In the Frick District of U, So Steel Corporation, we have had more than 37 years of experience in the use of multiple-fan ventilation systems, in our coal mines. In our Colonial field, with a long belt installation, we have mined 85 million tons of coal with the use of the multiple fan system of ventilation. In our Palmer field, with the use of the same arrangement, we have mined 90 million tons of coal--a total of 175 million tons without one accident attributable to improper mine ventilation. The same system, fundamentally, has been installed in our expanding Robena operations and at its present stage of development we are using eight fans to ventilate this area. To date we have mined 55 million tons of coal with very encouraging results and again without any accidents attributable to ventilation.

Traditionally, Mexico has been a mining country. This industry has played a very important role in our country's development, creating jobs, integrating geographical regions - generally very remote from urban communities - and, an essential factor in our present day economy, generating an influx of foreign currency. The Fluorspar mining industry's development started in the 1920?s, but it was not until World War II that its exploitation became consistent and started growing. During the last few years, Mexico has become the world's leading producer, with an annual output of more than one million tons, which directly generates over 3,000 jobs. The actual proven reserves can guarantee fifty years of production at this same annual rate, and it is due to this fact that the producers have not increased their reserves. However, there is concrete information of the existence of several deposits, extending from the northern border to the gulf of Mexico, forming the "Fluorspar Belt? in Mexico.

"INTRODUCTION Ganntas Tunnel is part of the modernization project of the railway between Alger and Oran, in Algeria. In order to double and rectify the existing line between El Affroun and Khémis Miliana, the alignment foresees the excavation of a 7 km-long twin tunnel. The excavation works started in June 2011 with the contractor CCECC, under the supervision of SYSTRA. Excavation is driven in conventional method by hydraulic hammer simultaneously on 8 different faces since excavation was started also from a junction window towards the middle of the tunnel. The minimum longitudinal distance to be respected between two contiguous tunnel faces has been set to 30 m. The tunnel cross-section is a 70 m² oval shaped profile, temporary support consists of shotcrete, bolts and steel ribs. A 30 to 50 cm thick cast in situ concrete final lining has been provided as well. When the tunnel reached a fault zone in soft clayey marls extreme squeezing occurred, works were stopped and re-profiling operations were carried out along more than 100 m. To date, works proceed at slow rate since high convergences are still monitored and completion of works is not expected before December 2016.GEOLOGY The project is located within the Tellian Atlas mountain area, including in particular the Djebel Ganntas massif in between Mitidja and Chleff plains. Djebel Ganntas is characterized by an extensive massif aligned in East-West direction with smooth slopes made of soft clays that emerge in multiple cliffs and ravines. On the top of it, along the edge, a more recent sandstone formation is found. The existing data on the geology did not allow to establish an accurate geological model at tender stage. In-situ investigations allowed at design stage to identify a Quaternary alluvial cover of clays and gravel, followed by a Miocene stratum divided in a sandy top layer and a lower clayey layer. From a structural point of view, geological maps suggest a north direction dip of layers, but the in situ surveys showed that layers were highly folded. The lack of information at tender stage on the structure of the geological series should have triggered an extensive investigation campaign at detailed design stage which did not take place causing serious consequences on costs and time at construction stage."

The Crestmore Limestone Mine of Riverside Cement Company in Riverside, California is situated within 1.6 km of the Santa Ana River. It is an alluvium covered deposit with a massive quartz manzonite intrustion separating the upper and lower limestone beds which dip from 30° to 50°. The highly fractured upper bed contacting the Santa Ana alluvium contains many unique water inflow problems which vary, from multiple high pressure 19 liters per minute inflows up to 3,000 liters per minute to 11,000 liters per minute inflows-contacted by development mining in April 1983. A case history of the successful grouting of these inflows and the continual grouting procedures in advance of present mining with empirical' results are discussed.

The role of governments as a factor in the international non-metallic minerals industry can take several forms. Classically, the government acts as a taxing agent, collecting part of the economic rent on behalf of the country from private-sector mine operators. In addition to its taxation policies, the state can and does provide the practical commercial framework of regulatory and fiscal incentives and restraints that shape the activities of the mining firms. In addition to its functions as an agent of the public interest, the government can choose to take a more direct stake in the mining industry, and has done so in the instance of several industrial minerals that are actively traded on world markets. In this paper, the actions of three governments are reviewed and the consequences of their actions are examined.

Reviewing events in the minerals industry, in economic geology, and in my own exploration work, I find that the most compelling subject for comment is the increasing ferment in ore deposits theory. New discoveries and continued investigations of bedded deposits of lead and zinc, copper, iron, uranium, etc., coupled with the availability of much new and significant data from sedimentary and metamorphic petrology, geochemistry, and oceanography, has led many economic geologists like myself to become disenchanted with former simplistic notions. Now disenchantment among serious people should presuppose both valid objections to the old, and valid new substitutes. I can sum up my own position and, I believe, what most of the recent writers on ore deposits theory are trying to tell us, by saying that a physico-chemical (bench science) approach to a natural science is neither correct nor useful, and that the obvious cure is a return to the study of the geology of ore deposits. More specifically, ore should be viewed merely as an unusual concentration produced, in stages, by the natural processes inherent in the geochemical cycle. In criticizing the conceptual basis of a science, one is involved simultaneously in the inherent character of the science, its subject matter, and the old and new concepts. I have found it impossible to make a clean separation along those lines. As a result, and as the title suggests, these are not-quite-random reflections on genesis, a matter near and dear to all true treasure hunters since Agricola.

It is sometimes said that "mines are made, and not found". I rather doubt that the exploration geologist would be overly sympathetic to that statement, and, of course, like most one-liners it is only partly true. As an explorationist who has been involved in building his own company over the last ten years, and by necessity has become a financier, I can appreciate what real grains of truth are in that statement, however. Because technical people are seldom taught financing in their basic training, and because they are usually not involved in it until at quite a senior level in their careers, the whole field often acquires a certain mystique. The engineering professions have too often believed financing is the province of the accountant or financial executive and just as we in the technical world are often too quick to bristle if the latter try to tread on our domain, the opposite can just as easily be true. Unfortunately, this is another example of a compartmentalized individual, and that is one thing the successful financier cannot be.

Two types of hydrothermal massive sulfide fields were discovered in the Mid-Atlantic ridge (MAR) in the last twenty years. The first type associates with basalts and includes the TAG, Snakepit, Broken Spur, Lucky Strike and Krasnov hydrothermal fields. The second type is related to ultramafic rocks and represented by the Logatchev, Rainbow and Ashadze hydrothermal fields. In 2007 a new, probably, the largest cluster of hydrothermal massive sulfide field on the MAR (Fig. 1), related both to basaltic and ultramafic rocks, was discovered at 13°31'N of the MAR (Beltenev et al., 2007). "Iron ore in Minnesota probably carries a heavier tax burden than any mineral in any other place in the world. The State Tax Commission, created in 1907, originated the system, and with the assistance of the School of Mines is constantly making such adjustments, changes and increases as appear necessary, in order to place mineral reserves on the assessment rolls at their true and full present taxable value. The ore bodies on the Mesabi are so well defined by drilling and underground devel¬opment that it is possible to estimate very exactly the volume on every forty acres of land taken as a unit. This is done by the operating or holding company and reported annually to the Tax Commission, Who check the estimates, having all data, and- proceed to fix the valuation for taxation purposes.The first step is to ascertain a general average selling price in open market, over a period of years ; then the total cost per ton (exclusive of royalty) to produce and market the ore. The difference between the average selling price and producing cost per ton is taken as the future full value per ton. This is then discounted at a rate of interest that represents the present and possible future worth of money, over a period of years that will be required to exhaust the ore body, giving the present full value per ton., Iron ore is taxed at 50 per cent of its full value, while other property is taxed at 33 1/3 per cent and 25 per cent."

Its a pleasure to be with you this afternoon and to talk briefly on one of my favorite subjects -- the U.S. sulphur industry. As our Chairman mentioned, I have been associated with the sulphur industry either directly or indirectly for the last twenty years, both on the production side and as a consumer. Sulphur, while unseen and relatively unknown to most people, is like margarine ... that ubiquitous spread ... that is yellow and nearly omnipresent in the industrial world. It is because sulphur, in some form, is required in nearly all aspects of our economy that makes its study so interesting to me as a researcher. An analysis of the sulphur outlook requires examination of such industries as fertilizer, paints and pigments, copper and zinc, uranium, petroleum, chemicals, pulp and paper and textiles - just to name a few. Of course, because its use is so widespread and ever-changing it is difficult to develop and maintain a good understanding of the sulphur industry. It is also a problem to cover the industry in a short discussion and to project its really dynamic nature. Hut, if you will bear with me, I will attempt the task. First of all, let me say that sulphur today is a world commodity and to a large extent moves freely in world trade; nearly a third of the world's sulphur or something over 15 million tons in 1974 entered international trade. However, today our interest is in the current changing sulphur picture in the U.S., with particular emphasis on the western part of the country.

Precipitation of hydrous manganese/iron oxides in streams can be readily observed in much of the northeastern United States, and is apparently a common phenomenon in other glaciated areas (1,2,3,4). Deposition occurs when Mn-enriched ground or surface water enters the stream environment and encounters conditions of higher Eh and pH. The preferred location for deposition is in shallow, fast-flowing segments of stream; the oxides usually form as coatings on detrital material. The experimental studies of Hem(5) and a considerable amount of work on marine and lacustrine manganese nodules(6,7,8) suggest that given an appropriate substrate, deposition of manganese oxides may occur even when the water is undersaturated in Mn with respect to the oxides, due to catalysis by organisms or by silicate, carbonate, or ferric hydroxide surfaces. Once begun, manganese oxide deposition is autocatalytic (9). Studies of the distribution of oxides in various size fractions of stream sediments indicate that the thickness and prevalence of the coatings commonly increases with increasing particle size in the coarse sand and gravel size ranges. Figures 1 and 2 show a fairly typical distribution of leachable metals over nine size fractions from 62 microns up to 8-16 mm. The leaching solution used was neutral ammonium citrate with hydroxylamine hydrochloride, which effectively removes the oxide coatings without significantly attacking most silicates, carbonates or sulfides. Figure 1 shows metal content as ppm of the total sample; figure 2 shows' the same data as micrograms of metal per square millimeter of surface area.

The Cyanide Regeneration Process (CRP) was developed by Golconda Engineering and Mining Services and installed at Golconda's Beaconsfield Gold Tailings Retreatment Project situated in Tasmania, Australia. The Tailings Project is a 1000 ton per day carbon-in-pulp treatment plant, feed for which consists of tailings material which is dredged from the Tamar River. The pulp is screened to remove debris, then cycloned to form two products. Underflow pulp is stored in a 350 ton bin and cyclone overflow passes to a thickener. The coarse pulp material is fed to the grinding circuit then rejoins the thickened slimes in the cyanide leach circuit. Gold is extracted by carbon-in-pulp techniques. The plant is sited in rolling, hilly country approximately 200 meters from the Tamar River. The residue disposal area is quite small consisting of four dams, totalling 42 acres. The regional climate is cool and wet with little evaporation; therefore, we anticipated a net increase in contained liquor, and subsequent storage problems. Our plan was to remove cyanide from the liquor prior to returning the detoxified solution to the river system. Such treatment was not required until midway through the second year of the project. Initial testwork on sample material indicated that destruction of cyanide by chlorine was the simple solution. Subsequent follow-up on actual plant liquor indicated a huge chlorine requirement due, we believe, to the substantial degradation of vegetable matter plus organic content from the marine environment. The cost of cyanide destruction could not be justified.

As is readily apparent, the reliability of the early-stage costs estimated for any mining project are critical to the viability of that project. An estimate too high might leave a potentially profitable deposit undeveloped or worse yet, available to a competitor. One too low might waste investment dollars in a project not yet economically ripe. There are two aspects critical to any estimate: 1. The cost data used to represent the values of the wages, salaries, supplies, and equipment. 2. The design used to determine the engineering parameters upon which the above estimated values are based. Given that all of the information contained in Mining Cost Service is provided by suppliers, equipment manufacturers and mine operators, one wonders why there is any question as to the reliability of cost estimates developed using this information. Given that it is all actual (as opposed to statistically derived) data, where do the problems with estimate reliability lie and what is the impact of the data on that reliability? The following presents a series of analyses designed to assess the reliability of the cost estimating process. Both the actual cost data and the engineering parameters upon which they are based are examined in an attempt to quantify and understand the importance of each. While several sources of cost information are available (Means, Richardson, Primedia?s Equipment Watch, and individual suppliers and manufacturers), the following rely solely on data contained in InfoMine USA, Inc?s, Mining Cost Service and in its Sherpa Mine Cost Estimating Software.

Editor's note: The subject of mining on the moon can generate a wide range of strongly held opinion, from those leaning toward the view that, ultimately, such activity is the destiny of mankind to those who believe that all suggestions for moon mining to date are unrealistic, wildly expensive and in the hands of people who 'know nothing.' MINING ENGINEERING herewith publishes some of the basic pros and cons on the subject of moon mining by writers who are among those holding strong views on the subject, with the hope that some of our readers may be interested in joining this debate. Every mineralogist and most mineral industry people were keenly interested in the examinations of the first moon rocks brought back by US astronauts in 1969. Suffice to say that the examinations revealed nothing exotic in the mineral makeup of the very limited rock samples. The rocks were generally of igneous type, dark-colored and contained some common, Earth-type minerals. There was, in Earth terms, above average TiO2 content, but they contained nothing of commercial significance by Earth standards. Therefore, interest in moon minerals rapidly faded. Years later, on Sunday, May 4, 1986, living in Reno, NV, this author was shocked to read a local newspaper article by the Dean of the Mackay School of Mines, University of Nevada, Reno, headlined, "Moon Mining Not Far Off." The possibility that a hypothesis explains almost all observed facts may be satisfying. Yet the almost gives a distinct sense of uncertainty. Moreover, overlooking the almost, reliance on the favored hypothesis may close our eyes to the discovery of new information and, in the field of mineral exploration, to the possibilities of finding new and hidden ores. A case in point is that of mines such as the Elizabeth and Ely, along the copper belt in eastern Vermont, principally in Orange County. The geology of the Strafford Quadrangle, where the Elizabeth Mine is located, has been described by Doll (1944). Two informative papers (McKinstry and Mikkola, 1954, Howard, 1959) present much valuable information about the geology of the Elizabeth Mine. Both reach the conclusion that the ores were emplaced after the peak of metamorphism, through the agency of metal-bearing hydrothermal solutions. Both, therefore, conclude that the source of the ores was somewhere below the outcrop area, presumably in some hidden intrusive mass. Neither yields a satisfactory guide for further exploration. Howard (1959) cites geophysical observations which show that there is a mass with a density similar to that of granite under the Strafford dome, adjacent to the Elizabeth Mine on the West. Yet examination of gneissic granite in the Chester dome, 25 miles to the South gives no suggestion of a young, near-surface intrusive capable of carrying or mobilizing large quantities of sulfur and metals. It is a transitional region in which it is difficult to ascertain the mechanisms of adsorption of ions, molecules, etc. on mineral surfaces, as well as other secondary reactions which occur in interfacial regions. Thus, in this paper the authors deal with conceptual considerations from which hypotheses are set forth to describe the environmental- interfacial relationships for sulfide minerals.

The Lower Cretaceous salt deposits of the Gabon Basin and Congo Basin were said down on ton of an Burly Cretaceous Lato Jurassic, continental graben fill that represent!) the rifting phase of the Afro-American continent. The salt 13 characterized by high percentages of potash and magnesium salts and the scarcity of sulphates and carbonates. The salt probably originated from a brine that was already enriched in high-soluble salts before entering the Gabon Congo basins. Their low-solubility equivalents are found in the Cuanza Basin of Angola. Commercial mining of the potash salt is only possible in those onshore areas where it is essentially undisturbed, shallow and of the right chemical composition. These conditions are net in Congo where the Holle mine produces from rich sylvinite deposits.
