Short Mountain Silica mines the Clinch Formation, an orthoquartzite, for silica sand. The operation is located near Mooresburg, TN, about 80 km (50 miles) northeast of Knoxville. Short Mountain is a local geographic name given to an area of resistant sandstone (Fig. 1). The area is part of the Clinch Mountain system that extends from eastern Tennessee to southwestern Virginia. The thick sandstone unit is more technically called a quartz arenite (orthoquartzite) that forms most of the mountain. In 1980, a Knoxville resident brought the Clinch Formation - Short Mountain in particular - to the attention of the large silica-sand producers as a potential silica-sand mine. Working with a local contractor who owned several hundred acres on Short Mountain, the Knoxville resident contacted interested companies. Many silica companies reviewed the property including Ottawa Silica Co., Pennsylvania Glass Sand Co. (both now US Silica Co.),Unimin Corp.,The Morie Co. and others. AFG Industries was the main market for the glass sand product from this potential mine. It had two plants, both within trucking distance from the site. All the silica sand producing companies, however, declined to develop the site. A few years later, Unimin Corp. decided to drill and evaluate the deposit. From that evaluation, Unimin leased the property but later dropped it. The relatively limited market for the Short Mountain product as well as Unimin’s recent acquisition of Carolina Silica were reportedly instrumental in the company’s decision to let go of the lease. Several other companies-unrelated to the silica sand industry - looked at the site but no one was interested in developing it. In 1986, J.D. Nicewonder, owner of coal mines in Virginia and Kentucky, was approached to investigate the site. Nicewonder began to develop the site with the intent to produce glass sand to supply AFG Industries. In May 1988, the first shipment of sand was trucked to AFG Industries.

Introduction Economic pressures in the international marketplace have spurred advances in almost every facet of flotation. New developments have occurred in flotation chemicals, flotation machines, and in the application of automated process control technology to grinding and flotation. Many of these advances are the results of concerted efforts to apply the knowledge obtained from basic flotation research over the past 15 to 20 years, to develop industrial technology for the more efficient separation of sulfide minerals in real ores. Mining company executives and equipment manufacturers are being called on to make decisions for incorporating some of this technology into present operations. This discussion is limited to two developments now at the stage of being engineered into industrial scale operations. They are control of the electrochemical environment or redox potential of the slurry, and control of bubble size in column flotation. Potential economic impacts are noted. Froth flotation Froth flotation makes use of differences in the surface properties of finely ground minerals to obtain separation. If the mineral surface is water repellent, the mineral particle will stick at the air-water interface of a bubble and float. If a mineral surface is not naturally water repellent, a chemical collector is added to the slurry to make it so. The collector must adsorb on, and make water repellent only the mineral to be recovered, not the gangue minerals. To achieve this degree of selective adsorption, chemical modifiers may have to be added to the slurry. Modifiers include pH regulators, activators, and depressants. Electrochemical control One of the most significant developments in recent years in the area of mineral processing technology is the recognition that collector adsorption of sulfide minerals is an electrochemical process. Consequently, flotation of these minerals depends on the electrochemical or redox potential of the system. The term shortwall mining is somewhat of a mis¬nomer. It may infer a longwall mining system, but of much shorter face length. Actually, continuous pillar mining is a more descriptive term. Coal is mined using a continuous miner as would be done in pillar extrac¬tion, but with the addition of roof supports to control the caving. Face length on such a system typically is 46 to 61 m (150 to 200 ft). The coal is cut in front of the roof supports in the same direction as with a long¬wall shearing machine or plow, but it is mined with a continuous miner and shuttle cars of the same type as used in continuous mining. ROOF SUPPORTS Roof supports for shortwall mining must be con¬siderably larger than those used for longwall mining because of the additional roof to be supported by the wider 2.6- to 3.4-m (81/2- to 11-ft) cut of the continuous miner. Capacities of shortwall chocks in current use vary from about 454 to 726 t (500 to 800 st). The higher capacity as compared to longwall roof supports is needed primarily because of (1) the greater support length, hence more roof weight, and (2) the presence of draw slate in the eastern coal seams, where shortwall is being used. The most popular shortwall support currently used is the four-leg 590 t (650 st) model. This support is shown in Fig. 1. The price of this support is approxi¬mately $25,000 each. As shown in Fig. 1, the shortwall chock incorporates an unusually long forward bar that has an additional hydraulically operated extension bar to provide face support for the wide miner cut. METHOD OF OPERATION Mining Sequence In shortwall mining, two or three (depending upon the chock design) move up cycles of the chock are needed because of the miner cut width. The Päijänne Tunnel is being constructed to conduct raw water from Lake Päijänne to the Helsinki Metropolitan Area. The length of the tunnel will be 120 km and the cross-sectional area is 15.5 sq m. Excavation started in 1973 and will be completed in 1982. 94 km of the tunnel have been constructed from Lake Päijänne towards Helsinki. The construction has advanced according to plan, and due to Finland's hard bedrock there have not been any great surprises. When completed, the tunnel will meet the water requirements of the Helsinki Metropolitan Area for a long time in the future because, with a free fall of 36 m, 9.6 cu m/s of water can be conducted through the tunnel from Lake Päijänne to the Helsinki Area. With pumping it will be possible to obtain a flow of 15 cu m/s, although at first the discharge will only be 5 cu m/s. The tunnel was partly taken into service as early as March 1979 when it was possible to conduct water to the municipalities north of the Helsinki Area. It is already possible now to conduct water to Helsinki, too, but from the Korpimäki pumping station onwards it must be done through the River Vantaa, which is polluted. When the tunnel is completed in 1982, good quality water can be conducted from Lake Päijänne to the Helsinki Metropolitan Area through a continuous rock tunnel. The cost estimate in 1973 was $ 88 million while it is now $ 90 million notwithstanding high inflation. AREAS NEEDED FOR CONSTRUCTION The areas needed for construction were bought through voluntary deals. Areas of 4 - 5 hectares were bought along the tunnel line at about 5 km intervals. The excavation of access tunnels was started from these places, and the crushed rock from the main tunnel was also transported there. However, it was not necessary to buy the area

Pit and underground mine operators typically use a lot of big equipment tires. Just as typically, they spend a lot of money they shouldn't on these tires. That's because tire use and maintenance are not given enough attention. That often occurs because mine management and personnel do not know the basic facts of tire use and care. If a piece of large equipment is damaged or ruined, a good explanation better he forthcoming. A ruined tire is often just a shoulder shrug. But that sort of fatalistic acceptance can cost tens or hundreds of thousands of dollars a year extra for big equipment tires. That does not have to be. There are some basic tire considerations that, if followed, will extend tire life and lower tire costs. Most companies have the inevitable conflict between the production department, which resists any restrictions that may reduce productivity, and the maintenance department. Production success is based on meeting a schedule of yards moved, while maintenance success is based on availability and equipment cost. When production falls behind schedule and equipment speeds are increased, maintenance may soon find its tire costs rapidly increasing, unless everyone understands the tires' vulnerability to damage. Unless the production department understands the problem, or restraint is applied by top management, costs may become exorbitant. At one job site, tire costs alone exceeded $250,000, to move 55 dam3 (72 000 yd3) of dirt on an 11-km cycle. The operation temporarily caught up with its schedule, but tire costs and attendant downtime soon made this a not-for-profit exercise. Because an operator must always attempt to move payload at the lowest cost, there are cases when higher than normal tire costs must be accepted. For example, in pioneering work with tandem engine scrapers, steep grades shorten tire life to less than normal. But the steep grades make shorter haul cycles possible, yielding more trips per hour than alternative earth-moving methods.

Introduction Very little attention normally is given by the experts, or the public at large, to the fact that the majority of the oil that has been or will be discovered within the U.S. remains in the ground. The inherent limitations of oil production through surface wells, either by primary or secondary techniques, will result in a total of over 300 billion bbl of oil left in the ground after completing production by standard petroleum techniques in currently producing or producible fields. This reserve represents some two-thirds of the original quantity of oil discovered in place. Recent work by a number of groups has shown that there is strong economic justification for extracting this remaining oil by mining and processing techniques. Table 1, taken from 1977 API reports, demonstrates the oil left in place at the end of the conventional petroleum production cycle in then-known fields within th’e U.S. Possible targets for oil mining operations include (1) oil remaining in place in fields and pools that have reached economic depletion by current petroleum production methods and that are not amenable to economic recovery by conventional petroleum industry techniques; (2) oilor bitumen-saturated rocks not normally considered by the industry to constitute producible reservoirs, such as shales and diatomites; and (3) asphalt- and bitumen-impregnated rocks. Economically Depleted Fields A more detailed examination of the depleted fields shows that estimates of oil remaining in place after primary, secondary, and nondestructive tertiary recovery can vary widely. There is significant evidence, however, that more than half the estimated original oil in place (OOIP) remains in the reservoir after all petroleum extraction techniques have been applied. If one compares the sum of past oil production and estimated remaining producible reserves with the API estimate of total discovered OOIP as of 1975, it becomes apparent that for the U.S. as a whole, 67070of the 00IP will remain in place at the end of the

Spinel ferrites, like NiFe2-2x Znx Ti4 O4 Fe CO1.5 Ge0.5 Tix O4, Ga1-x Fex Ni CO O4, Nil-x Fex Mn2 O4 have been prepared using the respective metal oxides in Stoichiometric quantities, by the ceramic method. The oxides were homogenized in acetone medium, pelletifed by using poly vinyl acetate as the binder. They were fired at 1000°C for 100 hours for compound formation. Chalcogenide spinels such as Zn1-x Cux Cr2 Se4 where 0=x=l and Cu1-x Fex Cr2 Se4 where 0=x=0.3 have been prepared by using 99.99% pure elements and then fired at 1000°C in quartz ampoules under vacuum conditions. X-ray diffraction studies of these compounds indicated a single cubic spinel phase. DC resistivity studies of the compounds were taken between 300-700K using LCR bridge by two probe technique. Thermo-electric power measurements were taken between 300-500K for all the compounds. Initial susceptibility studies have been carried out using a low field (0.506) and from which the nature of magnetic dimains and Curie temperatures were determined. Magnetic hysteresis measurements were carried out at 300K and at 80K, using alternating current hysteresis loop tracer, at 2K02 field. Mossbauer spectral measurements were carried out using Co57 source embedded in a copper matrix and an absorber containing 0.3 mg/cm2 of the sample. The spectra has been fitted by Mossfit Program. The catalytic effect of the spinel ferrites NiFe2-2x Znx Tix O4 where 0=x=1 has been studied by using the model reaction of decomposition of H2O2 at temperatures from 40°C to 70°C. It was found that the spinel oxides were found to possess poor catalytic activity.

INTRODUCTION Every day mine management and mining personnel face the threat of a possible mine disaster or fire. Their ability to deal with such a situation safely and effectively depends on the level of emergency preparation developed and maintained. After conducting numerous informal evaluations or audits at different mine sites throughout West Virginia (as well as other states), the authors concluded that many mining operations are not prepared to handle a fire situation. The results of the audits indicate that while most mines are in compliance with federal and state legal regulations regarding levels of emergency equipment, water systems and training sessions, these levels - particularly in the area of fire training - are probably not sufficient to enable the mine employees to effectively combat a fire in its early stage. This paper will present the authors' recommendations for designing and maintaining an efficient mine emergency preparedness Program and an overview of the curriculum of the mine fire training Program currently being conducted. MINE EMERGENCY FXEPAREDNESS PROGRAM The Mine Emergency Preparedness Pro- gram (MEPP) is a management tool developed by the Mining Extension Service at West Virginia University and was designed to assist company personnel in effectively managing a mine emergency operation. The program goes beyond the traditional and required training of mine rescue teams by offering a complete emergency operations package. Included in MEPP are suggested approaches for training and organizing all personnel, ideas for developing plans of action concerning transportation, security and communications. The MEPP program may also be used as to assess present readiness levels. While the MEPP program is designed to address all types of emergency operations, the authors are convinced that emergencies involving mine fires are the ones of greatest concern and so are concentrating their efforts in that direction. Incidents where fires are involved seem to be increasing in frequency and are extremely costly to control if allowed to go beyond the incipient stages. With a proper emergency preparedness program in place and properly trained and equipped fire brigades, the authors feel that it is possible

Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia)and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation. These questions pose a substantial risk to any potential mineral investor. Only probabilistic methods should be used to quantify this type of problem, short of drilling and metallurgical testing. INTRODUCTION In ore beneficiation one of the simplest methods of mineral concentration is hand picking to remove either the ore or the waste material from a moving table or conveyor belt. Ore Sorting Equipment may be defined as equipment for mechanized picking. This type of equipment has been used successfully over the past thirty years or so to beneficiate ores of various types in particle mesh sizes between 1mm and 200mm.. at throughputs of up to 150 tonnes per hour. In general for ore sorting to be a consideration the ore and the waste material must be well liberated in the feed to the sorter (that is into practically discrete particles of ore and waste). The larger the liberation size the more likely sorting is to be cost effective. Correct selection of ore sorting equipment is most important and often special machine features are developed for an individual application. Sorter performance can be best determined by extensive testwork of representative ore at design tonnage on prototype or preferably on production model sorting machines. ADVANTAGES OF SORTING ORE The four main advantages of sorting ore are: Reduced milling cost. Reduced processing cost. Higher overall recovery. Reduced transportation costs. Reduced Milling Cost With sorters installed the milling plant following the sorter is generally smaller and hence less costly to install and operate as it only has to handle the sorter product. However this benefit is somewhat offset by the increased cost of the screening and washing plant prior to the sorter and the cost of the sorting plant itself. Reduced Processing Cost As there is less material of higher grade presented to the concentrating plant following the sorter, this plant will generally be smaller and less costly to construct and operate than a plant treating the total quantity of material. 1. INTRODUCTION For Europe the Arlberg road tunnel signifies the elimination of the largest traffic barrier between Bucharest and Paris in the east-west transversal. Apart from that the tunnel will serve the feeder system to the two north-south links Ulm - Milano, and the Brenner motorway, and links the Inntal and the Rheintal motorways closer together.. Thus, the supraregional road system carrying traffic through the Tyrol and Vorarlberg will considerably be emproved by the Arlberg road tunnel. 2. THE PROJECT The 16.1 km contract section of expressway S 16 includes a ramp section of approximately 2.6 km, the access points at St.Anton and at Langen, and the main 13.98 km section of the road tunnel. This section cuts the link between St.Anton and Langen by 3.7 km, and saves 475 m in altitude. The Arlberg road tunnel is planned to have two tubes with two lanes each. In the first stage the southern tube was under construction. Its traffic capacity is 1,800 car units per hour. The tunnel has a cross section of 9o to 103 m2. The sloping gradients are by 1.3o and 1.67 per cent. Fresh air is supplied and used air removed through a ventilation system, fed at the portals and through two vertical ventilation shafts. One of them, at Maienwasen, is 222 m deep, its cross section 66.5 m2. The diameter in clear is 8.32 m. The vertical shaft Albona is 736 m deep, the diameter in clear is 7.37 m. In July 1997, Krupp Canada obtained the contract to design and supply the conveyor system for Chile's Los Pelambres copper mine expansion project. Progress on the overland conveyor system is currently on schedule. It is a challenging task to convey copper ore from an open-pit mine located on a mountain site 3,000 m (9,840 ft) above sea level down 1,300 m (4,265 ft) to the processing plant at the valley floor below. The Los Pelambres conveyor system moves copper ore at a rate of 8.7 ktlh (9,600 stph) and at a speed of 6 ml sec (1,180 ftlmin) for 12,750 m (41,830 ft). The distance is divided in three conveyors, each 1,800 mm (71 in.) wide. The largest conveyor is 6 km (3.7 miles) long. To protect against avalanches and rockslides, the conveyors run through a 12-km- (7.4-mile-) long tunnel system. The lowest of the three conveyors is equipped with a shuttling head end. With this, the conveyor discharge point can be moved back and forth by 100 m (330 ft), allowing it to build up a longitudinal stockpile at its end. To meet the extreme design parameters, the limits of conveyor design had to be pushed to record-setting marks. For instance, the ST-7800 steel cord conveyor belt is the strongest belt ever installed in a conveyor system. A total drive power of 25 MW (33,535 hp), consisting of 10 2.5-MW (3,352-hp) drives, is included in the design plans. In loaded condition, the electric motors act as generators and feed electric energy back into the power grid. The motors are controlled by variable frequency inverters that provide an infinite adjustment of motor speed. This technology allows starting and stop- ping the conveyors precisely along predetermined acceleration and deceleration ramps. This is done so harmful belt jerking and stress waves can be avoided.

The Ouachita, Ozark-St. Francis, and Mark Twain National Forests are located within the Ozark and the Ouachita Mountains regions of southern Missouri, central and northern Arkansas, and eastern Oklahoma- an area generally referred to as the Ozark-Ouachita or Interior Highlands. These national forests share many similarities in geography, biotic resources, and areas of shared public, market, and user interests. The three national forests have joined together to evaluate the natural resources within the Highlands and to study the impacts of the forests on local and regional economies and on the people who use these national forests and their resources. Other federal, state, and local government agencies and universities have joined with the Forest Service in this project, broadening the assessment area beyond the national forest boundaries to include 107 counties in Arkansas, Missouri, and Oklahoma. The diverse, resource-related data for the as- sessment area address social, economic, terrestrial, and aquatic issues and conditions throughout the Highlands. The assessment report currently is being developed by the Forest Service and will include an accoMpanying CD-ROM. The Ozark-Ouachita Highlands assessment has provided a forum for minerals- and geology-related resources, industries, social significance, and potential to be profiled and discussed along with other critical assessment resources. The state geological agencies in Arkansas, Missouri, and Oklahoma were active contributors to this effort. Their reports and other key data bases developed and used for the minerals sections of the published assessment report will be available either as a supplemental CD-ROM or on the Internet. Updated information on the progress of the assessment report can be found at the Ouachita National Forest Website, at <http://www.fs.fed.us/oonf/ouachita.htm>. This will also include a matrix displaying the minerals in the assessment area, their occurrence by assessment-area counties, and a potential ranking, as well as information on interesting geologic features. The state and federal reports, resources, and data bases, have helped answer key questions concerning mineral resources and related issues in the Highlands:

Track-type tractors remain one of the most cost-efficient stripping tools available to coal miners. Whether they are "sweetening up" a dragline operation with prebenching or serving as the primary tool, dozers are important in driving down mining costs. This article reviews the application zone of track-type dozers. It also provides suggestions for site setup, equipping tractors and machine operation. In recent years, the track-type tractor has become more of a production tool in mining. With the advent of bigger machines, bulldozers have become a typical component in mining operations, removing overburden down to the top seam of coal. Large tractors can also be teamed up with draglines and other systems to maximize the effectiveness of the mining system. Bulldozers remain the tool of choice for topsoil removal, spoil reclamation or any application that demands low ground pressure, or short distance. The introduction of the 523-kW (700-hp) track-type tractor to the mining industry has made the bulldozer a low-cost-per-ton means of removing overburden. The large tractors offer enough productive capability to be considered prime stripping tools. And they can lower mining costs by complementing other mining systems (dragline, cast blasting and loader/truck). Four criteria determine whether a track-type tractor is the right machine for a particular application: ? Production requirements - dozer may fit job requirements better than a second dragline. [ ] ? Product support - availability of parts, service and technical expertise. ? Labor situation - how much of the cost per ton goes to the operator. ? Resale opportunity - recover a percentage of capital cost. Mining efficiency is economically controlling the cost of any system. Most operations rate the most economical means of moving material as cast blasting, dragline and the track-type tractor. All three of these systems share one common value: They are all sensitive to distance. Regardless of the application, all mining systems have an economic range. Exceeding this distance will affect cost and productivity.

In fiscal 1996, the US Congress directed that the US Bureau of Mines (USBM) be closed. Certain functions were reassigned to other agencies. The remaining employees were separated and the unoccupied sites were decommissioned. As a result, 12 locations were closed and about 1,200 employees were terminated in March 1996. About 600 employees at five locations were reassigned to other federal agencies. This article provides a summary of the continuing functions, the agencies involved and the points of contact for each continuing function. The functions that were discontinued are also identified. The functions that have been maintained and transferred to other agencies are: ? Portions of USBM&apos;s Mineral Information and Analysis program formerly conducted in Washington, DC and Denver, CO were assigned to the US Geological Survey (USGS). ? The Mineral Land Assessment program in Alaska (Anchorage and Juneau) was transferred to the US Bureau of Land Management (BLM). ? The Health and Safety Research program in Pittsburgh, PA and Spokane, WA was reassigned on an interim basis to the US Department of Energy (DOE). NIOSH is part of the Centers for Disease Control and Prevention within the US Department of Health and Human Services. ? Environmental Research at Pittsburgh, PA was assigned to DOE. ? Materials Research at Albany, OR was assigned to DOE. ? The helium program was assigned to BLM, where it will be managed pending privatization. ? Coal and noncoal mine maps were transferred to the Office of Surface Mining Reclamation and Enforcement (OSMRE). The following locations were closed: ? Research centers in Denver, CO; Minneapolis, MN; Reno, NV; Rolla, MO; Salt Lake City, UT and Tuscaloosa, AL. ? Field operations centers in Denver, CO and Spokane, WA. ? Washington, DC headquarters office. To provide a concise picture of all of the affected functions, the following is a synopsis of the USBM program functions and facilities immediately before the closure. Introduction A new technology is evolving as a result of growing industry and government concerns over the potential impacts of possible airborne emissions from uranium tailings piles. A major component of the technology is the use of earth covers to stabilize the tailings after mill operations have ceased. While various analytical models have been used to predict the thickness of required covers, experimental validation of the models has been necessary. This paper presents the results of a field program to select and test cover material to determine its suitability for eventual reclamation of a currently active tailings pile. The two main criteria guiding the study were the U.S. Nuclear Regulatory Commission radon flux requirements (reduction to less than twice background pre-1979, and to 2 pCi/m2 -sec above background post-1979) and the desire to employ locally available material. The methodology chosen for this study consisted of three main elements: o Determination of the background radon flux. o Determination of the radon flux from the tailings pile. o Experimental determination of the cover material diffusion coefficient and and calculation of cover thickness. The first two elements of the study are relatively straightforward, the last phase is discussed in detail. Background Radon Flux Measurements of radon-222 emanation rates from the surface of the ground were taken at three sampling locations. Samples were collected by means of the accumulator can method described by Wilkening, 1977. Both morning and afternoon samples were collected at each site to obtain an average. The measured fluxes were fairly uniform and did not differ greatly among sites. The overall average flux for all sites was 0.63[+]0.28(o) pCi/m2 -sec. This value is equal to the average radium-226 concentration determined in the soil, thus yielding a one to one ratio of radon-222 emitted (in pCi/m2 -sec) to soil radium content (in pCi/g). The Coal Mining Section of the National Safety Council has selected hand and finger injuries of coal miners as a major topic for safety policy analysis [Tinney, 19851. So that facts about hand and finger injuries can be used to guide the Committee&apos;s work and the work of policy-makers, we present in this paper detailed analyses of the following factors related to hand and finger injuries received by coal miners between 1975 and 1983: occupations of the injured miners; activities of the miners when injured; machines involved; objects, substances, exposures, or bodily motions that produced or inflicted the injuries; principal physical characteristics of injuries; and events directly resulting in the injuries. We analyze hand injuries for underground and surface mines separately because of the remarkably different production methods and hazards evident in these two operating environments. We do not, however, provide information about hand and finger injuries that occurred in surface operations at underground sites (such as yards, shops, or tipples), auger mining operations, culm banks, dredging operations, mill or preparation plants, offices, or laboratories. The most comprehensive information about the safety of coal mining in the United States is assembled by the Health and Safety Analysis Center (HSAC) of the Mine Safety and Health Administration of the United States Department of Labor. Mine operators in the United States report to HSAC all injuries as required under Part 50, Title 30, of the Code of Federal Regulations (mandated by Section 103 the Federal Mine Safety and Health Amendments Act of 1977, Public Law 95-164). These regulations stipulate that injuries must be reported within ten days of their occurrence on a United States government data collection form, Mine Accident, Illness and Injury Report (MSHA Form 7000-1). HSAC maintains these data primarily to produce federally-mandated reports. "Impact and Benefit Agreements (IBAs) are intended to be a negotiated agreement between an industrial proponent and a community, local or regional citizens’ organization. Although the elements have grown over the past two decades from a simple agreement to exceedingly complex legal frameworks, the intention remains the same: to outline the roles and responsibilities of the two stakeholders and the natural resource development on their lands beyond environmental assessment. These agreements were born out of comprehensive indigenous land claims and have become the cornerstone of community engagement today in most indigenous nations. In the case of mixed communities, those that have beneficiaries of land claims and those who are not, social acceptance remains uneven and reflective of an unequal distribution of decision-making power (political ecology). This Differential Social License can cause conflict and a breakdown of the societal fabric that binds communities of diverse populations, resulting in inequality, fictitious wealth generation and failure of infrastructure. This paper presents a case study of how the development of Differential Social License developed in the Hamlet of Cambridge Bay, Nunavut as a result of an IBA negotiated between Tahera Diamond Corp. and the Kitikmeot Inuit Organisation in 2004 for the Jericho Diamond Mine.Introduction / Background Social license (social license to operate or SLO) has become an essential part of the social governance ‘toolkit’ demanded by mining stakeholders in today’s world. Stakeholders are now insistent that companies operate more closely under the tenets of sustainable development and provide for an increased level of community participation. Social license is not simply a matter of communicating with a community, to earn its consent for or acceptance of a project. It requires that we engage with the individuals and organisations who ally themselves with communities, or who sometimes side with dissident factions of a community. SLO is a process associated with and informed by political ecology or the recognition that unequal decision-making power exists amongst stakeholders."

A career in the coal mining industry today offers students one of the most interesting and challenging opportunities available in the industrialized world. As reserves of other fossil fuels dwindle in face of the world&apos;s demand for energy, it has become apparent that coal, once the king of energy sources, must be relied upon again as the major fuel for powering industrial growth in developed and developing nations. Centuries of coal supplies lie beneath the earth&apos;s surface, assuring the world of a steady, plentiful supply of energy until science and technology can produce a way to harness and efficiently use renewable sources, such as solar. The need to increase our use of coal during the last two decades of the 20th century is reason enough to believe that the future growth of the coal industry is assured. A major impediment to that growth might be backward national public policies that could restrict the full utilization of our coal reserves. These policies could result from overregulation and a failure of the public to recognize that coal use, with proper techno- logical safeguards, is compatible with our society&apos;s environmental-quality objectives. Communication of this problem and its solution is a major undertaking of the coal industry in the 1980s. At the end of the 1970s, the American coal industry was producing approximately 635 Mt/a (700 million stpy) of coal. To meet the nation&apos;s projected energy needs by 1985, the annual tonnage must be doubled. A similar scenario is predicted for the rest of the world. Such growth in the modern international business world will require huge additional amounts of capital, equipment, and people who know how to wisely raise and apply the capital ; use the equipment productively; and deal with the many community, public, and governmental problems such expansion will create. Whether a student&apos;s interest is in actual mining operations, business administration, engineering, finance, law, industrial relations, marketing and sales, or public affairs, a career opportunity is available in the industry.
