The 20 foot diameter cast-in-place tunnel lining for Phase 3 of the Mill Creek Tunnel (MCT-3) has been completed. This paper will summarize aspects of liner design and address the construction approach in placing the liner in areas of tunnel that experienced crown overbreak. Tunnel lining production rates, installation procedures and form buoyancies experienced during concrete placement will also be presented.

The first rule of mineral deposits always seems to be: the deposit is never close to the market. With gems and precious metals, this is not much of a problem. But with most of the mineral commodities used in today's world, transportation becomes a major part of the cost to the consumer. In Japan, for example, more than 60% of the cost of coal to the consumer may be attributed to transportation. The purpose of this article is to examine pipeline transportation, particularly mineral slurry pipelines, as a means of getting the mineral to market. Pipelines Today Regulated pipelines in the US totaled nearly 724 Mm (450,000 miles) in 1980 according to the Federal Energy Regulatory Commission (FERC). Worldwide, more than 210 Mm (125,000 miles) of new pipelines will start construction in 1982 at an estimated cost of more than $150 billion. According to the Bechtel Corp., the period between 1982 and 2000 will see major growth in pipelines of all kinds. In North America, major movements of crude oil from Alaska and synfuels from the Rocky Mountains will require the construction of nearly 16 Mm (10,000 miles) of new pipelines. Nearly 42 Mm (26,000 miles) of new gas transmission pipelines will be needed to tap both US and Canadian arctic gas fields and move the gas to major markets on both coasts. Other pipelines will be required to move additional quantities of natural gas from the Rocky Mountains to more populous regions. Bechtel says more than 24 Mm (15,000 miles) of slurry pipelines will be needed to transport coal from both eastern and western coal provinces to the Mississippi valley and coastal areas. In 1980, 125 companies delivered more than 1 km3 (6.5 billion bbl) of crude oil and 652 hm3 (4.1 billion bl) of products in the US. At the same time natural gas pipelines transported 498 km3 (17.6 trillion cu ft). The reported investment by these companies was nearly $20 billion at the end of 1980. Advantages of Pipeline Transportation The obvious success and vitality of the oil and gas pipeline industry is based, at least in part, on the fact that pipelines are a very efficient and low-cost method of transportation. This fact, coupled with the need for lower cost trans¬portation, has led to the marriage of oil and gas transmission technology and the bulk mineral solids transportation industry. The off-spring of this marriage is the mineral slurry pipeline. Slurry pipelines have a number of advantages over other transportation methods. One of these is the fact that they are buried-out-of-sight, out-of-mind. Second, they are relatively small users of labor because they lend themselves to automation and remote, or even computer control. Third, they offer an attractive economic alternative to other transportation systems. For example, for a 1000 km (621 miles) distance, rail costs of 1?/ km (1.7?/ton-mile) are about equivalent to slurry pipeline costs. But, as the distance increases, pipeline cost per t-km continues to drop while equivalent rail charges remain essentially insensitive to distance. Where existing rail, barge, or ocean ships are available, the cost of new construction associated with a slurry pipeline probably will render it noncompetitive. However, where new rail or other construction is needed, the cost of a slurry pipeline is very competitive. About three-fourths of the cost of a pipeline is in pipe, fittings, and construction. Nearly a fifth of the investment is in pump stations and the remainder is in right-of-way, surface facilities, utility acquisition, communication facilities, and other support areas. The fact that pipelines are capital intensive is, at the present time, a mixed blessing. For example, the delivered cost of coal in a hypothetical project doubles when the cost of money rises from 9% to 17.5% per year. The largest cost element for delivered coal in this example is in depreciation and finance charges. The next largest cost element is electricity to power the pumps, with labor making up the smallest increment of the delivered cost of coal. World Slurry Pipelines The idea of a slurry pipeline was probably first investigated in the latter 19th century, but the first ones were successfully built and operated in the US in the early 1900s. Today, they are fairly common worldwide. Table 1 shows a number of the world's slurry pipelines. An examination of these will further emphasize the fact that pipelines provide a cost competitive alternative where new construction of a transportation system is required. In each of the examples, the desired mineral commodity is located in a remote corner of the world, markets are at a great distance, value of the commodity is not great, and no other transport system is available.

Introduction It has long been known that there are extensive deposits of phosphate-bearing deposits in the Coastal Plain of Georgia in many locations that are similar to those being mined commercially in central Florida. A major drilling program was conducted in 1966-67 by the Georgia Geological Survey (GGS). The economic potential of some of the material uncovered was evaluated at that time by a team at Georgia Institute of Technology led by Dr. J.E. Husted. There were some promising results. Since then, there has been little commercial interest in pursuing this matter, though the potential for development remains. In the long term, Georgia's phosphorite deposits could be a major source of income to the state if they were commercially processed. Phosphorite deposits contain significant levels of uranium and thorium. Uranium concentrations in Florida phosphate aggregates have been found to be 120 to 140 ppm. The presence of high concentrations of uranium means that there is a small but finite concentration of radium, which subsequently leads to radon gas emanation. It is the radon emanation and its progeny that may pose the largest health problem in many types of mining. Surface mining operations can possibly elevate the radon and radon daughter concentration in the vicinity. There is always some public concern whether any increase in the radon concentration in the atmosphere by mining (surface mining in the phosphorite case) could elevate the risk of cancer in the nearby population. At the present time, a great deal of attention has been devoted to the possible health effects of radon and its decay products in the inhaled air in mines and inside buildings built on mill tailings or uranium-bearing rock (Gesell and Lowder, 1980). Several evaluations have been published on the potential health effects of the Florida phosphate operations (Guimond and Windham, 1975; Roessler et al., 1980; Travis et al., 1979) and for buildings incorporating phosphate slag aggregates (Kahn, Eichholz, and Clarke, 1983; Roessler, Roessler, and Bolch, 1983). They all indicate that such potential effects are small, but tangible, compared with other radiation effects, for instance in the nuclear industry (Cohen, 1981). In view of the current concern, especially by the US Environmental Protection Agency (EPA), with the radiological consequences of large-scale mining of uranium-bearing phosphate rock (Guimond and Windham, 1975), it was decided to assess the potential radiological consequences if the Georgia deposits were developed. This paper presents an attempt to estimate the magnitude of any radon-based health effects that might arise from future mining operations in selected areas of the Georgia coastal region. To do this, a calculational model was developed that took into account the mining operations themselves, the atmospheric dispersion of the radon released, and the radon daughter concentrations in nearby towns. The model was applied to both extremes. The first application was a hypothetical mining operation in Echols County. Echols County is very sparsely populated and, unless living very close to the site, a person would probably experience little radiation exposure, if any. The model tries to prove this point. The second application was at a site near Savannah, Georgia. Both sites contain economically feasible phosphorite deposits and were not entirely hypothetical in that sense. Site selection In the course of the South Georgia Minerals Program (Furcron, 1967), an extensive series of drill core samples had been collected from various mineral occurrences in the coastal plain. It was found that the cores from the previous drilling program (Furcron, 1967), though carefully preserved, were not readily accessible. But the GGS reports did contain gamma logs of all the holes surveyed. With the cooperation of Dr. Neal Shapiro of the Survey, some core samples were selected and assayed, and used to calibrate the gamma log data. Samples from locations known to have detectable radioactivity were screened and counted. Their measured uranium content was used to calibrate the gamma log profiles for those same holes as obtained by the GGS. On this basis, two of the higher-level sites were selected and the calibration was used to obtain integrated uranium concentrations over the length of the borehole. It is customary to describe radon and radon-daughter concentrations in "working levels" (WL), where one WL represents a concentration of radon daughters capable of releasing 130 000 MeV of alpha particles, equivalent to 100 pCi of radon in equilibrium with its daughters per liter of air. A representative concentration is 0.15 WL, below which radon levels are widely considered to be negligible. For the mine sites selected, the surface area and rock volume were determined to estimate their radon content. Working-level values were then estimated for the assumed radon release from the crushed ore and the exposed surfaces of the mine pit. According to Kisielewski (1980), 93.4% of all radon released from open-pit operations is released from the ore zone; thus, the calculations assumed that those surface areas were the main sources.

Luminex is a new method of prospecting for mineral deposits based on time-resolved mineral luminescence created by an ultra-violet light source. Developed by Scintrex Ltd., Luminex detects and resolves a group of key minerals - either ore minerals themselves or, more often, accessory or pathfinder minerals for certain types of economic ore deposits. These minerals are commonly found on the earth's surface, even in areas of considerable weathering. The method extends the range of mineral deposits that are remotely detectable from the air. Tungsten, tin, molybdenum, gold, and bedded lead-zinc deposits are included. Therefore, Luminex is a natural supplement to the three classical methods of airborne geophysics. The luminescence of minerals has been known and used qualitatively in mineral exploration for many years. But there are more than 500 minerals known to be at least sometimes luminescent. Luminescence of most is unpredictable and the colors they emit may vary from locale to locale. It is, perhaps, this apparent complexity of the field that has discouraged its proper scientific scale until now. There are two basic types of luminescent minerals - intrinsic and impurity activated. In the first type, luminescence is an inherent property of the mineral in its purest form. In the latter, luminescence is due to the introduction of foreign trace elements, often in very modest amounts (ppm), into the crystal lattice. These trace elements are known as activators. There are very few intrinsic luminescent minerals commonly found in nature. Chief among these are the calcium tungstatemolybdate family, more commonly known as the scheelite-powellite family, and the uranyl minerals such as autunite and saleeite. The vast majority of other known fluorescent minerals such as fluorite, hydrozincite, and many calcites, are impurity activated - that is, they will not fluoresce in purest form. In addition to the many minerals likely to luminesce at the earth's surface under ultraviolet excitation, any prospector who has ventured out at night with a mercury lamp will know that much organic matter luminesces - for example lichens and even scorpions. Just as the eye finds difficulty in resolving the luminescence of minerals from that of organic materials, it also has its limitations at sorting out minerals from one another by their luminescent colors. Figure 1 shows, in part, the photoluminescent emission spectra of scheelite, hydrozincite, and autunite. It is clear that there is a considerable similarity in spectrum between scheelite and hydrozincite and a great deal of overlap. In fact, a small amount of molybdenum in the scheelite lattice can almost bring these two spectra into coincidence. On the other hand, the autunite emission spectrum is clearly resolved from the other two. Basis of the Method The right-hand side of Fig. 1 shows the time waveforms of decay of the photoluminescence of the same three minerals. It is apparent that the lifetimes of photoluminescence of scheelite and hydrozincite are radically different and that these two minerals, therefore, may be readily resolved through their emission lifetime characteristics. It is in the realm of time-resolved measurements (lifetime characteristics) that Scintrex has made its major advance in the Luminex method. With the exception of some work by Exxon confined to uranyl minerals, to the best of our knowledge, no systematic scientific investigation has been carried out in the field of time-resolved mineral luminescence studies other than the work of Scintrex. Scintrex's findings are that all organic materials and most commonly activated luminescent minerals have lifetimes shorter than one microsecond. In addition, only a relatively small number of minerals - among them those called key minerals, or certain ore and pathfinder minerals - have lifetimes greater than one micro-second. Scintrex is able to characterize these minerals primarily by their emission lifetimes and secondarily by their emission spectral characteristics. By a combination of these factors a mineral index is arrived at. From that, photoluminescent minerals can be resolved from one another with a high degree of probability. At least two spectral channels and two time channels - of which one can be common - are required to apply this mineral index. Ground System A portable hand-held Luminex analyzer based on a modulated mercury lamp has been used to date in Canada, the US, and Australia. The current production model of this device is the LG-2. It has two spectral channels and two time channels for each spectral channel. Figure 2 shows a ground Luminex traverse over the Texas-Arizona zinc prospect in Arizona. The instrument was set so the channel read was hydrozincite-specific insofar as possible. The mineralization in this prospect is known to be hydrozincite and other zinc secondary minerals in limestone. Figure 3 shows a ground Luminex traverse over the AAA uranium prospect in Nevada. The instrument was set to optimize the uranyl response. For comparative purposes, broadband scintillation counter readings were made on the same stations (also shown in Fig. 3). It is apparent that both the Luminex and the scintillation counter results reflect a near-surface distribution of uranyl minerals. It is interesting that no visible uranyl secondary minerals

J. Dasher Having an interest in coal slurry pipelines from a decade of arguments with Ed Wasp and crew at Bechtel about pumping thicker slurries slower, I immediately read this article and found nothing in it pertinant to the title. Ayat and Scott pumped five unidentified coals at 9% solids (50%-60% is the area of interest) in a 25-mm (1-in.) pipe around two square elbows through a 76-mm (3-in.) cyclone for up to 60 minutes and sized a large number of samples of unstated size on an unidentified wet screening device. They did not measure power consumption, discharge pressure, flow rate, or give pump tip speed or impeller diameter. They siad the cyclone had a "high" pressure drop (unmeasured) and did much of the degradation (measured) but more or less per unit of energy expended? Hargrove was not measured, so there are no data as to whether it would correlate with degradation. The authors conclude, with no attempt, correlation is "hard to establish." Please experiment before concluding. I am at a loss to know what "increasingly smaller size" means, much less what theory says such particles take "exponentially larger quantities of energy," which the authors neglected to measure. If such experiments without pertinent data or justified conclusions must be published, please attach a pertinant title. reply by M. G. Ayat The first and the last criticism of this paper is that the work is not pertinent to the title. Anybody who reads this article will immediately realize that the work describes the breakage of coal particles to finer sizes in coal slurry pipes and pumps. If this is so, why not title the work "Degradation process in coal slurry pipelines"? What could be more pertinent to this title than the investigation concerning the degradation phenomenon of coal particles in a pipe carrying a coal slurry? Mr. Dasher complains that he does not understand the meaning of the term "increasingly smaller size." The first sentence of this article defines the degradation process as "the breakage of coal particles to increasingly finer sizes." The term "increasingly finer sizes" here means successive breakage of a fine particle to finer and finer sizes. According to Hukki (Hukki, 1975), the probability of breakage is high for large particles and rapidly diminished for fine sizes. We apologize for being brief about some of these definitions. The degradation process, breakage of particles to increasingly finer sizes, is so widespread in the mineral industry that we did not feel it necessary to bore the reader with lengthy definitions of some simple terms. Mr. Dasher states that the coals examined and their original size consist are unidentified. Please look at Table I and Table 2 in the paper again where you will find the original size consist of the coals examined and their full specifications. We only named the coals A, B, C, D, and E to avoid identifying the coal seams that were more susceptible to degradation. Not identifying the name of the wet screening device used in this work has also been criticized. In our opinion, wet screening operation is such a routine and standard procedure that naming the device by which the screening is performed would serve no purpose but to promote a sales approach. This was not our intention. We did not conclude that the correlation between the degradation process and Hardgrove Grindability Index is hard to establish as Mr. Dasher writes in his letter. We stated, not concluded, that "It is reasonable to assume that some relationship between the extent of degradation and its physical properties, such as Hardgrove Grindability Index, does exist. However, any definite correlation is difficult to establish." This statement is based on other researchers work, which are clearly referenced in the article. The conclusions of this paper were based solely on the findings of the experimental work. As for the theory of comminution that Mr. Dasher asks, we would like to refer him to some basic comminution books and articles where various theories are clearly described. For example, Hukki (Hukki, R.T.,"The Principles of Comminution; An Analytical Summary," Eng. Min. 176, 106, 1975) suggests that the relationship between energy and particle size is a composite form of three laws (Bond's law, Kick's law, and Rittinger's law). A comprehensive analysis of coal breakage processes is also performed by Broadbent and Callcott (S.R. Broadbent, and T.G. Callcott, "Coal Breakage Processes, I. - A New Analysis of Coal Breakage Processes;" and "Coal Breakage Processes, II. - A Matrix Representation of Breakage," Journal of the Institute of Fuel, pp. 524-539, December 1956). These and many other relevant publications explain the relationship between the particle size and energy much better that what can be said in this short reply. We will, however, agree with Mr. Dasher on one particular point. We, too, believe that if the investigation concerning the degradation process in coal slurry pipeline were to be pursued further, one could choose to determine one or more of the variables available in the process, such as discharge pressure, power consumption, percent solid, pipe diameter, etc.

INTRODUCTION The Alchem trona mine, owned and operated by Allied Chemical Corp., is located approximately 32 km (20 miles) west of the town of Green River, and 8 km (5 miles) north of Interstate 80 in southwest Wyoming. Trona, a naturally occuring sodium sesquicarbonate (NaCO3 • NaHCO3 • 2H2O), is used for the production of sodium carbonate (Na2CO3), commonly known as soda ash. Present annual US consumption of soda ash is approximately 9.07 Mt (10 million st), out of which approximately 7.3 Mt (8 million st) is produced from the Wyoming trona mines. About 44% of soda ash is consumed by the glass industry; 3 % by exports; and the remaining portion by paper, chemical, soap, textile, and nonferrous industries. Allied Chemical operates an underground mine at an average depth of about 488 m (1600 ft). There are three other trona mines in the area operated by FMC Corp., Stauffer Chemical Corp., and Texasgulf Inc. (see Fig. 1). Allied Chemical became interested in southwest Wyoming trona deposits in the early 1940s. Explora¬tion work was begun in 1959 with the acquisition of federal leases. Exploitation of the reserves began in 1968. Two shafts, one 6.1 m (20 ft) and another 3.7 m (12 ft), were completed prior to 1968. The 6.1-m (20-ft) diam service shaft is divided in half by a cur¬tain wall, with one half used for men and material and the other for ventilation as a return air shaft. During the period from 1968 to 1974, the 3.7-m (12-ft) shaft was used as production shaft with two 7.3-t (8-st) skips. Due to the increased demand for soda ash, plant and mine expansions were completed during 1974. Under this expansion, the material handling system capacity was increased by constructing a new 2721-t (3000-st) capacity ore bin, sinking a 6.1-m (20-ft) diam produc¬tion shaft, and installing a friction hoist with two 22.7-t (25-st) skips. The Alchem mine manpower is 484 employees and about 2.3 Mt (2.5 million st) of trona was produced during 1976. Three different mining systems are used at the Alchem mine: conventional, continuous, and longwall. Allied Chemical introduced its first longwall unit in 1973, which was also the first longwall system introduced in the Wyoming trona district. At present, four conventional, seven continuous, and two longwall units are in operation. This equipment is operated in ten production areas. GEOLOGY The bedded trona and trona-halite in the Green River basin of southwestern Wyoming is a major re¬source for the nation. There are 25 beds that exceed 0.9 m (3 ft) in thickness and underlie areas of about 2590 km2 (1000 sq miles). There are other minor beds that range in thickness from 0.3 to 1.2 m (1 to 4 ft). Allied Chemical's Alchem mine is located in bed 17. The trona bed numbering system starts at the lowest elevation and increases upwards. The trona beds are in the Wilkens Peak member of the Green River formation. The Green River formation was deposited in a lake that began in early Eocene as a large body of fresh water, shrank in size and became saline, and then became fresh water again. The sedi¬ment during the saline phase of the lake, which includes the trona beds, is called the Wilkens Peak member. The underlying freshwater lake deposit is called the Tipton member and includes a 25.9-m (85-ft) sand unit which is a high pressure, low permeability aquifer. The over¬lying sediment is called the Laney shale. The Green River formation is underlaid by the Wasatch formation and overlaid by the Bridger formation (see Fig. 2). The structure of the beds in the area of the Allied Chemical mine is mostly postdepositional asymmetrical folds of small amplitude. These folds range in size of 3 to 6.1 m (10 to 20 ft) to as much as 45.7 m (150 ft). The trend of the folds is northwesterly with the north¬east flank of the anticlines having a steep dip and the southwest having gentle dips. Trona bed 17 varies in thickness from 2.4 to 3.4 m (8 to 11 ft) over the 93.2 km2 (36 sq miles) holdings of Allied Chemical and is flat lying except for the rela¬tively minor folding and a negligible regional dip of about 0.017 rad (1°). Trona occurs naturally in several physical forms in the Green River basin, being both massive and crystal¬line. After Abe Lee discovered gold (in April 1860) near the site of present-day Leadville, Colorado, he and is group staked nearly all of California Gulch with "speculative claims." They did so in an effort to grab any property that might be potentially profitable. But the plan did not work. New prospectors demanded a miners' meeting, from which arose the official "Bylaws of California Mining District, California Gulch, Arkansas River." These bylaws, adopted on May 12, 1860, established provisions as to the number, size and type of claims that could be filed. Fair laws invited more newcomers. By mid-summer, 5,000 people with tents and wagons were scattered from one end of the gulch to the other.Among the earliest arrivals to the region that spring were Horace Austin Warner Tabor and his wife, Augusta. H.A.W. Tabor, who was to become a pillar in the development of Leadville, arrived at California Gulch during a food shortage. He sacrificed his oxen so that hungry miners could eat. By doing so, he immediately became the friend of many. Augusta established a little store where she sold her baked goods and provided meals. Like most of the men, Horace prospected the surrounding hills. He only did so, however, for a short time. California Gulch yielded more than $5 million in gold during the next five years. By 1866, however, the placer gold was gone and most of the miners had packed up and left. Charles J. Mullen and Cooper Smith, who were grubstaked by a Philadelphian named J. Marshall Paul, found a new, rich lode at the Printer Boy Mine in 1868. It was the first underground gold mine in the Leadville area and marked the transition from surface mining to underground hard rock mining. Its discovery created a new but modest flurry of activity. Heavy black sand covered the region and made gold mining difficult. In 1875 William Stevens and Alvinus Wood decided to have the sand assayed. They discovered that it contained 15 ounces per ton of silver and was rich in carbonate. Stevens and Wood kept their find a secret for nearly two years. When the word spread in late 1877, the silver boom was on. In 1878 prospectors, merchants and others trickled into town from all directions. Dr. David H. Dougan closed his office. in Alma, crossed Mosquito Pass and set up shop in Leadville. Nobody seemed to need a doctor, however, and Dougan sat in his office for 28 days without a customer. On the 29th day he received word that there had been a mining accident and he was needed immediately. -That was the begin¬ning of his illustrious career in Leadville. Dougan was a successful physician, became mayor in 1881 and was later president of the Carbonate National Bank. Leadville was a simple community of log structures in 1878. By June of the following year, however, it had blossomed considerably. According to Cass Carpenter, as of May 1,1879, Leadville had "...19 hotels, 41 lodging houses, 82 drinking saloons, 38 restaurants, 13 wholesale liquor houses, 10 lumber yards, 7 smelting and reduction works, 2 sampling works for testing ores, 12 blacksmith shops, 6 livery stables, 6 jewelry stores, 3 undertakers and 21 gambling houses where all sorts of games are played as openly as the Sunday School sermon is conducted." Additionally, there were 36 brothels. When George E. King and other architects arrived, Leadville took on an air of elegance and sophistication. In sharp contrast to some of the Victorian-style, gingerbread-laced homes in Leadville, its suburbs were comprised of many tenement shacks and plain cabins mixed with a few commercial buildings, many mines and smelters. Mines sprinkled the area east of Leadville like pepper from a pepper shaker. Wherever there was a cluster of mines, a camp usually sprang up. Most were very close together. South of Leadville the giant Arkansas Valley lead smelter sprawled out between Stringtown and Bucktown in an area known as Smelter Valley. Founded in 1879 as the Billing and Eilers Smelter, the Arkansas Valley plant was operated by the American Smelting and Refining Company. Several other smelters operated in the vicin¬ity. In April 1878, Horace Tabor grubstaked prospectors August Rische and George Hook. For $64 worth of supplies and tools, he was guaranteed a one-third interest in their findings. Rische and Hook discovered the Little Pittsburg (often spelled Pittsburgh) Mine and made Tabor an instant millionaire. Tabor once purchased a "salted" mine, the Chrysolite; but instead of considering it a bad deal, he further developed the property and struck rich silver ore. Later, Tabor purchased the Matchless Mine for $117,000, possibly the only investment he made without partners. During its peak years, the Matchless yielded $1 million worth

"Seeing the elephant" was a term often heard from 1849 to 1859, the period of the great California Gold Rush. The phrase was used by those who dreamed of instant wealth that was believed could be found in California's virgin earth and mighty rivers. When news of fabulous gold strikes throughout the Mother Lode reached far away places, thousands of gold seekers left home and family to join in this incredible adventure. The barren, placid state of California soon became one of the most bustling, populous areas in the West. Before the Rush Before 1848, Mexico ruled California. It was then a remote region, isolated from the urbane world of the East by 2900 km (1800 miles) of scorching desert and impassible mountains. By sea, it was 29 000 km (18,000 miles) via Cape Horn. Spaniards and Mexicans settled the coastal lands on tracts donated to them by the Mexican government. The inland area was the domain of Indians and a few settlers who also had been granted estates by the government. Among those settlers was Captain John Sutter. He had been fortunate enough to obtain about 11 leagues of land (spanning 100 km or 60 miles in length) from Governor Alvarado of Mexico. Sutter was somewhat of a visionary and possessed a gifted tongue. He managed to receive most of what he desired with minimal trouble. Enchanted with Sutter's personality, Alvarado promised him Mexican citizenship. Alvarado also commissioned him to become "representative of the government and officer of justice on the Northern frontier." With uncanny foresight, Sutter began building a fortress on his land in the Sacramento Valley. It later became known as Sutter's Fort. It was more than just a fort, however. It also became a stopping place and home for many foreigners and Americans who traveled to California, and it eventually became the mecca for overland pilgrims. Sutter engaged in many projects. These included a cattle ranch, fur trade and trapping, and the construction of an irrigation system. With the influx of immigrants over the years, the community around the fort grew rapidly. Lumber was much in demand and Captain Sutter agreed to supply the necessary capital for a community sawmill. The site chosen was some 72 km (45 miles) northeast of the fort on the south fork of the American River in the town of Coloma. During the course of its construction, Sutter's carpenter, James Marshall, discovered a problem with the tailrace on the mill. First Strike Early in the morning on Jan. 24, 1848, Marshall was checking the tailrace. He noticed an object shining in a foot of water at the bottom of a ditch. He reached down and picked it up. His heart began to thump wildly as he realized he was holding a gold nugget. Sutter planned to keep the find a secret for as long as possible. He knew very well that he could become an extremely wealthy man. The ever loyal Marshall remained faithful to his employer and the pair did their best to obtain more

I was very glad to see an article on alkali-silica reactivity of concrete aggregate in Mining Engineering. It is a topic that should be reexamined every 45 or 50 years. The last paper (that I am aware of) that examined this topic in Mining Engineering was Rexford (1950), who, at the time, was chief of the Petrography Section, South Pacific Division Laboratory, Corps of Engineers, Los Angeles, CA. The paper was presented at the AIME meeting in Los Angeles in October 1948. Professor Leming's discussion generally reflects the current state-of-the-art; but it provides no references for more detailed information. I wrote a paper titled "How to avoid excessive expansion of concrete due to alkali-aggregate reaction," which was included in the Proceedings of the Second International Conference on Alkali-Aggregate Reactions in Hydroelectric Plants and Dams (Mather, 1995). In it, I emphasized that it was the hydroxide ion (not the alkali ion) that caused the pore fluid in the concrete to dissolve reactive silica, producing alkali-silica gel capable of taking up water, thereby, causing swelling and rupturing of the concrete. Excessive expansion will not occur unless there is a sufficient amount of potentially expansive alkali-silica reaction product and water. However, this will not occur unless there is a sufficient quantity of reactive aggregate and unless there is a mechanism by which the pH of the pore fluid can get well above the normal value of about 12.6. In many cases it is sufficient that the cementitious medium not only contains portland cement but also contains ground granulated blast-furnace slag (GGBFS) or a pozzolan such as fly ash, silica fume, metakaolin, volcanic glass or calcined shale - any of which may have been included for economic reasons. If, however, the person selecting the ingredients for concrete knows that the aggregate is reactive (with no alternate nonreactive aggregate available) and if the person knows that the only available portland cement has a high alkali content (i.e., more than 0.6% Na2O.; Na2e = % Na20 + 0.658 x % K20), then it becomes irresponsible not to establish what reasonable precaution one should take. Professor Leming suggests using one of the following: 30% Class F fly ash, 50% GGBFS or 7% to 10% silica fume. My view is that one should prepare test specimens with the cement and aggregate to be used and then expose these both with and without at least two dosages of each of the various alternative materials (slag, pozzolan and lithium salts), so that the required dosage. to control the expansion is established. Then, economic considerations can dictate the final selection. I would point out to the author that GGBFS is not a pozzolan and is not an admixture, but, rather, it is a latent hydraulic cement. An admixture is, by definition, a material other than hydraulic cement. I commend him for suggesting that aggregate producers should become more active in knowing about the reactivity of their products and the precautions needed to permit those products to be safely used in concrete.

Recent mining regulations have increased the need for detailed engineering and environmental information pertaining to the hydrogeologic environment in mining areas. The cost of obtaining such hydrogeologic information has also increased. After mineralization of potentially economic grade ore and tonnage has been identified, and after completing preliminary mining feasibility studies (suggesting that development is merited), a second exploration phase can incorporate a simple, cost-effective baseline hydrogeologic data reconnaissance program that is limited but useful. Using exploration drill holes only, this program can provide a direct indication of where ground water is encountered. Also, reasonable estimates can be made on the relative production of water from various water-bearing strata, a composite potentiometric surface map can be prepared, and the general chemistry of the ground water can be characterized. This article outlines what typical baseline hydrogeologic data are needed and describes how it can be easily obtained during exploration drilling. Introduction Major engineering and environmental ground water parameters can be identified early in a project by using, drill hole data obtained from a mineral exploration program, designed by the mine geologist and hydrogeologist. Most importantly, data obtained in the exploration drilling program can be used to design a logical, defensible, and cost-effective baseline ground water data reconnaissance and monitor well program, which would be required for mine design and ultimately for mine permit approval. Drilling Where possible, exploration drill holes should be drilled with conventional rotary drilling equipment using air or, if necessary, water as the drilling fluid. Rotary air or water drilling generally allow good delineation of the first major saturated or water-bearing zone. If mud must be used during drilling, distinct hydrogeologic zones can still be defined, although the task may be considerably more difficult. Water Levels Static water levels can be obtained from selected exploration drill holes at specific depths while additional boreholes are drilled. Such measurements should not, however, be conducted until the hole has been developed with air (no water) and has stabilized at each of the depths to be measured. Such water-level information can be particularly useful when more than one aquifer exists. Where mine development is eminent, the hydrogeologist should install 50-100 mm (2-4 in.) diameter PVC casing in select drill holes. The PVC should be slotted, gravel packed, and properly sealed so additional hydrogeologic data can be collected for specific hydrogeologic zones at a later date. Such data could include water level information, permeability estimates based on injection and /or pumping tests, and water quality data. Where casing is not installed in drill holes, or when the drill holes are abandoned, the holes should be properly grouted and back-filled to the ground surface to prevent potential future ground water contamination. Monitoring Air Lift Water Production Estimates of the relative production from various water-bearing strata can be obtained from selected exploration drill holes. If ground water is encountered, its air lift (ground water flow) production can be measured at distinct intervals using a surface water flow measuring device, such as a portable Parshall

Barbaro et al. (1990) implemented a tedious study aimed at delineating the short-scale spatial variability of sulfur in a coal seam. It is not possible, however, to extend their conclusions to any other coal seam or use theirs in any other fashion, because the background geology was not presented. Nor were the conclusions accompanied by geological interpretations in the paper. In addition, an unfortunate printing error occurred where the total sulfur (determined by High Temperature Combustion) variogram in Fig.3 was duplicated in Fig. 2 instead of the seam height variogram. A more serious error, however, has been committed in the definition of the variable, seam height. What is defined as seam height by Barbaro et al. (1990) is, in essence, mining height, and is not a regionalized variable that should be studied by geostatistical methods directly. Despite the fact that the variable, seam height, is not defined in the paper explicitly, the following quotation discloses the fallacy: "All roof rock that exceeded 1.8 m (6 ft) from the floor was not taken because the longwall was operated to not mine more than 1.8 m (6 ft) unless the coal seam height exceeded 1.8 m (6 ft)." From this definition, the seam height, and therefore the sampling height, is equal to the actual coal thickness, if the coal thickness is greater than 1.8 m (6 ft). Otherwise, it is equal to the sum of the coal thickness plus the thickness of the roof rock that complements the thickness to 1.8 m (6 ft). In the latter case, the seam height is constant and equal to 1.8 m (6 ft). It is possible to conduct a variogram study on a pool of samples that are realizations of two different variables. But the conclusions derived would not belong to any one of the two variables uniquely and, therefore, do not possess any significance. Geostatistical analysis is irrelevant for the sum of multiple regionalized variables formed by arbitrary selections. In a two¬seam setting, for example, the mining height, as defined by the thickness of one seam at one location and the thickness of both seams at another location (due to quality and/or minimum thickness considerations perhaps), should not be used in the calculation of one common variogram. The two seams should be modeled separately. They can then be combined according to the specific purposes of the study. On the other hand, if a constant is added to a regionalized variable (to incorporate dilution perhaps), the variogram of the new variable will not change. Barbaro et al.( 1990), surprisingly, does not give any geologi¬cal interpretation of their results despite the fact that most of them can be explained by the origins of sulfur in a coal seam. The presentation of the results of a geostatistical study with no reference to the geology of the deposit is uninformative. It may also be misleading for the potential users of geostatistics. It is not unusual to find nuggets of pyrite in coal seams. In such cases, pyritic sulfur will probably display a spatial structure for only a very small distance that will appear in the experimen-

At the Mount Isa mine, Mount Isa, Qld., Australia, sublevel open-stope mining is used for copper ore while both sublevel open-stope and cut-and-fill methods are used for the silver-lead-zinc ores. Production in 1979¬80 was 4 730 000 t (5,200,000 st) copper ore and 2 590 000 t (2,850,000 st) of lead ore. The deepest mine level currently is 960 m below the surface. GENERAL ORE BODY REQUIREMENTS AND LIMITATIONS Size, Shape, and Dip The mine is located in the valley of the Leichhardt River in Lower Proterozoic sediments of the Mount Isa group. The regional strike of the sediments is north¬south and they have a persistent westerly dip of about 1.1 rad (65°). In the mine area, the Mount Isa group comprises a sequence of alternating bands of dolomitic shales and siltstones some 3.2 km (2 miles) in width. It is bounded on the east by greenstones and quartzose sediments of the Eastern Creek volcanics, and on the west by the Mount Isa fault, west of which occur schists and other metamorphic rocks. The ore bodies as currently known at Mount Isa are restricted to the Urquhart shale, a formation of thinly bedded pyritic, dolomitic, and volcanic shales some 1070 m (3500 ft) thick. Towards the top of the Mount Isa group sediments, copper and silver-lead-zinc ore bod¬ies occur as contiguous but discrete entities and are mined and treated separately (see Figs. I and 2). Argentiferous galena, sphalerite, pyrite, and minor associated sulfides occur in distinct concordant bands throughout the Urquhart shales. Wherever these bands are grouped together in sufficient density they constitute silver-lead-zinc ore bodies with widths varying up to 36.6 m (120 ft). Other mineralized bands are common in intervening beds. Individual ore bodies persist for many hundreds of meters concordant with the strike and dip of the enclosing shales. Intersections of these beds with fold axes provide local zones of enrichment but otherwise the mineral content of the ore bodies varies only slightly throughout the extent of the dip and strike. Chalcopyrite is the only important primary copper mineral. It occurs in association with pyrite and pyrrhotite as disseminated flocks and as vein fillings throughout irregularly shaped zones of folded, brecciated, and re¬crystallized Urquhart shale. These zones, which are lo¬cally termed "silica-dolomite" bodies, are broadly transgressive to the shale bedding and confine all significant copper mineralization to the virtual exclusion of silver¬lead-zinc mineralization. In some areas, the downward percolation of acidic water through faults and shears has caused extensive leaching of the coarse-grained carbon¬ates to depths in excess of 610 m (2000 ft), but most of the silica-dolomite remains unleached and the ground is competent. The majority of lead ore being mined is north of the main shaft pillar (R62, U62) area. This work is concerned with the extraction of refractory metals using an electro-reduction process, in which a molten oxide melt, instead of halide, is used as the electrolyte. The process may provide an alternative method of producing refractory metals from their ores through use of a reverse-polarity direct current (DC) plasma arc heating process. In such a process, the plasma torch itself acts as an anode, and resulting liquid or solid product metals work as a cathode, whereas the molten oxide melt plays the role of an electron transfer layer. The focus of this study is: the electro-reduction of scheelite; vanadium pentoxide; and chromite. For the vanadium pentoxide, the proposed melt is mainly composed of CaO-V2O5/Li2O-B2O3-V2O5or FeO-CaO-SiO2-V2O5-Li2O with the addition of other alkali and alkaline metal oxides. In the case of scheelite ore, the SiO2-CaO-Li2O-WO3system is used as melt and metal aluminum or nickel could be used as a collecting media. As for the reduction of chromite ore, SiO2-CaO-Cr2O3-Li2O system with trace amount of CaF2is used as the melt. As a demonstration, chromium was successfully produced at a laboratory scale through the plasma driven electro-reduction process. One of the studied slags had a composition of 13.8% CaO; 4.9%CaF2; 36.4% Cr2O3; 6.9% Li2O; and 38.0% SiO2. Two observations are significant in this laboratory scale study. The first one was that the amount of Cr2O3and FeO, which were predominantly electronic conductors in the oxide melt, greatly affected the conducting mechanism of the melt. With high concentration of Cr2O3and FeO in the melt, the current efficiency was fairly low. In this case, chromium was found to be barely reduced because of electronic conducting mechanism. For example, with initial slag of 60% Cr2O3, no chromium was found reduced. With low concentration of Cr2O3and FeO in the studied melt, typically no more than 30% Cr2O3, it was observed that chromium was readily reduced due to the dominant ionic conducting mechanism. The second observation was that the addition of SiO2tothe melt helped to make the oxide melt more ionic, which was apparently desirable to the molten oxide electrolysis. However, high content of silica had a negative effect on the fluidity of the melt. This was resolved by adding trace amounts of CaF2to the melt. Therefore, by judicious selection of oxide melt, refractory metal oxides might be dissolved into it and yet the melt itself retains the required ionicity. A reverse-polarity DC plasma driven molten oxide electrolysis may prove to be a viable alternative route for the extractive metallurgy of refractory metals.

INTRODUCTION Boom-type miners mechanize the cutting and loading of a solid face of rock having a compressive strength as high as 124 MPa (18,000 psi). These machines differ from continuous miners in that they can cut much harder rock for any given cutter-motor power. In addi¬tion, a boom miner is more flexible, selectively cutting any cross-sectional configuration from circular to square arched faces, 1.57-rad (90°) turns, and mixed faces. The basic operational concept of these machines, utilizing a rotary cutterhead mounted on a slewing boom, gained importance in Europe during the 1960s, where, due to their specialized use in roadway development in coal mines, they were called roadheaders. Along with continuous miners, boom miners share the ability to fully mechanize the cutting and loading of rock, while eliminating the need for explosives and the shattering and overbreaking of roof and rib rock that is normal with conventional mining methods. The machines are crawler-mounted and most have a gathering-arm load¬ing system that, moves the cut rock onto an internal chain conveyor, subsequently discharging the rock into a transport device such as a shuttle car or a bridge conveyor. Light- to medium-weight boom miners are cutting softer rocks and minerals successfully, including coal, shale, rock salt, potash, phosphate, weak sandstones (e.g., those associated with uranium ore), and other softer ores such as iron. Heavy third-generation ma¬chines have extended rock cutting to much harder ores such as borate, oil shale, and almost all rock associated with coal seams, except for the harder sandstones and limestones. The mention herein of specific manufacturers, brand names, or models is made by way of example only and does not constitute endorsement by the author or The Pennsylvania State University. All costs cited herein are in 1977 US dollars. TYPES OF BOOM MINERS All boom miners utilize drag bits fixed on a rotary cutterhead that is powered by an electric motor mounted in the slewing and elevating cutter boom. The cutter¬head is either a ripping or a milling type, and the machines have evolved through three generations (Boldt, 1977). As shown in Fig. 1, only one boom miner cur¬rently produced can use both ripping and milling cutter¬heads on one machine. Table 1 lists boom-miner models built in large num¬bers and/or successfully used or marketed in North America. Table I excludes machines of which only a few have been produced and none sold in North America, such as those manufactured by Demag, Eick¬hoff, Paurat, and Thyssen-Rheinstahl. The only Ameri¬can boom miners are the F-16 and Super ROC¬MINER"', manufactured by AEC, Inc., State College, PA. Machine Generations Three generations of boom miners can be distin¬guished according to their times of introduction, their rock-cutting abilities, and their weight classifications. Fig. 2 illustrates typical best-practice production rates possible from boom miners for selected cutter-motor power sizes (other power figures can be interpolated). Yeelirrie lies toward the center of Western Australia, 650 km (404 miles) northeast of Perth (Fig. 1). The ore reserves have been estimated as 52.5 kt (57,871 tons) of contained U3O8, at an average grade of 0.15%, of which almost two-thirds average 0.24% U3O8. the ore body is a thin, elliptical, more or less horizontal sheet measuring approximately 9 km (5.6 miles) in length, between 0.5 and 1.5 km (0.3 and 0.9 miles) in width, and up to 7 m (23 ft) in thickness, extending from the surface to a depth of 8 m (26 ft). In spite of its near surface position, there is only one small outcrop of significant mineralization. Carnotite is the only uranium mineral recognized so far, dispersed through a calcrete horizon, and deposited from circulating ground water which was also responsible for the carbonation of the clays completely filling an Early Tertiary drainage system. Calcrete, as seen at Yeelirrie, is quite distinct from the widespread, thin pedogenic horizons, as it often forms bodies many kilometers in length and up to 20 m (65.6 ft) in thickness, elongated parallel to the drainage lines. It is variously referred to as "valley calcrete" or "ground water calcrete" to emphasize the occurrence and mode of origin. The discovery of Yeelirrie in mid-1971 was the successful culmination of a grass-roots exploration program initiated in 1968 as part of Western Mining Cop's program of diversification from its historical position as a major gold producer. The object was simply to find an economic uranium deposit - with no constaints other than those normally taken as applying in the mineral search. There was, therefore, complete freedom in the selection of the exploration model, or models, to be applied and the areas to be considered, though the choice was inevitably influenced by both the nature of world occurrences and the local geology. One of the options avail- able was the sandstone environment. Yeelirrie was the direct result of pursuing this line of investigation through three sequential, but quite distinct, stages: first, a regional study; second, establishing a case for exploring the inland drainage systems of Western Australia; and finally, an evaluation of the calcrete environment. An assessment of the potential for sandstone-type deposits in Australia necessitated going back to first principles, since there were no known precedents in this country for guiding exploration and, as a consequence, the search need not be influenced by established prejudices. Previous uranium exploration during the 1950s had been preoccupied with vein-type deposits, and, although the sandstone environment was undoubtedly being examined in 1968, no discoveries had been announced to that time. When considering the necessary ingredients -a source of leachable uranium, a circulating ground water system, and a suitable reducing environment - it could be argued that considerable areas in the eastern part of the continent were theoretically prospective, but basin depth and the extensive superficial cover of Mesozoic and Cainozoic sediments presented considerable practical difficulties.

INTRODUCTION Mount Isa Mines Ltd. operates a copper and silver- lead-zinc property at Mount Isa in northwest Queens- land, Australia. Mount Isa is located in the tropics at latitude 20°43'S and longitude 139°30’E (Fig. 1). It is on the upper watershed of the Leichhardt River and at an elevation of 365 m above sea level. The average rain- fall is 360 mm/y, the greater part of which falls in January to March (the hot summer months). The mean summer temperature for these months is 30°C (dry bulb), with a maximum temperature of 43°C; the mean wet bulb temperature is 25°C with a maximum of 28°C. Mount Isa is located geologically towards the western edge of the Precambrian Shield of northwestern Queensland. This complex forms a north-tilting dissected peneplain which extends in the north-south direction for 640 km, with widths varying from 32 km to 190 km. The combination of differential erosion, regional strike, and steep dips has produced a corrugated topography of low north-south orientated hills and valleys. The field was first discovered in 1923 as a silver- lead-zinc field. Mount Isa Mines Ltd. was formed the following year and subsequently became the sole operating company on the field. Lead and copper ore have been mined and treated separately and simultaneously at Mount Isa since 1953. Intensive exploration commenced in 1954 and an active exploration program provided the justification for a series of production expansion programs in both silver- lead-zinc and copper (see Table 1 ). The most recent and largest production expansion program at Mount Isa commenced when a decision was reached in December 1969 calling for an increase in copper production from 100 000 to 150 000 t/y of blister copper. A major factor which influenced this decision was the substantial additions to the ore reserves in the so-called 1100 ore body which is a massive copper sulfide ore body with a known strike length of approximately 2500 m, a height which is variable up to 300 m, and a width of generally 300 m up to a maximum of 370 m (see Figs. 2 and 3). Host to the copper mineralization is a complex and variable rock generally called "silica dolomite." The ore body strikes 6.02 to 6.1 rad (345° to 350°), dips west between 0.78 and 1.13 rad (45° and 65°), and is truncated at depth by fault implaced basement rocks. It first occurs some 600 m below the surface and bottoms at about 1000 m below the surface. The unconfined compressive strength of the silica dolomite ore varies from 150 to 250 MPa, whereas the basement rocks, carbonaceous mylonite, slaty shale, buck quartz, and greenstone (a chloritic schist) are considerably weaker, varying in strength from 20 to 80 MPa. The distribution of mineralization within the ore body is variable, but can be considered as generally high grade at or just above the basement contact and diminishing towards the upper reaches of the ore body. INTRODUCTION In the past three decades, world trade has grown from less than $100 billion per year in the years following World War 11 to slightly more than $300 billion in 1970 and over $2,000 billion in the early 1980s. Adjusted for inflation, the real growth of world trade in 1972 dollars increased from less than $175 billion per year in the early 1950s to slightly more than $342 billion in 1970 and almost $700 billion per year by the early 1980s. Thus trade as a whole has increased a little more than twofold in real terms in the past decade." Mineral commodities constituted approximately 20% of the value of total world trade in 1970, and significantly more than that proportion in terms of physical volume. By 1980, de- spite rapidly rising petroleum prices, mineral commodities accounted for roughly 18% of the total value of world trade. Crude oil alone ac- counted for about 16%, making it the single most important commodity in international trade. The worldwide recession of 198 1- 1983 brought a dramatic decline in both volume and price of crude oil, shrinking the impact of mineral commodities to roughly 10% of the value of total exports, worldwide, in 1982- 1983. The decline of mineral commodities as a pro- portion of the value of world trade in the decade 1970- 1980 is due largely to the increasing importance of manufactured goods and consumer products such as automobiles and electronic items. During this period, mineral commodity trade expanded roughly sixfold in terms of current dollars to an estimated $350 to 360 billion in 1980. This was equivalent to doubling the real value of mineral commodities in international trade in the 1970- 1980 period in constant dollars. The U.S. Bureau of Mines has expanded the traditional definition of mineral commodities to include semifinished products such as iron and steel (in addition to iron ore), refined metals such as copper, lead, zinc, aluminum, and tin, concentrates, scrap, and petroleum products. Since large quantities of essentially mineral derivatives travel in this form, it is reasonable to use these expanded definitions in stating the role of minerals in world trade. Thus minerals in world trade comprise 30 to 33% of total export trade in all commodities during the period 1976- 1980 (see Table 1.3.1). In addition, the U.S. Bureau of Mines estimates the value of all mineral commodities consumed in the world (at the national level) and compares this value to total worldwide commodity consumption. By this system, mineral commodities range from 30 to 40% of all commodities consumed each year in all countries during the period 1976- 1980 (see Table 1.3.2). The growth in export trade in mineral commodities by commodity group is shown for the period 1976-1980 in Table 1.3.3. These data parallel the swings in worldwide economic activity during the same time period. ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. The branch of economic theory known as welfare economics concentrates on providing guidance about the problems of policymaking. The theory examines both what

Metallurgically, the term agglomeration is used to describe processes whose goal is to form balls, briquettes, nodules, flakes, or other sized shaped particles from loose, usually fine, incoherent particles. In practice it includes such varying processes as the briquetting of coal dust and other substances, the balling and induration (heating) of such nonmetallics as cement, fluorspar, lightweight aggregates, etc. It includes such widely used processes as the sintering of nonferrous concentrates, such as those copper, lead, zinc, etc. The agglomeration of specific nonferrous metal concentrates is discussed in detail in the section of this handbook devoted to that particular metal. Agglomeration processes are of particular value to the iron and steel industry where the nature of the primary reduction process, the blast furnace, requires for best results a burden essentially free of fines. This is a change that has taken place since about 1960. Prior to that time many fine unsized ores were fed to the furnace. The development of the pelletizing process gave to the industry a chemically controlled closely sized product that increased the produc¬tion rate and reduced the costs so much that unsized fines are seldom used in modem furnaces. Steel plants produce many fine sized waste products such as fine dust (fine ore coke and gangue) and mill scale. These products, which have a valuable iron content, are usually sin¬tered directly at the plant for reuse. Fine sized ore concentrates are usually pelletized at the mine and shipped as pellets to the steel plant. Common practice in some areas producing natural high grade ores is to screen the ore at the mine to about 3/8 in. The oversize is shipped "as is" and constitutes blast furnace feed. The / in. may be shipped to the steel plant where it may be sintered or otherwise agglomerated. At some mines the fines may be pelletizied prior to shipment. With the development of large ocean ore carriers, and with the transportation of slurried concentrates or fines, a trend has developed of constructing large pelletizing plants or other types of agglomeration plants near large consumption centers (i.e., in the Netherlands or Japan) where ores of many types are brought together, ground if necessary, blended, and agglomerated. As an indication of tonnages of agglomerated materials produced, for iron materials alone (the largest share of the total) production in 1970 in the U.S. was Million gross ton Sinter 40.7 Pellets 43.1 Briquettes, nodules, & others 0.1 Total 83.9 During the 1960s, U.S. production of sinter rose from 40.3 million gross tons in 1961 to a high of 48.7 million in 1964, then settled back to almost the 1961 figure in 1970. Pellet production rose steadily from 14.4 million gross tons in 1961 to the 59.9 figure for 1975. Worldwide, sinter production in 1966 was estimated at 340 million mt (mainly in Europe, Russia, Japan, and the U.S.) and pellet produc¬tion the same year at 64 mt (primarily Canada and the U.S.). World pellet production capacity rose to 200 million tons in 1976.
