INTRODUCTION The Uranium Epidemiology Study at the University of New Mexico was initiated in 1977 with the objective of assessing health effects of uranium mining in the Grants, New Mexico, area. The planned approach was a cohort study of mortality that would capitalize on the availability of health records at the Grants Clinic. During the first year, emphasis was placed on determining the feasibility of the proposed study: Were adequate records available? What was the quality of available information? Could a cohort be established? The first year's work confirmed the study's feasibility (Buechley, 1979). Subsequent efforts have focused on the health and exposure data base and comprehensive follow-up. A retrospective cohort study of early miners is in progress; a prospective cohort study of miners who began working under the current Federal standard is planned. This report will summarize the current status of the Uranium Epidemiology Study. A chronology of the study's activities follows (Table 1). TABLE 1. BACKGROUND Uranium Mining in New Mexico The Grants, New Mexico, uranium belt measures some 110 by 25 miles in Cibola, McKinley, and Sandoval counties (Kelley, 1963). The three chief mining districts are, from east to west, Laguna, Grants, and Gallup. Average annual production was about 5,500 tons, or 45% of United States uranium, from 1966 through 1978. Despite a drop in this figure in 1979, to 40%, New Mexico still leads the nation in uranium reserves and production (Hatchell, 1981). In 1918 carnotite, a yellow uranium vanadate, was identified in the Shiprock area (Chenoweth and Learned, 1980; N.M. Energy and Minerals Department, 1981). It received little attention at the time because of its apparently limited volume. In 1950 an important uranium outcropping was discovered by chance in limestone at Haystack Butte, northwest of Grants. In 1951 deposits were discovered in sandstone at Poison Canyon, north of Grants, and at Jackpile, northeast of Laguna. In 1955 finding of radioactive cuttings at an abandoned oil test site near Ambrosia Lake led to drilling and discovery of the first underground deposits (Melancon, 1963). Ore bodies were also found near Church Rock in the 1950's (Rautman, 1977). A uranium rush followed. At various times during 1952-1962, 60 mines and 5 mills were in operation (Gay, 1963). In the early 1960's the price of uranium fell, and many miners left the area. Subsequent market fluctuations have produced shutdowns and consolidations, development and expansion. Locating and defining an ore body with minerals or metals that can be recovered at a profit is the objective of minerals exploration. Direct exploration involves examining and sampling rocks either in outcrop, underground exposure, drill core, or cuttings. Indirect exploration infers the measurement of some physical, chemical, or biological factor that reflects the possible presence of the metal or mineral of interest, or a structure that may act to collect, concentrate, or otherwise favor the presence of the desired commodity. Included here are all forms of geophysical, geochemical, or geotech-nical prospecting. In recent years, indirect exploration has given rise to an impressive number of specialists and a variety of techniques. Less impressive is the success rate or productivity of the modern explorationist. Exploration Productivity Losing Ground Judging from the low number of mine openings or mine discoveries in recent years, the exploration industry is not as productive as it once was. Many will take umbrage at this judgment, but a review of the literature will support this statement. In Canada, from 1951 through 1960, there was an average of 5.6 discoveries a year. From 1961 through 1976 there were only four a year. This nearly 30% reduction occurred despite a massive increase in exploration funding. From 1950 to 1955, the Canadian mining industry spent $5 million (1975 dollars) for each minable deposit found. During the period 1970 to 1975, the cost was $25 million for each one found. The industry was spending five times as much and finding 30% less than a generation earlier. This is not indicative of a productive endeavor. The loss in productivity is even more apparent to explorationists who wander the western US, and are awed by the thoroughness and discovery rate of those early prospectors who explored from 1850-1920. The "old-timers" missed very little. They used pans and crude chemical tests in place of plasma or X-ray fluorescent assay techniques. But, they found ore bodies that led to mines. Today, the best prospecting areas are pockmarked by the hand dug pits, trenches, and shafts left by our predecessors. The success or productivity of the old-timers may be attributed to any or all of several factors. Granted, they were looking at virgin ground and at deposits that in many places were exposed. The factor most critical is, however, that they employed direct exploration methods. They walked over areas of interest, traversed swamps and mountains, and followed "colors" in stream gravels to their source. They also chipped rocks, dug pits, trenched along structures, and followed the "leads." Many of today's explorationists, on the other hand, adopt a more sophisticated approach. A geologic model is conjured up so the exploration team "knows" models, but the model should be applied at a later stage in the exploration effort. J. D. Ridge has written an excellent article on the role and timing of models. Geologists should collect and assemble data, facts, and observations and fit these into a model and not conceive a model and seek data to prove their vision. Further, many exploration managers are adept and talented at devising exploration programs. They can program and use modern exploration techniques and tools. They can apply these and their modeling capacity to assemble a glittering array of targets. It would appear that in all too many instances, creating targets has been equated with and is considered being productive. As noted, finding ore bodies is being productive in exploration. Creating targets may or may not lead to ore bodies. As an end result, locating targets is not productive exploration. How then does one foster productivity in exploration? Some suggestions are to increase the use of direct methods, follow the methods and philosophies of old-timers, look at more rocks, do more field work, use foot traverses, and do more drilling. It may be argued that this is what the old-timers have done and we would then be hoping to find

The Alligator Ridge mine is a near-surface gold mine located in a remote area 113 km (70 miles) northwest of Ely, NV. The deposit was discovered in 1976 by a lone prospector working under a grubstake contract for Amselco Minerals Inc. Evaluation of mine potential proceeded quickly. Favorable drilling results led to feasibility and mine design studies by the end of 1978. Mine construction began in early 1980. By September of that year, the process plant was fully operational. The first gold was poured a few months later. Alligator Ridge is designed to produce 1.9 t (60,000 oz) of gold each year. The projected mine life, based on proven reserves, is to mid-1988. However, Amselco is actively conducting exploration nearby for additional reserves to extend the mine's life. Amselco, a subsidiary of the British Petroleum Co., is based in Denver, CO. The company is mine operator and jointly owns the project with Nerco Minerals Inc., a wholly-owned subsidiary of Pacific Power and Light. Alligator Ridge is Amselco's first US mining operation. Geology Alligator Ridge, so named because it appears in outline to be an alligator at rest, contains disseminated micron gold embedded in iron-streaked siltstones. Although definitive conclusions have not been drawn on age and origin, the gold ore bodies are probably young by geological standards. They were formed in a recent volcanic period still evidenced in parts of Nevada by geysers and hot springs. As these superheated solutions rose through the permeable siltstones, they deposited minerals in the rock and formed the present gold ore bodies. During 1977, an extensive soil geochemical sampling program with additional geologic mapping and outcrop sampling were conducted. The results generated several drill targets. Initial drilling was performed in November and December 1977, and ore grade mineralization was encountered in the first drill hole. The Alligator Ridge mine is unusual in relation to other and more recent western US mineral discoveries in that it occupies an area that had no previous mining history. The ore deposits are hosted in upper Paleozoic sedimentary rocks that consist predominantly of a thick carbonate sequence. The main ore host is the Devonian-Mississippian Pilot shale, which occurs locally as a sequence of thin bedded calcareous, carbonaceous siltstones and claystones. The maximum observed thickness of the Pilot section in the mine area is about 140 m (460 ft). Rocks in the Alligator Ridge area have been folded into a series of low amplitude anticlines and synclines that strike north-south and plunge to the south at about 20°, with limbs that dip nearly 20°. The folds have been truncated and deformed by later high-angle faults that generally strike northwest. Although multiple stages of movement are evident on the fault systems, the youngest period of activity is along the major northeast trend. The predominant structural pattern in the area is of the basin- and range-type high angle normal faults. Alligator Ridge is actually a horst block between two basin and range faults. Vantage Ore Deposits There are three principal ore deposits within the Vantage Basin and several smaller satellite mineralized areas. The three Vantage deposits are encompassed in a mineralized zone that covers an area 915 m (3,000 ft) long and 305 m (1,000 ft) wide. All mineralized zones have been outlined by more than 600 rotary drill holes, with an average depth of 150 m (500 ft). Mineralization occurs in both carbonaceous and oxidized rocks. The carbonaceous gold-bearing material is not amenable to current heap leaching practice. Therefore, only oxidized ores are now treated. The carbonaceous gold-bearing material is segregated and stockpiled as it is encountered during mining. Introduction The formation of scale is common in gold ore processing plants. A working definition of such scale is: "A hard, tightly adhering deposit formed in place by the precipitation of calcium-bearing mineral compounds from water." The most common scale found in gold processing plants is calcium carbonate (CaCO3) although calcium sulfate (CaSO4) is occasionally a problem. The problem of scale in carbon strip circuits Carbon strip circuits present a particularly challenging scale inhibition problem. Many of the factors that tend to promote scaling are present in these systems. For example, carbon strip circuits are run at high temperatures and high pH levels and require long batch cycle times. Tortuous paths are encountered by the strip solution circulating through heat exchangers, pipes and elbows, causing transient pressure drops throughout the system. Severe conditions such as these cause the water to possess a high scaling potential and may lead to the breakdown of some of common types of scale inhibitors. Formation of scale Natural waters contain dissolved minerals and gases that promote scaling. One of the contained gases, carbon dioxide (CO2), is an important factor in scale deposition. Carbon dioxide dissolves in water to yield carbonic acid according to the following reaction: [CO2 + H2O - H2CO3 (carbonic acid)] Carbonic acid rapidly dissociates to yield bicarbonate and carbonate ions depending on the pH of the system: [H2CO3 -s H+ + HCO-3 (pH range 6-10) HCO3 -a H+ + COO (pH range > 9)] In gold cyanidation processes, lime is added to raise the pH of the mill solution to 10 or above to promote cyanidation of the gold and to eliminate the possibility of hydrogen cyanide (HCN) formation. Lime contributes both hydroxyl ions (OH--) and calcium ions (Ca++) to the solution. The normal scale forming reactions in mill water systems were described by Beasley (1973) as: [HCO-3 + OH -s C03 + H2O Ca++ + C03 -a CaCO3] Factor affecting scale deposition According to Linke's (1958) solubility tables, the solubility of calcium carbonate in carbon-dioxide free water is only 13 mg/dm3 (13 mg/L) at 25° C (77° F). Scale deposition occurs when the concentration of calcium and carbonate ions in the solution exceeds the solubility of calcium carbonate. This occurs, in most cases, when the water has undergone some chemical or physical change. Some typical changes that might occur that lead to scale deposition are discussed below. Temperature An increase in temperature can greatly increase the tendency to form calcium carbonate scale. Studies by Miller (1952) have indicated that calcium carbonate is less soluble at higher temperatures. Hence, high temperatures promote scaling. For this reason, scale is often noticed on heat exchangers, autoclaves and other high temperature surfaces. Pressure A decrease in pressure may lead to an increase in the tendency to form calcium carbonate scale. Fulford's (1967) work has shown that scale is more soluble at high pressures. Hence, scale is likely to be prevalent in pump suction lines, elbows, baffles and other areas that produce turbulence and subsequent pressure drops. Change in pH Calcium carbonate scale is pH dependent and tends to form more readily at high pH. Any event that causes an increase in pH, such as the introduction of lime or caustic, would tend to initiate scale formation. Since most gold recovery operations are run at a pH above 10, the tendency to form calcium carbonate scale is always great. The use of scale inhibitors to prevent calcium carbonate scale Many products are commercially available to inhibit the formation of calcium carbonate scale. INTRODUCTION A very important factor in froth flotation is the use of surface-active chemicals to form a froth in which minerals or coals are retained, thus allowing for valuable component enrichment. In coal flotation reagents (frothers) specifically designed to provide an efficient froth are employed. It is this group of chemicals that will be the primary emphasis of this paper. Despite the importance of frothers, surprisingly little systematic scientific work has been performed with the goal of quantifying frother mechanisms and the influence of particles on froth stability. Based on direct experimental observations in both batch laboratory and continuous large-scale flotation cells, the use of a frother significantly increases first, the possibility of a particle- bubble contact, and second, the efficiency of sticking after such a contact. Thus, a major role of a frother is to significantly increase the rate of flotation. This rate modification by a surface-active agent occurs through several observable mechanisms including the formation of a froth of relatively consistent character (bubble size and bubble density) under a variety of operational conditions, an increase in the ability to disperse air in the flotation cell, a reduction in the rate of coalescence of individual bubbles in the cell, and a decrease in the rate of bubble rise to the pulp surface. It will not be the intention of this paper to exhaustively list all frother accomplishments related to research, development and use in coal flotation. Rather, the authors will attempt, based on their experience, to present a technology overview of the role of frothers in the chemistry of flotation as successfully practiced at the industrial level. A very useful framework for flotation is the concept suggested by Klimpel (1984, 1984a) of viewing flotation as a system consisting of three major components: chemistry, equipment and operating variables. This is illustrated in Figure 1. A major point of this figure is that flotation is a highly interactive system with many technical and economic combinations of component settings available to operators to achieve a given goal. Sometimes simultaneously changing various component settings will reinforce a particular attribute. Also various component settings can cancel or counteract each other if changes are not chosen wisely. Thus, coal flotation must be viewed by the plant operator as a complex system with the economic/technical optimization of a given flotation process being directly related to the operator's knowledge of how his particular flotation system behaves as a function of the major control variables he has at his disposal. Typical important component settings in coal flotation are collector dosage, frother type and dosage, air flow rate, feed rate, particle size, pulp density, and the surface oxidation conditions of the coal. Because of the above complexities, it is sometimes assumed (especially in laboratory studies) that the choice of frother type and dosage is not as crucial as some of the other factors such as collector type and dosage (e.g., Leja, 1982). Detailed plant level testing of all of the factors of Figure 1 performed in recent years, Klimpel (1980, 1980a, 1982, 1984, 1984a), Hansen (19861, Klimpel, Hansen and Meyer (1982), simply do not support this assumption. The above testing has shown rather clearly that certain frother chemical structures consistently exhibit predictable performance characteristics in both mineral and coal flotation. In addition, significant changes in both rate and recovery can be expected. In the remaining sections of this paper, the following topics will be covered: requirements of chemicals capable of use as frothers, types of chemicals used commercially as frothers, some general performance characteristics of existing commercial frothers, and recent work in developing new frother chemical structures.

Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. This paper shows how one can relate the chemical reactions between water and a silicate bed to the equations of flow. First the reaction mechanism is studied both theoretically and experimentally. Once the reaction mechanism is established, the equations of flow are solved and a solution (under physically reasonable side conditions) is obtained. Experiments to substantiate the solution are also presented.

The Relief Canyon gold deposit is located approximately twenty- four kilometers east of the town of Lovelock in Northwestern Nevada. At Relief Canyon, the Late Triassic Grass Valley Formation has been thrust over the Late Triassic Natchez Pass Formation. The lower plate Natchez Pass Formation is composed of massive gray dolomitic limestone which is locally silty and sandy. The upper plate Grass Valley Formation is composed of shale, siltstone, argillite and quartzite. Gold mineralization at Relief Canyon occurs along the highly brecciated thrust contact between these two formations. Weak gold mineralization often occurs above the thrust in the Grass Valley Formation, however, most of the ore grade mineralization is present below the thrust in the brecciated Natchez Pass Formation or where the two formations are mixed as a result of movement along the thrust. Several types of gold mineralization have been recognized at Relief Canyon. A large amount of the ore is present as a jasperoid breccia, however, significant amounts of ore occur as a mixed breccia composed of upper plate rock, fresh limestone, clay and jasperoid breccia. Gold ore also occurs in a fresh limestone breccia which contains a large amount of clay. Below masses of jasperoid, jasperoid stringers containing gold extend into the fresh limestone. Gold mineralization at Relief Canyon appears to be truly disseminated and has the typically associated trace elements of arsenic, antimony, mercury and fluorine. The Relief Canyon deposit can be classified as a structurally controlled disseminated gold deposit. Other deposits that fit this classification are the Pinson and Dee gold mines.

I truly free enterprise system requires free and unrestricted competition among a diversity of suppliers, in order to function properly. The natural attrition of the marketplace tends on the one hand to narrow the competitive field ... but the flow of new competitors entering the arena provides a "diluting" effect, and a "balanced" market place. Without the ready flow of new business entrants, the market becomes increasingly concentrated in the hands of fewer and. fewer firms. Competition among suppliers is diminished and the "free" marketplace suffers accordingly. A number of organizations, both governmental and private, have recently expressed grave con¬cern over the competitive future of the Western coal market. While most have noted that there is currently adequate competition within the Western market, some have cited the growing con¬centration of coal ownership ... particularly federal lease ownership ... in the hands of a relatively few firms. They suggest that unless this apparent trend is reversed or at least stemmed, the number of new firms entering the federally-dominated West may become reduced to the point where competition will suffer.

Bulk and differential laboratory flotation tests have been carried out using a synthetic mixture of chalcopyrite and molybdenum ore. In addition to boiling and roasting, six different depressants are tested so that the best conditions of separation can be identified. These reagents include sodium cyanide with and without zinc sulfate, potassium ferrocyanide, sodium hydrosulfide, arsenic Noke's reagent, and sodium sulfide. The data indicate that most of these reagents are effective chalcopyrite depressants. However, sodium hydrosul fide can be used preferably if economic, operational, and environmental factors are taken into consideration.

Crystalline Flake Graphite is a strategic mineral. Since 1954 nearly all North American consumption has been imported from offshore. The Bouthillier Project in Quebec, Canada, is Orrwell Energy's bid to enter the market. Milling of flake graphite is considered easy, yet more problems have been encountered in flowsheet and plant design than in most other minerals. A fresh approach to existing technology was taken, giving results that are highly satisfactory. The key to graphite liberation without flake deterioration is found to be in autogenous grinding. In addition to producing marketable coarse graphite by such autogenous grinding, flotation and tabling, super purity fines can be produced using repeated regrinding, elutriation and flotation. This paper discusses the design of a 500 TPD plant based upon the results obtained from bench and pilot plant studies.

Pyrometasomatic zones are a type of replacement deposit, normally in a carbonate rock unit, which consists of a zoned, coarse-grained, generally iron-rich mixture of calcium and magnesium silicates. These zones or rock masses are also called ?skarn,? and ?tactite?. They are formed as a result of the interaction of a shallow intrusion of magma with a carbonate or calcareous host rock and are considered to be of hydrothermal origin. Three environments of pyrometasomatic deposits are depicted in Figure 1. Of course, the interaction takes place at high temperatures. Pyrometasomatic zones are categorized as calcic or magnesian, depending on whether the intrusive interacts with a limestone or a dolomite. Common pyrometasomatic zone minerals are garnet, epidote, quartz, calcite, wollastonite, actinolite, hedenbergite and diopside. Pyrometasomatic zones are of considerable economic importance because they contain ore deposits of tungsten, molybdenum, copper, lead, zinc and iron. According to Rose and Burt (1979), the chronological sequence in the formation of a ?typical? pyrometasomatic deposit is as follows: 1. Shallow intrusion of magma at 900-700°C into carbonate sediments.

Over the years since the initial experiments with underground concreting were made in 1956, attesting to cope with the ground weight and pressure encountered in the development of a large-scale underground block caving system, the use of monolithic concrete linings has grown to include most of the primary development in the, mining area. Although the development cost of concrete linings is higher than either timber or steel-supported openings, the repair and maintenance costs are substantially lower, making concrete the most economical means of ground support. Other advantages are also apparent, in that concrete provides superior fireproofing, better ventilation, and a safer, cleaner working place.

Consolidated Murchison, the only antimony producer in South Africa, is situated in the northeastern part of Transvaal. Phalaborwa, an important copper/phosphate mining town is situated about 60 km to the east of Consolidated Murchison, on the border of the Kruger National Park. The Stillwater pt-pd mine and flotation mill are located about 130 km (80 miles) southwest of Billings in Stillwater county, M6ntana~ The pt-pd ore zone stretches about 43 km (27 miles), but varies in thickness from 0 to 6 meters (0 to 20 feet, but generally 3-6 feet) and dips 55-90,degrees from horizontal. The ore is hosted in basic, layered igneous rocks containing about 1% sulfide minerals which include chalcopyrite, pentlandite, pyrrhotite, and minor pyrite. The pt-Pd minerals are intimately associated with these sulfide minerals and are found as precious metal sulfides, tellurides, bismuthnides, and arsenides as well as native Pt metal. Approximately 90 different precious metal minerals have been found, but about 80% of the pd is in solid solution in the pentlandite. The ore assays about 0.1% Cu, 0.1% Ni, 6.2 g Pt/tonne (0.18 Troy ounce Pt/short ton (opt)), 21.3 g Pd/tonne (0.62 opt Pd), 0.21 g Au/tonne (0.006 opt Au), and 0.21 g Rh/tonne (0.006 opt Rh). The ratio of pd to Pt in the Stillwater ore and concentrates is about 3.5.

Not everyone understands the concept of mineral royalty. Mineral royalty is a fee paid to a landowner by someone who extracts a mineral commodity from the owners property. The royalty contract between the lessor and lessee contains clauses and conditions that are significant to both parties, e.g., annual m1n1mum, escalation factor, duration of the lease, reclamation and assignability. Comparison of royalty rates requires knowledge of many conditions that influence the value of a given deposit. People in several different professions benefit from shared royalty information.
