Ion exchange techniques have been growing fast and spectacularly in all phases of Science for the last two decades, but still its acceptance as a unit operation in Metallurgy is resisted. Mainly this is because ion exchange procedures are thought of as glamorous techniques by which only relatively expensive metals are to be recovered. Perhaps this concept comes from the early and basic marriage of uranium and other high price metals and ion exchange procedures. The general trend is that ion exchange technique requires equipment and materials which are too expensive to economically perform a chemical step whenever "cheap" commodities are produced. However, we are here presenting a means of utilization of waste hydrochloric acid by an ion exchange technique. We have studied this from the engineering and economic standpoint in a number of variations of the main procedure discussed here and we-conclude that under proper economic circumstances, the cost of the ion exchange material as well as the equipment and labor involved in the ion exchange section, is by no means unreasonable.

An ongoing research program is characterizing the ore qualities that most affect mine and mill processing of iron. Current practice uses assays of magnetic iron and silica, but additional qualities are needed for advanced process control. If additional qualities can be measured from core, blastholes, or process samples, they can be modeled and controlled similarly. What qualities, other than assays, hinder or facilitate beneficiation at each processing step, and how can they be measured in the mine/mill ore stream? This paper describes preliminary determinations of the effects of ore chemistry, hardness, blasthole drill performance, fragmentation control, and grindability on mill performance.

The SDSU tunnel and underground station are the first of these type facilities to be constructed by the Metropolitan Transit Development Board. Because there is no previous experience, and because tunneling activities are associated with some risk, he MTDB has undertaken a very proactive and wide reaching program to identify and control risks during construction. Finally, because the tunneling activity and underground station is on the San Diego State University, MTDB is working closely with their staff to identify construction impacts and mitigation’s, and thus ensure a quality project for both agencies.

The dilemma of a numerical analyst not only concerns the problem of modelling the non-linear behaviour of intact rock, but also the non- linearity contributed by structural discontinuities. In this light, it is the intention of this paper to examine some aspects of the non-homogenity and structural discontinuities of rock and incorporate this behaviour into boundary element numerical solution. Non-homogeneous material is considered piecewise, thus homogeneous and is modelled by using sub-regions. The Mohr- Coulomb failure criterion is employed to model the non-linear behaviour of the major discontinuities. A computer program is developed based on the procedure for combining the direct boundary element method and the displacement discontinuity method. A linear element type is employed in the formulation of numerical solution. The computer program is used to study the stress distribution in a gold mine.

A modified push-pull field test and a computer model of cation exchange were developed to aid in evaluating cation exchange parameters prior to in situ mining. Reliable determination of these parameters is essential when modeling restoration of ground-water quality. The field test involves a much larger volume and much less disturbance to the ore sample than is feasible with laboratory measurements. This test can be per¬formed in two or three weeks. It is relatively inexpensive, requiring one injection-production well and two or more wells for collecting samples of leach solution. The use of the model in interpreting test results is illustrated with field data from an in situ uranium mine. Much of the research was performed by the University of Texas at Austin and was partially funded by the US Bureau of Mines.

Silicon Valley Clean Water signed a progressive-design-build (PDB) contract with Barnard Bessac Joint Venture (BBJV) to design and construct the Gravity Pipeline tunnel in Redwood City, CA. Owner and Design-Builder teamed with designer Arup to provide a final product: 3.3 miles of 182 in. O.D. precast concrete segmentally lined tunnel with 10 ft. and 11 ft. I.D. Fiberglass Reinforced Polymer Mortar (FRPM) carrier pipe, complete with two FRPM Drop Structures. BBJV and Arup collaborated with SVCW to evaluate alternative design concepts, negotiate an agreeable price and reduce contingencies through a transparent estimating process, and deliver the project ahead of schedule.

Regulations on sulfur emissions have caused the electric utilities to evaluate various methods of meeting them. Low-sulfur, low-volatile coals can be burned alone or blended with high-volatile? coals. This option may be a cost-effective alternative to the installation of scrubbers on coal-fired combustion systems. In some blending applications, problems may be encountered because the low sulfur content and high calorific value of the low-volatile or other clean coal allow it to economically upgrade extremely poor quality coal. While this is done to meet specification purposes, actual boiler performance may be dominated by the poorer quality coal. Thus, the reputation of the low-volatile or other clean coal suffers. As a result of laboratory and full scale testing, conducted over the last five years, a model has been developed to evaluate the relative combustion characteristics of various coals and coal blends. A database for different coals has been gathered. This paper presents the model and shows how power plants and coal mine personnel can use it to evaluate their coals from different sources. It can be used to blend two or more coals from different sources so that thee blended coal has flame stability characteristics which are similar to those of the baseline coal.

The objective of any business is to maximize the value derived from the commodity produced. There is a point where additional expenditure does not return a value sufficient to justify the additional expense. The treatment of high acid consuming copper ores is a perfect example of this principle in which the relationship of acid consumed to the percentage of Copper extracted is vital to the economic value of the final product. This paper describes a method of evaluating column leach test data to determine the economic optimum conditions for leaching high acid consuming copper ores. The effect of acid consumption on the net economic value of the Copper extracted is very significant in the case of high acid consuming ores. The focus of this paper is the relationship of acid concentration in the raffinate, and acid cure dosage to the economic value of a leach cycle.

Just prior to the close of the century, the Federal Mine Safety and Health Review Commission issued its long-awaited decision in Berwind Natural Resources, et al v. Secretary of Labor, to usher in the new millennium. The case arose as a result of a mine explosion in Eastern Kentucky resulting in MSHA’s issuance of 225 citations, not only to the contractor, but to four affiliated entities of Berwind Corporation. While an Administrative Law Judge dismissed those citations as to three of the Berwind entities, both MSHA and the remaining Berwind entity appealed the case to the Commission. Although the Commission effectively left intact the Administrative Law Judge’s decision, it announced a new theory of liability that would apparently be applied in the future, namely the Unitary Operator Theory. This presentation will provide an in-depth look into the Berwind decision and explore the means under which MSHA might impose liability for contractor violations upon other entities in the future.

With increased stripping ratios and with dwindling ore content, the mining fraternity is increasingly turning to larger and larger equipment for profitable open pit operations. The availability of higher horsepower prime movers and increased capacity electric transmissions using either wheel mounted or axle mounted traction motors makes a reality of single axle, rear dump trucks having 150 to 250 ton capacity. The size of electric loading shovels is inherently geared to the size of haulage equipment. To work effectively with this new generation of trucks, the Harnischfeger Corporation has introduced its P&H Model 2800 with a capacity of 20 to 25 cubic yards and a working weight of nearly 1,500,000 pounds. The Model 2800, depicted in Figure 1 loading a 200 ton truck, has many new electric and mechanical features designed to give excellent production and low cost operation. Chief among the new features is the ELECTRO TORQUE* control system. ELECTROTORQUE is a completely static, solid state electronic system supplying controlled power both to the armature and to the fields of the d.c. shovel drive motors. It eliminates many major electrical rotating machines and their attendant maintenance. The system was developed jointly by ASEA of Sweden and Harnischfeger Corporation.

East Side Access (ESA) will extend Long Island Rail Road into midtown Manhattan via 11 km of tunnels, a new terminal station and associated rail support facilities. The hard-rock tunneling in Manhattan will traverse under Park Avenue and some of the most historically and commercially significant real estate in the world. The soft-ground tunneling in Queens will traverse beneath Amtrak’s Sunnyside Yard and the Harold Inter locking, the busiest rail interlocking in North America. This paper details ESA’s program-wide geo-instrumentation monitoring system for obtaining, processing and presenting all geotechnical monitoring data. Data streams will be real-time, such as from automated total stations, and manually read, such as from optical survey instruments and handheld data loggers. All data will be input into a web-based Geo-Instrumentation Data Management System, which will be accessible to project stake holders via ESA’s intranet or via the Internet using remote access controls.

Three different refractory carbonaceous gold ores from the Carlin operation in northeastern Nevada were investigated to characterize the effect of passivation treatments on the nature of the carbonaceous material. The carbonaceous material was chemically isolated from the ores and passivated residues, and examined by FTIR spectroscopy, elemental analysis, and gold adsorption capacity. The main component of the carbonaceous material in these ores was found to be a naturally occurring activated carbon-type compound. Hydro-carbons were detected on rare occasions, but no evidence was seen for humic acids. Ore samples were passivated by autoclaving, or by treatment with sodium hypochlorite or gaseous chlorine. In some of the passivation tests, a new peak was observed in the IR spectra of the isolated carbonaceous material, that was due to carbonyl functionalities. However, all of the passivation treatments tested decreased preg robbing significantly. This suggested that the appearance of the carbonyl peak was due to the severity of the conditions during passivation, rather than the method used.

One of the critical parameters of any automated coal mining system is the ability to only cut coal and not the rock / waste surrounding it. To do this the system must be able to detect where the coal-rock/ waste interface is. The U.S. Bureau of Mines is investigating a new approach to vibrational coal interface detection (CID) by utilizing an adaptive signal discrimination (ASD) system to perform feature extraction and classification of complex vibrational signals. Accelerometers, geophones, and piezoelectric films are mounted on mining machines and/or strata and are used to monitor vibrations produced during mining operations. Selected data are digitized and the ASD system is trained on known types of vibrations (e.g., "cutting coal" and "starting to cut roof"). A signal classifier is then generated which can be used to identify unknown waveforms. The ASD system can be retrained if mining conditions change significantly.

Introduction In 2007, Newmont Mining Corporation will begin construction of a milling and cyanidation leaching circuit for the Yanacocha site in Peru. Ore to be processed in the circuit contains a relatively high level of cyanide-soluble copper, and as a result, leach solutions are expected to contain elevated levels of copper and WAD cyanide. As the means of controlling copper levels in leach solution, a circuit will be installed to precipitate copper sulfide from barren solution using sodium hydrosulfide. In addition, a circuit will be installed to recover cyanide from barren solution, with recovered cyanide to be returned to the leaching circuit and treated solution to be utilized as make-up in existing heap leaching facilities. As needed to support design of the copper precipitation and cyanide recovery circuits, pilot testing was conducted in 2005 to determine preferred operating conditions and evaluate the performance of the processes. This paper presents results from the pilot testing where 99% copper reduction was achieved and 95% to 98% cyanide recovery was achieved.

Accurately estimating load distributions and ground responses around underground openings play a significant role in the safety of the operations in underground mines. Adequately designing pillars and other support measures relies highly on the accurate assessment of the loads that will be carried by them, as well as the load-bearing capacities of the supports. There are various methods that can be used to approximate mining-induced loads in stratified rock masses to be used in pillar design. The empirical methods are based on equations derived from large databases of various case studies. They are implemented in government-approved design tools and are widely used. There are also analytical and numerical techniques used for more detailed analysis of the induced loads. In this study, two different longwall mines with different panel width-to-depth ratios are analyzed using different methods. The empirical method used in the analysis is the square decay stress function that uses the abutment angle concept, implemented in pillar design software developed by the National Institute for Occupational Safety and Health (NIOSH). The first numerical method used in the analysis is a displacement-discontinuity (DD) variation of the boundaryelement method, LaModel, which utilizes the laminated overburden model (Heasley, 1998).

Derjaguin and Dukhin [1] were the first to develop a first-principle flotation model by considering the role of surface forces in bubble-particle interactions. According to the model, the ζ-potentials of particles constitute the energy barriers, E12, for particle (1)-bubble (2) interactions, which corroborates well with the observation that flotation recoveries reach maxima under conditions of zero-zeta potentials. In the present work, a series of surface force measurements were conducted for the quartz-dodecylamine hydrochloride (DAH) flotation system, for which detailed studies had been conducted by D.W. Fuerstenau [2], including the measurements of zeta-potentials, contact angles and collector adsorption as a function of pH.

A dynamic model that predicts the variation of carbon content with time in the argon-oxygen decarburization (AOD) process has been developed. The model recognizes three distinct zones in the AOD vessel: the tuyere region in which the blown oxygen reacts very rapidly with the metal components in the molten alloy; a region in which bubbles of inert gas and oxide drop lets rise through the molten alloy; and a zone in which the slag layer can interact with the molten alloy. The process is dynamically controlled by the rate at which dissolved oxygen, produced on the surface of rising oxide droplets, and dissolved carbon diffuse through the molten alloy to react at the surface of the rising bubbles. The rate at which carbon and oxygen react on the bubble surface is assumed to be intrinsically very fast. Predicted decarburization rates compare reasonably well with rates measured in the AOD vessel at Middleburg Steel and Alloys. The model has been developed primarily to allow development of a time-optimal blowing stategy for the AOD vessel.

Welcome to Chicago and to the first North American Rapid Excavation and Tunneling Conference. It is a great privilege for me to serve as the Chairman of the Executive Committee of such a Conference. We are here because of the rapidly mounting interest of technicians the world over in turning the potential use of underground space into sensible and economical benefits to people. This Conference certainly provides a major forum of international importance and scope for the exchange and dissemination of up-to-date knowledge on the technology of underground excavation and tunneling. The discussions will also surely delineate the immediate and longterm challenges we must approach in multidisciplinary force. We must exercise leadership in the problems we are trying to solve. Your program shows the breadth of the technical discussions which are going to be underway here during the three days of this Conference. I am not going into technical aspects or detailed discussions of the many uses to which underground space may be devoted. I also will leave to the technical meetings the outline of the state of the art. But I do want to tell you of the progress being made in channeling the expertise of many of the world's foremost authorities on rapid excavation and tunneling to consider the problems, laying the ground work for needed research, and provide the leadership in converting unused subsurface potentials to improve the quality of life. On reflection of certain overall circumstances which have pervaded the gold mining industry, it appears useful to point out some specifics which the writer hopes will improve the potential for success in the application of hydraulic dredges to gold mining activity. I will, prior to entering into that discussion, comment briefly on rule of thumb for the application of the three types of equipment. The three are bucket line, bucket wheel and drag line dredges. From a standpoint of high volume movement over a short distance, between 50 and 300 feet, the drag line dredge is historically the most cost effective type of machine to be utilized if bulk excavation is the single driving consideration. It is typical for this sort of equipment to operate in the 10 to 30 cents per cubic yard range, however, cost of operation is not the sole consideration. Typically the drag line mixes and remixes the material which it excavates. In the event that gold recovery is the object of the exercise, a strong potential for loss of the valued mineral exists. Additionally, drag lines do a poor job of bottom cleaning, particularly if there is a ridged or creviced bottom which must be cleaned and in some cases partially removed to assure recovery of the highest percent of valuable ore. The bucket line dredge has, until recently, been considered an extremely cost effective device. INTRODUCTION The Metropolitan Water District of Southern California (Metropolitan) is the largest water wholesaler in southern California. Its service area spans the major urbanized portions of Ventura, Los Angeles, Orange, San Bernardino, Riverside and San Diego counties. More than 15 million people are serviced by Metropolitan through its 27 member agencies. The primary sources of Metropolitan's water supply are the Colorado River Aqueduct (CRA) and California's State Water Project (SWP). Currently, planning and design level studies are underway by Metropolitan to expand the water storage and conveyance systems within the service area for the purposes of providing increased efficiency and flexibility to manage limited water supplies, improving water quality, and increasing system reliability. The system reliability issue is particularly significant because the conveyance facilities from both the CRA and the SWP must cross the active San Andreas fault. This fault is considered to be the source fault for the anticipated "Big Earthquake" in southern California. To meet these objectives, Metropolitan's expansion plans involve a major new storage reservoir, new large diameter pipeline and tunnel conveyance facilities, more efficient utilization of existing groundwater basins, and an aggressive public awareness and conservation program. This paper focuses on the planning studies that have been carried out for over 50 miles of tunnels being considered for several of Metropolitan's proposed conveyance systems. These tunnels have ranged in length from a few hundred feet to over 42,000 feet, with depths of cover ranging from a few tens of feet to over 3,000 feet, and finished diameters ranging from 10 to 20 feet.
