Mining is one of the industries with the highest risk of occupational accidents in Turkey and globally. The most important feature that distinguishes the mining industry from other sectors is the constantly changing working conditions. The risk of accidents is very high, especially in underground mining, and can happen for several reasons. Therefore, it is essential to carry out all necessary measures in coordination with other disciplines to adapt to changing workplace conditions. The dangers that might occur underground must be determined in advance, controlled at their source, or eliminated since it is critical to take the necessary precautions before the accident. Accident prevention will protect miners’ living conditions by contributing to the country’s economy through reduced labour and production losses. In this research, the data from 13,653 accidents reported in the Karadon Hard Coal Enterprise between 2000 and 2011 were analysed and compared using the Life Table and the Kaplan-Meier methods. Accident records were classified and analysed into four categories: environmentalrelated accidents, equipment-related accidents, person-related accidents, and other accidents. Findings in terms of survival time indicate that environment-related and person-related accidents had the highest risk in Karadon, with equipment-related accidents having the lowest. This study established the reliability of using survival analysis methods to investigate occupational accidents in the mining sector. Given that environment-related and person-related accidents occur in a relatively short period, such as 1 year after starting work, it has been recommended that research be done to improve workplace and occupational safety measures and broaden the training given to miners. Additionally, it has been determined that increasing the use of automation and mechanisation in underground coal mines, combined with developing a thorough equipment safety training programme to raise awareness of the danger, can help prevent person-related occupational accidents caused by the interaction between equipment.

The development of long term plans and schedules for strip mines now faces many companies, especially those developing large properties in the West. The rule of mining the lowest strip ratios first, while delaying equipment acquisitions and recouping investment the fastest, creates the situation where stripping ratios are too high in the latter years of mining operations. A program concept taking life of mine return on investment into account is developed in this paper to optimize mine scheduling and equipment acquisition. In addition, quality considerations (heat content, ash, sulfur, washability) can be considered by including the appropriate blending constraints to meet contract requirements.

Traditional batch flotation tests produce a limited number of data points from which to evaluate the kinetics of the process. In this research, continuous weighing of froth, from a modified circular flotation cell, using a computer/data acquisition system., has been coupled with chemical analyses from intermittent froth sampling. This combination has permitted the experimental data to be smoothed such that the flotation kinetic parameters could be determined with enhanced confidence. To demonstrate the procedure, a galena ore was floated to permit flotation kinetics to be investigated as a function of cell parameters. It was shown that the kinetic data of this lead flotation most closely correlated with the Huber-Panu three parameter model. In addition the results illustrated the effect of froth thickness, froth scraper rate and air flow rate on the cell performance, in terms of mass flow, grade and recovery.

Progressive improvements in crusher design, screening efficiency, and operating experience along with the downsizing of many taconite operations has resulted in the abilitv of some crushing plants to produce a substantially finer product. This finer product opens the possibility of replacing the rods in the rod mill with balls as is the current practice at Sydvaranger, Norway. If this replacement could be accomplished substantial savings associated with metal wear and the elimination of rod charging may be realized. The purpose of this study was to compare the performance of a mill charged with rods with the performance of the same mill charged with balls at the pilot scale. The first objective was to establish whether we could achieve the same throughput rate at the same mesh-of-grind in a mill in which the rod media has been replaced by balls. The second point was to determine whether the ball media would create a significant tramp oversize problem.

The waste rock and tailings backfill into the mined-out areas are the most effective method for solving the environmental pollution and surface disasters for nonferrous metals mines. In practice, the success and availability of backfill operations are dependent on the slurry fluidity and the strength properties of cement backfill. The transport of the slurry through the pipeline to the designated backfilling area relies on its eximious flow properties, while the appropriate strength of the filling body ensures the safe operation of the stope. In this paper, the effects of cement and aggregate types on the slurry fluidity and strength characteristics of cemented backfill are studied in detail, which are often ignored in other pieces of literature. Diffusivity is used as an indicator to evaluate the slurry fluidity. Various slurries whose concentrations ranging from 70%, 73%, 75%, 78%, and 80% are made with different aggregate ratios and cement-sand ratios are tested. It has been shown that slurry fluidity is inversely related to its concentration, but 78% is the “stopping point” for the deterioration of fluidity. The addition of rod-milled sand improves or worsens the cemented backfill (CB) strength depending on the amount of rob-milled sand. The uniaxial compression experiment results on 216 CB specimens produced by different combinations of influencing variables showed that CB specimens made from cement with superior mechanical properties have a higher uniaxial compressive strength (σucs). It has been also found that the effect of aggregate ratio on the CB strength is not singular, but works in conjunction with the curing time and the cement-sand ratio. The longer the curing time and the higher the cement content, the higher the CB’s σucs. To avoid the time-consuming and costly problem of obtaining the strength of the CB from indoor experiments, an SVR model capable of predicting the uniaxial compression strength of CB specimens is proposed, which is optimized by genetic algorithm (GA) and particle swarm optimization (PSO) algorithm. The results of the three performance indexes (MAPE, MSE, and R2) show the superior performance of the GA-SVR and PSO-SVR models and the agreement of the predicted results with the experimental results, which indicate that these two models can accurately predict the σucs of CB.

Slimes, especially clays, are detrimental to several processes in the Mining Industry. The efficiency of classification, clarification, gravity separation, and flotation decreases significantly in the presence of slimes and clays. This problem is particularly critical in the Phosphate and Sulfide Industries. To reduce the effect of slimes in mineral processing, several desliming techniques and chemical additives are used, such as sodium silicate, sodium carbonate, sulfuric acid, tripolyphosphate, hexameta phosphate, etc. Lately, the Mining Chemical industry has shift to more “Specifically Developed” reagents that offer the most efficient and cost effective performance, mainly using organic polymers. For this purpose, the Mining Chemical Industry needs to understand the crystal chemistry of minerals, the chemistry of the aqueous media, the interactions in solids-aqueous-gas interfaces, the rheology of the system, and the plant operation conditions and parameters. This paper describes the use of surface chemistry fundamentals on the design of an organic polymer capable of modifying the rheology of clayish slurries of a phosphate ore. The change in the rheological characteristics of the clayish phosphate slurries allow fine ore particles to settle faster by reducing the slurry viscosity. Thus, abetter separation of the ore from the slimes is possible using gravitational or centrifugal forces. As examples of the application of this reagent, industrial and pilot plant tests on desliming using tanks and hydrocyclones are presented. These tests showed the reduction of 32%-36% in ore losses for different phosphate ores during desliming operations, and the increase of cyclones desliming efficiency to 80%. Tests were also carried out to improve the rejection of unwanted iron bearing slimes in phosphate feed. These tests demonstrated that it is possible to reduce by 0.25%-1.23% Fe2O3content in the flotation feed product. As a result, significant economical benefits are observed with the use of this new technology without any adverse effect on down stream operations, such as clay settling or phosphate flotation.

This article offers one of the infrequent looks at Chinese mining. It includes a brief review by Parrish of a tungsten symposium held there and his comments on and impressions of the mines he visited. In early Oct. 1981, a Symposium on the Geology of Tungsten was held in the Peoples Republic of China. There were approximately 100 participants. Half of them were Chinese. The remainder included representatives of the United Nations, geologists from other nations in Southeast Asia, and 10 invited specialists from other countries. The invited guests included K.F.G. Hosking of the Camborne School of Mines, United Kingdom; C.S. Hutchinson of the University of Malaysia; K. Mattson of LKAB Int. AB, Sweden; T. Kwak of Latrobe University, Australia; K. Sato and S. Ishihara of the Geological Survey of Japan; M. Clarke of the Department of Mineral Resources, Indonesia; P. Bateman of the US Geological Survey; and the author. R. Horsnail of Amax was also invited but was unable to attend because of delayed visa clearance. The meeting was noteworthy because the Chinese were presenting more than half the papers. In addition, following the formal session, everyone was taken to the famed Jiangxi tungsten district and toured four mines there. Organization and Background The idea for a symposium on tungsten geology was brought up in late 1979 during a visit to China by the Economic and Social Commission for Asia and the Pacific (ESCAP) and, in particular, by members of the Regional Mineral Resources Development Centre (RMRDC) of the United Nations. Discussions continued and in the spring of 1981 invitations were sent to selected geologists throughout the world. China's Ministry of Geology handled arrangements, scheduling, and logistics. Travel to China and all correspondence before the symposium were coordinated by the Bandung, Indonesia Bureau of RMRDC. All costs in China were met by the Peoples Republic of China. Airfares and "per diem" enroute for participants were paid by respective governments, sponsors, or individuals. On Oct. 10, visiting participants entered China from Hong Kong. The author and a few others traveled by train to Guangzhou (Canton). Most of the group flew in the next day. The entire group was then taken to Nanchang, traveling by sleeper train and arriving on Oct. 11. The symposium group stayed at the Kiangsi Hotel, where the meetings were held. Meetings Oct. 11 was a day of orientation and rest. The group was taken to an art museum and treated to a Chinese opera movie. The formal meetings began on Monday, Oct. 12. Simultaneous translations aided presentations, though more than half the Chinese speakers delivered their talks in English. The acoustics and sound system were excellent, and the Chinese provided 35-mm and overhead projectors. There was no screen, however, and the yellow, painted wall that was used detracted from projection clarity. In general, the Chinese papers were detailed, thoughtful, and professional. Some, naturally, were stronger than others. Taking them as a unit, one derives the following sequence to the Chinese approach to tungsten exploration: (1) Geologic investigations with mapping at a scale of 1:200,000 accompanied by only minor geochemical or geophysical work. (2) Geophysical investigation with regional gravity and magnetic surveys directed toward identifying deep, tectonic systems and seeking granites in thick, crustal environments. In many developing countries, asbestos is still used for friction products, insulation, and asbestoscement products. However, there is very limited modern data evaluating the airborne concentrations of asbestos fibers in operating asbestos plants. We have conducted an Industrial Hygiene survey, using state of the art PCM and TEM analysis, of a Bolivian asbestos cement plant that uses crocidolite during the production of roofing shingles and water tanks. The study is the first to use modern analytical measurements in an uncontrolled asbestos environment. Thus, this study offers insight into the historical airborne exposures at asbestos plants operating before modern dust control measures were introduced or airborne fiber levels regulated. The results suggest that fiber concentrations are far in excess of those for which current models would predict the onset of asbestos disease and mesothelioma. Significantly, the plant and community do not have an elevated incidence of asbestos disease or mesothelioma. Airborne fiber levels during comminution and fiber sizing ranged from 100 to as much as 1,000 f/cc. Fiber levels in the mixing, forming and finishing areas ranged from 0.5 to 9 f/cc. Based on the number of overloaded samples and estimates of their concentration, historical estimates of exposure may be underestimated by an order of magnitude. Also, an excellent correlation (1:1) between the PCM and TEM fiber concentrations (for fibers _0.25 um diameter) were obtained, raising questions about the conventional wisdom that the PCM systematically undercounts fibers. The results of this study further indicate that current models may overestimate the risk of asbestos disease and mesothelioma.

There are more than 100 antimony minerals, although the sulfide mineral stibnite is the main one.Antimony enters the supply chain either as a result of mining (primary production) or recycling (secondary production). China has by far the largest antimony resources and is, as a result, the world’s center for antimony mine production. In 2016, it accounted for more than three quarters of the global mine supply out of a world production figure of 130 kt (143,000 st), according to the U.S. Geological Survey. The biggest, and most high-grade deposits are found in southern China, with the largest mines located in Hunan, Guangxi and Yunnan provinces. Tajikistan, Russia, Australia and Bolivia are the largest mine producers outside China. A new antimony project in Oman made progress in 2016, producing first metal in April 2016 in test facilities, and then ordered three furnaces for a 26 kt/a (28,600 stpy) antimony metal and oxide smelter that is due on stream in late 2017.Antimony ingot production is not as widespread as is antimony mine production, owing to the high levels of pollution that are associated with antimony smelting. It is for this reason that smelting has been largely confined to China and other Asian countries, where environmental legislation is less stringent.Antimony oxide production is undertaken on four continents with China being the biggest producer. There is also a considerable amount of oxide production in Europe — which relies on imported feedstock, mostly from China. Antimony also enters the supply chain through recycling. Lead containing antimony is produced in a number of countries, mainly in secondary lead smelters. Typically, a blast furnace charge containing used or discarded battery plates, type metal or bearing metal is reduced to lead bullion, which is refined in reverberatory furnaces and melting pots. In the main, the antimony recovered is consumed in metallurgical applications. China was the biggest secondary antimony producer in 2016, and accounted for 25 retardants and lead-acid batteries. Flame retardants accounted for roughly 50 percent of consumption in 2016 with batteries representing about 25 percent. Other end uses include plastics and heat stabilizers, ceramics and glass and a variety of metallurgical applications. Demand has been sluggish since the global financial crisis, mostly because key markets failed to recover strongly from the downturn, particularly in Europe."

Although the markets for coal in the United States have changed rapidly over the last three decades, the uses of coal, namely, to produce heat and power or coke have been left almost unchanged. The coke is used either as a chemical reducing agent alone or as a reducing agent and source of heat. Most of the heat and power markets for coal require no coal processing, although for more than 50 years, many proposals to skim the more valuable substances in coal before burning have been advanced. Thus, the only large tonnage market requiring processing of coal is high-temperature carbonization to make coke. At present, coal requires processing for some small markets, but for future potential large markets, such as gasification, conversion to liquid and gaseous fuels, and conversion to chemicals, coals will require more processing than is now being done.

Surface mining of coal in the South developed into a major industry during the 1960's. The economic significance of the industry is much greater than is readily apparent when one considers only the value of the coal mined. The abun-dant supply of relatively inexpensive steam coal for electric power generation that has been derived from the surface mines has provided the foundation for the industrial expansion that has occurred throughout the South. The region, in gen-eral, has enjoyed the benefits of plentiful low cost electric power. However, re-cent political decisions, at all levels of government, threaten to destroy or severely curtail the surface mining of coal and eliminate the economic advantages once enjoyed by the region. These political decisions are rapidly changing the basic rules of operation and fundamental economics of surface coal mining. Recent changes, resulting from the enactment of environmental and health and safety laws and various bureaucratic rules and regulations, have had a three-fold effect: 1) Greatly increased operating cost, 2) increased lead times for mine development, 3) limited potential reserve base for future mining. Also current legislative proposals are casting a shadow of uncertainty over the future of all coal mining operations that has created serious delays and in-creased cost for the expansion of the coal industry necessary to meet our project independence goals. Technology Surface mining is the safest and most economical way to produce raw materials from the earth's crust. It also affords a more healthier working environment for the individual miner. INTRODUCTION Use of air-cooling or refrigeration equipment in underground mines is needed when conventional ventila¬tion techniques do not maintain acceptable environ¬mental temperatures in working areas. Because refrig¬eration can be very expensive, it should be implemented only after all possible and practical steps have been taken to eliminate or reduce heat sources in the mine. As an example, to prevent the main ventilation fans from contributing heat to mine air, they should be located in the air return and not in the air intake. It is particularly important to prevent any direct contact between hot water and ventilation air, especially in mines which encounter large flows of hot fissure water. Any water hotter than the prevailing wet-bulb temperature of the ambient air must be removed by pipes located as close as possible to the water source. This hot water must not be allowed free contact with the incoming ventilation air at any time during the water's passage out of the mine. Although insulation of the pipes carrying the hot water is seldom necessary, direct contact between the air and the water must be prevented so the warm water cannot evaporate. REVIEW OF COOLING PRACTICES Spot Coolers vs. Centralized Refrigeration To eliminate a few specific hot places in an otherwise cool mine, it is possible to use devices known as "spot coolers." A typical spot cooler that uses chilled water is shown in Fig. 1. These devices consist of self-contained refrigeration units that are often mounted on rail cars for haulage to hot spots. The cooling capacities of such spot coolers usually are limited to about 100 kW or 30 "refrigeration tons." A refrigeration ton represents a cooling rate that produces 1.0 st of ice in 24 hr; that is a cooling rate of 3.517 kW (200 Btu per min). Typically, the electric-power consumption to drive the compressor motor of the refrigeration plant in mines is 1.0 kW per refrigeration ton, corresponding to a coefficient of per¬formance of about 3.5. The principal difference between spot coolers and centralized refrigeration plants is the method of re¬jecting heat from the refrigeration system. Centralized refrigeration plants always discharge heat into the reject or return airflow of the mine; often that is the primary influence in selecting the location for the underground refrigeration plant. Heat from spot coolers usually is rejected into drain water or into air that is not flowing to the location requiring the cooling. As a result, spot coolers remove heat from troublesome hot spots in the mine, injecting that heat-plus the electrical energy used by the cooling unit itself-into other working areas where the ambient conditions are cooler. In effect, this is "robbing Peter to pay Paul." In deep, extensive mines, spot coolers usually pro¬vide only temporary and, over the long term, expensive solutions to localized cooling problems. Centralized re¬frigeration plants are preferred for such mines, with cooling distributed throughout the mine as required. Fig. 2 illustrates a typical underground centralized re¬frigeration plant. Centralized plants lend themselves to improved maintenance at reduced costs while offering the economy of size. Refrigeration plants of larger unit sizes have considerably lower initial costs than smaller unit sizes. The remainder of this chapter is devoted to large refrigeration plants, with no further consideration of spot coolers. Cost of Refrigeration Total Cost: The total cost of refrigeration amounts to about $200/kW of cooling per year (1981 US $). This total cost breaks down into approximately three equal parts: 1) Financial charges, which include the interest and amortization on the capital cost of the initial installation, and the cost of necessary underground excavations. 2) Operating and maintenance costs which include the cost of the electric power to drive the refrigeration plant's compressors. 3) Distribution costs which include costs for pump¬ing, insulated piping, and air-to-water heat exchangers. The local cost of electric power, the number of operating months per year, and the method of refrigera¬tion distribution all contribute to the actual costs in¬curred in a given application. However, the variations usually are limited to no more than ±30% of the $200/ kW per year total cost figure. Cost Per Ton: Refrigeration cost per ton of mineral production can be calculated if the annual production tonnage from the refrigerated section of the mine is known. In most cases, this cost will be less than $1 .00/t. However, in deep mines with high rock temperatures, such as those found in South Africa, the total cost of refrigeration can increase to several dollars per ton of broken rock. With the opening of the Tilden mine near Ishpeming, MI, a new era in iron ore beneficiation was begun. A description of a U. S. Bureau of Mines investigation is summarized to illustrate the selective flocculation-deslime-flotation process developed by the Bureau and used at the Tilden concentrator, which is also briefly described. The operating parameters for the selective flocculation-cationic flotation of an oxidized taconite from the Mesabi range are discussed. A water reclamation system using lime and a cationic flocculant was applied to reclaim the effluents from a 900-pound-per-hour flotation pilot plant. About 80 percent of water requirements were recovered, and the calcium content of the reclaimed water was found to be more important than clarity in influencing the selective flocculation and flotation processes. Although reclaimed waters with about 10 ppm calcium registered turbidities of approximately 5,000 ppm SiO2 equivalents, the concentrates produced using these waters contained 64 percent Fe and =5.0 percent SiO2 and had accompanying iron recoveries of 75 percent. Lower grade concentrates resulted from using reclaimed water with higher calcium contents and lower turbidities.

We address the problem of rib spalling caused by mining-induced roof movement. This problem affects production and safety of the working face. We address this problem by using the 3DEC numerical software to simulate the distribution and evolution regularity of displacement, stress, and the extent of plastic zone in the overlying strata and coal face during the advancing excavation of the 10,905 working face of the mine. Results showed that the first weighting interval of the 10,905 working face is 50 m, and the periodic weighting interval is 20 m. The fractures of overlying strata develop during the first weighting; the vertical stress and vertical displacement of the main roof increase by 45% and 10%, respectively; the vertical stress of the coal face increases by 11%; and the plastic zone in front of the working face increases rapidly. The displacement and stress of the main roof and coal face change periodically during the period of periodic weighting. The variation range during the periodic weighting is less than 30%, but the overall degree is larger than that before the first weighting. Finally, the integrity and rationality of numerical simulation are supplemented and verified by similarity simulation. On this basis, the proposed roof and coal face stability control scheme reduces the maximum horizontal displacement of the coal face from 16 to 4 cm, that is, a decrease of 75%. This study provides theoretical guidance for roof support and coal face stability control of working faces under similar conditions.

Iron is a key detrimental impurity in silica sands that determines their contribution to high-technology industries. Herein, a simple ecologically sound approach is investigated for iron removal from a silica sand sample obtained from the El-Zaafarana area-Egypt. The sample was subjected to a detailed microscopic mineralogical study supported by XRD and XRF characterization. The sample was beneficiated using distilled water attrition scrubbing and screening over a 25 μm sieve followed by leaching using a mixture of equal amounts of phosphoric and oxalic acids. Leaching experiments were designed and analyzed using the Box-Behnken design (BBD) methodology. A model was developed and evaluated using the analysis of variance technique to map the relationship between the residual iron oxide in the produced concentrate and selected variables such as leaching temperature, oxalic acid, and phosphoric acid concentrations. XRD and mineralogical analysis reveal that quartz is the most dominant constituent of the studied sand and other minerals such as kaolinite, iron oxide, rutile, and zircon exist in trace amounts. The head sample shows a silica and iron oxide content of 95.69% and 2379 ppm, respectively. Attrition and separation over a 25 μm sieve increase the silica content to 97.05% and decreases the residual iron oxide to 455 ppm. The final product after leaching under optimized conditions shows 99.82% silica and 55 ppm iron oxide.

Abstract. The Surface Mining Control and Reclamation Act of 1977 (PL-95-87), Section 522, establishes requirements for state regulatory authorities to designate lands unsuitable for all or certain types of surface coal mining. Any party having an interest in an area that may be affected can petition for it to be designated unsuitable for mining. Section 522 could present major obstacles to the mining industry by typing up an area in an endless round of petitions. A process consisting of leach, continuous countercurrent decantation, resin-in-column ion exchange, evaporative crystallization of beryllium sulfate, and decomposition of the sulfate was developed for Spor Mountain, Utah, ores. The process is metallurgically sound, has a minimum of process steps, and is applicable to a wide variety of beryllium ores. The most novel aspect of the process is a resin system of ion exchange which is highly selective for beryllium and which rejects substantially all impurities except for minor amounts of aluminum, magnesium, fluorine, and sulfate in addition to beryllium. The oxide from sulfate decomposition meets specifications of potential users.

New approaches that increase hydrometallurgical recovery from refractory minerals in below-mill-cut-off-grade sulfide copper ore can add significant value, improve profitability and increase ore reserves. This paper describes the development and implementation of an engineered heap (EH) approach to leaching low-grade, chalcopyrite-bearing ore at Freeport-McMoRan?s mine in Morenci, Arizona. The technical evolution of the engineered heap concept is described together with the challenges and benefits following implementation.

"In recognition of his inspiring dedication to the mining industry through education, research contributions and dissemination of practical knowledge, exceptional leadership and excellence in mining engineering practice and for his lecture, “You can't make a silk purse out of a sow's ear.” Recipient of the 2002 D.C. Jackling Award Introduction It is always difficult to decide on the most appropriate title to give to a paper or talk. It is a particularly difficult decision in the case of the Jackling Lecture, because the title becomes part of the award citation. I hope that the significance of this unusual title will become crystal clear as you read the pages that follow. However, to assist you in this journey, I will provide the following few words of guidance. In making a cake, you need the proper ingredients. If one or more of them are missing, it will not be a cake. In addition, the quality of the cake depends on the quality of the ingredients. In my lecture, the "cake" is the U.S. mining industry of the future. A national perspective President George W. Bush in his State of the Union Address (Bush, 2002) delivered on January 29, 2002, defined three national objectives: •win the war on terrorism, •protect the homeland and •revitalize the economy. Under the heading "revitalize the economy," he indicated the importance of "good jobs" and "energy production" by saying: "Good jobs begin with good schools. Good jobs also depend on reliable and affordable energy. This Congress must act to encourage conservation, promote technology, build infrastructure and it must act to increase energy production at home so America is less dependent on foreign oil." I wish that he would have broadened his focus and stated instead that: "This Congress must act to encourage conservation, promote technology, build infrastructure, and it must act to increase materials production at home so America is less dependent on foreign sources." With regard to jobs, all jobs are not equal. To paraphrase John Reeves of MidContinent Resources (Reeves, 2002): "If our nation is to prosper, we all cannot make a living by doing each other's wash. Some of us, at least, must be actively engaged in the primary production of raw materials from the riches of the earth and other Americans must turn those materials into consumer products." The unfortunate trend in our country has been to neglect the primary production of basic materials, even those coming next in line. We have left those responsibilities to others while we concentrate instead on performing various services, i.e., doing each other's wash and flipping burgers. This cannot continue. It must be remembered, especially by those in leadership positions, that all "jobs" are not created equal. Some jobs are much more essential to the security and wellbeing of our country than others. We must be sure that the important ones are in place. We cannot produce the basic materials that our nation requires without access to those materials. This leads to my Proposition 1: You cannot have a viable mining industry without a clearly enunciated, positive U.S. materials policy. Background regarding U.S. materials policy Resources for freedom. In January 1951, President Truman created the President's Materials Policy Commission, with William S. Paley as chairman. As expressed in the invitation letter from the president to Paley: This commission, within the executive office of the president, is to study the broader and longer-range aspects of the nation's materials problems as distinct from the immediate defense needs. The task of the commission is to make an objective inquiry into all major aspects of the problem of assuring an adequate supply of production materials for our long-range needs and to make recommendations that will assist me in formulating a comprehensive policy on such materials. The commission should study, together with any other aspects deemed by it to be pertinent, such questions relating to production materials as: - the long-range requirements outlook; - the long-range supply outlook; - the prospect and estimated extent of shortages; - the consistency and adequacy of existing government policies, plans and programs; and - the consistency and adequacy of private industry practices.
