The cost of transportation of industrial minerals is frequently higher than the cost of the product. Where a minc, industrial mineral plant. or customer is served by a single railroad, that single railroad, because of lack of competition, may increase rates and/or provide inadequate service so that the economics of that mine, plant or customer are adversely affected, or so that the level of service precludes satisfactory performance. Transloading of industrial minerals from rail-to-truck or truck-to-rail in order to improve economics and sales of product is not new. However, transloading to reduce freight costs or improve inadequate service caused by a lack of competition in the rail industry, is a relatively new concept brought on by the recent mergers of many of the main line railroads, both in the eastern and western United States. For example, with completion of the Burlington Northern/Santa Fe and the Union Pacific/Southern Pacific mergers, the western United States has only two mainline railroads. The industrial mineral producer, in order to reduce the cost of transportation, or increase the level of service, must evaluate potential transloading opportunities in light of higher prices and reduced service brought on by reduced railroad competition.

The Middle Mississippi River extends from the mouth of the Ohio River to the mouth of the Missouri River, a distance of about 310 kilometers (km) measured along the river. From its founding in 1764 to the first steamboat arrival in 1817, the City of St. Louis was little more than a trading post. However, with the advent of the shallow-draft steamboat, the Middle Mississippi River rapidly became a major thoroughfare of commerce. In this regard, its importance has been reflected by the development of port facilities at St. Louis and by Federal activity relating to channel maintenance and improvement. First Federal work on the Middle Mississippi River was autho¬rized by Congress in 1824. This work was for snag removal and bank clearing and was directed at reducing the hazards to steamboat traffic, particularly during low-flow periods. During the 1820's and early 1830's, the main channel threatened to move toward the Illinois shore and abandon the St. Louis port facilities. In 1836 and 1837, Congress authorized construction of permanent improvements to keep-the river next to St. Louis (Missouri shore). The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center (PRC), has conducted research to improve electrical fault detection on coal mine direct current (dc) trolley systems. Present circuit breaker protection systems are current-magnitude-based and cannot discern between normal traffic and high resistance electrical faults. Tests were conducted at cooperating mines to assist in developing a neural-network-based detection algorithm for distinguishing between electrical faults and normal operation. The Fast Fourier Transform of the trolley rectifier current signature served as baseline data for the neural network. During field tests, the algorithm performed with greater than 90% accuracy.

Long tunnels with only one access shaft pose many program problems for logistics, combine these with the requirement to drive directly out under the seabed for 10.2 km, and the program issues become even more challenging. The Musaimeer outfall tunnel was one such tunnel and to meet and eventually improve on the planned completion date required a complex and extensive management of all tunnel logistics required to support consistent tunneling for a two-year period. This technical paper will discuss the management issues and solutions implemented to meet the challenges of the Outfall tunnel construction.

Hydrogen peroxide and calcium peroxide are used to improve the extraction of gold/silver and reduce cyanide consumption in heap leaching and mill leaching operations. FMC's standard grade H2O2 and FMC's Permeox™ solid peroxygen, a formulated product containing cao2, was used for the experimental work. It was found that the rates of release and the longevity of these peroxygens in ore-cyanide mixtures are significantly different. When choosing a peroxygen, one of the key factors is extrac­tion time, with the longer extraction times of heap leaching primarily favoring calcium peroxide and the shorter extraction times of mill leaching primarily favoring hydrogen peroxide. A series of laboratory leach tests showed the choice between H2O2 and CaO2 to be ore and process specific. H2O2 and/or Permeox™ improved the gold extraction in four out of five ores tested. (2 sulfide and 2 oxide). Mixtures of H2o2 and Permeox™ were also found to significantly increase the gold extraction rate. A fifth ore (sulfide) did not respond to peroxygen treatment. In addition, savings in NaCN consumption was obtained with Permeox™. Both peroxygens offer economic incentives to gold processing.

In the crushing and grinding of metallics for beneficiation, the sizing is normally done to liberate the metals or sulphides for further processing to improve recoveries of the basic metals or minerals. The objective is to reduce the ore in size through various closely controlled stages to that degree of fineness which gives an economic liberation of valuable mineral, but which avoids as much as possible the production of sliming fractions. A different philosophy applies to the crushing and grinding of Gypsum. Our requirements normally demand controlled grinding and/or crushing of the material not only to a fineness suitable for further processing of the mineral into end products, but to produce various sizes of material which are them- selves saleable products. The majority of our tonnage ultimately ends up in stucco for Wallboard. Therefore, our mineral reduction is normally designed toward this end, but it is done in a manner that permits drawing off inter- mediate products to meet various Customer requirements. This forces us into compromises at times in our equipment installations, and our equipment must sometimes be more versatile and complex than we would like it to be. We try to process our basic rock, Gypsum, for the most efficient size reduction. We market 5 to 6 different sizes intermediate to the end product, which generally is the fineness of material to be used for stucco for Wallboard, and we do this with controlled crushing, grinding and sizing cycles of the material. To summarize, we use a different philosophy of crushing and grinding than the metallic field which uses comminution or crushing and grinding to improve recovery, whereas we choose our equipment to crush and grind primarily for product performance.

While the United States has been the world's largest volume producer and marketer of phosphatic fertilizers for many years, it has recently suffered heavy losses for a variety of reasons. While improved economic performance is expected, it is still at least a year or two away. But when recovery does manifest itself, it will likely yield only mediocre profits, due in part to the fact that about 50 percent of output is export-dependent. Therefore, there appears to be limited likelihood that profits will be adequate to justify the further outlay of large amounts of capital for expansion.

The City of Los Angeles capital improvement program includes the construction of a new 35-km interceptor sewer. This sewer will be built as a deep tunnel with finished diameters ranging from 2- to- 4 meters. The project will be constructed concurrently in two phases; an 18-km East-West and a 17-km North-South segment. The new sewer provides additional conveyance capacity for an existing deteriorating sewer that is scheduled for rehabilitation. Large sewage spills during the El Niño storms of 1998 resulted in a Cease and Desist Order that established an aggressive schedule for the completion of the project.

Reverse cationic flotation is the most widely utilized flotation method for concentrating iron ore. In this process, quartz is often floated with ether amines (R?(OCH2)3?NH2) partially neutralized with acetic acid. However, it is well known that the cationic flotation of quartz does not work well if a certain amount of slime is present in the ore slurry. To improve flotation performance, starch is often added to the flotation feed to selectively flocculate and depress the iron minerals and sodium silicate is used to disperse the silica gangue. The present study was conducted to improve the efficiency of iron ore flotation by the use of a new type of depressant for clay and iron minerals, Georgia Pacific (GP) clay binder. The GP clay binder minimizes slime adsorption on quartz and hematite particles by agglomerating clay particles to reduce their surface area. It also helps depress hematite flotation due to its unique chelating action on iron ions. The results from this study show that the GP clay binder is an effective depressant in iron ore flotation. When it was used as a substitute for corn starch, it increased concentrate grade from 60.78% to 67.67% and increased iron recovery from 71.96% to 72.90%. The combined use of GP clay binder with corn starch produced even better flotation performance, increasing iron recovery to 78.15%, while the concentrate grade remained stable at 67.08%. The Waste Isolation Pilot Plant (WIPP) is adding a third fan to operate in parallel with, and supplement, its two existing main fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) Carlsbad Area Office facility designed to permanently dispose of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for either modifying, supplementing, or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (K. McDaniel, et al., 1997) to: identify and quantify operational concerns, evaluate possible alternatives, and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans, and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness, and improving system performance. The fan installation project accommodates several operational and scheduling constraints. WIPP is scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP's ability to declare facility readiness and had to minimize operational disruptions during the system tie-in. All engineering for the project is completed and physical modifications started in July 1997. The project will be completed in early 1998.

Silicon Carbide and Aluminum Oxide were two of the early forms of man-made abrasives often referred to as synthetic and were invented at the turn of the century. Edward G. Acheson invented Silicon Carbide in 1893 and Charles F. Jacobs filed a patent for the manufacture of fused alumina from bauxite in 1900. Jacobs' patent provided a method for tempering the alumina by reduction and fusion to a degree of hardness and toughness suitable for abrasive purposes. These two inventions are the basis of the synthetic abrasive industry today. Improvements have been made in the equipment used in the process, however the process itself remains basically the same. In 1904 A. C. Higgins observed that hot spots developed on the shell of the pot furnace used in the reduction of bauxite. He found that by spraying water on the hot spots they could be prevented and, in addition, they failed to return in the same place. Higgins reasoned that the cooling effect of the water caused the melt contacting the metal shell to freeze as an insulating autogenous refractory. This suggested that an improved furnace design could be obtained by using a metal shell which is continuously flooded with water on the exterior surface. Paradoxically, a furnace required to contain tons of molten Aluminun Oxide was thus constructed of nothing but a sheet steel shell with no refractory lining at all. A test of such an arrangement was tried by Higgins with considerable trepidation and was found to be extremely satisfactory.

Optical smoke monitoring fills an important gap in ventilation and fire safety: namely monitoring of smoky, low temperature fires where little CO and heat are generated. Smoke monitoring also avoids the nuisance alarms due to diesel exhaust, battery chargers, blasting and welding. The smoke optical density (OD) fire alarm standard specified by MSHA presents an opportunity for improved safety. Experience of actual mine usage of the SmokeBoss*100 is reviewed, with particular regard to effectivity, maintenance and cost.

The results of this comprehensive program have been impressive. The remaining life of components can be accurately forcast, and replacement can be programmed around operations, resulting in a significant improvement in system availability and reduced costs for the dock operator and its customers.

As an advanced method of rock engineering construction safety monitoring, microseismic monitoring technology can monitor the micro-fracture of rock masses within an effective range, and then perform forecast analysis of rockburst, cracking, falling blocks and other disasters. Although the application of microseismic monitoring technology has become more mature, how to improve its application efficiency remains to be further studied. At present, artificial intelligence has been extensively developed, and the use of intelligent algorithms to improve the efficiency of rockburst forecast can provide a valuable reference for the safe construction of underground engineering. To this end, this paper proposes a microseismic multi-parameter rockburst early warning model based on dynamic Bayesian networks. First, the sensitivity of microseismic source parameters to rockburst forecast is analyzed based on microseismic monitoring data and actual rockburst information of a hydropower station. Second, the main seismic source parameters and their data are selected and imported into a dynamic Bayesian network for learning to obtain the rockburst forecast model. The model is confirmed in its self-validation and K times cross-validation, and the receiver operating characteristic curve of the model is also analyzed, it is found that the area under the curve is close to 1, indicating that the model has good accuracy. Finally, the analysis of the influence strength of the parent and child nodes in the model reveals that the moment magnitude and source scale are the most sensitive parameters, which can be used as an important reference for rockburst forecast.

The Dos Pobres Mine is a copper oxide heap-leach mine located near Safford, Arizona. Mine production is 180,000 tons (163,293 tonnes) per day with a stripping ratio of 2:1. During the startup phase of the mine, the required fragmentation size was easy to achieve as the ore was highly weathered and fractured near the surface. As the mine depth increased, the proper fragmentation size became harder to achieve due to less weathering and different rock types. Because copper recovery increases as crusher product size decreases, achieving the appropriate product size at the crusher is the operating priority. The Engineering Department started a project to improve fragmentation through blasting and thus increase throughput in the crushing system. It soon became clear that input from other departments was going to be required to make this a safe and economical project. Therefore the Crush and Convey and Ore Control departments worked together to evaluate all available data on blast patterns and explosive loads and tracked performance and results. Using image analysis, Drill Energy Index and databases, we have been able to improve fragmentation size and verify the results while controlling costs.

Water spray applications are one of the principal means of controlling airborne respirable dust in coal mines. Since many coals are hydrophobic and not easily wetted by water, wetting agents can be added to the spray water in an effort to improve coal wetting and assist with dust capture. In order to study wetting agent effects on coal dust capture, laboratory experiments were conducted with three wetting agents used by the coal industry on -325 mesh sized Pocahontas No. 3 coal dust. Significant differences in coal dust sink times were observed among the three wetting agents at water mixture concentrations of 0.05%, 0.1% and 0.2%. The best wetting agent as identified by the coal dust sink test was only tested at the lowest 0.05% water mixture concentration and was found to have a negligible effect on spray airborne dust capture. Water spray airborne dust capture results for all three wetting agents tested at a 0.2% water mixture concentration showed that all three wetting agents exhibit similar but small improvements in dust capture efficiency as compared with water. These results indicate that the coal dust sink test may not be a good predictor for the capture of airborne dust. Additional research is needed to examine if the coal dust sink test is a better predictor of wetting agent dust suppression effects during cutting, loading, conveying and dumping of coal products by comparison to airborne dust capture from sprays.

The environment in which the surface mining industry operates today is considerably different than that of a few years ago. Increased pressure from the public, government, labor and internal industry factors calling for the fulfillment of rapidly changing expectations is especially intense in the surface coal mining industry. Such things as requirements for increased production, the Mine Health and Safety Act, environmental concerns and land reclamation, shortages of qualified and enthusiastic employees and market cycles coupled with price competition are but some of the specific items that are requiring the surface mining industry to better utilize equipment, materials, and labor resources available, There is one technical tool available which will assist management to increase productivity, improve cost control and assist in planning, organizing and operating surface mines. Industrial Engineering is that tool. Before a discussion of specific applications of Industrial Engineering to surface mining is conducted, it is worthwhile to review a definition of Industrial Engineering and the history of its development. The following definition has been adopted by the American Institute of Industrial Engineers: "Industrial Engineering is concerned with the design, improvement and installation of integrated systems of men, materials and equipment. It draws upon specialized know- ledge and skill in the mathematical, physical and social sciences, together with the principles and methods of engineering analysis and design, to specify, predict and evaluate the results to be obtained from such systems."
