"THE CHALLENGE The 14km long, Arlbergtunnel, closed for public traffic during summer 2015, receiving a comprehensive and substantial renovation from 2015 to 2017. The main works discussed here, carried out during 2015, comprise 37 drill and blast SEM/NATM emergency escape tunnels from road level to the ventilation duct plenum have to be constructed as well as eight additional lay-by niches and three transformer tunnels. This presentation comprises the construction ventilation design, designed according to national regulations, suitable for 150 employees working 24/7 simultaneously at more than 40 single working sites lined up along the tunnel. The ventilation-system chosen was utilising two existing shafts for intake/discharge and a cross passage to surface, to handle a total fan power of 1.600kW. DESCRIPTION OF RENOVATION WORKS Linking Tyrol and Vorarlberg, two Federal States of Austria, the Arlbergtunnel is a single tube two-way road tunnel with vent duct plenum, constructed in the mid-1970s. According to latest EU legislation, additional escape exits have become obligatory. The existing seven cross passage links to the adjacent Arlberg Railway Tunnel, with average spacing of about 1.500m constructed in 2007, an additional upgrade to shorter escape spaces of approx. 400m was now required to comply with the updated legislation. Additional transformer tunnels, lay-by niches and small niches for emergency maintenance use, cleaning and other purposes, as well as a the installation of a new fire main in the invert, coupled with the simultaneous replacement of virtually the entire power and signaling cables, generated several dozen small and large single sites distributed along the 14km of tunnel.Purpose of the 37 walkable emergency escape tunnels is to reach the “upper deck” of the Arlbergtunnel, the vent duct plenum. These have an 180deg curve in plan, inclined at 10% and approx. 60m (65yd) long tunnels, excavated using drill and blast method starting from road level and working upwards to the level of an “intermediate soffit”, the vent duct plenum in the crown of the tunnel. The vent duct plenum is separated into a fresh air part and an exhaust air part, shown in Figure 1. The escape tunnels end with a pressure door in the fresh air section of the ventilation duct plenum. From there illuminated signs show the shortest escape route to the safe area between the road tunnel and the railway tunnel, as shown in Figure 2."

"1. INTRODUCTION Grade separation of roads and railway tracks is an effective method for solving traffic-related issues in cities. However, in urban areas where the existing traffic infrastructure is already overcrowded, construction of new roads often faces problems especially in the proximity of existing structures. This paper summarizes the construction plan and results of new road tunnel construction in the proximity of the piers of elevated tracks on the Tokaido Shinkansen railway.2. SUMMARY OF CONSTRUCTION AND ISSUES Auxiliary Route No. 26 as specified in the Tokyo urban plan is a project by the Tokyo Metropolitan Government, covering the construction of a new road with a total length of 22.3 km currently on the way to completion. In Shinagawa Ward, Tokyo, Auxiliary Route No. 26 is designed to cross the railway tracks of the Yokosuka Line and the Tokaido Shinkansen Line, so for this project, the East Japan Railway Company (JR East) was commissioned to design and build a road crossing under the railway tracks (Sumiyoshi Underpass). Figures 1 through 3 show a sketch of the Sumiyoshi Underpass. The Sumiyoshi Underpass was planned as a two-lane tunnel for vehicles, which was to cross under the railway tracks of the Yokosuka Line and the Tokaido Shinkansen Line at an angle of 70 degrees. The structure concerned is a single-story single-span box culvert structure with the following dimensions: 11.5 m wide, 7.7 m high and 31.6 m long. The Tokaido Shinkansen Line tracks were constructed on a girder-type elevated bridge built in the 1960s, and the foundation piles of the piers (P7 and P8) in the proximity of this crossing box culvert of RC structure were constructed using an earth drill method. The crossing structure for this project is located extremely close to the piers of the Tokaido Shinkansen railway tracks, with a minimal separation of 0.4 m, and the most significant issue of this project was construction in a manner that would not obstruct the normal operations of the Tokaido Shinkansen (Figure 4). Initially, we considered installing a temporary earth retaining structure in the proximity of the piers, cutting the ground and building an RC box, but concluded that it would be very difficult to apply this method because of probable excessive displacements in the Shinkansen railway piers. That is why we decided on the use of a non-open cut method in order to minimize the impact on the piers."

"The dissolution behavior of lateritic nickel ore containing 1.2% Ni, 40.6% Fe, 9.5% SiO2 and 9.59% MgO by sulfuric acid was investigated. The ore was characterized adequately by different techniques such as chemical analysis, scanning electron microscope (SEM), X-ray diffraction (XRD), field emission scanning electron microscope (FESEM), thermal analysis and Fourier transform infrared (FTIR) spectroscopic measurements. The characterization results did not reveal any distinct mineral phase for nickel; it was associated with mineral phases like goethite, hematite, chromite and serpentine in various proportions. The beneficiation studies by hydrocyclone, magnetic separation and flotation did not enrich the nickel value. Reduction roasting followed by magnetic separation indicated only 2%Ni with 28.9% yield. Consequently, the recovery of nickel values from the lateritic ore by acid leaching under different conditions was studied. The kinetics of leaching obey the first order rate equations. The recovery of nickel was found to be influenced by temperature. It was observed that at an acid concentration of 2M, leaching temperature 363 K, time 240 min and solid-to-liquid ratio of 1:10, it is possible to leach out more than 95% Ni.IntroductionThe demand for nickel is ever increasing. Nickel is used to impart specific properties to steel, titanium and aluminium, and also is used in petrochemicals, catalysts, batteries, etc. It has been estimated that nickel oxide ores account for about 70% of the world nickel reserves. However, most nickel is sourced from sulfide ores. Nickel is extracted from sulfide ore by size reduction, followed by flotation to obtain a nickel-rich concentrate. The concentrate is then pyrometallurgically processed by smelting to produce a nickel-rich matte after discarding an iron-rich slag. Due to the increasing demand for nickel in stainless steel and other alloys, nickel is also extracted from many secondary sources. The recovery of nickel from oxide ores is now gaining momentum, and more exploitation of this ore is being attempted by advanced as well as environmentally feasible, cost-effective techniques. Dalvi et al. (2004) has reported that, due to the increase in demand, the world nickel production from laterites is expected to increase every year from the current level of production. In recent years, investigations of the use of low-grade ores, spent catalysts, clays, etc., have intensified to meet the market demand and also due to a shortage of high-grade nickel bearing ores (Al-Mansi and Abdel, 2002; Baba et al., 2009; Ismail et al., 2011)."

"The static shear stiffness of an immersion joint subjected to combined compression and shear forces is investigated by experiments in a test set-up. To explore the performance of the immersion joint, the compression-shear loads, which are applied on a specimen according to test protocol, are determined based on real design situation. In this test, the main focus is on the steel shear keys and the rubber sealing. For the applied loading schemes, different levels of axial force, corresponding to the water depth of the joint, are considered as well as the changing amplitudes of the shear force. The force-displacement curve is obtained and the hysteresis is observed during the whole test. The joint‘s static shear stiffness is calculated, showing to increase linearly with respect to the magnitude of the axial force. Moreover, it is found that the rubber sealing has a significant influence on the shear behavior of the joint. INTRODUCTION An immersion joint is the connecting part between two adjacent elements of an immersed tunnel. Compared to that of the bulk elements, the stiffness of the immersion joint is relatively small. When it is subjected to shear actions, whether resulting from vertical foundation settlement or horizontal earthquake movements, shear-resistance of the joint is the main concern for a safe and reliable water-proof design. A flexible immersion joint, which normally consists of a rubber seal and shear keys installed at an element end is a common solution in practice. The way in which the shear keys and the rubber seal behave in the joint together is of vital importance to a comprehensive understanding of the shear behavior of the joint. However, in literature very few experiments on the shear behavior of immersed joints are available although the flexible joints are applied in practice for more than 50 years already. O. Kiyomiya (2004) carried out both a 3-dimensional experiment and a finite element analysis for a new type of flexible joint referred to as the Crown Seal. The results indicated that this new type of joint can be applied in practice because of the effective reduction of lateral deformation. A linear model was found in the paper of Anastasopoulos et al. (2007) to describe the behavior of the shear keys, which consider that the stiffness of the shear keys tends to infinity. R.S. van Oorsouw (2008) discussed the shear capacity of concrete shear keys in segmental joints, by analyzing the influences of reinforcement and friction force between shear keys."

There is a great number of asbestos deposits in the USSR. Some of them are quite large ones. The main deposits of chrysotile asbestos can be seen in the sketch map (fig. 1). Bazhenovo deposit situated in Sverdlovsk region is the largest of them. It is on mining operations since year 1889. Systematical studies of asbestos deposits were begun from the first years of Soviet Government and connected with the names of K.E. Tarasov, P. M. Tatarinov, B. J. Merenkov, N.D. Sobolev, F. V. Syromjatnikov, V. N. Lodochnikov, V.P. Petrov, V.P. Eremeev, L.A. Sokolova, V. R. Artemov, V.F. Dybkov and many others. This investigations served the USSR to be one of the most important producers of asbestos in the world. In the limits of the report a characteristic of the main asbestos deposits of the USSR may be done in general outline, from the point of view of their genesis, and in order to show their common features and differences that must be taken into account for forecasting, exploration, and mining of asbestos. All chrysotile asbestos deposits of the USSR were formed of magnesium rock as a result of comparatively lower-grade temperature hydrothermal alteration and free crystallization of fibrous chrysotile in open cavities that served as catalyst As a matter of fact an important mineral for industry is not chrysotile in general, a widely distributed rock-forming mineral, but a long fibrous and mainly vein variety of chrysotile. It must serve for geologists as an important prospecting criteria. A geologist should search for the mineral not only places of possible chrysotile generations, but places where asbestos may be crystallized in its long fibers that could be fiberized well. The Soviet geologists distinguish two groups of chrysotile-asbestos deposits: (1) related to ultrabasic rocks and (2) related to sedimentary dolomite terranes, taking into account what the maternal rock was affected by hydrothermal solutions. The largest deposits related to ultrabasite. The largest deposits in dolomite are small ones but their asbestos contains almost no iron. So much asbestos is a better filler into insulating plastics. There is a few types of asbestos deposits in the limits of the ultrabasic group. The largest of them is a Bazhenovo type which the deposits of Urals are attributed, and Bazhenovo deposits is the first instance. The Bazhenovo type is characterized by the most complete zonality in disposition of various kinds of asbestization. This type of deposits is practically the only one to be in working now in the USSR.

"Sustainable long-term restoration requires adequate planning and preparation, implementation, and measurement goals to monitor success associated with restoring sites to pre-disturbance levels of ecological health. The Buckhorn Mountain Mine riparian habitat restoration project has been a multi-year endeavor with a variety of restoration techniques implemented by Kinross Gold/Crown Resources Corporation. INTRODUCTION The Buckhorn Mountain Mine procured mitigation lands during the permitting process to be set aside for long-term restoration. A portion of this mitigation land included three aquatic habitat mitigation parcels; a spring and wetland complex and two stream and riparian corridors. These properties were historically used for agriculture purposes and livestock grazing. During initial permitting, habitat monitoring and mitigation plans were created to help guide restoration, and provide measures for success. Various techniques and adaptations have been implemented on the properties since 2007, and continued efforts are being implemented annually to ensure the long-term success of the project. Field measurements are collected annually to ensure mitigation objectives are being met, and provide opportunity to modify restoration efforts when necessary. MATERIALS/METHODS Restoration efforts have included implementation of several methods including livestock exclusion, treatment of state and locally listed noxious weed species, installation of regionally sourced riparian plant species and local stock willow cuttings. Annual mechanical and herbicide treatments for noxious weeds have been conducted annually. Efforts to control reed canarygrass (Phalaris arundinacea) have been implemented since 2013; methods include mechanical and herbicide treatments. A combination of methods has been employed to help aid restoration of native species within the riparian corridor, and increase survival of planted species, including weed matting and browse barriers to aid riparian planting success. Instream planting of local stock willow have also been employed to increase stream vegetative cover and provide long-term bank stabilization. Most recently, a perched culvert near one of the properties has been replaced with an aquatic life passable culvert designed to aid in the upstream migration of fish species into the stream system. Efforts to provide increased fisheries into upstream portions of the system and aid in restoration of stream bed and bank have been employed to increase the ecological value downstream of the replacement. In addition to efforts completed by the client to provide restoration efforts, a local non-profit organization, in conjunction with the client, installed beaver dam analogues (BDAs) in the fall of 2014. These structures are intended to raise water levels along stretches of incised channel in an attempt to flood historic off-channel floodplain"

In the world of mining, erosion can lead to small cracks, which can then lead to bigger problems that, over time, can eventually lead to a catastrophic event. However, when managed correctly, as in the case of the Manefey Slide at the Bingham Canyon Mine in Utah, the damage can be minimized.Numerous industry conferences, technical papers, studies and resources are dedicated to these issues each year, but what is sometimes overlooked is how the erosion of personal ethics can also have life-changing effects.At the 2019 SME Minnesota Conference, April 15-17 in Duluth, MN, two inmates serving their respective prison sentences at the U.S. Federal Prison Camp in Duluth spoke to the conference about how small cracks in their ethical foundations grew over time, eventually leading each man to his new address at the minimum-security facility.The men’s full names were not released and they were introduced as Jeff and Tony. Other than the matching green uniforms, both middle-aged men could have fit in with the rest of the crowd. They are well-educated and articulate whose career paths eroded thanks to greed and careless decisions.Tony, a licensed professional engineer, enjoyed a successful career working in contract oversight for the U.S. Department of Defense. Jeff is a former senior vice president of investments who ran a well-respected investment management team. Both spoke openly about the mistakes they made and emphasized that their crimes were not flagrant violations of the black and white rules but grew from ethical violations that live in the gray area between black and white, and right and wrong.Working in contract oversight for the U.S. Department of Defense (DOD), Tony said he was befriended by a wealthy man who was generous with his money. As Tony told it, a few meals with this man led to a few trips to casinos and eventually to gifts of money. The donor did not ask for anything in return, and at the time, Tony said he did not think that he was doing anything wrong. He admits now that the perception of a high-ranking officer in the DOD accepting gifts is not a good one, as it could be construed as the donor might have been trying to gain favor for future contracts; which is how it was presented in court by the prosecution team."

The evolution of technology has made the world a more connected place. It continues to change the way we power our homes and vehicles and is leading to a future that seems to be limitless. Limitless as long as we can continue to supply the minerals necessary for technology to produce better iPhones, more efficient electric cars, better wind turbines and sophisticated national defense systems. These minerals, dubbed critical minerals, have surged in importance in every corner of the world and, on Aug. 3-4, they were topic of conversation at the Critical Minerals 2014 conference in Denver, CO. The conference, hosted by SME and the Australasian Institute of Mining and Metallurgy (AusIMM), looked at critical minerals from every angle, from where they are found to what the future might be. Among the minerals that have been called critical are rare earths, a collection of 17 minerals that have become increasingly important as technology continues to advance in everything from communications to energy to national defense. Leading off the conference, David Abraham, senior fellow at the Institute for Analysis of Global Security, explained that, like many people, he is relatively new to rare earths. Unlike most people, though, Abraham developed more than a passing interest in the minerals and has since travelled the world to understand the role of rare earths ? where they are found, how they are mined, how they get to market and, eventually, what applications they are used in. Following his travels, he said he returned concerned about the sector and how the industry will keep up with the demand that only seems to be growing in the modern world. And, Abraham noted, that it is not just the developed world that is driving demand. It stretches even to places like Indonesia, where the average annual income is about $3,000/year. Yet, the nation is one of the most active places in the world for social media with a population that is wired in with all kinds of electronics. The problem facing the sector is, and has been for a long time, and especially since 2010, supply of the minerals. At one time, China produced about 98 percent of the world?s supply and controlled the sector completely. In 2010, as the world began to demand more rare earths and develop other sources, China announced an export ban on rare earths. This changed the game completely, from the production lines all the way to the floor of the U.S. Congress.

Our earthly treasures are being quickly depleted. We have experienced what can happen in an energy crisis. You have read and heard all kinds of stories as to what caused this crisis. On the surface it would seem that all of a sudden a situation becomes a crisis whether it be fuel, potatoes, beef or whatever. Well, of course, they don't just happen. There is always a little fore-warning here, an indicator there. Someone recognizes a sign of potential trouble but is ridiculed when he forecasts it. We are running out of sand: Producers of aggregates who can say today ... "That couldn't happen to me", can well be awakened tomorrow to the cold fact of reality. It could come from any number of directions. Depletion is mostly foreseeable but zoning isn't. Legislation can also be sudden death to availibility. With the ever growing population moving into the rural countryside, available deposits are being sold either to developers or being zoned for restricted use. The fact that a gravel pit or quarry is located on a particular plot has not fazed some of the local planning boards when they decided to place the adjoining property in a residential Zone A. Proponents of zoning preach that such use is necessary to insure that the land will be put to its best use. Planning boards establish the best places for schools, homes, shopping areas, factories, etc., so that the individuals or groups are in harmony with each other. This is usually done to date without thought or consideration to the geological importance or potential of the area. Today over half of the United States is living under some form of land use restriction. Little consideration has been given to what lies under the ground to be zoned. Fortunately, the states are slowly getting around to geological surveying. I feel that it is about time that state and federal authorities institute governmental restrictions to prohibit or control local zoning ordinances which would deplete or deny an area of its natural resources. While I could continue for the balance of my time just on this facet of our industry's problems, my point is: How sure are you of your next load of sand? I could be well laughed at by some of you for saying that there is an alarmingly rapid disappearance of "nearby" sand and gravel reserves in many areas of the country. A questionable statement, except to those producers where depletion has already taken place.

Since 1977, Amax Coal Co.'s Belle Ayr mine near Gillette, WY, has been the largest producing coal mine in the US. In its 10 years of operation more than 90 Mt (100 million st) of coal have been shipped from the mine's facilities to electric generating plants across the country. It is thought to be the largest amount ever produced in US history from a single coal mine. The railroad is Belle Ayr's lifeline for moving this massive volume from a relatively isolated corner of northeastern Wyoming. There are no waterways for barge traffic, and highway truck hauling would be impractical considering the quantity and distance of coal to be moved. Transportation in the Powder River Basin-at least for the present-is strictly unit trains. An average of four unit trains daily load at Belle Ayr. These trains average 108 cars long, with a capacity of 91 t (100 st) per car. Burlington Northern Railroad serves the Powder River Basin, but locomotives supplied by Union Pacific, Milwaukee Road, and Kansas City Southern are a common site as well, since coal will often travel these lines too on its way to utility plants in Colorado, Kansas, Iowa, Texas, Arkansas, Louisiana, Wisconsin, and Oregon. When Belle Ayr opened transportation in the Powder River Basin was in an early development stage. As the first large-scale coal shipper in the area, Belle Ayr was the only user of a 27-km (17-mile) railroad spur south of Gillette. Other mines, however, were to open soon on the abundant, low-sulfur reserves. Today, less than a decade after Belle Ayr's debut, 13 large-capacity mines operate near Gillette. The 27-km (17-mile) spur that once served only Belle Ayr has been extended 177 km (110 miles) south to service other mines as well, and to tie into a major rail line in central Wyoming. The Powder River Basin is now served by a wishbone-shaped track configuration that allows train movement north into Montana, south into Colorado, and east into Nebraska for connections across the country. Operations at Belle Ayr are closely tied to train arrivals and departures, with coordination essential between mine operations and rail personnel. "Train movement in the Powder River Basin has evolved to the point where we are fine-tuning mining operations to coordinate them with a more dependable transportation system," according to Joe Jefferson, transportation supervisor with Amax Coal's western division. INTRODUCTION The role of comminution and related unit operations in mineral processing applications is of major importance. This is especially true in terms of operating costs, since these unit operations represent the major fraction of the overall processing costs. Due to the broad scope and the large number of unit processes and machines involved, Section 3 is divided into five subsections. In Section 3A, General Aspects of Comminution, topics covered include history, terminology, particle¬size distributions, classes of comminution machines, testing and calcu¬lation procedures, and simulation and modeling. In Section 3B, Crush¬ing. the subjects include jaw crushers, gyratory crushers, cone crushers, hammermills, and impactors. The chapters of Section 3C, Grinding, cover aspects common to tumbling mills, ball mills, rod mills, autogenous mills, pebble mills, roller mills, fluid energy mills, other types of grinding machines, and grinding costs. Section 3D, Classification, coverage includes classification theory, hydrocyclones, and mechanical classifiers, and in Section 3E, Screening, the topics presented are classes of screens, selection of vibrating screens, sieve bend screens, and screening media. About five years after the Handbook was begun, Section 3 was unfortunately without an editor or contributors for over half of the chapters. A committee was then organized to expedite completion of the section. When this committee contacted the persons who had agreed to contribute to the section, it was found that many of them wished to resign from their earlier voluntary obligation to AIME. Therefore the committee had to find new contributors for these chap¬ters in addition to other chapters in Section 3. Since there had been no previous effort to locate contributors for Air Classification, Dust Collection, and Washing and Scrubbing, it was agreed to delete these subsections. In Section 3, equipment availability, capacity, and performance data from various manufacturers and users are provided for engineer¬ing use. Selected data from existing installations are also included. The machines that are being used in comminution, classification, and screening are described in detail, and drawings, photographs, and diagrams are presented to supplement the descriptive material. The editors thank and acknowledge the generous effort of the many contributors, some of whom were called upon five or more years after the Handbook was started. It is regretted that Fred C. Bond, who was a member of the committee formed to complete this section, was deceased before the section was finished. During the time that he worked with the committee, he contributed a great deal as an author and councilor.

This review summarizes three sets of ongoing studies which we are performing in collaboration with a number of researchers associated with the Dept. of Interior - Generic Mineral Technology Center for the Study of Respirable Dusts, concerning surfactant-particle interactions studied using this surrogate surfactant. These topics are: (A) the suppression of mineral particle cytotoxic potential by DPL adsorption and the persistence of this effect under conditions of enzymatic digestion; (B) surfactant suppression of organic particle cytotoxicity by DPL adsorption and the effect on subsequent expression of genotoxic potential; (C) potential effects of surfactant on heterogeneous structured complex respirable particles. The references list some of our reports which can provide additional information on these studies. Further, those reports provide references to the literature of the field and to the works of others on these topics. Deep lung airspaces, the pulmonary alveoli and respiratory bronchioles, are coated with a hypophase which is rich in surfactant biomolecules secreted by the alveolar type II epithelial cells. The surfactant is known to be critical to maintaining stable low surface tensions on the inner surfaces of the alveoli by forming a surfactant layer on the airliquid interface of the alveolar hypophase. Upon deposition in the acinar regions of the lung a respired particle's initial contact will be with this surfactant coating over pulmonary tissue. A primary component of this surfactant is the phospholipid diacyl glycerophosphorylcholine, commonly called lecithin. A surface layer of dipalmitoly lecithin on saline will act much as full pulmonary surfactant in decreasing surface tension and producing a hysteresis in surface tension behavior with surface area. We have used dipalmitoyl glycerophosphorylcholine, or dipalmitoyl lecithin (DPL), a major component of that surfactant, dispersed in physiologic saline as a surrogate for studying interactions of both mineral and organic respirable particles with pulmonary surfactant and consequent effects on particle toxic behavior. A. DUST CYTOTOXICITY AND LECITHIN SURFACTANT ADSORPTION Respirable quartz and kaolin clay particles are found to be comparably cytotoxic in a number of in vitro bioassays including lavaged rat pulmonary macrophage release of cytosolic and lysosomal enzymes, and red blood cell hemolysis as a measure of dust membranolytic potential. These direct and prompt cytotoxic activities do not account for the distinctly greater potential for quartz to induce pulmonary disease. When respirable quartz and kaolin are incubated with a dispersion of DPL in saline at 37C it is found that the prompt cytotoxicity of both dusts is fully suppressed as measured in vitro by pulmonary macrophage release of lactate dehydrogenase, beta-N-

INTRODUCTION Certain activities, such as emergency work and rescue operations, often have to be undertaken in environments where heat loads often exceed limits prescribed for routine work. This is particularly relevant to the South African mining industry where heat stress-induced fatalities are not uncommon during rescue operations. In this regard an excessively hot environment is defined as one where either the dry-bulb temperature exceeds 37,0°C or the wet-bulb temperature exceeds 32,5"C, and it is therefore not surprising that heat stroke mortality escalates rapidly when these limits are exceeded. A review of both local and international standards indicated that the available information on safe exposure times under abnormal heat stress conditions is very limited. Where available, such standards are aimed at the general population, including both sexes, irrespective of age and also the least heat tolerant worker, and not at a medically-screened, all-male population free of grossly heat intolerant individuals, as is the case in the South African mining industry. It is suggested that available norms and limits are too conservative for local application and, therefore, unrealistic. In view of the definite need to protect workers when exposed to abnormally high environmental temperatures, the present study was undertaken to establish a scientifically derived data base. applicable to local conditions, to determine safe exposure times: Any exposure limit, especially in an emergency situation, should be easy to administer, valid and reliable. These aspects, there- fore, form an integral part of this paper. FORMULATION OF HEAT STRESS LIMITS The formulation of heat stress limits was based on the criterion that a heat exposed individual should experience a negligible risk of developing dangerously elevated body temperatures. In order to provide a database for risk assessment, certain physiological responses of heat tolerant men were determined at various combinations of thermal conditions and work rate in a climatic chamber. These physiological responses were analysed statistically in order to predict safe survival and tolerance times as a function of thermal conditions and work rate. EXPERIMENTAL DESIGN A total of 202 randomly selected, medically fit mine workers volunteered for the study on the basis of informed consent. These men were considered to be inherently heat tolerant in as far as they had successfully completed a heat tolerance test (Anon., 1991) or the standard climatic room acclimatisation procedure used on many South African gold mines (Anon., 1989). "With the background of water shortages and serious water pollution, issues of water involved in energy exploration and utilization have become critical problems affecting urban water usage. In order to identify the relationships of the energy-water nexus, this paper characterizes the energy-water nexus literature using a bibliometric method and based on the Chinese National Knowledge Infrastructure database platform. The results reveal that 1) Scientific outcomes in this field have increased sharply since 2003, with a slightly higher growth rate than that of general disciplines. 2) China Water Resources, Yangtze River and Express Water Resources & Hydropower Information are the dominant journals, and the main research fields include industrial economics, environmental science, and management, among other disciplines. 3) Hohai University, the Chinese Hydraulic Engineering Society, the Institute of Geographic Sciences and Natural Resources Research, and the Changjiang Water Resources Commission are the main research institutions in this field. However, the proportion of publications of these institutions is not high, which suggests that there is no institution dominating this field. 4) According to the keyword analysis, the hot spots in this field include ecological environment, sustainable development, environmental protection, climate change, etc. Energy-mining related keywords have increased over time, implying that the energy-water nexus from the perspective of the energy exploitation industry can become a key issue. At the same time, the frequency of keywords related to sustainable development has been maintained at a high level, and the studies concerned with the impacts of climate change were introduced into this field relatively late. The conclusion of this study provides a foundation for a comprehensive understanding of the current situation as well as for further research in the energy-water nexus field.Introduction As an important strategic resource for national economic and social sustainable development, water has been increasingly focused on by the Chinese Government. Over the next decade, the total water demand of China will continue to grow steadily, which lead to a significant trend of increasing water consumption in the future (Zhang 2013). To reasonably exploit, utilize, conserve and protect water resources, the Water Law of the People's Republic of China was enacted by the members of the 9th National People's Congress Standing Committee in 1988 and after multiple revisions, the latest of which, in September 1, 2016, has involved water infrastructures in the national economic and social development plans of the government at all levels and regulated the rationale for water engineering construction. Thus, in the context of serious water shortages and water pollution, China’s government has taken several measures to make rational use of water resources."

After location and verification of exploitable mineral resources, mineral development re- quires capital goods, labor, and energy to extract the deposit. In addition, a growing social awareness of the need for a healthy environment re- quires inclusion of environmental burdens to the total costs incurred. This is because mineral development is detrimental to the environment in a number of ways. All mining .operations involve the separation of valuable minerals from the surrounding waste rock, which in turn re- quires permanent disposal of unwanted or un- used materials. Mine overburden, wastes, and tailings are often transferred to peripheral areas where they remain as unsightly features in the natural landscape. Some mine spoils contain harmful or contaminating substances as heavy metal salts or acid forming materials which subsequently are released to the environment. Many types of mining operations handle significant quantities of water during extraction or beneficiation processes. When discharged, the quality of such water often is unsuitable for residential, agricultural, or recreational use. Since mining activity disturbs the natural vegetation in the project area, water may be allowed to transport soil materials into streams, causing erosion and siltation. In particular, surface mining operations disturb the top layers of soils, resulting in losses of productivity for long periods of time. Excavation, transportation, and further processing of large volumes of both ores and waste materials generate substantial quantities of particulate and gaseous emissions, some of which contain metal dusts or compounds of sulfur. Such fugitive and point source emissions can be transported beyond the confines of mineral operations to cause annoyance and damage at more distant locations. Environmental degredation or pollution can be viewed as the alteration of the environment by man through the introduction of materials which represent potential or real hazards to hu- man health, disruption to living resources and ecological systems, impairment to structures or amenity, or interference with socially desired uses of the environment. The significance of environmental degradation is reflected in its effects on a range of receptors, including humans as well as the resources and ecological systems upon which we depend. Pollution also is judged in the social context of damage to environmental structures and amenities. The demand for restoration and maintenance of environmental quality presents the mineral industry with a challenge to successfully man- age discharges and returns to the environment in order to avoid undesirable and harmful consequences. INTRODUCTION The continuous mining machines which were introduced in the 1950's now account for more than half the production of coal from underground mines. Unfortunately, these continuous miners which were designed for increased productivity have also increased the concentration of respirable dust in mines. Inhalation of this respirable dust by miners causes the Coal Worker's Pneumoconiosis (CWP). Concern for CWP increased in the United States following a 1963-65 survey that showed definite x-ray evidence of CWP in 9.8 percent of working miners and in 18.2 percent of nonworking miners in the Appalachian bituminous coal region (Breslin and Niewiadomski, 1982). One of the major objectives of the Federal Coal Mine Health and Safety Act of 1969 was the prevention of CUP. This law initially limited the daily average exposure of coal miners to 3 mg/m3 of respirable dust. However, following the results of a probabilistic model developed by Jacobsen, et. al. in 1971, the limit was reduced to a mass concentration of 2 mg/m3 unless quartz content exceeds 5 percent, a rare occurrence in mines. Based on x-ray categorization prior to death it is believed that the mass concentration in the respirable fraction is a parameter of primary interest for hygenic evaluation of dust exposure. Elorgan, Burgess and Jacobson (1973) suggested that the quantity of inhaled dust, although influential is not the only aspect of exposure which is significant in producing CWP. Miners working in higher rank coal (anthracite) mines are more susceptible to CWP (Morgan, Burgess and Jacobson, 1973). This also confirms the findings of the British (Bennett, Dick and Kaplan, 1979 and Hurley, et. al., 1979) and Germany (Reisner and Rubock, 1977). Based on the cy to toxicological evidence Reisner and Rubock (1979) suggested that when coal properties are similar, increasing quartz and mineral content increases toxicity. David, Ottery and Le ?oux (1975) examined that as the severity of the CWP increased the retention of the coal dust content in the pulmonary region remained the same, while that of quartz content increased significantly . Leiteritz, Baur and Bruckman (1971) studied the various components of coal dust and showed that coal particles comprised a smaller fraction of the mass of fine dust than did particles , of quartz and minerals. It is ironic that quartz and mineral matter both comprise smaller fractions of the higher rank coal dust (Dodgson, et. al., 1971 and Dwiggins, 1981). INTRODUCTION My first major involvement on a rock mine slope stability project was in 1966 after I had become a principal of Golder Brawner & Associates in Vancouver, Canada. I received a request from Kennecott to evaluate two serious rock slope failures adjacent to the concentrator on their British Columbia molybdenum property near Alice Arm, BC, which was under construction. A rock slope up to 200 ft* high had been excavated at a design angle of 700. The inspection indicated that several large blocks of about 1000 cu yd each had failed on steeply inclined joint surfaces. Stability was reduced by extensive seepage caused by heavy rainfall. In addition, considerable overbreak had occurred, indicating excessive blasting had been used to excavate the slope. A program was developed to rock bolt potentially unstable blocks that could slide on dipping discontinuities. Some rock was scaled back to the inclined joints, and drain holes were drilled to reduce water pressures. The project was completed successfully and within reasonable economics. As a result of this success, enquiries were received regarding other mining projects. This indicated the potential demand for rock slope engineering. As a result, I took one month off to meet and discuss rock mechanics and slope stability with various people internationally. These included D. Coates in Canada, E. Hoek in England, K. John and L. Mueller in Germany, M. Rocha in Portugal, and the US Bureau of Mines in Denver, CO. Early misconceptions Based on involvement in projects during the next few years, it was concluded that there were a considerable number of misconceptions that existed among some geologists and mining engineers dealing with surface rock mechanics. Some of these included: • Water is a lubricant. This is incorrect. Water reduces the shear strength along discontinuities due to buoyancy, which reduces frictional strength. It also reduces the cohesion of clayey-type rocks. • The optimum pit slope angle in rock is 45°. The optimum slope angle for safety and economics is variable and is influenced particularly by structural geology, water pressures, mine blasting practices, and the depth and degree of weathering. • The flattest angle for slope stability is dictated by the angle of repose of broken rock, about 370. Where clayey-type rocks or clayey infill in discontinuities exists, failure can occur at much flatter angles, requiring flatter slopes or artificial stabilization. • Uniaxial and triaxial tests provide the necessary shear strength parameters to design rock slopes. Most failures in rock slopes are controlled by directional discontinuities. Therefore, the direct shear test is the correct test to evaluate strength parameters for most problems.

INTRODUCTION The theory of mineral demand often is slighted in the study of mineral economics. The supply side of the mineral industries usually commands a great deal more attention and effort by mineral economists than the demand side does because the study of mineral supply includes topics such as exploration, resource availability, and exhaustion theory that are generally considered unique to the mineral industries. Mineral demand, on the other hand, is thought of as being more general in nature and therefore of less concern to mineral industries specialists since it is similar to the demand for other inputs of production. This similarity with other inputs of production, however, does not negate the importance of a thorough understanding of mineral demand. It is the interaction of supply and demand that determines market behavior and not supply alone. Mineral demand is a key component among the factors that influence mineral production; there- fore, a good understanding of mineral demand can give one better insights into the industry behavior and trends than one would otherwise have. A strong working knowledge of the demand side of the mineral industries is a powerful tool for analyzing and predicting mineral market behavior. The material presented in this chapter does not depend on any special background in economics and should be accessible to all interested readers. The chapter is organized so as to permit an orderly progression of the basic topics of the theory of mineral demand while allowing digressions on related issues of special interest. The first section of the chapter is on the determinates of mineral demand. The discussion be- gins with the introduction of consumer demand and some of the necessary terminology of economics and proceeds to the particular case of the derived demand for an input of production such as minerals and the characteristics of such demand. The second section of the chapter is on the response of mineral demand to changes in economic variables like price and aggregate income. This second section of the chapter be- gins with a general presentation of elasticity of demand and continues with the particular case of the price responsiveness of mineral demand and its nature in the short and long-runs. A brief look at the response of mineral demand to price changes for other products is also included. The chapter concludes with a discussion on the effect of aggregate income changes on mineral demand and its nature in the short and long-runs.

THE PENETRATION RATE BASELINE DILEMMA The penetration rate is the instantaneous advance rate of a TBM in a rock tunnel. Normally expressed in feet per hour. The production rate is the penetration rate multiplied by the number of hours worked and then factored by the actual utilization of the TBM. In a given rock formation, the actual production rate is a result of many factors some of which are within the control of the contractor and some of which are based on the route selected. Factors that are within the contractors control are cutter profile, frequency of cutter changes, thrust, rotation speed, cutter spacing and the efficiency of the operation. Factors that are site (route) specific are compressive strength, fracture orientation, fracture frequency, micro- fracturing, quartz content, Moh’s hardness, Cerchar Abrasivity Brazilian Tensile Strength and Youngs Modulus of the rock. In addition the following route speci?c conditions are beyond the contractors control; rockjointing, rock stress fault zones, water in?ow and rock decomposition; all of which effect production rate. Any one of the above defined rock properties, equipment specifications and actual operating usage will change the penetration rate. Furthermore, since the rock formation changes both in content and orientation as the tunnel advances, the penetration rate is constantly varying. The current industry practice in bidding tunnels is for each contractor to individually evaluate the rock hardness and other properties and from this information develop a penetration rate. All other factors being equal, the contractor using the most optimistic penetration rate will be the low bidder and be awarded the project. As this view is by definition optimistic, invariably the rock will be harder than the low bid assessment and the contractor will request additional compensation for the changed condition. The contractor will attempt to justify his optimistic assessment as reasonable by using expert supporting analysis. The above described example which is quite common at present in the industry tends to make the most optimistic contractor (at time of bidding) the contractor selected for the project whereas it is in the owners interest to contract with the most efficient contractor not the most optimistic. This situation is similar to the Geotechnical analysis that was prevalent in the industry over twenty years ago. Many projects have experienced a significant reduction of penetration rate from that which was originally estimated. In these cases the contractor often makes a claim for extra compensation based on the difference between the actual rock encountered

This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries.
