Six industry trends will have significant effect on the way mining equipment is designed and supported in the years ahead: 1. MINING IS MIGRATING TO LESSER DEVELOPED PARTS OF THE WORLD The global recession of the early 1980's drove down commodity prices and intensified cost competition. This caused a fairly dramatic trend in mining away from higher cost operations in developed countries to richer, lower cost deposits in developing countries. Miners operating in lesser developed parts of the world will place higher value on rugged, durable designs that can live in more difficult and sometimes abusive conditions. They need engines and power train systems that are more tolerant of a wide variation in fuel quality and oil specifications. They'll require machines that are simpler to operate, simpler to maintain, simpler to troubleshoot and simpler to repair. And they'll require creative means of support in getting technical information, parts and components to remote operational sites. Mining equipment in the future will be more durable and simple than it is today, and product support will grow in importance as purchasing criterion. 2. THE MINING INDUSTRY IS CONSOLIDATING An intense amount of corporate acquisition and industry consolidation activity is occurring, to the point that today just 50 mining companies account for 55% of the western world non-fuel mineral production. Consolidation will continue, leading in the future to an industry structure weighted heavily toward a few key global mining houses.

No one involved in the contruction business wants litigation, except maybe some lawyers. Contractors rarely resort to litigation unless they have sustained econmic wounds that are serious or mortal. The major cause of serious contractor losses occur because of sub-surface conditions which cannot be defined with certainty in any practicable way except as shown during construction and prove during construction to be substantially worse and more expensive to cope with than anticipated during bidding. Building, Dam and Highway contractors are generally close in their estimates of cost after they get foundations excavated and are building above ground. Their main risk in bidding is the cost of getting out of the ground compared to their estimate. So maybe 10%, 20% or even 30% of their project represent high risk underground work. The tunneling and underground contractor is dealing with high risk work for virtually 100% of his project. He appreciates this risk and is willing to assume it up to a bearable limit. His costs are highly sensitive to relatively small variations of the ground in underground work. His work is unique in other respects. As contrasted with other types of construction where loads develop as construction progresses and do not reach ultimate until the project becomes operative, tunnel and underground construction requires the immediate structural support of ultimate loads that are there when he digs or very soon thereafter. This is the 10th annual tabulation of US mineral royalties published in MINING ENGINEERING. The first year, 1982, the author solicited information about royalties and the cost of reserves. That column contained only a few royalties - not enough to tabulate. Since then, the response has been sporadic but the entries have grown to more than 300. Some have been deleted. Some of the older information has been deleted to make room for new entries. All indications suggest that the readers enjoy and use the information. But more information is needed. Russian practice In 1989, this column gave a brief history of mineral leasing and royalty payments as the concept applies to mining in the United States. This year's narrative deals with information about the mineral ownership in Russia. That country is in political and economic turmoil, including administrative systems and methods. And many laws are likely to change. What follows describes the Russian system of mineral ownership as of early 1992, according to Kirill Kavun. He begins "All the subsurface space of the Russian Federation with minerals contained belongs exclusively to the state. This forms the Common State Mineral Fund. Land parcels may be state, municipal, public or private property. They may be let to be owned and used by individuals, juridical persons, national/territorial or administrative/ territorial formations." This seems to apply to surface rights, as known in the US.

Mineral production implies emissions of particulate matter (dust), noise and vibration that may cause conflicts with neighbors living nearby. In Norway a few conflicts has been brought to court, the latest in 2006. This paper discusses dust emissions and dust depositions (dustfall). The pollution authorities have accepted monitoring of dustfall instead of suspended dust as the first step in conflict cases concerning small and medium sized enterprises. In the case of exceeded limit values, the second step is to require monitoring of suspended dust and next the implementation of control actions to reduce dust emissions. Dustfall monitoring programmes carried out at six mineral production plants in Norway, show that the mineralogical rates of dustfall are rather low a few hundred meters away from the plants or the tailings disposal. They are mostly considerable lower than the limit value of 5 g/m²/30days accepted by the authorities. Seasonal variations between mineralogical and organic dust fractions can be observed in Norway, with higher content of mineral dust during winter time. Other sources to mineralogical dust can be recognized. During winter time wear of road pavement and sand on icy roads can give high emissions of mineralogical dust to the ambient air. Parallel monitoring of suspended dust and rates of dustfall indicate that dustfall can be used to estimate the level of suspended dust. A model for estimating suspended dust based on records of dustfall is presented.

Decision Making (DM) can be defined as a selection process of the best one among the alternatives sets in order to obtain goal, and mostly has an uncertain situation [7]. Every mining engineer is subjected to a number of mining DM problems in daily mining operations. In reality, all stages of mining have its own DM problems. Most of time, engineers do not use scientific methods for DM problems. These problems can mostly be solved by the engineers according to their past experiences and practical studies. Mining engineers often use their intuition in DM process. Experience and intuition have been central to DM because of the frequent lack of quantitative data including geology, grade distribution and ground condition, as well as environmental, social and economic factors [8]. In decision process, linguistic variables become in question and decision makers may not know how these variables are computed [9]. So, the DM process may be qualitative, quantitative or combination of the two. The problem structuring and analysis process is conceptualized in Figure 1 [8]. The qualitative analysis is based primarily on the judgment, knowledge and experience of an expert (or team of experts). In a quantitative analysis, the focus is on facts and the data associated with a problem and a mathematical formulation that encompasses the objectives, variables and constraints of the particular problem. The quantitative analysis has traditionally been the subject of operation research and management science [8].

Thank you Mr. Chairman. It was a generous introduction. It allays some of the puzzlement I have of being a minority among the speakers at this conference. I see from the program that only two of us have been asked to speak on topics in keeping with an election year. Instead of reporting facts on past events as most speakers are, J. W. Wilson, of Consolidation Coal, and I have been designated to forecast the future. Forecasting in an election year implies a liberty to fabricate at will, hallucinate, fantasize, stretch fact and fancy and generally prognosticate without regard for the consequences. Since I'm not seeking your votes, promises aren't mandatory. This will be done with supreme confidence stemming from profound wisdom and a foolproof crystal ball. So instead of soliciting your vote, I'll simply penetrate 24 years of tomorrows, which may not be much different than some of us remembering the later hours of last night. My remarks do not draw upon Gulf planning department projections. Instead they are a roll of the dice of personal conjecture to stretch your imaginations on oil shale mining through the year 2000. In this regard, it is sobering to keep in mind that it has been in my lifetime that investors wouldn't risk a dollar on paperback books, motels, supermarkets, or drive-in restaurants. And only thirty years ago it was predicted by an eminent Ivy League professor

The Stillwater Mining Co. of Nye, MT, is operating a platinum-palladium mine that requires an extensive system of footwall laterals to facilitate mine production. The 10-year mine plan calls for more than 48,300 lineal m (160,000 lineal ft) of footwall lateral. A rapid tunneling and raising system is necessary to sustain mine production schedules and achieve production goals. This article describes the results of using a Robbins 4.1-m-diam (l3.5ft-diam) tunnel boring machine (TBM) to develop the footwall laterals and a Robbins RBM-6SP raise boring machine to develop raises at the mine. The Stillwater Mining Co is a partnership between Chevron Resources Co. and Manville Corp. Chevron Resources is the managing partner. When the mine began production in September 1986, the owners were primarily concerned with the actual production of platinum and palladium, the grade minable and the amount that could be mined. As mine development and mine production proved feasible, the owners considered higher production levels. The Stillwater Mine is developed by a system of adits (known as footwall laterals) that are driven parallel to the ore bearing zone. This led mine officials to consider using a mechanical boring machine in the primary mine development. Previously, tunnel boring machines have not been used successfully in mining applications. Therefore, the owners decided to purchase a used machine to reduce the potential risk.

INTRODUCTION There are currently around fifteen companies in the United States and Europe manufacturing hard rock tunneling machines. In recent years upwards of 200 hard rock tunnels of lengths up to 12 miles and diameters to the order of 30 ft have and are being successfully driven by over 100 different machines. It has been predicted that within the next decade over 2,000 miles of tunnels will be driven for transportation purposes in the United States alone (OECD Advisory Conference on Tunneling, Washington, 1970) and it is expected that eventually most tunnels including mine drivages will be excavated by machines. All tunneling machines have certain common basic functions; thrust is applied to drive or hold the rock cutting tools into the face, and torque is applied to rotate the cutting tools over the face so that they can continuously break out rock. The speed of head rotation, together with the torque requirement, determines the cutter head power. (The power required to push the head forward is usually negligible.) There are many factors which determine how successfully a given tunneling machine will perform in a given rock but one of the most important is effective utilization of cutter head power. This paper is a review of the specifications and performance of hard rock tunneling machines, obtained from manufacturers' catalogs, published literature, talks with manufacturers and visits to operating machines throughout the United States and Europe.

INTRODUCTION [A Decade After the 1972 Stockholm Conference] The UN-sponsored Stockholm Environmental Conference held just over 10 years ago was the first successful attempt to achieve global recognition of environmental issues. Indicative of the lack of concrete involvement in environmental protection to that time was the fact that only 15 nations had a department or ministry responsible for environmental affairs compared to today's 143. Many governments were uncertain of what were the most serious or pressing problems in their country. There was obviously a need to both identify those issues and to determine how to manage them once identified. At the same time, the public at large was becoming more critically aware that environmental protection had been neglected by government and often ignored by industry. It soon became evident that large amounts of money would have to be spent to redress some of the more evident problems. However, many developing nations were reluctant to slow down the much-needed industrial growth by imposing costly environmental controls on industry. In fact, some waived environmental control altogether as an incentive to attract industry. In some sectors, it was often stated that industrial development and environmental protection were mutually exclusive activities. The need of an awareness, commitment and dedication by all sectors of society to protect their environment was just beginning to develop, replacing the rather simplistic view that all environmental problems were caused by greedy industry.

Now that the former Soviet Union has divided into 15 countries, it is necessary to analyze separately the industrial mineral position of each of these countries. Industrial mineral data The former USSR was one of the world's largest producers of industrial minerals and had some of the world's largest reserves. Production and reserve figures, however, must be qualified. Even when these figures were reported by the Soviets, it was not clear that the production figures were for products that would be equally marketable in a competitive market economy. The reserve figures are based on the Soviet system of reserve classification, which is not directly equatable with the US Geological Survey and US Bureau of Mines classifications of economic reserves in market economy countries. The Soviets reserve classification system, in terms of which reserve figures will be given, is based on the reliability of the quantity of the material in place. The Soviet system assigns each occurrence to one of seven categories A, B, C1 and C2 are considered reserves; P1, P2, and P3 are considered resources. Mining in the former Soviet Union was authorized on the basis of the reserves in place in categories A, B and C, which had to be in prescribed ratios. However, the categories A, B and C do not necessarily correspond to Western concepts of material economically exploitable under present market prices with existing technologies.

A traveler driving across desolate central Nevada to the Round Mountain property can easily identify with turn- of-the-century prospectors seeking a fortune, or at least an existence, from the high desert. But now a shadow passing overhead is as likely a sophisticated fighter aircraft from Stillwater Naval Air Station as a circling bird, and the famous trails west show only as historical markers along the highway. Even the approximately 400- km (250-mile) trip southeast from Reno or northwest from Las Vegas takes hours now, not days. And the camps of Round Mountain’s early prospectors have been replaced by one of the world’s largest gold heap-leaching operations. While Round Mountain’s uniqueness begins with its scale, it doesn’t end there. Consider the mine’s low cutoff grade of 0.2 g/t (0.006 oz/st) gold, made possible by a new dedicated (not reusable) leach pad. Also, the operation’s degree of automation means that ore dropped in the south crusher system is not manually handled until it is stripped from the pads. There is the bonus of a geothermal field that is tapped to heat the leach solutions in the winter. And, of course, there was that “unexpected” hitch expected in all mining operations. For Round Mountain, it meant buying a gravity plant to process the gold nuggets discovered last summer in a fault gouge.

Mineral resources comprise of metallic, non-metallic, and fossil fuels. Our civilization, and the associated economic and industrial developments are inherently dependent on the availability and use of minerals. This is evident from historical development and identification of civilization eras throughout human history: the stone age, the iron age, the bronze age, and the current computer age. This paper deals with the depletable fossil fuel sector of minerals; this is represented by crude oil, natural gas, and coal. Fossil fuels provide approximately 80% of total global primary energy supply; the rest being provided by renewables (wind, hydrothermal, solar), nuclear, and biomass. Economic, industrial, and population growth will, inevitably, lead to an increase in demand for energy. In general, per capita energy consumption is correlated with per capita income, with the US showing the highest energy use per capita, and South Asia having the lowest. This paper examines the underlying interrelated issues (factors) of energy reserves, production, scarcity, depletion, economic, and technological factors and impact on long term availability and thus sustainability. Is it possible to extend the time to economic depletion of these resources? This will have an impact, direct or otherwise on total energy availability, and the inter-temporal allocation of the resource. Specific economic and physical parameters relevant to mineral supply and their respective impact on depletion, and inter-temporal welfare are investigated. These variables include own price, substitute price, population, income, technical innovation-both on supply as well demand, and resource substitution.

Historian and storyteller, Duane Smith, will be the keynote speaker at the National Mining Hall of Fame's 10th anniversary induction banquet on Saturday, Sept. 6,1997 in the Museum Convention Center at Leadville, CO.Smith is a professor of history and southwest studies at Fort Lewis College in Durango, CO. He is also an award-winning author of 28 books about the West and mining. Hall of Fame Board Chairman Richard Moolick said the induction banquet event will mark the National Mining Hall of Fame and Museum's 10th anniversary in its Leadville facility, a century-old Victorian schoolhouse. Karl Elers, chairman of Battle Mountain Gold in Houston, TX, will be the master of ceremonies. He is a member of the National Mining Hall of Fame and Museum's board of directors. The six inductees into the National Mining Hall of Fame will be enshrined by Thomas Falkie, president of Berwind Natural Resources of Philadelphia, PA. He is also chairman of the Mining Hall's board of governors. The six inductees will join 132 mining greats who were previously honored. The black-tie (optional) banquet will be highlighted this year by guests who prefer to don 1890s dress for the occasion in the old silver-mining boomtown. A cocktail reception and open house will precede the banquet, with tours of the district and special events to follow on Sun- day, Sept. 7.

INTRODUCTION One of the main advantages of the New Austrian Tunneling Method (NATM) is its adaptability to varying rock conditions. This method is therefore successfully applied when complex geologic features are expected which cause uncertainties in the prognosis of the rock mass behaviour, as was the care at the Arlberg Expressway Tunnel. Furthermore, by employing the NATM problems are avoided when encountering varying geologic conditions or even extension fault zones along the tunnel, as was the case at the Dalaaser Tunnel and Perjen Tunnel. The NATM can also be used for rock and soil. The following examples will show how various rock conditions can be mastered. In accordance with the NATM all tunnels which will be discussed are road tunnels having a cross section area between 70 and 100 m2. The construction consists of a primary support, which ensures stress redistribution during excavation (Figure 1). The primary support is reinforced shotcrete strengthened by steel arches, when necessary, and rock bolts. When encountering rock pressure, swelling rock or soil, the primary support is suplemented by an invert arch. The purpose of the secondary lining is to increase the safety of the tunnel with regard to long-term stress redistribution processes or changes in rock mass properties as well as to protect the insulation. The secondary lining consists of cast concrete without reinforcement and is generally 0.25 or 0.30 m thick.

INTRODUCTION Engineers involved with rock mechanics know the importance of discontinuities within a rock mass and their effect on its behavior when subjected to loads from structures or construction excavation activities. Various geophysical tools have been developed to provide comparative information on subsurface conditions, such as electrical resistivity, assorted seismic test methods, acoustic tests, etc. While these investigative means have proved invaluable in numerous situations, especially those where site alternatives are being evaluated, they shed little light on the difficult problem of quantifying the rock strength. For that purpose, a laboratory test program of samples obtained in the field is usually undertaken, often in conjunction with a variety of in-situ tests. While standard samples provide sufficient information on the rock properties, questions on the macro-structure of joints, faults, fissures, and their infillings often go unanswered. Presently, attempts are being made to incorporate into rock sampling technology new techniques which are directed towards providing better information on the incidense and orientation of discontinuities. One such device incorporates a scribe knife within the core barrel which scores the sample lengthwise as it is cored. The orientation of the scribe is known, thereby relating the bedding, planes, fractures, etc. to a spatial framework. A second approach, called the Integral Sampling Method, is the subject of this paper. This paper presents detailed information on the genesis, formation, and industrial utilization of Yaylacik magnesites. Tectonically, the study area is located within the Tavsanli Zone, immediately south of the Izmir-Ankara suture in western Turkey. The geologic setting mainly comprises ophiolitic melangks basics, and ultrabasics associated with very rich magnesite deposits and lacustrine sediments. The ophiolitic unit tectonically overlies the schists and carbonate rocks. The presence of glaucophane and lawsonite indicates a low-temperature/high-pressure metamorphism. The ultra- basic rocks, which exhibit cumulate composition, have been mostly serpentinised and represent the oceanic floor of the Yaylacik ophiolite. Basic intrusives consist of dolerite and diabase, and they show the characteristics of within-plate dolerites. The magnesite occurrences are commonly observed in block, stockwork, lens, and vein forms and were deposited within the serpentinites. In most magnesite samples, secondary quartz/chalcedony formations are observed as fracture fillings due to the highly effective tectonic movements. Field surveys and microscope studies reveal that magnesites had been formed by the metasomatic alteration of serpentinites. Chemical analyses show that, although MgO content of the magnesites varies from 43.41% to 50.48%, Fe203 and CaO are lower than 1%. Silica contents are as high as 5.52% in a few samples. Although Yaylacik magnesites are not suitable for making basic refractory bricks, they are widely used as caustic-calcined magnesite in a variety of applications, including animal food, artificial fertilizer, chemical (acid neutralizer), medical and pharmaceutical, and water treatment.

The Mine Safety and Health Administration, in cooperation with IMC Global Operations, Inc., conducted a joint study to determine the effectiveness of the technology currently in use at the mine to control diesel particulate exposures. IMC Global operates an underground potash mine using diesel-powered equipment to extract minerals. IMC uses a variety of technologies to control worker exposures to diesel particulate. These technologies include: ventilation, low sulfur fuel, oxidation catalytic converters (OCC), maintenance and work practices. The study was conducted over a two-week period, two shifts per day. During the first week (six shifts), baseline data on exposures and diesel particulate emissions were obtained. New OCC's were installed over the weekend on all equipment on the test section. During the second week (six shifts), data were collected to assess the effectiveness of the new OCC devices. In addition to exposure and diesel particulate emissions data, mine ventilation, engine exhaust temperatures and mine operational data were obtained. The primary means of determining diesel particulate concentrations was the respirable combustible dust (RCD) method. Gas concentrations carbon monoxide (CO), carbon dioxide (CO,), and nitrogen dioxide (NO,) were measured using passive dosimeter badges and gas bottles. Results of measurements of diesel particulate, gases, and air- flows were analyzed to determine the effectiveness of airflow and oxidation catalytic converters for controlling diesel particulate exposures. The use of oxidation catalytic converters resulted in reductions of both workers' exposures and diesel emissions.

Emissions of particulates, unburned hydrocarbons, nitrogen oxides (NO[ ]) and carbon monoxide (CO) from diesel engines are of concern in mines, particularly underground mines. All these undesirable products except NOx are the result of incomplete combustion in the cylinders. Various approaches to achieving more complete combustion in diesel engines have included different fuel compositions, use of catalysts, fuel additives, engine modifications, and oxygen-enriched intake air. The present study shows that injecting minute quantities of primarily platinum group metal catalysts into the intake air of a Deutz/MWM D916-6 mine diesel engine substantially reduces emissions in the exhaust. The catalyst injection system, which was developed by National Fuelsaver Corporation (Robin. 1981), transfers catalyst compounds in solution to a stream of air bubbles by a process called Bubble Fractionation (Lemlich et al.. 1966, 1968. 1970). The amounts are so minute that concentrations in the engine exhaust should be well below OSHA/NIOSH Time Weighted Average (TWA) exposure limits at steady state, a fact that was confirmed by analysis of collected particulates in the exhaust. When the catalyst injection was used along with a pleated paper filter to remove exhaust particulates, the filter operating life was shortened greatly. Therefore, this system is not recommended for use on diesel engines equipped with a water scrubber and a filter. It does offer a practical and relatively economical way of reducing exhaust emissions from other diesel engines, such as those in outby mine service

The Sacaton mine is a relatively new open¬pit copper mine owned by Asarco, Inc., which has been in production only a few years. The mineral deposits consist of two ore zones; a western, near-surface zone minable by open-pit methods, and a deeper eastern zone which will have to be mined underground, probably by block caving. The copper deposits are related to small quartz monzonite intrusives implaced into Precambrian granites. Both rock types act as hosts for the copper mineralization, which has been secondarily enriched sufficiently to constitute ore. In the western zone the enriched supergene chalcocite has been subjected to postenrichment oxidation processes with partial destruction of the chalcocite blanket. The deeper eastern chalcocite zone has not been as severely affected by later supergene processes. Several mineralogical populations are represented in the total copper deposit. Leached capping overlies the chalcocite enriched zone, and in the western ore body there is a very irregular interface between the leached and enriched zone, which is complicated by oxide copper minerals irregularly distributed. Primary lower-grade chalcopyrite mineralization occurs below the enriched zone. When mining commenced near the top of the enriched zone, considerable difficulty was encountered in correlating the actual grade of ore in place with the estimated grade of the mining blocks. The mineralogical complexity and fairly wide spacing of diamond drilling made reliable grade estimation of individual ore blocks a difficult procedure.

The increased use of continuous miners to extract thicker coal seams has necessitated the use of enhanced ventilation systems in the headings. Due to the increased face size, more ventilation is required to effectively dilute the liberated methane down to acceptable levels. If more air is directed to the face an increase in the entrainment of dust creates an increased potential for workers to be exposed to dust. To enable the ventilation systems to reduce the methane levels and the levels of the airborne dust the ventilation systems in the heading have to be carefully designed. The matter is made more complicated through the use of other ventilation methods like jet fans, air-moving sprayfans on the continuous miners and high capacity scrubbers on the continuous miners. To enable the design of a balanced ventilation system in seam heights of over five metres requires methods that consider the system in a three- dimensional manner rather than in a two-dimensional fashion. Through the use of computational fluid dynamics (CFD) coupled with appropriate methods of taking underground face ventilation readings these problems can be solved in a cost effective way. Using computer modelling, ventilation methods can be designed and assessed instead of using costly underground trials to test the alternatives. Use of this system has led to a higher level of ventilation design as well as a more effective method to combat the health and safety hazards in coal mine headings.
