This paper presents a dynamic model for column flotation. The model equations are normalized and the dimensionless groups that are directly responsible in determining the column flotation behavior are identified. The resulting model equations are incorporated for computer simulation. Numerical results from computer simulations are analyzed to gather information about design and operation of column flotation devices.

Conflicts are common in the mining industry. Engineers are accustomed to addressing issues such as land use, air and water pollution, and health and safety. Although conflicts of interest are important in the industry, they do not have the impact on organizational decision making that controversy does. Controversy is a type of conflict, probably the most important type, for effective decision making and competent problem solving. It exists when one person's ideas, information, preference, choices, conclusions, theories, opinions, or perspectives are incompatible with another's and the two seek to reach an agreement (Johnson and Johnson, 1979). Interpersonal and intergroup controversy is prevalent in the day-to-day functioning of organizations. If constructively managed, this type of controversy has important implications for effective decision making and problem solving. Too few organizational members accept controversy, and almost none attempt to stimulate it. This is because too few of them understand controversy well enough to accept and use it effectively. Most organizational personnel lack the interpersonal skills needed to stimulate controversy and manage it effectively. Discussion of conflicting ideas may not be common in problem solving situations due to the fear and anxiety most people feel in conflict situations. Traditionally, organizations suppressed conflict. They believed it was avoidable, caused by management errors. Optimal organizational performance required its removal. Conflict, though, is inevitable. And optimal organizational performance requires a moderate level of conflict. Management should manage the level of conflict and its resolution, for optimal performance. The current view stresses the importance of controversy for learning. Confronting a person with a different point of view stimulates that person to gather more information to elaborate, justify, or provide rationale for their position. Controversy: Process and Outcomes The decision making process begins with participants categorizing and organizing current information and experiences so that a conclusion is derived. When participants present their conclusions to another group and realize their conclusions are being challenged, a state of internal conceptual conflict or uncertainty ensues. This uncertainty motivates the challenged group to actively search for more information, experiences, and a more adequate cognitive perspective and reasoning process to resolve the uncertainty. Participants will adapt their cognitive perspective and reasoning through understanding the perspective and reasoning of others to derive a new or reorganized conclusion. This process may be repeated several times before a decision is reached. The active search for additional information on the alternatives is also promoted, along with greater mastery and retention of information and a more accurate understanding of opposing viewpoints (perspective taking). Of the many positive outcomes of the use of controversy, the effect on higher level cognitive reasoning and processing is especially important in engineering decision making. Research has been done on expert-novice difference in medical diagnoses, physics problem solving, and geological exploration. It shows that preparation for verbal interaction and the actual verbal interaction with peers with differing view-points promotes the development of expertise. Constructive Controversy Conditions Some controversies among decision makers concerning their preferred solutions to a problem can be beneficial. But sometimes they are not. As with all types of conflict, the potential for either constructive or destructive outcomes is present. Whether the consequences are positive or negative depends on the controversy and the way it is managed. The conditions and procedures of controversy management that determine the outcome include: the goal structure within which the controversy occurs; the degree of heterogeneity of decision makers; the amount of relevant information distributed among decision makers; the ability of decision makers to disagree with each other without creating defensiveness; and the perspectivetaking skills of the decision makers. Introduction The mining industry is perhaps best characterized by the numerous and abnormally high risks associated with the business of mining and by its most basic assets - ore deposits, people and technology. At the most fundamental level, it is the quality and effective utilization of these basic assets that determine a mining company's ability to compete efficiently in the international market place. The gold industry has received much attention in recent years and especially in recent months, for good reason. This commodity serves as an excellent platform for the subsequent discussion of these three basic assets and their role in mining's future. Facets of the gold industry The fate of this noble metal in recent times illustrates some of the various risks associated with the mining industry and the importance of high-quality assets, whether they be ore deposits, people or technologies. The following comments pertaining to the gold industry help place proper focus on subsequent discussions. All monetary amounts given are in US dollars. Throughout 1997, falling gold prices broke record after record: first hitting three-year lows, then a 12-year low in July and finally an 18-year low at year's end. From Jan. 1 through Dec. 31, 1997, the price of gold fell by more than $2.57/g ($80/oz), or some 22%. The decline in gold-mining profitability and stock prices was even more dramatic. At the beginning of 1997, the 20 largest gold producers in North America had a market capitalization of approximately $44.5 billion. At year's end, this market cap had fallen to $26.2 billion, a reduction of 41%. The total market cap of all the world's gold companies fell from $71 billion to $46 billion, a 35% drop (Serwer, 1998). Analyses suggest that, at a spot gold price of $9.65/g ($300/oz), only one, or possibly two, North American gold-producing companies can make money when break-even or "total costs of production" are considered. While strong hedge positions mitigate this situation in the short term, clearly, this is an industry in desperate straits. For example, write-downs for North American producers in 1997 were approximately $2.5 billion. Speculative short positions in 1997 were near historical record highs and generally exceeded long positions by factors of 9:1 or 10:1. Much of this is driven by some US commercial banks, hedge fund managers and commodity speculators who can significantly move gold prices sharply over short periods of time by selling gold they do not own in the expectation they can buy it back at a lower price before they have to deliver. These signifcant short positions are likely to continue as long as central banks are willing to sell or loan gold to financial institutions that in turn make the gold available to speculators who hope to capitalize on price fluctuations. The Far East accounts for approximately 26% of the annual demand for gold. Including India, the region accounts for 43% of total demand. More than 85% of the physical demand for gold is for investment jewelry in Asia and the Middle East. This demand is extraordinarily price sensitive. The fairly recent turmoil in Asian markets and economies, combined with currency devaluations throughout the region, have made gold more expensive (30% to 50% in local currencies) for those peoples most likely to treat gold as a safe investment haven. Higher interest rates also have reduced the amount of money they have to spend on consumer goods such as jewelry. All of these recent Asian events are deflationary in nature. This paper discusses the ways in which the metals industries dealt with surplus capacity in the past, primarily the twenty years, 1950 - 1970. During this period, the bulk of metals production in the market-economy countries was controlled by private sector companies. Since then, public sector companies have played an increasingly important role in the metals industries of the market-economy countries. Of course, the change was not overnight. It occurred gradually over a period of many years. Indeed, by 1965, several developing nations had adopted policies of government control of metal operations previously in private hands. The metals industries are so many, so large and so diverse that the constraints of time make it impossible to deal with all segments. To illustrate the problems of surplus capacity in the metals industries during the period, this paper focusses primarily on three metals. One experienced rapid market expansion between 1950 and 1970; one had a growth more or less in line with the expansion of the world economy; and one lagged well behind the pace of industrial expansion. No one will be surprised if aluminum is identified as the metal with rapid growth; copper is identified as the metal that kept pace with the world economy; and tin is identified as the laggard. Individual computations of the rate of growth for these metals show some variations, but most estimates place the increase in aluminum consumption in the market economy countries between 1950 and 1970 at a compound annual rate of about 8%. The corresponding figure for copper is a compound rate of 4%. Tin consumption showed no growth. A widely accepted point of view is that sharply rising demand will force the price of a commodity to increase substantially in order to attract a necessary expansion of supply. The corollary to this is that stagnant demand will hold prices down, as there is no need to stimulate new supply and it may be necessary to force marginal producers out of the market. The experience with aluminum, copper and tin in the years 1950-1970 does not support this theory. In 1950, the average prices in the United States market as reported by the American Bureau of Metal Statistics were 17.74 a pound for aluminum, 21.24 a pound for copper, and 95.54 a pound for tin. The corresponding figures in 1970 were 28.74 a pound for aluminum, 57.74 a pound for copper and 174.24 a pound for tin. Aluminum, with the greatest market growth, rose by 60%, whereas tin rose 82% and copper by 172%. Clearly, other factors were a more important influence on price than was the trend of demand To revert now to the capacity issue, during the period under review aluminum demand was rising so sharply that that industry had no sustained problem with surplus capacity. Instead, if anything, capacity may at times have been a constraint on demand. The industry succeeded in attaining explosive market growth through imaginative research and promotion programs. Some of this growth was the result of substitution of aluminum for other commodities – steel, copper, wood and glass as examples. But much of the growth was the consequence of developing entirely new products through technological innovation. Prior to World War 11, the number of aluminum producers was extremely limited. Alcoa and Alcan in North American and Pechiney and Alusuisse in Europe were the dominant firms. The developing countries had virtually no production and in Japan and Germany production was only a small fraction of the North American output. During the War years the United States had financed the construction of many new facilities. After the war these plants were sold by the government to Reynolds and Kaiser in order to foster more competition in the market. Subsequently many other concerns became aluminum producers, both in the United States and elsewhere and competition for markets intensified.

Federal laws mandate the presence of refuge alternatives (RAs) in underground coal mines and provide guidelines for harmful gas removal. After an explosion, harmful gases can follow survivors into an RA and can reach a deadly concentration. Investigators from the National Institute for Occupational Safety and Health (NIOSH) tested 12 ventilation system configurations (VSCs) to purge sulfur hexafluoride (SF6) tracer gas from a built-in-place (BIP) RA in the Experimental Mine in Bruceton, PA. Using a borehole air supply, tests were conducted with airflows of 750 and 1,000 standard cubic feet per minute (SCFM). Excluding a VSC where the air inlet was 1.98 m (78 in) from the air outlet, the results show that the time to purge the SF6 concentration from 1,000 parts per million (ppm) to 25 ppm ranged from 26 to 29 minutes for an airflow of 750 SCFM and ranged from 18 to 23 minutes for an airflow 1,000 SCFM. Mines can use this information to reduce purge time in case of a mine disaster and determine which VSC to avoid. INTRODUCTION After a fire or an explosion in an underground mine, the concentration of carbon monoxide can reach a fatal level. In a mine disaster, the main goal is to escape. However, if miners cannot escape, they have to migrate to a location to find refuge and, if possible, communication, and a borehole source for a fresh air supply. To ensure survival of the miners, Federal laws mandate the presence of a refuge alternative (RA) within 304.5 m (1,000 ft) of the nearest mining face. In addition, Code of Federal Regulations Title 30 CFR Section 7 sets the guidelines for personnel tracking, RAs, and the removal of noxious gases in underground coal mines (Mineral Resources, 30 CFR, 2014). Federal regulations define an RA as a protected, secure space with an isolated atmosphere and integrated components (Mineral Resources, 30 CFR, 2014). There are three types of RAs: portable metal RAs, portable tent-type RAs, and built-in-place (BIP) RAs. A BIP RA is constructed using masonry or other stoppings to create an isolated space in a mined-out area. Blast doors are installed in one or both of the stoppings for the miners to enter the RA. Furthermore, RAs must provide the following components: breathable air, food, water, air monitoring, and harmful gas removal. Federal regulations have emphasized the mandate for breathable air and harmful gas removal in the following words: “Purging or other effective procedures shall be provided for the airlock to dilute the carbon monoxide concentration to 25 ppm” (Mineral Resources, 30 CFR, 2014). The purpose of the mine ventilation system is to provide a sufficient quantity of air to the underground mine workings, to dilute methane and other contaminants, to maintain a suitable working environment, and to prevent accidents from happening (Cheng and Wei, 2014). In addition, the organic nature of coal amplifies risks from poisonous gases, explosions, and fires (Engström et al., 2018). If an underground coal mine ventilation system fails after an explosion, the concentration of toxic gases, most notably carbon monoxide, will increase. Carbon monoxide is dangerous because it creates tissue hypoxia by binding to hemoglobin (Özmen and Aksoy, 2015).

According to accident statistics (l, 2), roof fall accidents occur quite frequently at the intersections of underground? openings and account for up to 30% of the roof fall fatalities. But this figure will certainly go up considerably if roof falls not associated with any fatal accident are included in the analysis. Unfortunately, nonfatal roof falls are seldom documented. In the underground coal mines, there are two types of entry intersections. One is the three-way (V type) and the other is the four-way (T type) intersections. A three-way intersection occurs whenever the mainline track haulageway turns at an angle into a section haulageway. The four-way intersections by far the most common type in the U.S. under-ground coal mines are formed by the intersections of two entries which are oriented perpendicular to each other or by the intersections of entries and crosscuts. However, crosscuts are frequently driven at an angle to the entry to facilitate machine movements. The four-way intersections formed by this method of crosscut development are angled. At the intersection of two underground openings, the diagonal roof span is wider than the width of each individual opening. This is one of the major reasons why roof falls occur more likely at the intersections than in the entry between pillars. Consequently, special intersection support plans are usually employed (Figs. 1 and 2) for intersections. The most popular practices are to decrease roof bolt spacing 1 ft. less than or to increase roof bolt length 1 to 2 ft. longer than those employed in the entry between pillars (3). The increase in bolt length or decrease in bolt spacing can be applied to all of the bolts in the intersection or employed only for the strategically located bolts depending on the individual mine practices. These rather generalized practices seems to be adequate for some areas but in many cases inadequate for others. Occasionally, the neighboring two lines of chain pillars are staggered such that the crosscuts in one row of chain pillars face the centers of the chain pillars in the neigh-boring rows. This layout forms T-type three-way intersections which are also inadequate for most weak roofs (3, 4). A study was therefore initiated to develop special techniques for intersection supports. The first phase of the study was the analysis of the stress fields for the underground entry intersections. A three-dimensional stress analysis was necessary for this purpose. Unfortunately, the three-dimensional problems of complicated boundary conditions are beyond the existing analytical methods. The three-dimensional finite element method (FEM) was therefore employed in this study. In the analysis, square pillars of 40 feet wide and an entry height of 8 feet were assumed while entry widths varied at 14, 20 and 26 feet. This model was selected to simulate the mine where roof falls data were collected. The second phase of the study was the collection of field data. The sizes of the roof falls including heights, lengths and widths were collected and analyzed. In the third phase study, the results of the first and second phases were compared and discussed. The analysis of field data revealed an arching zone within which roof falls occurred. The arching zone above an entry obtained empirically was compared with the calculated stress contours. Assuming that the bolts must be anchored in the rock strata outside the arching zone, the preferable systems of bolting were proposed. Also the amount of pretension required to inhibit sliding between layers was discussed.

The olfactory system (sense of smell) is crucial to the ability of fish to avoid predators, recognize kin, and synchronize reproduction (Baldwin et al. 2003). Copper (Cu) has been shown to impair olfaction in juvenile freshwater life stages of salmonids (including Pacific salmon and trout) in some laboratory experiments; and in the United States, public concerns have been expressed that current regulatory criteria for Cu in fresh water are not adequately protective of olfactory function in salmonids (e.g., OSU 2007; Pearson 2007). These concerns have largely been raised because some Cu concentrations that have caused olfactory impairment in salmonids in the laboratory are less than Cu concentrations that have been shown to reduce salmonid survival, growth, or reproduction (the effects endpoints that are typically considered in deriving ambient water quality criteria). However, two important and interrelated points that must be considered: (1) freshwater Cu criteria are "driven" by the sensitivities of several invertebrate species that are more sensitive than the olfactory impairment threshold in salmonids when (2) the influence of water chemistry on Cu bioavailability is properly considered in deriving Cu criteria. Bioavailability refers to the ability of various chemical forms of Cu to interact with receptors on the surface(s) of organisms and thus directly cause toxicity or uptake by the organisms. The toxicity of Cu and other metals to aquatic organisms is a function of water chemistry. For example, acute Cu toxicity in fresh water generally decreases as pH, water hardness (Ca2+ and Mg2+), alkalinity, and dissolved organic carbon (DOC) concentrations increase (Meyer et al. 2007). The U.S. Environmental Protection Agency (USEPA) has recommended hardness-based freshwater aquatic life criteria for Cu and other metals since the 1980s (e.g., USEPA 1985); and hardness-based metals criteria decrease (i.e., become more restrictive) as water hardness decreases. More recently, the USEPA has recommended freshwater aquatic life criteria for Cu based on the biotic ligand model (BLM; USEPA 2007), which accounts for the influence of multiple water chemistry parameters, including DOC, pH, alkalinity, Ca2+, Mg2+, and several other cations and anions. The BLM-based Cu criteria generally decrease as DOC concentration, pH, alkalinity, and water hardness decrease. Because DOC has a stronger influence on Cu bioavailability than water hardness, hardness-based and BLM-based Cu criteria can differ considerably. For example, in water that has low DOC and high hardness, the hardness-based Cu criterion would be relatively high (because it is driven by the high hardness) but the BLM-based Cu criterion would be relatively low (because it is driven by the low DOC). Thus, any evaluation of the protectiveness of Cu criteria against a given effect, such as olfactory impairment, must properly account for the chemistry of the exposure water. Meyer et al. (2013) compiled data on Cu-induced olfactory impairment and olfactory-induced behavioral effects from tests in which BLM parameters were measured. They demonstrated that the USEPA's BLM-based freshwater life criteria for Cu are protective against olfactory impairment, because it adequately accounts for water chemistry (whereas the USEPA's hardness-based Cu criteria are not consistently protective). Olfactory impairment by Cu is now receiving increased attention in Canada and Europe (e.g., Wall 2013; Stang 2013). Accordingly, in this paper we have expanded the analysis of Meyer et al. (2013) to consider copper guidelines from various other countries and whether these guidelines are protective against olfactory impairment.

Many factors must be considered when performing engineering and construction work for a major minerals project. Dravo's Afton copper smelter in British Columbia illustrates some of the E&C factors considered when setting up this new operation. In March 1978, Afton Mines Ltd., a Tech Corp. subsidiary, began blister copper production at the world's first integrated copper ore mining, milling, and smelting operation to use Top Blow Rotary Converter (TBRC) process smelting technology. This key TBRC smelting element is licensed by INCO Ltd. to Dravo Corp. The TBRC process uses a single vessel of modular design. It rotates for mixing and provides complete processing capability, from concentrate through blister copper. The Afton facility is about 16 km west of Kamloops, a town in south-central British Columbia. To make its operation as economic as possible, Afton officials considered several options for the copper smelter, the first in modern times in the province. Inability to extract precious metals-primarily gold-from the concentrates ruled out hydro-metallurgical processes. The final choice was between a conventional electric furnace/ Peirce-Smith converter combination and the TBRC process. The TBRC process was chosen for its versatility in processing the various Afton concentrates and grades and its 40% lower capital cost compared to the electric furnace converter system. The TBRC smelter -including concentrate slurry receiving, drying, storage, smelting, off-gas cleaning, and copper casting-had an installed cost of about $25 million. In December 1974, a pilot program was conducted by Teck, Dravo, and INCO at INCO's Port Colborne, Ontario, research facility. The pilot program demonstrated the TBRC's ability to smelt, convert, and clean copper slags. After the successful pilot effort, Dravo performed additional research to find an effective fixation system for high grade, intermittent SO2 gases. Once the go-ahead was given, design and procurement for the Afton copper smelter was provided by the Denver Division, Dravo Engineers and Constructors. Commonwealth Construction, Vancouver, constructed all Afton facilities. Afton's single furnace smelter is designed to produce 25-kt/a blister copper in 363-408 kg cake form. The product is sold to England for electrolytic refining. The TBRC process is only one of several innovations proposed by Dravo and chosen by Afton to insure the most modern smelter in North America and meet all British Columbia's environmental restrictions. Conventional smelting methods use a separate furnace for each process step. The TBRC process employs but one furnace. The Afton TBRC vessel measures 6.4 m in length and 4.3 m in diameter. The furnace is supported on a set of motor-driven rollers. These permit the vessel to rotate at variable speeds to 40 rpm. Rotation provides good mixing, high reaction rates, and effective heat transfer from the refractory sides to the molten bath resulting in a low thermal gradient. The furnace can tilt through a full 360° for charging, firing, and pouring. Smelting at Afton is accomplished in sequential fashion. Flotation concentrate and limestone flux are initially charged to the hot, empty vessel. Using the water-cooled, oxy-fuel lance, the initial charge is smelted. Once sufficient molten bath is obtained and slagging completed, the metallic concentrate is charged. It is imperative that the hydrogeologic frame- work and the ground water flow systems of a Potential mine area be investigated prior to initiation of mining. Such investigations are necessary so that potential mine water inflow problems can be anticipated and controlled. Obvious difficulties can arise if large inflows of ground water occur in underground workings. Costs of water removal and disposal, if not foreseen and included in economic planning, can severely limit or eliminate profit from a mining operation. Safety problems associated with large inflows are an additional potential problem. The inflow of water into a mine necessarily alters the associated ground water system. The inflow also may impact nearby surface water regimes, depending upon the interaction of the surface water and ground water systems. The inflow of water into a mine inevitably causes a decline in the ground water levels in the vicinity of the mine. This decline may be restricted to a small area or it may extend a considerable distance, depending upon the hydrogeologic properties of the associated hydrostratigraphic units. A decrease in surface flow will result if the area of ground water level decline intersects a stream or spring that is hydraulically connected to the ground water system. Mine inflow problems historically have been evaluated after-the-fact. Premining hydrologic investigations only recently have been initiated. Brown's (1977)* report on anticipated hydrologic impacts of oil shale mining in the Piceance Basin of Colorado is an example of premining hydrologic planning. Observed difficulties inherent in designing a data collection network and then utilizing the data to predict mine inflow have led us to the preparation of this manuscript. This manuscript reflects a two-phase effort. The first phase describes and develops analytical and numerical techniques for mine inflow prediction. Emphasis in this section is placed on the selection and application of data collection techniques and data analysis procedures. The second phase applies the prediction technique(s) developed during phase 1 to two existing mines. The objective of phase 1 efforts is to evaluate the hydrologic variables associated with surface water systems and ground water systems that can affect the inflow of water into an underground mine. Subsequently these variables are incorporated into predictive techniques for estimating underground mine water inflow and its effect on associated ground water and surface water systems. The specific objectives of phases 1 and 2 are to: 1) Determine the hydrologic parameters required for predicting underground mine water in- flow and the potential effects of the inflow on surface and ground water systems. The hydrologic parameters represent both premining and past initiation conditions. 2) Outline methods for obtaining the necessary input data for the predictive techniques in pre- mining and post initiation periods. 3) Present existing numerical techniques for predicting underground mine water inflow including assumptions Ad required input. 4) Evaluate existing numerical techniques previously tabulated based on their applicability to mine water inflow prediction. 5) Attempt to develop analytical techniques for predicting underground mine water inflow. 6) Develop, through modification of existing models, a general mathematical model as a numerical technique for predicting underground mine water inflow and the resultant effects on surface and ground water systems. 7) Apply the predictive techniques to two existing mines selected for this purpose. 8) Compare the predicted inflow rates to measured inflow rates at both mines. 9) Compare predicted impact on district hydrology to observed impacts where possible. 10) Evaluate the predictive technique.

[Introduction] Section 122 of the Clean Air Act Amendments of 1977, Public Law 9595, directed the Administrator of the Environmental Protection Agency, to review all relevant information and determine whether emissions of radioactive pollutants into ambient air will cause or contribute to air pollution which may reasonably be anticipated to endanger public health. In August 1979, EPA published a preliminary report on assessments of public health impact resulting from emissions of radionuclides into air from a broad spectrum of major source categories (1). A section of this document presented a theoretical analysis of the radioactive airborne emissions from several non-uranium mines including iron, copper, zinc, clay, limestone, fluorspar, and phosphate. Since 1978 EPA's Las Vegas Laboratory has been gathering field data on actual radionuclide emissions from these mines to support the earlier theoretical analysis. The purpose of this paper is to present the results of those field measurements in comparison with the assumed values for the theoretical analysis. Data were presented in EPA's preliminary report on both gaseous radon-222 and particulate uranium-238 emissions from non-uranium mines. Most of the emissions data were rough estimates based upon the uranium content of the ore. Preliminary data from a few field studies were also used. Although both the theoretical and field studies by EPA were concerned with radon-222 and radioactive particulate emissions, this paper will concentrate only on the radon effluents. Radon from mines seems to have the greatest potential for possible health effects due to radiation. Data on particulate emissions are presented in other technical reports (2-5). [Theoretical Study] The theoretical emission data are presented in Table I. The estimates for the iron, zinc, and clay mines are based upon preliminary measurements taken by the Las Vegas laboratory. The estimates for the other mines were made assuming that 20% of the total radon-222 in the ore was released during the mining process and the radon release rate from the exposed ore surface was a factor of two greater than that resulting from mining. [ ] Dose assessments for radon from these mines were carried out using model facilities located on generic sites (1). The AIRDOS-II computer code (for estimating dispersion of airborne pollutants) with some minor modifications was used to determine working level exposures to a maximally exposed individual and a regional population. A conversion factor for risk/WL-year(O.021 fatal cancers/person-WL-y) was developed primarily from information on uranium miner exposures (6). This computer code and conversion factor were then applied to the assumed emission rate of radon-222 from each type of mine to develop estimates of working levels, lifetime risks and number of fatal cancers. A summary of this data is presented in table II. [ ] The highest estimated number of cancer deaths per year of operation is 0.05 cancer deaths or 1.0 death due to radon during the 24 year life of a phosphorous mine. For comparison, EPA estimates that underground uranium mines would cause .03 cancer deaths per year of operation in a regional population(1). [Field Study] As a followup to the theoretical study, EPA's Las Vegas laboratory began making measurements in 1978 of actual emissions of radon-222 and radioactive particulates from mine vents at several facilities for each of the industries listed in Table I and II. They were intended to verify general information and radon emissions from EPA's theoretical estimates.

Froth removal rate is perhaps the most important parameter in scaling up from laboratory tests to plant froth flotation circuits. The WEMCO froth factor, the percentage of the froth height over the lip of the cell, accounts for the difference between laboratory and plant froth removal rates. As laboratory tests are generally run with a high pulp level, laboratory results are directly comparable to plant results only when a high froth factor (high pulp level) is run in the plant. When a plant does not have a high pulp level, laboratory results must be modified by using a ratio between laboratory and plant kinetics to predict plant results. This ratio, which accounts for the froth factor is important in testing any new reagents or reagent dosage levels. CQ Inc. researchers have used predictive scale-up equations using this froth factor coupled with equations for kinetics and the residence time distribution in the froth flotation cells. These equations show that modifying the froth factor in the plant can have a large impact on flotation cell yield and reagent use. EQUATIONS DESCRIBING FROTH FLOTATION Scaling up from laboratory- to plant-scale coal froth flotation has been the subject of much research and debate over the years. Determining the proper rate equation to describe flotation kinetics and an equation to describe the residence time distribution in a bank of flotation cells have been particular areas of study. As shown in Tables 1 and 2, various rate equations and residence time distribution equations have been proposed in the literature. These equations consist of one or two parameters giving the rate constant(s) in units of time-1 and a parameter for recovery at infinite time, [Roo]. Dowling, Klimpel, and Aplan (1985) evaluated the rate equations in Table 1 for their ability to fit froth flotation kinetic data and found that all of the equations give reasonably low standard errors. Several of these equations, however, proved to have superior confidence limits for the parameters. Other equations have also been proposed to describe the recovery versus time profile. Most recently, Diao et al. (1992) proposed a first-order form with a sine wave distribution. As indicated in Table 2, investigators have suggested many equations to describe the residence time distribution in continuous froth flotation. To measure the water residence time distribution in a bank of cells, a soluble tracer is often used, with the level of tracer being measured over time at the tailings discharge. This response is then put on a dimensionless basis as described by Austin et al. (1984) in order to compare mixing behavior between cells or under different conditions. Coal flotation cells are generally of the flow-through or hog-trough variety allowing for some degree of backmixing and short-circuiting. While the water residence time distribution (see Figure 1) at the end of one cell in a bank of 1.4 cu ft WEMCO froth flotation cells may approximate perfect mixing conditions (Arnold, 1989), the water residence time distribution at the end of a bank of cells does not. Figure 2 shows the RTD for various flotation cell types compared to that for perfect mixers in series. To better describe the water residence time distribution in coal froth flotation cells, Van Orden (1986) used an equation similar to the perfect-mixers-in-aeries equation. This

Today's coal mines are turning more and more to belt haulage as the key system to transport coal out of the mine. The advantages of using belt for both intermediate and main haulage are numerous. Belts are reliable high capacity haulage mediums that can be utilized at low operating costs. They are adaptable to rolls in the coal seam and can handle relatively steep grades. They are not noisy, operate with a minimum amount of labor, and are easily extended and retracted. Belts require the least power of any haulage medium, are easily controlled by push- buttons and interlocks, and present low fire and safety hazards. Belt haulage can also be the largest source of operational problems for mine management when not installed correctly. This chapter and Chap. 6 concentrate on proper installation of both the static and dynamic components of efficient belt haulage. This chapter looks at the static system component, composed of the belt drive, its installation and operation, as well as belt takeup and transfer point construction. These components do not change readily over the life of the installation, hence the term static system. Chap. 6 discusses the dynamic system of belt line construction, which includes belt splicing, breaking down and reanchoring the tailpiece, and extending the belt line, plus operational and maintenance items for belt operation. This chapter is divided into three major topics. The first is a general discussion covering the points necessary for designing an efficient haulage system; the second looks at installing belt drives, head rollers, and takeups, and the third discussion centers on installing efficient and effective transfer points along the haulage system. Each will address the design and construction issues facing the engineer or construction supervisor in charge of installing the system. Before looking at the static system, it may be useful to review some of the basic design factors and considerations of all belt haulage systems. The material usually carried on an underground belt is a mixture of raw coal and rock, commonly known as run-of-mine (ROM) coal. This mixture has certain material characteristics that guide the mining engineer to the final and proper belt selection. The characteristics looked at most frequently are: 1) Angle of Repose is the angle at which the material will freely make a pile. Most ROM coal averages a 35"-39" angle of repose. 2) Angle of Surcharge is the angle a pile will assume on a moving conveyor. This ranges from 5" to 15" less than the angle of repose in most materials. For ROM coals, 25" is the average angle of surcharge. 3) Flowability, which determines the maxi- mum cross-sectional area needed to carry any given material on a belt. It is measured by the angles of repose and surcharge of a material and also serves as an index of the safe incline angle for the belt line. These characteristics, plus practical engineering research and development work are defined by an organization called the Conveyor Equipment Manufacturers Association (CEMA) for most bulk materials. CEMA also provides a code for each classified material depending on the characteristics above and the subjective considerations of the average size to be encountered, the abrasiveness of the material, and any miscellaneous characteristics (oil resistive, corrosive, etc.) which may be important. The Midvale Slag Site covers 300 acres in Midvale, Salt Lake County, Utah. Midvale (population 10,000) is part of the Salt Lake City metropolitan area (population 936,000). Between 1902 and 1971, United States Smelting, Refining and Mining Co. smelted ores on the site to produce copper, gold, lead, and silver. Figure 1 shows a picture of the historical Midvale smelter operations. [ ] When operations ceased, the site was estimated to contain 2 million tons of slag from these operations. The smelter no longer exists. In 1971, Valley Materials, Inc., acquired the site to process the slag into materials for railroad beds and asphalt highways. During the 1980s, the U.S. Environmental Protection Agency (USEPA) raised concerns regarding environmental impacts associated with the historical site operations. The Midvale Slag Superfund Site was listed on the NPL in 1991. The Site consists of two Operable Units (OUs): OU1 covering the properties north and adjacent to former ore smelting operations; and OU2 covering the smelter site itself. OU1 had historically been affected by wind blown slag dust and stack emissions occurring on OU2 and the Sharon Steel site further to the south. These emissions resulted in elevated levels of arsenic and lead in the native soils. The EPA issued the final Record of Decision (ROD) for the OU1 Site in 1995. The OU1 ROD required the implementation of institutional controls for the undeveloped portions of OU1 in order to restrict future land use to commercial/industrial purposes unless additional remediation was performed. Hence, the land comprising OU1 was originally considered in the ROD to be suitable for commercial or industrial purposes without the need for remedial action. However, development of OU1 for other land uses, including residential or recreational, would require additional assessment and probable remediation. The OU2 parcel was remediated by EPA to allow future land development, and the Sharon Steel site was remediated by EPA and deleted from the NPL. PROPERTY TRANSACTION AND REDEVELOPMENT In February 2006, a private development company, Mercer Bingham Junction, LLC. (MBJ) purchased 130 acres of the OU1 property for the purpose of performing environmental remediation, and developing mixed residential and commercial real estate. Development of the property was conducted in cooperation with USEPA Region 8 (EPA), the Utah Department of Environmental Quality (UDEQ) and Midvale City. The guidelines under which residential development could occur were defined by EPA. The 130 acres was to be developed for open space, residential and commercial use as part the Midvale City Bingham Junction development. Figure 2 shows the general layout of the proposed land uses. [ ] In May 2005, MBJ began pre-acquisition due diligence activities to purchase the 130 acres of OU1 north of 7200 South Street, which now comprises the Bingham Junction Development. This included the completion of Phase I and limited Phase II investigations. The Phase II investigations were performed to evaluate arsenic and lead concentrations in the planned residential areas of the site, and to explore the contents of the historic landfill on the property. The historic landfill area was on the far west side of OU1, adjacent to the Jordan River. Soil samples collected during the Phase II investigation showed that the planned residential parcels did not currently meet the criteria established in the Tech Memo and that additional placement of fill or soil excavation would be required for residential development in this area. An evaluation performed by the previous owner of the property, Littleson, Inc., showed similar results.

The 1989 Annual Meeting and Exhibit of SME in Las Vegas, NV, February 27 - March 2, 1989, was the largest ever, drawing more than 4000 regis¬trants and 240 exhibit booths. Technical sessions included presentation of nearly 500 papers, including symposia on Biotechnology in Minerals and Metals Processing, Surplus Capacity in the International Metals Industry, and APCOM `89 - the 21st International Symposium on Application of Computers and Operations Research in the Mineral Industry. Technical sessions covered the gamut of minerals industry interests; however, the proximity of the meeting to recently surging gold development in Nevada drew special attention to gold operating practices. Several of the papers on gold processing are reviewed below. To keep pace with the strong world- wide interest in gold development, SME has scheduled three additional upcoming programs that will focus specifically on gold: World Gold '89 - Gold Forum on Technology and Practices will be held November 5 - 8, 1989 in Reno, NV, as a joint meeting and exhibit between SME and the Australasian Institute of Mining and Metallurgy. Technical sessions will encompass a full program of papers covering geology and exploration, mining, and mineral and metallurgical processing. Cooperating sponsors for this meeting include the Canadian Mineral Processors Division of CIM, The Institute of Metals, The Institution of Mining and Metallurgy, The Mining, Geological & Metallurgical Institute of India, and The South African Institute of Mining and Metallurgy. Gold '90 - Salt Lake City, UT, February 26 - March 1, 1990, will be a symposium held in conjunction with the 1990 SME Annual Meeting. Current research on the processing of refractory gold ores will generate innovative papers on process mineralogy at this symposium, with special emphasis on gold with pyrite and gold with carbon. Other sessions are planned for gold exploration and mining, gold metallurgy, gold plant design and practice, and gold in scams. Advances in Gold and Silver Processing Conference, October 1 - 3, 1990 will be held in Reno, NV. Preliminary planning calls for technical sessions on heap leaching practice, refractory ore processing, non-traditional lixiviants, bioleaching, metal recovery from solution, and the environmental aspects of processing operations. PLANT DESIGN, OPERATION Technical sessions organized by the Minerals and Metallurgical Processing Division of SME at this year's meeting in Las Vegas covered a wide range of gold operating practices. Eight papers relating to gold plant design, operation, and equipment are summarized here. Preprints of these papers are available by writing to Publications Sales, PO Box 625002, Littleton, CO 80162-5002 ($2.50 per paper for AIME members, $4 for nonmembers). Continuous elution process A. M. Stone, of Bechtel Australia Pty. Ltd., described the "Development of the Continuous Elution Process for Extraction of Gold from Carbon" (pre-print 89-75). Developed by Bechtel Pacific Corp. for Ok Tedi Mining Ltd., the Continuous Elution Process uses the same reagents as batch processes for elution of gold from carbon, while yielding significant savings in stripping vessel size and energy consumed in comparison with equivalent batch processes. The process is also simpler to operate than batch processes. Other advantages include reduced maintenance costs, higher average eluate grade, and near steady final eluate grade. Pilot testing for the Continuous Elution Process was conducted at Western Mining's Kambalda gold plant beginning in December 1982. The nature of adsorbed calcium carboxylates (oleate and stearate) has been investigated by in-situ/ex-situ Fourier transform infrared internal reflection spectroscopy (FTIR/IRS). Previous spectroscopic studies in alkaline solution have shown that adsorbed carboxylate is characterized by a C-O stretching vibration at about 1550 em?1 for less than monolayer coverage. Similar results were found in this study. More specifically, in this study such a singlet at 1550 cm-1 was found for LB monolayers of calcium distearate transferred as a condensed layer at a high film pressure to the surfaces of fluorite and germanium. Normally the spectrum of bulk calcium distearate reveals a doublet at 1575 and 1540 cm-1, characteristic of a three dimensional 7-fold coordination for calcium carboxylate complexes. This doublet is generally found for carboxylate multilayers formed by spontaneous adsorption at the surface of calcium minerals. In this regard, the spectral evidence suggests that whenever the calcium dicarboxylate is constrained at a surface as a condensed layer, the 7-fold coordination can not be satisfied and the surface carboxylate is forced into a two dimensional symmetrical coordination with a singlet at 1550 cm-1. On the other hand, if the Langmuir-Blodgett (LB) monolayer calcium distearate film is transferred at a low film pressure the doublet is observed. This analysis is further confirmed by the spectral results for LB transferred calcium distearate monolayers at a hydrophobic silicon surface. Even though these are condensed monolayers formed at high film pressure, the carboxylate group, oriented away from the surface, is no longer constrained by the surface force field, and thus exhibits the characteristic doublet of the bulk calcium distearate salt.

Barrick's Goldstrike AA heap leach pad is an HDPE-lined facility that was used for gold recovery from low-grade ores using conventional cyanide heap-leach technology. The pad was operated from 1987 through 1999. Goldstrike prepared a unique reclamation plan for the AA leach pad facility to provide for a cost-effective, environmentally sound facility closure and to fulfill the State of Nevada's closure requirements. The traditional Nevada leach pad closure procedure involves rinsing to reduce the cyanide concentration to an acceptable level followed by reclamation. However, rinsing does not typically reduce certain metals and compounds, and some constituents may increase in concentration with rinsing. A closure scenario to effect limited infiltration through installation of a capillary cover for the leach pad was developed. The capillary cover was constructed by placing a fine-grained layer above the coarse-grained spent leach material to create a capillary break. In an arid climate such as in Nevada, the fine-grained layer will rarely reach saturation, and the cover will be able to store water during precipitation events and will allow removal of water through evaporation and transpiration (ET) during the growing season. A 1.22-m (4 ft) cover thickness was selected as the optimum design cover thickness. The drainage network on the surface of the recontoured AA heap leach pad was specifically designed to enhance the re vegetation, reclamation and sediment yield control aspects of the AA heap leach pad closure, while resulting in a natural looking surface that is compatible with the surrounding topography. Adjacent natural topographic features were used to establish target design parameters for recontouring and erosion-control design.

Concealed thermal events in longwall gobs present safety hazards for underground coal miners and can significantly interrupt mining production. The probable causes for such thermal events range from coal oxidation at slightly above ambient temperature to smoldering fires due to spontaneous combustion of the broken coal left in the gobs. Locating such “hot spots” is the key step for planning and implementing mitigation measures to bring such thermal events under control. If a mine section, or even an entire mine, has to be sealed, understanding the status of the sealed mine atmosphere is important for the decisions guiding subsequent actions. The gas composition data obtained through the tube bundle mine atmospheric monitoring system is firsthand information of great value. Fire ratios proposed by various researchers and derived from gas composition data are useful in determining the fire status and even approximating the source locations (Timko and Derick, 2006). However, the applicability of each of these ratios under particular conditions should be carefully evaluated. The use of properly combined fire ratios can enhance the certainty of analysis. The explosibility of a sealed mine atmosphere deserves primary concern for safety reasons during seal construction, idle time and reopening of the sealed area.Mine atmospheric monitoring data from a longwall mine with flame fire have been analyzed. Efforts have been made to identify the possible causes, locations and statuses of these events using the obtained gas data, as well as other ventilation, geological and mining parameters. The effect of injected inert gas to control the events has also been quantified. The explosibility of the sealed atmosphere has been determined using two methods.

I.- In order to keep pace feeding its fast growing population, Mexico with only about 20% of its surface suitable for intensive agriculture, will need the application of modern foodgrowing techniques. To assure greater crop yields it will be necessary to apply more fertilizers than used at present (yearly average of 29 Kgs/hectare)** For its fertilizers production Mexico still depends mostly on imports of phosphate concentrates from Florida, U.S.A., Morocco and Spain. To reduce or eliminate this dependence on foreign providers, the Consejo de Recursos Minerales -a Federal Government exploration Institute- started in 1974 an exhaustive exploration program for phosphate deposits more amenable to commercial exploitation than the phosphatic limestones contained within the La Caja Formation of Upper Jurassic, found along the Sierra Madre Oriental. After studying literature on the origin and deposition of marine phosphate and visits to deposits in Florida, U.S.A., the Baja California peninsula was selected as most favorable for starting this program because of its geologic and sedimentary history and also for its geographic location, where the cold California and warm Counterequatorial currents meet. Exploration activities executed by FORNOS, S. A. (1956) led to the disco very of low grade phosphate (3 to 5% P2O5) in the recent beach sands along the Bahia de Magdalena (Fig. # 1). In his doctoral thesis Bruno D'Anglejan Chatillon (1965) reports the presence of nodular phosphate on the continental shelf, between Isla Margarita and the Vizcaino peninsula. He estimated reserves of up to 1.5 million tons. A Mexican-American marine exploration company attempted in 1966 the evaluation of this deposit with negative results.

From a distance, the 0.75-km (0.5-mile) rail line that sits in the shadows of Vale-Inco?s Stobie Mine outside of Sudbury, Ontario could be mistaken for a standard conveyor belt hauling ore from the nearby mine. But with its large, yellow-painted loop and interconnected green rail cars that invert themselves on the loop before correcting with a smooth rollover further down the track, one might assume that this is some sort of test track for a new roller coaster. The fact of the matter is that it is the proving ground for Rail-Veyor technology, a technology that the company hopes will one day change the face of ore transportation in surface and underground mines around the world. With a line of linked, low-profile rail cars that are capable of carrying up to 1 t (1.1 st) per car of ore by way of simple, above ground, lightweight rail track, the technology is not groundbreaking. In fact, it was developed in the 1960s for the French State Railroad. A demonstration plant for the Florida Institute of Phosphate Research was installed in 2000 and the first commercial under-ground installation was in 2007 in South Africa at Harmony Gold?s Phakisa Mine. There, a 4.7-km- (2.9-mile-) long tram between two shafts operates three Rail-Veyor trains on a shared track. The difference is that the application that is being tested day-and-night in Sudbury is getting closer to wide production, thanks to the use of computer controlled automation that has helped turn an old idea into a cost-effective modern solution.
