Until now, only the range of typical construction projects which are repeated over and over during the life of a coal mine have been discussed. This chapter looks at underground construction projects which occur only once or twice during the life of any given mine and are major construction projects in both time and cost. These projects usually require the services of an outside engineering and construction firm with hands- on experience in design installation. Because of this involvement with engineering and construction firms (EIC), the role of the construction engineer will change from one of actively de- signing and directing tasks to one of planning, inspection, and quality control. To reflect this role change in the discussions, the focus of this chapter will be changed to a broad overview of project participation. Of course, the projects under consideration in this chapter could easily fill more than one book on their design and installation. In addition, major construction projects are extremely site specific, requiring months of data collection about site geology, physical conditions, and potential excavation and construction requirements. Therefore, no attempt shall be made to discuss any detailed construction aspects as was done in earlier chapters. The purpose of this chapter is to present the fundamental concerns of a staff engineer or supervisor. This engineer does not make the decisions on choosing the EIC firm, but assists and interacts with their project team to accomplish the goals set forth by higher management. The construction topics to be reviewed fall into three main categories. The first category is highlighted by the installation of a main surge bin; the second is typified by the construction of an underground shop; and the third category encompasses special projects such as rotary dumps, crusher stations, and foremen's offices. These categories highlight the differences between degrees of mine responsibilities for project completion. The first topic is usually a turnkey project by an E/C firm for a given mine. The second topic represents the leading role of the mine in the project with a contractor as a support service or equipment supplier only. The third topic, special projects, is an example of a joint venture-between a contractor (leading partner) and mine management. These roles can change with any given project, but the changes in management responsibilities for the construction engineer can be nicely illustrated for the purposes of this text. The first step toward constructing major mine projects is to analyze the mine which influence their design. From the mine management standpoint, these parameters should reflect the role the mine will play in the project construction. In other words, what is the nature of the proposed mine environment and what are the material, labor, and time requirements needed to assist or direct the chosen engineering and construction firm? Answering these questions requires some basic project planning and cost estimation work. Here, only a general treatment is necessary, since detailed discussions of these topics will follow in Chapters 8 and 10. For those persons interested in the role of the EIC contractor, I suggest beginning by reviewing the article by Beall, "The Role of an Engineering and Construction Contractor," presented in the October 1980 issue of Mining Engineering magazine.

This exposure to tremolite asbestos and fibrous erionite is typified ??domestic?? due to its prevalence in regions with natural deposits of tremolite asbestos (or fibrous erionite) where the material from tremolite asbestos or fibrous erionite is used for domestic applications such as whitewashing. However, these exposures may be useful in examining the potential consequences of even small amounts of amphibole asbestos fibers in the ambient air. It can also elucidate the effects of fibers that behave like amphibole asbestos. However, this type of exposure is not useful for studying the potential effects of small amounts of asbestos in the ambient air of big cities due to the differing nature of the fiber types and modes of exposure between the regions. © 2008 Published by Elsevier Inc. Mountain Top Removal (MTR) mining started in West Virginia nearly thirty years ago. This surface mining method can extract multiple coal seams as thin as a few inches thick with total recovery and minimum rock dilution in very steep mountainous terrain. It is highly efficient even if coal seams are in close proximity and small in aerial extent. Consequently, MTR has been widely used in the Central Appalachian Coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) for the past thirty years with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impacts on the surroundings in the history of MTR mining. However, in the past two years the debate over the MTR mining has grown quickly and in times become very intensely. This paper describes chronologically the issues raised by various parties, legal actions, its impacts on mining permit application and research projects developed to address the issues.

Fine coal refuse is often pumped, as slurry, into surface impoundments as a means of permanent disposal. As the available volume is filled, the height of the embankments are frequently increased. Many times the additional embankment material is placed upon consolidated fine coal refuse. There has been some concern about the long-term effect of consolidation of this material at or above the liquid limit upon its shear strength. A laboratory investigation was performed using three different types of fine coal sluny taken from Central Appalachian coal preparation plants. The refuse was consolidated in 10-foot plexiglass columns under incremental amounts of surcharge loading. The incremental loads were designed to simulate the effect of increasing the height of a refuse embankment on top of the consolidating coal slurry. After the refuse in the columns had consolidated for several months, the columns were cut apart and triaxial tests were performed on both the consolidated material and unconsolidated material for comparison of their shear strength parameters.

INTRODUCTION Good ventilation bulkheads (stoppings) can be obtained only by conscientiously adhering to four basic principles: carefully selecting the site for the bulkhead, adequately preparing the site, properly constructing and sealing the bulkhead, and checking the results with a smoke tube before leaving the area. If all these guidelines are followed during each ventilation project, a poor job will result only from the use of improper materials and cannot be blamed on carelessness or oversight. SITE SELECTION A perfectly constructed bulkhead in the wrong location can be completely worthless. Conceivably, a bulk-head in the wrong location could cause dangerous ventilation conditions that are difficult to identify and isolate. If the suggestions herein are followed, a considerable amount of work, time, and material may be saved. Perhaps the single most important step is always to select the exact site for a bulkhead before starting construction. Although the latitude in selecting a site may be limited by instructions or operating conditions, it is common to find poor bulkheads built within a few meters (feet) of a site that would have been far superior but was overlooked during the planning process. The ideal site for a bulkhead should have as many of the following features and conditions as possible: 1) To provide a solid bulkhead, the selected site should be in firm and unbroken ground. 2) To minimize the amount of work and material required and to minimize the danger of later damage to the bulkhead, the site should have as small a cross section as possible. 3) The bulkhead site should not be encumbered by interferences such as pipes, wires, ditches, wire roof supports, trash, muck piles, etc. 4) The walls and timbers of the site should be free from oil, grease, or tar that would inhibit adhesion of the sealant used on the bulkhead. 5) Unless special precautions are taken, the site should not have water seepage, standing water on the floor, or water-carrying ditches. 6) To expedite construction of the bulkhead, the site should have reasonable access to transportation, supplies, communication facilities, and compressed-air lines. 7) The site should have a reasonably level floor, allowing direction of the bulkhead door swing to be reversed at a later time if so desired. In a steeply sloping location, it may be possible to open the door in one direction only. SITE PREPARATION Once a suitable site has been selected for the bulk¬head, it must be prepared properly. All site preparation work should be completed before starting any construction work on the stopping itself. Unfavorable site conditions can be identified during the course of thepreliminary site preparation, saving time, effort, and materials that otherwise might be wasted. The follow¬ing preparation steps help assure the construction of a good stopping: 1) If wire mesh has been used at the site, a strip 457 mm (18 in.) wide should be cut and removed from the walls and roof at the selected location. 2) The exposed strip of rock should be barred down thoroughly to provide a smooth surface. 3) All obstructing materials should be removed, including old timbers, pipes, rockbolts, wires, etc. If a conduit must cross the bulkhead area, it should be located or relocated away from the floor, walls, and roof to allow a 6.28-rad (360°) seal around the juncture between the conduit and the bulkhead structure. 4) All loose muck should be cleaned from the site and a trench about 152 mm (6 in.) deep should be dug from wall to wall in the floor. The trench must be wide enough to accommodate the entire bulkhead, including the posts. 5) The rock surfaces of the walls and roof should be cleaned with a wire brush to remove as much loose surface material as possible. Thorough cleaning promotes adhesion of the bulkhead sealant to the surfaces of the walls and roof, thus promoting an airtight seal. 6) It is quite difficult to seal landing mats that cross a bulkhead. If such a crossing cannot be avoided, the bulkhead should be placed between the end and the first hole in the steel so at least one side of the bulk-head can be sealed easily and completely. That may have to be done prior to actual construction if the end is located on the opposite face from the seal coating of the bulkhead. BULKHEAD CONSTRUCTION The three principal considerations in bulkhead con¬struction are the type of bulkhead, materials to be used, and construction method to be employed. For many projects, the bulkheads are specified by the requesting agency, with no latitude for independent choice of the type, materials, or construction method. In such cases, any deviations from the specifications, for any reason, must be approved in advance by the proper department or by the project senior ventilation engineer. Types and Materials When a choice of type, materials, or method is allowed, consideration should be given to factors such as cost, required useful life, proximity to blasting concus¬sions, availability of materials, direction of permissible air leakage, and degree of airtightness required. Other factors to be considered include the amount of time available, accessibility of transportation, potential for interference with operations or production, ambient water conditions, availability of connections to com¬pressed-air lines, etc. Despite the multitude of factors to be considered, most stoppings can be analyzed easily and the proper choices can be made without much difficulty. Utah statute defines sovereign lands as "those lands lying below the ordinary high water mark of navigable bodies of water at the date of statehood, and owned by the state by virtue of its sovereignty." The lands within the bed of Great Salt Lake (GSL) are, by this definition, sovereign lands, acquired at statehood in 1896 in accordance with the "equal footing" doctrine, granting each state control and ownership of navigable waters and the lands underneath those waters within its borders. Under public trust doctrine, the state, as trustee for the people, bears responsibility for preserving and protecting the right of the public to use of the waters for navigation, commerce, fishing, recreation, and wildlife habitat. Also by statute, sovereign lands are defined as "state lands," to be managed by "multiple use sustained-yield principles." The Division of Forestry, Fire and State Lands is given management authority for sovereign lands and, as manager, has responsibility to prepare comprehensive plans, initiate studies of the lake and its resources, implement comprehensive plans through state and local entities, and coordinate the activities of various divisions within the Department of Natural Resources (DNR). The Division of Forestry, Fire and State Lands also has responsibility for management of mineral leasing on sovereign lands. The many resources on the lake--water, minerals, wildlife, recreation, archeological and historical values--are managed by as many state agencies which occasionally creates conflicts. The brines of GSL contain several ions that crystalize into valuable minerals during evaporation. The major ions in the lake are, in order of relative abundance, chloride, sodium, sulfate, magnesium, and potassium. Mineral products which are currently extracted from lake brines are sodium chloride, magnesium chloride brine which can be sold as flake magnesium chloride or further processed into magnesium and chlorine gas, and potassium sulfate. Mineral products which have potential for extraction include gypsum, sodium sulfate, and trace amounts of lithium, boron, and bromine. The GSL contained an estimated 4.3 billion short tons (st) (3.9 billion metric tons [mt]) of dissolved salts in 1998. Utah Geological Survey (UGS) estimates of the dissolved salt content in GSL have fluctuated from 4.0 to 5.5 billion st (3.6 to 5.0 billion mt) due to the dynamic conditions in the lake as salts are precipitated and redissolved, and due to the diversion of brines from GSL, such as the West Desert Pumping Project. The lake has four areas of varying salinity, separated by dikes or other man-made structures: north arm and Stansbury Bay brines at near saturation (25 to 27 percent total dissolved solids [TDS]); the main body of the south arm with concentrations ranging from 7 to 15 percent TDS as lake elevations fluctuate; the waters in Farmington Bay at approximately 3 to 5 percent TDS; and Bear River Bay at <1 to 7 percent TDS. The percent TDS in Bear River Bay fluctuates with lake level, and changes in Bear River inflow. The transfer of salts from the south arm to the north arm has raised questions about the viability of the mineral and brine shrimp industries. The UGS and the U.S. Geological Survey (USGS) continue to monitor salinities at designated sites on the lake to document changing lake salinity. A recurrent theme is that placement of dikes and diversions can have significant and rapid impacts on various conditions in the lake. Hydrocarbon resources on the lake are significant, but presently undeveloped. The hydrocarbons are low gravity (4 to 9 degree API) and tar-like, contain high nitrogen concentrations, and up to 12 percent sulfur. The unusual characteristics of the oil have been the subject of studies by chemists at Weber State University and University Louis Pasteur de Strasbourg. However, these resources are difficult, and at present, uneconomic to extract using current technology because of the nature of the hydrocarbons, and production in "an offshore, highly saline environment." Oolitic sand deposits make up many of the beaches and shorelines around the lake. Because of their high calcium carbonate content, oolites have been used by Magnesium Corporation of America (MagCorp) and its predecessors for acid neutralization and dike construction. Oolites are also used in very minor amounts in flower drying. The Utah Division of Oil, Gas and Mining reports up to 130,000 st (118,000 mt) mined annually by MagCorp from U.S. Bureau of Land Management (BLM) lands adjacent to GSL. Currently, there are twelve producing mineral leases which generated slightly more than $1,000,000 in royalties during calendar year 1998. IMC Kalium Ogden Corp. (IMC Kalium) produces potassium sulfate and magnesium chloride from brines concentrated through solar evaporation in Bear River Bay and Clyman Bay. By-product sodium chloride is transferred to IMC Salt, which packages and sells the salt. MagCorp produces magnesium metal from brines concentrated in Stansbury Bay. Cargill Salt produces sodium chloride from brines provided by MagCorp under a lease agreement. Morton Salt produces salt at the southeast end of Stansbury Island. Lastly, North Shore Limited produces cocentrated brines for use in dietary and mineral/vitamin supplements near Spring Bay in the north arm of the lake. Producers of magnesium, potash, and salt from GSL contribute significantly to the value of metals and industrial minerals in Utah. Together these companies contribute approximately $240 million in gross value, or 18 percent of the value of the state&apos;s nonfuel mineral production. Most of this production is exported.

A hydrogeologic characterization and impact analysis was performed for a proposed quarry at the Hitch Rack Ranch located in the Little Turkey Creek watershed southwest of Colorado Springs, Colorado. Continuous multiple channel tubing, nested piezometers, stream flow measurements, and mapping of known seeps were used to define the three-dimensional potentiometric distribution and areas of groundwater recharge and discharge. Water balance considerations, mass balance calculations, and potentiometric response to earth tides and barometric fluctuations confirmed that the granite fracture system in the ridge area of the proposed quarry has an extremely low bulk hydraulic conductivity resulting in minimal groundwater discharge to sustain the baseflow of Little Turkey Creek. The Little Turkey Creek valley forms the major conduit for groundwater flow exiting from the upper part of watershed underlain by granite. This conclusion has significant implications with respect to mine planning to minimize projected impacts to the hydrologic system and preserve this recharge component to downgradient Denver Basin sedimentary deposits.

Upon completion of the 6,200 m (20,340 lineal ft; lft) North Tunnel drive for the Portland East Side Combined Sewer Overflow (CSO) Tunnel project in Portland, OR, the slurry tunnel boring machine (TBM) had to be returned from the Port Center shaft at Swan Island to the Opera shaft at the main mining site for the 2,700 m (8,860 lft) South Tunnel drive. At the Port Center shaft, the main 513-t (565-st) TBM and TBM tailshield were hoisted out of the shaft in two pieces using four 200-t (220-st) strand jacks mounted on a 635-t (700-st) hydraulic boom gantry system supported by Emmert International?s custom gantry tracks designed to span the shaft. After lifting the TBM components out of the shaft, the gantry system loaded the TBM components onto two Goldhofer platform trailers, which then transported the TBM and tailshield to a barge using a roll-on/roll-off method.

Mine tailings storage facilities (TSFs) can be a significant source of fine, respirable dust. This dust poses concerns, especially for nearby communities, because of its detrimental impact on respiratory health. To address these concerns, this study examined the effectiveness of commercially available polymers, known for their biocompatible and environmentally friendly features, to prevent dust generation from upstream-type TSFs in active mining operations. It focused on two areas in TSFs: the tailings beach and slope/dike surfaces. Two types of polymers—polyethylene glycol and poloxamer—were selected, and their effectiveness was evaluated in a series of phased laboratory and field tests. The lab tests investigated the moisture-retention capacity of the tailings after treatment with the polymer solutions as well as the ability of these solutions to reduce dust emissions. Polymers were applied to a tailings bed surface in the lab and dust was generated from this surface using a wind tunnel. PM10 and PM2.5 concentrations were measured using laser-diffraction dust sensors, and the polymers were found to have reduced dust emissions up to 95%. Small-scale wind-blowing tests were conducted in the field (specifically, in a controlled environment at a TSF) to evaluate polymer effectiveness on the tailings beach and slope/dike areas. The tests revealed that the AP could efficiently suppress approximately 80% of PM10 and PM2.5 dust emissions at both types of areas. Finally, 1000 gallons of AP solution were discharged at the top of tailings beach and slope/dike areas, respectively, and found to be effective. The results of these tests showed the high potential of the biocompatible polymers to be a feasible solution for reducing the respirable dust emissions from upstream TSFs in arid and semi-arid regions.

"Thickening is used during two primary mineral processing operations: water removal and desliming. During water removal, the pulp density is increased through the injection of flocculants. These flocs settle and create a dense pulp while clarified water is removed through the overflow. During desliming, fine particles are removed through the overflow. Desliming can also be used as a mineral separation process known as selective flocculation-dispersion, where valuable minerals are flocculated and gangue minerals remain dispersed and exit through the overflow.There are many ways to analyze thickener performance on a laboratory scale, but these analyses often do not correlate well with full-scale performance. Some pilot-scale systems have been designed using a semicontinuous approach, but the amount of material required to perform their tests can make semicontinuous pilot thickeners impractical for most applications. This paper focuses on the design and optimization of a continuous pilot-scale deslime thickener that requires minimal material to operate. The design, optimization strategy, and an example study of reagent selection are demonstrated. IntroductionMany laboratory methods have been employed to size and optimize thickener performance. The most common of these include the Coe and Clevenger method and methods derived from the Kynch theory of sedimentation. The Coe and Clevenger method was developed in 1916 and was proven for slurries that do not require flocculation to settle. This method proposed that the settling rate of the pulp is only a function of the solids concentration. It is executed by creating slurries of several different concentrations of solids and performing bench-scale settling tests in graduated cylinders. For each concentration, a thickener unit area can be determined using the following equation (Coe and Clevenger, 1916; Laros, Slottee and Baczek, 2002):"

The Illinois State Geological Survey&apos;s program in industrial minerals is twofold-the gathering of information on mineral raw materials and the generation of data on the use of these materials. The first function is carried out by the Industrial Minerals Section and the Clay Resources and Clay Mineral Technology Section of the Geological Group, and the second is the responsibility of the Chemical Engineering Section of the Chemical Group. Gathering in formation on raw materials includes both mapping of resources and fundamental geological research. Recent and current research projects include studies relating lithologies of limestones to their physical properties, investigation of sulfur dioxide reactivity of various types of limestone, lithostratigraphic studies of limestones of Mississippian age, investigations of heavy minerals in Cretaceous, Tertiary, and Pleistocene sands, studies of the environments of clay deposition, electron microscope studies of clays and limestones, and investigation of long-term expansion in ceramic products. A relatively recent development that relates more to dissemination of information than to research is environmental geology. This affects the Survey&apos;s industrial minerals program chiefly by stimulating the study of rock and mineral resources in metropolitan areas and reporting the results for the land- use planner as well as the engineer or mineral producer. The Survey&apos;s program of research on the use of industrial minerals was expanded and diversified in 1966. Incorporating a minerals beneficiation lab, the program is designed to develop new uses for existing mineral resources and to assist producers in implementing these ideas: Projects of the minerals engineering program have included the separation of a feldspar concentrate from certain glacial outwash and river sands, recovery of kaolinite from the waste from silica sand operations, development of the use of an Illinois clay as a binder for pellets, and investigations into the use of fly ash and fluorspar mine tailings.

"Underground construction poses certain challenges for all parties involved because the actual ground conditions are often unpredictable. Highly complex projects like tunnel construction are affected by various uncertainties. To address this complexity, the construction contract has to be flexible enough to be adapted to the actual conditions (e.g. divergent ground conditions, work delays). However, the adaptation of a tunnel construction contract does not guarantee the absence of a margin of interpretation. The perfect construction contract is an illusion because ex ante statements of the actual ground conditions are not feasible. This paper will discuss contractual parameters that must be considered in order to enable an effective adaptation of the contract during excavation. It is therefore necessary to discuss the following topics: decision-making competence, variable remuneration, fair-risk allocation, value engineering and partnering between client and contractor. INTRODUCTION Thinking of tunnel construction processes, engineers’ first (or at least second) association is about ground conditions. When constructing under the surface, the project is directly related to the ground conditions; however, ground conditions are known fairly well in advance. The estimated conditions can be the same or can also differ from the existing ones. A clear view of the conditions is possible only by driving through the section. What Hoek calls “Geological unpredictability which is guaranteed to provide some surprises in even the simplest tunnelling job” is, in addition to contractual issues, one of two critical aspects of modern tunneling (Hoek 1982). Almost no research tries to figure out, what flexibility in this context means and how to approach it in the contracts. Papers dealing with the New Austrian Tunnel Method (NATM) pose some principles to meet the requests for flexibility (cf. Austrian Society for Geomechanics 2011). However, it remains unclear how to create contracts in order to make them “flexible” enough to react to divergent ground conditions."

A tube bundle system (TBS) is a mechanical system for continuously drawing gas samples through tubes from multiple monitoring points located in an underground coal mine for analysis and display on the surface. The U.S. National Institute for Occupational Safety and Health (NIOSH), in collaboration with Signal Peak Energy (SPE), LLC, Bull Mountains No. 1 Mine, operated a TBS during mining of two bleederless, longwall panels. This paper describes the gas analysis data and its interpretation. As verified by the TBS, coal at the SPE mine tends to oxidize slowly. It was known that a reservoir of low-oxygen concentration atmosphere developed about 610 m (2,000 ft) behind the longwall face. A bleederless ventilation system facilitates formation of an inert atmosphere in this longwall gob and decreases the likelihood of spontaneous combustion. Connections of the mine atmosphere to the surface through subsidence cracks could allow airflow into the longwall gob, revive coal oxidation and increase spontaneous combustion risk. The atmospheric composition of the sealed areas was homogeneous, except in the immediate vicinity of suspected ingassing points. The TBS verified that gases within the partially sealed, bleederless longwall gob expanded into the longwall tailgate area when barometric pressure decreased. The concentration of carbon dioxide in the back return airflow at the longwall tailgate was observed to increase by a factor of three and possibly up to 10 times the typical background concentration of 0.5 to 1.0%, depending on the size of the longwall gob and the magnitude of barometric pressure decrease. TBS have the inherent disadvantage of slow response time due to travel time of the gas samples and sequential gas analyses. A TBS or similar continuous monitoring system could be beneficial in detecting and providing warning of potentially hazardous gas concentrations, if the slow response time of the system is always understood.

Dozer operators are frequently exposed to whole-body vibration (WBV) during the execution of their work. Occupational exposure to WBV in Indian surface coal mines was evaluated by measuring vibration intensity and duration of exposure. A triaxial accelerometer was placed on the operator seat surface for taking the readings. Based on frequency-weighted root mean square acceleration equivalent to 8-hr shift duration, i.e., (A(8)) all dozer operators have exceeded an Exposure Action Value (EAV) of 0.5 m/s2 , and 90% of dozers did not exceed Exposure Limit Value (ELV) of 1.15 m/s2 . Based on Vibration Dose Value (VDV (8)), all dozer operators have exceeded Exposure Limit Value (EAV) of 9.1 m/s1.75, but no dozer operators have exceeded Exposure Limit Value (ELV) of 21 m/s1.75. Further, an epidemiological study was performed for identifying the extent of musculoskeletal disorders (MSDs) among dozer operators. For the detailed study, 42 dozer operators and 22 controls were selected from 2 surface coal mines. The control group was not exposed to WBV. It was seen from the cross-sectional study that pain in the lower back was predominantly higher (83.33%) in the exposed group when compared with the control group (31.81%). Likewise, pain in the neck (47.61%), shoulder (42.85%), knees (42.85%), and ankle (11.90%) was higher in the exposed group than that of the control group (22.71%, 0%, 45.45%, and 4.54%). A significant observation among the exposed group was that there was degradation in the quality of life. The outcome of the study would assist in monitoring and mitigation of machinery-induced vibration diseases (MIVD) in India and generally applicable to most of the mechanized mines as well. However, comprehensive studies are still needed to enunciate the magnitude extent.
