This National Institute for Occupational Safety and Health study was conducted to focus future research on the most significant electrical problems in the mining industry. Data from 1,926 mine electrical accidents (including 75 fatalities) that occurred between 1990 and 1999 were studied. Coal and metal-nonmetal operator- and contractor-reported data are presented. All data used in this analysis were MSHA closeout data, except 1999, which were preliminary data. Electricity was the 4th leading cause of death reported in mining despite being the 14th leading cause of injuries. Electrical shock, not electrical burns, caused 70 of the 75 electrical fatalities reported. About one-half of mine electrical accidents and fatalities occurred during electrical maintenance. Suggestions for mitigating electrical hazards are proposed.

This report describes Koppelman's work to develop the K-Fuel® Series C Process used to dry and stabilize Powder River Basin coal. It also contains summaries of the results of bench-scale and pilot plant tests conducted to prove the Series C Process. The process is being used by the KFx-Thermo Ecotek partnership for a 500,000 ton per year commercial plant that has been constructed near Gillette, Wyoming. The plant is presently undergoing shakedown.

It is an honor to present the lecture in honor of Daniel C. Jackling, the developer of the technology of copper mining that we continue to use 100 years later. He made a dramatic breakthrough in the early part of this century in the development of bulk-mining methods for large, low-grade porphyry copper-sulfide ore bodies. At Magma Copper, we are particularly proud that the Jackling Award states we have "made significant contributions to technical progress." Before Jackling's time, copper mining had exploited with primitive equipment very high-grade underground ore bodies and high-grade open pits. During the 20th century, the situation changed. Three significant innovations occurred within about 10 years around the turn of the century. In 1903, Jackling's concept of large-scale mining with steam shovels and rail haulage was implemented at the Bingham Canyon mine in Utah. Eighty years after the introduction of rail haulage, the mine converted to truck haulage with large-capacity high-efficiency haul trucks and reduced the stripping ratio from 3.5:1 to less than 1:1.

A variety of processing technologies exist for recovery from both primary and secondary sources of rhenium. Currently, there are no known primary rhenium deposits, thus, the method in which primary rhenium is produced is dependent on the commodity of which it is a byproduct, e.g., copper, molybdenum, uranium, etc. In addition, focus on the recovery of rhenium from secondary sources, such as alloy scraps and catalysts, is continually growing. High-speed TBM excavation requires rapid ground assessment ahead of excavation, particularly in complex grounds. The Tunnel Reflector Tracing technology (TRT) developed by authors, uses seismic reflections to produce volumetric images of ground anomalies. To further minimize interruption in the TBM excavation the authors modified surveying technique switching from cable (wired) to radio (wireless) data acquisition system. This paper presents the outline of the Wireless TRT system, and compares the results for the wired and the wireless surveys. The comparison shows that the wireless system offers high precision data, is more efficient and economical and significantly less intrusive in tunneling operations.

East Pit Lake is an artificially created lake that resulted from the remediation and reclamation of surface coal mining operations at TransAlta Utilities' Whitewood Mine in the Wabamun area west of Edmonton, Alberta. The original excavation resulted from the creation of a mine end cut at the northern extent of the mining operation. The area of the surficial drainage basin that feeds East Pit Lake was relatively small. Therefore, most of the inflow and outflow from the lake would result from regional ground water flow. There was a concern about the lake's ability to provide a suitable habitat for a sportfish population. To determine the final recovered water level and rates of recovery, a two-dimensional ground water flow model was used. Data supplied by nested piezometers in and around the mine were used to calibrate the computer simulation and assess predicted recovery.

It is commonly recognized that seismicity can be induced by rock failures or slip along geologic structures around mining excavations. The unpredictable nature of these events and their proximity to the working area may raise safety concerns in underground mining operations. Modeling can be a useful tool for estimating seismic potential for a given mine layout, but the challenge is to detect a seismic event and estimate its intensity in the model. One well-documented approach is to monitor the variation in the energy content of the model and record potentially damaging seismic events when there is a significant release of energy. Researchers from the National Institute for Occupational Safety and Health (NIOSH) employed this approach using 3DEC modeling software to simulate the anomalous seismic events that occurred in a deep longwall mine in Virginia in 2005. A four-panel model of the mine was constructed utilizing a 2D cross section at the location of the mining face at the time of the event. Seismic potentials associated with the development of each panel are evaluated by recording the seismic energy released during the simulation. The results demonstrate the occurrence of two relatively significant events during the mining of the last panel, which are consistent with the historical observations at the mine.

Introduction Coal has always been China's predominant energy resource. The country ranks among the three richest countries in coal reserves in the world, next to the US and the Soviet Union. According to China's Ministry of Coal Industry (MCI), coal accounted for about 72% of the total national energy consumption. Despite efforts to increase the output of oil and hydropower, coal is predicted to remain dominant on the energy scene by increasing its share to 77% by the turn of the century. To match the rapid growth in the agricultural and industrial sectors, MCI has targeted the coal industry to double coal output from 600 Mt/a (660 million stpy) in 1981 to 1.2 Gt/a (1.3 billion stpy) by the year 2000. How is this goal to be achieved? According to MCI, it will be accomplished by: • building new underground and surface mines with a total output of 400 Mt/a (440 million stpy); • increasing the output of existing state-controlled mines from the present 344 Mt/a (368 million stpy) to 400 Mt/a (440 million stpy); and • developing and increasing the output of small, local mines run by province, county, and production brigade from the present 276 Mt/a (304 million stpy) to 400 Mt/a (440 million stpy). Building new underground and surface mines New underground coal mines will be developed in areas where the coal industry has already made headway and infrastructures currently exist. This is to optimize hardpressed capital spending on investment. Ten existing coal production bases were selected in nine different provinces that met these requirements. The underground mines scheduled to be constructed in stages at he existing coal production bases will have a total output of 200 Mt/a (220 million stpy) by the end of the century. Regarding surface mines, four mines in the Inner Mongolia Autonomous Region and one in Shanxi province have been earmarked for construction during the same period. By the year 2000, these surface mines are expected to produce 200 Mt/a (220 million stpy). Foreign equipment, machinery, and surface mine stripping technology were all involved in different degrees in the development of the five new surface mines. Some have signed joint venture agreements. Occidental Petroleum Corp. is in a joint venture with China in developing Ping-shou's 15 Mt/a (16.5 million stpy) Antaibao No. 1 open-pit. The Shentou power station, situated nearby, is anticipated to consume 3.2 Mt/a (3.5 million stpy) of the coal it produces. Some is designated for export. Increasing output There are 554 state-controlled mines that have been in operation since before 1980. They produce 344 Mt/a (379 million stpy). To increase capacity, MCI has laid out some guidelines. • Coal prospecting near existing mines must be given top priority and intensified so that workable reserves can be increased. This would lengthen the mines' useful life. • Many mines and slopes that were constructed during the 1950s are very small and densely populated. Longwall mining has existed in Utah for more than half a century. Much of this mining occurred at depths of cover that significantly exceed those encountered by most other U.S. longwall operations. Deep cover causes high ground stress, which can combine with geology to create a coal burst hazard. Nearly every longwall mine operating within the Utah’s Book Cliffs coalfield has been affected by coal bursts.

LKAB's ores have specific mineralogical properties that make them especially suitable for the production of super-grade concentrates. Conditions are particularly good for this purpose at Malmberget, where a concentrate for high-purity sponge iron production has been produced for many years. Until 1978 the approximate assay was 71.2 % Fe and 0.45 % SiO2. Since then the assays have been improved by process modifications to approximately 71.5 % Fe and 0.20 % SiO2. Scope exists for still further improvement. In recent years the production of fractioned concentrates has been started. The material lies within the size range 74-125 µm and the approximate chemical analysis is 71.6 % Fe and 0.30 % SiO2. Other special products are under discussion. The Malmberget ores are also suitable for the production of high-purity direct reduction pellets with a SiO2 content below 1 %.

The objective of this paper is to analyze the evolution of the strategic drivers of the mining sec-tor over the last half century, which has been guided by a varying and expanding list of motivations. While companies cannot survive for long unless they are making profits, the strategic drivers of the industry have gone far beyond profits since at least the mid-1970s when environmental concerns began to be taken seriously. For the most part, these forces have followed global trends and public opinion, but they have been shaped and magnified by the significant, often dominant role that the mining sector plays in many economies. While the mining sector used to be primarily motivated by the first pillar of sustainable development -i.e. the economics pillar-, in the 1970s the second environmental pillar became an important factor in decision making, and in the 1990s the third social pillar emerged as a major driver.1 The entrance of new strategic drivers has also had considerable impact on technological and organizational developments in the mining industry; however, technological changes, driven by cost reduction considerations, have in turn impacted the strategic drivers of the industry, resulting in the need for further technological and organizational developments.

Developed in 1983, High Angle Conveyors HAc®s, are proven versatile systems for elevating materials continuously from a lower to an upper level, Such systems may also be used to lower materials continuously. Mineral exploration consists of the acquisition of data and their interpretation to ascertain the presence or absence of uncertain events. In general, the amount of uncertainty decreases during exploration when targets become increasingly well defined. Decisions on further exploration and whether or not mining should be commenced are based on new information using both objective facts and subjective reasoning. Computers play an important role during all stages of exploration. Three recent books (References 1-3) on decision-making in exploration and mineral-resources evaluation provide additional background supplementing the papers in this volume and articles in scientific journals or other conference proceedings (e.g., References 4 and 5) dealing with the subject. Other new developments to be considered are that microcomputers are becoming increasingly important in the earth sciences (Reference 6), and so are applications of artificial intelligence (Reference 7). Microcomputer- based technology allows rapid communication between field parties and main office. Expert systems are becoming increasingly sophisticated aids for mineral exploration an can now contain objective rules based on statistical theory (Reference 8).

Construction of the Cerro Colorado on-off leach pad in northern Chile required about 3 Mm2 (32.3 million sq ft) of fill over an area of about 600,000 m2 (6.5 million sq ft) in irregular terrain with relief of up to 40 m (130 ft). Earthwork construction was completed in about six months using mine waste, placed in 4 to 6 m (13 to 20 ft) lifts with mine haul trucks. The lift thickness was reduced and the compactive effort increased in the upper 10 m (33 ft). This was done to develop a mat for additional resistance to possible differential settlements due to the modest density of the fill and dynamic (earthquake) conditions. A single 2-mm (80-mil) high-density polyethylene (HDPE) liner was used below the leach pads. This was protected from the loading and unloading equipment by bedding and cover systems. It consisted of screened sand, gravel and silt as the bedding and cover layers and a heel of screened gravel and primary crushed low-grade ore.

The Finniss River system in tropical northern Australia has received 'acid-drainage' contaminants from the Rum Jungle uranium/copper mine site over the past 4 decades. Following mine-site remediation that began in 1981-82 the annual contaminant loads of sulfate, Cu, Zn and Mn have declined by factors of 3, 7, 5 and 4, respectively over 1990-93, compared to the 1969-74 pre-remediation loads. Comparison of the frequency distributions of contaminant water concentrations over these pre- and post-remedial periods have shown varying degrees of reduction in the highest levels following mine-site remediation, that are consistent with reductions in their annual-cycle loads. Among the three selected major metal contaminants the reductions in maximum water concentrations are most pronounced for Cu. The demonstrated reductions in the highest water concentrations of all four contaminants are also associated with previously reported ecological improvement in the Finniss River system, compared to the benchmark of environmental detriment established in 1973fl4, prior to the beginning of remediation at the mine site.

The Manapouri Power Station, commisioned in 1969, is located in Fiordland National Park in the South Island of New Zealand. It is the country’s largest hydro power scheme and can generate 700MW of electricity. The power station utilizes the hydraulic head of Lake Manapouri, using an underground power station and a 10 km-long tailrace tunnel was constructed by drill-and-blast to allow discharge to Doubtful Sound. Power generation fell short of expectations due to higher than expected friction in the tailrace system. To remedy this a second tailrace tunnel was constructed between June 1998and May 2002. It consisted of a 10 m diameter, 10 km long tunnel in predominately gneissic rock and was excavated using an Atlas Copco Robbins TBM. High water inflows, Owner/Contractor production incentives and a major claim settlement were handled during the 5 1/4 year project. This paper discusses TBM advance rates, utilization factors that increased in the second half of the project plus an innovative method for sealing Tunnel 1 to construct the bifurcation.

Washington Metropolitan Transit Authority Section E8a consists principally of twin tunnels 1,713 meters (5,620 ft) long, excavated to a diameter of 6.35 meters (20.83 ft) using an open face shield, with a primary lining of four unbolted precast concrete segments expanded at the crown, and a full circle unreinforced concrete final lining with a finished tunnel diameter of 5.08 meters (16.67 ft). The tunnels, constructed in Cretaceous age sediments, are mostly in stiff to hard clay except for a few areas along the alignment that contain dense to very dense fine sand in the upper portion of the tunnel that created a mixed face condition. At two locations unexpected heavy water inflows produced very serious problems in both tunnels. Water flows in the interface area were generally more than 378.5 1pm (100 gpm) and reached as high as 2,649.5 1pm (700 gpm) in the mixed face ground. The nature of the tunnel inflows, the consequences, and the corrective measures adopted will be the subject of this paper.

The Boliden Aitik concentrator in Sweden processes 2,000 t/h (2,200 stph) of low-grade copper ore. The plant consists of five grinding lines that feed four bulk-flotation banks with a scavenger-concentrate regrind mill und a column cleaner circuit with a regrind mill. The authors installed a model-based expert optimizing control system to maximize copper recovery in the bulk-flotation circuit while maintaining an appropriate copper grude in the cleaner feed. The optimizing control system uses on-line assays and calculates and implements set points for cell pulp levels, air rates and reagent- addition rates. It combines the power of a dynamic population-balance model that estimates mineral liberation in each stream, an optimizer that computes appropriate set points and a rule-based module that implements the strategy. The benefits have been evaluated over a period of three months. The model-based expert optimizing control system generates a measurable increase in copper recovery, around 0.5%, and an optimized bulk-concentrate grade. The need to maintain the optimizing control system and other practical aspects are discussed.
