The collection zone residence time distribution (RTD) of mechanical self-aerated flotation cells was characterized for liquid and solid per size class (-45 mm, +45-150 mm and +150 mm). It was found that a single large industrial cell with a volume of 130 to 250 m3, now used in plant operations, can be well represented by an LTST (large and small tank-in-series) model plus dead time. From a scale-up point of view, results showed a similar mixing behavior for industrial cells ranging from 130 to 250 m3. Also, single mechanical cells showed a similar mixing pattern (RTD) when compared to large pneumatic flotation columns. It was confirmed that for practical purposes, the mixing condition in a flotation bank of three or more cells in series can be well described by the classical N tanks-in-series model.

More than 111,350 mining and construction industry professionals from throughout the world gathered in Las Vegas, NV, March 19-23 for ConExpo-Con/Agg 2002 and IFPE 2002. The triennial event is the Western Hemisphere’s largest equipment show for the quarrying, aggregates, construction and ready-mixed concrete industries. Despite the difficulties in the world economy, ConExpo-Con/Agg 2002 attracted more than 2,450 exhibitors from throughout the world. This was an increase from the 1,882 exhibitors that were on hand for the 1999show. And this year’s show occupied more than 180,225m2 (1.94 million sq ft) of exhibit space at the Las Vegas Convention Center. This was an increase from the160,900 m2 (1.73-million sq ft) occupied at the 1999event.

INTRODUCTION Geotechnical models, particularly those based on the finite element method, have been available to aid in en¬gineering design of underground mining excavations for over ten years. Despite this fact there are remarkably few cases of their use in mine design documented in the literature. It is therefore to be anticipated that many potential users of these models are relatively unaware of their capabilities and limitations and also of the form and detail of geotechnical data needed for their success¬ful application. This subsection attempts to address this problem by discussing the different types of numerical models now available and by noting how some of them have been used to study a variety of problems associated with underground mining. The subsection concludes by discussing the applica¬tion of the displacement discontinuity method to the de¬sign of possible mining systems for the copper-nickel deposits of northeastern Minnesota. The object of the analyses, which were nonsite specific, was to determine the significance of geotechnical parameters, such as ini¬tial stress and rock structure, on the stability of under¬ground excavations and hence to provide guidance for future geotechnical investigation. NUMERICAL MODELS In the geomechanical design of underground mining openings, use is made of numerical models that repre¬sent or simulate the large-scale mechanical behavior of rock. There has been less interest in analysis involving fluid flow and heat transfer, but with increasing interest in such areas as in-situ retorting and solution mining it is likely that there will be a growing need for numerical models embracing and coupling all three physical proc¬esses. However, the emphasis in this subsection will be on mechanical behavior. Models which simulate such behavior will be divided into two groups: continuum models and discontinuum models. These will be dis¬cussed in turn in order that some insight into alternative solution strategies and their merits may be gained. Continuum Models Almost all geomechanical numerical models must be classed as continuum models even though particular computer codes incorporate special provisions for rep¬resenting discontinuities such as faults, bedding planes, or joints. They are continuum models because they pro¬vide solutions for cases where material behavior is governed by the differential equations of continuum mechanics. Two basic solution strategies for such equa¬tions may be identified immediately: the differential ap¬proach and the integral approach. In the differential approach a means of approximating the differential equations over the entire region of interest is sought. In the integral approach use is made of fundamental solutions from continuum mechanics, and these are used to construct a solution to the whole problem, making approximations only on the boundaries of the region of interest. The several differential and integral methods are identified in Table 1. Differential Methods: Problems in continuum me¬chanics involve the solution of three types of partial differential equations. Two of these govern the behavior in so-called initial value problems, in which variables change both in time and in space. Examples of such problems include nonsteady heat transfer and fluid flow, and stress wave propagation. The last type of partial differential equation governs the behavior in boundary value problems. In these, variation is in space but not in time. Solution of initial value problems may be achieved in two significantly different methods: implicit and ex¬plicit. The differences between these two methods will be illustrated by considering a very simple initial value problem, that of one-dimensional heat diffusion. The equation governing this process may be written as: [ ] where T is temperature, K is thermal conductivity, p is density, c is specific heat, t is time, and x is the spacial coordinate. In finite difference form this equation might be written as: [ ] where the superscripts refer to the time and the sub¬scripts to the spacial location. Several solution strategies for this equation have been used. Two important ones may be illustrated very simply by discussing the signifi¬cance of the superscript * on the right-hand side of the equation. If i + 1 is substituted for * then the second derivative of the temperature with respect to distance is evaluated at the end of the next time step (using tem¬peratures not already known). Such an approach leads to a set of equations involving unknown temperatures and a solution procedure which is referred to as being implicit. The important characteristic of the implicit procedure is that it leads to a set of equations that must be solved for each time at which the temperature dis¬tribution is required. If instead of substituting (i + 1) for the superscript *, i is substituted, the following equation is obtained: [ ] {In this case the new temperature is defined in terms of an already known temperature distribution. "The existing Rondout West Branch Tunnel (RWBT) is part of the Delaware Aqueduct which has been in service since 1944 and accounts for more than 50 percent of New York City’s water supply. In early 2015, the New York City Department of Environmental Protection contracted Kiewit-Shea Constructors, AJV (KSC) to construct the Rondout West Branch Bypass Tunnel project (Rondout) in order to mitigate the leakage of 132 million L/ day (35 million gpd) of water from two areas of the existing tunnel; the Roseton and Wawarsing areas.The scope of the Bypass Tunnel 2 project is separated into two distinct phases. Phase 1 consists of completing the shaft sinking to a depth of approximately 274 m (900 ft) at shaft 5B, 213 m (700 ft) at shaft 6B and the excavation of approximately 3,850 m (12,500 linear ft) of tunnel at a diameter of 6.6 m (21 ft 7 in). This phase also includes the installation of 2,804 m (9,200 linear ft) of 4.8 m (16 ft) diameter steel interliner pipe through the new bypass tunnel with cast-in–place concrete liner for a finished diameter of 4.2 m (14 ft). Access chambers at the top of shafts 5B and 6B will be constructed for access and housing of the mechanical and electrical equipment for supporting pumps and valves.Included in phase 2 is the additional excavation from shafts 5B and 6B to the RWBT, and the drainage tunnel to remove ground water infiltration from RWBT. This work will be completed during a scheduled shutdown of the RWBT and will include approximately 31 m (100 ft) of excavation of the two connection tunnels. Additionally, construction of the permanent plugs within the RWBT will be undertaken. Figure 2 shows the layout of the work.Access to the work through the deep shaft at site 5B was critical to the success of the project. The hoisting system needed to be multi-functional to handle the different types of construction from drill and shoot of the shaft, starter and tail tunnel, the assembly of the tunnel boring machine (TBM), the excavation of the TBM tunnel including the supply of the precast segmental liner, the grouting operations, the installation of the steel interliner pipe and the cast-in-place concrete as well as ingress and egress of personnel. The production of the TBM operations was critical to the schedule of the project. This required a quick cycle for muck haulage and supply of the precast segmental liner in order to keep pace with the excavation time of the TBM. For TBM assembly, components were limited to a maximum weight of 104 t (115 st) for a single lift. Various cranes were analyzed for hoisting, however, none would meet all of the citeria. Therefore, the project team selected a specialized hoisting system designed in house in conjunction with Timberland Equipment Ltd. that consisted of a total of 14 separate hoists and winches with a total of more than 2,833 kW (3,800 hp)."

"Presplitting is a form of blasting that when executed properly will create a smooth wall that will minimize secondary conditioning. In recent years, presplitting has become a popular technique to be used in both the mining and construction industry, however, presplitting fails on many occasions because of ‘geologic conditions’. This is typically because of improper explosive loads consisting of overloading and underloading blastholes. In this paper the authors introduce new factors such as a presplit factor which varies for different rock types, selection criteria for the spacing of presplits, the optimization of explosive load, as well as prediction methods for the environmental affects for the technique of Precision Presplitting. BACKGROUND Methods of controlled blasting in which a smooth, stable wall could be blasted have been an important consideration since blasting in mining and construction has begun. How can one use an explosive, with its massive energy and power, to break a non-homogenous rock without causing backbreak, poor walls, or deviations in the wall over large distances? The blasting industry has known for a long time that blasting ‘high benches’ would result in better walls and less backbreak. However, this was not a sufficiently controlled technique for critical projects, such as the Niagara Power Plant. This was one of the main challenges Hercules Powder faced when they began the project. In order to achieve this, they used a new tool in the explosive engineer’s toolkit, presplitting. The presplitting done on the Niagara Power Project utilized 1 ½” x 8” (38mm x 203mm) 40% gelatin dynamite in 2 ½” (63.5) diameter boreholes. This was done on multiple levels with benches between 12 feet to 52 feet (3.6m to 15.8m) with a total powder factor of 0.75 pounds/cubic yard (0.45 kg/m3). The spacing on these holes ranged between 18 inches to 24 inches (0.46m to 0.61m), center to center (Langfors & Kihlstrom, 1973). The strange aspect of this project was that this “lightly loaded” closely spaced row was fired before the production blast, yet this project produced some of the best walls seen at that time directly from blasting. In today’s blasting industry, presplitting is a more common way to produce smooth, stable high-walls for both the construction and the mining industry. Today, explosive loads for traditional presplitting is generally measured in pounds per foot (kilograms per meter) and typically ranges from 0.30 lb. /ft. to 0.5 lb. /ft. (0.45 kg/m to 0.75 kg/m). MECHANICS OF PRESPLITTING When analyzing a blasting process like the Niagara Project, many wonder how did that work when normally confining a charge would cause cratering and increased backbreak. Since then, presplitting mechanics have been studied extensively. It has been shown in many models that presplitting is not achieve through the collision of shockwave, but by gas pressure in the boreholes. In addition to models and finite element simulations, this has been proven full scale using Pyrodex, a propellant, to create a presplit plane with no shock wave present (Konya, Dean Barrett, & Smith Jr, Presplitting Granite Using Pyrodex, A Propellant, 1986)."

INTRODUCTION Dry concentration or pneumatic cleaning uses air currents as the separating medium. Pneumatic cleaning in the United States today is limited to three or four operations. In fact, the quantity of bituminous coal cleaned pneumatically has declined from its peak in 1965 of about 25.4 million tons (23.1 Mt) to its current level (1988) of less than 4 million tons (3.64 Mt) annually, as shown in Fig. 7-9 1. In 1940, pneumatic methods accounted for 15% of the bituminous coal and lignite cleaned in the United States as given in Table 7-32. Currently, pneumatic methods account for less than 2%. The largest air plant was built in Pennsylvania about 1968 with 14 units processing 1400 tph (1280 t/h) of 3/, in. X 0 (19 mm X 0) raw feed and two additional units retreating middlings. This same plant is one of only three or four plants still operating air-cleaning devices in the US. A wet plant was added in 1985 to increase the efficiency of cleaning the fines. The air plant is still used as a scalping operation for the coarse material. Five additional operations are either no longer in production or have discontinued the use of air tables within the last year. Wet cleaning methods are now being employed at the facilities that have discontinued air table operation. he advantage of dry cleaning techniques is the low moisture content of the clean coal product. However, to decrease respirable dust, mining operations must use water sprays on modem mining equipment. This water adds to the moisture content of the run-of-mine coal and decreases the effectiveness of dry cleaning processes that rely on low surface moistures in the feed to allow for good separations. Wet cleaning methods are preferred, especially since they also allow for much sharper separations. The advantage of dry cleaning techniques is the low moisture content of the clean coal product. However, to decrease respirable dust, mining operations must use water sprays on modem mining equipment. This water adds to the moisture content of the run-of-mine coal and decreases the effectiveness of dry cleaning processes that rely on low surface moistures in the feed to allow for good separations. Wet cleaning methods are preferred, especially since they also allow for much sharper separations. Despite dry concentration's drawbacks, research has continued into dry concentrating methods, including both electrostatic and magnetic separation techniques. The real application for future dry cleaning processes is probably at the power plant between the pulverizer and the boiler feed where particles are already dry and ground to fine sizes (- 200 mesh [ -0.075 mm]), increasing the effectiveness of the separation and also, possibly, increasing the liberation of clean coal from finely disseminated impurities. From a utility's viewpoint, pneumatic cleaning offers the best delivered Btu cost, based on the premise that a percent of moisture is just as detrimental as a percent of ash. 25.1-THE PURCHASING FUNCTION The word "purchase" means "to obtain by paying money or its equivalent; to buy for a price." This definition is all too simple to properly describe the word "purchase." One should consider the basic objectives of purchasing-to procure the right material, of the right quality, in the right quantity, at the right time, from the right source at the right price. Here it should be noted that in purchasing it is recognized that the best quality or grade of materials may be the only grade to purchase for a specific job. However. there are other jobs where the medium, standard or poor grade of materials is the right quality, as the lesser grade will perform adequately. In some companies the purchasing department makes the decision as to the right quality, while in others this function is shared with other departments. Years ago in business the owners controlled the purchase of required materials and services by performing the task themselves. The owners obtained the type materials and services they needed and paid the price demanded. This function was performed along with all the other duties requisite to the owner of a business, namely, clerical, hiring and firing of personnel, financial management, etc. As companies grew in size, clerical duties were assigned to other personnel and the owner usually retained the purchasing authority. This same division exists today in many small companies. However, in the larger companies, the purchasing function has been assigned to a separate department. Importance of the Purchasing Function-The larger the company the greater the need for a separate department to perform the purchasing function. Today the purchasing agent for most larger progressive companies has policy-making authority. Therefore, it is reasonable for him to report to the president or vice president of his company. Studies of several hundred companies show the purchasing department head reporting to top management 87.5% of the time. This fact in itself is indicative of the importance of recognizing that effective purchasing requires a department staffed with specialists in the field of procurement with knowledge and experience sufficient to perform in today's complicated business atmosphere. In the manufacturing field it is a common axiom that usually half of the company's dollar expenditures are for materials. If a purchasing department functions properly and the right product or service is purchased and a savings accomplished, the contribution to the net profit of the company is much greater, as opposed to sale dollars, where only a small portion is carried forward to net profit. Thus, the importance of the purchasing department and the contribution it can make to the success of the company are obvious. 25.1.1-THE PURCHASING FUNCTION 1. Responsibilities of the Purchasing Function-The purchasing agent in performing his function is acting as an agent for the company and others in the company requiring materials and services. To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

INTRODUCTION AND SUMMARY World mineral trade during 1960 to 1984 has shown substantial changes both in value and tonnage. Although fuel commodities dominated total mineral trade during this period, this paper will focus attention primarily on nonfuel minerals. Brazil and Australia, modest producers of iron ore in 1960, have become dominant producers and exporters, together accounting for about half of major iron ore exports in 1984, far surpassing traditional export suppliers such as Sweden. Australia has also become the largest producer and trader of bauxite and alumina, and worldwide alumina trade has increased at the expense of bauxite trade. Similarly, shipments of ferroalloys have increased more than shipments of ores such as those of chromium and manganese. Canada, retaining its first rank in world export of zinc, has become also the leading source of potash and sulfur in world trade, and South Africa has been the dominant factor in chromite, manganese and their respective ferroalloys. Developing countries' share of world copper trade has increased, with Chile maintaining first rank, but developed industrialized countries have continued to dominate production and trade of lead and zinc. Phosphate, sulfur, and potash have been the principal crude nonmetallic minerals traded worldwide. Looking to the near future, dramatic increases in export of iron ore, phosphate, potash and sulfur are not envisaged. Bauxite exports will continue to decline relative to alumina but at a slower rate than in the recent past. Zinc concentrate will continue to be exported but lead will be traded more as metal than as concentrate. For iron and steel, there will be some production shift from traditional producers to certain developing countries and recently industrializing developing countries such as Brazil, India, the Republic of Korea, and Taiwan. In the following sections dealing with specific commodities, it should be understood that information is presented only on the major forms of each commodity that move in trade, and only for a selected group of countries for each commodity or major form of each commodity. Thus, totals shown or mentioned generally represent only the totals of figures presented here and do not include estimates for minor forms of material or for countries that are not listed. However, the data provided is regarded as sufficiently complete to reflect major patterns and trends, and exclusions are there- fore not seen as affecting conclusions that may be drawn from the material provided. FUEL AND NONFUEL TRADE Values of Fuel and Nonfuel Trade The value of world export trade in major mineral commodities (ores, concentrates and scrap, crude minerals, iron and steel, nonferrous metals, nonmetallic minerals and mineral fuels) in 1983, the latest year for which comprehensive data are available, was reported by the United Nations in May 1985 to have totaled over 514 billion current U.S. dollars (Table 1). This was 79% of the historic record high of nearly $649 billion ,current dollars set in 1980, but almost 18 times the current dollar value reported for 1960. [1/] The value of these 1983 exports in constant 1960 dollars was $164 billion (Table 2), only 66% of the record 1980 high of almost $250 billion, and only about 5.7 times the 1960 dollar level.

The design of an ore-processing plant requires a high degree of cooperation among the geological, mining and metallurgical engineers. The purposes of this section are to provide mill design information most commonly needed by the mine planners and management, and to summarize the kinds of information that must be supplied to the mill designer to enable him to provide a suitable plant. 28.1-BASIS OF DESIGN NORMAN WEISS 28.1.1-SIZE OF PROJECT The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect, a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd without major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding and processing. Hours per shift also are an important factor in design, particularly in the case of ore delivery, and the percentage lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into account. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure. but rather as an average over a calculable period, such as 10 yr, or as a specific daily capacity over the first 2 yr, next 4 yr, etc., or some similar projection. A good example of this kind of situation is Asarco's Mission operation 15 mi southwest of Tucson, Ariz., described by Weiss and Vincent.' where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. 28.1.2-EXPECTED LIFE The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis which, in turn, is based on many factors.' From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, and many others. Costly installations that may be excellent investments for a 20-yr project may be wasteful for a 5-yr operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grinding-the former may be found more economical for a 5-yr operation, and the other, more costly, method more economical for a 15 to 20-vi- life.

North American mining companies are lagging behind their global competitors in participating in the outstanding opportunities in India. The Indian government has liberalized foreign equity participation in the mining sector by up to 50% and, in some cases, even higher. Delegates from Europe, North America and South Africa learned this at an information seminar held in London, England, Attendees were welcomed by L.M. Singhvi, the UK's high commissioner for India. He introduced a government of India delegation headed by B.P. Baishya, minister of steel and mines. Singhvi is an eminent jurist and leading constitutional expert. He reiterated the soundness of India's legal system. He also outlined the recent Investment Protection Treaty between India and the United Kingdom. Baishya emphasized thee geological diversity and strengths of India's domestic market with its population of more than 920 million people the second largest in the world after China and its reservoir of skilled labor. He also outlined the potential of India's untapped natural resources. The private sector is the backbone of the Indian economy. It accounts for 75% of gross domestic product (GDP). The current minimum program of the new United Front government envisions 12% growth in the industrial sector, 7% in GDP and direct foreign investment of US$10 billion a year. "Mining is an area that can attract a sizable part of this investment," Baishya said. "Projected growth of the Indian economy will require increasingly large quantities of basic raw materials, such as coal and base- and precious-metals to meet the needs of domestic and export markets." Administration of India's mining sector is divided into the Ministry or Mines for regulating and developing the country's mineral resources, five public sector Mining Enterprises, the Geological-Survey of India (GSI), the Indian Bureau of Mines (IBM)and 25 states and seven Union Territories. The GSI is the second oldest (founded in 1851) and the third largest organization of its kind in the world, Baishya said. It has geologically mapped more than 90% of India's 3.2 million kmz (1.2 million sq miles) at a scale of 1:50,000. Several promising mineral projects have emerged from regional exploration programs conducted by GSI and the Mines and Geology State Governments. IBM recently completed a national mineral inventory. It covers 13,000 deposits/prospects of 61 nonferrous minerals. GSI also compiled a similar inventory on 61 coal fields. India is attractive to exploration companies for several reasons. These include favorable geology, accessible locations and a large mineral database. India also has many experienced geoscientists with well-equipped and efficient laboratories, Baishya said. Secretary to the Ministry of Mines A.C. Sen emphasized the largely untapped-geological and mining potential of India. He also discussed the new vistas that have opened up opportunities for exploration and mining. India has large quantities of mineral reserves, Sen said. Its vast Precambrian Shield - like those in Canada and Australia - is endowed with gold, platinum group and base metals, as well as coal and industrial minerals. Annual mineral production is valued at more than US$7 billion. Sen pointed out that India is the largest single consumer of gold. And domestic gold prices command at least a 20% premium above international prices. Recent diamond, gold and base-metal discoveries and prospects uncovered by GSI have generated investment interest from abroad, he added Delegates heard that the Indian Constitution gives the central government the job of framing legislation and the regulation and development of minerals. This ensures that mineral laws are uniform throughout the country. However, the right to grant mineral concessions, such as prospecting licenses and mining leases, rests with the minerals' owner. In India's case, that is the state government. The Indian government has formulated several guidelines that regulate the granting of prospecting licenses for large areas. ? The central government will consider the requests of state governments for the granting of prospecting licenses for areas exceeding 25 kmz (9.6 sq miles). But the license must include a provision to conduct aerial prospecting of the area. ? Any prospecting licensing area should not exceed 5,000 kmz (1,930 sq miles). for a single license. And the total area held by one company should not exceed 10,000 km2 (3,861 sq miles) for the whole country. ? The grant of larger areas will be linked to a mini- mum expenditure commitment on physical targets. State governments will monitor these expenditures. ? The granting of large areas for prospecting will be linked to a schedule of relinquishment.

INTRODUCTION Flotation equipment is becoming more definitive in design as well as greater in dimension. The last ten years have witnessed the implementation of large flotation cells ranging in size from 28 to 85 cubic meters. However, small plants still operate with cells as small as 3 cubic meters. These changes have increased the operational sensitivity of the flotation system to the chemical reagents used. No scientific study has been undertaken to develop the relationship between the size of equipment and the response of reagents in the flotation system. Hence, this article is an attempt to present several observations from past experience for the purpose of stimulating future research in an area previously ignored and perhaps subsequently not used to advantage. CONVENTIONAL FLOTATION Recent advances in conventional flotation cell design have been made in two areas: a. Flotation cells are becoming larger, and b. Basic design of flotation cells has changed. They can be classified into two types: deep cell and shallow draft cell. Size and design changes of flotation cells have a greater effect on frother performance than on the performance of other chemical reagents. Hence, the discussion in the following sections is restricted to the impact of frothers in the flotation system. Flotation Cell Size The advent of increasing flotation cell size has resulted in the increase of frother consumption. There appears to be a correlation between reduced horsepower (kilowatt) consumption and increased frother consumption per ton of ore processed in the circuit. This is more prevalent when the frother chemistry remains unchanged. Another reason for increased frother consumption is the increased distance between the rotating central shaft and the lip of the cell for larger flotation machines. Increasing this distance results in increased surface area corresponding to the larger cell size. Reduced power input per ton combined with the need for longer, stronger load support of the froth bubble as a result of increasing cell size has resulted in the development of a new series of stronger and more persistent frothers. By the same token, these newer, stronger frothers are difficult to control when applied to the smaller cells. This is true even at lower dosages because the break point between too much frother and not enough frother for optimum metallurgy is normally very narrow. This problem is often exaggerated when operators have established an optimum setting for pulp level and air for the particular frother in use. Generally, the tendency is to operate the flotation cells simply by adjusting frother dosage. The increase in frother strength to accommodate the large cells often results in the realization, after a retrofit, that the existing pump box or sump which is still handling the same volume of concentrate is no longer adequate in size. Flotation Cell Design The two most common flotation cell designs installed during the past ten years are the deep cell and the shallow draft cell. The deep cell provides for complete mixing of air and pulp at the bottom of the cell. The shallow draft cell does all the mixing/pumping in the bottom haft of the cell whereas the mixing of the air is performed further up the shaft and is brought into contact with the pulp midway up the vortex. There are many preferences for one or the other. It is the author's contention that both designs have very valid concepts and must simply be suited to the particular situation as required by the operator. The following comments are subjective observations which should be explored in greater detail. The deep cell mixes both air and pulp together at the bottom of the cell requiring a full depth ascending of the homogenized air to the surface to form the froth layer. This design, in combination with charged air, provides for good concentrate grade control under adverse conditions of selectivity, especially when faced with a fine grind and a slime-laden gangue. A selective frother can be applied without a competitive loss in recovery. One of the conditions for good selectivity in this environment is operating at medium pulp solids concentration in the range of twenty-six to thirty-four per cent (26-34%). When a higher solids concentration is used in combination with a coarse grind, it becomes difficult to maintain the same recovery with a selective frother due to higher pulp viscosity. This condition sometimes results in an unacceptable coalescence of the air bubbles as they ascend the full height of the deep cell. The increased pulp viscosity at higher solids concentration can also retard the flotation kinetics. The combination of decreased surface area of dispersed air and slower kinetics can result in reduced recovery causing coarse particles to continue to drop

INTRODUCTION At the end of 1959, high levels of radioactivity attributed to radon and its daughter products were discovered in the fluorspar mines at St. Lawrence, Newfoundland. These levels were presumed to be the cause of an unusually high incidence of lung cancer among the fluorspar miners (deVilliers & Windish, 1964) (Parsons et al. 1964). The mining of fluorspar (calcium fluoride) began in 1933 as open pit operations but converted to standard underground mining procedures in 1936. During the second world war, production was greatly expanded as a result of increased demand for fluorspar used in the production of steel. Wet drilling was first introduced into general use in 1942. Ventilation was mainly by natural draft occasionally supplemented by small blowers. The amount of ventilation varied greatly between mines as well as over time. For example, one large mine, the Iron Springs mine, had only a single small raise to the surface some 600' from the central shaft. Other mines, such as the Director mine, had a number of raises to the surface and, as a result, had far better ventilation. Mines also varied by the amount of ground-water which seeped into them. In the early 1950's, an unusually large number of lung cancer cases were diagnosed among the fluorspar miners. As a result, in 1956 and 1957, J.P. Windish of Canada's Department of Health and Welfare tested for possible causative agents in the mines. Unfortunately, radon measurements were not conducted until 1959 and 1960 when Windish tested Director mine as did the A.D. Little company in 1960. As a result of the high radon levels found, mechanical ventilation was introduced and the concentration of radon dauthers fell, on the average to well below 1 WL. During this period, lung cancer cases continued to be diagnosed with 29 lung cancer deaths recorded by 1964 and 71 by 1971. As of July 1981, 105 lung cancer cases had been identified (Hollywood, 1981). Previous reports concerning the fluorspar miners have dealt in detail with the factors in the occupational environment and discussed occupational mortality patterns. The purpose of this paper is to review further the mortality experience with particular reference to lung cancer in relation to cumulated radiation exposure and to describe briefly our ongoing study of this group. METHODS Occupational histories were prepared for men who had been employed by the mining companies at St. Lawrence during the period 1933 to 1977. The histories were compiled from company records except for the period 1933 to 1936, records for which were lost in a fire; however, the occupational histories for this period were completed by searching census records and interviewing company officials, ex-employees and others. In addition, occupational and smoking histories were also obtained for some miners during a survey conducted in 1978. Occupational records included name and date of birth as well as the type, place and hours of work by year. For each year prior to 1960, hours of work were converted to working months (1 WM = 167 hours) and were multiplied by the estimated average radon daughter concentration in working levels (WL) to yield the annual radiation exposure in working level months (WLM). Pre-1960 radiation levels were estimated on the basis of the history of mining methods employed, ventilation history of the mine, type and place of work and conditions under which the first radiation measurements were made in 1959 and 1960 (deVilliers and Windish, 1964). During the period from 1960 to 1967, the average exposure was about 0.5 WL. Beginning in 1968, radiation levels were measured more frequently, and, beginning in 1969, daily exposures for each worker were recorded based on radiation levels in the place worked on a given day. Mortality data were obtained from medical certificates of death. In a small number of cases, medically certified death certificates were unavailable. In these cases, probable cause of death were obtained from forms completed by the local clergyman (returns of death), parish records, information obtained from interviews with family members of the deceased and/or hospital information, before assigning a cause of death. Data obtained from these sources were found in Tables 1, 2 and 4, cover the time period 1933 to 1971. Data in Table 3 as well as in Figures 1 through 3 cover deaths from 1933 to 1977, and includes only those miners for whom medical certificates of death were available. Two medically certified causes of death were changed from other causes to lung cancer on the basis of pathology reports.

Three stages of seepage are identified and methods for estimating the seepage rates and duration of each stage, based upon flow in partially saturated and saturated porous media, are demonstrated. The effectiveness of earthen liners is discussed and procedures for estimating the required properties of the porous media are provided.

Most geologic and mining engineering consulting firms* began to experience the recession with declining billing levels, number of inquiries, and proposal requests in late 1981 or early 1982. As of today, most of them have been functioning at reduced income levels for nearly a year. And while many consulting firms have apparently reached a stabilized income level, they can see little prospect for attaining normal (pre-late 1981) billing levels and income for the remainder of 1983. A few firms have escaped being affected by the recession. Such com panies almost without exception are small (fewer than 20 personnel), offer a limited range in technical capabilities, and tend to be highly specialized in a particular niche. They include those specializing in the heap leaching of precious metals ores, in ground water testing programs, and in the derivation of computer-aided programs to monitor particular mineral processing functions. Those firms affected by the economic downturn have instituted a variety of policies and undertaken actions to cope with significantly reduced incomes to bring fixed costs in line with the depressed demand for services. These changes fall into the following broad categories: • management and management practices; • markets and market definition; • marketing and the pursuit of assignments; and • administration and personnel relationships. Not all of the perceived changes have necessarily been instituted by every consulting firm, and any one appears sporadically instituted. Management and Management Practices In favorable times the managers, and often the owners of the equity, of consulting firms tend to concentrate their attention on the part of the business they find most satisfying and enjoyable. For some, this means acting as project or assignment leaders, even undertaking a specific technical aspect of the job. For others, it means constant marketing with the associated heavy travel and entertainment schedules. In unfavorable conditions, such as the current recession, managers tend to spread themselves far more thinly, expending time and effort on all facets of the business including marketing, proposal preparation and cost estimating, budgeting, general administration, accounting and cash flow monitoring, project/assignment overview, and actual client work. The manager who in favorable times concentrated on client work is now less billable. The manager who concentrated on marketing is somewhat more billable. The manager now needs to pay attention to and expend equal effort on each facet of the business just to keep all the facets in relative balance. Falling behind schedule on a client job or carrying an unduly large percentage of accounts receivable exact a cost to the firm. Clearly the absolute cost to the firm is the same whether demand for service is good or slack. But in periods of slack demand the firm is frequently less able or even unable to bear such costs. Marketing and Market Definition Markets appear to have undergone some significant changes: • Federal and state governments have assumed a greater importance as providers of work vis-a-vis both industry and private groups. • Projects with increase-in-capacity aspects have given way to projects with maintenance or reduced operating cost aspects. • Projects searching for new deposits of minerals in generally new locations have given way to projects reviewing known mineral districts or known deposits. • Industrial mineral and mining companies have exhibited a great propensity to cut back the use of consultants and to undertake as much work as possible in-house. Further-more, a number of industrial mineral and mining companies have entered the competitive arena with consulting firms, submitting proposals (usually to the federal government) in an effort to keep their staffs intact and occupied. In response, consulting firms have reevaluated their capabilities by reviewing old work and reassessing personnel. The purpose is to broaden the services offered and the potential client base, thus redefining the available market. For example, a firm specializing in assessment of technical and cost parameters of a deposit would normally assist a prospective lender in judging the deposit's suitability for project financing. That same company could easily expand into the field of analyzing production costs for an individual operation -something that is needed in periods when lower prices reduce profit margins. Similarly, a firm that has confined such economic assistance to commercial banks could expand to provide its expertise to other lending and even equity buying in-stitutions such as insurance companies. The Bureau of Mines has developed a system for dewatering waste slurries by flocculating mineral particles with polyethylene oxide (PEO) and dewatering the resulting flocs on static and/or rotary screens. This paper discusses data obtained from dewatering, rheology, and ion-exchange experiments. A possible mechanism is postulated for the attachment of PEO to claylike particles through a water bridge with the intershell waters of the exchanged ion and the polymer.

A method for the preparation of zirconia- toughened mullite using dc plasma is presented. An indigenously developed 50-kW thermal plasma reactor is used for the preparation of zirconia-toughened mullite using a dissociated zircon and alumina mixture. Both XRD and SEM studies of the product confirmed the formation of mullite and zirconia. The zirconia grew as equiaxed grains of uniform size (~5 µm) in a mullite matrix.
