In recent years the hue and cry of American industry concerning the pressure of foreign competition on the domestic marketplace has become all too familiar to most of us, as we are all well aware, the steel industry has not been exempted from this pressure, reduced production levels, work force cutbacks, and in some extreme cases, plant closings and company liquidations have resulted, new regulations governing imports and quotas have been enacted, foreign trade agreements reached, and more strict regulation enforcement practices undertaken, despite these, and other measures, the impact of aggressive foreign competition has not lessened, the concensus of numerous management consultants is that in order to successfully cope with these problems we must draw on all available technology to provide the tools which will enable us to enhance our management effectiveness, one area requiring particularly close attention in any mining operation is that of managing critical resources - namely time, energy and equipment in a fast and efficient manner, In mining, with critical resources deployed over a large geographical area, any degree of success involved with resource management is dependent upon knowing the current status of all work related activities, if we, as mine operators, are to be more successful in this area, additional tools are a necessity and modern technology has provided a multitude of new options from which to choose.

The Coal Creek Preparation Plant is the coal cleaning facility of Mid-Continent Coal and Coke Company. Located three miles west of Redstone, Colorado, and at an elevation of 8,040 feet the preparation plant cleans coal produced at the company's Dutch Creek Mine and L. S. Wood Mine. (See Fig.1.) Current production is at the rate of 2500 tons per day clean coal. Plant capacity is rated 350 TPH raw coal. Reject rates vary with mining conditions from 8% to 25%. Factors which influenced the design of the coal cleaning facility were the characteristics of the coal, the location in a tourist oriented resort area, and the extreme winters of the area. Lack of areas suitable for settling ponds and the necessity of keeping effluent waters out of the fishing streams dictated a closed circuit plant. Severe winter conditions, which last six to seven months out of the year and temperatures which have dropped to 40° F. below zero on occasions demanded that the plant be totally insulated and enclosed indoors.

KMG Minerals, Inc., a mica-feldspar-quartz producer in Kings Mountain, N.C., uses about 50% of its plant's -200 mesh slimes to manufacture brick. However, the company is unable to market the remaining 50% of this fine mineral mixture. The NCSU Minerals Research Laboratory operated a pilot plant to process these slimes to produce an additional product. The process, consisting of blunging and hydraulic sizing, was designed to separate a kaolin-enriched -270 mesh product from the bulk of the coarser +270 mesh "grit" minerals. Size analysis showed that this product was 80% finer than 20 microns and 50% finer than 6 microns (in equivalent spherical diameter). An evaluation indicated that it is a hydrous aluminum silicate that might be suitable in the filler and extender markets for traffic paint, some types of plastics, joint cements, and dusting compounds. Because of its high viscosity, it will be difficult to use more than a small percentage in cast ceramic bodies. However, it might be possible to use up to 10% in extruded ceramic bodies (i.e., electrical porcelain). The 15.2 cm (6 in,) diameter Linatex Hydrosizer was tested using a range of teeter water flowrates, so that the net rise velocity was varied from 0.10 cm/s to 0.40 cm/s. The solid feed rate to the sizer was maintained at approximately 1.1 t/hr/m2 (0.12 ton/hr/ft2). Tests were run using both "shallow" (i.e., 6 in.) and "deep" (i.e., 15 in. teetered beds. The best overall result was obtained when the sizer was operated with the "deep" teeter bed and a net rise velocity of 0.10 cm/s. About 97% of the +270 mesh material was rejected and approximately 79% of the -270 mesh material was recovered in a 14% solids slurry.

The Delaware County Regional Water Quality Control Authority (DELCORA) will be adding tunnel infrastructure to its wastewater conveyance system. This program involves the construction of a conveyance/storage tunnel and related facilities. The proposed 12- foot to 14-foot (±) finished diameter, TBM mined deep rock tunnel spans over 8.5 miles and lies approximately 80 ft-120 ft below the surface. The system is connected to the surface by at least five vertical online shafts and one offline shaft with associated 800ft long adit. This paper provides project details including data on the geologic conditions in which the tunnel will be constructed.

Past surface-mining operations in Appalachia primarily followed mountain con-tours. It is estimated that about 18,000 mi. of highwalls are exposed throughout Appalachia. An evaluation procedure for determining the secondary mining potential (SMP) of these highwalls has been proposed. Sixteen parameters affecting the SMP were isolated. These are grouped in four major categories: geologic conditions, existing infrastructure, site conditions, and environmental conditions. The parameters were then ranked by their impact on SMP and assigned weighting factors. A simple mathematical procedure yields an SMP number (0 < SMP < 100), which may then be used to compare alternative sites and technologies. Determination of limits and ranges while grouping data was aided by field visits to over 40 exposed highwalls in Eastern Kentucky. An interactive program has been developed to rapidly evaluate the SMP for pre-mined sites. The mathematical procedure estimates the relative potential (i.e., techno-logical feasibility) for remining for three predominant secondary mining methods: augering, Hi-wall mining, and underground mining. Other secondary mining methods are briefly reviewed and compared.

The results of a 2 phase evaluation program designed to determine the amenability of an oxide ore from the Butte, Montana mine of the Anaconda Company to a sulfuric acid leach is presented. In the phase 1 preliminary evaluation, using roll tests and percolation leaching in small columns, it is shown that the ore is highly extractable at low acid consumption ratios. In the phase 2 confirmatory tests in large columns on l-l.5 tons of material, the amenability of the ore to the leaching process is proven and pregnant solution grade profiles from planned commercial heaps established.

The balling section of the pelletizing plant at Hoogovens IJmuiden consists of 7 balling drums. Each with an average capacity of 100 tons of green pellets per hour. The balling drums are equipped with rotating scrapers and water-spraying systems. The scrapers are installed in order to restrict the growth of the race to a certain thickness. The spraying system is used to adjust the desired value of the moisture-content of the rewetted ground ore, the pellets and the race. The desired value is the value by which the balling- process is stable, good pellets are formed and surge occurs within certain limits. In October 1980 the construction of one of the balling drums has been modified. The rotating scraper was removed and the inner wall of the drum was supplied with a rubber-lining. In 1982 a second balling drum has been rubber- lined. At the same time the Tyler vibrating screen of this balling circuit has been replaced by a roller(bed)screen. By the end of 1983 all 7 balling circuits will be equipped with rubber-lined drums in combination with roller(bed)screens. The combination of these two modifications will improve the quality and the screen analysis of the green pellets, moreover resulting in savings on energy- and maintenance costs. This paper describes the influence of a rubber- lining on the balling process and the green pellet quality by carrying out in-plant testruns in November/December 1980. The testrun results have been compared with the results of a not modified balling drum.

Area wide pillar failures, or “squeezes,” were once fairly common in underground coal mines. While rare today, they do occur. This paper describes seven case histories that were investigated by MSHA Technical Support. They occurred across the range of US coalfields, in both longwall and room-and-pillar mines, and involved development mining, pillar recovery, longwall panel extraction, and multiple seam interactions. Significant lessons from each are discussed.

INTRODUCTION Until recently, gamma doses had been largely ignored in Ontario uranium mines. This has been due to the assumption that these doses are small and have been more or less unchanged with time and hence their effects have been included automatically in the epidemiological studies that led to the establishment of radon daughter exposure limits. This assumption had to be challenged for two basic reasons. The first was that radon daughter exposures to miners have been progressively reduced over the years due to improved ventilation and ever more stringent regulations, while gamma exposures have presumably remained relatively unchanged. Therefore it must be assumed that the ratio of gamma to radon daughter exposure has gone up. The second reason is more philosophical. It is clearly inappropriate to make judgements on the significance of a potential industrial hazard when the magnitude of that hazard has not been fully assessed. Having decided that some sort of assessment of gamma exposures to uranium miners must be made, it was than necessary to determine how this should be done. Several options were available, for instance: (i) Wholesale personal gamma dosimetry for all mine and mill workers, (ii) Personal gamma dosimetry only for those workers suspected of receiving the higher doses, coupled with area monitoring to estimate the exposures of other workers, (iii) Area monitoring coupled with dose rate times time calculations for all. This would correspond to the generally prevalent method of assessing radon daughter exposures. It was argued that since radon daughter exposures are the major radiological hazard in uranium mines, to invest resources for assessing a lesser hazard to a greater degree of precision was not cost effective. (iv) Since gamma dose rate is related to ore grade, individual doses could be assigned from knowledge of work location and ore grade. Before deciding which of these options would be most appropriate, it was necessary to have some idea of the magnitude of the problem. Very few data were available in the literature and with the exception of a few spot dose rate measurements, and the results of a few gamma dosimeters issued to selected individuals by some of the mining companies, nothing was available. A rule of thumb of obscure origin is often quoted within the industry indicating that gamma dose rates underground will be about 0.25 mR/h per lb/ton or 5 mR/h per % U. This had been used by some to justify neglecting gamma radiation at least for ore grades of the order of 0.1% or 2 lb/ton, on the grounds that gamma dose rates would be of the order of 0.5 mR/h and therefore give rise to annual doses of only about 10 mSv (lrem). That is, it was assumed that gamma radiation was of limited concern compared to the hazard associated with the inhalation of radon daughters. We were thus faced with the situation of just assuming that no regulatory limits were being breached. This situation could not be allowed to continue. A program was initiated to investigate the gamma doses absorbed by uranium miners in three mines in Ontario, and extensive gamma surveys were conducted in the Quirke 2 mine of Rio Algom Ltd, Elliot Lake; Denison Mine, Elliot Lake; and Agnew Lake Mine, Espanola. Negative reaction was received from several mine company officials to the possibility of all miners being required to wear personal gamma dosimeters due to the logistical difficulties involved, and therefore part of the project was aimed at determining if a reliable correlation between gamma dose rate and ore grade in the work location could be deduced, in order that dose rate times time calculations might be used for gamma dose assessments. The results of these programs provided evidence that the gamma dose for some employees in the three mines investigated may be a significant fraction of the current maximum permissible annual dose of 50mSv (5 rem). When combined with radon daughter exposures in the manner recommended by the ICRP at their 1980 Brighton meeting (ICRP 80) the results indicated that some individuals will come close to the resulting limit and may even exceed it. "The Sydvaranger magnetite mine closed in 1996 due to low iron ore prices and was reopened in 2009. The flowsheet has remained more or less as in the old plant, based upon two grinding steps followed by magnetic separation. The magnetite is free of harmful elements and should be attractive on the high quality market. This requires a concentrate containing less than 2% SiO2, which previously was achieved by amine flotation. Amine was preferred because it could be used with sea water. The use of amine is now restricted by the Norwegian Climate and Pollution Agency. Therefore, testwork to replace cationic with anionic flotation was done. Activation of quartz with Ca or Mg ions prior to anionic flotation was shown by research from 1960 to 1980 to be effective under laboratory conditions. The old research results have been followed up in order to make a commercial process for Sydvaranger. Calcium activation works excellently with all Sydvaranger ores, including the ones containing amphibole minerals, but Ca activation requires the high and not environmentally friendly pH of 12.4. Magnesium activation at pH 10.5 is a little more challenging, because the maximum concentration of MgOH+ is about 100 times lower than that of CaOH+. Fortunately, the major impurity in the main Bjornevatn orebody is quartz, which responds well to Mg activation. The process does not appear to depend much upon water quality, as the silicates may already be activated during grinding and magnetic separation in recycled water. The new process is environmentally friendly, as only well-known household reagents are used; oleic acid or tall oil, dextrin, sodium hydroxide and magnesium chloride at pH 10.5.IntroductionThe processing plant of Sydvaranger Gruve AS (SVG) is located in the port town of Kirkenes in the northernmost part of Norway, 10 km by rail from the high-grade deposit of Bjornevatn. This plant has been able to beneficiate magnetite ore to up to 99.5% purity, as described by Sandvik and Malvik (2001). Using the magnetic properties of the ore and making the most out of its enviable liberation characteristics, the original plant consisted of ball mills and 600-mm magnetic separators. The plant was shut down due to market conditions in 1996 but reopened in 2009."

Crushing and grinding The Crushing and Grinding Technical Committee There was substantial activity in the area of crushing and grinding with the improved outlook in the industry. The Crushing and Grinding Committee&apos;s theme of 1987&apos;s Annual Meeting in Denver was Fundamentals of Mechanical Design for Crushing and Grinding Mills. At the meeting, the concept of gearless sag mill variable speed drives was taken out of the closet, dusted off, and a wraparound motor was put on hard copy with the ordering of a 9.7- x 4.5-m, 8.2-MW (32- x 15-ft, 11,000-) sag mill. Additionally, comparisons were provided to the mill design of the gearless drive sag mill and the twin 4.5 MW (6000 hp) do variable speed drives placed on the drawing board for the Kennecott UCD Expansions. This involved a 10- x 4.5m, 8.9 MW (34- x 15 ft, 12,000 hp) sag mill. Differing opinions were also expressed in technical presentations pertaining to the need for quality mill specifications in design and manufacturing. J. Berney-Ficklin of Bechtel presented a paper outlining the need for quality design and manufacturing specifications in large scale grinding mills, and the overall cost reduction in capital and operating costs. Others presented differing specific views, but all emphasized a central theme. Quality and reliable designs in large mills should not be compromised. In-pit crushing applications continue to increase, overseas and in the US, in both mining and quarrying. Different in-pit crushing units have been classified as mobile, with integral transport systems; semi-mobile, typically modular systems that use separate transporters for repositioning; semi-stationary plants that must be dismantled before transporting and typically require earthwork and concrete foundation work; and stationary in-pit crushing plants, which remain in place for the life of the pit. The majority of equipment sales of conventional crushing and grinding circuits in 1987 were to gold mining operations. There have been two areas of end use: • conventional jaw/gyratory or impact crushing circuits preparing low grade ores for heap leaching; and • small scale sag/ball mill circuits preparing higher grade ores for classical cyanide leach/ recovery circuits. There was also continued interest in ABC and SABC circuits for both base and precious metals plants. High pressure roll crushers continue to attract considerable interest in the cement industry. There, they are used to prepare raw materials or clinker for subsequent ball/tube milling. However, they have apparently been less successful in the mineral industry where the energy savings/ capacity gains have been much less dramatic. Several papers covering the theory and application of these machines were presented in an industrial minerals session on cement at the SME Annual Meeting. The Third International Conference on Hydrocylones, held in England in October produced several papers of interest on classification and screening to the mining industry. In particular, a new cyclone apex, developed by Mt. Newman Mining, shows promise of reducing water flow to the cyclone underflow stream and, therefore, increased underflow pulp densities and reduced fines recycle in grinding circuits. A twin vortex hydrocyclone was also described and shown to give a sharper split than conventional units. Similar double cyclones were introduced in the 1950&apos;s, but failed to achieve widespread acceptance. This was due mainly to a proneness to blockage in the transitional zone. It will be interesting to see whether this latest variant can overcome this problem in the typical operation. A number of North American iron ore plants installed the capability to produce fluxed iron ore pellets. Most chose to grind the stone on site with circuits designed to grind taconite ore. Methods employed to grind this material included single-stage ball mills closed with fine screens, rod and ball mill circuits - both open and closed with cyclones - and semiautogenous mills, followed by ball mills closed with screens or cyclones. Sober, University of Florida Due to tightened environmental regulations and the need for more efficient land use, a greater interest in dewatering and waste disposal has developed. As a result, research efforts in flocculation, surface chemistry, and polymers science have focused on the problems related to the dewatering of solid mineral wastes. "Mine face ignition due to a high levels of methane is one of the most common fire incidents in underground coal mines. This work exams ignition scenarios in continuous miner headings. Depending on the magnitude of the ignition or resulting fire, the ventilation curtain in the continuous miner (CM) heading may be damaged or dislodged, affecting the ventilation into the area. A computational study was conducted to investigate the effects of different levels of damage to the ventilation curtain on the ventilation flow into the CM area. The computational fluid dynamics software Fire Dynamics Simulator (FDS), Version 6.0 was used to predict the conditions that develop due to a 200 kW fire in the coal mine face following a methane ignition with different levels of curtain damage. Smoke layer depth, temperatures and mass flow into the CM area were used to evaluate the impact of no damage to the curtain, partially dislodged curtain, and fully removed of the curtain. Partial removal of the curtain allowed more smoke to accumulate in the CM area and a reduction in ventilation into the CM area. With full removal of the curtain, the smoke accumulated through the entire depth of the CM area and flowed out the entrance to the CM area and the ventilation completely bypassed the region. INTRODUCTION Active working faces in underground coal mines are one the most hazardous locations in terms of fire events. According to Mine Safety and Health Administration (MSHA) data analysis, the highest number of non-fatal fire incidents was reported at mining faces, intersections and crosscut areas in comparison with other locations from 2000 to 2012. About 464 fires happened at active working faces from 2000 to 2012, most consisting of a methane ignition, in some cases followed by localized fire. These are high risk incidents due to the potential to raise float dust and damage ventilation systems, particularly auxiliary systems such as curtain or tubing. Depending on the magnitude of the ignition or fire, the ventilation curtain in the continuous miner (CM) area may be damaged or dislodged, affecting the ventilation into the area. Five computational fluid dynamics (CFD) scenarios were considered to investigate the smoke layer depth, temperature, visibility, mass flow rate, and the behavior of airflow in an entry with a continuous miner (CM) located in it. The state of the auxiliary ventilation was varied based on the assumption that as an ignition increases it magnitude it will affect ventilation curtain proportionally. Visibility and temperature along the height of the entry at different sections were investigated and the interface height at each section was determined. Also, the fresh air height was studied for tenability analysis in future. FDS, Version 6.0 was used to predict the conditions that develop due to a 200 kW fire on the coal mine face following a methane ignition with different levels of curtain damage. Smoke view software was used as the post processor to visualize and analyze methane fire behavior at the face. Most entry fires are reported as fuel-controlled fires as they are rarely restricted to air access (Ingason et al, 2014). The working face fire in the following models was assumed to be a fuel-controlled fire."

INTRODUCTION The literature on project management considerations and techniques for large rail rapid transit projects in mid-1979 was fairly large and getting larger. UMTA was establishing special organizational elements to deal with the subject as it related to those properties requesting capital assistance, and comprehensive project management plans were being requested from those properties as an early step to build confidence in UMTA that the particular project could be planned, designed, and executed efficiently and effectively, thereby using critically short capital assistance funds to best advantage. In the late 60&apos;s and early 70&apos;s, the choices of models for heavy rail construction would have been quite limited.., and perhaps much simpler than was the case in 1979. One of the writers was with an agency in 1979 in the process of finalizing its organization for project implementation after several years of study and had the opportunity to review the experiences of others at length, presumably to build on the success and to try to avoid the pitfalls and failures. The properties that were surveyed all reported more or less success stories. One could only conclude that there are many ways to organize for a major transit (construction) project and that there is a great variety of viable management structures, but it seemed that chances for success were best where the executing property had prepared a comprehensive project management plan, then resolved to follow it. Perhaps more important, a commitment or prior approval had been sought from UMTA as to the validity of the project management plan, and the property was allowed to proceed without detailed prior UMTA review or approval of all specific intermediate steps. Most important, however, an early overall UMTA funding commitment had been obtained that permitted some reasonable expectation of the rate of funding, perhaps by commitment

Mine No. 95 is located in Harrison County about 5 miles west of Shinnston, WV, with coal properties covering the northwest corner of Harrison County and the southwest corner of Marion County and with adequate Pittsburgh seam reserves to support the mine for many years. The mine was opened in 1967 and was planned, projected and operated as a room and pillar mine. It is located on a spur branch of the Baltimore and Ohio Railroad, has rail loading facilities and shipped by rail during its development stage. In 1972 it was converted to a mine mouth power station supplier and now transports coal by conveyor belt directly to the Harrison Power Station of Allegheny Power System. In 1971 the first longwall unit was installed in a selected area of the mine and immediately an orderly system of planning was developed to overcome the restrictions associated with longwall mining. The first was the development of the technique necessary for the plugging of abandoned oil and gas wells that existed in the area. With the assistance of the Morgan- town Energy Research Center of the Bureau of Mines, this restriction was overcome and thus opened a great potential for longwall mining in northern West Virginia. Other restrictions that had to be considered for longwall planning were dwellings and other improvements, snap top zones, water courses, and adequate bleeder systems, and the handling and treatment of mine drainage. In 1975 the second longwall unit was installed and soon therefore became a total longwall mine.

This paper presents a succinct overview of the Canadian coal situation. The topics treated specifically are: the rates of growth of coal supply and demand; the relationship between the coal and electricity generation industries which form its dominant market; the unique impact of nuclear generation on coal demand in Canada; and finally, a view of the developing technologies which will create opportunities for growth in the coal industry of the future. Resources The most important element of coal supply is the resource. The disposition of Canada&apos;s coal resources has a marked effect on their utilization, since industry in Canada has not generally developed around coal-fields. The distance from the major industrial centres of Ontario and Quebec to the major region of coal supply in Alberta and British Columbia has crested an economic barrier to the expansion of the use of domestic coal.

This paper discusses the effect of water chemistry, reagent type, and other environmental factors on the performance of sulfide mineral size reduction and froth flotation processes. Two specific problems will be discussed: 1) the importance of appropriately utilizing the electrochemical window that is created in the grinding process to enhance sulfide mineral recovery by froth flotation; and 2) the impact of steel grinding media versus autogenous grinding on the efficiency of sulfide mineral flotation with varying thiol collectors and water sources.

In this study, numerical simulations of yield pillars employing the finite element method with time-dependent Drucker-Prager material model are conducted. The stress control mechanism of yield pillars on weak floor strata is studied. The development of pillar yield zone, the distribution of pillar stress and the development of failure zone in the weak floor strata are investigated. The study indicates that a properly selected yield pillar size may significantly reduce the peak stress induced in the weak floor strata and effectively control the development of failure zone in the floor.

Most statistical measures of mineral exploration continued downward in 1986. Prospects in 1987, however, appear to have brightened for exploration as the overall economic health of the mineral industry improved. The Society of Economic Geologists (SEG) survey of US and Canadian firms documents the marked decline in US mineral exploration since the early 1980&apos;s. From 1981 through 1986, the total exploration expenditure by US firms declined by more than 73% (Fig. 1). Exploration expenditures by US firms declined by 66%%. US based professional exploration staffs were slashed by 70% (Fig. 2). Also, many firms have written off some reserves because of weak markets or have not delineated new reserves to replace production. The Canadian government reported that between 1981 and 1986 Canadian molybdenum re¬serves had declined by 30%, lead and zinc reserves by 20%, and nickel and copper reserves by 15%. The SEG survey also shows the immediate impact of the decline in the dollar on US exploration expenditures abroad. Between 1981 and 1986 the share of the exploration dollar spent by US firms outside of the country declined by nearly one-half and exploration acreage abroad declined by 69%. The downward trend of the last six years may finally be near the end as a leaner and more efficient minerals industry starts to gear up for a period of increased activity. An industry survey reported to Mine Development Bimonthly (Metals Economics Group) indicates that mining firms were expected to increase exploration expenditures in 1987 by at least 10% above 1986 levels. Worldwide expenditures for 1987 by companies covered by the report were expected to top $800 million. It is the first time since 1984 that an increase in exploration expenditures was expected. Also, the US Bureau of Land Management reported a 30% increase in new mining claims for fiscal year 1987 over fiscal year 1986. The bulk of the increase in claims was in states having intense gold exploration, particularly Washington and Oregon. Much of the optimism is undoubtedly due to the increases in metal prices that occurred in 1987. Some of these increases include gold, average price up about 20%; copper, average price up 24%; aluminum, average price up 26%; and nickel, average spot price up 20%. The SEG survey shows precious and base metals accounting for 89% of the exploration expenditures in the US in 1986, up 52% from 1981. The US Bureau of Mines estimates that 80% of US exploration activity in 1986 was directed entirely at gold (1986 Minerals Yearbook). Worldwide exploration plans indicate the continued dominance of gold exploration. New programs were announced for Ghana, Malaysia, and Indonesia. Major new exploration programs were also launched for lead-zinc sulfides in Morocco, platinum and palladium in northwest Brazil, rare earth minerals in Greenland, diamonds in Indonesia, and heavy minerals off-shore Australia. "In the recent past, the mining industry has witnessed a substantial increase in the numbers of fatalities occurring at metal and nonmetal mine sites, but it is unclear why this is occurring. One possible explanation is that workers struggle with identifying worksite hazards and accurately assessing the associated risk. The purpose of this research was to explore this possibility within the mining industry and to more fully understand stone, sand and gravel (SSG) mine workers’ thoughts, understandings and perceptions of worksite hazards and risks. Eight mine workers were interviewed and asked to identify common hazards they come across when doing their jobs and to then discuss their perceptions of the risks associated with those identified hazards. The results of this exploratory study indicate the importance of workers’ jobrelated experience as it applies to hazard identification and risk perception, particularly their knowledge of or familiarity with a task, whether or not they had personal control over that task, and the frequency with which they perform that task. IntroductionAccording to the U.S. Mine Safety and Health Administration (MSHA, 2015a), 37 mine workers were fatally injured in accidents at metal and nonmetal mine sites between October 2013 and January 2015, following a record low of 16 in 2012 and in 2011. In 2014 alone, 29 mine workers were fatally injured at a metal or nonmetal mine site, and 52 percent of these fatalities occurred at a surface stone, sand or gravel (SSG) mine. In January 2015, Joseph A. Main, Assistant Secretary of Labor for Mine Safety and Health wrote to stakeholders in the metal and nonmetal mining community and identified several areas where improvement was necessary to promote the health and safety of mine workers. One area identified was an increased focus on “daily and effective workplace exams to find and fix hazards” (MSHA, 2015b).Hazard detection is challenging in the mining industry, despite the existence of regulation. Mining is a major undertaking involving the use of complex heavy machinery, equipment and processes as well as numerous and diverse worker activities that take place in a dynamic, challenging environment (Scharf et al., 2001). In other industries that are similarly dynamic and unpredictable, such as the construction industry, a large proportion of hazards go undetected (Carter and Smith, 2006). It is critical that miners are able to both recognize worksite hazards and accurately assess the risk associated with the hazards, because their health and safety depend on their deciding whether and how to remove hazards and mitigate risks."
