The Ertsberg East discovery was announced by Freeport in 1979 with proven geological reserves of 45 Mt (49.6 million tons) with a grade of 2.65% copper and recoverable gold values. This recently discovered deposit is one of a cluster of skarn-type copper occurrences found within the limits of Freeport Indonesia's mining con- cession at an elevation of about 3600 m (12,000 ft) in the extremely rugged Jaya Wijaya Mountains of Irian Jaya, the Indonesian half of the island of New Guinea. The Ertsberg East lies about 1.5 km (0.9 miles) east of the Ertsberg ore body, which is also known by the Indonesian name "Gunung Bijih" or "ore mountain." For general background, the original Ertsberg ore body was first discovered by the Dutch geologist Jacques Dozy in 1938 while on a mountain climbing expedition. It was mapped and sampled by Forbes Wilson and Del Flint after a two-week harrowing trek into the mountains from the coastal swamps. A drilling program in 1967- 1968 established that the Ertsberg was a viable mining venture, containing approximately 33 Mt (36.4 million tons) of skarn-type copper ore. The deposit averaged 2.5% copper, with significant values in gold and silver. The first shipment of copper concentrates was made in December 1972, following a capital investment of $200 million. Following the routine production of ore from this deposit, it became necessary to consider additional sources of ore to extend the life of the mining operation. An exploration program was thus started with the initial objective of finding shallow or surface ores which could be blended with the material being mined at Ertsberg. Project geologist Frank Nelson was transferred from Freeport Exploration Co. to the Freeport Indonesia organization at the Ertsberg mine. However, the exploration work was the functional responsibility of Freeport Exploration. Del Flint had overall responsibility for the program from the Reno headquarters office and provided liaison with management in the USA and Indonesia.

Introduction Bulk commodity prices are ever increasing. This forces buyers and sellers in world markets to look more carefully at methods for obtaining an accurate accounting of commodity transactions in commerce and materials utilization in processes. Weighing and sampling inaccuracies can result in loss of income, product quality, and cost controls. So weighing and sampling accuracies are extremely important. They are the key components of managing the quantity and quality control aspects of bulk materials handling. This article will confine itself to the weighing systems and will deal with various aspects of system design, calibration, and operations. Emphasis will be placed on new developments and requirements in this field. Weighing methods To measure the gravimetric pull on a body being weighed (the load), the gravimetric force must be countered by an opposing force. Measuring this counter-balancing force thus becomes the measurement of weight. The conventional even-arm balance shows the concept of balancing an unknown mass with an equal known counterbalancing mass. But the loads encountered in industry generally range up to many thousands of pounds. So it is obvious that the even-arm approach is not practical. Thus, with the exception of direct load-bearing load cells, most of the weighing equipment uses some form of lever system. This is usually a combination of first- and second-class levers, to gain a mechanical advantage. These levers permit the load force to be counter-balanced and hence measured within a practical range. Lever systems not only perform this force-reducing action, they also serve to focus the load force at a single point, for convenient measurement. They align the force vertically in one direction so that measurement accuracy will not be affected by unrelated side forces. There are five basic methods of gravimetric weight measurements. That is, there are five basic types of opposing forces. • The first is the standard weight counterbalance. It uses a known weight to counterbalance the load directly or through a lever system.

Compared to alternative ways of dealing with coal fines, oil agglomeration has always been a commercial bridesmaid and never yet a bride. Yet interest is high in the process, as shown by a number of pilot plants in operation that are funded by industry as well as government. In the past in the US, alternative ways to handle coal finer than 100 to 200 mesh included flotation, or no treatment except dewatering, or discarding the fines as waste. There are now a number of factors that tilt the economics more toward fine coal recovery. Today, the cost of mining a ton of underground coal runs from $22-30, and discarding even 10% as unrecovered fine coal is a real economic loss. A number of attempts (notably by EPRI) have been made to quantify the effect of coal cleaning on utility boiler operations. Transportation and ash handling costs, frequency of unscheduled outages, fouling and slagging problems, and boiler tube erosion are all lowered by cleaning coal. The advantage of coal cleaning on these parameters has been shown, but the dollar amount varies with many assumptions and is difficult to pin down. The message to a utility, however, has not been lost and the trend toward cleaner steam coal is accelerating. This may lead to fewer installations that only wash the coarse coal, and add back the unwashed fine coal until a maximum contractual ash limit is reached. And, as the proportion of coal fines continues to increase by continuous and longwall mining, it may become impossible to clean the coal sufficiently without cleaning the fines. Flotation and oil agglomeration are the only processes that presently deal directly with cleaning the very finest coal fractions. Flotation has proven its effectiveness in cleaning blackwater and in separating fine coal from mineral matter. It has the achievable potential for far greater pyrite rejection than is now obtained in commercial preparation plants. The coal mines monitoring should be based on the usage of simple and evident models, letting in the total unity to reflect a structure of organization of mine, system ability of its construction and specific character of its functioning. Such models are offered to create on the basis of extracted hierarchies of objects of mine. All objects of mine are broken on levels of technological hierarchy. For objects of each level of hierarchy there are made balanced models of entering and leaving material flows. Then these balanced models are coordinated among themselves by the help of the inter hierarchical relations. So the structured-qualitative characteristic of the object of monitoring, reflecting in a kind of the table structure of formation of material flows on mine, their intensity and measure of transformation is formed under transition from one level of hierarchy of mine to another. An example of real us- age of hierarchical balanced models on mine is given. The mathematical models of coal mine monitoring should reflect objective laws of their structural organization and functioning. Therefore under the constructing of mathematical models it is important such a way to reflect a structure of the mine organization, that in totality the models has been reproduction of system ability of its construction. The knowledge of the separate parties of functioning of mine, reflected in particular mathematical models, should "to be packed" in combined unity. Or else, they should be connected in system, convenient for recognition by the person. Considering the mine, the expert allocates multi-dimensionality of the objects of making its elements. He always has the knowledge of laws of development of mining work that is connected with pithy stratification of researched object. In dependence of sparial-temporary level of abstracting there are allocated the horizon, wing of a mine field, layer, panel, extracting face, longwall in coal mine. The human thinking on each of these levels operates with a set of concepts peculiar to him, characteristics, definitions.

Introduction The gold rush to the Canadian Klondike and then to the Alaskan gold camps is legend to Americans. The early years of the century also saw flourishing hard rock mining at the famous Treadwell and Alaska Juneau gold mines and the bonanza Kennecott copper mine. Over the last two decades, rich discoveries of copper, cobalt, zinc, lead, molybdenum, tin, and silver have furthered Alaska's reputation as a storehouse of US minerals. Alaska may also contain large commercial deposits of chromite, platinum, and nickel. Yet in 1984, with the exception of the Usibelli coal mine and several hundred small placer gold mines, Alaska's mineral potential remains largely undeveloped. Uncertain 70s The 1970s were years of uncertainty for the mining industry in Alaska. The discovery in 1968 of a huge reservoir of oil and natural gas in Prudhoe Bay brought the land claims of Alaska's natives to national attention and focused interest in Alaska's resource wealth. The Alaska Native Claims Settlement Act of 1971 (ANSCA) created the regional native corporations and granted them selection rights to some 178 000 km2 (44 million acres) of Alaska's 1.5 Gin' (375 million acres) - about 12% of the state's land area. The native land selection process would take years. During this time, the status of much of Alaska's land was in question. Additionally, section d(2) of ANSCA provided for the conversion of an undetermined amount of federal lands into conservation units. These consist of parks, scenic rivers, national monuments, and wildlife refuges. The debate over the d(2) lands was long and acrimonious. National conservation groups lobbied to include as much acreage as possible within restrictive classifications, regardless of its mineral or energy potential. The process was polarized into a preservation-versus-development struggle. To many Alaskans, what was at stake was the ability to develop a viable independent economy, rather than an ongoing role as economic wards of the federal government. At first glance the staid Joralemon background does not seem to equate with the life of adventure that irresistibly called me for over 70 years. But my ancestors had their adventures too. My father's family were Dutch Reformed Protestants who had energy or daring enough to come to America to escape the Catholic persecution that followed the Massacre of St. Bartholemew. The first Joralemon came from Friesland to New Amsterdam m 1636, just after Peter Stuyvesant. My father's mother's family, the Berdans, were French Huguenots who came to northern New Jersey only a little later to escape the Catholic domination in France. Some say that the first Berdan to come to America was given all the land between the Passaic and the Hacken-sack Rivers by King James. Whatever, the Berdan family settled there and was able to make a scanty living by farming and selling their produce in Manhattan. The spirit of adventure in my mother's family was just as tenuous. Gamaliel Beaman was pastor of a shipload of Puritans who came to Massachusetts in 1636. Gamaliel's descendents were peaceful farmers and some ministers in New England and later New York State. They had got all of the adventure out of their systems in the long and dangerous voyage across the Atlantic to escape religious persecution. The Joralemons and the Berdans married into families that had been in America almost as long as they had. On my father's side the Berdans, Doremus, DeGreys, Vanderbeeks, and Varicks showed by their names their Dutch or French Huguenot stock. The only one who achieved any fame was Peter Varick, who was George Washington's military secretary during the American Revolution. After this he was nine times mayor of New York and was one of the founders of Kings College, later Columbia University. He was responsible for one of my few ancestral claims to distinction. INTRODUCTION On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. These Amendments cover many aspects of air pollution control. The provisions which seek to control emissions of "air toxics" may, however, be the most far-reaching and will potentially have the greatest effect on American industry. The Administration has estimated that by the year 2005 industry will be spending $6.7 billion per year on air toxics control. Meanwhile, the Business Round Table has estimated that the price will be far higher, up to $62 billion per year, depending on how EPA and the States implement the program. BASIC REQUIREMENTS Any "major" source of emissions of 189 air toxics will be required to install "MACT." The translation of this statement requires some definitions: •MAJOR SOURCE - A facility (a contiguous property under single ownership and control) which has actual emissions of 10 tons or more per year of any single one of the air toxics or 25 tons per year of any combination of air toxics. •AIR TOXICS - Congress has provided a list of the 189 chemicals on this list. Those that may be important to the mining industry are shown on Table 1. This list can be changed by petition or by EPA. •MACT - Maximum Achievable Control Technology is to be defined by EPA for each industrial source category. EPA says there are about 400 categories. The Act defines MACT as: "the average emission limit achieved by the best performing 12% of the existing sources ... for categories with 30 sources or more" or, "the average emission limitation achieved by the best performing 5 sources in the category." Minter's excellent recent paper (1990) on the great paleoplacer gold deposits of the Witwatersrand and its subsequent discussion (Cheney, 1991) and reply (Minter, 1991) provide an informative, interesting and up-to-date review of the geology of these unique ores and some long enigmatic questions regarding their origin. Clearly summarized by Minter (1990) are the compelling sedimentologic and stratigraphic relationships indicating that the Central Rand Group conglomerates are ancient placers and documenting the fluvio-deltaic conditions of their transport and deposition. As Minter (1991) indicates, Cheney's discussion broadens Minter's 1990 coverage of the subject by considering higher and lower stratigraphic units and by adding detailed comments concerning recently published information about metamorphic and age relationships. Cheney's discussion and Minter's reply also readdress the old controversy of epigenetic hydrothermal vs. syndepositional placer origin for these deposits. This controversy has been resurrected by: • recent recognition of hydrothermally-altered granites (HAGS) in the older Archean basement rocks that lie unconformably beneath the Dominion Group rocks north and west of the Witwatersrand depository; • recognition of greenschist metamorphic assemblages in the Witwatersrand strata; and • the presence of interpreted epigenetic mineral assemblages and textures in some of the deposits. These relationships are briefly discussed by Cheney who suggests they may result from later, superimposed metamorphism and deformation and do not prove that the gold was introduced by epigenetic/metamorphogenic processes. In his paper, Minter (1990) cited the 1986 abstract of a subsequently published paper by Hutchinson and Viljoen (1988) who also considered many of these aspects and attempted to integrate them all in a broad genetic hypothesis. In addition, they emphasized the additional important problem of determining the source for the Witwatersrand gold. Although this issue was partially addressed by Reimer (1984), Mossman and Dyer (1985) and Reimer and Mossman (1990), the question has been generally under emphasized in earlier work and was, therefore, not stressed by Minter and Cheney. Reimer (1985) also emphasized the importance of weathering of the basin's Archean hinterland and its affects on Witwatersrand sedimentation.

The development of column flotation is the most significant achievement in the area of mineral processing in the last few decades. The high efficiency of column flotation allows a reduction in process time, a decrease in the number of cleaner stages and in the volume of the circulating load in the flotation circuit, and, as a result of this, an increase in consistency and reliability of operations. Unique multisectional column flotation apparatuses were developed. Such designs have a number of essential advantages as compared to monocells. A change from monocells to multisectional column allows to provide favourable conditions for separation of particles of various floatability. To attain that aim particular hydrodynamics and aeration regime is established in each section of the column, operational variables being adjusted according to the floatability of the material. Therefore in multisectional column machines the material-apparatus feedback can be established, process variables optimized depending on the characteristics of the floated materials. This concept forms the basis of column designs we have developed. For the first time column cell with alternating slurry Rows (combination of co- and counter-current flows) were developed and commercialized . Successful operation was reported of the new generation of columns with cell volumes of 10 to 80 m3 and the height of 4-6 m in copper, molybdenum, antimony, tungsten and nickel ores and coal slurry processing at different plants. Operation experience of these cells showed their considerable design and operational advantages and verified the proposed options and relationships. The new apparatus is provided with a pneumohydraulic aerator allowing to control bubble size distribution, the service life of the aerator is not less than two years. A multilevel flotation model was developed and used to work out a technique of column design and process parameters calculation. A method of the apparatus design parameters calculation based on laboratory test results (scaling up) was worked out. The method is based on flotation macro and micro-hydrodynamics simulation.

A microbiological flotation system that facilitates the removal of pyritic sulfurfrom coal is reported. The chemoautotrophic bacterium Thiobacillus ferrooxidans is utilized as a pyrite-selective biological surfactant that augments the flotation-mediated rejection of pyritic sulfur. The bacteria were produced by continuous cultivation in 50-L tanks, where it was possible to produce 3.8 x 1012 cells/day when the dilution rate was optimal and the pH was 1.6, a condition that prevented ferric precipitation. Prior to flotation, the bacteria were mixed with coal, which allowed cells to selectively adhere to the pyrite. The adherence of bacteria made the pyrite surfaces more hydrophilic, which facilitated separation by increasing the tendency of pyrite to sink, while the hydrophobic coal floated. When a synthetic coal/pyrite mixture (10.1 % sulfur) was subjected to microbial flotation, the level of sulfur rejection was stable during the entire period of operation (i.e., one hour). In the absence of bacteria, flotation reduced the sulfur content of a coal/pyrite mixture to within the range of 6.7% to 7.4%, with the combustible recoveries ranging from 93.9% to 99.0%. In the presence of bacteria, the sulfur content of cleaned coal was in the range of 1.3% to 1.4%, with the combustible recoveries ranging from 80.8% to 86.3%. Bacterial activity accounted for 57% of the total sulfur rejected through flotation. The desulfurization capacity of the system was further confirmed by testing it with run-of-mine coal. The pyritic sulfur content was reduced from 2.9% in the feed coal to around 1.2% in the froth product, while 80% of the combustible recovery was retained. Microbial flotation removed 60% of the pyritic sulfur from the feed. These findings demonstrated that micro¬bial flotation could be utilized for the removal of pyritic sulfur from coal in a semicontinuous system.

INTRODUCTION Primarily because of mining at greater depth, an increasing number of coal mines in the United States experience floor heave problems. In many instances, the floor heaves at a slow rate without causing health and safety related problems; only additional roadway maintenance and coal handling equipment are required. However, when rapid, massive heaving occurs, the safety of mine personnel in the vicinity is jeopardized. Extensive floor heave causes a redistribution of stress around the mine opening and can cause additional ground control problems. This paper presents an analysis of rapid floor heave in a deep western coal mine. The analysis is based on field measurements, laboratory data, and beam design theory. Factors affecting floor heave, such as mining-induced stress, mine opening size, entry orientation, mine geology, rock physical properties, and gas pressure, are considered. Examination of floor heave in the mine indicates that heaving is primarily caused by deformation of a soft floor member that is subjected to high mining-induced stress. Theoretical analysis of in situ floor stresses resulting from overburden loading indicates that floor failure will occur. The analysis is confirmed by visual observations of floor heave in the mine. Recommendations for mine layout and opening design to control rapid, massive floor heave under these conditions are also presented. MINE-FLOOR-FOUNDATION THEORY The floor stratum in a coal mine acts as a foundation to support coal pillars and artificial supports, thereby providing support to the mine roof. The overburden load, transferred through pillars and other supports, applies tremendous stress to the floor. Soil mechanics theories provide solutions for foundation design problems that apply to the mine floor. Based on foundation theory, vertical load on pillars causes high shear stress zones in the floor. If the floor is relatively weak, it may fail and dislocate upward into the mine opening. Strong roof strata that do not readily fail transmit most of the overburden load through pillars to the floor. Heaving may result, depending on the thickness and physical properties of the floor

Mining is one of the oldest human activities. It goes back at least to the Bronze Age and possibly even the Stone Age. The Romans mined copper in Spain and tin in England some 2,000 years ago. The writings of Agricola in the 16th century show that mining was important in the Middle Ages. Today, more mineral commodities are mined in greater tonnages than ever before. This long and fascinating history closely tied with the economic development of the human race is one of the charms of the mining industry. It also, unfortunately, gives rise to some widespread misconceptions. Old industries are generally considered stodgy with mature and stagnant technologies. Costs tend not to decline as in newer industries, and may even increase with real wages. Costs are particularly expected to rise in the case of mining as the best mineral deposits are depleted. Thus, mining is often thought of as a sunset industry, destined to decline over time as the resource base is depleted. These perceptions have several important implications. They argue against economic policies that rely too heavily on mining and mineral processing to foster growth and development. The best and the brightest young people, along with society's other valuable resources, should be encouraged to enter newer industries. There the technological opportunities and the prospects for growth are more promising. These perceptions also suggest that the ability to compete in the mining industry depends largely on the quality of a company's or country's mineral deposits. Mining will take place first in countries with the lowest-cost deposits. Once these are exhausted, mining will shift to countries with the next best deposits. From time to time, new discoveries may also produce a shift in the location of mining, [ ] and may even for a time keep the costs and prices of mineral products from rising. Over the longer term, however, rising costs and prices are inevitable, as the world is forced to exploit poorer mineral deposits.

In the spring of 1959 while visiting the offices of the US Geological Survey (USGS) in the Denver Federal Center, I had a chance encounter with Paul Theobold, a former but, at that time, casual associate. Paul mentioned to me the results of his work on stream sediment geochemistry (Theobold and Thompson, 1959). Using panned concentrates, Theobold and Thompson had discovered a tungsten anomaly in Clear Creek and followed it upstream to its source on Woods Creek, a small tributary to the West Fork of Clear Creek. The specific source was a debris cone about 0.8 km (0.5 mile) upstream from the mine yard at the Urad molybdenite deposit. Because of the genetic and zonal association of tungsten and molybdenum at Climax, I found this very interesting. Accordingly, I related this information to Robert Henderson, general manager of western operations for Climax, and asked his permission to do some follow-up work. He, in turn, telephoned Frank Coolbaugh, the president of Amax, telling him of my interest and saying that, "Climax would take care of it." On my first visit to Urad, my companions (Dave Jonson, Bruce MacKenzie, and Dick Baker) and I were confronted by a "Cousin Jack" caretaker who made up for his diminutive stature by a "pistolover" that hung down almost to his knee and by a watchdog that was one-half wolf and one-half mean sled dog. We retreated discretely to Clear Creek and then climbed up the "back" side of Red Mountain by separate routes, across the ridge crest, and part of the way down the "front" side, sampling as we went. Although much of the ground was covered with snow, we found lots of puzzling but friendly looking rocks and the geochemical results were interesting. A geologic map of central Colorado showing the location of the Urad-Henderson and Climax deposits is shown in Fig. I.

The following report details the successful construction of Contract 2A of the Three Rivers Water Quality Management Program, Intrenchment Creek Combined Sewer Overflow Conveyance System, in DeKalb County for the City of Atlanta, Georgia. The contract required construction of approximately 2878 m (9443 ft) of tunnel bored to an initial diameter of 7.95 m (26 ft 1 in), with provisions to concrete line those portions designated by the engineer to a finished internal diameter of 6.91 m (22 ft 8 in). Flanking the tunnel are two shafts. The upstream shaft was excavated to a nominal diameter of 4.87 m (16 ft) to accommodate a finished internal diameter of 3.66 m (12 ft). This shaft required a transition boot fully concrete lined to final dimensions of 6.91 m (22 ft 8 in) wide, 13.72 m (45 ft) long, and varying in height from 6.91 m (22 ft 8 in) to 12.80 m (42 ft). Associated work necessary to complete the contractual obligations included installation of 22.86 m (75 ft) of cut-and-cover box culvert, 484 m (1589 ft) of open-cut sewer installation in sizes ranging from 0.30 m (12 in) to 1.68 m (5 ft 6 in), one river crossing, 137.46 m (451 ft) of monolithic concrete trapezoidal channel, and installation of 19125 cu m (25000 cu yd) of select fill material compacted and graded to finished contours. The downstream shaft was excavated to a minimum diameter of 12.04 m (39 ft 6 in) and concrete lined to a finished internal diameter of 10.67 m (35 ft). Requirements here included installation of a complete pumping station with all mechanical, electrical, and structural elements necessary for dewatering the tunnel through the controlled use of four 250 hp submersible pumps discharging into the facilities of the Intrenchment Creek Water Pollution Plant. Specialty sand and bentonite are produced in the plateau province from the Bidahochi Formation near Sanders, Apache County, Arizona. It appears that deposits of both sand and bentonite formed during the Pliocene in fluvial and lacustrine environments, respectively, along the west side of the Defiance Uplift. The bentonite is an alteration product of airborne vitric ash that fell or was washed into lakes. In the Cheto district, the individual bentonite horizons, which range from less than a foot to more than 10 feet thick, are restricted to the position of the medial volcanic member. Bentonite production began at the Allentown mine in 1924 and the Chambers mine in 1926. In 1933 strip mining of the extensive deposits in the Cheto district commenced. Production increased each year to a peak of 270,000 tons in 1957. As a result of the introduction of synthetic zeolites into petroleum refining, production declined. About 40,000 tons of bentonite are currently produced from the district each year. Bentonite is shipped out of State for processing into desiccants, thickeners, and acid-activated clay products. The specialty sand was derived from Permian sandstones and deposited by streams draining the Defiance Uplift. Although stream channels are usually restricted to the upper member of the Bidahochi, stratigraphically above the bentonite horizon, a few actually cut through the bentonite. The well-sorted sand, suitable for use as a proppant in hydraulically fractured oil and gas wells, is localized in elongate lenses along the margins of the channels. These lenses range from 5 to 50 feet in thickness and often extend thousands of feet in both width and length. The sand is about 97 percent silica, has a yield of 40 percent in the minus 20 plus 40 mesh size fraction, and has a roundness of 0.6 to 0.7 on the Krumbein scale. Production of this sand began about 1961. All of the current production, which amounts to about 40,000 tons per year, is sold in the petroleum-producing area near Farmington, New Mexico.

In Toyoha mine near Sapporo, the ground temperature is very high, perhaps due to inflow of hot mineral water, the origin of which may be rock masses intruded by the igneous activity in the Tertiary period. The rock masses are found about 2 km east of the mine, their temperature being estimated at from 770 to 870 K at a depth of 3 km. In this mine several veins bearing zinc and lead ores have been mined down to the depth of 300 m from the level of the main entry, of which altitude is 551 m above the sea level. Formerly no attempt was made at development of the deeper part of the mine than the 350 m level from the main entry. Let us indicate hereafter the levels in this mine in such a way that the level 300 m deep from the main entry is denoted as 300 mL. Since 1974, however, the 450 mL of Tajima vein has been developed by deepening No. 5 Shaft to, and by driving drifts in the level. Much hot mineral water has been flowing into the drifts from rock. After twenty-eight months from the beginning of development, the total length of excavation amounted to about 1300 m. The success in development so far may be attributed to cooling rock and air with chilled water and to adopting heat-resisting explosives and detonators. This cooling costed very much and for further development in this level a more effective and economical cooling is desired if possible. To obtain fundamental data for designing an economical cooling, the authors investigated, as a preliminary study, the heat balance in the main drift of 450 mL, by measuring the temperatures of air, rock, hot mineral water, the rates of flow of air and water and so on, in August 1976. They are now carrying out continual measurements of the variations in rock temperature, air temperature and humidity with time. The present paper describes the details of the preliminary study.

Introduction Tailings disposal methods used by the mining industry include the use of on-land impoundments, surface and underground mine backfill and marine disposal. The latter method, where applicable and under certain circumstances, can be the most economical and best environmental option. The term marine disposal is used to describe deposition of tailings in the open ocean, coastal waters, fjords and inland lakes. A major element in planning and designing a marine outfall is the assessment of its potential environmental impacts. The nature of the disposed tailings, and the physical, chemical, and biological characteristics of the receiving water body must be carefully assessed prior to deciding whether marine disposal is an acceptable option for a particular project. During the last decade, the North American mining industry has demonstrated a commitment to studying potential adverse environmental impacts of marine tailings disposal and to continue monitoring of the receiving waters. Extensive monitoring programs have been undertaken by Canadian mines. Marine tailings disposal is not used in the United States today. One of the largest U.S. mines proposing to use this option is the Quartz Hill mine of U.S. Borax in Southeastern Alaska. To assure the regulatory agencies and the public of the viability and acceptability of this option, U.S. Borax undertook an extensive program of environmental studies aimed at assessing the impact of marine tailings disposal. This program was part of the feasibility and environmental permitting studies conducted by Bechtel Civil & Minerals, Inc, on behalf of U.S. Borax. Due to the unique nature of the proposed tailings disposal system, a Board of Consultants was established. The Board assisted in planning the modeling and field program and reviewed ongoing work. This paper outlines the basic elements of the marine tailings disposal study program which can be viewed as a prototype for similar studies elsewhere. Background The Quartz Hill molybdenum deposit is located on a knoll in an elevated valley in a mountainous region of southeast Alaska, about 45 miles east of Ketchikan (Figure 1).

My first regular job nearly fell through. My parents were spending the summer in California and I joined them at Lake Tahoe where we were guests at the lovely summer home of the Reids of Belmont. The time went quickly but I was eager to start work so I left for Bisbee a few days earlier than I had arranged. This was lucky, as just after I left a letter came from Gene Whitely, chief engineer of Calumet and Arizona, saying that because of the depressed copper industry there would be no job. I reached Bisbee on a Saturday morning, a day or two before my 23rd birthday, July 27, 1907. The brown plastei four-story Copper Queen Hotel was only a few steps from the station where the branch railway ended. I rented the cheapest room on the top floor and, of course, there was no elevator. I soon learned how to walk up the mile of switching tracks to the Calumet and Arizona office at the Irish Mag mine. I was horrified when Whitely told me about his letter telling me not to come, but since I had not received it he relented and said I could work for a short time anyhow. I was to start at 7:30 the next Monday morning, "holding the ignorant end of the tape”-in other words being surveyor's assistant, at $100 a month. Hours were from 7:30 to 5: 00, seven days a week. I spent Sunday walking around the town. I rented a room at the Royal Lodging House, which was cheaper than the hotel. It smelled strongly of carbolic acid but that meant no bugs. Compared with Cobalt or Cripple Creek, Bisbee didn't seem unattractive. The main street, with one or two-storied stores and saloons, followed the bottom of the canyon with high steep hills on both sides. Zirconium and hafnium are the twin elements of the periodic table because they are always found together. They resemble each other so closely that hafnium was not discovered until 135 years after the discovery of zirconium. Zirconium was discovered by Klaproth in 1789 and isolated 35 years later by Berzelius. Because hafnium's chemical properties are so close to those of zirconium, it was not discovered until 1923 when Coster and von Hevesy detected it using X-ray spectrographic analysis. These elements occur most commonly in nature as the mineral zircon (ZrSiO,) and less commonly as baddeleyite (ZrO,). They also are found as a variety of other silicates. Zircon was identified as a component in alluvial and beach sands in 1895, but it was not produced in any quantity until 20 years later. During World War I, it was produced as a coproduct of beach sand mining for titanium minerals just south of Jacksonville Beach, FL, and was patented as a refractory. It was not until the 1930s, when Zircon Rutile, Ltd., began mining at Byron Bay on the east coast of Australia, that zircon was first used as foundry sand. Later in the 1940s, NL Industries and Humphreys Gold Corp. began production of zircon sands from fossil beaches in northeast Florida. Baddeleyite first became available as a commercial product in 1916, but never in the quantity of zircon. Zircon holds a unique position as an industrial mineral because it is used for both its physical and chemical properties and as an ore of zirconium and hafnium metals. Australia is the major zircon producer followed by the Republic of South Africa and the United States. Zircon is also produced in India, Sierra Leone, Sri Lanka, Malaysia, the former USSR, China, Thailand, and Brazil. The location of world zircon mines, baddeleyite mines, and undeveloped zircon ores are shown in [Fig. 1]. World production of zirconium mineral concentrates is shown in [Table 1].

Model-Based Expert Control systems (MBEC) are on-line supervisory dynamic optimization systems which combine the ability of a phenomenological model to generate a large amount of information about the state of the process and predict its evolution, with the flexibility of a rules-based approach to take plant constraints into account and apply a complex control strategy. For its new concentrator started in 1995 in Kiruna (Sweden), LKAB has implemented a progressive grinding flowsheet with closed-circuit autogenous grinding followed by closed-circuit pebble grinding with ore pebbles. The standard for instrumentation in this new plant is very high. The control hardware consists of a Distributed Control System (DCS) through which the operators interact with the plant, supplemented by a site-level Management Information System (MIS). A state-of-the-art MBEC system was imbedded in the MIS by the authors before plant start-up. It consists of several modeling and expertise software modules: a phenomenological process model and a Kalman filter estimate continuously the state of the process, an optimizer calculates an optimum feedrate, while rules-based modules establish production targets and key process set-points. The decision to install the MBEC system as an integral part of the new plant before start-up illustrates the current maturity of the technology, i.e., enough know-how was accumulated through former projects to design and develop the system to a large extent without accessing the plant. The feasibility and the power of dynamic optimization systems were previously demonstrated in Kiruna pre-existing concentrator by the authors. First, a MBEC system was installed on the three existing pebble mill circuits, providing both an increase in quality (stabilised size distribution) and a 10% increase in capacity. An on-line expert control system with limited modeling capabilities was also installed in the existing flotation plant, with the aim of stabilizing phosphorous content in the concentrate and optimizing collector additions. Both objectives have been achieved.
