First of all, I want to thank John Dunlap for asking me to this AIME meeting in Denver. I was first introduced to Denver and The Rocky Mountains more than ten years ago and immediately decided it was one of the most attractive spots in the world. I've come back many times since and still welcome any opportunity to return, even if it means I have to prepare and give a paper on potash. When John Dunlap gave me this assignment, he told me that the program would include papers on the geology of potash, papers on new discovered potash deposits and new mines and asked me to discuss potash from the commercial point of view. He also asked me to include a supply/demand outlook for potash. However, one thing he did not mention was "how far into the future he wanted me to look" and it seems to me the time element is a crucial factor to you who are both geologists and miners as well as to me. In your case, you have to look far enough into the future to give you time to explore, find, evaluate, develop, and bring into production a commercial deposit. My mining associates and friends don't agree on how long that takes but it's probably somewhere in the range of eight to fifteen years. But, they all agree on one thing and that is that the time required is continually getting longer. Now my time problem is just the opposite. It is "relatively" easy, and I stress relatively, to identify and evaluate the importance of the various factors that impact on both the supply of and demand for a commodity such as potash if the time period is today. It gets a little tough if one has to project into tomorrow or next week or next month. And when we start talking in terms of a year, five years or ten or fifteen years, things really get sticky and the old crystal ball becomes mighty cloudy. But we economists and forecasters are not known for our temerity so let me get on with the job at hand and take a look at the world potash supply/demand outlook.

"Location. The Cuyuna iron district extends from the region of Kimberly, near the Center of Aitkin County, Minnesota, south-westward through Deerwood, Ironton, and Brainerd, across Crow Wing and Todd counties, across the Mississippi River, and for an unknown distance farther southwest in the same direction. It is known that the Huronian rocks, in which the ores of the Cuyuna district are found, reappear near the western border f Minnesota, but no ores have been found in this region. The district has a length of more than sixty miles, but the more important portion as now known 'is confined to Crow Wing County in an area which is less than thirty miles in its longest dimension. The commercial headquarters for the district are in the city f Brainerd, on the Mississippi River.History. The discovery of iron ore in the Cuyuna district was accomplished with no aid from surface outcrops, but solely through the use of the dip needle. The mantle of glacial drift overlying the iron formation varies from twenty-five to 359 feet in thickness, and it was by means f the magnetic attraction of the iron bearing rocks that their presence was discovered with the dip needle by Cuyler Adams, about 1895. The general geologic map of Minnesota, published by the State Geological Survey in 1909, showed the extension of the Huronian rocks of the Mesabi district passing through this area. Two years later, Leith published a sketch showing the hypothetic extension of the iron bearing formation through the same area. The first drilling was done in 1903, near Deerwood, Minn., by Cuyler Adams, and exploration was continued to the present time in increasing amount. The Northern Pacific Railway extends throughout the length of the district and affords an easy outlet for the ores. The Soo Line Railway completed a spur into the district in 1910. Both roads carry the ore to the docks at Supe¬rior, Wis., the average haul being about ninety miles. Shipments began in 1911, the Kennedy mine being the first producer. By 1918, the number of shippers reached twenty-seven, with a total output of nearly two and one-half million tons for that year."

During the twentieth century the Mesabi Range in northeastern Minnesota has been the major source of iron ore for American steel mills. The Mesabi Range extends along an iron bearing outcrop known as the Biwabik formation. This outcrop is some 120 miles long and up to three miles wide. The formation is from 200 to 650 feet thick and dips 5 to 10 degrees to the southeast. The iron content of the original Biwabik formation was quite uniform, but much of this formation has been subjected to alteration. Thus major variations in iron content and mineral composition exist both laterally and vertically in the present Biwabik formation. The remaining unaltered iron formation includes the magnetic taconites which are commercially processed by Reserve Mining, Erie Mining, Eveleth Taconite, National Steel, Butler Taconite, and U.S. Steel. These six operations have a capacity of 32 million tons. per year of iron pellets and have produced approximately 170 million tons of pellets since 1956. Capacity for another 30 million tons per year of pellets is being considered by the industry for the next ten years. This increase will be obtained by construction of new plants and expansion of present operations. Thus by 1977, it is estimated that approximately 60 million tons per year of iron pellets will be produced from magnetic taconite on the Mesabi Range. The portions of the Biwabik formation subjected to intense alteration resulted in the direct shipping, wash and heavy media ores. Since 1892, 1.8 billion tons of direct shipping ore have been shipped from the Mesabi Range. This ore has been the major source of iron for American steel mills. In 1966, 12 million tons of direct shipping ore and 18 million tons of wash, jig, heavy media and other gravity concentrates were shipped from the Mesabi Range. These products generally have poorer physical and chemical properties than the iron pellets produced from magnetic taconite. It is predicted that the shipment of these materials will decrease from about 30 million tons in 1966 to 6 to 8 million tons in 1975. This decrease will be due to depletion of reserves and poor quality product.

The objective of this paper is to review advances in the art of borehole (slurry) mining made by the Bureau of Mines. The introduction gives historical and general background information on borehole mining. The borehole mining concept is defined and justified in terms of economics, health and safety, the environment, and resource conservation. This is followed by a description of the design of a prototype borehole mining tool (BMT) developed by the Bureau of Mines. Included are design drawings and performance specifications. The next section describes the application of the BMT in the extraction of metallurgical coal from steeply pitching seams near Wilkeson, Wash., during 1975-76. The field test showed that the BMT produced coal at the rate of 8 tons per hour (tph) (7,272 kg/hr) from a depth of 88 feet (26.8 m) and was effective in producing coal as far as 15 feet (4.6 m) from the center of the borehole. The data are used as a basis for an economic analysis of borehole coal mining and for the suggestions for the design of a second-generation borehole coal mining tool. The following section describes Bureau efforts in applying borehole mining to the extraction of uraniferous sandstone at Rocky Mountain Energy Corp.'s Nine-Mile Lake site, Natrona County, Wyo. BMT design changes appropriate to uranium mining are described along with production, reliability, and reclamation data taken during 1977-73. The field test revealed that the BMT produced 900 tons (81.8x105 g) of uraniferous sand at an average race of 8 tph (7,272 kg/hr) from a depth of 75 (22.8 m) to 90 (27.4 m) feet and created a cavity 25 feet (7.6 m) in radius. These data are used as the basis for an economic analysis of borehole mining of shallow uraniferous sandstones. Reclamation data included will be the results of backfilling experiments conducted at Nine-Mile Lake during 1978. The most significant of these data were that backfill was emplaced at the rate of 16 tph (14.5x103 kg/hr) and that 90 percent of the material extracted from a cavity can be backfilled.

It is very seldom that a completely new project is initiated. Most projects consist of a new and different combination of proven techniques or a combination of proven and new techniques. The theme of my discussion today falls in the second category. Proven methods of water transportation and proven methods of bulk material handling were combined with some new techniques which resulted in a new market for the coal industry and a cheaper fuel supply for the power industry. In this respect I refer to the water transportation of coal from the West Kentucky coal fields to coal burning power plants on the west coast of Florida. Peabody Coal Company, Florida Power Company, Gulf Coast Transit, and Mid-South Towing combined their individual requirements and "know how' to make this project possible. I feel the results speak for themselves since it proves that coal can be mined in the West Kentucky coal fields, transported some 1,200 miles by river barge and some 450 miles by ocean going barges, be delivered to power plants on the west coast of Florida and still meet the competitive prices of gas and residual oil. The unique parts of this project concerns the storage and trans loading facilities for coal from river equipment to ocean equipment near New Orleans; the return haul of phosphate and it's trans loading from ocean to river equipment at the same facility and the use of large ocean going barges. In detail it works as follows: Coal is mined in West Kentucky and loaded into 1,500 ton river barges on the Green River. It is then transported some 100 miles to the mouth of the Green on the Ohio River, then 200 miles down the Ohio to it's convergence with the Mississippi, and then 900 miles down the Mississippi to the trans loading facility some 40 miles South of New Orleans. There it is transferred from the 1,500 ton river barges to 18,000 ton ocean going barges and hauled some 450 miles across the Gulf of Mexico to the Gannon Station of Tampa Electric at Tampa entailing a total haul of approximately 1,650 miles.

The Consejo de Recursos Naturales No Renovables of the Mexican government entered into an agreement with the United Nations in 1964 for the mineral exploration of a large area in Estado de Sonora, Mexico. The agreement called for a systematic exploration for copper in northern Sonora based on photogeologic mapping, aerial reconnaissance, and geochemical stream sediment sampling. The UN-CRNNR investigations resulted in the detection of anomalous copper values in sediment from the Arroyo Cruz de Cafiada. The anomaly was followed upstream to its source, which ultimately proved to be the La Caridad ore body (see Fig. 1). Soil copper and molybdenum values were found over a large area, and further detailed geologic and geophysical investigations were instituted of the anomalous area. David Coolbaugh was largely responsible for the follow-up work. An induced polarization (IP) survey found a roughly circular region of "highs" that coincided with a high soil copper anomaly. The circular anomalies ringed the topographic feature that ultimately was found to contain the Caridad ore body. Soil geochemical copper response over the ore body was subdued, because the soils were derived from a leached capping, whereas leaching in fringe areas that contained less veining was less intense. The ore body was also ringed by the typical high pyrite zone, and this was the anomaly detected by the IP survey. The UN began drilling in the fall of 1966. Eleven holes tested the IP-Cu geochemical high, but none were of commercial interest. The project was returned to the Consejo and was reviewed in the field by G.P. Salas and V.F. Hollister. It was found that the leached capping had not been tested by the past activities, and the Consejo elected to explore that area in 1967. The capping was evaluated by Salas and Hollister and drilling by the Consejo began in 1967. Commercial grade ore intercepts were found in the first hole. The Consejo drilled nine holes, of which eight were commercial. At least 90.7 Mt (100 million tons) of 0.8% copper were indicated by the Consejo in eight holes. The lesson learned in this discovery is that evaluation of leached capping is an important guide to exploration. The general-

The list of environmental issues facing industry in general, and the mining industry in particular, has placed greater emphasis on the concept of risk assessment and risk management. In informal terms, risk can be defined as the chance of injury, loss or damage. More formally, it is defined as the probability of an occurrence and its consequences. In simple terms, risk assessment involves three questions: What can go wrong? How probable is it to go wrong? If it goes wrong, what are the consequences? Experts on the subject of risk assess¬ment and management met in St. Louis, MO in October 1992 to discuss the extensive and innovative technology that has been developed in this arena. Each agreed that a consistent framework can be used to approach risk assessment/ management considerations in siting and design alternatives, as well as when considering financial aspects of mine development. And the environmental planning process for mines, as well as planning for operation through closures, will rely more heavily on risk assessment and management techniques. Risk assessment is a tool to assist engineers, scientists and managers make better, defensible operational decisions. A realistic and probabilistic risk analysis, coupled with a sound financial model, can combine a large set of alternatives and criteria to arrive at a defensible decision. Organizers of this regional SME conference believe that mining professionals should become fully conversant with risk assessment techniques and approaches because this arena provides opportunities to develop more rational decision-making techniques. Current health risk assessments rely heavily on Environmental Protection Agency (EPA) approaches. Several speakers and papers show how this approach has been applied to a variety of topics. Two major advantages come forward when applying risk assessment techniques to environmental clean-up options for contaminated sites. They are the selection of practical options and cost-effective alternatives. A probabilistic risk assessment provides results that can be directly related to clean-up costs. It has been shown that small reductions in risk are obtained for large increases in cost after a certain threshold value is reached. A preferred, practical clean-up alternative that provides permanent solutions can be selected based on a probabilistic assessment. Here are summaries of some of the papers presented at the meeting.

Should an arbitrary reduction factor be applied to laboratory compressive strengths when designing pillars? The answer is, as is the main contention of Peng's article, probably not. Many factors affect the strength of the material remaining in the pillar. On the other hand, outside influences will influence the strength testing results from the lab. This is not the first article, nor the last, to discuss the discrepancy between the two strengths. As was discussed in the article, actual pillar strength is affected by several factors. The two mentioned were: • The scale effect of discontinuities. How large must the pillar be so that the increase in discontinuity count with size will not decrease the strength. • Non-uniform strengths and lithologic units within the pillar. The scale effect of discontinuities is important. What size block must be tested so that the rock mass strength is actually measured? For a highly fractured rock mass, or coal with a high cleat density, this sample may be quite small. Conversely, if an unaltered, moderately jointed, quartz monzonite was examined, the sample block would likely be very large. This is the subject of ongo¬ing research. More to the point, if the tested sample is sufficiently large to model the rock mass strength, then no reductions should be made in the lab strength based on this factor alone. Non-uniform strengths and variations in lithologic units will also affect the pillar strength. I am not an expert in coal mines, having gained my experience in hard rock metal mining. These problems, though, are commonplace. However, strength sampling for pillar strength determination involves sampling material from within the lithologic unit that will form the pillar, not from pieces of material found on the floor. In addition, this sampling should cover the entire range of strengths of the material in the pillar-hard units (such as the partings described by Peng), as well as soft units. Testing results should then be included in the pillar design. Contrary to statements in Peng's article, at least one rock mass rating system (Laubscher, 1990) allows for the compositing of strong and weak units into a design rock mass strength that can be used for pillar design.

Thermovision monitoring of surface temperature has been examined for the purpose of detection of spontaneous combustion of early stage. Measurements were carried out in bituminous and subbituminous coal mines. It was found that surface temperature heterogenities can be considered as common phenomenon in mine openings. However, the most of the observed temperature heterogenities were not connected with coal spontaneous combustion of early stage. These, so called [non-spontaneous combustion] temperature heterogenities in surface of mine openings were found to be caused by: l. Different conditions of heat transfer between opening surface and air stream; 2. Low temperature (natural) oxidation of coal; 3. Dissipated heat loses of working machine. Sites of early stage spontaneous combustion of coal were characterized by: 1. More significant, local rise in surface temperature comparing with low temperature coal oxidation; 2. Evolution of carbon monoxide with local concentration near the surface of such site more than about 15 ppm (bituminous coals) or 30 ppm (subbituminous coals). INTRODUCTION Mine fires are a serious hazard to life and result in a considerable loss of coal reserves. Thus, great attention is paid to investigation of new methods enabling already early detection of self-heating of coal. The earlier a fire is observed, the easier would it be to deal with. Detection methods used in coal mines are mainly based on: 1. [Mine air analysis]. Changes in composition of mine air are examined. Products of spontaneous heating of coal, not being present in mine air under normal conditions, are considered as indicators of anomalous behaviour of coal (carbon monoxide, unsaturated hydrocarbons) (Mackenzie-Wood and Strang, 1990). 2. [Temperature measurements]. Sites of higher temperature level comparing surroundings are looking for underground using various direct or indirect methods of temperature measurements. This paper summarizes experience from thermovision monitoring, as one of the latest indirect temperature measurement technique, used for the purpose of early detection of self-heating of coal in mine openings. INFRARED THERMOVISION Infrared thermovision device of AGEMA Infrared systems AB (Sweden) was used for the in situ measurements. The constant value of emissivity factor, 0.95, was pre-set as the most probable level of emissivities of coal and rocks in mine conditions.

In order to assist better countermeasures for ventilation control in normal/abnormal condition of mine ventilation network in real time, branch relation table derived from a macroscopic characteristic of ventilation network is introduced in this study. The main results in this study are as follows; 1) One of macro characteristics of a ventilation network, as a relation between airflow rates in two branches chosen arbitrarily, is specified under the change of aerodynamic resistances in a branch. Airflow rate in a branch can be estimated by airflow rate in other branch changing aerodynamic resistance by using empirical formula. The empirical formula by computer simulation of the Horonai coal mine, Japan is considered to be a one-valued function with monotone or extremums. 2) A branch relation table shows the macro characteristics, mentioned above, of all the set of two-branch combinations in a network. Elements in the table give both information of control possibility range of airflow rate and total number of extremums in an empirical formula. 3) It is important that when aerodynamic resistance change in a branch is estimated by measuring airflow rates in two typical branches, the two branches should be chosen from branch combinations with monotonous relation in the branch relation table. 4) A flexible expert system to assist ventilation control in the specified branch in real time has been developed by using a branch relation table for a ventilation transfer diagram of the specified branch, such a coal face and an advancing face. A fuzzy reasoning is utilized in the recognition of the safety factor, methane concentration, in the system. And when conviction degree in recognition for methane concentration at the specified branch is too low, the system searches for other branch combinations in the branch relation table stored in the system, to use other ventilation transfer diagram of the specified branch. When a needed ventilation transfer diagram is not stored in the system, the expert system asks automatically the ventilation simulation from other computers linked to the main computer automatically. The system repeats consultation until conviction value of safety in the specified branch approached

INTRODUCTION Due to the current depressed state of the mining industry, many mining companies have been forced to operate at less than maximum capacity. This paper will describe how the AMAX Henderson Molybdenum Mine and Mill near Empire and Parshall, Colorado respectively have utilized operations scheduling and budgeting to achieve production targets at minimum operating costs The AMAX Henderson Molybdenum Mine and Mill have been operating most recently at approximately sixty percent of maximum capacity. OPERATIONS SCHEDULING Production Targets. The production targets are tons, operating days, tons per opera- ting day, head grade, recovery, and pounds of molybdenum. One specific objective of operations scheduling is to meet the production target for pounds of molybdenum. Present market conditions dictate that production be adjusted to match sales of molybdenum. Over-production and creation of molybdenum inventories is unacceptable. In summary, the product ion target for pounds of molybdenum must be met, but not exceeded. Capacity. The AMAX Henderson Mill single stage open crushing circuit capacity is 48,000 dry short tons per day. The AMAX Henderson Mill single stage semi-autogenous primary grinding mill circuit capacity is 38,000 dry short tons per day. All other AMAX Henderson Mi 11 circuits such as rougher flotation, regrind, cleaner flotation, lead leach, filtering, drying and concentrate handling are sized to accommodate the 38,000 dry short tons per day and pro- ducts from same. The tailing delivery system is designed to accommodate tailing from a 38,000 dry short tons per day operation. Constraints. One mill production scheduling constraint is that the mill operating schedule must be the same as mine production, ore haulage and crushing. There is a total crushed ore stockpi1e storage capacity of 240,000 dry short tons. This breaks down to 60,000 dry short tons of crushed ore over the three reclaim pan feeders for each of the four primary grinding mill circuits. However, there is only approximately 10,000 dry short tons of live crushed ore available over the three reclaim pan feeders for each of the four primary grinding mill circuits. The announcement of a minable reserve of 13.6 Mt (16 million tons) averaging 0.9 g/t (0.027 oz per ton) Au and 2.4 g/t (0.71 oz per ton) Ag for the open pit-heap leach reserve at Red Mountain No. 3 in Ouray County, Colorado, by Cornucopia Resources in November 1985 brings another open pit-heap leach precious metal ore body to the production stage. With about 8.2 Mt (9 million tons) of waste and metallurgical studies showing acceptable recovery rates, low reagent consumption, and good final percentage recovery, Red Mountain is a discovery that will add to the precious metal inventory of the US. Frank Baumgaruler of Denver, CO, recognized the precious metal potential in Red Mountain No. 3 and acquired all of the old claims. James Matlock conducted a field reconnaissance over Red Mountain No. 3 independently of the Baumgartner activities and recognized epithermal alteration and mineralization in the Tertiary volcanics. He recommended acquisition of the ground and was able to obtain rights and drill six core holes for Amoco in 1982. Amoco drilled a further nine core holes in 1983, but then dropped the property. Cyrano Resources examined the data and through its consulting geologist, V.F. Hollister, acquired the rights dropped by Amoco. In 1984 Cyrano began further drilling of the ore zone demonstrated by Amoco but they were then acquired by Cornucopia Resources. Cornucopia completed development of the property and commenced the permitting process in 1986. The property was recognized as a disseminated gold deposit by both Baumgartner and Matlock, and both deserve credit for properly evaluating mineralized outcrop in the Tertiary volcanics. However, Cornucopia recognized the profit potential in the heap leach exploitation of the ores and de- serves credit for completion of premine feasibility studies. The discovery is clearly a geological one, but the premine engineering studies were essential to the conversion of the prospect to a commercial mining enterprise. The deposit lies on the circular bounding fault of the Silverton caldera. Two reprints follow that help understand the geologic setting of the ore controls.

1. INTRODUCTION In April 1979, the U. S. Nuclear Regulatory Commission issued the Draft Generic Environmental Impact Statement (GEIS) on Uranium Milling (NUREG-0511) for public comment. While the GEIS is a broad environmental impact assessment of the U.S. uranium milling industry as a whole, its primary focus is on the issue of uranium mill tailings disposal and long term isolation. In August of 1979, proposed regulations (U.S. Federal Register Notice 44FR50012), incorporating both conclusions of the GEIS and provisions of recent U.S. legislation on uranium mill tailings (Uranium Mill Tailings Radiation Control Act of 1978--UMTRCA), were also issued for public comment. This paper (1) briefly reviews the major conclusions of the draft GEIS, (2) summarizes the major elements and rationale of the associated, proposed regulations, and (3) reviews some of the major issues raised during the public comment period and changes which the NRC staff expects will be made in finalizing the GEIS and regulations. The risk in summarizing a document of such broad scope and complexity as the GEIS is that the depth of evaluation and the full technical bases for conclusions reached may not be adequately conveyed. Recognizing this, those Sections of the draft GEIS where a more complete discussion of the issues is presented are parenthetically noted in this paper in order to facilitate location of additional background and supporting material. 2. GENERAL CONCLUSIONS In the GEIS, a full range of tailings disposal alternatives was considered. These alternatives ranged from the past practice of doing little or nothing to control tailings, to advanced treatment alternatives such as nitric acid leaching to increase removal of radioactive elements and fixation of tailings in cement or asphalt. Our broad conclusions were: -Any alternative which results in the need for ongoing, active maintenance to assure long term containment, is unacceptable. (12.3.2.1) -Advanced treatment alternatives are unwarranted since they offer uncertain incremental benefits yet involve costs which may be as much as an order of magnitude greater than costs associated with acceptable alternatives. I would like to first summarize the relevant health information relating to the workers and general populations around uranium mining as a basis for understanding the hazards associated with these operations and their available remedies. This discussion will summarize the literature on Radon and its daughters, among the most toxic uranium decay products. Second, I will discuss waste handling in the uranium industry: past, present and future, discussing exploration, mining, and milling and the volumes of water and solid and gaseous wastes which are associated with these various phases of uranium operations. This paper will also include a discussion of the various past and present materials handling technologies and their responsiveness to the concern for uranium waste isolation. I will then conclude with a summary of recent modifications in the relevant standards as applied to uranium mining and milling. Joseph Wagoner, a research epidemiologist with the U.S. Public Health Service has summarized the literature on uranium mining and its health effects in his written testimony as a commissioned witness in British Columbia Royal Commission of Inquiry into Uranium Mining in January of 1980, entitled Uranium, The U.S. Experience: A Lesson in History.1 Briefly summarizinq his report, as early as 1546, miners of uranium bearing ores in Central Europe were reported to have unusually hiqh frequencies of fatal lung disease2. As early as 1879, the real nature of pulmonary disorders among these miners was first diagnosed to be malignant neoplasia or lung cancers. Of 655 miners dying between 1875 and 1912, 40% or 276 of these Central Europe miners died of lung cancer.4 By 1939, it was reported that lung cancer mortality rate for miners in these Central European mining districts was several times (9.7 per 1000) higher than that for similar populations in Vienna, Austria (0.34 per 1000). Thus, before uranium mining began in the U.S., there was a considerable body of information linking uranium mining to lung cancers. The U.S. experience can be summarized in Table 1 also from Wagoner's B.C. Testimony.1 This table shows that through 1978, 205 respiratory cancer deaths have been observed among white underground uranium miners in the

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. Cyprus Amax's interest in Russia began before the mid-1991 breakup of the former Soviet Union. In 1990, Cyprus Amax began searching for such an opportunity. Early this year, production will begin at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1.75-kt/d (1,930-stpd) open-pit operation that will produce more than 9.3 t/a (300,000 oz/year) of gold. Identifying Russian mining opportunities In late 1990, the first Cyprus Amax people travelled to Russia. The trip was to determine the potential for western firms to develop profitable mines. This encouraging visit suggested that Cyprus Amax focus on the Russian Far East with its mineral riches and its easier access to the United States. The company's initial efforts thus focused on working with the Soviet Union's Northeast Geologic Expedition, the then government agency for exploration and geology in Russia's Far East. After the breakup of the Soviet Union, Cyprus Amax continued working with the same people, but they now represented new independent, nongovernmental entities. For three years, Cyprus Amax investigated numerous deposits. This resulted in the identification of two properties of significant interest, one of which was Kubaka. Location Kubaka is located in the Northern Evensk District of the Magadan Oblast in the Russian Far East. This is an area east of Siberia. The project is situated in a mountainous area of the Kolyma Range, about 300 km (985 miles) south of the Arctic Circle. It is 285 km (180 miles) north of the fishing village of Evensk and 380 km (235 miles) northeast of the silver-mining town Omsukchan. The site is 950 km (590 miles) northeast of the regional capital city of Magadan. Magadan, the political and economic center of the Oblast, has a population of about 150,000 people. I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. "Uma Oya Multipurpose Development Project is located in South West Sri Lanka. This project, among many components, involves a 14 km headrace tunnel in very hard and abrasive igneous rocks. The tunnel is under construction by a 4.4 m diameter double shield TBM. The headrace tunnel has already reached 5km milestone and has passed through some reaches of tunnel in very strong intact rocks with no joints. Low penetration at high thrust load has caused frequent stoppages for cutter change leading to low utilization and advance rates due to low cutter life. The original machine was dressed with 27, each 432 mm (17 inch) diameter, 19 mm (3/4 inch) tipped disc cutters. However, various cutter diameters of 432-457 mm (17-18 inch) and cutter tip widths 13 to 19 mm (0.5-0.75 in), have been tried to see if cutter life and penetration rates could be increased. This paper will review the history of the project, the geology of the site, along with TBM performance and cutter life. It will focus on frequency of different cutter failures encountered in various ground conditions. Also, results of using variation of cutter diameter and tip width to cope with the hard rock conditions and their results in increasing machine productivity will be discussed. This allows for better understanding of parameters controlling disc wear/life and leads to better cutter management for more efficient operation of hard rock TBMs in similar conditions. INTRODUCTION The Uma Oya Multipurpose Development Project (UOMDP) lies in the south-eastern part of the central highland region of Sri Lanka. The Multi-Purpose Project Of Uma Oya is planned to convey water from Uma Oya to Kirindi Oya Basin for hydroelectric energy generation includes Puhulpola RCC Dam on the Uma Oya river, Dyraaba RCC Dam on the Mahatotilla Oya river, a conveyance tunnel from Uma Oya to Mahatotilla Oya (L=3750m), a long feeder tunnel from Mahatotilla Oya to Kirindi Oya river. The feeder (or power) tunnel Lot consists of a 15554 m long headrace tunnel (HRT), the surge shaft and tank on the upstream of the vertical shaft, a 650 m vertical shaft with steel lining, and an underground powerhouse and a 3650m tailrace tunnel (TRT)."

4.1 INTRODUCTION There have been numerous methods developed for predicting the final subsidence and final displacement profiles (Voight and Pariseau, 1970; Brauner, 1973a; Kratzsch, 1983). But for discus- sion purposes, they can be classified into six categories: theoretical, profile function, influence function, graphical, physical, and numerical modeling. The theoretical method employs mainly continuum mechanics theories and attempts to explain the mechanisms that lead to sur- face subsidence. Many models using nearly all kinds of material behavior have been developed. These include elastic (Salmon, 1963; Berry, 1964), plastic (Pariseau, 1968), viscoelastic (Iman, 1965), and elastoplastic (Dahl, 1969). The Profile Function Method is essentially a method of curve-fitting against the measured subsidence profiles in a particular mine or region. There are more than 20 profile functions developed empirically for nearly all major coalfields in the world. These include, to name just a few representative ones: Hungary (Martos, 1958), Japan (Hiramatsu and Oka, 1968), Russia (Avershin, 1947), United Kingdom (Wardell, 1965), and USA (Peng and Chen, 1981; Karmis et al., 1984). The NCB's graphical method in the subsidence Engineers' Handbook (1975) also belongs to the profile function method. The influence function method was first proposed by Bals (1931/1932). It was further developed in various periods and stages by Knothe (1957), Liu and Liao (1965), Brauner (1973a) and Marr (1975). This method is now widely used in various parts of the world. The physical models include sand (Litwiniszyn, 1959; Pariseau and Dahl, 1968) and gelatin (King and Whetton, 1958; Khair et al., 1986). They are used mainly to study the parameters that control subsidence behavior. The most popular numerical method is the finite element technique. It can simulate nearly every conceivable material behavior, inhomogeneity, bedding planes, anisotropy, and various boundary conditions. This versatility is absolutely necessary considering the ever-changing geologic and mining conditions encountered. In the following sections, only those methods that have been applied to US coalfields will be discussed. Furthermore, the methods for prediction of several key parameters such as maximum subsidence, maximum possible subsidence, and maximum displacement are discussed first, because they are the key parameters to be used in the profile function, influence function, and graphical methods.

The increased impact of mining subsidence in the U.S. coalfields and the recent regulatory constraints legislated by government and state agencies have provoked an intense research effort on this topic by government agencies, coal companies and academic institutions. Subsidence and horizontal strain predictions are a basic requirement if subsidence and its associated effects are to be controlled and contained within acceptable environmental levels. As a result, several such prediction techniques have been proposed or are currently under development to assist coal operators in minimizing the detrimental effects of these surface deformations. VPI&SU has been actively involved in this research effort in the past few years, with particular emphasis on the Appalachian coalfield. During the initial stages of this research a large number of subsidence case studies were collected from the literature, the coal industry and government agencies. In total, data from 32 longwall panels and 60 room and pillar panels were collected. This data bank was used to determine relationships between the basic mining and subsidence parameters, in order to allow the evaluation of the various prediction methods for the Appalachian coal region. Based on this data two subsidence prediction techniques, one based on profile functions and the other on influence functions have been developed. Profile function methods provide a tool for a fast calculation of subsidence on a line across a mine panel. Influence function methods, on the other hand, allow for a more detailed calculation of ground movements, in any mode and at any depth, on a grid or at any specific point. The limitations of the data of the collected case studies, i.e. accuracy of surveys, frequency of monitoring, lack of horizontal movement measurements, etc, led VPI&SU to the initiation of a detailed subsidence and strain monitoring program above a number of active mines, located in three major coal producing counties of Virginia. The aim of this program was to enhance the data base with accurate and complete measurements of surface movements and to allow, therefore, the refinement of the prediction techniques. This paper presents this monitoring program, discusses in detail the results obtained from three specific case studies and provides recommendations for the implementation of the field data in the general prediction methods.

Homestake crushing and grinding, practice-was completely revised during the period of 1951-1953. During the conversion, both crushing plants at the head frames the Ross and the Yates, were changes at each plant involved replacing the two 8K gyratories with a rebuilt, The flow sheet single thirty inch gyratory for primary crushing to four inch. The gyratory discharges to a seven foot Symons standard cone crusher set at 1-1/8 inch opening. The cone discharge goes to Tyrock screens fed by vibrating feeders. Screen openings, are l/2 inch by 5 inches: at the Ross. Plant, and 3/8 inch by 5; inches at the Yates. Screen oversize goes to a seven foot Symons cone brusher converted to the short head type; the crusher setting is 5/16 inch. Crusher, discharge; is closed circuited with the Tyrock screens, The above crushing installation delivers a minus 5/8 inch rod mill feed to the mill bins. The crushing revision eliminated the-180 heavy South African type stamps, which had previously reduced the 2 inch crushing plant product to a minus 5/8 inch feed for the 10 rod mills, and 8 ball and pebble.; mills, other revisions in the mill flow sheet, resulted in 3 identical units of about 1350 tons per day, capacity per unit, Each unit consists of an open, circuit 6 foot by 12 foot rod mill, fed from two 24 in by 48 inch vibrating feeders of the four feeders available per unit. A gathering belt delivers the ore discharge of the feeders to the Transportoweigher, which in turn discharge s, into the rod; mill feed spout. Rod Mill discharge is the feed for the 9 foot by 11 foot ball mill, The ball mill is closed circuited with a 16 foot by 30 foot Dorr Classifier. The Homestake make amalgamator, for coarse gold recovery in the ball mill circuit, made' necessary a 36 inch spiral conveyor between the classifier rake discharge and, the combination drum and double scoop feeder on the ball mill See Figure l - the flow sheet of the two stage grinding units.
