In June, 1,334 underground construction and tunneling professionals gathered in Toronto, Ontario for the 2007 Rapid Excavation and Tunneling Conference (RETC). This biennial event, sponsored by SME, is one of the global underground construction industry?s major events. And this year?s RETC was the first one that included the new Underground Construction Association. [ ] (UCA) of SME. In addition, the conference?s exhibit attracted 125 equipment and service providers. The next Rapid Excavation and Tunneling Conference is set for June 14-17, 2009 at Caesar?s Palace, Las Vegas, NV.

Methods for reducing the cyclic nature of drill and blast tunneling operations have been long needed. A miniature blasting system using 10 mm (.375 in.) holes, 0.91 m (36 in.) deep, and blasting only one hole at a time makes it practical for men to work behind a shield, remaining at the face during the entire process. A prototype automated module was developed to drill, load the hole and initiate the detonation without moving from the hole. A unique cost effective gell explosive and a novel, low cost initiation method were developed.

Although vegetation can be successfully established on fine taconite tailings, innovative approaches are needed to reclaim the coarse tailings used for dam construction. Through a series of cooperative projects with various government agencies and industries, EVTAC has been able to develop a unique closure plan. This plan will not only meet current reclamation standards, but also provide mitigation for a disturbed wetland and possibly create a tree plantation in the interior of the basin. By using waste products and exchanging materials, reclamation of the entire basin will be accomplised in a cost effective manner.

Geochemical conditions within a leaching operation are heterogeneous. This variability arises mainly from hydrological controls imparted by physical characteristics of the ore and by heterogeneous metallurgical properties at the rock-fragment and industrial heap scale. The resulting chemical conditions are responsible for stratified mineral recovery, non-uniform extraction and prolonged leach cycles. This paper presents field data from a sulfide-leaching operation which clearly demonstrate the impact of chemical heterogeneity on metal recovery and the potential use of modern measuring techniques to facilitate operational monitoring and decision making for optimization of leaching operations.

And sometimes even that did not work. But, like other downturns in the industry, this latest dismal copper market allowed technology to make further inroads into mining and processing operations. Now that the copper market appears to be making a turn for the better, those years spent investing in technology by equipment manufacturers and forward-thinking mining companies should begin paying off.

Upbeat, surprisingly so, might describe the mood at the2002 SME Annual Meeting and Exhibit in Phoenix, AZ. More than 4,000 mineral professionals gathered for three days of education, networking and product perusal. The Annual Meeting featured the theme, “Minerals for the Future@ SME” at the Feb. 25-27 gathering. Meeting attendance reached 4,039along with 479 exhibit booths show-casing 325 companies. Exhibitors found a good mix of industry types:37% from mining, 19% from processing, 20% from manufacturing and 28% from environment, education and government.

Mines and plants for sale, downsizing, bankruptcies, consolidation, slab imports, minimill growth displacing traditional integrated steel-making. These are some issues for North American iron ore and integrated steel producers. But the blast furnace still remains the workhorse of the ironmaking industry. And direct reduction and other alternate ironmaking technologies have yet to make any serious inroads in North America. How come? This article addresses the current state of primary ironmaking in the changing North American steel industry, the direct reduction market and new technologies under development that may hold some promise.

"Use of the Bond Work Index to size industrial grinding equipment was widely known. Bond also described its application for measuring grinding circuit efficiency. Bond Work Index efficiency has been widely used by industry, but until now without concise standard methods, or a formal guideline, for doing so. The Bond Efficiency Sub-Committee of the Industrial Comminution Efficiency work group of GMSG has produced such a guideline, which follows. It covers the methods and provides examples of how to calculate the Bond Work Index Efficiency of most industrial grinding circuits. Bond Work Index testing equipment and methods are also provided. The next steps are: (1) to establish standard reference testing materials and one or more laboratories to serve as bases for reference testing; (2) to establish the accuracy of relative circuit Work Index Efficiency determinations; and (3), to develop and provide a public data base of industrial comminution circuit Bond Work Index Efficiencies. "In 2016, the estimated value of total nonfuel mineral production in the United States was $74.6 billion, a slight increase from the revised total of $73.4 billion in 2015 (Table 1). Increased construction activity spurred increased production of industrial minerals, especially those used in infrastructure and residential construction. Although starting the year relatively low, prices for several metals, especially for some of the precious metals, began to trend upward. Decreased production of most metals produced in the United States, however, contributed to an overall decline in the value of metal production.Several U.S. metal mines and processing facilities were idled or closed permanently in 2016, including iron ore mines in Michigan and Minnesota; three primary aluminum smelters in Indiana, Missouri and Washington; one secondary zinc smelter in North Carolina; a titanium sponge facility in Utah and titanium mineral operations in Virginia. In addition, in May, the weekly average rig count for oil and gas drilling reached its lowest level since the 1940s when that measurement was first recorded. The reduced drilling activity resulted in decreased production of some industrial mineral products used in the drilling sector. Trends in mineral-related sectors of the domestic economy declined or held steady, except in the manufacturing of nonmetallic mineral products and nonferrous metals excluding aluminum, which increased. Overall, mining trended downward as the result of significant declines in coal mining, oil and gas extraction and metal mining (Table 2). Discussion of mine production is frequently segmented according to the type of materials produced within the broad categories of metals and industrial minerals (also known as nonmetallic minerals). Industrial minerals can be further subdivided as construction aggregates and other industrial minerals. Metals tend to have higher unit values but very low production quantities compared with those of industrial minerals, which have higher production quantities but are lower-valued materials, such as crushed stone or construction sand and gravel. Therefore, for discussion and analysis of the performance of the nonfuel minerals industry, the value of production is used rather than the tonnage produced. "Increasing worldwide energy demands, coupled with desires for cleaner energy, have led to greater research of renewable energies. Strongly weather-dependent energy sources, e.g. solar and wind energy, are unable to provide a constant control energy to withstand the fluctuation of the extensive power systems during peak hours. The pump storage plant Nant de Drance in Switzerland will not only have the capacity of a nuclear power plant, producing 900 MW, but will also combine the environmental aspect and the demand for controlled energy. Nant de Drance is one of the pioneer projects for upcoming energy challenges and serves as a model for future pump storage plants. This paper focuses on the planning process and the project execution of interdisciplinary large-scale projects such as Nant de Drance, including project related data handling, communication systems and project handling skills. Furthermore, the paper discusses mining excavation in the context of large scale projects and their regional environmental challenges, e.g. high alpine rock mass on the site of Nant de Drance. PROJECT BACKGROUND Project Overview Nant de Drance is a 900 MW pump storage plant located in the Swiss Alps. To provide such a high energy storage, six turbines (reversible Francis type), each with a capacity of 150 MW, were installed. Due to the efficiency factor of 80% the pump storage plant is able to provide an energy production of 2500 GWh per annum. Construction of the pump storage plant, which has been selected as “Major Tunneling Project of the Year” in 2014 by NCE and ITA-AITES, will be completed over 10 years. Therefore, the project has been divided in six major phases outlined below: - Launch: 2008 - Access Gallery: 2010 – 2012 - Excavation KMA, KTR: 2011 – 2014 - Concreting KMA, KTR: 2014 – 2016 - Installation of HEM equipment: 2014 – 2018 - Tests & entry into service: 2017 – 2018 Figure 1 outlines the single process phases of the project. For the construction of the shafts, galleries and caverns, 1.7 million m³ of metamorphic rock with sedimentary origin (mica schist & paragneiss of the massif „Aiguilles Rouges“) were excavated. A tunnel network with a total length of 15 km was created. The machine cavern measures 194 m long, 32 m wide and 52 m tall."

Modern business practice dictates that in order to ensure the economic optimization of investment, the size of any investment venture must be such that every increment of capital invested in such a venture yields at least a corporate minimum acceptable rate of return. This practice is based on the premise that alternative investment opportunities capable of yielding the minimum corporate return are immediately available. If a mining corporation is to make the maximum use of its investment funds, any capital investment in a mining property must comply with the above practice. The most important parameter in estimating ore reserves is the cut-off grade which is used to separate material into ore or waste. The cut-off grade is calculated on the basis that material of cut-off grade produces sufficient revenue to cover the estimated costs of mining and processing through to sales, including depreciation and produce a pre-determined profit. Ore reserves so estimated are adequate for determining the magnitude of an orebody but do not provide a sound basis for determining plant size and therefore capital investment in a new property or for expansion consideration on an existing property. From a financial analysis of this one ore reserve it is impossible to ascertain whether each increment of capital investment is providing the minimum acceptable rate of return, Other difficulties associated with the calculation of a cut-off grade including the determination of depreciation and the amount of pre-determined profit to be included in the cut-off grade calculation are outlined in the text. The proposed solution to determine optimum ore reserves and plant size for new properties avoids the complication of calculating a cut-off grade by computing a series of ore inventories using arbitrarily selected cut-off grades. A comparison of the cash flows generated by production from such ore inventories using incremental financial analysis clearly indicates the ore reserve and plant size which will best serve the corporation's investment and metal production goals. Incremental financial analysis of a corporation's operating mines and prospects assists management in assessing the comparative expansion and investment possibilities of each property for increasing or maintaining metal production on a long term basis.

"INTRODUCTION The recent drop in iron ore prices has claimed an unwitting casualty in vanadium. Vanadium is dominantly produced as a co-product of steel production. The recent shutdown at EVRAZ’s Mapochs steel-vanadium operations in South Africa has cut-off 10% of the world’s vanadium output. Earlier in February, 2015, Australia’s Atlantic Ltd. suspended operations at its Windimurra iron-vanadium complex after a fire caused severe damage at the plant. Since then, challenging market conditions has resulted in the permanent closure of this operation. This decoupling of vanadium production from integrated iron ore producers presents an opportunity for vanadium exploration companies to target single-product deposits. This trend is manifested in the increasing number of pure-play vanadium ventures around the world.The mine production of vanadium is dominated by three countries namely, China, South Africa and Russia, which collectively produce 98% of the world’s vanadium. While the use of vanadium as an alloy in the steel industry remains by far the largest application for this metal, growth in demand is expected to come from the renewable energy industry in the form of batteries for energy storage. This paper summarizes the current state of vanadium exploration, briefly describes the vanadium market and lists sources of future demand for the metal. TREND IN VANADIUM EXPLORATION The most active participants in the current vanadium exploration are pure-play vanadium ventures in Brazil, South Africa and Australia. These ventures are targeting deposits with higher vanadium grade than those typically mined in titaniferous magnetite operated by integrated steel-vanadium producers. The 10% shortfall in vanadium production resulting from the shutdown at EVRAZ’s Mapochs is expected to be partially compensated by Largo Resources’ Maracás Menchen vanadium operation located in the State of Bahia in Brazil, which commenced operation in August 2014 and is expected to reach design capacity of 11,400 tonnes of vanadium pentaoxide (V2O5) by the end of 2015. The estimated production1 for 2015 is 6,500 tonnes of V2O5 at a target production cost of $3.60/lb. This is the first vanadium operation to be placed in production in the Western Hemisphere in over 35 years."

"This paper discusses how an existing grey cast iron segmental tunnel lining responds to construction of a new SCL tunnel transversely beneath with zero clearance; how the damage assessment for the existing tunnel was conducted for impact of longitudinal movement; how the tunnel is subsequently instrumented to observe both movement and stress manifestation at its longitudinal connections and how the results from the instruments compare with the prediction. An assessment of neutral axis of the tunnel in longitudinal flexure is also explored using interpolated horizontal displacement data from a conventional monitoring system. INTRODUCTION The Royal Mail Tunnel (RMT) (formely Post Office Tunnel or ‘Mailrail’) was constructed using semi-mechanised deep level construction techniques from 1914 and 1917 (Lee 1938). Commencing full commercial operation in 1926, the system was until 2003; conveying parcels the 6.5 miles between seven sorting offices in the center of London, and linking the system with main line rail stations, Paddington and Liverpool Street (The British Postal Museum & Archive 2013). A single tunnel of 2.74m internal diameter facilitated a bi-directional twin narrow-gauge (~611mm gauge) railway road system for electric driverless operation. The tunnel lining is segmental grey cast iron (grade 10) made up of six flanged segments and a smaller flanged key segment; constructed into a ring of width 508mm The external diameter of the tunnel is 2.971m. For further details of the tunnel lining and material properties are outlined by (Devriendt & Alhaddad 2014).London Underground Bond Street Station is a major station of the London Underground system in the very center of London; in its vicinity, the RMT runs west-east perpendicularly above the north south Jubilee Line tunnels. Historic survey record of the Jubilee Line’s (the then Fleet Line) construction in 1974 and its impact on the RMT case is documented in (Crossrail 1993): it is one of only a hand full of case-studies frequently cited when assessing the impact of new construction scenarios of this type; not least including the assessment of the same tunnel, at the same site some 40 years later, and the subject material for this paper: It noted significant vertical displacement of ~90mm to the RMT without noticeable serviceability or operational impediment."

"The Midwest is presently the focus for Combined Sewer Overflow (CSO) abatement in the United States (U.S.). Most of the EPA mandated utility and municipal long term CSO abatement programs in large metro areas in the Midwest such as Cleveland, Indianapolis, Columbus, Chicago, St Louis, Akron, Fort Wayne, Louisville, Kansas City, Omaha and Pittsburg use or will use deep tunnels for storage and conveyance of CSOs. This paper will compare design methods specified and implemented for tunnel construction in Midwestern geology such as soft ground and mixed face EPBM tunnels, hard rock TBM tunnels, drill & blast tunnels, road header tunnels along with tunnel lining systems. It will also review the performance of successful CSO systems that include design life cycle, vortex and drop shaft configurations, pump stations, storage and conveyance strategies and long term operation and maintenance criteria. HISTORY and BACKGROUND Prior to development of mandated wastewater treatment plants, collecting both wastewater and storm water runoff in a single-pipe system was an efficient and economical solution. The early combined sewer systems were typically designed and sized to carry several times the average dry weather wastewater flows and not designed to handle a mixed volume of waste water and storm water during a wet weather event. Beginning in the early 1970s, federal legislation (Clean Water Act of 1972, Clean Water Act of 1977 and the Water Quality Act of 1982) changed how municipalities and industries in the U.S. were required to treat and discharge wastewater into the nation’s surface waters. They were mandated to treat wastewater at federal regulatory standards for discharge into surface waters that is safe for humans, wildlife and aquatic life. The wastewater treatment facilities that evolved were initially designed and sized to treat only the peak volume of raw wastewater flowing during dry weather. Combined sewer system control sections or relief structures were installed upstream of wastewater treatment plants (WWTP) and were designed to protect WWTPs from potential damage that would be caused if peak volumes of raw wastewater mixed with storm water runoff reached and overwhelmed the WWTPs."

"In May 2015 the New Monte Bianco aerial cableway, operating on the Italian side, have been completed. It connects the lower station in Pontal d’Entreves (1300 metres above sea level (m a.s.l.)) with the intermediate station at Pavillon de Mont Frety (2160 m a.s.l.) and with the top station at Helbronner Peak (3460 m a.s.l.). A new underground link between Helbronner Peak and New Torino Refuge has also been built. The link is divided into two different sections: the first one, a 70 meters deep vertical pit created using the “Raise Boring”, descends underground from Helbronner Peak station; the second section, a 160 meters long sub horizontal tunnel, emerges at Torino Refuge. After a first introduction focused on the general layout of the project, the paper will present the geomechanical survey aimed to evaluate the effect of permafrost on the stability of intensely fractured granitic mass. Finally, it will describe the relevant issues related to the highest construction yard in Europe (3400 m a.s.l.): difficult conditions such as extremely cold and windy weather and restricted spaces. INTRODUCTION The new cable way connects the lower station in Pontal d’Entreves (1300 m a.s.l.), close to Courmayeur, with the top station at Helbronner Peak (3462 m a.s.l.) and its territory, as well as links with France and, through the French territory, with the town of Chamonix (1000 m a.s.l.). The overall layout is divided into two sections (as shown in Figure 1): the first section, “Pontal d’Entreves – Mont Frety”, has a length of 1700m, elevation differential of 886m, a capacity of 800 persons/hour and cable cars for 80 passengers; the second one, “Mont Frety – Punta Helbronner”, has a length of 2630m, elevation differential of 1276m, a capacity of 600 persons/hour, and cable cars for 75 passengers. The new system is designed for fully rotating cable cars moving at a constant rate of 9.0 m/s. The track requires constructing special cables supports, three for the first section and two for the second one."

A coal mine located in southern West Virginia recently set a world record for daily low-seam coal production using a Cat automated longwall plow system. In a 24-hour period on April 10 and 11, 2014, the Pinnacle Mine longwall produced 32,411 t (35,724 st) from the Virginia Pocahontas No. 3 Seam, in a seam height of just 1.42 m (56 in.) along the 298-m (980-ft) longwall face. The Pinnacle Mine, located near the town of Pineville and owned by Cliffs Natural Resources Inc., an international mining and resource company, operates a Cat Gleithobel GH1600 Longwall Plow System. A previous record was set by this system at Pinnacle in August, 2012 when 29,423 t (32,430 st) were mined in a 24-hour period. The record was set by the same system, mining its second panel after a comprehensive rebuild was performed by Carter Machinery, the Cat Dealer in that area. The rebuild encompassed a complete rebuild of the headgate and tailgate armored face conveyor (AFC) drive, the headgate and tailgate special AFC pans, the stageloader drives and return end, the complete crusher and all gearboxes for the plow, AFC and stageloader. Carter acquired the rights to sales and aftermarket support associated with the former Bucyrus mining products, both surface and underground, in 2013. ?Supporting and rebuilding a longwall plow system was a new experience for the Carter service team,? said Chris Curfman, president of Caterpillar Global Mining Sales and Support Division. ?However, given the record production results attained by the rebuilt system at Pinnacle, it?s obvious that they are up to the challenge of supporting the underground product lines at the same high standards and quality level that they have been delivering for many years on the traditional Cat surface mining products.? Tom Bluth, president of Caterpillar Global Mining Products Division, said, ?Caterpillar congratulates the Pinnacle team for this great achievement. Without their efforts and dedication this record would not have been possible. To safely deliver that kind of output from such a thin seam is remarkable. HARRY HINDS: Our second speaker today is Rich Perry. Rich is the manager of leach and dewatering at Newmont Gold Company's Carlin operations. He has been the operator of Newmont's refractory leach development program for the past three years. Prior to joining Newmont in 1994, he was plant superintendent at the Big Springs and Jerritt Canyon Roasting Mills for Independence Mining Company. He graduated from the University of Nevada's Mackay School of Mines, and has lived with his wife and three children in Elko, Nevada, for the past 12 years. Please welcome Rich as he presents "New Facility Design Engineering: On-Site Versus Engineering Companies' Offices." RICH PERRY: Newmont Gold Company has been mining and processing gold ore at its Carlin, Nevada, operations since 1965. Processing is done using oxide milling, heap leaching, and whole ore roasting methods. Newmont began development of refractory leach processing technology at its research and development facility in 1988. The R&D staff focused on developing processing methods for low-grade refractory gold resources at Carlin that could not be economically processed by refractory milling methods. The term refractory ore refers to those ores that contain quantities of sulfides and/or organic carbon that result in low recoveries using conventional cyanide leaching. The R&D staff developed two potential processes deemed worthy of further testing: heap biooxidation to liberate gold occluded by sulfides and ammonium thiosulfate leaching for gold recovery from carbonaceous preg-robbing ores. These were piloted in small heaps by the staff of the R&D and Carlin metallurgical labs from 1990 through 1994. By 1994, Newmont's R&D and metallurgical staffs had unlocked the chemistry and kinetics of the two processes, and it was decided that the operations group would be brought in to begin development of a commercial plant. A project manager at Newmont's Denver office was assigned to the project. Scale-up issues such as biooxidation leach pad design; on/off heap heights; handling of various ore types during stacking and reclaiming; operating costs; and environmental, health, and hygiene concerns using a new process chemistry remained unanswered.

Land access and tenure certainty for exploration and mine development is absolutely critical to the foundation of a healthy, sustainable and environmentally-sound mineral exploration and mining sector. Without certainty, mineral exploration will be severely eroded, resulting in reduced possibility of discovering and developing new mines. The development of positive relationships based on a shared commitment of understanding, mutual respect and trust by First Nations and the mineral sector can provide this increased business certainty and social and economic benefits for local First Nations. As a sector, we face many challenges in regard to building relationships with First Nations. The root solution to addressing these challenges lies in recognizing and understanding the unique cultural differences that exist between indigenous people and the business community. From the Canadian perspective, the First Nations culture differs vastly from non-Aboriginal culture. It is equally as imperative that cultural differences be acknowledged and respected at home as they are when seeking business opportunities in other countries. The traditional “business” approaches and relationships that one understands and incorporates with one’s contractors, legal counsel, investors and Board are generally not be the best approach for the introductory and subsequent meetings with indigenous peoples. This paper is written from the perspective of my experiences accumulated over the past ten years, first as Manager of Aboriginal Affairs for one of the largest forest companies in British Columbia and now, as President and CEO of the Association for Mineral Exploration BC (AME BC). My opinions are not necessarily endorsed by AME BC. Before the gritty issues of consultation and benefit sharing are dealt with, it is worthwhile to clear up the confusion surrounding terminology. “Indigenous Peoples” is used in a global context; “Aboriginal Peoples” is used in the Canadian context therefore includes Métis, Inuit and First Nations Peoples. The term “First Nations”, in the context of British Columbia, perhaps has its roots in the fact that treaties have largely not been settled. Therefore it is important to reaffirm that British Columbia was not discovered. First Nations have resided in British Columbia since time immemorial.

This paper will describe several modifications to design of con­ventional oxide gold heap leaching. They are targeted at reduc­ing costs and simplifying heap operations. These modifications were conceptualized during consulting work on over 90 differ­ent heap leaches. In 1995, a unique opportunity arose to imme­diately apply all of these design concepts to the permitting and construction of a new facility at the American Girl Mine in southeastern California. American Girl Mine has operated since 1987. In April 1995, the mine faced a situation with grave consequences for cash flow. Approval for mining of a new ore zone, Oro Cruz, had just been granted, after lengthy delays by California regula­tors. All existing pad space would be filled by October. Only 6 months were available, and new pad siting and design were still undecided. Permitting of a new pad had not begun. Options were quickly reviewed. A strong criteria for pad site selection and design was ease of permitting. There was also a strong desire to install a system that would achieve better met­allurgical recovery and reduced operating costs, compared to previous heaps at this mine. One site offered the best chance for rapid permitting. It was the site of the original 1987-90 heap leach. This already dis­turbed ground contained 1.6 million tons of heaped ore. The old heap had just completed detoxification and was about to be signed off as a Group C waste, ready for reclamation. Instead of recontouring and revegetating the old heap, which the reclamation plan anticipated, we offered BLM and the County something even better. We proposed to off-load much of the detoxed old heap, and reuse the space. The off-loaded material would be back-filled into the original open pit, imme­diately adjacent. While the footprint of the proposed new pad was much larger, the reuse of disturbed ground, and backfilling of the open pit, had very strong appeal to the regulators. Our permitting strategy included the technical design of the proposed new facility. Many of the new design details also appealed to the regulators, particularly the "zero active ponds" concept.
