In an effort to advance the science underlying modern coal pillar stability analysis, researchers at the National Institute for Occupational Safety and Health are currently involved in research aimed at better understanding the impact of an in-seam rock parting on the strength of coal pillars. The purpose of this study is to determine a suitable virtual mining height that could be applied using current pillar stability analysis tools. To accomplish this, the boundary element model LaModel was used to back analyze data collected on pillar performance in a room-and-pillar panel at the Maple Eagle Mine located in Southern West Virginia. In a previous work, data collected from borehole pressure cells (BPCs) and extensometers were taken from three instrumentation sites. Data collected from the back bleeders were used to measure the rear abutment stresses, and data collected from two instrumentation sites in the wraparound bleeder were used to measure the front and side abutment stresses as well as the peak strength and performance of the slabbed leave pillar. The utilization of two nearly identical instrumentation sites in the wrap-around bleeder provided much needed repeatability of the obtained measurements. In this study, the data collected from BPCs at the three instrumentation sites was calibrated to match the Bieniawski pillar stress gradient. To model the measured pillar behavior, the LaModel program was selected due to its capability of being directly comparable to the Analysis of Retreat Mining Pillar Stability (ARMPS) and Analysis of Coal Pillar Stability (ACPS) programs. The model was then calibrated to match the measured abutment extent and abutment stress. Finally, the model was validated by reducing the modeled mining height until the yielding of the slabbed leave pillars in the model matched what was measured in the field. The final calibrated mining heights show that a reduction of the shale parting thickness, not including any clay layers, of 52% is applicable. This research study provides the first known measurement of the ARMPS/ACPS “50% Rule” and its applicability to this panel of the Maple Eagle Mine. This finding provides a proof of concept and could have significant implications for future research.

INTRODUCTION During the nineteenth century, the federal mining law was enacted with the objective of promoting the development of the western United States by providing unrestricted access to vast areas of federal land for mineral exploration. Prior to the advent of comprehensive federal, state and local land use plans, there was little, if any, regulation or restriction of mineral exploration activities. Today, the laissez-faire policies of the past that encouraged mineral exploration have gradually given way to the public's legitimate concerns regarding environmental protection, multiple use and planned land development. As a result, the contemporary prospector confronts a maze of statutes, ordinances and regulations with which he must comply to obtain the requisite approvals and permits before commencing mineral exploration on federal, state or private lands. This presentation will provide a broad overview of the exploration permitting process. The first section of this paper recommends certain general management practices to follow when attempting to obtain exploration permits. The second section presents two hypothetical cases, one involving a drilling program on private property in California and the other involving a drilling program and the removal of a bulk sample for metallurgical tests from federal land in Nevada. The cases are used to discuss jurisdictional issues and application of certain federal, state and county laws and regulations that pertain to mineral exploration. The final section contains a brief analysis of three important recent United States Supreme Court decisions. These decisions address the scope of the federal pre-emption doctrine as it applies to activities conducted on unpatented mining claims and the constitutional limits of permissible state and local land use and zoning regulations. PERMITTING PRACTICES The environmental impacts associated with mineral exploration generally result from the construction of drill sites, roads or trenches. Consequently, after the regulatory authority has considered the issues of permissible land use, the primary emphasis of the permitting process is to address problems related to pre-construction site identification and clearance, and post-construction site reclamation. The efficient operation of an open pit mine presupposes that the slopes are maintained at an angle which closely approaches that of the ultimate stability of the slope. In order to do this in a safe manner, it is essential that the data relating to the behavior of the slopes be monitored and made available, through an instrumentation system, to the appropriate personnel so that soundly-based engineering decisions may be reached with the minimum of wasted effort. In addition to simply detecting potential failures, the system should also define what type of failure is developing; i.e., rotational, wedge, or dilational failures. Providing this data is the prime function of a stability monitoring system. Therefore, in an operating open pit mine, the instrumentation system must provide information which will have a direct bearing upon both the safety and the economics of the operation, as well as provide data which is pertinent to initial design, or to the re-design of slopes where developing instability is found to be a problem.6 It is possible to excavate pit slopes which will remain stable under extremely adverse conditions; however, such slopes would usually be so flat that they would tend to render the operation of a pit uneconomical which might otherwise be mined at a profit. On this basis, all practical pit slopes must be considered to be, to some ex- tent, unstable; if they are not, the design is too conservative and the mine is not returning its maximum profit. To reduce the problem to its fundamentals, one can simply state that the ideal pit slope design produces a slope which stands with zero maintenance for the entire life of the pit and then collapses into the final excavation as soon as the personnel and equipment have been removed. Such a design is impossible to achieve, but the fact remains that an efficient slope would hover on the edge of failure for the life of I the pit. As one retreats from this position, the profitability of the mine decreases because of an unduly conservative design.

The Piedmont province of the southern Appalachians is becoming the focus of interest for many exploration geologists. In the past, only those deposits with significant surface exposure have been exploited. Thus, few deposits have been found and relatively little exploration has been conducted in recent years. Modern geochemical and geophysical techniques can alleviate this problem of concentrating on exposed ore bodies by allowing us to "look through" the soil and saprolite to detect the presence of significant mineralization at depth. This paper will attempt to evaluate the feasibility and effectiveness of several geo¬chemical exploration techniques in the Piedmont, of Cabarrus and Stanly Counties, North Carolina. The area chosen for the study is shown in Figure 1, lying almost wholly within the Mt. Pleasant quadrangle, North Carolina. The area is on the eastern boundary between the Charlotte belt, a zone of plutonic and intermediate grade metamorphic rocks, and the Carolina Slate belt, a series of complexly interbedded volcanic and sedimentary rocks of predominantly low grade metamorphism. The area is now considered to be a 500 million year old active, continental margin.1 As is typical of most of the piedmont, outcrop is sparse. Figure 2 is a sketch map of the general geology of the area under study, showing the Charlotte belt rocks in the northwestern quadrant and slate belt rocks, to the east. Within the area are a number of old mines and prospects, the most famous of which are the Furniss and the Phoenix mines in Cabarrus County. All are reported to have contained Au and Cu. Ag and Pb were reported from some. A summary of the deposits is given in Table 1. Data used in this study are from three Master's theses conducted at the University of North Carolina at Chapel Hill. 3,3,6 In separate studies, well waters5, B-zone soils3, and vein and float quartz6 from the area described were sampled and analyzed. Each study concluded separately that geochemical anomalies in the vicinity of the ores justify use of that specific sample type in a geo-chemical exploration program. "Comminution circuits are widely used in nonferrous and precious metals milling. Steel crushers, grinding mills and grinding media are typically used in comminution circuits. Comminution circuit wear products, in the form of metallic iron (steel) fines, are unavoidably produced and report to undersize products in the classification circuit, i.e., flotation or leach feed, while tramp grinding steel (TGS) reports to classification oversize products and returns to the grinding mill, building up in the circulating load. In laboratory studies, TGS reduced grinding efficiency significantly, the impact being dependent upon the size of the TGS present in the mill. Because iron fines adsorb flotation reagents effectively, iron fines increase reagent consumption and reduce flotation recovery. Iron fines are also capable of reducing gold recovery in cyanidation circuits via a cementation reaction. When using filtered gold solution from the cyanidation circuit of an Alaskan gold mine, the gold concentration in solution was reduced by 0.2 to 2.6% over various reaction periods when iron fines were present in the solution.IntroductionComminution circuits are widely used in copper, lead, zinc, nickel, cobalt, molybdenum and precious metal mills. Flotation and leaching processes are usually preceded by comminution (crushing and grinding) circuits in order to liberate valuable minerals for effective separation, concentration or dissolution by the subsequent flotation or leaching processes.Steel crushers, grinding mills and grinding media are typically used in comminution circuits. Comminution circuit wear products, in the form of metallic iron (steel) powder, are unavoidably produced and report to undersize products in the classification circuit (flotation or leach feed), while tramp grinding steel (TGS) reports to oversize productions during classification and returns to the grinding mill, building up in the circulating load. Variables affecting the amount of metallic iron powder and TGS produced in a comminution circuit include ore hardness, grinding mill operating conditions, comminution circuit design and the metallurgy of the steel used for manufacturing crusher liners, mill liners and grinding media. As one example, a comminution circuit product of 80% passing 200 mesh at the Pogo Mine, AK is estimated to contain approximately 2 kg/t of metallic iron. A finer grind will generally produce a comminution circuit product with higher metallic iron fines content."

"INTRODUCTION Freeport-McMoRan is a leading international natural resources company that operates large, long-lived, geographically diverse assets with significant proven and probable reserves of copper, gold, molybdenum, cobalt, oil and natural gas. Freeport-McMoRan is the world’s largest publicly traded copper producer and largest producer of molybdenum. The Sierrita mine is an open pit truck and shovel operation from which copper and molybdenum are produced. An important key to Sierrita’s success lies in their ability to realize their plans in the field. In certain circumstances, the mine plans are not achieved, and the operation fails to meet its targets which is an issue revealed in reconciliation reports. This technical session discusses the methodologies and procedures used at Sierrita to monitor the implementation of the mine plans, measure the performance of the operation and reduce the variance between plan and actual. Ensuring the operation stays on target is vital so mine productivity and profitability can attain its maximum potential. PROJECT OVERVIEW The Sierrita mining complex is located in Pima County, approximately 20 miles southwest of Tucson, Arizona as shown in Figure 1. The first mining claims at Sierrita date back to the late 1800s while underground mining activities started in the early 1900s. However, open pit development of Sierrita began more than 50 years ago to become the modern mining complex it is today. In 2009, Freeport-McMoRan purchased the adjacent Twin Buttes copper mine, providing significant synergies in the Sierrita minerals district. This venture included the potential for expanded mining activities, operations growth for mining copper and molybdenum, and reclamation activity. It should be noted that in addition to copper and molybdenum, the Sierrita mine produces rhenium which is a rare and highly value metal. The ore deposit contains oxide and sulfide mineralization. The oxide ore is delivered to the leach process while the sulfide ore is routed to the crusher and mill circuit 4,700 jobs on Arizona’s economy Freeport-McMoRan partners with the communities near Sierrita to provide programs that contribute to their sustainability"

The occurrence of rock bursts in some deep mines throughout the world constitutes a severe operational hazard. In addition to endangering the safety of the miners, the rock-burst problem is a major factor in mining economically in deep mines because of the loss of production and expense owing to cleanup and repairs following a burst. Developing means of controlling or eliminating rock bursts has been the subject of intensive research for over 50 years. While much has been learned about the effects of rock bursts, little is known about their basic causes; hence, control measures have been at best only partially effective--attested to by the number and severity of bursts that continue to occur throughout the world each year. In the Coeur d'Alene mining district of north Idaho, the rock-burst problem continues as the silver and lead veins persist at depth. These veins are presently being mined at greater than 7,000 feet below the surface and will be mined to some 10,000 feet in the future. The majority of rock bursts in this district occur in pillars. While pillar bursting has been essentially eliminated in some deep-mining districts by longwall techniques, modification or application of this technique to the thin, irregular, and near vertically dipping veins of the Coeur d'Alene district has not been found to be practical. The creation of pillars is a consequence of the horizontal cut and fill mining method used. Figure 1 shows a vertical longitudinal projection of the silver vein at the Galena mine, illustrating the mining method. Stoping progresses between raises and is carried upward between levels. A horizontal pillar is created as a stope approaches a mined-out level. Recent broad-band micro seismic monitoring of rock-burst-prone stopes by the Bureau of Mines has shown that potential burst zones could be delineated weeks in advance of a burst and that a definite sequence of events took place prior to the occurrence of a pillar burst (1). Hence, time was available for control measures to be effected when a stope pillar reached a critical burst geometry.

"Descending several stories down a metal staircase into a shaft spanning a quarter city block -- soon to become Roosevelt Light Rail Station in Seattle, WA -- visitors are greeted with four perfectly round, precast concrete-lined horizontal holes leading deep into the earth. The sound of water trickling out from a small drainage trough can be heard over the faint echoes of construction within. Upon entering, the light is dim, but the air is clear with barely a dust particle flowing through the sunbeams. This type of air quality is only accomplished with diligent controls, and JCM Northlink, the company in charge of building the Northgate Link Extension Project, is taking those measures seriously.Commissioned by Sound Transit, JCM is a joint venture of three companies: Jay Dee Contractors, Frank Coluccio Construction Co. and Michels Corp. The tunnels JCM constructed are intended to provide fast, reliable underground rail service, as well as relieve one of the region’s most congested traffic areas. The $440 million project will connect the Northgate, Roosevelt and University District neighborhoods north of Seattle to the downtown corridor and SeaTac airport further south.The scope of this project includes excavation for two light rail stations, boring of two parallel 5 km- (3.3-mile) long light rail tunnels in six runs and the construction of 23 cross passages. Begun in 2014, Sound Transit estimates that crews excavated more than 382,000 m3 (500,000 cu yds) of soil and installed 7,352 precast concrete tunnel liner rings during the shaft construction and boring phase. Now that tunnel boring is complete, JCM is in the process of constructing the cross passages, which act as maintenance areas and escape routes for passengers. Throughout the entire process, the company has utilized atomized mist to control particle emissions.“Our dust control needs change at every phase of the project and don’t go away until the project is fully complete,” said a JCM safety representative. “We found that different dust suppression technologies were needed at different intervals, but atomized mist seemed to fulfill our needs at every step.”"

In 1975 bituminous coal and lignite production in the United States reached an all-time high of 637 million tons, an increase of 6 percent over production in 1974. The output, valued at $11.9 billion f.o.b. mines, was produced at 5,100 mines in 24 states (6). Coal mining is the largest mining industry in Alabama. Production from Alabama's mines in 1975 was over 21 million tons, and present projections forecast a steady increase in production, with tonnages almost doubling by 1985 (5). Of the total quantity of coal produced, about 16 million tons were consumed in electric power generation and the remainder was used for metallurgical coke production, extraction of chemicals and petroleum based products, and power for industry. The fact that 75 percent of Alabama's power is generated by burning coal attests to the importance of this fossil fuel to the State. Approximately 14 million tons of coal were produced by strip-mining methods in Alabama during 1975 and about 7 million tons were produced by underground mining during the same period. Surface mining is expected to continue at about 14 million tons per year, but by 1980 underground coal mining is expected to increase to about 25 million tons (3). About 7 million tons of surface-mined coal in Alabama is subjected to some means of washing or cleaning. The methods used are screening accompanied by heavy media separation, jigging, tabling and flotation. Some of the simpler approaches employ screening and jigging, or tabling. Except where flotation is used, the screen undersize fraction (finer than 0.25 inch) is rejected, with the result that 10 to 15 percent of the coal is lost. Thus, in the State of Alabama an aggregate of about 1 million tons of coal is wasted annually in the fines which are impounded from treatment of surface-mined coal. The use of the Humphreys spiral to concentrate fine coal was practiced as early as 1947. At that time the Hudson Coal Company (1) used Humphreys spirals to concentrate anthracite fines. "Trace element analysis of placer gold can be used as a valuable exploration tool in order to determine the original deposit source and locating lode gold deposits. Placer gold collected from multiple districts in New Mexico and Alaska, coupled with a broad database of previously analyzed placer gold samples indicate correlations between chemical signatures (especially gold, silver, and copper) and type of deposits (i.e., Au-rich copper porphyry deposits, Au porphyry deposits, and epithermal deposits). By completing a chemical analysis and determining the particle morphology of placer gold collected from these districts using an electron microprobe, patterns in the chemical signatures from each location can be used to examine chemical variability (1) within the individual placer gold particles, (2) within the same district and (3) among different districts. INTRODUCTION Although there are numerous past studies on the chemical composition of placer gold by Newberry et al. (1997), Melchiorre (2001, 2009), Townley et al. (2003), and McLemore et al. (2014), the gold analyzed tends to be collected from one or few specific districts. Rarely do those studies compare compositional results to additional districts, or elaborate on the correlation between the elemental composition of the placer gold and the original deposit source for the respective districts. This research analyzes the composition of placer gold from multiple districts and within the same district. There are a number of elements, which can, in various quantities, be present in placer gold particles. Native gold can be in complete solid solution with native silver and contain additional elements including Cu, As, Pb, Fe, and S. The chemical signature of the gold is determined by the thermodynamic conditions of precipitation and transport as well as the total metal content of the system. As Townley et al. (2003) explains, “These thermodynamic conditions and metal budget differ from one type of hydrothermal deposit to another, and hence different deposit types will each have a characteristic gold compositional signature.” Identifying this signature can be a highly valuable tool in exploring for gold, as it can not only be used to determine the original source deposit of the placer gold, but provide valuable insight as to the erosion level of the present deposit."

Although more than 100 thorium-rare earth minerals are known, only a few have any commercial significance. Monazite, thorite, bastnasite, and some exotic thorium rare earth ores are reviewed Commercial interest is presently centered on monazite from the Union of South Africa, and thorite from this country. Thorium became commercially important with the development of the incandescent gas mantle about 75 years ago, Gas mantles consist of thorium oxide with small amounts of cerium oxide. The thorium nitrate used to make gas mantles was first obtained from rare thorium minerals, As a matter of fact, this use of thorium is still important and is one of the largest commercial uses for thorium materials. The discovery of monazite sand placer deposits along the coasts of Travancore, India, and in some Brazilian beach s .s, and the development of the old North and South Carolina monazite stream placers gave the mantle industry of 30 to 40 years ago a comfortable inventory of thorium ore. Even today, the thorium industry depends largely upon monazite ores for its source of thorium. This paper will briefly describe some of the major thorium ores and their principal deposits insofar as they relate to the thorium industry in this country. Because of similar chemical and physical properties, thorium always occurs with the rare earth elements and with varying amounts of yttrium. Thorium may predominate over rare earths, as in thorite-type minerals, or may represent only a fraction of the rare earth content. Typical ratios of thorium to rare earths in various minerals are given in Table 1, The average thorium content of the earth's crust is about 12 grams per ton, and in this respect thorium approximates lead, molybdenum, and some of the rare earths in abundance. The ore minerals of greatest importance to the-thorium-rare earth industry are monazite, thorite-type minerals, bastnasite-type- ores, and the family of minerals which is characterized by a preponderance of the heavy rare earths and yttrium. The latter classification includes xenotime, gadolinite, samarskite, euxenite, etc, The first two, monazite and thorite, are of greatest significance.

INTRODUCTION A 100 ft long, 20 ft high and 18 ft wide NATM tunnel was excavated through grouted clean sands beneath a busy city street, including a variety of existing utility lines. The new tunnel associated with a hospital expansion will serve as a pedestrian tunnel connecting a parking structure with a new hospital facility. Tunnel construction started on December 15, 2005 when drilling for the grouting program started and was completed on May 26, 2006 when the tunnel final lining was completed. The tunnel was constructed by Kiewit Construction Company as a tunnel subcontractor to The Christman Company who is constructing the hospital facility for Spectrum Health in Grand Rapids, Michigan. URS was the project designer. GallZeidler Consultants, LLC were the contractor’s NATM consultant. PROJECT DESCRIPTION The Michigan Street Pedestrian Tunnel is a component of the Michigan Street Development located along the north side of Michigan Street NE between Coit Avenue NE and North Division Avenue in the downtown area of the Grand Rapids, Michigan. The Michigan Street Development includes a parking deck and four new towers to be constructed over the proposed parking deck. The tower planned furthest east is being developed by Spectrum Health as the Lemmen-Holton Cancer Pavillion. The purpose of the pedestrian tunnel is to connect the proposed Lemmen-Holton Cancer Pavillion with the future Spectrum building to be located on the south side of Michigan Street NE. The southern end of the tunnel was constructed with a bulkhead until the future Spectrum building is constructed at which time interconnection will be required. The tunnel site plan and profile are shown in Figure 1, Site Plan, and Figure 2, Tunnel Profile. Several challenges were faced during the design and construction of the Michigan Street Pedestrian Tunnel. These challenges included compressed design and construction schedule, maintenance of traffic and protection of old underground utilities. The tunnel was being constructed as part of the Michigan Street Development and coordination with other concurrent construction activities was required. The tunnel was constructed within a specified window of time to allow other associated construction activities to take place without compromising the overall project schedule. The design started in June 2005 and construction was completed by June 2006.

Despite the controversies that have surrounded asbestos over the past 20 to 30 years, no knowledgeable authority has doubted the usefulness of this material. Were it not for the health risks associated with the manufacture and use of asbestos products, its physical and chemical characteristics would continue to be hailed as an undeniable boon to mankind. However, it has become clear over the past 30 years that like other major contributors to our modern industrialized society, asbestos must be handled responsibly and with the full understanding that lack of care can lead to injury, suffering and death. In this sense, asbestos shares characteristics with nuclear power, pesticides and even motor vehicle usage. It is unlikely that modern society would be willing to walk away from the benefits bestowed by any of these valuable resources. Rather, the appropriate response to the identification of danger is to define the type of risk, quantify its incidence, search for methods of decreasing the risk and implement programs to achieve the goal of minimization of risk. We should recognize at the outset that the risk cannot be diminished to zero without elimination of the material entirely from our midst. The concept of acceptable risk is a complex issue involving medical, legal, financial, moral and even psychological factors that defy precise quantification. In essence, the major danger produced by exposure to asbestos is its potential effects on the respiratory system. Despite the fact that asbestos workers have constant skin contact with the material and porbably swallow it in the course of their activities, inhalation of the fibers is recognized as the major health risk associated with its use. Aerosols of asbestos are inhaled not only by miners, millers and fabricators but also by urban dwellers who have no direct occupational contact with the material. This occurs because asbestos has been applied to our buildings and has been used in a wide variety of products that touch our daily lives. While it is estimated that three to four million people in the United States have been occupationally exposed to asbestos, the number who have been non-occupationally exposed is many times that number.

PROJECT DESCRIPTION The York Durham Sanitary System (YDSS) Interceptor in the Town of Richmond Hill located just north of Toronto, Ontario, Canada will see the construction of a tunnel extending along 19th Avenue for a length of approximately 3.8 Km from Yonge Street, east to Leslie Street and will have a minimum internal diameter of 2.1 m. t to Leslie Street and will have a minimum internal diameter of 2.1 m. The tunnel will connect into four shafts, for which two of the shafts will be constructed using the slurry wall construction method given the high water table and difficult ground conditions encountered at these locations. The two shafts noted as Access Shaft No. 2 and No. 3 were designed and constructed to meet regulatory conditions, which required a sealed shaft construction method. GEOGRAPHICAL PROFILE The ground conditions in the Toronto region consist predominately of glacial till, glaciolacustrine and glaciofluvial sand, silt and clay deposits, and beach sands and gravels. The shallow geological formation found in the project area consists of four types of deposits: Oak Ridge Morain deposits, Halton Till, Glacial lake deposits and Organic soils. The Oak Ridge Morain is the dominant deposit encountered along the tunnel alignment. This formation consists of three deposits: The Upper Till, Middle Sand and the Lower Till. Standard penetration tests (SPT) carried out in these deposits measured N-values ranging from 2 to more than 100 blows/300mm which indicate very loose to very dense soil conditions. The Middle Sand deposit will be the dominant feature within the slurry wall construction at access shafts 2 and 3. Access Shaft 3 The base of the slurry wall will be 20.5 M below the ground surface. Slurry wall excavation will be within peat and organic soils found at the upper 3 M, followed by 5 M of the Upper Till. The remainder of the excavation will be within the Middle Sand. The piezometric head elevation is found at the ground surface. Access Shaft 2 The base of the slurry wall will be 22.5 M below the ground surface. Slurry wall excavation will be entirely within the Middle Sand 2.The piezometric head elevation is found at 7 M below the ground surface.

INTRODUCTION This report describes the inspection of parts of the New Croton Aqueduct (NCA)undertaken for the New York City Department of Environmental Protection (NYCDEP)by Parsons Brinckerhoff Quade & Douglas, Inc., (PB) in association with Montgomery Watson Engineers of New York, P.C. (MWH). Support for the inspection was provided by AFC Enterprises, Inc., under Construction Contract CRO-333, “WM-11 New Croton Aqueduct Rehabilitation and Inspection Program.” The scope of the inspection work under CRO-333 included assessing the condition of the 10.3 km (6.4 mile) long, pressurized section of NCA and inspection of shafts, head houses and blow-off structures in both the pressurized and gravity sections. The CRO-333 inspection continued investigation work begun under ContractCRO-196, which ran from 1993 to 1997. The CRO-333 inspections were conducted from November 2004 to September 2005. Background The New Croton Aqueduct was put into service in 1891 to deliver water from the Croton River Watershed in Westchester County to consumers in New York City. Figure 1 shows the location plan of Croton Water Supply System. The design flow into Jerome Park Reservoir was 12.7 m3/s (290 mgd) and into the135th Street Gate House, further south, was 10.9 m3/s (250 mgd). The NCA has been operated as a gravity conduit from Croton Lake to Gate House No. 1, just north of Jerome Park Reservoir, since its original construction. The length from Gate House No. 1to 135th Street, which includes a major siphon under the Harlem River, has been operated under pressure. Croton Lake gate house, the north end of the alignment lies at Station 4+75; Shaft 33, the south end of the alignment lies at Station 1628+05. The diameter of the tunnel is 3.2 m (10.5 ft) in the siphon and 3.7 m (12.3 ft) in the Bronx and Manhattan sections. The pressurized sections, constructed in rock, consist of a brick lining surrounded by a mortared and grouted rubble backing. Figure 2depicts a typical tunnel cross section. Gold has always fascinated mankind. From Tutankhamen's mask to the huge nuggets that have been found in the Australian outback, gold has quickened the pulse and fevered the eye. But in recent years, governments around the western world have shown a singular lack of interest in research into gold processing, with many programs being cut. There are some notable exceptions, fortunately, and this paper summarizes a large research effort that is well supported by the Australian government and the Australian gold industry. The AJ Parker Cooperative Research Centre for Hydrometallurgy is an unincorporated joint venture between the CSIRO Division of Minerals, Murdoch University, Curtin University of Technology and the Western Australian Department of Minerals and Energy. The Australian Mineral Industry Research Association (AMIRA) is the Parker Centre's broker for generic R&D contracts with industry. Each of the partners makes available staff, students and equipment to further the work of the Parker Centre, and the Australian Government provides additional funding. The Parker Centre is nearly five years old and has grown spectacularly in that time. There are now about 30 full-time-equivalents of effort from 50 scientists and engineers, as well as about 40 postgraduate and honours students. The fundamentals of the key operations in hydrometallurgy are studied in three programs: leaching (which includes pretreatment by roasting etc), precipitation (or crystallisation), and surface processes (which includes solid/liquid separation, adsorption, solvent extraction, etc). A large part of the Parker Centre's R&D is directed towards gold processing technology. In Australia, a dramatic increase in gold production, from about 30 to nearly 300 tonnes per year (1977-1997), has been made possible largely as a result of a brilliant metallurgical innovation, the carbon-in-pulp process. However, falling head grades eg 2.56 to 1.84 g(Au)/t over the last 10 years, and environmental concerns, are squeezing profit margins. There is increasing pressure to reduce costs, and the Parker Centre program is focussed on providing the scientific understanding required to do this. A selection of research highlights will be given, to indicate the depth and breadth of the R&D at the Parker Centre.

INTRODUCTION On April 14, 1994, the joint venture of Kiewit Construction Company and Kenny Construction Company was awarded a 76 million dollar contract for the construction of the New Hampshire Avenue Tunnels in Washington D.C. The Notice to Proceed was given on May16, 1994 and scheduled completion is September 1997. This project is one of five contracts for the Mid-City E Line as part of the Washington Metropolitan Area Transit Authority (WMATA)Greenbelt Route. Once completed, the Mid-City E Line subway tunnels will connect service between the U Street-Cardozo and Fort Totten stations (See Figure 1). The New Hampshire Avenue Tunnels project consists of approximately 6800 feet of twin single track subway tunnels, three vertical shafts, associated utility work and comprehensive restoration work. Section E4b involved two methods of tunneling along the project alignment. The first method consisted of the well known soft ground open face shield driven tunnel and the second method consisted of tunnels driven using the New Austrian Tunneling Method (NATM) . The NATM section of twin tunnels begins at the Buchanan Vent Shaft and proceeds approximately 2630 feet under Rock Creek Cemetery, including the Farragut Emergency Access Shaft and connects approximately 390 feet beyond to the existing Fort Totten running tunnels (See Figure 2). Special considerations had to be given to the portion of the tunnel alignment which passed beneath Rock Creek Cemetery. The analyses and subsequent selection of the tunnel support system were based on anticipated geological conditions and the sensitive tunnel alignment. The New Hampshire Avenue Tunnels project was the second soft ground NATM project in Washington D.C. The first, by no coincidence, was completed at the adjacent Fort Totten Station and Running Tunnels Project by Mergentime/Hochtief, AJV. Currently, on a nearby WMATA jobsite, the J.F. Shea Construction Company has started a third NATM soft ground tunnel. The problem of increasing underground mine ventilation efficiency is still of top priority. The complication of geological conditions with the depth of underground mining processes and reinforcement of requirements to technological and ecological safety are extorting the necessity of solving this complex problem with using of new information technologies. There exist different approaches to the ventilation problem. One of them, which the authors adhere to, is based on the concept of monitoring (under special mining and geological conditions-automatic control) of mining atmosphere and operative re-distribution of underground mining air among consumer , in accordance with the criterion of optimality [ 1.3 1. ] The set of tasks which should be decided in the frame of con- crete ventilation system depends on the peculiarities of deposit, technological schemes and so on. Nevertheless, some ventilation tasks such as: defining of ventilation network parameters; finding of dependence between these parametrs; operative redistribution of air streems, could be interpreted as universal ones. Main aspects of practical solving of different ventilation problems and their classification were investigated and considered in detail before [I ,2 ]. Some years ago we have began our investigations to develope quite simple and effective methods for decision of ventilation tasks on the base of neural network technology. It is well known that ventilation net, formed by various mine workings, is the main component of underground mining ventilation system. In general, network air distribution may be described by some functional F(Q,R,H), where Q- is a vector of air consumptions; H- is a vector of depressions; R- is a vector of airdynamic resistences. (Q,R,H) - are the informative entities , characterising every branch of the net. There exist some fundamental tasks which should be decided during the process of control of mining ventilation: calculating of natural air distribution Q = Q,{R, H,}, or Q = Q2(R, Q?}, where H, - is the maximal depression of the ventilation net, Q, - is the air consumption in the ventilation shaft; identifying of airdynamic resistance for some branches on the base either of air-depression removal or operative monitoring: [ ]

A chartered bus with about 30 attendees of the just completed 1998 SME Annual Meeting headed toward Green Cove Springs, FL, which the author had been told was located somewhere south of Jacksonville, FL. In conjunction with the meeting in Orlando, RGC (USA) Mineral Sands provided a tour of its facility. The author had worked with heavy minerals on a laboratory scale, performing the usual gravity and magnetic separations, but had never been to a heavy mineral mine and processing facility. Years ago as a metallurgist, the author once applied for a job in a heavy mineral operation in Florida -it may have been the same operation. After turning north on to Highway 95, the endless billboards promoting beach-front retirement communities proved the Atlantic ocean was just a few miles away (although the author never caught a glimpse of it). After another hour, the bus suddenly turned west and continued inland for about 65 km (40 miles). The thought occurred, "We are talking about beach sands, what are we doing heading away from the ocean?" As the bus continued inland, the author was struck by the flatness of the land and by the lakes, rivers and wetlands. He was also impressed by the many fine stands of pine and hardwoods. The office of RGC (USA) Mineral Sands is located about 16 km (10 miles) south of Green Cove Springs. Upon leaving the bus, members of the tour were greeted by Graeme Sloan, general manager, and Elliot Mallard, manager of mining. They provided some general information about the operation, including a slide show. RGC's Florida operation produces four concentrates: zircon (ZrSiO,), rutile (TiO,), ilmenite (FeTiO,) and leucoxene (an alteration product of ilmenite containing 67% to 70% TiO,). With a work force of about 170, the annual production of the above products is about 23,27, 45 and 14 kt (25,000 30,000 50,000 and 15,000 st), respectively. RGC also has other mineral sand operations, in addition to gold and base metal mines, mostly in Australia.

INTRODUCTION Mine waste monitoring and management is essential when the industry is being required to accept the environmental liability for all generated, stored and disposed solid and hazardous waste. Environmental regulations mandate the operator to minimize waste production while requiring the operator to cleanup existing contamination. Since these requirements are being enforced, many operators do not have a clear under- standing, whether their existing operation will or could be required to adopt remedial plans to mitigate off-site contamination impacts. The following methods, using conventional and advanced geostatistical methods, provide a tool to make appropriate assessments whether existing or potential contaminant issues are present. BACKGROUND Generated solid wastes from mining operations are currently exempt from Solid Waste Disposal Act (SWDA) Sub- title C (RCRA), statutes and promulgated regulations, however, compliance with SWDA Subtitle D statutes and regulations is required. In order for the mining operator to be exempt from hazardous waste regulations, the operator must demonstrate that generated waste does not have hazardous waste characteristics. In many instances the operator will be able to use statistical tools and their existing data to determine whether their site could be a potential hazardous waste liability. METHODS The following statistical and geostatistical methods can be used to determine whether existing wastes could be a regulatory concern. The following presents a brief discussion of standard statistical methods and discusses, in greater detail, how advanced geostatistical tools can be used to define potential waste issues. The following will discuss how data can be screened, "Data Filtering and Reporting"; how data can be evaluated using "Conventional Statistics"; followed by a detailed discussion o f "Geostatistical and Estimation Techniques" and "Statistical Modeling". Data Filtering and Reporting Data filtering is the simplest, but potentially the most powerful statistical tool because data can be easily sorted to meet regulatory reporting requirements. Filtering includes unions and intersections of data such as date, maximum and minimum values of one or several variables. Using the data base presented in "Mine Waste Data Base Management Procedures", Robinson and Hagar, 1987, an example of a filter group is presented.
