In 1917, U.S. Coal and Coke Company, a subsidiary of U.S. Steel, opened Mine 31 and built the community of Lynch, Kentucky. For the time this was truly a major engineering accomplishment. It was documented in Howard N. Eavenson’s 1939 AIME paper, “Coal Through the Ages.” In 1996, Arch Coal donated the Portal 31 property to Harlan County for public use. In 2003 the Southeast Education Foundation, Inc. and the Kentucky Coal Museum plan to open the Portal 31 Exhibition Mine to the public to tell the story of Kentucky coalmining through the decades. This presentation will summarize the history of the project, efforts to bring it to reality, the engineering problems, and the challenges of providing a safe environment for visitors.

Thiourea is being applied as an industrial leaching agent for gold and silver only in a few cases. A CIP technique was developed which eliminates most of the obstacles against its use. Mild conditions for precious metals stripping from the loaded carbon simplifies process conditions in comparison to cyanide CIP technique. Examples are given.

The Slippery Rock Watershed Coalition was organized to restore a 70 km2 portion of the headwaters of the Slippery Rock Watershed in northwest Pennsylvania. Thirteen passive treatment systems have been installed with engineering and funding provided by private industries, county government and the Commonwealth of Pennsylvania. In addition, experimental systems have been installed at the Jennings Environmental Education Center which, in addition to monitoring the systems installed within the watershed, provide an array of educational and research opportunities for secondary, college and university students. The coalition sponsors an annual seminar for students to present the results of their research and field trips for public officials and private citizens to learn how public and private partnerships work together to restore the Slippery Rock Creek watershed.

The formation of copper thio-complexes in sulfide solutions has been recognized for many years and the measured solubilities of certain copper sulfide minerals attributed to these complexes. Attempts to model this system have proposed either copper(I) or copper(II) thio-complexes, and these have been incorporated into computer programs for generating stability diagrams for the copper-sulfur-water system in order to delineate the region where the reductive dissolution of copper sulfide minerals is likely. In this paper it is proposed that the dissolution of copper from both ore bodies and sulfide tailings can be explained by the formation of the cupro-thio-complexes under anaerobic conditions. Stability diagrams are presented to depict the region and extent of the solubility.

Defining the Risks The bad news is peak commodities, energy and economic crisis and stock markets collapsing are the issues that are already hitting everyone?s bottom line and draining the treasuries of every mining company around the world. Higher energy costs are affecting the bottom line more than ever before, which is creating more risk for companies. Mining companies have major land positions around the world and they have major energy needs. Uncontrollable increases in energy costs, increased regulations for diesel fuel emissions and energy intermittencies are costing mining companies more time, money, and man-power, which are cutting into profits and hitting the balance sheet. The good news is, there are practical energy solutions which are off the grid, tried and true methods which can be implemented in a cost-effective manner and will increase profitability and save shareholder values as well as energy security for these companies and their projects. To date, most of the mining resource industry has not yet considered or used other forms of power like clean, sustainable, or alternative energy for their own energy needs. The reasons have primarily been pushback from the mining industry due to beliefs of older technologies in alternative energy, a lack of understanding of the cost advantages long term, and perceptions of environmental relativity.

Graphite is elemental carbon that crystallizes in the hexagonal system as six-sided platelets. It occurs naturally and is mined. And it can be made artificially from petroleum coke in the form of shapes (electrodes) and powders. The market for most kinds of graphite in most end-uses was good in 2004. The 2005 graphite market looks positive. The major graphite prices, as given in Industrial Minerals, remained unchanged throughout the year. The preliminary 2004 U.S. Geological Survey (USGS) prices for natural graphite showed almost no change for crystalline flake. They were $600/t ($544/st) in 2004 and$622/t ($564/st) in 2003. Mexican amorphous graphite was almost unchanged at $150/t ($136/st) in 2004 from$152/t ($138/st) in 2003.

The timing was right for SME to celebrate its 50th anniversary in February as a member society of AIME. The mining industry is in the midst of a commodities boom that appears to have legs. Not only is the demand for metals, construction materials and the like increasing in developing nations, but developed nations have also seen the demand for those materials increase at impressive rates. So, in addition to networking and seeing old friends, attendees at the SME Annual Meeting and Exhibit in Denver, CO. Feb. 25-28, had several reasons to enjoy the week — a healthy industry and their society’s landmark anniversary. This annual meeting was held jointly with the Colorado Mining Association’s (CMA) 109th National Western Mining Conference.

INTRODUCTION A variety of instruments are available for measuring or monitoring the performance of underground mine-ventilation systems. In general terms, the instruments may be classified as those that measure air velocity and those that measure gaseous concentrations. All costs herein are in terms of 1978 US dollars. The mention of a specific manufacturer or device is not intended to be an endorsement by the US Bureau of Mines. AIR-VELOCITY INSTRUMENTS The basic instruments used for measuring the air velocity in mines are the vane anemometer and the smoke tube. Vane Anemometer Of the air-velocity instruments, the 102-mm (4.0¬in.) vane anemometer is the most common and is available as either a low- or high-speed type. The low-speed anemometer generally is the most suitable for measuring the velocities in ordinary airways. For a rough check of the velocity in an airway, it usually is satisfactory to hold the anemometer by hand, positioning it in the center of the airway for 30 sec. However, the resultant error may be as high as 25% , and such a hand-held approach is unsuitable when accurate or reliable measurements are required. To obtain more accurate measurements, the proper procedure is as follows: 1) Since holding the anemometer by hand generally causes the instrument to read about 15% high, it is mounted on a 0.6-m (2-ft) extension rod. 2) The airway is divided into equal right and left halves. A 1-min traverse is used in each half, moving the anemometer smoothly up and down in a zigzag pattern so that the entire half is covered within the allotted minute. 3) The manufacturer's correction table is applied to the readings to adjust the velocity calculation as necessary. Whenever possible, anemometer readings should be obtained in a long straight section of airway that has a constant cross-sectional area. Bends and obstructions should be avoided, since they cause turbulence and other discontinuities in the airflow and can degrade the accuracy of the velocity measurements. Although a series of velocity measurements at one location usually corresponds to within a few percent, this is not an indication that the airflows calculated from those readings are completely accurate. One reason is that the correction table provided with the instrument generally is not for that specific instrument; instead, it represents the average correction for all such instru¬ments made by the particular manufacturer. Most cor¬rection tables specify a correction factor of from 0 to 15%, depending upon the velocity. However, even after correction, the instrument error still may range from 3 to 5%. At low velocities such as those below 0.76 m/s (150 fpm), the instrument error can be two or three times greater than this, ranging from 6 to 15%. The new ball-bearing anemometers generally perform somewhat better at low velocities than did the older conventional anemometers. Another source of error is introduced when measur¬ing the cross-sectional area of the airway or entry. Under the best of circumstances, measurement errors, instrument errors, and a host of other minor errors all combine to cause a total error of at least 10% in the velocity calculation. The vane anemometer also can be used with reason¬able accuracy to measure airflows in mine-ventilation ducts. In this application, the anemometer is mounted on a rod and is held at the center of the duct end. For a duct that is discharging air, the average velocity in the duct is 85% of the centerline reading (Northover, 1957). For a duct that is taking in air, the average velocity is 70% of the centerline reading (Haney and Hlavsa, 1976). To measure the airflow discharged from a regulator or from a small hole in a stopping or bulk¬head, a correction factor for the area is necessary. A good approach in this situation is to traverse the area of the regulator or hole, holding the anemometer with an extension rod. This provides an average velocity that is multiplied by 85% of the measured area of the regulator or hole. In all cases, the manufacturer's instrument cor¬rection table must be used and applied properly. For accurate results, the anemometer should be returned to the manufacturer for periodic cleaning and checking. If it is in daily use, the anemometer should be returned about once per year, and proportionally less frequently if the usage is less frequent than on a daily basis. Smoke Tube The smoke tube may not appeal to individuals who believe that good measurement results can be obtained only with expensive, complicated, and fragile instru¬mentation. Nevertheless, smoke works about as well as anything for the routine measurement of low air velocities in mines. The following procedure yields reasonably good results: 1) Two marks are scratched 7.6 m (25 ft) apart on the floor of the airway. 2) The smoke tube is used to release a cloud of smoke in the center of the airway, about 0.9 m (3 ft) upstream of the first mark on the floor. 3) A timed interval begins when the leading edge of the smoke cloud passes over the first mark, and the interval stops when the leading edge of the cloud passes over the second mark. 4) A factor of 20% is subtracted from the cal¬culated velocity to determine the true average velocity, providing a correction for the centerline and for the spreading effect at the front of the cloud. Overcoring tests were conducted at the Near-Surface Test Facility(NSTF) to assess the suitability of five techniques (U.S. Bureau of Mines borehole deformation gauge (BDG), Commonwealth Scientific and Industrial Research Organization (CSIRO) hollow inclusion stress cell, Luleå triaxial gauge (LuH gauge), and Council for Scientific and Industrial Research (CSIR) doorstopper) for in situ stress determination in a closely jointed basalt. This effort is in support of the Basalt Waste Isolation Project, which is studying the feasibility of locating a nuclear waste repository in the basalts of the Hanford Site in southeastern Washington. This paper presents the results from the overcoring study that formed the basis for selection of two techniques to be used during the further exploration of the basalt formations at depth.

A systematic study was carried out to investigate the reduction reaction mechanism of oxygen on pyrite surface using electrochemical techniques. The polarization curves showed two distinct regions, the Tafel region for superoxide formation and limiting current region for diffusion of dissolved oxygen to form hydrogen peroxide. These results were confirmed with a-c impedance measurements.

I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. Simulated weathering tests are used to estimate leachate quality of rocks containing varying concentrations of pyrite and carbonates at mines. This study reports the inter-laboratory results from the third phase of a three part effort to develop a standardized, reproducible simulated weathering test for coal mine overburden. Initial development in phases I and II included evaluation of different test apparatus, effects of particle size, gas composition, leaching frequency and other variables. Phases I and II results are reported by Brady et al (2004) and Hornberger et al (2004). In Phase III, a standard column leaching protocol was used by eight commercial, government and university labs to test five rocks of different lithology, pyrite and carbonate content. Ideally, a simulated weathering test should have three characteristics to be useful in mine drainage studies. These include the capability to produce repeatable results, accuracy in simulating field conditions, and a concise test protocol of weeks to a few months. Simulated weathering, or kinetic testing, produces an effluent that simulates mine drainage composition. This can be beneficial for predicting mine drainage quality in comparison to whole rock analyses. The effluent may be tested for the same water quality parameters as the drainage produced during mining, such as pH, acidity, alkalinity, sulfate, iron, manganese, aluminum or other parameters. If the physical, chemical, and biological conditions of the kinetic tests are representative of those found in the mine environment, leachate composition may be used to estimate the water quality parameter concentrations produced during mining. Hornberger and Brady (1998), and Geidel et al (2000), compiled comprehensive chapters on kinetic tests for mine drainage prediction. These sources included: (1) a chronology and synopsis of scientific literature on these kinetic tests as they have developed over approximately 50 years, (2) discussion of the influence of physical, chemical, and biological processes, and (3) general guidelines for test procedures, data interpretation, and recommendations for further research to develop standard methods. Most of the kinetic test methods in use today were substantially developed and applied more than 40 or 50 years ago, including leaching columns (Braley, 1949), humidity cells (Hanna and Brant, 1962), Soxhlet reactors (Pedro, 1961), and field scale tests (Glover and Kenyon, 1962). . The most commonly used kinetic tests for mine drainage prediction are leaching columns and humidity cells. While these kinetic test methods and others have been used in hundreds of mine drainage studies as shown in Hornberger and Brady (1998) and other references (e.g. Sorini, 1997), they have rarely been used in coal mine permitting by either regulatory agencies or the mining industry. The major impediment to routine use of kinetic test methods is the variation in the design and operation of these kinetic tests, and lack of a standardized, accepted (e.g. by EPA or ASTM) test method. Interpretation and data comparison from different studies can be difficult. METHODS Five rocks of varying lithology, mineralogy, carbonate and pyrite content were collected in bulk from Pennsylvanian age coal measures in Pennsylvania, West Virginia and Indiana. Mineralogical composition of the samples was characterized in detail by Hammerstrom et al (in press) using optical, X-ray diffraction, scanning electron microscopy and electron microprobe methods. Acid Base Accounting (Sobek et al 1978; Skousen et al, 1997, Kania, 1998) was performed on bulk samples for % total sulfur (%S) as a measure of pyrite and potential acid generation, and Neutralization Potential (NP) as an index of carbonate content. A modified NP test, following the procedure suggested by Skousen et al, 1997 was also conducted for four of the five samples. The modified NP test accounts for initial acid consumption, Fe oxidation, and subsequent Fe hydrolysis by the iron carbonate mineral siderite. Siderite, even though it is a carbonate gives zero net alkalinity. Lithologic, Acid Base Accounting and general mineral composition data for the five rocks are shown in table 1 (see Appendix). Whole rock elemental analysis for major and trace elements was conducted on a sub-sample of each rock type. One laboratory was contracted to mix, homogenize, and size the bulk samples and prepare sub-samples for all the participating labs. Splits were sent to eight labs, and each organization was provided a detailed set of instructions for column assembly and leaching procedure. The protocol was developed based on results from phases 1and 2 of this study. The principal features of the column assembly are: a specific composition of particle size by weight (table 2), weekly leaching cycles, and incubation under humidified air containing 10% CO2. Figure 1 shows the column construction. [ ] The particle size distribution of the crushed rock sample is largely an artifact of the crushing process, rather than a natural systems process like the particle size distribution of a soil or an unconsolidated sedimentary deposit. The standardized particle size distribution, shown in Table 2, promotes operational consistency of the weathering test procedure, and provides better control over reaction kinetics. Large amounts of fine particles within specific zones of the leaching columns have been found to impede uniform fluid flow and/or gas flow (Hornberger and Brady, 1998). Regarding reaction kinetics, the importance of surface area to volume ratios has been described in a previous phase of this study (Brady et al., 2004), and significant differences in crushed particle size distributions and effective surface areas were found among the lithologic units. Minerals contribute to the U.S. gross domestic prod-uct (GDP) at several levels?mining, processing and manufacturing finished products. In 2008, the estimated growth rate for the real GDP of the United States was 1.1 percent and the nominal GDP was about $14.3 trillion (Table 1). Trends in various sectors of the domestic economy are often reflected in mineral production and consumption rates. For instance, continued declines in the U.S. housing market during 2008 were reflected in further reductions in the production and consumption of cement, clays, construction sand and gravel and crushed stone (mineral commodities that are used almost exclusively in construction), and those associated with the related manufacture of goods, such as ceramic tile, heating and air conditioning equipment, paint, plumbing and sanitaryware, roofing, wiring and wallboard ? all used by the housing industry. The widespread effects of the slowing domestic economy became more apparent in the last three to six months of 2008 when prices for many mineral commodities declined sharply after reaching record highs earlier in the year, indicating significantly lower demand for those materials or products containing them.

Success of the Gold Line Eastside Extension rail tunnels in Los Angeles has prompted Metro?s planning for two new rail lines to include underground alternatives. The Westside Extension Transit Corridor alternatives include up to 17 miles of subway to be constructed in soft ground. The routes will require construction in Los Angeles? ?Potential Methane Zone,? not considered for subway construction until recently. Slurry face TBMs will likely be specified. The Regional Connector, through the downtown area, includes one underground alternative with 1.7 miles of tunnel as well as three underground stations in soft ground and rock. Challenges will include tunnel and station construction under narrow streets. This paper will describe the alternatives, planning, geologic conditions and tunneling concepts for both planning studies.
