical process performed by a reputable professional) builds the foundation for an opinion that provides assurance as to the value of a property. In its final form, a valuation is nothing more than an opinion. The credence of that opinion is directly proportional to the knowledge of the appraiser and the efforts and judgment extended in developing said opinion. Presented herein are the methodologies for formulating a defensible opinion. Before detailing the valuation process, an overview of the limestone industry is presented along with some historical parameters relating to the industry. Secondly, the most widely used valuation methodologies and a brief discussion of each are presented. Two case studies are then presented, which review actual valuation studies. The paper concludes with how the valuation process should be published in a report format that is defensible from a legal standpoint, bankable from a financial standpoint, and decipherable from a layman's standpoint.

No other region of the world is enjoying the tremendous growth of power use that is currently being experienced in Asia. Fortunately for those of us in the coal industry -particularly in Asia -the preponderance of the power plants being planned or under construction designed to use coal as the power plant fuel. This has produced a significant increase in the demand for steam coal, which has in turn encouraged many of us in the industry to develop new coal mines. One country that has enjoyed very substantial growth in coal production is Indonesia. This developing country of 195,000,000 people who live on the nearly 13,000 islands of Indonesia have emerged very quickly to become the third largest exporter of steam coal, following only Australia and South Africa. Almost all coal in Indonesia is mined by surface mining methods. This paper will examine the surface mining of coal in Indonesia, as it continues to be an important part of the supply equation for coal in Asia.

Operations are continuously exposed to economic risk as a normal consequence of mining due to uncertainties associated with the? deposit, excavation, and ever changing political, regulatory, and market conditions. Out pacing advances in productivity and technology, these conditions have contributed to the steady decline of underground hardrock mining in the United States. This paper investigates the trends and major factors believed to be responsible for this decline. Special consideration is given to changes in direct operating costs, labor productivity, and production capacity.

The growing national concern over energy has aroused a great deal of interest in the most efficient and least costly way to use our remaining fossil fuel reserves. A number of studies have been published which compare the overall thermal efficiency and cost of gas and electric energy. These studies have been carried out by a wide variety of organizations including Oak Ridge National Laboratory, The Rand Corporation, The Stanford Research Institute, and The Institute of Gas Technology. This paper is an attempt, by PGandE, a large combined gas and electric utility serving most of the northern and parts of central California, to compare the cost and efficiency of gas and electric energy for certain residential appliances using actual operating data and financial statistics for the year 1974, and thereby develop some guidelines for future energy developments utilizing these limited fossil resources. The appliances chosen for the study were kitchen ranges, clothes dryers, hot water and space heaters. These appliances were selected because they can be served with either gas or electricity and they account for approximately one-third of PGandE's total residential electric sales and nearly all of PGandE's residential gas sales.

In Situ leaching for the recovery of uranium from low grade sandstone deposits is one of the newest technological advances in the mineral industry. It is rapidly developing into a commercially feasible mining system which has economic, environmental, and social advantages over conventional mining systems. Because of the current uranium shortage, development of In Situ leaching into a sophisticated system has gained new impetus. In Situ leaching will become an important mining technique in the future, which will greatly help to supply uranium for our nation's energy heeds. In this paper, I will be giving an overview of the merits of the system, as well as the technology, problems, and research in solution mining of uranium.

This paper presents various design and construction considerations involved in developing an underwater installation of lined, large diameter shafts not known to have been previously accomplished for the diameter size, depth or ground conditions identified with the Seabrook Power Station. Outlined approach provides for driving tunnels independent of shaft sinking operation, permits the use of prefabricated shaft lining and incorporates a safe dry tap method for connecting the shafts to the tunnels. INTRODUCTION The Seabrook Power Station, located two miles inland from the Atlantic Ocean, at Seabrook, New Hampshire, is a two unit, nuclear powered, electric generating plant, each unit having a capacity of 1150 megawatts (electric). Typical to all steam driven generators is the requirement for large quantities of water. Requirements for the Seabrook Plant will be met by intaking and discharging approximately 850,000 gpm of ocean water at a considerable distance from the shore line in water depths that render the environmental impact inconsequential. Obtaining, conveying and discharging such large quantities of water represents a major undertaking, particularly under today's environmental controls. Tunnels are well suited to reducing the environmental impact at the Seabrook site by conveying the water about 250 feet deep under the salt marsh (a valuable ecological feature) and under the beach well out into the ocean without any noticeable ground surface disturbance. An alternate approach utilizing trenched piping would have created some disturbances and was environmentally less desirable. The tunnels connect to intake and discharge

"This article will share my ‘shift in career direction’ journey from corporate mine engineer, with 31 years of mining various commodities with a wide range of responsibilities in a variety of countries, to the world of academia. There are times in one’s career that a change is required, albeit perhaps not as drastic of a change as moving to teaching. This paper will share how the transition arose, the decision to make the change, the challenges of the first year in academia and the journey within academia going into the second year.As a graduate of the Montana College of Mineral Science and Technology (Montana Tech) with a B.S. mining engineering degree in May of 1982, my first job with Utah International in the Farmington, NM area took me back to my home state of New Mexico. Some of you will remember that the early 1980s was not a period of prolific opportunities for mining engineers, given low commodity prices, especially for copper (for example, Anaconda Co. had been taken over by Arco and was in the midst of closing down its Butte operations). Coal was good and the learning opportunities abounded with Utah (which became BHP and then BHP Billiton).Gold was taking off in the mid to late 1980s thanks to use of cyanide and heap leaching technology improvements, coupled with deregulation of the gold price, so I ventured off to work in the gold industry with a (then) junior Canadian company called Barrick at a new acquisition of theirs known as Goldstrike. That same gold surge was causing a shortage of iron ore mining engineers in Australia. So after a few years in Nevada, I uprooted the family and left for a little town in the Pilbara of West Australia, known as Newman, to work in the iron ore industry with BHP Iron Ore. An initial short overseas posting turned into six plus years before transferring to BHP’s Indonesian steam coal mines in Kalimantan on the island of Borneo. BHP was going through a rough period following some ill-fated projects (Magma Copper purchase, Beanup and HBI) and was reviewing assets and staffing, so internal opportunities became scarce. Employees were encouraged to “leave the company and find work elsewhere.” So, off I went to Argentina to try copper mining in the Andes with Minera Alumbrera. This short stint in South America was followed by a move to another mining town, Morenci, AZ, and a posting with Phelps Dodge (now Freeport- McMoRan). After 12-plus years without living close to snow, we moved to the Denver, CO area in a new position with Newmont Mining Corp. Along the way I became a professional engineer (Nevada) and completed a masters in project engineering and management. After 11 years with Newmont, I moved to Butte, MT where I accepted a position as assistant professor of mining engineering."

A modeling scheme is developed to simulate the hydrogeologic effects of mine design and development in unsaturated rock. Simulations are conducted using the UNSAT2 finite element computer program and hydrogeologic data from the site of a proposed mined-out waste repository at Yucca Mountain, NV. Results of the simulations are analyzed for: •variations in the direction of ground water flow and in the distribution of pressure head caused by the design of the mined out openings; and •mine design variables that affect the predicted rates of mine water inflow. Evaluating the hydrogeologic impacts of mine design and mine development in unsaturated rock is significant in several respects. Characterization of the preemplacement of wastes along the fastest path ground water flow system at the Yucca Mountain site has been a primary research effort. Ultimately, however, the degree to which waste isolation is achieved will depend largely on the post-mining hydrogeologic environment as altered by the mine design and on the radionuclide inventory and resulting heat effects of the repository. Therefore, an ongoing characterization of the proposed mined-out nuclear waste repository at Yucca Mountain, NV, is recommended. Modeling results indicate that: •mined out openings will affect the movement of ground water, both in rate and direction; •hydraulic effects of mine development depend on the hydrogeologic environment and on mine design geometry; •mine water inflow is possible in the unsaturated zone, even for mines developed in hydrogeologically homogeneous rocks; and •mine water inflow can occur at values of down ward flux that are appreciably less than the saturated hydraulic conductivity of the overlying rocks.

The Development of Water Gel Explosives Water gels are the most recent development in the evolution of commercial explosives. They are replacing dynamite, having proven themselves to be excellent alternatives to this standard explosive. Water gels have steadily displaced dynamite over the past two decades. In 1959, they accounted for only 1 percent of the market they share with dynamite. By 1965, the share taken by water gels had grown to 21 percent. In 1970, it was more than 40 percent, and today it is nearly 70 percent. Black powder, the first widely used explosive, revolutionized mining and quarrying in its day. However, when nitroglycerin dynamite became available about a century ago, it rapidly displaced black powder because it provided greater energy for a given weight, much higher velocity for better rock shattering performance, and water resistance for easy use in wet conditions. During the past 50 years, ammonium nitrate has played a dramatically increasing role in explosives. First, it was used as an ingredient in dynamite, and then as the main component in nitrocarbonitrate blasting agents. About a quarter of a century ago, it began to find use in a simple and inexpensive mixture with fuel oil that has revolutionized the explosives industry and today fills about 80 percent of the requirements for explosives in the U.S., and certainly the bulk of blasting requirements worldwide. It is estimated that more than 80% of phosphate rock output in the world is used for fertilizer production. In India, there are only a few high-grade deposits of phosphate ores; therefore, most of the requirement for phosphatic fertilizers is satisfied with imported DAP (diamino phosphoric acid). Due to the drain on foreign exchange reserves, this import-dependent, essential commodity is in short supply in India and, therefore, is sparingly used by farmers. In addition, of the added phosphorus, normally 80% becomes unavailable to plants because phosphorus complexes are formed in soil, causing deleterious effects on plants. In our laboratory, this problem was tackled by using a bacterial consortium of phosphorus-solubilizing bacteria. It resulted in the speeding up of seed germination and increasing available phosphorus in the soil by 14%, over a period of 80 days. To use the low-grade deposits of phosphatic rocks available in India near Hirapur, Madhya Pradesh, India, which contain high amounts of iron, beneficiation through microbial means was used for phosphorus removal. Beneficiation was achieved partially through removal of extra iron by oxidizing ferrous iron from the ore by a Thiobacillus species after removal of impurities containing both silica and iron, instead of sieving and cleaning the ore using different techniques. This resulted in a cleaner ore, with nearly 70% of such impurities removed. The factors for beneficiation technique were standardized at the laboratory level and are being used for scaling up of the process. Thus, the beneficiation of phosphatic rock from Hirapur will be an important first step of phosphorus production in India.

Previous studies at the U.S. Bureau of Hines have shown that only 70 to 80% of the germanium in domestic zinc process residues can be extracted during H2S04 leaching. To increase germanium extraction, the Bureau developed and researched the hypothesis that minor amounts of germanium and zinc silicate, both present in zinc calcine, dissolve during the leaching stages of zinc processing, forming soluble germanium and silica gel. This silica gel then selectively adsorbs germanium from solution, rendering the germanium insoluble. Testing showed that as the amount of silica gel formed increased, the amount of insoluble germanium in the zinc residue increased. Several processing alternatives are presented for overcoming this problem.

Management for mine construction and development differs from that needed for routine mine production and maintenance. An integrated approach to managing mine development projects must consider contract documents; management organization of a project; the project manager's role and the field supervisor's responsibility; and the use of scientific techniques for planning, scheduling, executing, and controlling projects. Professional project management encompasses the following: • Preparing contract documents that establish technical and financial schedules, and detail the responsibility for the physical work commitment. • Developing a project's organizational structure, to clearly define the roles of the project manager and the field supervisors. • Establishing project management and field supervisor relationships, to avoid ambiguity in assigning responsibility and to ensure desired project progress. • Using management science techniques, particularly networking techniques such as the critical path method for planning scheduling, executing, and controlling projects. Project Versus Production Management Project management differs from routine production management in the following ways: • Uniqueness: A project is unique. Production operations tend to be repetitive. The magnitude of one-time capital expenditures for many facets of mine development warrant special skills and attention. These professional project development skills must already be available by prior experience in the management team. • Personnel: In projects, personnel are usually assigned on a specialty basis and frequently change with the project activity. On the other hand, production personnel work together, more or less permanently. • Management Structure: In a project there may be several staff-line relationships that are not clearly defined and change with changing project activities. In a production situation, the lines of communication and authority are usually well defined. • Time Frame: A difference between project and routine production management is that project activities have comparatively less well defined durations and often tend to be relatively short-term. Production usually has both long-term and short-term plans and well defined long-term and shor-term goals. In project management, formal, critical, short-term reviews are frequently required. In production management, five year plans can be formally adjusted quarterly and annually. Short-term weekly or daily reviews can be informal. • Response to Delays: Delays in a development project may occur without anyone being immediately aware of their existence or suspecting the magnitude of consequence. In contrast, any delays in the production process can be easily identified from prior results comparison. Additionally, the response is quick, usually in a set routine. This can be traced back to the management structure and personnel. • Control Techniques: Measurements of project progress for control are not easily made due to the variety of activities that are carried on at the same time by different work groups. The yard-sticks of performance measurement for individual activities, let alone for the total project, are not easily established. However, due to the difficulty in detecting project delays, a workable control system is vitally important to a project manager. To apply a scientific project control technique such as "management by exception" requires specific planning and monitoring from the project manager for each activity in the project. Production and productivity are quick and effective yard-sticks of measuring performance in a routine operation. Control techniques required in production management usually revolve around these measures. Construction Contracts The construction contract is an important document that establishes contract scope, technical and financial details of the work, and achievement deadlines. It may also serve as the contract document to pay for work done and to verify field progress with planned progress. In practice, it is a good idea to develop a job-specific contract. This whole area is replete with legal precedence and procedures, and it is not the intent here to deal with the intricacies of establishing a contract document. But it is necessary to have an understanding of major contract types. Construction contracts are extremely important legal documents. They may vary in work specifications and enforcement of the provisions. Due to their nature, they must be composed with legal help and will take some time to compile. Even with all the precautions and provisions, it is not uncommon to find owner and contractor disagreeing. Therefore, it is important to include a way to resolve any difference quickly and to incorporate aspects of the contract as part of an overall management control tool for efficient project management.

The purpose of this paper is to outline briefly some basic principles of ground-water hydrology that have application in mine hydrology and to suggest that an understanding of these principles can help to forestall problems that are internal as regards mining operations and external as regards damage or harm to surrounding areas. The development of a mine below the water table pleads for accurate values to answers of hydrologic problems. Such internal problems involve both an inflow of water without adequate drainage facilities and a deficiency of water for the required mining or milling use. Methods which give acceptable quantitative values for the solution of many ground-water problems depend on rather simple geologic structures, characterized chiefly by homogeneous rocks of considerable areal extent. Unfortunately, mining operations are likely to be centered where rocks are not homogeneous. Consequently, methods that attempt to show values of the storage and transmitting capacity of rocks in mining areas must be applied with caution. In spite of complex geology and apparent uniqueness of individual mines and quarries, adherence to some concepts of ground-water occurrence and movement should be helpful to mine operators. Mining operations that extend below the water table disturb the natural hydrologic regimen. Prior to development, the water table slopes away from the site of a mine in at least one direction, but as soon as development begins and water is removed from the mine, the mine becomes the apex of a depressed cone in the water table, causing a convergence in the flow of water toward the mine, The behavior of the cone of depression, as it tends to deepen and to increase in areal extent when the mine is deepened, is related to the rate of withdrawal of water necessary to keep the mine dry. The significance and nature of the cone of depression in the vicinity of pumped wells has been studied by ground-water hydrologists for years, but the cone caused by pumping water from mines has generally been less systematically appraised.
