Tunnel contracts in New York have in recent years had few bidders with the bids received being much higher than anticipated. Since 9/11, security has become a key issue in planning key infrastructure projects in New York. This is especially true in the case of large water supply tunnels. Striking the right balance between cost and security was the major factor in determining the best configurationfor the Kensico-City Tunnel. This paper outlines the efforts made to determine realistic probable bid costs for the tunnel contracts, and the innovative approaches taken to deal with security issues.

Industrial minerals have always enjoyed an important share in the technological growth of any country in the world. Today, extraction and trading of industrial minerals has expanded, but is also subject to stricter environmental guidelines. This paper presents the current status as well as the growth potential in the exploitation of industrial minerals in the countries of the south eastern European region, i.e. Albania, Bosnia-Herzegovina, Bulgaria, Croatia, F.Y.R.O.M., Greece, Italy, Serbia and Montenegro, Slovenia and Turkey. More specifically, annual production figures per country are presented for1992-1998. These figures are compared to each other and, where applicable, to world production figures. Trading of industrial minerals from these countries to Europe and the world and its effect to the local economies is also evaluated were such data is available.

The need to increase ore recovery and pillar stability caused the Magmont Mine staff to investigate the use of sandfill to accomplish both tasks. The use of hydraulically stowed classified mill tailings as a subsidence preventative will be discussed as well as the use of sandfill in pillar recovery and as a part of the regular mining cycle.

The creation and maintenance of a healthy working environment in surface mining operations require sustained efforts in pursuing advanced research initiatives toward the development and deployment of powered haulage technologies. This paper contains progress summary on a frontier research in truck dynamic control, vision and collision avoidance. This research is required to provide solutions to challenging problems regarding operator visibility in truck haulage in a surface mining environment. The paper focuses on truck control kinematics and dynamics, truck-haul road interactions, intelligent truck sensing, intelligent truck collision avoidance system, integrated system for situational awareness, augmented visualization and operator interface, and field testing and error variance modeling of developed technologies. A sensor suite of four subsystems, including front-side stereo-camera, front-side Doppler radar, close range sonar proximity sensors, and rear-side camera system have been recommended for developing a 360° truck operator vision to allow safe operations. This research initiative is significant because it will provide a strong basis for developing technologies to improve truck haulage safety in surface mines and construction sites.

A review of the geology and mineralogy of several of the better known hydrothermal platinum-group metal (PGM) deposits is undertaken. Along with new data from two recently discovered occurrences in Nevada, a number of common characteristics of these deposits are identified. Newly described PGM occurrences in Nevada are the abandoned Gibellini mine workings characterized by limestone-hosted hydrothermal Mn-V-Zn-Ni mineralization and the granite-hosted base-and precious-metal veins of the Gingerload claims.

Cripple Creek and Victor Gold Mine is an epithermal gold deposit located in the Rocky Mountains of Colorado. Surface operations are continuing along with an expansion for an onsite mill to take place in the next couple of years. The surface pit is currently progressing downward from an oxidized zone into a transitional, more sulfide/ telluride-rich zone. Gold mineralization includes native gold, electrum, and tellurides. Cyanide heap leaching is the recovery process for the oxidized ore with the sulfide/telluride-rich ore to be processed at the new onsite mill. Ore characterization prior to mining is vital when there are two possible recovery processes. This characterization is dependent on geometallurgy. To identify the causes of the variability, multiple parameters are analyzed and assayed. These parameters are measured by a variety of analytical testwork. The analytical testwork provides measurements for the desired parameters. Geometallurgical models are developed for the parameters per recovery process, so estimations can be inserted into the resource model to optimize operations and recoveries.

The tailings produced from the Kirki (Agios Filippos) high sulfidation epithermal deposit processing plant are laminated, weakly cemented and their particle size ranges from fine sand to fine silt. They are mainly composed of milling residues of gangue (quartz, dickite/kaolinite, pyrophyllite, illite); sulfides and secondary minerals (jarosite group minerals, butlerite, anglesite, beudantite and gypsum) are present to a lesser extent. They have high Pb and Zn (average 0.75 % and 0.57 % respectively) and low S (1.04 to 2.92 %), Cu, As, Cd, Ni and Sb content (average 248, 163, 59, 27, 20 g/t respectively). Stagnant waters forming small ponds on the surface of the impoundments exhibit low pH and high heavy metal and sulfate concentrations. Negative Net Neutralization Potential (NNP) characterizes the tailings, indicating moderate to high potential for acid generation. Application of the TCLP test revealed that the tailings are characterized as toxic because of the increased solubility of Pb and Cd. On the other hand, As TCLP solubility is very low.

During the production of silicon carbide a by-product is generated, which contains a mixture of crystalline and amorphous silicon carbide. Utilizing the difference in density, shape and surface properties of the crystalline and amorphous silicon carbide, separation tests were carried out with gravity concentration and flotation equipment. The flotation results of the fine fraction of the silicon carbide mixture were not encouraging. The processing of the coarse fraction of the silicon carbide mixture by jigs resulted in a high grade crystalline SiC concentrate with the desired specifications. The separation was largely influenced by the shape factor. An IHC-jig with a newly designed hydraulic drive was used to carry out the test program.

The Pipeline ore body was discovered in March 1991. The construction of the new mine and mill did not start until early March of 1996. Upon completion of permitting and corporate project approval, the 289 million USD project was “fast tracked”. The commissioning began 11 months after start of construction and the project ended 40 million USD under the budget figure. The objective of this paper is to review and highlight the Pipeline Project history from discovery, design, lawsuits, permitting, and re-design through to current - 1998operating practices. Particular emphasis will review the process design, design mistakes, and design successes. The paper will review project history, feasibility, design concepts, operator training, construction, financial and the current operation. Additional discussion will review what design features worked and which did not work within the process plant.

Introduction The impact of computers on individuals and businesses increases each day. And the mining industry is no exception. The growing number of short courses, symposia, and feature articles in journals on the subject of computers is indicative of the developments and interest in their application to mining. Given this interest and the growing importance of computers, a legitimate concern is the computing background of graduating mining engineers. Based on a sample survey, this paper presents the current status of computer education in Accreditation Board for Engineering Technology (ABET)-accredited mining engineering programs in the US. Specific topics addressed include hardware and software available to students, integration of computers into curricula, concerns of mining educators, and historical and anticipated trends in computing education. Methodology Nine of the 19 ABET accredited mining engineering schools (as published in the SME-AIME Guide to Minerals Schools) were surveyed. Interviews consisting of open-ended questions were conducted with a knowledgeable faculty member from each of these schools. This was done to obtain an overall view of computing in mining engineering programs. The intent was not to evaluate nor compare individual schools, so a complete census was deemed unnecessary. The minimal deviations between the responses to the subjective questions reinforces the credibility of the sample as being representative. Results Hardware Most of the mining engineering schools polled had access to hardware on three scales - mainframe computers available university wide, minicomputers available in the college or department, and microcomputers available at all three levels. Without exception, each school had access to mainframe and microcomputers. Minicomputers, however, were not available at every school. The mainframe computers have been in place the longest. The predominant mainframe currently on campuses is the IBM model. Mainframes were once the essence of all applications. But the improved availability and capabilities of smaller machines have afforded users a viable alternative. The increasing practice in education of assessing charges for time used on the mainframe - as opposed to no charge for time on the mini- and microcomputers - makes use of the smaller machines attractive. Conversely, much of the mining engineering software is only operational on mainframes. Sometimes this restriction exists because the requisite speed or storage inherent in the software can only be met by the mainframe. More often, however, it is because the software was developed when mainframes were the only machines available, and it has not yet been adapted to run on a smaller machine. At the schools polled, many mining engineering problems that are well suited to microcomputers are being solved on mainframes simply because microcomputer software is not available. Minicomputers are available at the department or college level in many mining programs. DEC is the most popular make. Often, the minicomputers were installed to alleviate the inconveniences of attempting to access and use an overcrowded mainframe, to avoid being charged for time used on the mainframe, and to meet the needs of a specific research project. The minicomputers are currently used much more for research than for teaching applications. Therefore, minis are seldom used by undergraduate students. Microcomputers have become extremely popular at mining schools within the last five years. Generally, some form of computing policy or strategy was established near the time the first microcomputers were purchased. This was formulated in part to ensure consistency, or at least compatibility, in the type of machines acquired. An open pit mine design system should have the characteristics of being flexible, versatile, and simple. All of these characteristics are necessary for producing a dynamic mine design. In other words, a design that can be improved, updated, and implemented. Flexibility is an important characteristic due to changing times. For example, the effects of a changing economy, increased knowledge of the mineral deposit, or improvements in mining technology can result in a considerable, if not a complete change in the long range mining plans. Since the short range mining plans are based on the long range mining plans, they will-also be effected. Also, it is very important to validate the information used in the design or the design itself. This means the system should have the flexibility of being able, not only to detect, but to correct errors. Versatility is another important characteristic of a mine design system due to the wide range of situations that may appear. First, a design system must be able to handle both long and short term planning. This is necessary because of the variability in the definition of a time range. Second, a design system must be able to handle different types of deposits. Special emphasis must be placed on this issue, because many deposits, if not the majority, do not fit predefined categories such as bedded, massive, or roll-front, etc . . . Furthermore, the true test of the versatility of a design system is not only the ability to create an ultimate design but also to schedule sequences for this design. Thus, the versatility of being capable to design with a variety of time ranges, variety of deposit types, and scheduling are all important characteristics of the design system.

Mechanical mining is steadily gaining in usage in the mining industry. A variety of machines are now being used, including tunnel boring machines, roadheaders, continuous miners, surface miners and augers. These machines have advantages compared to drill-and-blast mining methods, including increased safety, lower cost, uniform muck size and accurately sized openings. A century of experience with mechanical methods has paid dividends to the coal industry. Current trends guarantee eventual development of true general-purpose hard-rock mechanical mining machines. When several significant challenges have been met, mechanical miners will become integrated mining systems and will determine the design of mines.

The Coronado Traffic Tunnel is a proposed two-lane, reversible, road tunnel, which will relieve severe peak hour congestion problems on surface streets. The tunnel will take traffic from the Coronado Bay Bridge to Naval Air Station North Island. The project will include 12.5 m (41 ft) inside diameter by 1,112 m (3,650 ft) of tunnel, 552 m(1,815 ft) of cut and cover box structure, and 400 m (1,315 ft) of open cut structure. The geology consists of predominately clean and silty sand, saturated sand, with some clay layers, requiring Earth Pressure Balance or Slurry Shield tunneling technology.

Attractive geology does not guarantee mining investment if a region’s policies are bad, according to mining executives surveyed in the Fraser Institute’s seventh Annual Survey of Mining Companies. Companies responsible for a combined US$642.4 million in international exploration (during 2002) rated the policy attractiveness and mineral attractiveness of mining jurisdictions around the world. Jurisdictions like Chile, Australia, Quebec and Nevada bolster their attractive geology with mining-friendly policies, the report said. These locations do well on the overall investment attractiveness index. On the other hand, jurisdictions like British Columbia and Indonesia, each with excellent geology, are hurt by their policies, which have lowered their score.

Two pilot scale bioreactors designed to treat acid mine drainage primarily using sulfate reducing bacteria were constructed underground at the Eagle Mine Superfund site in Minturn Colorado. The project was designed to test th applicability of microbiological treatment on water with high metals concentration and to test the process in an underground environment. Objectives were, 1) to compare metal removal, pH increase, and sulfate reduction in a single stage reactor with a double stage reactor of equal volume at varying flow rates; 2) to determine where within the substrate treatment occurs· and 3) to examine volume versus surface ara as a design parameter for optimizing metal removal processes. Results from the reactors showed that the single stage reactor and double stage reactor performed equally well for the removal of Cd, Cu, Pb, Fe, Mn, and Zn. pH increased above 6.5 in both reactors. Greater than 97% of metals were removed within the first ten inches of substrate. Volume proved to be a more useful parameter for determining removal rates than area. Using volume as a design parameter rather than surface area enables PMDT systems to be constructed as packed columns rather than broad wetlands, Thus, space requirements are significantly reduced.

Inflation and increasingly complex tax laws in the United States combined with rising national ism overseas have made the structuring of viable financing plans which meet the requirements of the various parties involved equally important in determining project success as the design of an efficient mining plan or selection of the optimal size equipment. Whereas the use of computerized analysis to design and evaluate the technical parameters of resource ventures is well accepted, computerized evaluation of the investment criteria (qualitative and quantitative) of the various parties to the project (mining firm, financial institution, product buyer, host government, etc.) is a more recent application which can make a material impact in strengthening project economics. By identifying the objectives of the parties and critically evaluating and testing them with the technical and economic/financial constraints on the project the sponsors can design a financial structure tailored to the attributes of the deposit. A myriad of new financial techniques have evolved for financing natural resource ventures, from "Commodity-backed bonds" to tax based limited partner- ships, but in every case the structure of the financing mechanism depends on carefully matching the parameters of the financial structure with the economic characteristics of the project and the objectives of its sponsors. This presentation outlines a methodlogy for computer based project evaluation in the design and structuring of stronger financial plans for natural resource ventures.

Pig iron nuggets, which have similar chemical and physical properties with blast furnace pig iron, were produced by a single step heat treatment of self reducing – fluxing dried greenballs. During this single step heat treatment the transformation of self reducing fluxing dried greenballs into pig iron nuggets did not take place instantaneously. Rather, it was composed of three transformation stages, (1) transformation of self reducing – fluxing dried greenballs into direct reduced iron (DRI), (2) transformation of DRI into transition direct reduced iron (TDRI), and (3) transformation of TDRI into pig iron nuggets. Thus, the objective of this research was to investigate these transformation mechanisms by analyzing the transformation stage products. The transformation stage products were produced at a constant furnace temperature of 1425°C and various furnace residence times. They were characterized according to their microstructure, microhardness and apparent density. The changes in the product’s physical and chemical properties with furnace residence time were utilized in understanding the transformation behavior, the chemical events that took place and the controlling mechanisms. It was determined that the transformations were dictated by the changes in the slag viscosity and wetting properties, and by carbon diffusion into metallized areas.

Polkowice region (Lower Silesia, Poland) is an area, where the copper mining activity started about 40 years ago and new technologies were applied. There are 3 underground mines, 3 processing plants, tailings pond (the biggest one in Europe), pipelines for flotation waste transport, railways. Although new technologies were applied during the copper ore exploitation, the environment in this area were polluted mostly by dust containing copper, lead, zinc and arsenic. Estimated values of heavy metals in polluted soils were compared to the natural contents of this metals. The geochemical background for Polkowice area was defined. The pollution zones occur around mining facilities. Copper ore exploitation and processing is planned for the next 20-40 years depending on market situation. After mines and other facilities closing the most important problem will be sustainable development of this area. To evaluate the scope of revitalization activities the analysis of recent soil environment condition will be necessary as well as forecasts for pollution migration. Geostatistic methods used also in mining will be very helpful for this task.

Resin bolting has enjoyed wide acceptance for coal mine roof support. Beginning in 1973, the first year of significant resin bolting in coal mines, we estimate that 2.5MM resin bolts were installed. This grew to 7MM resin bolts in 1974 and 13MM in 1975. Resin bolts are currently being used in over 300 coal mines throughout the major coal producing areas of the U.S. and barring major work stoppage we expect more than 17MM will be installed in 1976. Although not a cure-all, the number of unintentional roof falls occurring in many mines has been dramatically reduced as a result of converting to this "new" method of support. 1 The improved anchorage strength of resin bolts provides better roof support. (Slide #1) This anchorage strength provides a mechanism to resist changing roof stresses along the entire length of the fully grouted resin bolt, thereby assuring stabilization of rock strata over long periods of time. The ability to resist roof displacement is borne out by readings obtained from strain gauged bolts. These findings can be summarized as follows.2

Eighty samples from Roman wall paintings from ancient Corinth were studied by means of optical and scanning electron microscopy coupled to an energy dispersive analyzer, X-ray diffraction and image analysis techniques. The goals of the study were the identification of the exact nature of the pigments and the technical features of paint application (binding medium, adherence to plaster, thickness of the pigment layer), which would provide evidence about the painting technique (fresco or secco). The main plaster is calcitic with secondary calcite as a cement binder to the primary calcite grains. All pigments, except Egyptian Blue, were naturally occurring ochres or pigment minerals, such as limonite, goethite, hematite for yellow, brown and red hues, cinnabar for red hues and celadonite for green color. The presence of specific elements such as Ni and Cr or minerals such as olivine, in the yellow, brown and red pigments, gave an indication about the provenance of the original pigments, which seems to be from Cyprus. The black color was represented using charcoal. It seems, finally, that for the pigment application the fresco technique was used, while secco is also apparent.
