A mixed-integer formulation of the mine scheduling problem is discussed and applied for the purpose of optimizing both the mine production sequencing and the mill blending and processing problems simultaneously. Previous attempts at solving these problems separately, although successful, fail to take into account the interrelationships between these problems. Project structure serves as the outline of this paper, which is directed towards a mining engineering audience. Generalized in its organization, this concept is useful for long, intermediate and short range scheduling. Actual applications are mentioned which show that the concept is also applicable to mining a variety of ores.

BRS, Inc. has utilized Carlson's Natural RegradeTM software to design the reclamation and stabilization of abandoned open pit uranium mine spoils, AML Project 16N, located in the Gas Hills Uranium District in central Wyoming. This work was completed for the State of Wyoming's Abandoned Mine Land Program (AML) on preSMCRA (Surface Mining Reclamation and Control Act) sites for which no reclamation obligation existed. The project successfully stabilized an eroding spoil dump, enhanced the local view shed, created habitat diversity and provided a significant source of fill material for open pit highwall hazard mitigation efforts. Additionally, the project served to evaluate innovative reclamation design methods, engineering software and grade control technology. This project was nominated for a National Association of Abandoned Mine Land Programs award by the State of Wyoming. The results of this project will be presented as a case history of the Natural RegradeTM approach to surface mine reclamation. Based on the successful application of this new mine reclamation technology on the AML 16N Project, reclamation designs for spoils associated with planned underground uranium mine operations at the Velvet Mine in the Lisbon Valley Uranium District of Utah for Uranium One USA, Inc have been prepared and will be presented. Critical elements will be the encapsulation of unsuitable materials, long term hydrologic stability, and sequencing and staging of ore and mine waste for final reclamation surface construction. The goal of the Uranium One Velvet Project will be to apply best available technology to reclamation planning and fully integrate the reclamation design with the mine planning. Benefits of the approach should include improved public and regulatory perception of the project, facilitate mine permit approvals and the eventual timely release of reclamation bonds, as it is anticipated the stable landform created through this process will result in more rapid stabilization of the site to pre-mine geomorphic conditions. NATURAL REGRADETM CASE STUDY AML Project 16N, D-9 and K Pit Reclamation Project, is located in an intensely disturbed area of the West Gas Hills Uranium Mining District in Fremont County, Wyoming. The overall design calls for the placement of approximately 7 million cubic yards of backfill materials in the D9 and K Pits, imported from adjacent mine spoils including the Central Spoils, and from local highwall excavation. Figure 1 shows the location of the Central Spoils excavation area, as well as the D9 and K Pits fill area. The entire project is located on public lands administered by the Bureau of Land Management, Lander, Wyoming District Office. No access controls are in place at the abandoned mine sites. The public lands are administered under a multiple use land policy including grazing of range land, public recreation, active mining and exploration, and oil and gas. The project site is located along Fremont County Road No. 5, which is a moderately well traveled road. Reclamation of the numerous and large abandoned open pits in the Gas Hills Uranium District has reduced the risk of death or injury to the public. Site History and Background The Gas Hills Uranium District was mined by multiple companies during the period from 1955 to 1981. The uranium was hosted in the Wind River formation, a sequence of soft sedimentary layers of interbedded sandstone, clayey shales, and conglomerates. Uranium was precipitated out of ground water in classic roll front deposits, which are found from very near surface to depths greater than 400 feet. Prior to the enactment of the Surface Mining Control and Reclamation Act of 1977 (SMCRA), very little reclamation work was performed when mines were abandoned or closed. The State of Wyoming Abandoned Mine Lands Program has worked to mitigate hazards associated with large open pits, control migration of unsuitable materials and restore watershed functionality of lands in the district. Additional reclamation is being performed by mining companies on bonded lands. Figure 2, Gas Hills Uranium District aerial photograph, shows the extent of the mining disturbance in the district. [ ] Project Hazards and Concerns The purpose of AML Project 16N is to mitigate hazardous conditions and risk to the public associated with open pit highwalls and toxic, acid forming, and /or radioactive mine waste materials. The D9 and K Pits are contiguous open pits characterized by an 8,800 foot long hazardous highwall that averages over 200 feet tall. The purpose of this paper is to present validation studies of the mine-fire simulator using data gathered from an actual mine fire which occurred in November 1991 at the Pattiki Mine. To develop the model of the ventilation system with the fire in this validation study, the following adjustments were made: (1) flow and gas distribution in the entire ventilation network, and (2) fire parameters matching the data recorded by the monitoring system. After close correlations between simulation and real data were achieved, additional analysis of the ventilation system with the mine fire was performed. Presented and discussed in this paper are the following stages of the fire at the Pattiki Mine: (1) early fire (before the fire was detected), (2) preparation for and fire fighting with water, (3) fire sealing, and (4) fire extinguishing. This study evaluates the suitability of the computer software package for modeling underground fires. The paper also discusses the importance of the on-line monitoring system for the validation process.

The lean, but extensive iron ore deposits of the Dunderland Valley north of Mo i Rana, Norway, is the raw material for the Rana Mines which is a division of the state owned steel mill A/S Norsk Jernverk. Activities for the exploitation of the orebodies were commenced in 1902 by the English Dunderland Iron Ore Company. During its operating period the company constructed a total of two large scale concentrating plants. The activities were strongly marked by technical problems and labor disputes. Thus actual production was limited to the years 1904-1908, 1928-1931 and 1937-1939. During these periods a total of 1.9 million tons of crude ore was mined and 0.6 million tons of concentrates produced for export. The present plant commenced operations in late fall of 1964. Up to and including 1976 about 26.6 million tons of crude have been put through the concentrating plant and about 10.7 million tons of concentrate produced.

In the Hydrogeochemical and Stream Sediment Reconnaissance (HSSR) phase of its National Uranium Resource Evaluation (NURE) pro¬gram, the U.S. Department of Energy (DOE) samples about 1400 sites for stream sediments in each two-degree quadrangle of the National Topographic Nap Series (NTMS) and about 1200 sites for ground or stream water. Through a geological/statistical analysis, we find that NURE data are useful for assessing the uranium resources of the NTMS quadrangles. Our computer-implemented System for Uranium Resource Evaluation (SURE) calculates a score for each NTMS quadrangle based on the HSSR, geologic, and radiometric data; we score the four Colorado quadrangles--Pueblo, Montrose, Durango, and Trinidad--that comprise the study area. We interpret the scores in terms of geology and the known occurrences, which include the Hanson ore deposit with reserves of 30,000,000 lbs. U308 and the Pitch mine with reserves of 1,740,000 lbs. SURE depends in part on distinguishing mineralized or metalliferous granitoids from barren ones through "geochemical signatures."

General widespread interest in fine coal cleaning circuits did not occur in the United States until the mid 1960's. Up until this period the relatively low price for which bituminous coal was sold did not justify for many operators the capital and maintenance costs associated with the beneficiation and drying of fine coal. However, with current growing interest in this area, the introduction of new types of process equipment along with modifications to existing components is occuring to maximize the recovery of coal fines. In 1973 Derrick Manufacturing Corporation introduced high frequency screening machinery into the coal industry. The first design consisted of a 4 ft. wide 18 ft. long single deck screen frame with three 100 mesh woven wire screen surfaces divided by repulping troughs for the addition of wash water. In addition, a special slotted rubber dewatering deck was installed on the discharge end of the unit to assure adequate dewatering of the screen oversize. This panel had nominal 25 mesh X 3.0" slotted openings. The machine was also equipped with a special high speed-low amplitude (3600 RPM .032" % AMP.) integral vibrator.

Experiments were performed under batchwise wet grinding conditions with dolomite mineral. The vibration signal was received by an accelerometer and transmitted to a mini-processor. The signal was first stored on a digital tape recorder (OAT) in voltage format during the grinding tests. The original signal was then re-sampled and converted into data format for IBM or compatible personal computer by a digital oscilloscope. The root-mean-square (RMS) and power spectrum was estimated on the time-domain vibration signal. A partial correlation analysis was applied to the frequency-domain signal to detect the non-zero correlation between the frequency bands and the operating parameters. A multiple stepwise regression was used to locate the key frequency bands for describing a particular operating parameter. After vibration analysis, the operating parameters in grinding, for example, the mill speed, the powder filling, the pulp density, the pulp temperature and the particle size were found to be strongly correlated with a few frequency bands. The grinding process could therefore be monitored using the vibration signal.

Survival of the mining industry as a viable economic entity in the United States is being seriously threatened by declining grades of ore reserves, rising operational and capital costs, and increased governmental taxes, restrictions, and subsidizing of third world competition. Discovery of major high-grade deposits is becoming increasingly unlikely. International competitiveness of the U.S. deposits will depend upon 'Yankee Ingenuity,' innovations in mining methods, metallurgical treatment, and financial arrangements, and a viable national strategy. This will require not only effective management for control of operations, but management that encourages breakthroughs in technology, financing, labor relations, and in public and governmental understanding. The mine geologist and the exploration geologist both have important roles to play in all aspects of this fight for survival of the industry.

The line scan video photometer is a personal computer (PC) based, software-driven instrument which is used for the real time, on-line analysis of industrial process streams. The novelty of the instrument lies in the integration of its various components: (l) a true Red/Green/Blue (R/G/B) color video camera; (2) a unique, line-scan color sample and hold technique which provides a 4 to 20 mA analog signal to a commercial 12 bit analog to digital (A/D) converter; (3) software which converts data through a color absorbance algorithm to correlate elemental color to concentration; and (4) software-based control which utilizes color data, along with temperature and conductivity data to control process equipment. The photometer can be used for noninvasive analysis wherever color hues are representative of process variables such as chemical concentrations or mineralogy color reflectance. The line scan video photometer has been successfully demonstrated in solvent extraction/electrowinning (SX/EW) and ball mill circuits of copper producers.

Dual Tube Reverse Circulation (DTRC) drilling has been extensively used for collecting groundwater information for the dewatering program at Amax Gold Inc. Sleeper Mine. This paper presents a discuss ion of the types of data which can be collected from DTRC drilling, as well as the effect submergence has on the data. A simple low-cost method of injection testing has been developed using DTRC equipment, allowing quantitative data to be obtained from exploration or test holes. Potential yields can be determined for each drill location, allowing siting and design of production wells to be optimized.

It encompasses every facet of terrestrial mining but with the unique addition of a superimposed liquid overburden, which is itself mineralized. It is the unique aspects of marine mining that are discussed in this section. In keeping with the times, a systems approach is taken in the presentation of the material. The environment is first described, and this is followed in logical sequence by the common requirements for working there, then the mineral exploration phase, the exploitation and, finally, the operational restraints imposed by man and nature. Free use is made of tables and figures from original and published works and extensive listings of reference material round out each section. The title "Marine Mining" was chosen in preference to ocean or underwater mining because it is broad enough to include oceans, beaches and inland seas. The selection of terms sometimes may seem odd but they have not been chosen arbitrarily. All things are reduced, where possible, to basics and defined. Applying systems terminology, the word "platforms" is used in the functional sense and includes not only airborne, waterborne and fixed platforms, but man himself in his capacity as a working diver. If there is confusion it is often because of familiarity with a word in a context personal to the reader. For example, what does extraction mean to you-or mining or exploitation? Cost data have been interspersed throughout the section whenever they could be obtained. The use of these data should be tempered with understanding because no two situations are alike and improvements in marine technology are constantly being made. The names of individual authors are listed with each subsection. Where no name is given, the responsibility has been that of the senior author. Acknowledgment is sincerely made to the U.S. Bureau of Mines, and latterly the National Oceanic and Atmospheric Administration, for encouraging and supporting the preparation of the work ; to the secretarial staff at the Marine Minerals Technology Center and to Donald Eisman for editing. To the many other contributors who may not be listed by name, grateful acknowledgment is also due. It is hoped that the chapter will be useful to the practicing mining engineer who suddenly is assigned to marine work or to the experienced marine engineer who is equally suddenly assigned to mining work. It is not possible to put "everything-you -need-to¬-know" into one section, but. the very full bibliographies at the end of the text should adequately fill in for those who wish to know more. 20.1-THE MARINE ENVIRONMENT Marine mining is set apart as a separate discipline by the marine environment. The following subsections describe the environment from the point of view of the physicist, the chemist and the geologist. The interrelationship of these disciplines with the economic mineral potential of the oceans and seas is apparent from the description of the marine mineral resources. The marine environment is an extremely complex natural phenomenon with which the marine mining engineer must learn to live. It can be the source of his wealth or his frustrations and sometimes both. It can never be ignored.

Ambient electromagnetic (EM) noise (natural or manmade) is a major limiting factor for the design and operation of many electronic devices, including through-the-earth (TTE) communications and tracking systems. Extensive studies on EM noise were conducted by the US Bureau of Mines in the 1970s and 1980s. Changes in the design and operation of electrical equipment since then, however, have resulted in changes in the EM noise environment. This paper reviews past research on surveying EM noise in the extremely low-frequency (ELF) and very-low-frequency (VLF) bands, which are the operating bands for TTE systems, and introduces a new battery-powered, rugged, portable measurement system for surveying EM noise in mining environments. Examples of surveyed EM noise measurement results in and above an active underground coal mine, using the new system, are presented in terms of absolute magnetic field strength levels. A new metric, average noise level (ANL), is introduced to characterize the noise level relative to a particular frequency band for a specific location. It is found that EM noise in mining environments varies significantly with time and location. EM noise levels at frequencies of 30 Hz that shifted from power harmonics (e.g., 90, 150, 210, 270 Hz) are relatively low and their variation with time can be statistically modeled by a Gaussian distribution. The conclusions and findings presented in this paper can help better design and operate TTE communications and tracking systems in underground mines.

No commodity agreements now exist for sulfur and a lack of reference to sulfur commodity agreements exists in the literature. Law (1975) made a passing reference to sulfur as one of a group of commodities where "there have been additional control efforts of various types." Clearly, sulfur was a candidate, at least conceptually in the past, for some form of commodity agreement and the following discussion centers on the world sulfur market of the early 1980's in this context. GENERAL THEORY OF COMMODITY AGREEMENTS The upsurge in demands for commodity agreements seen in the last decade or so stems largely from agitation by the less developed countries (LDC) for better economic treatment by more developed countries (MDC). Several economic factors, real or imagined, adversely affect the LDC's as follows (MacAvoy, 1977): 1) variable demand in MDC's causes wide fluctuations in commodity prices which hurt the economies of commodity producers, who are often LDC's although consumer economies may also benefit from more predictable prices; 2) a general decline of commodity prices relative to the price of manufactured goods which hurts commodity producers in their balance of trade while their stocks and overcapacity rise; 3) instability of LDC economies enhanced by the above factors lowers internal stability, inhibits foreign investment, and retards economic growth; and 4) a lack of self respect when dealing with developed countries o, following the OPEC lead, LDC producers want the stature related to cartel market power.

BACKGROUND The development of public transportation in the Los Angeles Metropolitan area is, as in other cities, closely tied to the development of the area because of increases in population and commercial and industrial activity. Local transportation first appeared in the area in the 1870s when the population was fewer than 10,000 residents. Around 1910, after many consolidations of competitive interests, two large railway companies were formed: The Los Angeles Railway, which provided urban transportation in the Los Angeles City area, and the Pacific Electric Railway, which primarily provided suburban and interurban transportation. These two entities continued with their operations until after World War II, when the ownership passed on to the Los Angeles Transit Lines and the Metropolitan Coach Lines, respectively. By then the railroads needed new equipment, track rehabilitation, and, of course, more money-paying patrons. Lack of grade separation of railway facilities from other traffic increased commute times and encouraged travel by private automobiles. The romantic era of hopping on a Pacific Electric Company "Big Red Car" was coming to an end. As early as 1917, in fact, bus lines were substituted for unprofitable rail service. The Los Angeles Metropolitan Transit Authority (LMTA) was established in 1951 by the California Legislature to study and plan for improvements in the public transportation facilities in the Los Angeles area. In March of 1958 the Los Angeles Metropolitan Transit Authority took over the operation of the two lines.

Through the use of good preventive maintenance procedures in which the work of both production and maintenance personnel is well-coordinated, production downtime can be drastically minimized, and costly repairs and interruptions in planned maintenance and production schedules can be eliminated. There had been some conflict in the past between production and maintenance people over the proper method of achieving maximum machine performance. The usual practice was to operate production equipment at maximum capacity for the longest possible time until breakdown occurred, and then make hurried repairs to get back into production. In most cases, these repairs involved unscheduled work and were thus performed inefficiently. Both production and maintenance have the same objective: to produce a quality product at maximum efficiency and at minimum cost. Preventive maintenance is a common tool available for both production and maintenance personnel to achieve this objective. Actually, one of the main objectives of preventive maintenance is to find any abnormal machine condition that may cause machine failure before a breakdown occurs. This makes it possible to plan and schedule maintenance work with the least amount of interruption and plan production volume with a higher rate of accuracy. Maintenance people prefer to perform this work on a scheduled basis and get away from the "crash" situation that accompanies breakdowns. They thereby increase the utilization of available manpower and machine time, prolong equipment life, and improve maintenance costs.

Coal, which was discovered in Utah in 1849, covers about 18% of the total area. Production in 1981 vas more than 14 million tons. However, some Utah coal mines are quite gassy. If longwall face technology is applied, then a release of a high volume of methane may be expected during the mining process. Investigations on methane content have been made by use of an isothermic bubble desorbometer. The desorbable methane content of 5 m3 to 16 m3 of methane per ton of coal mined has been determined.

A national survey, 1978-1980, found 180,973 waste impoundments used by industrial mining, municipal and other interests. Possibly 27,000 contain hazardous materials. The potential hazard of leaks polluting water supplies is a growing concern. An electrical technique was developed to efficiently and speedily detect and locate leaks in geomembrane-lined liquid impoundments without emptying the contents. A potential applied between the liquid and earth causes electric current to flow through leaks in the insulating geomembrane material to ground. The cur- rent density around the leak is used to detect and locate the leak. Field tests show single and multiple leaks 2.54 cm in diameter or less can be detected and located to within less than 30 cm.

After stating the advantages of the magnetic roasting technique as applied to iron ores, the authors report on technological research by I R S I D * in the field of magnetic roasting in fluid-bed furnaces This investigation was conducted first on an experimental two stage fluid-bed furnace which processed permanently 100-200 kg/h of ore, then on a three stage fluid-bed furnace with 1-2 t/h working capacity and at last on a 250 t/day pilot furnace The specific features of the IRSID process comprise - on the one hand, using special burners in the roasting reactor thereby ensuring a high production rate of the furnace - on the other hand, using a heat-exchanger where the preheating and cooling stages of fluidized ore are associated, so as to allow an efficient and simple cooling of both roasted ore and waste gases flowing out of the roasting reactor, thereby supplying heat to the crude ore and combustion air for the reactor burners Starting in 1965 the operation of the 250 t/day pilot plant at the Bazailles mine gave IRSID the opportunity of improving the conveying appliances and adapting them to the process, while perfectly confirming the metallurgical results obtained under ideal laboratory conditions

Water is the mainstay for the beneficiation of fine-size coal and minerals, but it is also the least desirable constituent of the final product. The basic concept of the novel process described in this paper is based on the differential surface heat absorption capacity of the individual particles. When a differentially heated solid mixture is placed on a moving belt that has been coated with low-temperature melting resin, the hotter component of the mixture will stick to the belt while the relatively cooler component will stay free on the belt and fall off at the end of the belt run. Experiments were conducted with pyrite, coal and quartz particles of 6 × 18 mesh size. The goal of the test program was to find the optimum conditions at which there exists a required temperature difference between minerals and coal particles by controlling the operating and system variables. Preliminary test results show that there is a potential for separating mineral matter from coal using the thermo-adhesive separation technique.
