The implementation of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) has evolved into one of the most complex environmental protection programs to come out of the late 1970's. The level of detail in the statute and the regulations have resulted in a rigid and complex set of requirements for the administration, permit-ting, inspection and enforcement of the program. In addition, the constant change of the federal program caused by regulatory changes, reorganization of the Office of Sur-face Mining Reclamation and Enforcement (OSMRE), ongoing litigation involving OSMRE, and the use of the budget to establish additional mandates on OSMRE and the State Regulatory Authorities have resulted in an unstable program. The instability of the program makes it extremely difficult for the States to implement their programs and to achieve the goals of SMCRA.

The currently known and used plastics and rubber recycling or sorting processes cannot be applied efficiently and economically due to large amounts of fine bulky materials (<3 mm). These wastes are mostly given to specialized landfill sites. Starting out from classical and traditional beneficiation processes a new research project was initiated to work on certain new ways to efficiently separate plastic material mixes. First basic results show that the use of new and improved thermal beneficiation methods is a great implementation in the field of plastics separation. The results can be further increased by a suitable combination with other methods as well. This leads to high-quality and almost pure separated plastics and rubber products, easy to sell on recycling product markets.

The strength of anchorage of various types of roof bolts in permafrost depends on the types of rock in which they are installed. Variation in the mine thermal regime results in weakening of the roof and walls, and at times total loss of ice cement bonds takes place in the surrounding rockmass. In mines with positive ventilation air temperature, the wedge or expansion types of bolts may become weakened due to the transfer of heat into the anchorage through the metal rod and subsequent thawing of rocks. Effective operation and evaluation of roof bolt systems for mine workings in permafrost require predictions of the dynamics of wall thawing by warm ventilation air. LKAB owns and operates two of the largest underground mines in the world in Northern Sweden. In Malmberget, with a production capacity of about 30,000 t/day of iron ore, the current main 815 m haulage level is rapidly approaching the end of Its life and plans are being made for its replacement on the 1000 m level. Due to the separation of the orebodies, trucks have been chosen for transporting the ore from the orepasses to the crushers. The trucks currently in use have a capacity of 120 tons. To increase the efficiency of the loaded haul, the new main level will have a favorable slope from the drawpoint locations to the crushers. From the new level the crushed ore will be transported by conveyor to the 815 m level for hoisting to the surface. The paper discusses the planned mining and transportation system.

For the past ten years Paques has been engaged in the development and installation of treatment systems based on biotechnological processes to remove sulfur compounds from water, air and gaseous streams. Metal and sulfate can be removed from mine waters using two biological steps: 1. Sulfate reducing bacteria convert sulfate to hydrogen sulfide (H2S). The H2S reacts with the dissolved metals to form insoluble metal sulfide precipitates. 2. Sulfide oxidizing bacteria convert excess H2S to elemental sulfur. Paques has designed and installed a groundwater treatment system for the Budelco zinc refinery in the Netherlands to remove metals and sulfate as described above. The system has been operating since May 1992 treating a flow of 5000 m /d. A pilot plant started operation in November 1995 at Kennecott&apos;s Bingham Canyon Utah copper mine to develop the processes for metal and sulfate removal from groundwater and selective copper recovery from leach water. The principle of the biotechnological methods, full scale experience, and an overview of the test program at the copper mine are presented.

"The mining industry tends to focus on very large numbers, whether it’s talking in terms of size of deposits, tons of material mined, the equipment used or the dollars spent. The numbers associated with mining projects are often in the hundreds of millions, but sometimes it’s the little things that can have the biggest impact.Take, for example, the Rosemont Copper Project in Arizona. Owned by HudBay Minerals, the Rosemont Copper project, when in production, is expected to be one of the largest copper mines in the United States, accounting for about 10 percent of total copper production with annual production expected to be 110 Mt/a (243 million lbs/year). However, the project is currently mired in a years-long permitting process. At the 2017 SME Arizona Conference in Tucson, AZ, Kathy Arnold, director of environmental and regulatory affairs for Hudbay Minerals, spoke about the project and the efforts to get it into production.She opened her presentation with the unfortunate news that her 2017 presentation would not be that much different than the 2016, 2015 or 2014 presentations she gave to the same conference. That’s because, as of Dec. 4, 2017, the project had been in the permitting process for 3,797 days, more than 10 years. The process began when Rosemont submitted its initial mine plan in 2006 and a revised one in 2017. The official start to Rosemont Copper’s National Environmental Policy Act (NEPA) started in 2008.In June 2017, the project received its Final Record of Decision from the U.S. Forest Service, moving it a step closer to production. Yet it still faces stiff opposition from opponents while it works to secure the Clean Water Act Permit from the U.S. Army Corps of Engineers and to complete its final mine plan of operations.In her presentation, Arnold said the long process taught her many lessons, including approaching things with a different mindset. More than 130 pages worth of public comments have been collected over the years. The concerns expressed range from lighting issues to pavement to preserving land for a jaguar that was spotted on the property and named El Jefe.“A lot of things that people worry about seem to be small things, but we had to have a different mindset and be open-minded to the concerns,” Arnold said. “That is the commitment we made.”"

This study simulates the impact of a shale gas well casing breach near a longwall mine. Field studies are conducted to measure mining-induced permeability changes over the abutment pillar of a longwall mine, and a geomechanical model is developed in 3DEC, a three-dimensional numerical modeling code, to predict the aperture of fractures in the overburden at the study site. The predicted aperture values are used to determine mining-induced permeabilities and the results are compared with the field measurements. These aperture values are provided as inputs into fracture flow code (FFC), which generates a stochastic discrete fracture network (DFN) model for the study site and predicts the potential shale gas flow to the mine. Results from 100 DFN realizations are statistically analyzed using the bootstrapping method to compensate for notable variation in fracture geometry. The results show a significant difference between the gas inflow for nearby panels due to increase in the induced permeability during mining of the second panel. The average gas flow to the mine was calculated as 4.72×10−2 m3/ s (49 cfm) for a hypothetical breach at the Sewickley horizon during the first panel mining, 8.97×10−3 m3/ s (19 cfm) for a hypothetical breach at the Uniontown horizon during the first panel mining, 2.16×10−1 m3/ s (458 cfm) for a hypothetical breach at the Sewickley horizon during the second panel mining, and 8.07×10−2 m3/ s (171 cfm) for a hypothetical breach at the Uniontown horizon during the second panel mining. Depending on the mine ventilation system, this could result in methane concentrations exceeding regulatory limits. Hence, these findings provide insights into the potential risk of an unconventional gas well casing breach near a longwall mine under shallow cover.

The objective of this work was to assess the influence of parameters such as residence time, solid content, and temperature in a process route towards purified rare earth liquor which could be adequate to produce marketable rare earth products. The steps of the process route proposed in this study comprised water leaching of a sulfated rare earth ore and removal of impurities through the purification of the rare earth sulfuric liquor, which is the product of the water leaching step. The sample used in the water leaching experiments was a sulfated rare earth ore produced by the reaction of a beneficiated rare earth ore with sulfuric acid followed by roasting at 700 °C for 2 h in a muffle furnace and cooling at 20 °C. The water leaching experiments showed that the best condition comprised a residence time of 30 min, temperature of 20 °C, and solid content of 10% w/w, resulting in a recovery of 71.3% of the rare earth elements (REE) and a lower impurity extraction, e.g., only 15.0% of Fe, representing the main impurity in the rare earth ore. Even when presenting low amounts of impurities, the rare earth sulfuric liquor still needed to be purified before it can be used in the production of marketable rare earth products. In the study, the rare earth sulfuric liquors were purified in two consecutive neutralization steps, first by dosing the limestone pulp to pH up to 3.5 and secondly by adding the lime pulp to raise the pH from 3.5 to 5.0. The application of two consecutive purification steps at 20 °C resulted in the highest overall REE recoveries (65.4%) throughout all the steps of the process, being 71.3% in the water leaching, 99.6% in the partial purification with limestone pulp, and 92.1% in the purification with lime pulp at 20 °C. Under this condition, there was a total elimination of Fe, P, and Th and a significant reduction in the Al, U, and sulfate concentrations in the purified rare earth liquor. The purified rare earth liquor attained through the experiment is expected to be amenable to be used in the production of marketable products due to the lower impurities/REO mass ratios.

The need for a successful, efficient and reliable continuous face- haulage .system for use with continuous mining machines has been apparent since the first continuous miners were introduced some twenty-five years ago. Some thought and effort were given to the development of continuous haulage over the last twenty years or so. Some initial success was experienced in this area by The Long Company with a system involving bridge conveyors, as far back as the late 1950&apos;s. However, extensive success with continuous face haulage for use behind modern, high product¬ion, continuous miners escaped the industry until the early 1970&apos;s. It is true that continuous face haulage was successfully introduced into low seam mining, generally in seams ranging under 1.07 m (42") in height, in the 1960&apos;s, for use with relatively low production, low seam, auger type continuous miners. However, those available systems which have achieved success in the lower seams, where relatively low capacities are adequate, are not directly applicable for use with today&apos;s medium and high seam miners with their standard production capacity of 9.1 - 10.9 mtpm (10 - 12 tpm). Since the late 1960&apos;s and early 1970&apos;s, several machinery manufacturers, and at least two major coal companies, have devoted considerable expense, time and effort to developing truly successful continuous face haulage for use in coal seams ranging upward from 1.2 m (4&apos;) in height. Continuous face haulage equipment has been developed in the last five years employing a variety of transportation media and design concepts, including some which have received wide publicity such as those employing hydraulics, and pleated belt. The truth of the matter is, however, that the only universally applicable and widely successful continuous face haulage equipment introduced to date has been that employing a combination of bridge conveyors and mobile, self-propelled, bridge carriers, connected at the inby end to the tail of the high production continuous miner, and at the outby end attached directly to the panel conveyor (Fig. 1 & Fig. 2) or, on occasion, to a short, self-contained conveyor which, in turn, empties directly onto the panel conveyor. While these bridge type continuous haulage systems are available with both belt and chain conveyor components, the most widely applied and successful system in seams above 1.07 m (42") in height is that offered by The Long-Airdox Company. The standard unit for use with 9.1 - 10.9 mtpm (10 - 12 tpm) continuous miners is normally equipped with belt. However, they have built, and successfully applied, versions of this system employing chain conveyors, (Fig. 3), mainly for operators having extremely difficult mining conditions, including excessive amounts of water

The problem of setting the proper control objectives and/or having several objectives to be met in the implementation of grinding control strategies can be resolved. The design and implementation of a distributed control system for safe operation of a grinding circuit while maximizing profit is presented. An optimal recovery/throughput target for a desired grind is accomplished by advanced control strategies at the DCS level. A mill load constraint control technique provides stable operation with a substantial increase in throughput, while the desired grind index is maintained by an inferential grind control technique without using a particle size analyzer. The integration of crushing/grinding and flotation in the overall design was the key to the success of the project. This synergistic effect was obtained by implementing a computer -plant management system in the concentrator. The overall philosophy of keeping the implementation simple but not simpler was used.

High-energy product permanent-magnet materials of rare-earth cobalt alloys are being used in applications where space or weight are at a premium cost. New applications like friction-free bearings are also made possible. However, such magnet materials have not been commercially used in magnetic separators until now due to the high cost for the overall magnetic flux generation relative to commonly used ceramic magnets or AlNiCo magnets. The design of the new high-intensity permanent- magnet roll separator (PERMROLL) takes advantage of the unique properties of rare-earth cobalt magnets rather than just substituting for conventional magnet materials now in use for magnetic separators. Hence, the new generation of high-intensity magnetic-roll separators has some unusual characteristics that make known magnetic separation applications more economically attractive, and even expands the magnetic separation technology area to include applications for which no other feasible methods are presently known.

Pipe-jacked tunnels are considered for a large variety of applications from water and sewage, cable ducts to challenging pipeline crossings or landfall construction. In most cases, Slurry MTBMs are used to carry out these projects. Continuous further development of technological features for pipe jacking plays a key role to overcome feasibility limits and to meet increased project requirements. As tightened safety regulations in terms of accessibility and escape routes increasingly limit the options of small segment lining tunnels in the diameter range below 4 m, 13 feet, pipe jacking has partially taken over. During the last decades, a growing number of large-diameter and long-distance pipe jacking projects have been completed. Experienced contractors successfully use the technological capacity of the MTBM equipment. The machine and cutting wheel have to be designed according to the ground conditions. Bentonite lubrication and interjacking stations are key factors to keep push forces moderate. For long pipe jacking drives, a so-called push module can be installed in the machine can, to be able to switch from pipe jacking to segment lining in case the machine gets stuck. The overall aim is to provide clients and the tunnel construction industry with safe and economical solu- tions for successful project execution. This presentation will present international milestone projects and will also discuss the latest developments in automation, related opportunities and limitations, and the future of digitization and artificial intelligence in pipe jacking.

The Leeville underground mine has been in operation since 2006 and currently produces 3,175 t (3,500 st) of ore per day with an average gold grade of 12.6 g/t (0.4 opst). The mine has a large horizontal extent of 762 by 152 m (2,500 by 500 ft) and a vertical extent of 6 to 61 m (20 to 200 ft). Based on the characteristics of the ore bodies, the deposits are divided into several mining zones. The geotechnical properties of mining zones are also different from one zone to another. A successful geotechnical collection system is very important for mining design and operation in the Leeville underground mine. Three methods are used to collect the geotechnical data in the Leeville underground mine: • Core logging. Most geotechnical data are collected by this method, which is based on exploratory drills and estimates parameters for rock quality designation (RQD), fracture frequency (FF), compressive strength and rock mass rate (RMR). • Site investigation. This method collects more detailed geotechnical data and geostructural data from work done in the underground drifts and stopes. Parameters of RQD, FF, compressive strength, RMR, rock tunneling quality index (Q) and geostructural data are estimated. • Data collected from drill holes made for the critical infrastructure facilities. This method provides the best detailed geotechnical information for areas in which the critical infrastructure located. A complete geotechnical database has been constructed using this geotechnical data collection system. The database can be used for the design of ground support, stopes and stope blasts, among other critical applications.

There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn&apos;t make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here&apos;s why: • 20% of today&apos;s high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today&apos;s fourth graders think the world is flat; • 20% of today&apos;s sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I&apos;m talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today&apos;s graduating high school students have never laid a finger on a computer keyboard. There will be 3 billion people moving into cities by 2050. Permitting is both the biggest obstacle and the biggest opportunity for mining. The problem is not if we have the right minerals, but how we can permit and produce it in a ?Sustainable? manner. A ?Permit? and a ?Sustainable Development Plan? may soon be the same thing. How do we produce the minerals we need with: 1. The lowest possible carbon footprint. 2. Social license from community outreach by being a catalyst and not a problem in a ?Green World.? 3. Enhanced water supply during all stages of production. 4. Meeting requirements of our customers for service, quality, & cost. How important is it to have a complete ?Sustainable Development Program?? First, no plan is complete!!! It is a work in progress subject to continuous improvement. We need to work together to get the results we want. The goal of the world communities is to become carbon neutral by 2050. What is the mining community?s goal? Do we have one???? When a Clorox, Colgate Palmolive, Wal-Mart, Toyota, or Caterpillar buys a product, what are your chances of getting an order without a good program in place? The answer is it will be difficult or impossible shortly and you will be requiring the same thing with your suppliers. This is an opportunity if you are in the lead and it soon will be a necessity for most mining and processing companies requiring much extra effort to catch up. For some mines it was a necessity to get most of the SD plan to get permitted. The number of companies in the extractive industries with a full Sustainable Development Programs is expanding rapidly as shareholder demands for transparency continue to grow.

Computer simulation models of working mines can be of great benefit to the mining engineer. Such models have been used in mine planning (how many trucks/shovels to have, when to add new equipment, etc.), mine design (should a dispatch system be purchased, where is the optimum location for mine equipment, etc.). A simulation model can be thought of as a dynamic representation of the mine and can easily be changed to reflect a wide variety of different situation. Often a major problem for the engineer is how to present the results of the simulation study. Using PROOF(R) animation it is now possible to interface the results of the simulation and project them onto a computer screen in cartoon fashion.

It is the hope of the author that this paper, largely a compilation of observations and opinions built up over 20 years of experience in cold and remote areas may be of some help to others in designing better plants for the future in the north. The north is not as difficult to operate in as the better story tellers make it appear to be. ()n the other hand for 6 months of the year the cold is always there, and it seems to be waiting for someone to make a mistake. The simplest things can shut a multi-million dollar plant down at -4n&apos; F with a 4n M.P.H, wind. It only takes one man door improperly latched to freeze up all the pumps on the bottom floor. Someone can poke a one inch hole in an outside wall in July and six months later while you are having Christmas dinner, a watchman will call up to report that the whole plant is flooded because the main water line just froze up and burst. Basic things to remember in plant design for cold and remote areas are: everything in these areas is more expensive due to long and difficult supply lines. Fuel is expensive and would be a major cost item even if it were not expensive, due to the extended periods of low temperatures. Building volumes should therefore he kept to an acceptable minimum. Service areas on the other hand must he adequate, because maintenance generally has to be conducted inside in a heated area. Supply vehicles for instance have to get completely inside the building to unload. If you try to unload a supply vehicle with the door open at -50° F, you won&apos;t be able to find the vehicle for fog and if you take more than 5 minutes half the water lines in the plant will freeze up. People in a remote area are expensive. The capital investment per employee may be as high as $30,000; with fringe benefits per annum costs of an employee will he as high as 812,000 per year regardless of basic wage rate. It

The rest potentials of molybdenite electrodes are measured as a function of pH in absence and presence of flotation reagents. The chemicals used include sodium ethyl xanthate, kerosene, dextrin,sodium hydrosulfide, hydrated sodium molybdate, sodium sulfate, and hydrated sodium thiosulfate. The effect of dissolved oxygen is also noted. The obtained data are correlated with the results of micro-flotation tests obtained under similar chemical conditions.

Fundamental to the use of rotary bit drilling equipment for oil and gas drilling is the requirement to maintain a cooling and lubricating environment for the bit and a means of conveying the cuttings from the drilling operation to the surface.
